MAGA BOMBER CAPTURED, AND THE MEDIA WANTS YOU TO KNOW...

That he is a registered Republican, and a madman!
Commentary by Peter Ripley.

When the news of  bombs being mailed out to prominent Democrats, and other leftist critics of President Trump. The so called " non bias" media was eager to go out of their way of pointing fingers even before there was an arrest, which happen very quickly by week's end. Even I caught myself think who might be responsible in sending those pipe bombs through the mail.  My first thought it was done by Muslim extremist ( going on the assumption of terrorist acts are purpertraded by Muslim terrorist, majority of the time) But when the arrest was made on Friday, that the guy is just a converted Republican, and just crazy. That naturally fed the left wing media, and conspiracy theorist all kinds of stories. But, the  mainstream media went out of their way to mention he is a Republican. Of course failing to mention he was a Democrat until 2016. They were like eye shielded horses lead only by their need to dump on Trump.  Lesson can be learned that before knowing all the fact, it's best not run headlong to put out, or share a story. I saw a lot of speculation being done on Face book this week with those memes being posted by people now taking the time to know the facts. They were just following the point figure bandwagon without considering the consequences. So with that I am sharing the stories I found interesting regarding the case starting with the DOJ press release issued on Friday on the Capture of the so called Mega Bomber..

Attorney General Sessions Delivers Remarks Announcing the Ongoing Investigation Into Suspicious Packages.

https://www.justice.gov/opa/speech/attorney-general-sessions-delivers-remarks-announcing-ongoing-investigation-suspicious
Press release issued 10/ 26/ 18
Remarks as prepared for delivery
Thank you all for being here.
Over the past week, more than a dozen suspicious packages have been sent through the United States Postal Service to a media outlet, a Hollywood actor, and at least seven high-ranking current and former political leaders in the Democratic Party.
This is utterly unacceptable.  Political violence—or the threat of violence—is antithetical to our vigorous system of self-government.
It is a threat to that respect for law and process that allows our people to accept legislation, elections, and court rulings with which we do not agree.
This is the central feature of our system of government: you advocate for your beliefs enthusiastically but we peaceably and lawfully comply with the results.
Please know that from the beginning this investigative team has made this matter a top priority, focusing their great talents and expertise on neutralizing this threat.
They have moved swiftly and professionally, using extraordinary technical expertise, to apprehend the one alleged responsible.

This is a demonstration of the skill, the capability, and determination of our American law enforcement.

So I am pleased to participate in this announcement that a suspect is in the custody of the FBI.
I want to remind everyone that the defendant in this case—as in every case—is innocent until proven guilty.
He has been charged today with five federal crimes, including interstate transportation of an explosive, illegal mailing of explosives, threats against former presidents and certain other persons, threatening interstate communications, and assaulting current and former federal officers.

For these charges, the defendant faces up to 48* years in prison.
These charges may change or expand as the investigation continues.

This is a law-and-order administration.  We will not tolerate such lawlessness, and especially not political violence.
And so I want to thank FBI Director Wray and his team, all of our law enforcement partners who are here: ATF, the Secret Service, our Postal Inspectors, the Capitol Police, and the New York City Police Department. And United States Attorney Berman of the Southern District of New York, and U.S. Attorney for the Southern District of Florida Ariana Orshan.
Federal, state, and local law enforcement officers from across America responded immediately to the cause and contributed to this effort.  We are proud of each one of them.
I want to reiterate that the defendant in this case is innocent until proven guilty.
But let this be a lesson to anyone—regardless of their political beliefs—that we will bring the full force of law against anyone who attempts to use threats, intimidation, and outright violence to further any agenda.
We will find you.  We will prosecute you to the fullest extent of the law.
And now Director Wray—who has done incredible work leading this effort over the last few days—will now give us the details on today’s important arrest.

TRUMP Made his remarks about the pipe bomb packages during his speech on: Remarks by President Trump on a Year of Historic Progress and Action to Combat the Opioid Crisis.
Quote: " I have just concluded a briefing with the FBI, Department of Justice, Department of Homeland Security, and the U.S. Secret Service.
As we speak, the packages are being inspected by top explosive experts, and a major federal investigation is now underway. The full weight of our government is being deployed to conduct this investigation and bring those responsible for these despicable acts to justice. We will spare no resources or expense in this effort.
And I just want to tell you that, in these times, we have to unify. We have to come together, and send one very clear, strong, unmistakable message that acts or threats of political violence of any kind have no place in the United States of America. Thank you very much.
It’s a very bipartisan statement, I can tell you, from both sides. We both agree on that.
This egregious conduct is abhorrent to everything we hold dear and sacred as Americans. My administration will provide additional updates as they become available. And I just want to thank everybody for their understanding. We’re extremely angry, upset, unhappy about what we witnessed this morning, and we will get to the bottom of it." ----President Trump.

There is a huge difference between obsessed, violent, unstable, and truly insane. And that difference matters both legally and practically. Senator Murray Calls for Delay on 9th Circuit Court Nomination Hearing Scheduled to Take Place During Senate Recess, Urges Republicans to Stop Ignoring Bipartisan Process in Order to Jam Judges Onto Bench
Oct 23 2018---Press release from Sen. Murray's webpage
https://www.murray.senate.gov/public/index.cfm/newsreleases?ContentRecord_id=23102A68-95F6-4F4F-86F8-4DC9BCC568F8
(Washington, D.C.)  – Today, U.S. Senator Patty Murray (D-WA) urged Senate Republican leaders to delay a hearing for the nominee for the U.S. Ninth Circuit Court of Appeals, currently scheduled for tomorrow, Wednesday, October 24th, despite the Senate being in recess. Because Republicans have abandoned the long-standing bipartisan process, Senator Murray will not return the so-called blue slip and instead is urging Senate Republican leaders, including Judiciary Committee Chairman Chuck Grassley, to restart the nomination process at the start of the new Congress and work with her and other Democrats in the standard bipartisan approach.

“Senate Republicans have been trampling on long-standing Senate norms in order to rush extreme conservatives onto the courts as quickly as they can, and this needs to end. So I am not going to be complicit in this latest rushed process to load the courts with Trump nominees in the lame duck session and I will not be returning the blue slip that signals my approval of this process. I hope that Republican leaders step back from this mad dash, step back from the shameful partisan path they have taken on what has always been a bipartisan process—and that we can work together next Congress to consider the President’s nominees in the bipartisan and considered way that has worked before.”

With FAFSA Season Underway, Senator Murray Urges Washington Students to Sign Up ASAP to Avoid Leaving Tens of Millions of Dollars in Unused Financial Aid on the Table

https://www.murray.senate.gov/public/index.cfm/newsreleases?ContentRecord_id=79884DF3-A812-45E3-8886-534B7FCEA6D7
(Washington, D.C.)  – Today, U.S. Senator Patty Murray (D-WA), the top Democrat on the Senate education committee, joined the call for students and families across Washington state to take advantage of the season for filling out the Free Application for Federal Student Aid (FAFSA), which started October 1st and runs through June 30, 2019, for U.S. Citizens and Permanent Residents; or the Washington Application for State Financial Aid (WASFA) for undocumented students. Data show that Washington state ranked 48th of all 50 states and the District of Columbia in FAFSA completion among high school seniors last year. Additionally, estimates from NerdWallet show that nearly 13,000 Washington state high school seniors who were Pell Grant eligible could have received up to $50 million in grants to attend college. In a new Medium post, Senator Murray posted information and helpful links about how to complete a FAFSA or WASFA to help students avoid leaving money on the table. She encourages anyone who interacts with students or potential students to share the Medium post to help ensure more Washingtonians are getting the information they need to apply for financial aid.

“I am fighting as hard as I can to make sure that our government is investing in students and higher education—and I want more Washington state students and parents to access the support already  available to them once they complete their FAFSA or WASFA,” Senator Patty Murray said. “Higher education is critical not only to our nation’s long-term economic success, but also to our efforts to make sure every young person has the opportunity to learn and thrive. It’s clear there are still plenty of barriers in place, especially for first generation students or underserved communities where information and support may be hard to find. As a recipient of financial aid myself, I know the difference those resources can make, and I’m committed to helping families in our state get the same kind of opportunities my siblings and I received.”

In her role on the Senate Health, Education, Labor and Pensions (HELP) Committee, Senator Murray has been a leading proponent of efforts to simplify FAFSA, particularly for low-income and underrepresented students and their families. She will continue to push FAFSA simplification as part of the Higher Education Act reauthorization bill, along with measures to address the four areas: skyrocketing costs of college; college accountability and student success; barriers for working families, students of color, and first generation students to attend college; and threats to a safe learning environment.

Senator Murray Blasts Trump Administration for Continuing to Break Health Care Promises by Expanding Loopholes and Weakening Patient Protections
Oct 22 2018---press release issued from Sen. Murray's web page
https://www.murray.senate.gov/public/index.cfm/newsreleases?ContentRecord_id=EEF73C10-E209-463F-A7C7-04C87BB6339F

Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), Ranking Member of the Senate Health, Education, Labor, and Pensions (HELP) Committee released the following statement in response to the Trump Administration’s new guidance which loosens guardrails for issuing section 1332 waivers and allows states to ignore certain provisions of the Affordable Care Act (ACA) that protect patients.

“The only thing more insistent than President Trump and Republicans’ false promises to protect pre-existing conditions are their sabotage efforts to do the exact opposite. This rule is yet another big step backwards that aims to loosen patient protections and important guardrails meant to ensure all families have access to quality, affordable health coverage. President Trump lit a fire with his decision to offer junk plans that give insurance companies power to ignore protections for people with pre-existing conditions, now he’s pouring on the gasoline with this new guidance.”

The ACA established the 1332 waiver program to give states more ways to offer their residents high-quality, affordable coverage. It requires that, in order to receive a waiver, the state will ensure that coverage is as comprehensive, as affordable, insures as many people, and is deficit neutral. Today, the Trump Administration announced that it is changing its interpretation of those four guardrails, intended to protect people with pre-existing conditions and people who need help affording health insurance. The Trump Administration will lower its standards for waivers and begin granting waivers as long as residents have access to insurance that meets Federal consumer protections and standards for affordability. They are also changing their interpretation of the law to count junk plans like association health plans (AHP) and short-term limited duration insurance (STLDI) plans towards meeting the coverage guardrail, even if those plans don’t meet the comprehensiveness or affordability guardrails. Finally, this guidance eliminates the consideration of harms to specific sub-populations, such as low-income or high-health needs individuals. The bipartisan Murray-Alexander stabilization bill would have codified this protection for vulnerable sub-populations.

WASHINGTON, D.C. – Today, President Donald Trump signed bipartisan legislation to combat the opioid epidemic, including provisions introduced by U.S. Senator Maria Cantwell (D-WA) to hold drug manufacturers accountable for negligent and misleading distribution practices, into law.

“This legislation couldn’t come at a more important time,” said Senator Cantwell. “This crisis is ravaging our communities, it’s impacting families, and we need to do all we can to help those on the front lines. That’s why I’ve been from Port Angeles to Spokane, from Southwest Washington to Everett, to talk about this issue and to try to provide the solutions that Washington law enforcement and communities want.”

The SUPPORT for Patients and Communities Act, signed into law today, includes provisions from Senator Cantwell’s Comprehensive Addiction Reform, Education, and Safety (CARES) Act, introduced in February with Senator Kamala Harris (D-CA) and supported by a bipartisan group of 39 state and territory Attorneys General, to increase penalties on opioid manufacturers who fail to take reasonable steps to prevent their drugs from entering the black market.

“As I’ve traveled through our state, I’ve heard about how our communities have been flooded with these drugs,” Cantwell continued. “That’s why we are bumping these fines and penalties up for those who don’t do their job in tracking the distribution of these drugs.”

“Opioids are having a devastating impact on Washington families. I applaud Senator Cantwell’s efforts and leadership in making sure we increase penalties against opioid manufacturers when they violate the law,” said Washington Attorney General Bob Ferguson.

HUD CHARGES VIRGINIA AND NORTH CAROLINA LANDLORDS WITH DISCRIMINATING AGAINST RESIDENT WITH DISABILITY.
Press release issued 10/ 25/ 18

HUD CHARGES VIRGINIA AND NORTH CAROLINA LANDLORDS WITH DISCRIMINATING AGAINST RESIDENT WITH DISABILITY

WASHINGTON - The U.S. Department of Housing and Urban Development (HUD) announced today that it has charged Melinda S. Moore Housing, Inc., owner of a Christiansburg, Virginia-based low-income housing provider, Metropolitan Property Management, Inc. of Washington, NC, and three managers with discrimination on the basis of disability.

HUD’s Charge of Discrimination alleges that the housing providers discriminated against a resident with disabilities when they unreasonably delayed her request to install an automatic door opener to make it easier to use her wheelchair and then evicted her after refusing to allow her extra time, because of illness, to complete the development’s annual income and family composition certification. Read HUD’s Charge.

The Fair Housing Act prohibits housing providers from refusing to allow persons with disabilities to make reasonable modifications to their home or refusing to make reasonable accommodations in their policies or practices.

"For three decades, persons with disabilities have had the right to be granted the accommodations they need to fully enjoy their home, but that right is still too often denied,” said Anna María Farías, HUD's Assistant Secretary for Fair Housing and Equal Opportunity. “HUD is committed to ensuring that housing providers comply with the nation’s fair housing laws, including fulfilling their obligation to meet the needs of residents with disabilities.”

As a result of the discrimination, the resident was evicted and has been without housing.

“HUD will vigorously enforce the rights of residents with disabilities to receive the reasonable accommodations and modifications they need to enjoy their homes,” said HUD’s General Counsel, Paul Compton.

The case will be heard in federal district court. If it is determined that illegal discrimination occurred, a judge may award actual and punitive damages, order injunctive, or other equitable relief to deter further discrimination, and order that defendants pay the couple's attorney fees.

April 2018 marked the 50th anniversary of the Fair Housing Act. In commemoration, HUD, local communities, housing advocates, and fair housing organizations across the country have coordinated a variety of activities to enhance awareness of fair housing rights, highlight HUD's fair housing enforcement efforts, and end housing discrimination in the nation. For a list of planned activities, log onto www.hud.gov/fairhousingis50.

Persons who believe they have experienced discrimination may file a complaint by contacting HUD's Office of Fair Housing and Equal Opportunity at (800) 669-9777 (voice) or (800) 927-9275 (TTY).

WHITE HOUSE FACT SHEET ISSUED 10/ 23/ 18
https://www.whitehouse.gov/briefings-statements/democrat-backed-catch-release-loopholes-create-border-crisis/
CRISIS AT OUR BORDER: Recent illegal immigration data show the urgent need to address the crisis at our border sparked by catch-and-release loopholes backed by Congressional Democrats.

The surge of aliens from Central America crossing our borders, thanks to our outdated laws demanding catch-and-release, has created a dire crisis at our border.
Customs and Border Protection (CBP) apprehended 94,285 Central Americans as part of family units at the border last year, 99 percent of whom remain in the country today.
CBP apprehended 31,754 unaccompanied minors from the Northern Triangle of Central America last year, 98 percent of whom remain in the country today.
The number of illegal alien family units we can remove in a year is roughly equivalent to the number that cross our borders in 48 hours.
DEMOCRAT-BACKED LOOPHOLES FORCE THE RELEASE OF APPREHENDED ALIENS FROM CENTRAL AMERICA: Congressional Democrats helped create loopholes that make it nearly impossible to remove many illegal aliens.

Outrageous catch-and-release laws and court rulings have resulted in de facto immunity for illegal alien minors and adults from Central America who arrive at the border with them.
Dianne Feinstein pushed the Trafficking Victims Protection Reauthorization Act, which prevents the speedy return of unaccompanied minors from non-contiguous countries.
Judicial orders interpreting a Clinton-era consent decree, known as the Flores Settlement Agreement, hinder the Government’s ability to detain and remove alien family units.
The effect is that the Government is forced to release entire family units into the interior of the United States, after which they often fail to appear for their court hearings.
Even if they do appear, it can take years to reach an initial decision in their cases.
Eighty percent of aliens claiming a fear of return to their home country get through the initial credible fear screening, but only 20 percent of those claiming asylum end up being granted it.
Regardless, 99 percent of asylum seekers in family units are able to remain in the United States.
Illegal immigration has undergone a dramatic shift from what used to be mostly single adults from Mexico to now Central American family units and unaccompanied minors.
In fiscal year 2000, 98 percent of aliens apprehended by United States Border Patrol were from Mexico, but today nearly 60 percent are from Central America.
OPEN BORDER OBSTRUCTIONISTS: Congressional Democrats’ solution to the immigration crisis facing our country has been obstruction and insistence on open borders.

Democrats defend loopholes that allow minors from Central America, and all adults traveling with them, to illegally cross our borders and remain while their cases are processed.
Democrats in the House even opposed the Criminal Alien Gang Member Removal Act, which would have helped remove criminal illegal alien gang members from our communities.
Earlier this year, every single Democrat in the Senate signed up to cosponsor a radical, open borders immigration bill by Sen. Feinstein to expand the existing catch-and-release loopholes.
Feinstein’s bill would effectively give amnesty to illegal aliens caught within 100 miles of the border, as long as they are accompanied by a minor.

Interior Approves Long-Awaited First Oil Production Facility in Federal Waters Offshore Alaska.
https://www.doi.gov/pressreleases/interior-approves-long-awaited-first-oil-production-facility-federal-waters-offshore
Press release issued 10/ 24/ 18
WASHINGTON –  U.S. Secretary of the Interior Ryan Zinke today announced a long-awaited development for oil and gas energy production offshore the state of Alaska. Interior’s Bureau of Ocean Energy Management (BOEM) issued conditional approval to Hilcorp Alaska LLC for its Liberty Project oil and gas development and production plan. If developed, the facility would be the first oil and gas production facility in federal waters off Alaska.

Hilcorp proposes to build a nine-acre artificial gravel island in the shallow waters of the Beaufort Sea, about 20 miles east of Prudhoe Bay and about five miles off the coast. The facility would be similar to the four oil-and-gas-producing artificial islands currently operating in the area’s state waters: Spy Island, Northstar Island, Endicott Island and Oooguruk Island.

"Working with Alaska Native stakeholders, the Department of Interior is following through on President Trump’s promise of American Energy Dominance. Today we’re announcing approval of the Hilcorp Liberty Project, which if completed, will be the first production facility ever located in federal waters off Alaska,” said Secretary Zinke. “American energy dominance is good for the economy, the environment, and our national security. Responsibly developing our resources, in Alaska especially, will allow us to use our energy diplomatically to aid our allies and check our adversaries. That makes America stronger and more influential around the globe.”

BOEM used a rigorous evaluation process based on the best and most recent science available to evaluate the safety and environmental impacts of the Liberty Project. The plan was conditionally approved only after incorporating input from the public, and from North Slope communities and tribal organizations. As the project moves forward, BOEM will continue to work with Hilcorp to ensure all appropriate safeguards are stringently applied.

Approval conditions include: restricted drilling into the hydrocarbon-bearing zone, which may occur only during times of solid ice conditions; seasonal restrictions on activities and vessel traffic to reduce potential disturbance to Cross Island subsistence whaling activities; and obtaining all required permits from other state and federal agencies.

“There are already four other gravel-island facilities off the North Slope, and we consider Hilcorp’s plan to represent a relatively conservative, time-tested approach toward offshore oil and gas development," said Joe Balash, the Department of the Interior’s Assistant Secretary for Land and Minerals Management. "Using input from North Slope communities, tribal organizations, and the public, we have developed a robust set of environmental mitigation measures and safety practices that will be applied to this project.”

In August, BOEM published an Environmental Impact Statement that examined the potential environmental impacts of Hilcorp’s proposal, and looked at a range of alternatives. Today’s announcement follows publication of the Record of Decision issued by the Department of the Interior. The Record of Decision, BOEM’s letter of approval and related documents can be found at www.boem.gov/liberty. A Notice of Availability relating to the Record of Decision will appear in the Federal Register’s Reading Room Thursday, Oct. 25, and in the Federal Register on Friday, Oct. 26.

Treasury Designates Singapore-Based Targets for Laundering Money in Support of North Korea.
Press release issued 10/ 25/ 18
https://home.treasury.gov/news/press-releases/sm533
WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today announced North Korea-related designations of two entities and one individual, continuing the implementation of existing sanctions.  In a related action, today the U.S. Department of Justice unsealed criminal charges against the same individual, Tan Wee Beng.  Today’s action highlights North Korea’s continued illicit use of the financial system to circumvent sanctions, as well as the U.S. Government’s commitment to safeguard the international financial system and implement existing UN Security Council (UNSC) resolutions.  Today’s action also makes clear that the United States will not hesitate to impose sanctions on any individual, entity, or vessel supporting North Korea’s illicit activities, regardless of nationality.

“Tan Wee Beng and his co-conspirators made deliberate efforts to launder money through the U.S. financial system on behalf of North Korea,” said Secretary Steven T. Mnuchin.  “Governments, financial institutions, and other companies worldwide need to be on high alert to these types of schemes.  The U.S. government will not overlook these deceptive practices.  We are deeply committed to the final, fully verified denuclearization of North Korea, and Treasury will continue to enforce and implement sanctions until that time.”

OFAC designated Singapore-based Tan Wee Beng, Wee Tiong (S) Pte Ltd, and WT Marine Pte Ltd pursuant to E.O. 13551 for having, directly or indirectly, engaged in money laundering, the counterfeiting of goods or currency, bulk cash smuggling, narcotics trafficking, or other illicit economic activity that involves or supports the Government of North Korea or any senior official thereof.

Tan Wee Beng is a director and significant shareholder of Wee Tiong (S) Pte Ltd, a Singapore-based commodities trading company.  Over several years, dating back to at least 2011, Tan Wee Beng and at least one other individual in his company fulfilled millions of dollars in commodities contracts for North Korea.  To do so, Tan Wee Beng made a concerted effort to obfuscate payment origins and structure transactions to avoid regulatory scrutiny.  Tan Wee Beng and his co-conspirators also knew of and took efforts to evade financial sanctions on North Korea.  In at least one instance, when a wire payment was rejected, Tan Wee Beng and Wee Tiong (S) Pte Ltd orchestrated payment in bulk cash, hand-delivered to a North Korean.

OFAC also designated WT Marine Pte Ltd, a marine fuels company closely related to Wee Tiong (S) Pte Ltd, and of which Tan Wee Beng is the Managing Director.  Last year, the JW JEWEL (IMO: 9402964) and NYMEX STAR (IMO: 9078191), vessels operated and managed by WT Marine Pte Ltd, engaged in illicit economic activity that involves or supports the Government of North Korea.

Many of the activities undertaken by Tan Wee Beng and his associated companies are the types of activities that were highlighted in the November 2, 2017 Advisory on North Korea’s  Use of the International Financial System published by the U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN).  Most notably, today’s designations illustrate Treasury’s previous warnings regarding North Korea’s use of third-country companies to divide their payments into smaller outflows in complex layering schemes directed through front companies, shell companies, and shipping or trade businesses elsewhere in Asia.  Moreover, North Korean financial representatives use third-country corporate service providers to establish the front or shell companies and use these companies to open bank accounts to access the U.S. and international financial systems.  Tan Wee Beng’s role in Wee Tiong (S) Pte Ltd and WT Marine Pte Ltd is also indicative of how North Korea-linked financial facilitators often establish and use multiple companies with the same owners or managers.  These companies also frequently share addresses, telephone numbers, and employees, and they may transact with similar business partners.  Additional questions or comments regarding the contents of the November 2, 2017 advisory should be addressed to the FinCEN Resource Center at FRC@fincen.gov.

Moreover, UNSC resolution 1718 (2006) prohibits transactions with designated entities who subject to an asset freeze.  In Resolution 2375 (2017) the UNSC decided that all Member State shall prohibit their nationals, persons subject to their jurisdiction, entities incorporated in their territory or subject to their jurisdiction, and vessels flying their flag from facilitating or engaging in ship-to-ship transfers to or from Democratic People’s Republic of Korea (DPRK)-flagged vessels of any goods or items that are being supplied, sold, or transferred to or from the DPRK.

As a result of today’s action, any property or interests in property of the designated persons, including the two vessels, in the possession or control of U.S. persons or within the United States is blocked, and U.S. persons generally are prohibited from dealing with the designated persons.

Remarks by Commerce Secretary Wilbur L. Ross at the Executive Business Development Mission in Astana, Kazakhstan.
Press release issued 10/ 24/ 18
https://www.commerce.gov/news/secretary-speeches/2018/10/remarks-commerce-secretary-wilbur-l-ross-executive-business
Wilbur Ross

It is an honor to be here in Astana to welcome this U.S. business development mission to Kazakhstan. Thank you to our partner, the U.S.-Kazakhstan Business Association, in bringing this delegation to Astana.

Representatives of 16 world-class U.S. companies have come to expand or explore opportunities for new commercial partnerships and business opportunities. The size of the delegation speaks to the potential that our business community sees in Kazakhstan’s growing market. We are delighted to have distinguished guests from the government of Kazakhstan with us today.

This trade mission was organized following the meeting between President Nazarbayev and President Trump in Washington, D.C., last January. Strengthening our commercial ties to promote jobs and growth in both countries was among the topics the two Presidents discussed.

President Trump applauded Kazakhstan’s plans to develop a more diverse and innovative economy. Both leaders expressed their support for legislation in the United States to establish permanent normal trade relations with Kazakhstan. And both committed to further expanding our economic relationship through trade and investment. In fact, during President Nazarbayev’s visit, businesses celebrated trade and investment deals potentially worth an additional $2.1 billion in civil aviation, infrastructure, and agriculture.

More than 150 American companies are currently in Kazakhstan. U.S. business investment here totals more than $26 billion. Our two-way trade is around $1.5 billion. These numbers can grow significantly if the right conditions are put into place.

Kazakhstan is continuing its efforts to make doing business easier. The opening of the Astana International Finance Center is a sign of the nation’s new accessibility to global commerce.

Kazakhstan also has committed to the U.S.-Central Asia Trade and Investment Framework Agreement, which will help create a common system of trade rules for the region. And we expect the U.S.-Kazakhstan Open Skies air transportation agreement to be signed soon. Each of these initiatives testifies to President Nazarbayev's vision for a more diverse and dynamic economy.

Much of our countries’ economic cooperation so far has been in the oil and gas industries. And we know how important it is for Kazakhstan to be able to maximize the value of its energy resources. Leading-edge American technology and project management can continue to play a role here.

However, we also see opportunities in helping Kazakhstan reach its broad development goals. The companies on this trade mission represent key strategic sectors: energy, infrastructure and agriculture.  Some of them have done business here. Others are new to the market.

We have both large, publicly-traded firms, and small and medium-size companies that are developing tomorrow’s innovative technologies. They bring with them unique expertise, quality goods and services, and an eagerness to explore new opportunities. What they look for in a partnership is transparency, rule of law, and a level playing field.

The success of the companies on this mission will send a strong signal that Kazakhstan welcomes new American firms to the market. We look forward to working together to promote the development of mutually beneficial agreements that will accelerate economic growth and job creation. These will further strengthen the ties between our countries.

Gov. Inslee proclaims Oct. 30 Weatherization Day in Washington.
Low-income households benefit from new innovations to maintain healthy, energy efficient, affordable homes
From a Commerce Dept. press release issued 10/ 25/ 18
https://www.commerce.wa.gov/news-releases/community-programs-facilities/gov-inslee-proclaims-oct-30-weatherization-day-in-washington-2/
OLYMPIA, WA – Gov. Jay Inslee joins community action agencies, housing authorities and local governments across the state and nation in recognizing Oct. 30, 2018 as Weatherization Day. The annual proclamation kicks off a month-long effort to raise awareness of programs and services that help low-income households save money on heating bills through energy efficiency and other home improvements.

Each year Washington’s Weatherization Assistance Program helps many households make it through the cold weather season – and the years ahead – by adding insulation, sealing cracks and making other improvements that reduce heat loss and save money on energy bills. In 2017-2018, the program weatherized 2,540 low-income homes all across the state.

“We continue to look for better ways to assist Washingtonians who struggle with high heating bills and unhealthy homes,” said Gov. Inslee. “New investments in innovative programs, such as Weatherization Plus Health and Rural Rehabilitation loans, help more people save money on heating bills, improve indoor air quality and stay in their homes.”

This year, the state is expanding on weatherization programs with two important new services. One will help create healthier homes for young children and people living with asthma and other chronic respiratory conditions. The other will help rural homeowners needing to make basic repairs before they can be served by weatherization assistance programs.

A $5 million capital allocation for rural rehabilitation will provide low-interest home repair loans of up to $40,000 to approximately 100 households in designated rural areas. This program will enable vital repairs to prepare homes for weatherization work that can then improve energy efficiency and reduce heating costs. Prior to this program, many rural homeowners did not have resources to make repairs necessary to be served by the Weatherization Assistance Program. For example, a leaking roof must be repaired first for insulation or other energy efficiency measures to be effective.

Another new investment of $1 million will help alleviate lead-based paint risks found in homes with children 5 years of age or younger who are known by the Department of Health (DOH) to have elevated levels of lead in their blood. Commerce’s Weatherization Assistance Program has worked closely with DOH to launch the program in seven locations.

“We’ve used a great opportunity to collaborate and launch a new service combining the Department of Health expertise in lead testing of children with the experience of Commerce’s Low-Income Weatherization Assistance Program in managing the lead remediation work,” said Rad Cunningham, chief epidemiologist for the Washington State Department of Health.

Discovering that asthma and respiratory diseases were a chronic problem for many families in the homes it weatherized, Commerce worked with DOH on a successful pilot of the Weatherization Plus Health concept from 2016 – 2017. This year the program advances closer to becoming a permanent service available to low-income households with asthma or chronic respiratory conditions. Fifteen local agencies throughout the state will assist over 220 households by combining weatherization and home health assessments and improvements that reduce indoor asthma triggers like carpets, cockroaches, water damage and mold.

“Investing in innovative approaches to creating more quality affordable housing strengthens communities by helping residents at risk stay in their homes,” said Commerce Director Brian Bonlender. “Focusing on households most likely to have asthma, and children with asthma, can reduce rates of hospitalizations, saving taxpayer money and helping vulnerable families be more resilient. “

In 2010, people with asthma in Washington made 164,000 visits to hospital emergency rooms, and paid $73 million for asthma-related hospitalizations.  Public funds paid for about 60 percent of these costs. When weatherization is combined with homeowner education, Medicaid costs for asthma treatment can be reduced by over $400/year per household, according to recent case studies in Washington.

From a Commerce Dept. press release issued 10/ 25/ 18
Department of Commerce seeking input to develop guidebook that will help communities plan for growth, development around military installations.

OLYMPIA, WA – The Washington State Department of Commerce is drafting a Washington State Guidebook on Military and Community Compatibility as a technical resource for local governments to use in planning for development near military installations. The next of eight community workshops to capture opinions and comments for the guidebook project are:

Coupeville

Tuesday, Nov. 13, 6-7:30 p.m.

The Nordic Lodge, 63 Jacobs Road, Coupeville, WA 98239

Oak Harbor

Wednesday, Nov. 14, 6-7:30 p.m.

Presentations begin at 6 p.m. with small group discussions following at approximately 6:30 p.m..

Commerce teamed with MAKERS Architecture and Urban Design LLP to draft the guidebook, due for final publication in June 2019. The project team is hosting community workshops for residents, businesses, local leaders, planners and others to learn what resources and information would be most useful to them.

The workshops are an opportunity for participants to offer input on the guidebook content and discuss best practices and lessons learned from local experiences and community planning. This outreach effort is separate from any specific military projects, and feedback from the workshops will not influence or respond to military activities.

The workshops are intended only to inform writing of a broad technical guidebook, primarily for land-use planning professionals, and also to help community members, local governments and the military collaborate on local growth management planning for the future.

Commerce will publish a draft guidebook for public comment in early spring. When completed, the guidebook will introduce community compatible land use for a large audience, followed by in-depth technical guidance for planning professionals. Topics are organized as follows:

Part 1: A Community Guide to the Principles of Compatibility Planning

Balancing Community Vision and Military Mission
Balancing Growth and Change with Compatibility
Citizen’s Guide to Compatibility and Planning in Washington State
Part 2: A Technical Guide to the Principles of Compatibility Planning

Compatibility Planning Process

“The military and defense sector is an important driver of Washington’s economy, supporting over 111,000 jobs and $12.3 billion in economic impact throughout the state,” said Commerce Director Brian Bonlender. “Robust public engagement is crucial to ensure that growth and development in and around U.S Department of Defense and state military installations takes place in a manner that benefits communities for years to come.”
An online survey is also available to gain broad input during this first phase of the project. A draft guidebook will be published for formal public comment in early spring 2019.  last week's question:   A miller asks to marry the king's daughter. The king makes a deal with the miller and says he will write "Yes," on one card and "No" on another card. The miller will have to draw one card in front of the whole village. The night before the miller was to draw the card he heard that the king was going to write no on both cards. How can the miller be sure he gets to marry the king's daughter?

Last week's answer:  He draws his card, rips it up and tells the king to read what’s on the card that isn’t ripped. The king will draw the "No" card so the people will think the millers card said, "Yes."

New Question: How can FIVE minus two equal 4?

Answer next week!
