Inslee tees up next steps in statewide equity efforts with new executive order.

The Washington State Office of Equity, located within the Office of Gov. Jay Inslee, released the state’s inaugural five-year Washington State Pro-Equity Anti-Racism (PEAR) Plan & Playbook today.


The release coincides with the signing of Executive Order 22-04, which requires all state agencies to develop a PEAR Strategic Action Plan. Following a roundtable discussion, Inslee signed the EO along with Dr. Karen Johnson, director of the Office of Equity, and community and state agency leaders who helped co-create the plan and playbook.


The EO requires state agencies and the Office of Equity to partner with communities to set metrics for measuring progress, conduct equity impact reviews, develop PEAR Strategic Action Plans, and ensure transparency through regular reporting mechanisms. The Office of Equity will create an online dashboard to publish statewide and agency-specific plans, performance measures and outcomes and submit an annual report to the governor and Legislature due Oct. 31, beginning in 2022.


The PEAR EO and playbook are the next step in the state’s commitment to eliminate barriers to state government services and inequities based on race, ethnicity, gender, and other characteristics.


“We will no longer replicate and reinforce systems, processes and behaviors that lead to inequities and disparities among various communities,” Inslee said. “I appreciate how closely the Office of Equity has worked with underserved  communities to create this plan and playbook. It will equip state agencies to center equity and meaningfully engage with the communities most impacted by our programs and services. Dr. Johnson’s leadership is helping us make sure Washington state is a place that affirms the humanity, dignity, and equal worth of every Washingtonian.”


The Office of Equity co-created the state’s PEAR Plan & Playbook with community members, state employees, partners across many sectors, and members of all branches of state government. The office held 89 listening sessions and received more than 9,400 online survey responses.


“I thank the governor for his commitment to create a new, more just normal in Washington and the thousands of partners from many sectors across Washington for co-creating PEAR strategies and actions to create a more just state government system that works fairly for everyone,” Johnson said. “This work is transformative. It requires us to rethink basic assumptions about who state government serves and how programs should be designed and delivered to serve all people well.”


“The Office of Equity is committed to sharing decision-making with people most impacted by state laws, policies, programs, and practices to, ultimately, ensure that people who work in and are served by state government receive what the need to succeed in a way that lets them know that they belong," said Johnson.


The Legislature and governor established the Office of Equity in April 2020 to promote equitable access to opportunities and resources that reduce disparities and improve outcomes statewide across state government.

British Columbia and Washington state aim to develop transboundary Nooksack flooding prevention and response initiative.

British Columbia Premier John Horgan and Washington Gov. Jay Inslee are announcing further bilateral cooperation between B.C. and Washington state to build a sustained and ongoing transboundary initiative to address Nooksack River flooding prevention and response.


Their announcement follows months of high-level discussions after the catastrophic flood in November 2021 that displaced an estimated 500 people in Whatcom County, led to the evacuation of over 14,000 people in B.C., and resulted in billions of dollars in damage across B.C. Flooding in the Nooksack watershed has been a long-standing issue for residents, Tribes and First Nations, and government leaders.


“Washington state and British Columbia have a unique role to play in addressing the urgent challenge of Nooksack River flooding,” Inslee said. “Flooding will continue to worsen in the face of population growth, development and climate change, and this challenge is bigger and more urgent than any level of government can solve on its own. Long-term, sustainable solutions will require resources from all levels of government on both sides of our border, and we are committed to working together to leverage input and significant expertise from impacted communities.”


Washington state and B.C. officials will begin initial engagement and process planning this month. They will work with First Nations, Tribal and local governments, and stakeholders to identify the areas that need coordinated work, and develop the governance structure and work plan. The two governments will announce the details of the Nooksack transboundary flooding initiative this spring.


“We are proud to coordinate with our Washington neighbours on devastating flooding from the Nooksack watershed," said Premier Horgan. “There is tremendous expertise on both sides of the border and our work will bring together the necessary resources and the relevant experts to help identify, evaluate, and advance solutions so that all adjacent communities are better prepared for the inevitable impacts of extreme weather caused by climate change."


Following a period of initial engagement and process planning, Inslee and Horgan intend for this transboundary initiative to drive the design of projects and programs and identify sources of funding. The initiative will build upon local efforts on both sides of the border and seek to protect public infrastructure, farms, salmon and related ecosystems, as well as communities both upriver and downriver, particularly those disproportionately impacted by flooding.


Earlier this year, U.S. federal authorities approved federal disaster assistance to impacted communities in northwest Washington, including taking the rare step of approving Individual Assistance for this type of disaster. In the recently completed 2022 legislative session, the Washington State Legislature approved $750,000 for staffing and technical support for flood planning, $600,000 for disaster assistance to Whatcom County farmers and ranchers, $2 million for Nooksack River flood mitigation, and $2 million for the Nooksack Valley School District to respond to flood damage and future flood risks.


B.C. has budgeted $1.5 billion over the next three years on recovery supports for people and communities impacted by the floods. The Canadian federal government and the government of B.C. have also established a joint committee along with First Nations, to ensure effective response and recovery while enhancing climate adaptation and response measures.

Inslee directive bans state contracts with Russian government entities.

Gov. Jay Inslee today issued a directive to cabinet agencies that bans new contracts and investments with Russian state entities, and charges agencies with identifying and ultimately cutting existing contracts that may exist. The directive follows Russian President Vladimir Putin’s unprovoked and unjustified invasion of Ukraine that began Feb. 23.


"This invasion, which continues, has resulted in grievous loss of life among Ukrainian military personnel and civilians, and it has sparked an historic refugee crisis with global impacts—including for Washington state's large Ukrainian, Russian, and other Eastern European communities," Inslee wrote in the directive. "Virtually the entire world, including governments, businesses, and ordinary citizens, have united in condemnation of this unjust invasion, resulting in unprecedented economic sanctions upon Russian state institutions and leaders.


"As the world responds to this crisis with humanitarian and military aid, Washington State must also do its part in this common effort."


The directive targets any potential contracts or investments with Russian government agencies, or with companies that are, to any extent, Russian-state-owned, or with entities or individuals sanctioned by the United States government in response to Russia's invasion of Ukraine. Information regarding U.S. government sanctions against Russia can be found on the websites of the U.S. Department of Commerce’s International Trade Administration and the U.S. Department of the Treasury. 


Current estimates are not yet available regarding current or planned contracts or procurements with Russian entities. Additional actions may be announced as events warrant.


The directive, effective immediately, also instructs state agencies to refrain from entering into new contracts or investments with the same entities subject to federal sanctions. Each agency's initial review and summary is due to the governor's general counsel no later than March 18. After reviewing each agency's findings, the governor's office will provide further guidance.


The Washington State Investment Board, an independent board that oversees the state’s retirement and public trust investments, is also taking steps to restrict purchasing of Russian investments. The WSIB reports less than $100 million of investment exposure to Russia, which is less than 0.10 percent of WSIB’s total assets. Inslee’s directive invites public agencies like the State Investment Board, as well as separately elected officials and private organizations, to conduct similar review of their operations.
