PA  POST OFFICE on Front Street Port
Angeles built in 1978,
Built in 1978, replacing the Port Angeles Post office which is the now federal building in downtown Port Angeles. The new one which now has been in operation since 1978 on Front Street, has been overlooked regarding disability accessibility to a degree. They do have disabled parking, and thin wheelchair ramps leading to the doors of the post office, which probably had manual wheelchairs in mind when they were installed. But! The one thing they never installed was electric wheelchair door openers! Why go through the motions of making a post office accessible, if you fail to install electric wheelchair door openers? Doing the job half done and not following through with completing the task of making a federal building all the way accessible, is like not doing it at all, or hoping you can get by with partial accessible building, and hoping no one notices. This issue had been probable mention from time to time over these many years, but after close to fifty years one would think installing electric door openers at the local post office would have been done. This issue came to me by a reader from FaceBook. I thought to myself why would anyone care about it, since most have their mail delivered or picked up by the postal carriers, and you can buy stamps at the local Safeway. But, many still goes to the post office to conduct business. Show having a thing like a post office completely is long overdue.
The Post office in Port Angeles isn't the only building which hasn't discovered accessible door openers. Many of the banks of town has failed to install electric door openers, like the post office they have the disability parking, and ramps leading to the door, but  no ADA doors. These two businesses, don't mind taking our money, funny they seem to ignore the finer points of accessibility.

WASHINGTON, D.C.  – Today, U.S. Senators Maria Cantwell (D-WA) and Republican Bill Cassidy (LA) introduced an amendment to the Defense, Labor, Health and Human Services, and Education budget calling for more funding to support the development and implementation of K-12 computer coding education programs.

“Every student in the United States should have the opportunity to learn about the internet, and algorithms, and apps. This is a skills gap we have to close,” Cantwell said in a Senate speech about the importance of coding education last month.

The amendment also requests that the Secretary of Education prioritize coding program grant applications from rural or underserved areas.

“Ninety percent of parents want their children to study computer science, and we should be giving more opportunities,” Cantwell said. “Students in cities and suburbs and rural communities all should have access to computer science programs.”
Learning to write and read code is important to creating and innovating in cyberspace, preparing students for the jobs of the future, and helping to bolster the national security and economic competitiveness of the United States.
In her speech, Cantwell pointed to the impact tech and internet companies have on the economy. In Washington state alone, 13,000 companies provide more than 250,000 jobs.
And yet, the state’s workforce has struggled to keep up with the demand for new coding jobs. In 2015, only 1,212 Washington students graduated from college with computer science degrees, leaving more than 16,200 computing jobs in the state unfilled.

Cantwell said that in many cases the barriers to coding education are the costs of developing a computer science curriculum and getting the program up and running in a school.

In June of this year, Cantwell and Cassidy introduced bipartisan legislation to create a new grant program to help high schools throughout the country establish or expand coding education programs.
“By giving local communities the resources they need, schools and teachers can develop and implement good computer science curriculum that make the most sense for those communities.”
In late July, a provision sponsored by Cantwell to give schools around the country access to existing grant money to develop and implement coding curriculums was signed into law by President Donald Trump.
“This is a great example of what we can do in working together in a bipartisan manner. It is the first of an important step to make sure that every student understands some level of what our economy is going to be built on in the future,” said Cantwell.

Cantwell & Pallone Question FERC Chairman Over Chief of Staff’s Recent Concerning Comments

Washington, D.C. – Today, Senate Energy and Natural Resources Ranking Member Maria Cantwell (D-WA) and House Energy and Commerce Ranking Member Frank Pallone, Jr. (D-NJ) sent a letter to the Federal Energy Regulatory Commission (FERC) Chairman Kevin McIntyre requesting an explanation for recent statements made by his Chief of Staff Anthony Pugliese.  In the letter the lawmakers express concern that Pugliese’s recent statements indicate FERC is working with Trump administration officials at the Department of Energy and National Security Council on a plan to interfere with the operation of the nation’s wholesale electric markets.

Congress established FERC as an independent regulatory entity to ensure the Commission’s independence from political influence and to safeguard FERC’s autonomous authority to regulate energy rates.

“We are deeply troubled by recent statements attributed to your Chief of Staff, Anthony Pugliese, that the Federal Energy Regulatory Commission is working with Trump administration officials at the Department of Energy and National Security Council on an ill-conceived plan to interfere with the operation of the nation’s wholesale electric markets,” Cantwell and Pallone wrote to FERC Chairman McIntyre.

“We believe this action would violate the requirement that FERC remain a neutral and unbiased decisionmaker.  We are equally concerned by highly partisan political remarks reportedly made by Mr. Pugliese in the media and at a recent industry conference that are highly inappropriate and undermine the Commission’s independence,” continue the lawmakers.

Earlier this month, Mr. Pugliese made a series of statements that raised the top Democrats’ concerns. On August 7, 2018, Mr. Pugliese reportedly made remarks at a nuclear industry conference stating that FERC is actively looking for ways to "value resilience" and ensure that "baseload" 24-hour-a-day generators are kept in business. Given that FERC unanimously rejected the Trump administration’s 2017 proposal to subsidize coal and nuclear plants in competitive electric markets this January; these remarks are inappropriate and call into question Pugliese’s impartiality.

“We are deeply concerned that your chief of staff, for whom you bear special responsibility, has been making public statements that call into question his impartiality and independence from political pressure.  Left unchecked, we believe such statements must ultimately call into question the impartiality and independence of the Commission itself,” the lawmakers write.  “Moreover, we believe that you have the responsibility, as Chairman, to safeguard the Commission’s independence, its neutrality, and its impartiality, and to uphold the professional conduct of the Commission’s employees, and most especially those on your own personal staff.”

In light of Pugliese’s troubling remarks and Chairman McIntyre’s statutory responsibility as the Commission’s Chairman, Pallone and Cantwell are requesting answers to a series of questions, including:

Do Pugliese’s remarks represent the views of the Commission or any of its members?
What policies, protocols and procedures does the Commission have in place to ensure that its staff does not engage in partisan political activity in violation of the Hatch Act?
What, if any, contact has the Commission or its staff had with the Department of Energy officials or any other executive branch officials in connection with the Administration’s widely reported consideration of emergency orders to require public utilities to give preference or advantage?

💸IRS to introduce new tax transcript to better protect taxpayer data

WASHINGTON —  Moving to better protect taxpayer data, the Internal Revenue Service today announced a new format for individual tax transcripts that will redact personally identifiable information from the Form 1040 series.

This new transcript replaces the previous format and will be the default format available via Get Transcript Online, Get Transcript by Mail or the Transcript Delivery System for tax professionals as of September 23. Financial entries will remain visible, which will give taxpayers and third-parties the data they need for tax preparation or income verification.

Additionally, based on stakeholder feedback, the IRS also has created a new Customer File Number that lenders, colleges and other third parties that order transcripts for non-tax purposes can use as an identifying number instead of the taxpayer’s SSN.

“Since the IRS joined in partnership with the states and tax industry in 2015, we’ve made great progress in our effort to combat stolen identity refund fraud. Our numbers are going in the right direction,” said Acting IRS Commissioner David Kautter. “To maintain our progress, we continue to evaluate our policies and procedures on an ongoing basis. One area that we identified as in need of change was the individual tax transcript area. We believe the change we are announcing today will better protect taxpayer data from unauthorized disclosure and theft.”

As the IRS has made inroads, criminals need more taxpayer details to better impersonate their victims, making the tax transcript a sought-after document. Criminals attempt to pose as taxpayers accessing their own account or as tax preparers or third parties requesting client information.

The following information will be provided on the new transcript:

Last 4 digits of any SSN listed on the transcript: XXX-XX-1234
Last 4 digits of any EIN listed on the transcript:  XX-XXX-1234
Last 4 digits of any account or telephone number
First 4 characters of the last name for any individual
First 4 characters of a business name
First 6 characters of the street address, including spaces
All money amounts, including balance due, interest and penalties
On September 23, the IRS also will post an updated Form 4506-T and Form 4506T-EZ, Request for Transcript of Tax Return, that will have a new Line 5b for a 10-digit Customer File Number. Legitimate third parties with a need for income verification or tax data often request taxpayers complete a Form 4506-T.
As of September 23, third parties or taxpayers can create any 10-digit number, except for the taxpayer’s SSN, for use as an identifier. The Customer File Number listed on the 4506-T automatically will be posted and visible on the requested tax transcript, allowing the third party to match the document to the taxpayer. A Customer File Number can be, for example, a loan account number
Line 5b is an optional line, intended for those third parties that request high volumes of transcripts.
There is no change in the process for students seeking income verification through Free Application for Federal Student Aid (FAFSA) or disaster victims seeking FEMA assistance. Nor will business tax transcripts change.

DNR Transfers 10 Engines to Washington Firefighting Agencies

As part of the Washington State Department of Natural Resources’ (DNR) ongoing efforts to strengthen rural fire districts in wildfire-prone areas, the agency has announced the 10 districts and communities that will receive an additional fire engine at no cost this year.

“Local fire districts are invaluable to successful initial attack efforts,” said Commissioner of Public Lands Hilary Franz. “Transferring engines directly to our communities increases the chance of getting wildfires out while they’re still small, thereby reducing the likelihood of the large, costly fires.” 

Washington’s fire districts and departments are eligible for DNR’s surplus engines if their county falls under the state average median household income.

In 2017, Washington State Legislature authorized DNR to begin transferring ownership of the agency’s older surplus engines to rural fire districts in wildfire-prone areas. Last year, DNR shared 19 of its engines with local districts and departments.

The Prosecuting Attorney’s Office has requested an Executive Session with the Board of County Commissioners, the County Administrator, the Director of Community Development, the Director of Human Resources/Risk Department, outside legal counsel and the WCRP Claims Manager. 
The purpose of this session is to discuss with the BoCC the most recent correspondence (dated August 14, 2018) from land use counsel for Judy Lee.  The parties remain in negotiations to determine who will serve as the neutral third party reviewer, what that reviewer will, in fact, review and the County’s role during the third-party review.  The County decision-makers have to decide how the County will respond to the August 14th letter.  Note that applicant Judy Lee has proposed a 32,000+ square feet structure. Lee asserts her application is for a bed and breakfast within a single family residence while the County has determined the application is for a hotel.  There is also a federal court lawsuit against Clallam County and Director Winborn under cause #3:17-cv-06065. 
Discussing such matters in executive session is appropriate because public knowledge of the discussion would reveal the County’s legal strategies and likely result in an adverse legal or financial consequence to the agency.  RCW 42.30.110 (1)(i) expressly authorizes a governing body to convene an executive session for the above-described purposes, specifically actual litigation against the County.

The Target, Goals and Initiatives in the Strategic Plan may need to be adjusted as progress is made, new opportunities arise and/or changes occur in our community and markets. In late 2019, we will consider conducting a significant review to include engaging the public.
The best practice in achieving excellence is to focus on 3 to 5 initiatives. The Strategic
Plan currently has 18 initiatives. Please rank your top 5 initiatives with 1 being the most important to you and 5 being the least important to you. The benefit of limiting the number of priorities is to focus resources and create a proactive approach to increase the likelihood of success. While we have identified the top 5 priorities, we may need to focus most of our attention on the top 3 or 4 priorities. The individual Commissioner rankings will be combined and discussed at a follow-on Commission meeting to identify the final top 5.

President Signs Sen. Cantwell’s Bipartisan Legislation to Improve Cybersecurity Resources for Small Businesses into Law

WASHINGTON, D.C. – Yesterday, President Trump signed bipartisan legislation introduced by U.S. Senators Maria Cantwell (D-WA), Brian Schatz (D-HI), James Risch (R-ID), John Thune (R-SD), and Bill Nelson (D-FL) into law. The NIST Small Business Cybersecurity Act, originally called the MAIN STREET Cybersecurity Act, will provide consistent resources for small businesses throughout the country to best protect their digital assets from ever-present cybersecurity threats.

“Small businesses drive our economy and create jobs across the state of Washington. As cyberattacks become more commonplace, we must help these businesses protect their data from these very real threats,” said Senator Cantwell. “By creating a simple, voluntary cybersecurity framework for small businesses, this legislation will help them protect their data, while focusing on what they do best: serving their customers and creating jobs.”

Small businesses are a pillar of the American economy, creating and supporting more than half of all jobs in the United States. Increasingly, however, cyberattacks have come to represent a massive and growing threat to small business owners throughout the United States.

Small and mid-sized businesses are hit by 62 percent of all cyberattacks, about 4,000 per day, because they tend to be the easiest targets to penetrate. In addition to the high costs of cleaning up after a cyberattack, notifying customers of a data breach can destroy confidence in a company. Sixty percent of small businesses go out of business within six months of an attack.

However, investing in cybersecurity is costly. Ninety percent of small businesses do not use any data protection for company and customer information. At the same time, small businesses often underestimate their vulnerability to a cyberattack. According to Towergate Insurance, 82 percent of small business owners say they are not targets for attacks because they do not have anything worth stealing.

Cybercrime continues to grow rapidly around the world, with annual costs to the global economy estimated to reach over $2 trillion by 2019. The Internet Crime Complaint Center at the Department of Justice recorded 298,728 cybersecurity complaints in 2016, totaling more than $1.3 billion in losses. On average, companies around the world take 146 days to detect a cyberattack, according to a 2017 report by FireEye and Marsh & McLennan Companies.

Small businesses are especially crucial to Washington state’s economy. In November 2017, the Paychex IHS Small Business Employment Watch rated Seattle first in the nation in small business jobs growth. Among states, Washington is rated second in small business growth, behind only Tennessee. The state is home to more than 574,000 small businesses, which employ more than 1.3 million people, representing 51.4 percent of the state’s workforce.

Senator Cantwell has been the leading voice in Congress on protecting critical U.S. infrastructure from cyberattacks, including small businesses, election systems, and the energy grid. On March 14, 2017, and June 22, 2017, Senator Cantwell sent letters to President Trump calling on him to defend energy infrastructure and to instruct the Department of Energy to conduct an analysis of Russian capabilities with respect to cyberattacks on U.S. energy infrastructure. In hearing after hearing, Cantwell has pressed for increased collaboration between the government, private sector, utilities, military, and academia to protect U.S. energy infrastructure from cyberattacks. And this March, Senator Cantwell helped to secure $380 million in funding for grants to help states, including Washington, protect their election systems.

US TREASURY DEPT: Treasury Targets Shipping Industry and Other Facilitators of North Korea United Nations Security Council Violations

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today announced North Korea-related designations, continuing the implementation of existing UN and U.S. sanctions.  Today’s action against one individual and three entities was taken pursuant to Executive Order 13810 of September 20, 2017, and targets persons involved in facilitating illicit shipments on behalf of North Korea.  This action reinforces the United States’ ongoing commitment to prevent financial flows to the DPRK’s unlawful WMD programs and activities, in accordance with the decisions of the UN Security Council (UNSC).  As a result of today’s action, any property or interests in property of the designated persons in the possession or control of U.S. persons or within the United States must be blocked, and U.S. persons generally are prohibited from dealing with any of the designated persons.

“Treasury will continue to implement existing sanctions on North Korea, and will take action to block and designate companies, ports, and vessels that facilitate illicit shipments and provide revenue streams to the DPRK,” said Treasury Secretary Steven Mnuchin.  “The tactics that these entities based in China, Singapore, and Russia are using to attempt to evade sanctions are prohibited under U.S. law, and all facets of the shipping industry have a responsibility to abide by them or expose themselves to serious risks.  Consequences for violating these sanctions will remain in place until we have achieved the final, fully verified denuclearization of North Korea.”

OFAC designated China-based Dalian Sun Moon Star International Logistics Trading Co., Ltd. and its Singapore-based affiliate, SINSMS Pte. Ltd.  These companies worked together to facilitate illicit shipments to North Korea using falsified shipping documents, including exports of alcohol, tobacco, and cigarette-related products.  The illicit cigarette trade in North Korea reportedly has netted over $1 billion per year for the regime.  SINSMS Pte. Ltd. is responsible for exports to North Korea and general trading of items from China, Singapore, Hong Kong, Thailand, Vietnam, Indonesia, and Cambodia.  Employees at SINSMS Pte. Ltd. also provided information on how to evade shipping restrictions by sending cargo SINSMS Pte. Ltd. to Nampo, North Korea, via Dalian, China.

OFAC also designated Russia-based Profinet Pte Ltd. (Profinet) and its Director General, Russian national Vasili Aleksandrovich Kolchanov.  Profinet is a Russian port service agency that provides loading, bunkering, supplying, and departure arrangements for vessels calling at the Russian ports of Nakhodka, Vostochny, Vladivostok, and Slavyanka.  Profinet has provided port services on at least six separate occasions to DPRK-flagged vessels, including the sanctioned vessels CHON MYONG 1 and RYE SONG GANG 1, which have carried thousands of metric tons of refined oil products.  Profinet continued to offer its bunkering services to DPRK-flagged vessels even after its employees knew of oil-related sanctions on North Korea.  Kolchanov was personally involved in North Korea-related deals and interacted directly with North Korean representatives in Russia.

Treasury reminds the shipping industry, including flag states, ship owners and operators, crew members and captains, insurance companies, brokers, oil companies, ports, classification service providers, and others of the significant risks posed by North Korea’s shipping practices, and we urge UN member states and shipping industry associations to circulate OFAC’s North Korea Shipping Advisory

Gov. Jay Inslee today appointed Joanna Carns director of the Washington State Office of the Corrections Ombuds, a new independent agency tasked with providing information and investigating complaints about the welfare, health, safety and rights of incarcerated people in Washington state.
Carns has extensive experience in the correctional system, having served eight years on the Correctional Institution Inspection Committee in Ohio. She began her time there as an inspector before becoming the committee’s executive director. As executive director, she responded to complaints from inside prisons and worked with legislators on correctional policies to improve the well-being of incarcerated people.
Following her time with the CIIC, Carns worked as vice president of government affairs and public advocacy for Planned Parenthood of Greater Ohio.
"The Office of the Corrections Ombuds will provide vital independent and impartial oversight of our correctional system," Inslee said. "Joanna’s experience responding to the concerns of incarcerated people, and her strong background in public policy, will contribute greatly to our ongoing work to improve Washington’s criminal justice system."
"I applaud Governor Inslee, the Legislature, and the many advocates who came together to pass the critical legislation that created this office. I look forward to collaborating with DOC to fulfill their commitment to competency, accountability and ethics in all their work," Carns said. (VANCOUVER, WA)  – U.S. Senator Patty Murray (D-WA) traveled across Washington state to observe the impact of President Trump’s trade wars on families and business owners this week, meeting with growers, exporters, and other community leaders in Ritzville and Vancouver to hear how they are navigating President Trump’s escalating trade disputes, and learn more about the direct and downstream damage of President Trump’s tariffs on Washington state families and the state’s economy. In recent months, President Trump has levied tariffs on steel and aluminum imports from U.S. allies and on billions of dollars of Chinese goods, leading other countries to impose retaliatory tariffs that are harmful to Washington state.

“Washington state is no stranger to the direct and downstream dangers of a trade war, and as I met this week with local farmers and other members of the agriculture industry in Eastern Washington and port officials and workers in Southwest Washington – who export so many of our homegrown goods – I heard time and again how damaging a prolonged trade war would be for our state’s businesses, economy, and families,” Senator Murray said. “While addressing unfair trade deals is critical to ensuring American businesses and consumers are playing on an even field, it’s clear President Trump’s approach is threatening vital trading relationships and jeopardizing Washington state exports—sowing unnecessary uncertainty into our economy, threatening jobs, and putting long-sought market access at risk.”

On Tuesday, August 7, Senator Murray traveled to Ritzville, where she met with local farmers and other members of the agriculture industry to hear their concerns about the impact of tariffs on their businesses, local jobs, and rural services. During the roundtable discussion, the participants stressed how tariffs have caused uncertainty, affecting their ability to plan for next year’s harvest and impacting their ability to sell Washington state products overseas in both the short- and long-term. The next day, Wednesday, August 8, Senator Murray met with workers and officials at the Port of Vancouver who are responsible for exporting many Washington state products to international trading partners. At the Port, Senator Murray heard how uncertainty caused by recent trade disputes has rippled through the community, leaving many workers concerned about their personal economic futures.

In June, Senator Murray sent a letter to President Trump to lay out what’s at stake for Washington state and urge his administration to consider the state’s economic priorities, including our agricultural growers, as he and his team makes moves on tariffs. SEATTLE, Wash. – Today, U.S. Senator Patty Murray (D-WA), top Democrat on the Senate health committee, delivered the keynote address at a public event at the University of Washington held by the Center for Strategic and International Studies (CSIS) as part of its Commission on Strengthening America’s Health Security. Currently, under the Clean Air Act, California and 12 other states, including Washington, can implement more stringent fuel efficiency requirements to address state air quality standards. The Trump Administration’s proposal would rescind the ability of Washington and other states to implement more stringent standards and freeze nationwide fuel economy at 2020 levels through 2026. This decision is expected to result in Americans using 20 percent more gasoline per year by 2035.

According to the American Council for an Energy Efficient Economy, blocking planned fuel economy increases will force the owner of an average model year 2025 vehicle to fill up the gas tank 66 more times and drive up ownership costs by $1,620 over the life of the vehicle. The rollback of the current fuel efficiency standards comes as average summer gasoline prices in Washington state have reached their highest point in the last four summers. It will force consumers to buy more gasoline to fuel inefficient vehicles, putting pressure on supply and resulting in even higher prices at the pump.

The move will also hurt U.S. auto manufacturing competitiveness around the world – as other countries increasingly implement stricter standards – and undermine job growth in the industry. The current Corporate Average Fuel Economy (CAFE) standards have been credited with supporting more than 288,000 automobile manufacturing jobs across 1,200 facilities throughout the country.

Senator Cantwell has long fought to increase fuel economy standards, including chairing a key Senate Commerce Committee hearing on the issue in 2006. She helped author and pass legislation ultimately included in the bipartisan 2007 Energy Bill that included new fuel economy standards for the first time in over two decades. Senator Murray, a senior member of the Senate Appropriations Committee, has also fought to strengthen vehicle fuel economy standards, and has vocally opposed previous efforts from the Trump Administration to undermine states’ ability to improve upon the federal standards.

“The LWCF is one of the country’s best conservation programs, preserving public lands and ensuring access to outdoor recreation in rural and urban areas,” the senators wrote. “For the last half century, it has protected lands, historic sites, national parks, wilderness areas, and urban parks in every state… It is critical that this program be reauthorized before its expiration on September 30, 2018.”

In Washington state alone, the outdoor recreation economy contributes over $26 billion in consumer spending and supports more than 201,000 direct jobs. The Land and Water Conservation Fund is a key component of our nation’s robust outdoor recreation economy, which generates over $887 billion in annual consumer spending and supports 7.6 million American jobs.
“For the economy, sportsmen, veterans, wildlife, and our kids and grandkids, we must permanently reauthorize LWCF,” the letter continues. “We also strongly request that you include mandatory full funding in any LWCF reauthorization package. We look forward to working with you to resolve this pressing issue.”
The LWCF has supported more than 42,000 state and local projects in communities across the country. It operates without any taxpayer funding, but according to the letter, more than $21 billion has been diverted from the LWCF trust fund to other purposes since its founding in 1965.
In March 2017, Senators Cantwell and Burr introduced bipartisan legislation to permanently authorize and fully fund the Land and Water Conservation Fund. It now has 45 cosponsors in the Senate. Additionally, one of the key accomplishments of the bipartisan Energy and Natural Resources Act of 2017 (ENRA) introduced by Cantwell in June 2017 is the permanent authorization of LWCF.

Tax Security 101 – Tax professionals victimized by data thefts offer hard-won security lessons to colleagues

WASHINGTON —  As cybercriminals continue to increasingly pursue tax professionals’ data, the Internal Revenue Service and the Security Summit partners today released lessons learned by victims in the tax community to help others avoid being targeted by identity thieves.

In recent years, hundreds of tax professionals experienced data thefts or breaches that exposed their clients’ personal information to cybercriminals and to tax-related identity theft.

Today, several of those tax professionals offer their suggestions to their colleagues, actions they wish they had taken to safeguard their customers and their businesses. The tips range from taking out cyber insurance to using stronger private networks. These suggestions – pulled anonymously from victimized professionals -- offer an opportunity for the tax community to learn from these common mistakes and avoid a devastating data loss for their clients and their business.

This is the fifth in a series called "Protect Your Clients; Protect Yourself: Tax Security 101." The Security Summit awareness campaign is intended to provide tax professionals with the basic information they need to better protect taxpayer data and help prevent the filing of fraudulent tax returns.

Although the Security Summit -- a partnership between the IRS, states and the private-sector tax community -- is making progress against tax-related identity theft, cybercriminals continue to evolve, and data thefts at tax professionals’ offices is on the rise. Thieves use stolen data from tax practitioners to create fraudulent returns that can be harder to detect and harder to distinguish from legitimate taxpayer returns.

Lesson: Get cyber insurance coverage
A common refrain from tax professionals who have been victimized by cybercriminals is they either were glad they had – or wish they had – insurance coverage for data loss.

Many tax professionals maintain business policies that may cover property and liability, but it may not fully coverage data thefts. Tax professionals victimized by these crimes recommend they also explore cyber coverage for data breaches. This may require an addendum or rider to the policy. Practitioners also suggest that that the dollar amount of the policy be large enough to cover expenses.

Some insurance companies provide teams of experts in the event of a data theft, assisting tax professionals in identifying the source of the data breach and resolving it. These teams may also help notify clients or provide extended protections. Just as important, these teams of experts may assist tax professionals proactively, helping make sure adequate safeguards are in place to prevent a data theft.

Another recommendation:  If using cloud storage, ask the cloud service provider about cyber insurance coverage in case the provider’s systems are breached.

Lesson: Password protect each client account
Many tax software products also enable tax professionals to password protect each client account. Tax professionals who have experienced data thefts acknowledge that this can be a hassle, but worth the trouble should they experience a breach. They suggest password-protecting every account as a critical safeguard against cyberthieves.

Strong passwords can help prevent cybercriminals from accessing computer systems and accounts. Passwords should be eight characters or longer, a mix of letters, special characters and numbers, include an easy to remember phrase and be unique for each account.

Lesson: Use a virtual private network (VPN) for remote connections
Tax professionals who have been victimized also wish they had used a virtual private network (VPN) instead of remote access software. A VPN allows for teleworkers or branch offices to securely connect to the firm’s computer system and to send and receive information.

There have been cases where cybercriminals have taken over remote access of a tax professionals’ computer systems. In one example, the thieves remotely accessed client accounts via the tax pro’s computer, completed and e-filed pending returns and changed the deposit information to their own accounts.

Technology media often provide lists of top VPN services.

Lesson: Keep all security software updated
Tax professionals who experienced data thefts also suggest colleagues keep all security software up to date. This includes the computer operating system, anti-malware, anti-virus software, firewalls, etc. While most computers come with security software installed, tax professionals also can purchase additional security software products.

Updated software helps protect users from emerging threats that can lead to data thefts. Users can set the security software to update automatically.

In addition to these steps, the Security Summit reminds all professional tax preparers that they must have a written data security plan as required by the Federal Trade Commission and its Safeguards Rule. Tax Professionals  also can get help with security recommendations by reviewing the recently revised IRS Publication 4557, Safeguarding Taxpayer Data, and Small Business Information Security: the Fundamentals by the National Institute of Standards and Technology.

AG FERGUSON FILES LAWSUIT AGAINST NONPROFIT FOUNDER WITH TIES TO ORGANIZED CRIME

SEATTLE — Attorney General Bob Ferguson today filed a lawsuit to shut down six fake nonprofit entities posing as well-known, international organizations created by Ian Richard Hosang, a former stockbroker who has ties to the mafia. The lawsuit alleges that Hosang could be using the nonprofits to cover up illegal activity.
Hosang created six nonprofit entities in Washington: American Cancer Society of Seattle, American Cancer Society of Washington, American Red Cross of Seattle, American Red Cross of Washington, United Way of Seattle and United Way of Washington. None of these nonprofits are related to the legitimate, charitable organizations with the same or similar names.
Ferguson’s investigators appear to have uncovered the sham nonprofits before any Washingtonians donated to the organizations. If you donated to any of Hosang’s organizations, please contact the Attorney General’s Office here.
“I’m deeply concerned that a convicted money launderer created these sham nonprofits using the names of legitimate, internationally recognized organizations,” said Ferguson. “If you donated to any of these nonprofits, please contact my office.”

The lawsuit, filed in King County Superior Court, alleges that Hosang violated the Consumer Protection Act and the Nonprofit Corporations Act when he incorporated the fraudulent nonprofits.

Nonprofit corporations operating in Washington must have a legitimate address along with records of finances and associates and must provide the benefits, service or education as stated in their purpose or mission statement. Hosang’s organizations failed all of these requirements, violating the Nonprofit Corporations Act. 

Hosang registered the organizations as nonprofits, but did not register any of the six as charities with the Washington State Secretary of State.

Though each of the nonprofits listed an address in Washington, neither the nonprofits, nor Hosang or any other associate, reside in the state. Each organization listed its address as a UPS Store in Seattle, but Hosang instructed the store to forward any mail received at this address to a P.O. Box in Brooklyn, New York.

The “nonprofits” also did not perform any activities listed in their mission statements or provide any money or assistance to the beneficiaries they claimed to help. Additionally, Hosang fraudulently named his organizations after legitimate charities, even though he and his associates had no affiliation with them.

In November 2016, Hosang created the first of the six organizations – the American Cancer Society of Washington. Less than two years later, he created the remaining five over a span of two days in February 2018.
The Attorney General’s investigators did not find evidence that the organizations solicited donations. However, investigators discovered that Hosang received at least one check made out to The American Cancer Society of Washington. Ferguson alleges that Hosang used the nonprofits to obscure financial transactions.

In addition to his Washington organizations, Hosang created entities with variations of the same names in eight other states across the nation.
Hosang previously spent 12 years in federal prison after pleading guilty to money laundering and conspiracy charges arising from his ties to the infamous Gambino crime family in New York.

The Port may, according to specific criteria, provide funding to third parties or support events, programs or activities for promotional, community, and economic purposes only where there is a clear, identifiable and compelling connection between the event, program, organization or activity and the Port’s specific purpose and authority as established under state law, which include: trade promotion, public education and awareness, promotion of Port facilities and economic development programs. Outright gifts, donations or contributions to general community or charitable organizations are not authorized.
In 2015, 2016, 2017 and 2018, the Port successfully administered the Community Partner
