Executive Order brings agencies, schools together to support
kids separated from parents or caregivers
OLYMPIA – Gov. Bob Ferguson created a rapid response team
today aimed at reducing harms caused by President Donald Trump’s immigration
enforcement policies which, if implemented, will destabilize families and harm
children who are separated from their deported or detained parents or primary
caregivers.
Mass deportation was a centerpiece of Trump’s campaign. His
campaign website lists “Carry out the largest deportation operation in American
history” as second on his list of priorities. Several Day 1 executive orders
involved immigration, including “removing promptly all aliens who enter or
remain in violation of federal law,” and calling for “the total and efficient
enforcement” of “immigration laws against all inadmissible and removable
aliens.” Trump has directed the Department of Homeland Security to expand its
use of "expedited removal," which allows immigration officers to
deport some people without a hearing. On Jan. 23, his press secretary announced
“The largest massive deportation operation in history is well underway.”
At an event hosted by OneAmerica at El Centro de la Raza,
Ferguson signed Executive Order 25-04 directing the immediate creation of a
Family Separation Rapid Response Team in the Department of Children, Youth, and
Families (DCYF). The team will recommended policies and actions for addressing
family separation and the lasting effects on children.
If implemented, mass deportation policies will significantly
harm kids with undocumented parents. These children are often American
citizens.
The team will include professionals within DCYF, Washington
State Patrol, the Office of Refugee and Immigrant Assistance, the Attorney
General’s Office and representatives of the Governor’s Office. Members of the
team will consult with regional and local experts on immigration and child
welfare. Additionally, they will develop policies aimed at supporting children
who experience family separation through the deportation or detention of their
parents or caregivers.
“My administration will do everything possible to address
the harms caused by a mass deportation and detention program,” Ferguson said.
“That includes making sure kids who are torn away from their parents have
someone to care for them and uninterrupted access to their education.”
Ferguson ordered the rapid response team to hold its first
meeting by Feb. 14. The team will:
Review agency policies and procedures to identify any
changes that can assist in responding to the separation of families. This
includes situations where a large number of children in the same geographic
area may be separated from their parents or caregivers at the same time.
Identify policies or procedures that may help support
children of deported or detained parents and lessen, to the extent possible,
the lasting impacts resulting from such separation, in consultation with
immigration and child welfare experts.
Meet with the Office of Superintendent of Public Instruction
(OSPI) and local school districts to develop strategies for mitigating
disruption to the education and development of children whose parents are
deported or detained.
Create proactive lines of communication between DCYF, OSPI
and local school districts to permit quick and responsive action when prompt
cooperation is needed to support the child, including if a child’s parents are
taken for deportation or detention while the child is at school.
Work with state universities, colleges, community colleges
and Running Start to ensure and support robust pathways to higher education for
children who experience the trauma of having their parents or primary
caregivers deported or detained.
The Family Separation Rapid Response Team will be in regular
contact with the Governor’s Office to share its findings and recommendations as
work progresses

response to concerns regarding local law enforcement’s role in federal
immigration enforcement, I want to clarify my position and provide insight into
the legal complexities involved. It is important to note that the majority of
Sheriffs and Police Chiefs in our state share a unified stance on this matter.
Deportation,
immigration enforcement, and related legal proceedings fall under the
jurisdiction of federal courts and federal law enforcement agencies. Local law
enforcement’s primary responsibility is to address criminal violations that
impact community safety and quality of life. We do not have the authority to
enforce federal immigration laws.
That
said, local law enforcement agencies routinely collaborate with federal
partners to address major public safety threats, such as cartel-level drug
trafficking organizations, human trafficking rings, organized crime groups, and
terrorist activities. These partnerships are essential in dismantling dangerous
networks that threaten our communities.
In
2019, the Washington State Legislature passed the Keep Washington Working Act
(KWW), which prohibits local law enforcement agencies from engaging in civil
immigration enforcement. Under this law, local officers may not:

Make civil immigration arrests or detain individuals solely at the request of
Immigration and Customs Enforcement (ICE) or the Border Patrol, unless
accompanied by a judicial warrant.
•
Inquire about a person’s immigration status unless it is necessary for a
criminal investigation.
•
Share nonpublic personal information with federal immigration authorities in
non-criminal matters.
•
Participate in agreements or contracts that grant local officers the authority
to enforce federal civil immigration laws.

was enacted in multiple Chapters of the Revised Code of Washington (RCW),
including the Washington Mutual Aid Peace Officers Powers Act (Chap. 10.93), as
well as those governing the Attorney General’s Office (Chap. 43.10) and
Administrative Departments and Agencies (Chap. 43.17).
To
be clear, the Clallam County Sheriff’s Office will honor court orders and
warrants issued by a federal Article III judge or magistrate, or an Article IV
state court judge. I believe we can all agree that individuals who commit
serious crimes and threaten public safety should be prosecuted—and, if
undocumented, subject to deportation through legal processes.
Above
all, the Clallam County Sheriff’s Office is committed to public safety. No one
in our community should fear calling 911 for help due to their immigration

invest $14.6 million to reduce costs for affordable housing developers across

will support 24 projects resulting in 1,800 new affordable units
OLYMPIA,
WA – Today Gov. Bob Ferguson and the Washington State Department of Commerce
announced $14.6 million in grants to support shovel-ready housing projects that
will create more than 1,800 affordable units in 10 counties. These awards
represent the latest round of the state’s Connecting Housing to Infrastructure
Program, referred to as CHIP. The competitive program pays for below-ground
infrastructure — such as water and sewer pipes — and reimburses waived
development fees typically associated with new housing construction.
The
grants will support projects ranging from affordable housing for seniors to
permanent supportive housing for people experiencing chronic homelessness.
Ferguson
named housing affordability among his top priorities. Ferguson committed to
putting Washington on the path to building 1.1 million housing units in
Washington over the next 20 years.
In
his inaugural address, Ferguson said, “Washingtonians need more housing — lots
more housing. We must make it easier, faster and less expensive to build
housing of all kinds.”
CHIP
helps do exactly that, reducing the costs of development for projects that
offer affordable options for people who need them most. Many of the two dozen
awarded projects announced today will provide housing support for people
experiencing or at risk of homelessness.
“These
grants remove barriers for projects that will help us meet our ambitious goals
for building much needed housing in Washington,” Ferguson said. “The Connecting
Housing to Infrastructure Program has already resulted in thousands of new
units of housing, making our state more affordable for more people.”
Commerce
Director Joe Nguyễn knows first-hand the life-changing impact of a stable,
affordable home. He grew up in public housing in King County.
"The
Connecting Housing to Infrastructure Program does more than put pipes in the
ground,” Nguyễn said. “These grants build
the foundation for opportunity, security and hope for thousands of
Washingtonians, reflecting our commitment to ensuring that everyone, regardless
of income, has access to a home they can afford.”
The
demand for new housing is staggering: Washington is projected to need to add
more than 1 million homes by 2044 to keep up with anticipated population
growth. Of those, half will need to be affordable to those earning less than
50% of area median income. Commerce recently reported that more than half of
Washingtonians are rent-burdened — meaning they spend at least 30% of their
monthly income on rent.
Past
projects that benefited from CHIP grants include tiny homes for homeless
veterans, senior housing, and modestly designed single-family homes that will
remain affordable in perpetuity through a community land trust.
The
grants vary from $200,000 to $2.3 million, consistent with the scale of each
development. The counties who will benefit from the awards announced today
include King, Pierce, Spokane, Clark, Whatcom, Cowlitz, Kittitas, Jefferson,
Island and Asotin.

Gov.
Ferguson’s actions to address the housing crisis
Affordable
housing and meeting Washington’s demand for new housing is among Ferguson’s top
priorities. Shortly after his inaugural address, Ferguson signed Executive
Order 25-02, directing state agencies to review all regulations that impact
housing, permitting and construction and identify any provision that can be
streamlined, deferred or eliminated. The goal is to remove barriers to build
more affordable housing units faster.
Additionally,
Lt. Governor Denny Heck presented Ferguson with a 42-page report containing 20
recommendations to address the housing crisis. These included many that reflect
ongoing legislative efforts to expand
transit-oriented development, protect vulnerable renters and small landlords,
and give local governments tools and incentives to improve housing supply and affordability.
Adopting
these recommendations is one of Ferguson’s top priorities.

on the housing crisis. We will not be able to work our way out of this housing
crisis with single-family homes. Especially in rural areas such as Jefferson
County, we need the density that urban infrastructure affords. This grant
allows us to grow.”
John
Moon, executive director of Habitat for Humanity in Whatcom County: “The award
enables Habitat for Humanity to serve more of the poorest Whatcom County
residents than originally contemplated, specifically those earning 30-50% area
median income. It's in the best interests of our community that costs
associated with providing and improving public infrastructure be supported more
broadly by awards such as this, thereby lessening the financial burden for low
wage earners.”

These
additional awards bring total CHIP investments to nearly $98 million since
2021, contributing to more than 9,500 affordable housing units. Commerce
recently highlighted some of the innovative projects bolstered by the CHIP in
its brief history.
These
awards effectively expend the available funding allocated for the CHIP in the
last biennium. Future funding is contingent on appropriation in the 2025-27
State Capital Budget, now under consideration by the Legislature.
