THE PRESIDENT:  Thank you very much.  My fellow Americans, I am very proud to announce today that we have reached a deal to end the shutdown and re-open the federal government.  As everyone knows, I have a very powerful alternative, but I didn’t want to use it at this time.  Hopefully it will be unnecessary.

I want to thank all of the incredible federal workers, and their amazing families, who have shown such extraordinary devotion in the face of this recent hardship.  You are fantastic people.  You are incredible patriots.  Many of you have suffered far greater than anyone, but your families would know or understand.  And not only did you not complain, but in many cases you encouraged me to keep going because you care so much about our country and about its border security.

Again, I thank you.  All Americans, I thank you.  You are very, very special people.  I am so proud that you are citizens of our country.  When I say “Make America Great Again,” it could never be done without you.  Great people.

In a short while, I will sign a bill to open our government for three weeks until February 15th.  I will make sure that all employees receive their back pay very quickly, or as soon as possible.  It’ll happen fast.  I am asking Senate Majority Leader Mitch McConnell to put this proposal on the floor immediately.

After 36 days of spirited debate and dialogue, I have seen and heard from enough Democrats and Republicans that they are willing to put partisanship aside — I think — and put the security of the American people first.  I do believe they’re going to do that.  They have said they are for complete border security, and they have finally and fully acknowledged that having barriers, fencing, or walls — or whatever you want to call it — will be an important part of the solution.

A bipartisan Conference Committee of House and Senate lawmakers and leaders will immediately begin reviewing the requests of our Homeland Security experts — and experts they are — and also law enforcement professionals, who have worked with us so closely.  We want to thank Border Patrol, ICE, and all law enforcement.  Been incredible.

Based on operational guidance from the experts in the field, they will put together a Homeland Security package for me to shortly sign into law.

Over the next 21 days, I expect that both Democrats and Republicans will operate in good faith.  This is an opportunity for all parties to work together for the benefit of our whole beautiful, wonderful nation.

If we make a fair deal, the American people will be proud of their government for proving that we can put country before party.  We can show all Americans, and people all around the world, that both political parties are united when it comes to protecting our country and protecting our people.

Many disagree, but I really feel that, working with Democrats and Republicans, we can make a truly great and secure deal happen for everyone.

Walls should not be controversial.  Our country has built 654 miles of barrier over the last 15 years, and every career Border Patrol agent I have spoken with has told me that walls work.  They do work.  No matter where you go, they work.  Israel built a wall — 99.9 percent successful.  Won’t be any different for us.

They keep criminals out.  They save good people from attempting a very dangerous journey from other countries — thousands of miles — because they think they have a glimmer of hope of coming through.  With a wall, they don’t have that hope.  They keep drugs out, and they dramatically increase efficiency by allowing us to patrol far larger areas with far fewer people.  It’s just common sense.  Walls work.

That’s why most of the Democrats in Congress have voted in the past for bills that include walls and physical barriers and very powerful fences.  The walls we are building are not medieval walls.  They are smart walls designed to meet the needs of frontline border agents, and are operationally effective.  These barriers are made of steel, have see-through visibility, which is very important, and are equipped with sensors, monitors, and cutting-edge technology, including state-of-the-art drones.

We do not need 2,000 miles of concrete wall from sea to shining sea — we never did; we never proposed that; we never wanted that — because we have barriers at the border where natural structures are as good as anything that we can build.  They’re already there.  They’ve been there for millions of years.

Our proposed structures will be in pre-determined high-risk locations that have been specifically identified by the Border Patrol to stop illicit flows of people and drugs.  No border security plan can ever work without a physical barrier.  Just doesn’t happen.

At the same time, we need to increase drug detection technology and manpower to modernize our ports of entry, which are obsolete.  The equipment is obsolete.  They’re old.  They’re tired.  This is something we have all come to agree on, and will allow for quicker and safer commerce.  These critical investments will improve and facilitate legal trade and travel through our lawful ports of entry.

Our plan also includes desperately needed humanitarian assistance for those being exploited and abused by coyotes, smugglers, and the dangerous journey north.

The requests we have put before Congress are vital to ending the humanitarian and security crisis on our southern border.  Absolutely vital.  Will not work without it.

This crisis threatens the safety of our country and thousands of American lives.  Criminal cartels, narco-terrorists, transnational gangs like MS-13, and human traffickers are brazenly violating U.S. laws and terrorizing innocent communities.

Human traffickers — the victims are women and children.  Maybe to a lesser extent, believe or not, children.  Women are tied up.  They’re bound.  Duct tape put around their faces, around their mouths.  In many cases, they can’t even breathe.  They’re put in the backs of cars or vans or trucks.  They don’t go through your port of entry.  They make a right turn going very quickly.  They go into the desert areas, or whatever areas you can look at.  And as soon as there’s no protection, they make a left or a right into the United States of America.  There’s nobody to catch them.  There’s nobody to find them.

They can’t come through the port, because if they come through the port, people will see four women sitting in a van with tape around their face and around their mouth.  Can’t have that.

And that problem, because of the Internet, is the biggest problem — it’s never been like this before — that you can imagine.  It’s at the worst level — human trafficking — in the history of the world.  This is not a United States problem; this is a world problem.  But they come through areas where they have no protection, where they have no steel barriers, where they have no walls.  And we can stop almost 100 percent of that.

The profits reaped by these murderous organizations are used to fund their malign and destabilizing conduct throughout this hemisphere.

Last year alone, ICE officers removed 10,000 known or suspected gang members, like MS-13 and members as bad as them.  Horrible people.  Tough.  Mean.  Sadistic.  In the last two years, ICE officers arrested a total of 266,000 criminal aliens inside of the United States, including those charged or convicted of nearly 100,000 assaults, 30,000 sex crimes, and 4,000 homicides or, as you would call them, violent, vicious killings.  It can be stopped.

Vast quantities of lethal drugs — including meth, fentanyl, heroin, and cocaine — are smuggled across our southern border and into U.S. schools and communities.  Drugs kill much more than 70,000 Americans a year and cost our society in excess of $700 billion.

The sheer volume of illegal immigration has overwhelmed federal authorities and stretched our immigration system beyond the breaking point.  Nearly 50 migrants a day are being referred for medical assistance — they are very, very sick — making this a health crisis as well.  It’s a very big health crisis.  People have no idea how big it is, unless you’re there.

Our backlog in the immigration courts is now far greater than the 800,000 cases that you’ve been hearing about over the last couple of years.  Think of that, though: 800,000 cases because our laws are obsolete.  So obsolete.  They’re the laughing stock all over the world.  Our immigration laws, all over the world — they’ve been there for a long time — are the laughing stock, all over the world.

We do not have the necessary space or resources to detain, house, vet, screen, and safely process this tremendous influx of people.  In short, we do not have control over who is entering our country, where they come from, who they are, or why they are coming.

The result, for many years, is a colossal danger to public safety.  We’re going to straighten it out.  It’s not hard.  It’s easy, if given the resources.

Last month was the third straight month in a row with 60,000 apprehensions on our southern border.  Think of that.  we apprehended 60,000 people.  That’s like a stadium full of people.  A big stadium.

There are many criminals being apprehended, but vast numbers are coming because our economy is so strong.  We have the strongest economy now in the entire world.  You see what’s happening.  We have nowhere left to house them and no way to promptly remove them.  We can’t get them out because our laws are so obsolete, so antiquated, and so bad.

Without new resources from Congress, we will be forced to release these people into communities — something we don’t want to do — called catch-and-release.  You catch them.  Even if they are criminals, you then release them.  And you can’t release them from where they came, so they go into our country and end up in places you would least suspect.  And we do as little releasing as possible, by they’re coming by the hundreds of thousands.

I have had zero Democrat lawmakers volunteer to have them released into their districts or states.  And I think they know that, and that’s what we’re going to be discussing over the next three weeks.

The painful reality is that the tremendous economic and financial burdens of illegal immigration fall on the shoulders of low-income Americans, including millions of wonderful, patriotic, law-abiding immigrants who enrich our nation.

As Commander-in-Chief, my highest priority is the defense of our great country.  We cannot surrender operational control over the nation’s borders to foreign cartels, traffickers, and smugglers.  We want future Americans to come to our country legally and through a system based on merit.  We need people to come to our country.  We have great companies moving back into the United States.  And we have the lowest employment and the best employment numbers that we’ve ever had.  There are more people working today in the United States than have ever worked in our country.  We need people to come in to help us — the farms, and with all of these great companies that are moving back.  Finally, they’re moving back.  People said it couldn’t happen.  It’s happening.

And we want them to enjoy the blessings of safety and liberty, and the rule of law.  We cannot protect and deliver these blessings without a strong and secure border.

I believe that crime in this country can go down by a massive percentage if we have great security on our southern border.  I believe drugs, large percentages of which come through the southern border, will be cut by a number that nobody will believe.

So let me be very clear: We really have no choice but to build a powerful wall or steel barrier.  If we don’t get a fair deal from Congress, the government will either shut down on February 15th, again, or I will use the powers afforded to me under the laws and the Constitution of the United States to address this emergency.  We will have great security.

SECRETARY POMPEO: Good morning, and thank you, Borge, for your kind introduction. And thank you to the World Economic Forum for the invitation to speak today. It’s 18 degrees Fahrenheit here in Washington, D.C. You see the Lincoln Memorial to my back. So while I’m not here in person, I at least feel like I’m in Davos with the weather.
It’s interesting times that we live in. Over the past few years, all around the world, voters have tuned out politicians and political alliances that they thought weren’t representing their interests. A few examples of new directions that people have taken: Brexit; the election of President Macron in France; the rise of the Five Star Movement in Italy; Mahathir’s comeback in Malaysia; and of course, Borge, as you referenced, the election of President Donald Trump.

In Ohio, Rio de Janeiro, and in Rome, people are asking questions that haven’t been asked, or at least haven’t been taken seriously, in an awfully long time. Is economic globalization really good for me? Are our political leaders adequately protecting us from threats like terrorism? Are they working to secure our national interests abroad?

You all know this: New winds are blowing across the world. The central question is this: Do they signal fair weather or foreshadow a storm? Is this pattern of disruption a force for good or not?

I’d argue that this disruption is a positive development. We are embracing time-tested truths. Truths like this: Nations matter. No international body can stand up for a people as well as their own leaders can. Strong borders are key to strong nations. This is how we keep our people safe and protect our sovereignty. Sturdy alliances built on key principles are key to shared security. We need all nations to contribute to security imperatives. President Trump also knows that economic security is national security. Robust defenses aren’t possible without healthy economies to undergird them.

I’ll talk about this for a minute. It’s why pro-growth policies matter so much. I’ll spend a little time on this, and I’m confident that Secretary Mnuchin will understand if I step on his turf just a little bit here this morning.

President Trump’s campaign slogan, “Make America Great Again,” was a call to return America to the principles that have made us the most prosperous nation in world history. It was a rejection of trade arrangements that discounted the interests of American workers. It was a rejection of red tape, which constricted entrepreneurs here in America. This is the lifeblood of our economy. It was a rejection of all high taxes that tell American families that government knows how to spend their money better than those families do.

And perhaps more than anything, President Trump’s election was a rejection of low expectations. I remember that mantra – I’m sure many of you do – the idea that 2 percent was the new normal for economic growth. Well, so much for that. Today, thanks to President Trump’s pro-growth policies, our real GDP growth here in America has exceeded 3 percent over each of the last four quarters.

And that’s not all. Wage growth is up. This matters to hardworking Americans. Job openings outnumber the number of unemployed for the first time on record. The women’s unemployment rate recently reached its lowest rate in 65 years. Manufacturing – that’s what I did before I entered politics – added 284,000 jobs in 2018, the most since 1997. It was said this couldn’t be done. Small business optimism is at a record high.
There’s more to that story. But the important point is this: The unleashing of animal spirits has allowed our economy to grow, even as the global slowdown looms.
This economic blueprint – low taxes, streamlined regulations, and trade reform – can work for you and your countries as well. The time is now to adopt these policies. I remember President Reagan’s maxim, “peace through strength.” This wasn’t exclusively military strength. It was the strength created by a free and robust economy that not only creates wealth, but also freedom.
As you all know, we face many new threats, some of them not so new. They range from North Korea’s nuclear program, to Iran’s foreign adventurism, to China’s state-centered economic model, its belligerence toward its neighbors, and its embraces of a totalitarian state at home. Radical Islamic terrorism remains a persistent threat that we will continue to fight together.

In all of these areas we’re making progress. But none of this progress could have happened without beautiful coalitions in which America has played a central role. Collectively, we have exerted maximum pressure on North Korea, and that pressure has gotten Kim to the negotiating table. The United Nations did amazing work, acting as the center of gravity for sanctions that built out this global coalition. We’ve also assembled a global coalition of nations to confront Iran and support the aspirations of the Iranian people.
And we’re rebalancing the relationship with China, alongside partner nations in Asia and all around the world. It should not go unnoticed that we’ve also defeated the ISIS caliphate in Syria and Iraq, alongside more than six dozen nations in the Global Coalition to Defeat ISIS.
There’s a lot more work to do, and with your help, I know we’ll achieve it. The United States looks forward to partnering with you to take on the challenges of our time.

Negotiate in good faith to fund/reopen all gov't agencies & protect the national and economic security of all Americans.
More than 800,000 government employees and millions of supporting contractors are going unpaid. Unpaid citizens are losing their homes, cars, and healthcare. Thousands of businesses have closed or will be closing soon. And our elected officials are driving the country toward a recession, which threatens to be more severe with every passing week. Meanwhile, critical government missions are unstaffed, including immigration courts, agricultural and industrial inspections, small business loan approvals, training for emergency first responders, and public land management... the list goes on. Both the White House and Congress must give up their absolute demands and negotiate in good faith to find an end to this stalemate. (petition link)

Editorial note: Even if this petition is no longer moot, it sends a message that Congress has failed to listen to the people, and majority of the people wants our southern border protected. That's why I signed it.

This report came from the USA TODAY article earlier this week with the headline: " Fossils discovered in South Africa are the 'missing link' in human evolution, study finds."
Quote: " The fossils of Australopithecus sediba were found in 2008 after Matthew Berger stopped to examine the rock he tripped over while following his dog near what is now the Malapa Fossil Site in South Africa.
The subsequent discovery of the 2-million-year-old adult female and juvenile male remains in the “Cradle of Humankind” set off contentious debate in the scientific community. New research confirms the species is closely related to the Homo genus and fills a key gap in humankind’s history between early humans and our more apelike predecessors."

Now considering the source here which came from the USA Today, which reads much like a tabloid. I wanted to see if there were any more reliable sources on the story.

Editorial Note: Will the latest finding be also a hoax? Why we of faith in a living God care about the newest finding of a group of scientist bound and determine to disprove God? This tries a persons own faith at times, but with continued archaeological discoveries proving the bible, one must start to take things on faith. Just because you can't see, or touch God, doesn't mean he isn't real. But you see his works and wonders he shows every day.
Evolutionist wants you to believe there is no God, or an afterlife. We are just a bunch of highly evolved apes. If that's the case why hadn't the current apes evolved too? I rather believe in a divine being that created we humans as unique creatures, who had intelligence from the start. Than a man ape.

Now if you define the phrase " evolution" in changing ones character, or attitudes then the phrase "evolution" would have more profound meaning rather give credence to a Ape Man theory.
Like for example, living in Christ, and God's grace makes us better humans, we "evolve" into a better person, base on grace, and a loving spirit.
An Apeman doesn't gives us salvation or grace, it just gives death.

That is why God gives us liberty to either believe and follow him, or not to believe, and those who don't believe have chosen to have science as their new religion, much like the primitive men who designed idols, in order to believe in gods, that give them excuses to commit all kinds of barbarism. So, what are these scientist hope to prove that we came form a apeman, that we no longer be held to any moral code or ethics? It was God who gave man kind our moral laws and conduct, through Moses, to Jesus. NOT some APEMAN!

Gov. Jay Inslee today delivered his State of the State address and implored legislators to write a historic new chapter in Washington’s story that demonstrates bold purpose in acting on climate change, transforming the state’s behavioral health system, protecting the embattled Southern Resident orca population, and continuing important investments in education.

Thank you, Rabbi Dunsker, for your inspiring words.
Thank you, Sergeant Scheer, for the beautiful rendition of the anthem and for your service in the Army National Guard.
I extend a warm welcome to former Governor Gary Locke here today and thank him for his service as well.
I welcome the new legislators in your ranks who have stepped up to serve the people of this state. I congratulate your families who will be part of your adventure.
And I thank my wife, Trudi, and my entire family for joining me on our adventure.

I’m pleased to note a couple historic firsts in this Legislature. The people of Washington elected the first Native American woman to the House, Representative Debra Lekanoff.
And they elected the first refugee, Representative My-Linh Thai, to the Legislature.
It’s really great to look out and see faces that reflect the diversity of our state. These are firsts we all are proud of.
Mr. Speaker, Madam Chief Justice, distinguished justices of the court, members of the Legislature, tribal leaders, state and local government officials, members of the Consular Corps, and most importantly, my fellow Washingtonians.
Today, we gather in a place that tells much of our Washington story.

Today, we come together from across the state — from the rolling hills of the Palouse to the coastal rocks of La Push — to find inspiration for the work we do.

And today, as we reflect on our 2018 successes, we look ahead to 2019 and offer a rallying cry to build this new and enduring chapter that is the profound story of Washington state.
Our story already reflects optimism and strength. But as Washington’s leaders, we carry an obligation to never be satisfied with how far we’ve come.
That was embodied in what Bruce Lee, the Washington actor, philosopher and martial artist said: “There are no limits. There are only plateaus, and you must not stay there, you must go beyond them.”
He was right.
 Our state history offers example after example of leaders willing to do more and to be more — even after they toppled barriers and shattered expectations.
Did Bill Gates and Paul Allen stop after forever changing the world of personal computing? No. They kept asking “what if?” and not only built on the landscape of the technological world, but delved deep into science, medical research and culture and redefined what giving back means.

Did Steve Gleason, one of the best Cougars out there, stop after he blocked that punt during the famous 2006 New Orleans Saints game? No. Congress just awarded him the Congressional Gold Medal for his advocacy for people with ALS, something he works through every single day.

Did Tarra Simmons of Bremerton quit after she redirected her life while serving time in prison? No. She earned a prestigious fellowship, graduated from Seattle University School of Law, and when told she couldn’t fulfill her ultimate dream of being a lawyer, she appealed to the state’s highest court so she could take the bar exam. Today, she practices law and helps others find a second chance after incarceration. We’re glad she can join us today.
We are drawn to stories about people who don’t quit. They call to us because they remind us we have the same promise for greatness.
In 2019, we are again poised to be more and do more. Yes, we’ve accomplished much already. But all of it — everything we’ve done — brings us to a tipping point.
So today offers us two choices:
One, do we merely reflect on the success of our current story and decide we’ve done enough?
Or two, do we rise up to write one of the worthiest chapters of our time that tells future generations who we are?
Though we’ve accomplished much, we still face challenges that require us to push further.
At the top of that list is the imminent threat of climate change.
In just the past few years, our state experienced record-high temperatures, record-low snowpack in some locations, higher ocean temperatures and high acidity in our waters.

Historic wildfires blackened our air so much that we had the worst air quality in the world. Not China, not India. Washington state. The smoke shut down outdoor pools in Wenatchee, and impacted all of us, forcing kids and older adults to stay inside to protect their health.
Scientists say if we don’t act now, this will become the norm — a permanent degradation of what we love, our magnificent state.
I don’t know of any other issue that touches the heart of things so many of us care about: our jobs, our health, our safety and our children’s future.
But this doesn’t have to be our future. Science affirms the necessity of action — this day.

This is the 11th hour, but it is Washington’s hour to shine. It’s a time of great peril, but also of great promise.
Clean energy and low-carbon technologies are increasingly competitive in the marketplace. Innovation brings us cleaner, cheaper, better fossil-fuel alternatives every day.

This innovation benefits our rural economies as much as our urban and suburban economies.

Just last year, I helped cut the ribbon for our state’s largest solar array in the small town of Lind. I was joined by Senator Schoesler and Representatives Dye and Schmick to celebrate the good-paying jobs the project brings to their community.

These kinds of jobs have propelled our clean energy sector to grow more than twice as fast as the rest of our economy. There is no greater job opportunity than the opportunity of clean energy. It’s why a historic alliance of labor and communities of color has joined with conservation and environmental groups to push for climate action.

Looking at the many new faces in this chamber today, I am more optimistic than ever about the clean energy future we’ll build together.

We will pass legislation to transition to 100 percent clean electricity, transform our buildings with cost-saving efficiencies, and modernize and electrify our transportation system. We’ll phase down super-pollutants and phase in cleaner fuels.

This means by 2035, nearly all our electricity will come from clean sources, instead of polluting fossil fuels.

It means you’ll save money on lighting and heating costs because our homes and businesses will be much more energy efficient.

It means our transportation system will be the cleanest in the United States because we’ll power it with clean electricity and clean fuels.

Combined, these policies will steeply cut emissions — the equivalent of taking about 3 million cars off our roads.

This transformation has started but we need to do more, do it bigger and do it faster.

So when your grandchildren ask what you did to protect them from climate change, you can tell them you weren’t sitting around saying it was someone else’s problem. You took action. Because that is who we are in the state of Washington.
It’s going to feel really good to be part of the solution. It’s going to feel really good to make history.
Another historic chapter we need to write about is mental health.
While we’ve taken significant steps to improve our physical health in medical schools like the Elson Floyd College of Medicine at WSU, we can improve our mental health care efforts, too.

We need to transform behavioral health from a system that responds to crisis to one that helps people before they reach crisis. And there’s more we can do this session.

For those with a loved one who has waited too long for the right kind of treatment, we know this challenge is urgent.

Our families and friends are suffering and we can do so much better.

We must find room for hundreds of people at new community-based facilities so patients receive services in places close to their families, homes, places of worship and communities. We must also expand our professional workforce so patients are treated.

That’s why I’m proud to pursue a new partnership with the University of Washington to create a teaching hospital to serve these patients and to train behavioral health providers using a unique new curriculum.

We can turn this story around and direct it toward hope.
And I’m pleased that we’re at the beginning of a bipartisan effort to do just that. We will create a story this year about a holistic model for behavioral health that encompasses the family, the community and the promise of timely care. ( Continued on page 2)

It's funny that Governor Inslee should be concern over the lack of Salmon to feed not only humans, but the Orcas (killer whales) since he pretty much closed down an industry which aid in the population of Chinook Salmon, that's fish farming. Do you recall news stories about closing fish farming by 2025.

Editorial note: That's something to consider instead of completely shutting down and industry because of one failed operation. To allow fish farming only for native species. What the Cooke fish farm was doing was raising fish that wasn't local fish stock, they were raising Atlantic Salmon, which was accidental due to the fish farms negligence. Now if he was raising Chinook salmon in those fish pens and they had escape, I doubt very much Inslee would be shutting down fish farming at all.
About nine months later Inslee now bemoans the fact that there isn't enough chinook salmon or any salmon for that matter to feed the Orcas, like salmon, try to imply I take it that salmon is the only fish these whale eat! Get real!
Orcas eat any fish that falls within its path including other types of fish, but they have stiff competition for food sources...

Some people are renewing the call to reduce the harvest of chinook salmon in hopes of boosting their numbers for our starving southern resident killer whales. That approach alone will not work.

During his state of address speech Inslee mention the plight of the Orca:
Quote: " The actions we have to take, such as increasing salmon stocks, fixing culverts and decreasing vessel traffic risks, are hard but necessary.
We have just one last chance to save these orcas. In this perilous moment, we must answer back with action."
Now, how is cutting down boat traffic in the waters is going to restore our salmon runs? When it's other predators like the sea lion who feeds off these fish. A fish farm would be more safer for the fish you want to restore I would think. Trimming down to population of those sea lions and seals would also help to increase the chances of the orca whales survival.

We have this mindset, nobody wants to kill Bambi! That's the issue I think. We let these California sea lions, and seals run amuck in our waters, and politicians scratch their heads wondering why the Orcas are doing poorly.
So, readers is it time for the state government to rethink completely shut down fish farming, when it could help save the orcas, as well as feeding us? I would think so.

Our southern border continues to be overrun and overwhelmed with illegals. Many of them are criminals and are gang members. Guns, drugs, and gangs continue to cross over into America illegally continually. Illegals bring diseases and illnesses to America. Taxpayers are paying billions of dollars each Year to support illegals that are already here. The illegals that have crossed over are committed crimes and killing, raping, and robbing are citizens. Editorial Comment: Though I am not a big fan of President Trump. There is one thing I agree that we need to secure our southern border. I don't agree having this long shut down will accomplish getting a wall built. There are other ways to fund such a wall through donations from American citizens. But I still doubt that a wall will solve the issue of illegal aliens, many will find a way to get in by other means if they really want to come here. If a wall will help then okay, but it's unwise to put all your hopes in solving a immigration issue on a wall. So with that I signed the wall in hopes to help end this stalemate.

THE PRESIDENT DEFENSES THE NEED FOR A WALL DURING ADDRESS TO NATION...

But are people buying it?

Once again all this week the ongoing partial government shutdown was the lead headline in news outlets. I was going to make comments on how this shutdown would hamper taxpayers getting their refund from the IRS, since the IRS offices are closed. But, low and behold the IRS issued the following press release earlier this week. . .

IRS Confirms Tax Filing Season to Begin January 28

WASHINGTON ― Despite the government shutdown, the Internal Revenue Service today confirmed that it will process tax returns beginning January 28, 2019 and provide refunds to taxpayers as scheduled.

“We are committed to ensuring that taxpayers receive their refunds notwithstanding the government shutdown. I appreciate the hard work of the employees and their commitment to the taxpayers during this period,” said IRS Commissioner Chuck Rettig.

Congress directed the payment of all tax refunds through a permanent, indefinite appropriation (31 U.S.C. 1324), and the IRS has consistently been of the view that it has authority to pay refunds despite a lapse in annual appropriations. Although in 2011 the Office of Management and Budget (OMB) directed the IRS not to pay refunds during a lapse, OMB has reviewed the relevant law at Treasury’s request and concluded that IRS may pay tax refunds during a lapse.

The IRS will be recalling a significant portion of its workforce, currently furloughed as part of the government shutdown, to work. Additional details for the IRS filing season will be included in an updated FY2019 Lapsed Appropriations Contingency Plan to be released publicly in the coming days.

“IRS employees have been hard at work over the past year to implement the biggest tax law changes the nation has seen in more than 30 years,” said Rettig.

As in past years, the IRS will begin accepting and processing individual tax returns once the filing season begins. For taxpayers who usually file early in the year and have all of the needed documentation, there is no need to wait to file. They should file when they are ready to submit a complete and accurate tax return.

The filing deadline to submit 2018 tax returns is Monday, April 15, 2019 for most taxpayers. Because of the Patriots’ Day holiday on April 15 in Maine and Massachusetts and the Emancipation Day holiday on April 16 in the District of Columbia, taxpayers who live in Maine or Massachusetts have until April 17, 2019 to file their returns.

Software companies and tax professionals will be accepting and preparing tax returns before Jan. 28 and then will submit the returns when the IRS systems open later this month. The IRS strongly encourages people to file their tax returns electronically to minimize errors and for faster refunds.

THE PRESIDENT:  My fellow Americans: Tonight, I am speaking to you because there is a growing humanitarian and security crisis at our southern border.

Every day, Customs and Border Patrol agents encounter thousands of illegal immigrants trying to enter our country.  We are out of space to hold them, and we have no way to promptly return them back home to their country.

America proudly welcomes millions of lawful immigrants who enrich our society and contribute to our nation.  But all Americans are hurt by uncontrolled, illegal migration.  It strains public resources and drives down jobs and wages.  Among those hardest hit are African Americans and Hispanic Americans.

Our southern border is a pipeline for vast quantities of illegal drugs, including meth, heroin, cocaine, and fentanyl. Every week, 300 of our citizens are killed by heroin alone, 90 percent of which floods across from our southern border.  More Americans will die from drugs this year than were killed in the entire Vietnam War.

In the last two years, ICE officers made 266,000 arrests of aliens with criminal records, including those charged or convicted of 100,000 assaults, 30,000 sex crimes, and 4,000 violent killings.  Over the years, thousands of Americans have been brutally killed by those who illegally entered our country, and thousands more lives will be lost if we don’t act right now.

This is a humanitarian crisis — a crisis of the heart and a crisis of the soul.
Last month, 20,000 migrant children were illegally brought into the United States — a dramatic increase.  These children are used as human pawns by vicious coyotes and ruthless gangs.  One in three women are sexually assaulted on the dangerous trek up through Mexico.  Women and children are the biggest victims, by far, of our broken system.

This is the tragic reality of illegal immigration on our southern border.  This is the cycle of human suffering that I am determined to end.
My administration has presented Congress with a detailed proposal to secure the border and stop the criminal gangs, drug smugglers, and human traffickers.  It’s a tremendous problem.  Our proposal was developed by law enforcement professionals and border agents at the Department of Homeland Security.  These are the resources they have requested to properly perform their mission and keep America safe.  In fact, safer than ever before.
The proposal from Homeland Security includes cutting-edge technology for detecting drugs, weapons, illegal contraband, and many other things.  We have requested more agents, immigration judges, and bed space to process the sharp rise in unlawful migration fueled by our very strong economy.  Our plan also contains an urgent request for humanitarian assistance and medical support.
Furthermore, we have asked Congress to close border security loopholes so that illegal immigrant children can be safely and humanely returned back home.

Finally, as part of an overall approach to border security, law enforcement professionals have requested $5.7 billion for a physical barrier.  At the request of Democrats, it will be a steel barrier rather than a concrete wall.  This barrier is absolutely critical to border security.  It’s also what our professionals at the border want and need.  This is just common sense.
The border wall would very quickly pay for itself.   The cost of illegal drugs exceeds $500 billion a year — vastly more than the $5.7 billion we have requested from Congress.  The wall will also be paid for, indirectly, by the great new trade deal we have made with Mexico.
Senator Chuck Schumer — who you will be hearing from later tonight — has repeatedly supported a physical barrier in the past, along with many other Democrats.  They changed their mind only after I was elected President.
Democrats in Congress have refused to acknowledge the crisis.  And they have refused to provide our brave border agents with the tools they desperately need to protect our families and our nation.

The federal government remains shut down for one reason and one reason only: because Democrats will not fund border security.
My administration is doing everything in our power to help those impacted by the situation.  But the only solution is for Democrats to pass a spending bill that defends our borders and re-opens the government.
This situation could be solved in a 45-minute meeting.  I have invited Congressional leadership to the White House tomorrow to get this done.  Hopefully, we can rise above partisan politics in order to support national security.
Some have suggested a barrier is immoral.  Then why do wealthy politicians build walls, fences, and gates around their homes?  They don’t build walls because they hate the people on the outside, but because they love the people on the inside.  The only thing that is immoral is the politicians to do nothing and continue to allow more innocent people to be so horribly victimized.

America’s heart broke the day after Christmas when a young police officer in California was savagely murdered in cold blood by an illegal alien, who just came across the border.  The life of an American hero was stolen by someone who had no right to be in our country.
Day after day, precious lives are cut short by those who have violated our borders.  In California, an Air Force veteran was raped, murdered, and beaten to death with a hammer by an illegal alien with a long criminal history.  In Georgia, an illegal alien was recently charged with murder for killing, beheading, and dismembering his neighbor.  In Maryland, MS-13 gang members who arrived in the United States as unaccompanied minors were arrested and charged last year after viciously stabbing and beating a 16-year-old girl.
Over the last several years, I’ve met with dozens of families whose loved ones were stolen by illegal immigration.  I’ve held the hands of the weeping mothers and embraced the grief-stricken fathers.  So sad.  So terrible.  I will never forget the pain in their eyes, the tremble in their voices, and the sadness gripping their souls.

How much more American blood must we shed before Congress does its job?
To those who refuse to compromise in the name of border security, I would ask: Imagine if it was your child, your husband, or your wife whose life was so cruelly shattered and totally broken?
To every member of Congress: Pass a bill that ends this crisis.
To every citizen: Call Congress and tell them to finally, after all of these decades, secure our border.
This is a choice between right and wrong, justice and injustice.  This is about whether we fulfill our sacred duty to the American citizens we serve.
When I took the Oath of Office, I swore to protect our country.  And that is what I will always do, so help me God.----Thank you and goodnight.

$211 million to hire 750 additional Border Patrol agents
$571 million for 2,000 additional ICE personnel
$4.2 billion for 52,000 detention beds, personnel, transportation, and detention alternatives

TIME TO ACT: President Trump is calling on Congress to fulfill their duty to the American people and finally take action to secure the border.
The President is calling on Congress to stop the political games and come together and address the crisis we are facing.
Congress has a responsibility to protect the safety and security of the American people and it needs to meet that responsibility by providing the funding needed to secure the border.

Oh how quickly we forget!

Commentary
The media bemoans Trump's shutdown now heading for its third week if no resolutions aren't made.
But, Trump's shutdown could outdo them all according to the AP story:
AP: Talks to resume after Trump says shutdown could last 'years'
And that is not a very good prospect having this shutdown last for a full year or more until he gets his wall. I think it is typical for someone like Trump to use the bully pulpit in order to get his way, in this fashion. If he succeeds his reelection is assured, if not his presidency is finished. Even if he got to build the wall is there any guarantees that it will prevent illegal aliens to come storming the border? There are examples of walls being built on the borders of countries, one comes to mind, the great wall of China.  That wall too was used to prevent people from coming in China.

During the shutdown, approximately 800,000 federal employees were indefinitely furloughed, and another 1.3 million were required to report to work without known payment dates. Only those government services deemed "excepted" under the Antideficiency Act were continued; and only those employees deemed "excepted" continued to report to work.  The previous U.S. federal government shutdown was in 1995–96.  The 16-day-long shutdown of October 2013 was the third-longest government shutdown in U.S. history, after the 18-day shutdown in 1978 and the 21-day 1995–96 shutdown.
A "funding-gap" was created when the two chambers of Congress failed to agree to an appropriations continuing resolution. The Republican-led House of Representatives, in part encouraged by conservative senators such as Ted Cruz[5] and conservative groups such as Heritage Action, offered several continuing resolutions with language delaying or defunding the Patient Protection and Affordable Care Act (commonly known as "Obamacare"). The Democratic-led Senate passed several amended continuing resolutions for maintaining funding at then-current sequestration levels with no additional conditions. Political fights over this and other issues between the House on one side and President Barack Obama and the Senate on the other led to a budget impasse which threatened massive disruption.
The deadlock centered on the Continuing Appropriations Resolution, 2014, which was passed by the House of Representatives on September 20, 2013. The Senate stripped the bill of the measures related to the Affordable Care Act, and passed it in revised form on September 27, 2013. The House reinstated the Senate-removed measures, and passed it again in the early morning hours on September 29.
 The Senate declined to pass the bill with measures to delay the Affordable Care Act, and the two legislative houses did not develop a compromise bill by the end of September 30, 2013, causing the federal government to shut down due to a lack of appropriated funds at the start of the new 2014 federal fiscal year. Also, on October 1, 2013, many aspects of the Affordable Care Act implementation took effect. he health insurance exchanges created by the Affordable Care Act launched as scheduled on October 1.
 Much of the Affordable Care Act is funded by previously authorized and mandatory spending, rather than discretionary spending, and the presence or lack of a continuing resolution did not affect it. Some of the law's funds also come from multiple-year and "no-year" discretionary funds that are not affected by a lack of a continuing resolution.[15] Late in the evening of October 16, 2013, Congress passed the Continuing Appropriations Act, 2014, and the President signed it shortly after midnight on October 17, ending the government shutdown and suspending the debt limit until February 7, 2014.
According to a Washington Post/ABC News poll conducted several months following the shutdown, 81% of Americans disapproved of the shutdown, 86% felt it had damaged the United States' image in the world, and 53% held Republicans in Congress accountable for the shutdown

The United States federal government shutdowns of 1995 and 1995–96 were the result of conflicts between Democratic President Bill Clinton and the Republican Congress over funding for Medicare, education, the environment, and public health in the 1996 federal budget. The government shut down after Clinton vetoed the spending bill the Republican Party-controlled Congress sent him. The federal government of the United States put government workers on furlough and suspended non-essential services from November 14 through November 19, 1995, and from December 16, 1995, to January 6, 1996, for a total of 27 days. The major players were President Clinton and Speaker of the U.S. House of Representatives Newt Gingrich.
When the previous fiscal year ended on September 30, 1995, the Democratic President and the Republican-controlled Congress had not passed a budget. A majority of Congress members and the House Speaker, Newt Gingrich, had promised to slow the rate of government spending; however, this conflicted with the President's objectives for education, the environment, Medicare, and public health.  According to Bill Clinton's autobiography, their differences resulted from differing estimates of economic growth, medical inflation, and anticipated revenues.

When Clinton refused to cut the budget in the way Republicans wanted, Gingrich threatened to refuse to raise the debt limit, which would have caused the United States Treasury to suspend funding other portions of the government to avoid putting the country in default.
Clinton said Republican amendments would strip the U.S. Treasury of its ability to dip into federal trust funds to avoid a borrowing crisis. Republican amendments would have limited appeals by death-row inmates, made it harder to issue health, safety and environmental regulations, and would have committed the President to a seven-year budget plan. Clinton vetoed a second bill allowing the government to keep operating beyond the time when most spending authority expires. A GOP amendment opposed by Clinton would not only have increased Medicare Part B premiums, but it would also cancel a scheduled reduction. The Republicans held out for an increase in Medicare part B premiums in January 1996 to $53.50 a month. Clinton favored the then current law, which was to let the premium that seniors pay drop to $42.50.

Since a budget for the new fiscal year was not approved, on October 1 the entire federal government operated on a continuing resolution authorizing interim funding for departments until new budgets were approved. The continuing resolution was set to expire on November 13 at midnight, at which time non-essential government services were required to cease operations in order to prevent expending funds that had not yet been appropriated. Congress passed a continuing resolution for funding and a bill to limit debt, which Clinton vetoed  as he denounced them as "backdoor efforts" to cut the budget in a partisan manner.
On November 13, Republican and Democratic leaders, including Vice President Al Gore, Dick Armey, and Bob Dole, met to try to resolve the budget and were unable to reach an agreement.
