Council Whetham voted against
new meeting protocol, it needed more work he told
council during debate.
During their meeting on Tuesday, the City approved option 2, of the meetings protocols and procedures; here is option two as shared by city staff:
Option 2:
Members of the public may address the City Council at the beginning of any Regular Meeting
under "Public Comment." During the "Public Comment" portion of the meeting, individuals
may speak to agenda items, except those scheduled for a Public Hearing.
The City Council desires to allow the opportunity for public comment. However, the
business of the City must proceed in an orderly, timely manner. At any time, the Presiding
Officer, in the Presiding Officer's sole discretion, may set such reasonable limits as are
necessary to prevent disruption of other necessary business.
At its most restrictive, public comment shall be limited to a total of 15 minutes for the first public comment period and shall be concluded not later than 9:45 for the second public comment period. Individuals may speak for three (3) minutes or less, depending on the number of people wishing to speak. If more than 20 people are signed up to speak each speaker will be allocated two (2) minutes.
Individuals are asked to sign up prior to the start of the Public Comment period. Individuals who reside within the City will be called to speak first, generally in the order in which they have signed. If time remains, the Presiding Officer will call other individuals wishing to speak, generally in the order in which they have signed. If time is available, the Presiding Officer may call for additional unsigned speakers.
Persons speaking shall identify themselves for the record as to name, city of residence and any
organization represented. All comments shall be addressed to the Council as a whole and not to individual members thereof. During public comment, all speakers shall be courteous in their language and deportment and there shall be no audience demonstrations that disrupts the meeting. Any person disrupting or unreasonably disturbing the business of the Council, either while addressing the Council or attending its proceedings, shall be asked to cease such disruption, and may be asked to leave, or be removed from the meeting if the disruption continues.
The Clerk shall be the timekeeper for all public comment. Time cannot be donated
by one speaker to another. Written comments may be submitted into the
record of a Council meeting by presenting the written document to the Clerk prior to the
meeting, in which case a copy of the document will be provided to each Council Member, but
the document will not be read aloud; or a document may be distributed to the City Council, with a copy to the clerk, by a speaker while the speaker is addressing the Council. All speakers must conform to the requirements of Section 12 above. City Council meetings are not public forums for addressing the audience. All speakers must address the Council, not staff or the audience. Speakers may not comment on any matter for which a quasi-judicial hearing is required.

 * However, the Clallam public eye did catch the discussion leading up to the vote. Whetham made motion to table for another work session. However, that motion to table further discussions, the motion failed. Then Council member Burch made the motion to approve, Collins second.   • New Policy #20. The City should seek to increase Port Angeles' military presence. 
  • The City should facilitate the development of a cross-town truck route with improvements, which provide full access to SR 117 to and from US 101, and improvements to the Lauridsen Boulevard Bridge over Peabody Creek and the intersections of Lauridsen Boulevard at Race Street and US 101.

Proposed ordinance amending Clallam County Code, Chapter 3.01, Ethics

Editorial note: Though it was barely even mentioned during the meeting the letter from a citizen addressing a concern over campaign donations by county staff to candidates. The interviews done by this publication after the meeting pointed out that the current board can change the ordnance without waiting for an outcome of an county commission election. To note the letter written by the concern citizen was forwarded to the county by the commission candidate it was address to, Ron Richards.

Port Executive Director Candidates Announced

The Port of Port Angeles Board of Commissioners will interview four applicants for the position of Executive Director. The candidates will be in Port Angeles for two days, June 16th and 17th, for these interviews.
The Executive Director finalists are:
Karen Goschen of Sequim, WA; Interim Executive Director, Port of Port Angeles;
James Kuntz of Walla Walla, WA; former Executive Director of Port of Walla Walla;
Robert Uptagrafft of Everett, WA; CEO & Executive Director of Pacific Northwest Aerospace Association; and
David Walter of Port Angeles, WA, Partner in Kingsway Consulting and former DuPont Corporation executive.
The Port Commission has scheduled public interviews from 12:00 PM to 5:00 PM on June 16th at the Port’s public meeting room located at 338 West First Street in Port Angeles. The public is welcome to attend as well as submit questions for the candidates. These questions will be used as time allows and may be submitted at CandidateQuestion@portofpa.com.
A reception for the public to meet the candidates will follow the interviews from 5:30 PM to 7:00 PM at the Red Lion Hotel in the Olympic Board Room located at 221 North Lincoln Street in Port Angeles. All members of the public are welcome to attend.
