Gov. Jay Inslee today announced the allocation of $24 million in Coronavirus Relief Funds to purchase approximately 64,000 computing devices for students across the state. These devices will enable students to receive their education in the new COVID-19 remote learning environment. The first shipment of 20,000 devices is expected in the coming weeks.


“Having their own device is vital to students and staff participating and succeeding in distance learning,” Inslee said. “The COVID-19 pandemic has thrown challenges at every Washingtonian, especially working families and students — having the proper equipment to navigate their new educational reality shouldn’t be one of those challenges.”

At the beginning of the 2020–2021 school year, more than 95% of students in Washington began the year in remote learning due to the COVID-19 pandemic. However, according to the Office of the Superintendent of Public Instruction (OSPI) and the nine regional educational service districts, approximately 64,000 students and school staff statewide do not currently have their own computing device or tablet.

Due to the impacts of COVID-19, the current manufacturing and global supply chain for computing devices is limited. Many districts that have devices on order have had their delivery dates pushed to six weeks, three months or more. And some districts just simply don’t have enough CARES Act or local funding to make all the purchases necessary. Bulk procurement on the part of the state will help to bring devices to Washington more quickly — and at a lower rate.


Devices must meet the needs of students and local districts, provide adequate technical specifications, and be available in the near-term at a competitive price. Due to the source of funding, devices must be received before the end of the year.

“With most of our students learning from home right now, one critical need has been access to technology,” said Superintendent of Public Instruction Chris Reykdal. “Since last spring, school districts across the state have deployed hundreds of thousands of laptops and tablets to students so they can learn remotely. I’m grateful to the governor’s office for their partnership as we continue to close the digital divide.”

While having a device is necessary to participate in distance learning, connectivity to the internet also poses a barrier to participating in remote learning. To help meet this need, OSPI has allocated $8.8 million in CARES Act funds to buy internet plans for 60,000 families who cannot afford them. In addition, the state has set up more than 600 WIFI hotspots across Washington, with the governor reviewing proposals to further speed up the state’ path to universal broadband connection.

The governor, along with Educational Service Districts and OSPI, will work to identify which districts will receive the first shipment of devices in early November.

WASHINGTON, DC – Today, at a U.S. Senate Commerce Committee hearing with the CEOs of Facebook, Google, and Twitter, U.S. Senator Maria Cantwell (D-WA)\, the Ranking Member of the committee, condemned election interference and disinformation online and highlighted the importance of supporting efforts to stop such interference and to push back against COVID misinformation and disinformation, as well as the proliferation of online hate.


Senator Cantwell said, “I believe that we should be working aggressively internationally to sanction anybody that interferes in our elections…It is no secret that there are various state actors who are doing all they can to take a whack at democracy, to try to say that our way of government, that our way of life, that our way of freedom of speech and information, is somehow not as good as we have made it being the beacon of democracy around the globe.”


Cantwell also pushed back on the timing of the hearing and called out the escalating wave of election misinformation online, saying: “So I want to make it clear that this hearing could have happened at a later date. And I don't appreciate the misinformation that is coming across today that is trying to undermine our election process…I am not going to let or tolerate people to continue to [attack] our election process, our vote by mail system, or the ability of tech platforms, security companies, our law enforcement entities, and the collective community to speak against misinformation and hate speech. We have to show that the United States of America stands behind our principles and that our principles do also transfer to the responsibility of communication online.”


Cantwell also stressed the benefits of mail-in voting, a system which her home state of Washington has used successfully for many years.


“I’m not going to take lightly anybody who tries to undermine mail-in voting. Mail-in voting in the United States of America is safe. The state of Washington, the state of Oregon have been doing it for years.”


Cantwell cited how during the 2016 election, Russian operatives, masquerading as Americans, used targeted advertisements, intentionally falsified news articles, and manipulated social media platform tools to interact and attempt to deceive tens of millions of social media users in the United States.


In her questioning with witnesses, Senator Cantwell asked Facebook CEO Mark Zuckerberg what his company is doing to stop the threat of foreign interference in U.S. elections. Mr. Zuckerberg replied, “Since 2016, we've been building up some very sophisticated systems to make sure that we can stop foreign interference in elections, not just in the US, but all around the world. And a lot of this involves building up AI systems to identify when clusters of accounts aren't behaving the way that a normal person would. They’re behaving as fake accounts in some coordinated way… we've taken down more than 100 networks that were potentially attempting to spread misinformation or interfere. A lot of them were coming from Russia or Iran, a growing number from China as well.”




State safety rest area workers honored for keeping freight moving and travelers safe during pandemic.

The COVID-19 pandemic has impacted nearly every facet of daily life over the past eight months. While this time has been challenging, Washingtonians have met it with resilience and determination to listen to science and keep the virus under control. It has also shined a light on Washington’s frontline heroes, such as state maintenance workers, who have continued working every day to make sure rest areas are clean, open and safe through it all.


Rest area crews from the Washington State Department of Transportation kept working in the field as essential workers during the “Stay Home, Stay Healthy” order. They also increased the frequency of their cleaning to help keep travelers safe. This meant cleaning all 45 year-round state rest areas at least twice a day.


At the most heavily used sites along I-5, I-90 and I-82, all touch points, such as door handles, faucets and handrails, were cleaned every two hours. Crews also worked repairing the rest areas to keep them open and in good working order.

Gov. Jay Inslee today issued a directive to the Department of Retirement Systems (DRS) to issue an emergency rule regarding continuity of pension benefits for school district employees continuing to experience work disruptions as a result of remote learning.


Benefit continuity is critical to employees’ eligibility for assistance through Shared Work operated by the Employment Security Department, a tool used to retain employees who are necessary for schools to reopen as students resume in-person education. This order also directs Employment Security to include DRS' forthcoming emergency rule in their evaluation of eligibility for the Shared Work Program.


The directive is effective immediately.

At Hearing with Big Tech CEOs, Cantwell Defends Local Journalism, Presses Platforms on Unfair Practices.

WASHINGTON, DC – Today, at a U.S. Senate Commerce Committee hearing with the CEOs of Facebook, Google, and Twitter, U.S. Senator Maria Cantwell (D-WA), the Ranking Member of the committee, highlighted how unfair and abusive practices employed by Big Tech platforms have had devastating impacts on local news media and contributed to dramatic declines in revenue for local journalism and broadcasting organizations. A report released by Cantwell earlier this week called for Congress and the FTC to take further steps to protect local journalism.


In her opening statement, Senator Cantwell highlighted the significant challenges local journalism is facing and spoke about the importance of protecting local journalism jobs: “I am concerned about the vertical nature of news and information. Today I expect to ask the witnesses about the fact that I believe they create a choke point for local news. The local news media have lost 70% of their revenue over the last decade, and we have lost thousands, thousands of journalistic jobs that are important.” Cantwell continued, “Somehow, we have to come together to show that the diversity of voices that local news represent need to be dealt with fairly when it comes to the advertising market. And that too much control in the advertising market puts a foot on their ability to continue to move forward and grow in the digital age.”


On Tuesday, Cantwell released an extensive report examining the transformation of local news in the information age and impacts to local journalism from the rise of major tech platforms including Facebook and Google. The report found that over the past two decades, the local newspaper industry has lost around 70 percent of its total revenue, and newspapers have been forced to let go of more than 40,000 newsroom employees, a full 60 percent of their journalistic workforce. The report identifies unfair and abusive practices by major tech platforms that have contributed to the drastic revenue declines. The biggest online platforms unfairly use content, take local news consumer data, and divert customers away from local news websites, while providing little in return. Congress and the FTC should act to address these unfair and abusive practices to help sustain the competition that local news provides.


In her questioning with witnesses at today’s hearing, Cantwell asked Google CEO Sundar Pichai, “Do you think that Google is taking ad revenue from these news sources in an unfair way?”


Pichai responded, “I do think journalism, as you rightfully have called attention to it, particularly local journalism, is very important… We send a lot of traffic to news publishers, all the ad technology questions I'm getting asked today, we, in this ad technology, share a majority of revenue back to publishers. We are investing in subscription products. We have committed $2 billion in new licensing over the next three years to news organizations, we have set up local emergency funds through COVID for local journalistic distributions.”


Cantwell pressed him saying, “I don't think that you’ve turned the majority of the revenue to these broadcast entities. I do think it's a problem. Yes, they've had to make it through the transformation which is a rocky transformation, but we need—the message from today's hearing is the free press needs to live and be supported by all of us, and we look forward to discussing how we can make sure that they get fair return on their value.”

“Tying federal funds for local public health efforts to an arbitrary definition of ‘anarchist jurisdictions’ is of questionable legality and an appalling abuse of power—particularly in the midst of a deadly pandemic and economic recession. According to a report, HHS has identified numerous public health programs and funding mechanisms for potential cuts, including those related to HIV treatment, the opioid crisis, addiction and recovery services, lung disease, hearing screenings for newborns, nutrition and mental health for the elderly, hospital preparedness, child support enforcement, care for COVID-19 patients at community and migrant health centers, and more,” the lawmakers wrote in their letter to HHS Secretary Alex Azar.


“Any arbitrary funding cuts to these programs would have detrimental effects on the vulnerable communities they serve, as well as negatively impact the delivery of crucial health care services during a historic crisis this Administration has utterly failed to mitigate. Additionally, these cuts could further exacerbate the health inequities already made worse by this pandemic,” the lawmakers continued.


To ensure that critical funding for public health essential programs are delivered, the senators requested that HHS respond to the letter within two weeks with a copy of the compiled report of federal grants, funding awards, and health programs from all agencies the Department oversees; an explanation for how the Department plans to implement President Trump’s directives regarding punishing Portland, Seattle, New York, and Washington, D.C.; and an explanation to whether President Trump’s directives will influence the granting or withholding of coronavirus relief funds. This action follows Senators Murray and Cantwell’s previous condemnation of the Administration’s dubious and potentially illegal scheme to withhold federal funding from Seattle following the summer’s racial justice protests, and their recent letter pressing the Environmental Protection Agency on how the agency plans to implement the White House’s directive to withhold federal funding from cities designated as “anarchist jurisdictions.”

Inslee issues "Stay Safe - Vote Safe" proclamation.

Gov. Jay Inslee issued a proclamation and guidance memo today clarifying application of COVID-19 requirements for voters and for voting service operations, including county elections offices, county voting centers and student engagement HUBs throughout the state. 


"The right to vote is one of the cornerstones of our democracy," Inslee said. "Even in the middle of a pandemic, it's vital that everyone’s voices are heard. We are dedicated to ensuring that anyone can cast their ballot in a safe manner and we are protecting the crucial election personnel and volunteers that make this democratic process possible."


Stay Safe - Vote Safe (20-75): 


This proclamation temporarily suspends any COVID-related orders that could be interpreted to restrict access to voting centers and student engagement HUBS by persons intending to register to vote, obtain a ballot, receive assistance with a ballot, deposit a ballot or use other voting-related services. 


Elections personnel are essential workers, and elections offices are essential facilities. In addition, voting, whether by mail or in person, is an essential activity. 


Under this proclamation, gathering restrictions do not apply to voters who are in attendance at a voting center for the purpose of registering to vote or to cast his or her vote. All elections personnel and voters should practice physical distancing and use face coverings, as recommended by the Department of Health and the Centers for Disease Control.    


Individual voting and voting centers are protected under this proclamation, prohibiting any interpretations of "Stay Safe - Vote Safe" that would hinder access to and operations of voting facilities, access to in-person voter registration, ballot issuance and ballot deposit.

WHEREAS, on February 29, 2020, I issued Proclamation 20-05, proclaiming a State of

Emergency for all counties throughout the state of Washington as a result of the coronavirus

disease 2019 (COVID-19) outbreak in the United States and confirmed person-to-person

spread of COVID-19 in Washington State; and

WHEREAS, as a result of the continued worldwide spread of COVID-19, its significant

progression in Washington State, and the high risk it poses to our most vulnerable populations, I

have subsequently issued several amendatory proclamations, exercising my emergency powers

under RCW 43.06.220 by prohibiting certain activities and waiving and suspending specified

laws and regulations; and

WHEREAS, to curtail the spread of the COVID-19 pandemic in Washington State by limiting

person-to-person contact through social distancing and limiting in-person interactions. I issued

Proclamation 20-25, et seq., which during the early stages of the COVID-19 pandemic

prohibited all people in Washington State from leaving their homes except under certain

circumstances and limitations, and then transitioned to a phased, metrics-based reopening in

accordance with guidance issued by my office and by the Washington State Department of

Health; and

WHEREAS, to curtail the spread of the COVID-19 pandemic on the campuses and facilities

of colleges, universities, technical schools, apprenticeship and similar programs, I issued

Proclamation 20-12, et seq., which established guidance for remote and in-person learning and

residential housing at educational facilities; and

WHEREAS, the right to vote is fundamental to democracy; and

WHEREAS, under Washington’s safe, secure, and successful voting system, eligible

Washington residents may register to vote using either mail or the internet up to eight days

before an election, and also may register to vote, obtain a ballot, and/or drop off a completed 

ballot in-person at county elections offices or voting centers and at student engagement HUBs

throughout the state (collectively “voting centers”) through 8:00 p.m. on an election day; and

WHEREAS, in order to access in-person registration and voting services for the upcoming

general election, Washington voters will be visiting voting centers throughout the state through

8:00 p.m. on Election Day, November 3, 2020, to register, receive a ballot, and vote; and

WHEREAS, voting centers have been enhancing their facilities and operations to provide for

safe, accessible services for those who choose to register to vote and/or return their ballot inperson, but many voting centers are located within buildings that are closed or have restricted

access due to restrictions imposed in response to the COVID-19 pandemic; and

WHEREAS, Washington election officials are projecting up to 90 percent turnout for the

general election and are anticipating a significant increase of in-person registration and voting;

and

WHEREAS, to ensure that restrictions due to the COVID-19 pandemic on access to voting

center locations, on public meetings, or on any other activity affecting in-person voter

registration or voting do not deter Washingtonians from accessing and utilizing in-person voter

registration and voting services, it is necessary to issue clarification, conditions, and exceptions

to prohibitions potentially affecting such access and activities; and

WHEREAS, the Washington State Military Department Emergency Management Division,

through the State Emergency Operations Center, continues coordinating resources across state

government to address the impacts and long-term effects of the emergencies on Washington

State and its people.

NOW, THEREFORE, I, Jay Inslee, Governor of the state of Washington, as a result of the

above-noted situations, and under RCW 38.08, 38.52, and 43.06, do hereby proclaim that a

State of Emergency continues to exist in all counties of Washington State, that Proclamation

20-05 and all amendments remain in effect, and that the prohibitions in Proclamations 20-25,

et seq., 20-12, et seq., and any other proclamation affecting the right to utilize in person voter

registration and voting services are amended as follows: Under RCW 43.06.220(3), for the

period from October 27, 2020, through 11:59 p.m. on November 4, 2020, I suspend any

prohibition imposed by proclamation or by a government entity under my authority that

restricts access to voting centers and student engagement HUBS by persons intending to

register to vote, obtain a ballot, receive assistance with a ballot, deposit a ballot, or use other

voting-related services, and that restricts access to voting centers and student engagement

HUBS or election facilities by election officials. All voting centers, student engagement

HUBS, and persons engaged in voting activities should practice physical distancing

requirements (six-feet between persons) and use personal protective equipment, including

facial coverings, as recommending by the Department of Health and the U.S. Centers for

Disease Control and Prevention.

I again direct that the plans and procedures of the Washington State Comprehensive

Emergency Management Plan be implemented throughout state government. State agencies

and departments are directed to continue utilizing state resources and doing everything

reasonably possible to support implementation of the Washington State Comprehensive

Emergency Management Plan and to assist affected political subdivisions in an effort to

respond to and recover from the COVID-19 pandemic and wildfires.

I continue to order into active state service the organized militia of Washington State to include

the National Guard and the State Guard, or such part thereof as may be necessary in the opinion

of The Adjutant General to address the circumstances described above, to perform such duties

as directed by competent authority of the Washington State Military Department in addressing

the outbreak. Additionally, I continue to direct the Department of Health, the Washington State

Military Department Emergency Management Division, and other agencies to identify and

provide appropriate personnel for conducting necessary and ongoing incident related assessments.

Violators of this order may be subject to criminal penalties pursuant to RCW 43.06.220(5).

Secretary of State’s Office reminds voters to return their ballots.


OLYMPIA — With seven days to go until the Nov. 3 General Election, the Office of the Secretary of State is reminding voters to return their ballots as soon as possible.


Voters are encouraged to return their ballots by placing them in any of the nearly 500 ballot drop boxes statewide. Drop-box locations can be found by logging in to VoteWA.gov, as well as on the Secretary of State’s Office website.


Ballots may also be returned by U.S. mail – no postage required – but must be postmarked by Nov. 3 to qualify for the election. The U.S. Postal Service recommends voters return their ballots at least a week before Election Day. Voters can track their ballots and check their ballot status on VoteWA.gov.


“We encourage voters to cast their ballots as soon as possible – whether by drop box or U.S. mail – to ensure their votes count and their voices are heard,” said Assistant Secretary of State Mark Neary. “Voters who have not received a ballot should contact a county elections office right away to ensure their registration is up to date. For people who haven’t registered to vote but would like to participate in the General Election, there’s still time.”


Though Oct. 26 was the last day for online and mailed registrations or updates to be received, people can visit a county elections office to register in person. The deadline to register in person and receive a ballot in time to participate in the General Election is 8 p.m. on Election Day.

In case you missed it: Gov. Jay Inslee announced today that Washington is joining other western states to review the safety and efficacy of COVID-19 vaccines when approved by the FDA. This is an added layer of independent expert review that will help build confidence in the vaccine.


This panel of experts, begun by California Gov. Newsom last week, will expand with representatives from Washington, Oregon and Nevada. The group will include experts appointed by all member states, and nationally-recognized scientists with expertise in immunization and public health.


"The FDA has made public information about the data required for authorizing a vaccine. That, combined with two independent federal groups, and our own Western States review process, should give the public pretty high confidence on the safety and efficacy of a COVID-19 vaccine," Inslee said. "When a safe vaccine is available, Washington state is going to be ready to distribute it in a way that is equitable, efficient, and most importantly, safe."

Washington’s ‘Interim COVID-19 Vaccination Plan’ submitted to CDC

OLYMPIA – The Washington State Department of Health submitted its interim vaccination plan for COVID-19 vaccine distribution to the Centers for Disease Control and Prevention (CDC) by the stated deadline of October 16, 2020.


This plan is Washington state’s response to the request from the CDC for state and territorial health departments to answer questions and outline their preliminary plans for vaccine distribution. It describes how the department will approach the work of planning for and distributing an U.S. Food and Drug Administration (FDA) approved safe and effective COVID-19 vaccine once available. It also describes how crucial lessons learned from the H1N1 pandemic vaccine distribution in 2009 informed our COVID-19 vaccine plan.


“We want to emphasize that this is the first version of our plan,” said Michele Roberts, Acting Assistant Secretary with executive oversight for COVID-19 vaccines.  “This is essentially a living document. But the one thing that won’t change is our focus on equitable distribution of the vaccine as a priority. As we learn more about the vaccine, and as we learn more specifically from communities and partners most impacted by COVID-19, this plan will evolve.”


Overall, Washington state is well positioned to receive, handle, distribute, and administer COVID-19 vaccine once an FDA-approved safe and effective vaccine is available. DOH has started its planning through intentional engagement and collaboration with other, state agencies, local government, health care providers, neighboring states, and community partners. In compliance with the government-to-government process, the department will follow its consultation and collaboration procedure for engaging with tribal nations.

OLYMPIA, Wash. – The Washington State Public Works Board announced nearly $18 million in grants and loans for seven broadband construction projects in unserved communities across the state.


Free job training, financial assistance for workers laid off from Safran Cabin Materials.

OLYMPIA – Laid-off Safran Cabin Materials workers may be eligible for free training for a new occupation, financial assistance and more under the Trade Adjustment Assistance program.  


The U.S. Department of Labor approved these benefits for Safran Cabin Materials workers who lost their jobs due to a lack of work after July 1, 2019. Workers may receive vocational training, additional unemployment benefits, relocation expenses, reimbursement for an out-of-area job search and the federal Health Coverage Tax Credit. Affected workers aged 50 and older may receive a subsidy that covers the difference in wages earned at the time of separation and those earned in re-employment.
