Editorial Comment: Now that the national primary for the presidency is over thankfully. Americans I think have three choices on  who will be the next president of the United States. People are looking for a president who will take the office seriously, and bring back some measure of our moral fortitude, which of these three fits that mold? I'm still waiting to see on all levels. I don't know if Johnson is a Christian, if he his, he should crack open that bible and read how God sees the estate of marriage. If he doesn't have one check this lesson from Gospel Way

Homosexual Marriage?


Many homosexuals demand the right to marry. Regardless of what civil law says, God instituted marriage at Creation and only He can define what marriage is and who may enter it. What does His word say?

That's one of the differences I have with Johnson, trying to make something that is considered a sin, sinless. As I see things now at this point in time both mainstream parties have lost their minds.
Republicans are no longer the party of Reagan, the democrats lost my vote on presidential elections long ago.  There's just something about outright arrogance that annoys me.

MAKE IT BINDING THIS TIME PAT!

As you recall during their last council meeting, Mayor Pat Downie suggested yet another citizen advisory vote regarding continuing adding fluoride to our water supply. This coming city council meeting the council will start discussion in making that happen.
According to the staff memo provided on the agenda packet starting on (page I-1):
Summary: Fluoridation of the City’s water supply has been a controversial topic for many

years. In late 2015, with a contractual obligation to fluoridate the City’s water almost complete, Council chose to proactively seek input on the issue through a three-part plan. As one part of that plan, Council conducted an unofficial survey of water users. The survey, though viewed as flawed by some, indicated that the majority of respondents did not want their water to be fluoridated. On December 15, 2015, Council considered all the input it had received and voted 4-3 to continue fluoridation. Since that time, the controversy has continued and includes a recent effort by citizens to change the form of City government.
Mayor Downie has asked the Council to reconsider its decision, proposing that Council:
 End fluoridation of the municipal water supply;  Maintain the City’s fluoridation facilities so that, if Port Angeles registered voters choose to continue with water fluoridation, the City is prepared to do so; Conduct an advisory vote on fluoridation during the 2017 Municipal General
Election; and  Adhere to the outcome of the 2017 advisory vote of Port Angeles registered voters. Council agreed by consensus to discuss the Mayor’s proposal at the August 2nd meeting.
Funding: The budget amount for fluoride treatment is approximately $18,000/year.
Discontinuation of fluoride treatments until December 2017 would result in an approximate
savings of $24,000. Placing the water fluoridation question on the 2017 ballot and paying for
inclusion in a general election voters’ guide would cost approximately $1,500.

 Editorial Comment: Way back when the discussion of adding fluoride into the water system started some ten years ago, I often spoke if this matter was given to the people to vote on in a ballot measure, this matter would have been settled. That's was during one of my campaigns for a posting on the council.
As you recall back in December of this year, the council did have an citizen advisory vote polling utility customers, leaving out many who gets subsidized housing who pays for the utilities, and the vote was nonbinding, meaning the council could simply ignore the will of the people, which four of the council members did, because they didn't like the end result of the vote which majority of those who voted were against continuing the practice of adding fluoride.
Since then the city council pretty much lost the respect of the citizens of the city, at least those who were hoping that they would have honored the decision that the majority who voted on that first citizen advisory poll. They have been met with five ethic complaint filings, demonstrations against the decision, name calling, and now completely changing the form of governance. Which would have meant something if they had that vote on this year's ballot, not in 2017, in essence making that issue moot, since at least two of the council members up for reelection coming in 2017 are not running, from what was mentioned during the last city council meeting.
If this latest "citizen advisory vote" which Downie is made binding, and placed on the 2017 ballot which should have been done in the first place. It will make the need to change the form of government unnecessary and meaningless in my book. This is a chance for the city to make amends to the city citizens and taxpayers.

PORT ANGELES ANNOUNCES NEW POLICE CHIEF

The City of Port Angeles is proud to announce the promotion of Brian Smith to the Chief of the Port Angeles Police Department.  Since January the City has been involved in an extensive hiring process that included the participation of community members, senior staff and the City Manager.  It was the goal of the City to maintain the highest integrity of the Port Angeles Police Department by going to great lengths to search out the best fit for the City, department, and community.  This included multiple interviews and a comprehensive background and screening process.

Chief Smith has over 35 years of diverse law enforcement experience with over 28 years in a leadership capacity. Chief Smith has a Master’s degree in Public Administration from Montana State University and also graduated from the FBI National Academy.

Before he came to the City as Deputy Police Chief in 2008 Chief Smith served as a Special Agent in Charge/Chief of Law Enforcement Services with the National Park Service (NPS) in their Intermountain Region/Yellowstone Division. Chief Smith began his career as a Park Ranger and worked his way up through the ranks holding positions such as Special Agent, Special Agent-Lead Instructor, Supervisor Special Agent and Regional Special Agent in Charge. While in these positions Smith was responsible for command of the tactical teams, operation of a 911 public safety dispatch center, law enforcement records and training along with management of a $3 million budget.  His law enforcement experience includes the full spectrum of police and emergency services including vehicle and boat patrol, traffic and DUI enforcement, investigations, emergency medicine, technical rescue and structural fire rescue.

Since coming to Port Angeles in 2008, with his wife Kristin and their daughter, Chief Smith has been instrumental in the promotion and implementation of several programs that have helped the Port Angeles Police Department progressively move forward in the world of policing. He played a major role in obtaining Stonegarden grants for implementing the mobile data project between local law enforcement agencies as well as increasing foot patrol in the downtown area. Smith collaborated with City staff and others to promote the wireless mesh network and use grant money to obtain computers and technology in all patrol vehicles. In addition, he applied and received a FEMA grant that allowed a state of the art security system along the waterfront to be installed. Smith has established interlocal agreements with law enforcement agencies such as the Lower Elwha Klallam Tribe, U.S. Border Patrol and the U.S. Coast Guard. He has been the driving force behind cross commissioning officers with other local, state and federal law enforcement agencies.

Chief Smith oversaw the Washington Association of Sheriffs and Police Chiefs Accreditation process over the last five years, and with the assistance of others in the department, has met the accreditation standards making Port Angeles Police Department one of sixty law enforcement agencies in Washington State that is accredited. 

“Chief Smith brings to the department professionalism, empathy, exceptional customer service skills, and a genuine love for the community he serves. He has a positive attitude and a high regard for public and officer safety,” said City Manager Dan McKeen.

“During his tenure with the City he has done an outstanding job building relationships with community members and community groups. The City has received an enormous display of support for Brian throughout this selection process.”

Monday: Port and County held a joint meeting, one of many of the topics besides the report on Composite Recycling Center was creating regional ecomomic and community priorites.

On May 13, 2016, Howard Behar, founding president of Starbucks lnternational and cofounder
of the Washington Business Alliance, spoke to the community at a public event
and also spoke to community leaders at a special luncheon event. The conversation with
Mr. Behar was about strategy, values, and leadership. lt became apparent that our
community could benefit from more cross-jurisdictional conversations and support of
community wide goals. While each organization has its strategic plan and goals, it was
difficult to answer the question "What are the top three goals of the community?" We can
also expand on this by asking "How can we support each other goals?"
The county's concerns were: Planning for a joint request to EDC on 2017 goals and metrics prior to the end of 2016.

Also, an added item, the Commission reconsidered the disputed Bed and Breakfast which was to be built in Clallam Bay. As you recall it was on the agenda last week: Emergency ordinance to establish Interim Official Controls under RCW 36.70A.390 and Home Rule Charter for certain rural zoning districts to limit size of structures.
This week, the DCD Director, Mary Ellen Winborn, came with an emergency ordinance to stop the four story structure being built.

LOCAL MEDIA'S MISSING LINKS AND OMISSIONS....

Recent articles:

Quote from article posted: "  Only it never happened.  Video taken from the audience showed Whetham seated with his hands over his face–aghast at the spectacle–one could suppose."
Editorial Comment: Wilson who publishes the Port O Call did shared the suposed video clip in articles posted in May, but now that link of the video he promoted on his paper is gone! Wilson often cites his counterpart the Peninsula Daily News for witholding information....however, the PDN didn't delete the video clip which was passed around, yet in the Port O Call it is gone.
Something like Hillary Clinton would do, delete email, and evidence of wrong doing,...just saying.

Two Quotes from article posted: "Kidd was defending herself at the March 29 hearing against an April 8 ethics complaint filed by Port Angeles businessman Dale Wilson."
" An ethics board hearing on a fourth complaint by Marie Wiggins, a fluoridation supporter, against four council members over allegations they violated the state Open Public Meetings Act at the Feb. 2 meeting, has not been scheduled, City Clerk Jennifer Veneklasen said Friday."
First of all, the report posted refers to Wilson as a "business man" makes no mention that Wilson publishes the Port O Call their counterpart. Secondly the report fails to mention the names of the council members on the latest ethics board hook: Whetham, Merideth, Collins, and Bruch. Why the omission?
So, we have a case of missing links and omissions readers.

THE PORT ANGELES DIGEST: A MIX BAG OF PRIMARY SUPPORT

Two candidates running for state, and county commission office snags my vote this primary election, both from two different parties. One Republican, the other Democrat, yeah I know weird huh? One of the advantages of being an independent voter, you can vote either way. I choose these two candidates because both attended the county commission meetings regularly, though one had to attend because he is already on the board of commission, the other is the candidate running for that position he is vacating.  Plus, both were willing to be interviewed by this publication, not give me the run around or hide behind the desk kind of thing. Mike Chapman has demonstrated careful decision making in my book, not wanting to spend taxpayer's money on a land deal lawsuit, costing the taxpayers a cool $500,000 plus dollars. Though I disagree with raising property taxes annually. His handling of the conflict between the County Treasure, and County Commission was fair, willing to settle disputes rather than making matters worse by not adding gas to the fire by adding insult to injury kind of thing. Also quoted on his position page in the PDN: "  I will support eliminating the 60 percent voter super majority needed to approve new school construction bonds."

Editorial Note: Good move, on that, to bad this wasn't thought of when the Port Angeles Senior High needed funding for a new high school. Better late than never I guess.  Plus any candidate who gets the cold shoulder of a local newspaper (Port O Call) by not announcing his candidacy when he first signed up, and not until I raised cane over it, deserves my vote.

Maggie Roth, I feel anyone who is willing to come and serve in public office should have a chance to prove what they got to offer. Roth has attended the meetings of the commission faithfully, and that to me of her commitment to the job she is wanting to do.
One of the questions in the PDN article posted yesterday in the candidate question and answer form was:  With government grants vanishing, how should the county continue to fund social services?

Roth's Answer: Use a variety of strategies to deal with reduced funding while looking for new revenue either contributed or by seeking increased contributions from the public, and by advocating with state and county legislators. Avoid cutting back on services to programs until they have no other choice. One potentially positive outcome is that budget deficits often initiate more innovative, creative and perhaps, in the long run, better ways to fund and operate the services.

To bad she didn't clarify this in more detail. My question how can you do this without raising taxes?

One question that was missing in the Peninsula Daily News article posted was how the candidates for County Commission would have handled the Lange lawsuit case? I would like to know.

THE PORT ANGELES DIGEST: SO, WHAT DIFFERENCE DOES IT MAKE NOW?

"City sends second class status to 2017 ballot, what difference does it make now? It would make a difference if it were done this year, but in 2017? Peoples opinion on the matter might be different, and some may even change their minds on the issue altogether. The city's version of: What difference does it make?"

The city decided to shuffle off the change of government proposal by Our Water Our Choice to 2017, The Mayor springs a surprise shot across the bow with a new binding advisory vote in the same year as the next general election for a new city council, in 2017. When all said and done, will it make any difference in regards to the vote for changing the city government? Most likely, since by then most who probably signed that petition was hoping to kick out the four council members who ignored the first citizen advisory poll ending fluoridation, and choose to continue the practice. Some like me who signed the petition were probably just wanting to lend support to end fluoridation, and hoping at least one of the four council members would change their vote, when that didn't happened, some I imagine were probably regretting even signing it, like me. That will probably happen now even more so, with the vote on the matter will be decided in the 2017 election to change the form of government.
Plus, if Downie's compromise of having yet another citizen advisory vote which this time will be binding, and placed on the November 2017 ballot holds water, will that also make the vote to change the minds of voters who would have voted for a change of government? After all the whole reason for the change of government was about flouride right? But wait! I then started hearing things like, "It's not just about fluoridation" What?! If it wasn't about just fluoridation, and wanting to give the council members an early retirement from public office, then what was changing the form of government all about? As you can see readers, two things that might solve the whole issue of fluoridation will probably make the "change of government" a moot point, because the citizens will probably vote in three new council members who are against continuing fluoride, and if Downie's new advisory vote gets in the 2017 election, these two items alone will make null and void the "Our Water, our Choice" Change of government vote.
Secondly, I have to ask, who's idea was it really to change the form of government of Port Angeles? Was it media driven? I have a hunch that might had something to do with it, and the Our Water Our Choice group was probably influenced, or at least encouraged in pursuing it. As I recall it was the Port O Call ran many stories favoring the notion of change of government, from a city manager run operation to a mayoral run operation.

 Editorial Note: Now, the question is did the Port O Call in anyway influenced "Our Water, Our Choice" move to change the city form of governance? I'll probably never get an answer...
Finally, I thought it was odd for Kidd to badger Eloise Kailin of Sequim, who is president of Our Water, Our Choice!, saying in essence, along with council member Dan Gase that a resident of Sequim has no business in the governance of Port Angeles. Really, Cherie? Was it you,  who often spoke the merits of fostering a good neighbor relationship with the folks of Sequim?
This little episode does not help in fostering good relations with our neighbors that's for sure. Both Gase, and Kidd were out of line on this point in badgering the only member of the group present at the meeting, which Council member Whetham asked that a member of the group would be present to answer question. There was no local members of the group in attendance.

In March 2016 the secretary of health suspended the certified nursing assistant credential of Jacquelyn Jade Cary (NC60384139) for at least one year. Cary worked at an assisted living facility where she placed a wheelchair out of a dementia patient’s reach which isolated the patient to her bed and kept her from reaching the bathroom on her own. CITY FORCES 2 class city question to 2017...big deal!
During the city council Tuesday, the council decided to send the matter to 2017's ballot. Making in essence in my opinion the petition to change the form of government null and void. Why I think that? Stay tuned. Also, in the mix, the mayor came up with another citizen advisory vote for the November Ballot coming on the same 2017 ballot. The council however to table that discussion on the second meeting in August...Get the drift readers?

A citizens’ group, Our Water-Our Choice, filed with the City Clerk a petition
to change the City’s classification from a noncharter code city to a second class city. That
group recently requested the City Council to submit this proposition to the voters at the
November 2016 general election. To place the proposition on the November 2016 ballot, the
City Council must adopt a resolution and submit it to the County not later than August 2,
2016.
