WISE DECISION ON TEXAS ED PART.

News Story Commentary.

While most of the media was focused on ways to attack Trump, toward what they hope would end up him being impeached. This story about the Texas Board of Education mulling deciding whether or not to cut historical figures from that state's school curriculum caught my attention. Now to be fair they did held their public hearing on Tuesday, and the news story from the Dallas Morning News on Wednesday the Texas Board of Education took a 180 and decided to keep historical figures like Helen Keller on the curriculum roaster. From the time this story broke earlier this week, none of the excuses from the Texas Board of removing Keller from the curriculum made any sense to me, in fact the reasonings were vague. Read the stories below you can see what I mean. I thought when this came out on Tuesday, " Oh boy, here we go again!" Another example of bureaucratic policy wonks dictating what your kid is to learn, much like the Library Association did in changing the name of a book award honoring Laura Ingalls Wilder several months ago. Remember that? But, in Wilder's case she didn't display the proper PC, when she was growing up in the late 1800's!

But in this case according to published reports Helen Keller was no longer "non-essential studies". I was about to unleash a negative retort of the proposed Texas Educational board agenda of cutting the pioneering Helen Keller of being a disabled advocate long before such things were ever thought of. But Wednesday, during the public hearing according to the Dallas Morning News had this from a disabled girl standing up for Keller, and she done a better job of defending the first disabled advocate than I could have done, perhaps will more class than what I would have done:

Quote: "Caldwell's daughter Gabrielle, 17, who is deaf-blind and attends the Texas School for the Blind and Visually Impaired, also spoke to the board.
"I am hoping that you keep Hellen Keller being taught in our schools. She traveled the world, worked very hard and helped a lot of people. She is a hero," Gabrielle Caldwell said, clutching her cane in one hand and her written testimony in the other. "I like to travel and want to travel the world. I study hard, too. I believe I can do these things because Helen Keller did them." (see article below)...
What we can learn from Helen Keller? Grace under diversity, even though people did, and still do in some places views the disabled as second class citizens. She courageously knew how to overlook the negative attitudes of people who were ( and still are) ignorant and often rude to her I imagine, to put out her message of equality for all.

Quotes: " On Tuesday evening, the board discussed that backlash. State board member Erika Beltran, D-Fort Worth, made the suggestion to return Clinton to history lessons.
"I got a ton of calls and emails about the removal of Hillary Clinton," Beltran said. "She was the first female presidential nominee from a major U.S. political party. So regardless of our party affiliations, I think she is an important figure to keep."
Marty Rowley, R-Amarillo, disagrees with Clinton's politics but said he would vote to keep her in the curriculum: "I have to give credit where credit is due. She is a significant political leader."

Quote: " Hardy said she voted to axe Clinton because "she doesn't represent good citizenship."
"I just do not respect the woman," Hardy added. "As far as I'm concerned, she's done a lot of detrimental things to our country."
Miller agreed, saying the death of U.S. diplomats in Libya when Clinton was secretary of state was the deciding factor for her: "The Benghazi thing kind of did it for me."

Quote:  "Helen Keller is the only point of reference for deaf-blindness because it is unlikely an educator, a government worker, a doctor would have any other interaction with any other person who was deaf-blind," Robbie Caldwell, who lives in Austin, told the board during public testimony. "We need Helen Keller to remain in our Texas curriculum."

Quote: " The state currently recommends teachers educate students about Keller, Clinton and the WASP in different grades as examples of good citizenship. But they may be axed because they're considered "non-essential." Many of the figured who may be axed are recommended, not required, to be taught; if cut, teachers would not be prohibited from discussing them."

But the erasure of Helen Keller, an iconic advocate for the deaf and blind whose social activism also included women's suffrage, birth control and pacifism -- who is currently taught as part of a third-grade unit on citizenship -- is an underhanded play with a troubling message: that homogeny is normal and exposure to outside perspectives should be limited."

Editorial Note: As for Clinton
What can we learn from Clinton? A example of someone who is obsessed for power. Case in point this headline from the HILL: "Ex-Clinton aide: Hillary will run again in 2020."

Quote: They said Clinton will not allow her “humiliating loss” to President Trump during the 2016 presidential race end her political career. "

Editorial Note: She can't accept defeat! That's what I got from this article. Also sounds more like she is more interested in her political career, not what she would do for the American people. It's all about her, and her ego readers! If she does actually run again it will be just a rematch between her and Trump, a easy win for Trump far as I can see at this point. If this happens this will be something to watch. 👀

That's the definition  of " Nationalism" putting one's nation, and people first on an leader's agenda. To bad that the President of France Emmanuel Macron, who during the 100th Anniversary of Armistice day, the ending of the first world war on Sunday. Berated President Trump for his nationalism. (Meaning the european nations are annoyed that Trump won't let the US be the world's policeman, or bank). The following story from the PJ Media talks about Frances patriotism with the headline: " France Has Neither Nationalism nor Patriotism."

Quote: " What exactly is French patriotism nowadays? At the hundredth anniversary celebration of the World War I armistice, French President Emmanuel Macron rebuked visiting President Trump by declaring that "nationalism is the opposite of patriotism," and that "nationalism is the betrayal of patriotism." Whether these two words mean the same or the opposite, neither of them survives in the French vocabulary."

Editorial note: But of course, the media, and democrats are painting Trump as another Hitler, and will use remarks from Macron to make legitimate their case.

Editorial Note: Where was that America First patriotism when Trump didn't show up for that ceremony at cemetery   of fallen American soldiers  on Sunday?  They gave the worst excuses for him not attending everything from the weather to blaming the Secret Service for the President not being there.

Editorial note: Feeble excuses for not attending I would say. He did himself no favors in not attending, and it sort of flies in the face of putting  "America first slogan"  he's been touting, that also should include putting honoring the fallen first who served this nation before your pride Mr. President.
But he made up for that mistake when he made Remarks by President Trump at the American Commemoration Ceremony Hosted by the Secretary of the American Battle Monuments Commission. Posted on the White House webpage.

Later this week Trump was reported he regretted in not going to Arlington.

HUD: FHA RELEASES 2018 ANNUAL REPORT TO CONGRESS

WASHINGTON – The Federal Housing Administration (FHA) today released its 2018 Annual Report to Congress on the economic condition of the agency's Mutual Mortgage Insurance Fund (MMI Fund). FHA reports that at the end of Fiscal Year (FY) 2018, the MMI Fund had a total Economic Net Worth of $34.8 billion and a Capital Reserve Ratio that remains above the statutory minimum for a fourth consecutive year.

The MMI Fund supports FHA’s single-family mortgage insurance programs, including all forward mortgage purchase and refinance transactions, as well as mortgages insured under the Home Equity Conversion Mortgage (HECM), or reverse mortgage program.  While the value of FHA’s forward mortgage portfolio is growing, the latest independent actuarial report finds the value of the agency’s reverse mortgage portfolio continues to decline, representing a continuing economic drain on the MMI Fund from books of business in 2018 and earlier.
“The financial health of FHA’s single-family insurance fund is sound,” said U.S. Housing and Urban Development Secretary Ben Carson. “FHA is in good hands, guarding against excessive risks, protecting the American taxpayer, and remaining true to our core mission to facilitate safe and affordable mortgage options for qualified borrowers.”
FHA Commissioner Brian Montgomery added, “As we look to the future, FHA must continue to seek the right balance between facilitating access to mortgage credit and managing risk. Our number one mission is to make certain FHA remains a stable and reliable resource for first-time and minority homebuyers, and other underserved borrowers.”
This year’s report continues to offer greater transparency, consistency and accountability in the economic fundamentals of the MMI Fund. For the second consecutive year, FHA is providing separate stand-alone capital ratios for its forward and reverse mortgage portfolios to better assess the impact of each on the MMI Fund. For a second year, the report also includes stress-testing of the portfolio based on historical scenarios.
FHA’s 2018 Annual Report also includes important technical revisions to last year’s report that reflect adjustments to the MMI Fund’s Capital Ratio and Economic Net Worth for FY 2017.

Making mortgage insurance available – HUD's Section 203(h) program provides FHA insurance to disaster victims whose homes were destroyed or damaged to such an extent that reconstruction or replacement is necessary and are facing the daunting task of rebuilding or buying another home. Borrowers from participating FHA-approved lenders are eligible for 100 percent financing, including closing costs;
Making insurance available for both mortgages and home rehabilitation – HUD's Section 203(k) loan program enables those who have lost their homes to finance the purchase or refinance of a house along with its repair through a single mortgage. It also allows homeowners who have damaged houses to finance the rehabilitation of their existing single-family home; and

CDC: Suicide Increasing Among American Workers
 The suicide rate among the US working age population increased 34 percent during 2000-2016. A new report published today in CDC’s Morbidity and Mortality Weekly Report (MMWR) examined lifetime occupations of 22,053 people aged 16-64 years old who died by suicide in the 17 states participating in the National Violent Death Reporting System (NVDRS) in 2012 and 2015.

CDC: Record Number of Tickborne Diseases Reported in U.S. in 2017.
New data from the Centers for Disease Control and Prevention (CDC) show tickborne diseases are again on the rise. In 2017, state and local health departments reported a record number of cases of tickborne disease to CDC.  Cases of Lyme disease, anaplasmosis/ehrlichiosis, spotted fever rickettsiosis (including Rocky Mountain spotted fever), babesiosis, tularemia, and Powassan virus disease all increased—from 48,610 cases in 2016 to 59,349 cases in 2017. WASHINGTON, DC – The U.S. Department of Labor today announced a National Health Emergency Dislocated Worker Grant (NHE DWG) award to the California Department of Employment Development to provide employment services to eligible individuals in rural California counties impacted by the health and economic effects of widespread opioid use, addiction, and overdose. 

The grant provides employment services to those seeking careers in healthcare professions related to addiction, treatment, prevention, and pain management. The state anticipates serving participants throughout the following rural counties, identified as having the highest opioid overdose rates in California: Amador, Calaveras, Humboldt, Inyo, Kern, Mariposa, Merced, Mono, and Tuolumne.

The U.S. Department of Health and Human Services declared the opioid crisis a national public health emergency in October 2017, enabling California to request this funding for an NHE DWG project.

Supported by the Workforce Innovation and Opportunity Act of 2014, Dislocated Worker Grants temporarily expand the service capacity of dislocated worker programs at the state and local levels by providing funding assistance in response to large, unexpected economic events that cause significant job losses.

IRS: New tax law allows small businesses to expense more, expands bonus depreciation.
WASHINGTON — The Internal Revenue Service today reminded small business taxpayers that changes to the tax law mean they can immediately expense more of the cost of certain business property. Many are now able to write off most depreciable assets in the year they are placed into service.

In its announcement today, the FDA laid out plans to ban menthol flavors in traditional cigarettes, to ban flavored cigars, and to take steps to restrict access to most—but not all—e-cigarette flavors. The agency also indicated it would take steps to limit e-cigarette marketing to kids. The steps were announced along with new findings showing that e-cigarette use has increased 78 percent among high school students and 48 percent among middle school students in the past year alone. Senator Murray has repeatedly called for strong action by FDA to combat youth tobacco use.

Inslee names W. Brent Basden to Clallam County Superior Court.
Gov. Jay Inslee today appointed W. Brent Basden to the Clallam County Superior Court. He replaces Judge Christopher Melly who plans to retire at the end of the year.
Basden has served as Clallam County Superior Court Commissioner since 2008. Prior to that he had a private law practice in Port Angeles which covered a wide range of family, criminal and civil law matters.
He serves the community as stake president for the Church of Jesus Christ of Latter-day Saints, has coached youth baseball and has worked in Clallam County as a pro bono lawyer. Basden has taught a number of continuing legal education courses that have focused on the Indian Child Welfare Act, judging dependencies in rural counties and domestic relations issues. 
“Brent has extensive legal experience, the respect of the lawyers who appear before him and deep roots in Clallam County. He will make an outstanding addition to the bench,” Inslee said.
Basden holds a law degree from Brigham Young University where he also received his bachelor’s degree. He attended Gonzaga University and graduated from Port Angeles High School.

State unemployment rate falls again.
OLYMPIA – Washington’s economy added 12,400 jobs in October and the state’s seasonally adjusted monthly unemployment rate for October was 4.3 percent according to the Employment Security Department. The October unemployment rate decreased slightly from the September 2018 unemployment rate of 4.4 percent, which establishes a new historical low point for the state. Agenda highlights: Bonneville Power TC-20 Settlement.

 Bonneville Power Administration (BPA) provides transmission services on its transmission system pursuant to an open access transmission tariff. The current tariff requires BPA to obtain approval of the Federal Energy Regulatory Commission (FERC) before making any changes. In
November 2016 BPA notified the region that the FERC process to change its tariff is no longer tenable and is moving to a process allowed under sections 212 of the Federal Power Act. BPA recently completed an eight week discussion and settlement process with all BPA utility customers. The City was represented at the settlement discussions through its membership in the Western Public Agencies Group (WPAG).
There are two components of the contract: one component is a contract that establishes the transmission rates paid by the City. The second component is a settlement agreement that creates a process used to ratify the settlement negotiations.
For the first component BPA brought in the 2020-2021 transmission rates. BPA’s initial overall transmission rates called for a 9.6% increase for most public utilities including Port Angeles.
The City’s WPAG representative worked with other utilities and BPA to bring this increase down. The current tariff settlement calls for an overall increase of only 2.5% for all NT utility customers.
For the second component, the primary procedural change to the transmission tariff is Section 9 of the BPA tariff. Section 9 of the current BPA tariff requires BPA to submit changes to FERC for approval.
BPA’s last several attempts to have changes were rejected by FERC. The current settlement allows BPA to make transmission tariff changes using the open hearing process and standards in Section 211 and 212 of the Federal Power Act. This change brings the transmission side of BPA into line with its power side by holding a “rate case” for changes to its tariff products – a process the City is familiar with.

 last week's question:  A farmer has a sack of grain, a chicken and a fox. He has to get them across the river and he can't go around or fly but he does have a boat. He can only take one thing at a time across the river. How can he get them across?


Last week's answer:  Take the chicken over and leave the fox and the grain. Go get the fox drop it off and pickup the chicken. Take the chicken back across and pickup the grain and leave the chicken. Drop the grain off with the fox and take the chicken over now all of them are on one side!

New Question: How can you get 10 horses in to 9 stables, bearing in mind that each horse must have its own stable?
