Port Angeles, Wash. – The Port Angeles School District’s Facilities Committee made its report to the directors at the School Board meeting held Thursday, March 10, 2016 at the Central Services Building.
The 2016 Committee was formed to look at all existing facilities in the School District and provide Superintendent Marc Jackson and directors with a long-range facilities recommendation designed to meet the needs of the students for the next 20 years or more.
Committee members Nolan Duce, Chris Riffle and Steve Methner gave the report to the board.
The committee’s recommendation reads as follows:
1.) Rather than an entire school replacement, build a new science and technology classroom building at Port Angeles High School to replace the 100 and 900 buildings, and make site improvements.*
2) Concurrently, update Stevens Middle School to accommodate moving all district sixth grade classes to that campus. This will involve expanding the cafeteria, kitchen, music, and gym areas, and adding a permanent classroom building.
3) Either from the capital projects budget over several years or as part of this bond measure, allocate approximately $500,000 to prevent critical systems failures at Hamilton Elementary and Franklin Elementary during phase one of the long-term plan.
*As an alternative, the district could consider replacing only the 100 building, resulting in approximately 16,000 fewer square feet of new construction, and reducing the size of a bond measure. Re-evaluation of the OSPI deficiency assessments and the two additional architectural/engineering reports from 2007 and 2014, or funding new ones, might be explored as well in order to reconsider refurbishment rather than replacement.

In my opinion, replacing one building at a time starting with building 100 which many people see first when coming to the school is a good move. The last time they tried passing a bond levy for the entire high school the voters weren't very receptive, some I imagine was experiencing price tag sticker shock.
Schools play a big part in attracting businesses who may want to invest in the area. When big businesses sees schools in disrepair they tend to think the community aren't all that concerned with school facilities that may one day just fail.
While some are planning class reunions, we tend to forget what was left behind while many of us entered college, and careers, somethings like replacing school buildings seem to fall through the cracks of our collective conscience. Leaving future students of our old stomping grounds to study in a facility that has lived it's time.
MAROLEE SMITHS MORE INFO ON ETHIC COMPLAINT
In an forwarded email to the City Clerk Marolee Smith wrote the following request for additional information:
As, a citizen of Port Angeles, and as the originator of Ethic's complaint #1, would like to ask for all emails that were exchanged between council members and Mr. Bloor regarding Council Rules of Procedure, to be sent to me AND to be sent to the three member ethics panel. The information I am seeking, specifically, regarding the Regular City Council meeting of 2/2/16, including all of the following:
1.) All written exchanges regarding the sign ban. I would request memos, emails, and other correspondence between council members and legal council. (Mr. Bloor made statements to the PDN, which seemed to suggest that this had been voted on by the whole council. I find no record of this in any council meeting minutes, so would like clarification.) I would like to know Mr. Bloor's comments -- email exchanges, memos, etc., -- regarding the night of 2/2/16. I would like clarification on where the ordinance/rule exist which bans citizen signs in the chambers. If no ordinance exists, then by who's authority signs were posted prohibiting citizen's personal signage in meetings.
2.) All written exchanges regarding Council Rules of Procedures between Mr. Bloor and all council members, regarding clarification of adjournment procedures as they relate to the published agenda, as well as council chair's requirement to ask if there is any" executive business", and/or requirement for a motion/second, and vote to adjourn meeting. I would like to include any emails sent to council that deal with IF the council is bound by ANY Parliamentary procedure. What do the Council Rules say, and if this is not the rules in effect, then, what rules do we use, and and if so, how do they differ from Roberts Rules of Order?
3.) For council members (not involved in other ethics violations) Meredith, Whetham, Bruch and Collins to submit written (or be called as witnesses) statements regarding the Council Meeting of 2/2/16. What did they witness regarding the actions of the Acting Mayor and did she follow procedures as outlined by the Council Rules, as well as follow published agenda, specifically regarding adjournment of the meeting. As well, did they they participate in the decision to ban citizen's signage in the chambers that evening. I would, also like to know, what they witnessed regarding gavel pounding by Ms. Kidd. (Was it excessive, and loud?)
4.) For City Staff present at the Council Meeting of 2/2/16, to submit written (or be called as witnesses) to the actions of the Deputy Mayor in regards to observance of Council Rules, "normal" adherence of procedures, following the published agenda, and the frequency and volume of the gavel pounding by Ms. Kidd.
Please, Council members, Ms. Veneklasen, and others, send this information to me, asap, as time is of the essence, and send copies to the Ethics Board Members, and the City Clerk..
