Can we truly trust a godless man to keep his word?

Can we truly trust Jong Un?

Editorial Comment, by Peter Ripley, Publisher
This reminds me of the story of Daniel in the lion's den. Can you truly trust a ruler who outlawed freedom of religion? Case in point, the story can be found in the book of Daniel chapter 6: " The Plot Against Daniel
6 It pleased Darius to set over the kingdom one hundred and twenty satraps, to be over the whole kingdom; 2 and over these, three governors, of whom Daniel was one, that the satraps might give account to them, so that the king would suffer no loss. 3 Then this Daniel distinguished himself above the governors and satraps, because an excellent spirit was in him; and the king gave thought to setting him over the whole realm. 4 So the governors and satraps sought to find some charge against Daniel concerning the kingdom; but they could find no charge or fault, because he was faithful; nor was there any error or fault found in him. 5 Then these men said, “We shall not find any charge against this Daniel unless we find it against him concerning the law of his God.”
6 So these governors and satraps thronged before the king, and said thus to him: “King Darius, live forever! 7 All the governors of the kingdom, the administrators and satraps, the counselors and advisors, have consulted together to establish a royal statute and to make a firm decree, that whoever petitions any god or man for thirty days, except you, O king, shall be cast into the den of lions. 8 Now, O king, establish the decree and sign the writing, so that it cannot be changed, according to the law of the Medes and Persians, which does not alter.” 9 Therefore King Darius signed the written decree. ( read the full story)

The North Korean dictator Kim Jong Un, has imprisoned anyone caught owning a bible, or even praying! That's about as insane, as the degree that King Darius signed thousands of years ago, and that didn't workout well for Darius, but in his case he repented for what he done. In Jong Un's case, he never did repent sending anyone who practice any religion to prison, or worse executed them. Which in my opinion are red flags that were making deals with a godless mad man.
At that time it was the Jews being persecuted. This day and age Christians are the main target of religious persecution not only in North Korea, but in other hot spots around the world, like in Iran, they not only imprison, they execute anyone who don't practice Islam. But this is nothing new, Christians has always been targeted, when Christianity was first establish back over 2000 years ago, they were persecuted by both the Jews, and the Roman Empire. In later years, up until today both the Jews, and Christians now are persecuted equally.
According to the signed agreement between Trump and Jong Un, North Korea agrees to denuclearize the Korean peninsula. Right! Remember back in 1939, Hitler promised not to invade Poland! Hitler was another example of an ungodly man not keeping his promises to fill his overgrown ego.  Same Thing with Jong Un he has a overgrown ego. How can we trust  one who denies his people the basic right of practicing religion worshiping God?
Below are the related press releases. Though I hope this deal sticks, I for one will keep my eyes open.

CHAIRMAN KIM: (As interpreted.) Well, it was not easy to get here. The past worked as fetters on our limbs, and the old prejudices and practices worked as obstacles on our way forward. But we overcame all of them, and we are here today.

Press Conference by President Trump
White House press release posted 6/ 12/ 18
https://www.whitehouse.gov/briefings-statements/press-conference-president-trump/
THE PRESIDENT:  Well, thank you very much, everybody.  We appreciate it.  We’re getting ready to go back.  We had a tremendous 24 hours.  We’ve had a tremendous three months, actually, because this has been going on for quite a while.  That was a tape that we gave to Chairman Kim and his people, his representatives.  And it captures a lot.  It captures what could be done.  And that’s a great — a great place.  It has the potential to be an incredible place.  Between South Korea — if you think about it — and China, it’s got tremendous potential.  And I think he understands that and he wants to do what’s right.

It’s my honor today to address the people of the world, following this very historic summit with Chairman Kim Jong Un of North Korea.  We spent very intensive hours together, and I think most of you have gotten the signed document, or you will very shortly.  It’s very comprehensive.  It’s going to happen.

I stand before you as an emissary of the American people to deliver a message of hope and vision, and a message of peace.

Let me begin by thanking our incredible hosts in Singapore, especially Prime Minister Lee, a friend of mine.  This is a country of profound grace and beauty, and we send our warmest wishes to every citizen of Singapore, who really made this visit so important and so pleasant, despite all of the work and all of the long hours.

I also want to thank President Moon of South Korea.  He’s working hard.  In fact, I’ll be speaking to him right after we’re finished.  Prime Minister Abe of Japan — a friend of mine — just left our country, and he wants what’s right for Japan and for the world.  He’s a good man.  And a very special person, President Xi of China, who has really closed up that border — maybe a little bit less so over the last couple of months, but that’s okay.  But he really has.  And he’s a terrific person and a friend of mine, and really a great leader of his people.  I want to thank them for their efforts to help us get to this very historic day.

Most importantly, I want to thank Chairman Kim for taking the first bold step toward a bright new future for his people.  Our unprecedented meeting — the first between an American President and a leader of North Korea — proves that real change is indeed possible.

My meeting with Chairman Kim was honest, direct, and productive.  We got to know each other well in a very confined period of time, under very strong, strong circumstance.  We’re prepared to start a new history and we’re ready to write a new chapter between our nations.

Nearly 70 years ago — think of that; 70 years ago — an extremely bloody conflict ravaged the Korean Peninsula.  Countless people died in the conflict, including tens of thousands of brave Americans.  Yet, while the armistice was agreed to, the war never ended.  To this day, never ended.  But now we can all have hope that it will soon end.  And it will.  It will soon end.

The past does not have to define the future.  Yesterday’s conflict does not have to be tomorrow’s war.  And as history has proven over and over again, adversaries can indeed become friends.  We can honor the sacrifice of our forefathers by replacing the horrors of battle with the blessings of peace.  And that’s what we’re doing and that’s what we have done.

There is no limit to what North Korea can achieve when it gives up its nuclear weapons and embraces commerce and engagement with the rest of the world — that really wants to engage.  Chairman Kim has before him an opportunity like no other: to be remembered as the leader who ushered in a glorious new era of security and prosperity for his people.

Chairman Kim and I just signed a joint statement in which he reaffirmed his “unwavering commitment to complete denuclearization of the Korean Peninsula.”  We also agreed to vigorous negotiations to implement the agreement as soon as possible.  And he wants to do that.  This isn’t the past.  This isn’t another administration that never got it started and therefore never got it done.

Chairman Kim has told me that North Korea is already destroying a major missile engine testing site.  That’s not in your signed document; we agreed to that after the agreement was signed.  That’s a big thing — for the missiles that they were testing, the site is going to be destroyed very soon.

Today is the beginning of an arduous process.  Our eyes are wide open, but peace is always worth the effort, especially in this case.  This should have been done years ago.  This should have been resolved a long time ago, but we’re resolving it now.

Chairman Kim has the chance to seize an incredible future for his people.  Anyone can make war, but only the most courageous can make peace.

The current state of affairs cannot endure forever.  The people of Korea — North and South — are profoundly talented, industrious, and gifted.  These are truly gifted people.  They share the same heritage, language, customs, culture, and destiny.  But to realize their amazing destiny, to reunite their national family, the menace of nuclear weapons will now be removed.

In the meantime, the sanctions will remain in effect.  We dream of a future where all Koreans can live together in harmony, where families are reunited and hopes are reborn, and where the light of peace chases away the darkness of war.  This bright future is within — and this is what’s happening.  It is right there.  It’s within our reach.  It’s going to be there.  It’s going to happen.  People thought this could never take place.  It is now taking place.  It’s a very great day.  It’s a very great moment in the history of the world.

And Chairman Kim is on his way back to North Korea.  And I know for a fact, as soon as he arrives, he’s going to start a process that’s going to make a lot of people very happy and very safe.

So it’s an honor to be with everybody today.  The media — this is a big gathering of media, I will say.  It makes me feel very uncomfortable.  But it is what it is.  People understand that this is something very important to all of us, including yourselves and your families.

Kilmer Statement on Detention of Asylum-Seeking Mothers in Washington State

WASHINGTON, DC—Following reporting from The Seattle Times that more than 100 asylum seekers who have been separated from their children are being held in a federal detention center at Seattle Tacoma International Airport, Representative Derek Kilmer (D-WA) made the following statement:
“The Trump Administration’s action to forcibly separate and detain the children of asylum seekers is both illegal and immoral. President Trump needs to reunite these parents with their children at once, and if he refuses Congress should act quickly to end this unlawful program.”
The America I know is the one which welcomed my grandmother and mother after the Second World War, in the shadow of the Statue of Liberty adorned with the words: ‘give us your tired, your poor, your huddled masses yearning to breathe free. We can, and we must, do better than this.”
Under international and US law, those who arrive at the border and turn themselves over to authorities with a legitimate claim of asylum due to fear of violence or persecution must be given an opportunity to have that claim heard.  ( from a press release issued 6/ 8/ 18)

Press release issued 6/ 11/ 18
WASHINGTON, D.C. – Today, U.S. Senator Patty Murray (D-WA) issued the following statement on Attorney General Jeff Sessions’ effort to roll back asylum for survivors of domestic violence seeking protection in the United States.
“Each year, tens of thousands of women look to the United States for safety from unimaginable, often life-threatening abuse, and for the opportunity to rebuild their lives. Attorney General Sessions’ decision is cruel, deeply wrong, and yet another example of the Trump Administration’s blatant and frightening disregard for women’s lives. Despite what President Trump and Attorney General Sessions may want to claim, domestic violence is not just a ‘private’ concern—and the United States should be a leader among nations in rooting it out here at home and protecting those who flee their homes to escape this scourge abroad.”

Cantwell, Murray Push Back against Trump's Policy of Tearing Apart Immigrant Families at the Border

Press release issued 6/ 11/ 18
WASHINGTON, D.C. – U.S. Senators Maria Cantwell (D-WA), Patty Murray (D-WA), and 31 of their Senate colleagues have introduced legislation to keep immigrant families together by preventing the Department of Homeland Security from separating children from their parents at the border. The legislation is a direct response to the Trump administration’s newly-announced practice of separating adults and children.

Since Attorney General Jeff Sessions announced Trump’s so-called “zero-tolerance” policy, hundreds of children have been separated from their parents and are being held in detention centers and other institutional facilities. This has resulted in Immigration and Customs Enforcement (ICE) having to quickly find new detention space. ICE is currently holding more than 170 women at the Federal Detention Center in SeaTac, many of whom were separated from their children at the border.

“I am concerned about the detainees who were moved to SeaTac. The Trump Administration’s policy of separating children from their parents is inhumane and contrary to American values. Congress must take immediate action to end this cruel and senseless policy,” said Sen. Cantwell.

“As a mother and grandmother, the idea of having your child taken from you and sent away is an absolute nightmare—and the idea that this Administration is using this as a so-called ‘deterrent strategy’ is horrifying and unacceptable,” Sen. Murray said. “This issue strikes close to home with the reports of so many women being held in our state, so it’s critical we raise awareness, build momentum, and take steps to counteract the Trump administration’s ill-advised and immoral policy surrounding those seeking safety in our country.”

The Keep Families Together Act was developed in consultation with child welfare experts to ensure the federal government is acting in the best interest of children. The bill is supported by the American Academy of Pediatrics, Kids In Need of Defense (KIND), Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA), Children’s Law Center and the Young Center for Immigrant Rights.

Last week, Senators Cantwell and Murray demanded the Trump Administration stop further traumatizing children and end its inhumane policy of separating innocent boys and girls from families who cross the Southwest border seeking asylum in the United States. Citing the American Academy of Pediatrics, the senators stressed the short- and long-term damage to these children from being unnecessarily separated from their families.

Today, a plurality of 62 countries voted in favor of the U.S.-led effort to address Hamas’s responsibility for the disastrous conditions in Gaza. We had more countries on the right side than the wrong side. Senators Murray, Cantwell Introduce Bipartisan Legislation to Repeal Outdated 1834 Ban on Distilleries on Tribal Land
https://www.murray.senate.gov/public/index.cfm/newsreleases?ContentRecord_id=874A491E-3F3F-450C-A375-92DB0C40AB44
Press release issued 6/ 13/ 18
Washington, D.C. – Today, U.S. Senators Patty Murray (D-WA) and Maria Cantwell (D-WA) introduced bipartisan legislation to repeal an outdated 1834 law that prohibits Native American tribes from building and operating distilleries on their tribal lands.

“This legislation would provide a much-needed fix to an outdated law,” said Senator Murray. “I’m proud to help efforts to break down barriers for tribal nations while empowering economic development in our local communities.”

“Getting this outdated law off the books is an important step to supporting tribal self-determination and economic development in Indian Country. When Native American entrepreneurs have the opportunity to create businesses, they thrive and strengthen the communities around them,” said Senator Cantwell.

Washington state’s Chehalis Tribe has established plans to build a brewery with an attached restaurant and distillery on tribal lands in Grand Mound, WA. However, the Bureau of Indian Affairs warned the Tribe that the pre-Civil War law prohibited distilleries on Indian lands and that it would be unable to approve documents necessary for the Tribe to operate it. The law currently directs to Bureau of Indian Affairs to “destroy and break up” any distillery on Indian land. As a result, the Tribe chose to not begin construction of the facility until the issue is resolved.

"I am pleased that the Senate will consider this overdue legislation.  It will allow the Chehalis Tribe to pursue its economic development efforts that have proven beneficial, not only to the Tribe and its members, but also to the surrounding non-Indian community. Congress has recently undertaken efforts to repeal many of the antiquated and paternalistic laws that impair development in Indian country and this legislation advances those efforts,” said Chehalis Tribe Chairman Harry Pickernell Sr.

The legislation introduced by Senators Murray and Cantwell is also sponsored by U.S. Senator Jerry Moran (R-KS), a member of the Senate Indian Affairs Committee.

U.S. Representatives Jaime Herrera Beutler (R-WA), Derek Kilmer (D-WA), Don Young (R-AK), Denny Heck (D-WA), Tom Cole (R-OK), and Betty McCollum (D-MN) have introduced identical legislation in the House of Representatives. H.R. 5317 has received a hearing and mark-up before the House Natural Resources Committee. It now awaits a vote before the full House of Representatives.

Senator Murray: “[President Trump] has continued to undermine health care for our families at every available opportunity. And Republicans have been in lockstep with him the entire way”

Press release issued 6/ 13/ 18
https://www.murray.senate.gov/public/index.cfm/newsreleases?ID=0534C699-1E9C-4C0D-8C75-1186F0808E03
(Washington, D.C.)  – In a speech on the Senate floor, today Senator Patty Murray (D-WA), top Democrat on the Senate health committee, condemned the Trump-Pence Administration’s refusal to defend key pillars of the Affordable Care Act in court and called on her Republican colleagues to return to the negotiating table and join Democrats in passing a bipartisan bill to reduce health care premiums and stabilize insurance markets.

In her remarks, Senator Murray criticized the Trump Administration for abandoning protections for patients with pre-existing conditions, as well as seniors and women, and prioritizing the interests of the extreme right over the health and wellbeing of millions of people. Senator Murray also noted the nearly unprecedented decision was just the latest of many steps taken by the Trump Administration to sabotage health care, including their decisions to expand junk insurance plans, restrict critical family planning funding, and pass a partisan tax bill that paid for tax cuts for massive corporations with policies that even President Trump’s own former Secretary of Health admitted would raise premiums.
Full text of Senator Murray’s remarks:

“Thank you M. President.

“I rise today to discuss President Trump’s ongoing efforts to sabotage health care for millions of families across the country.

“Last week, the Trump-Pence Administration showed once again there is no limit to how low and how baseless they’ll go to appeal to extreme Republican donors and special interests. President Trump’s Department of Justice announced that it will ignore years of precedent and abandon its duty to defend our laws in court. It will abandon our laws that prevent insurers from denying people with pre-existing conditions coverage, or charging people more because of their gender, or raising premiums without limit for seniors.

“This decision also makes it clear President Trump is ignoring the lessons he should’ve learned last year. Around this time last year, Republicans were trying to ram through the President’s partisan health care bill, filled with proposals that would’ve scrapped patient protections, spiked premiums and health care costs, imposed an age tax on seniors, gutted Medicaid, and thrown our entire health care system into chaos.

“The Trumpcare bill ultimately failed as people across the country stood up and made it clear they didn’t support President Trump’s sabotage agenda. But President Trump didn’t listen. Instead he has continued to undermine health care for our families at every available opportunity. And Republicans have been in lockstep with him the entire way.

“Like when President Trump expanded loopholes to allow junk insurance plans that don’t include consumer protections.

“Like when Congressional Republicans jammed through a partisan tax bill to undermine our health care laws.

“Like when President Trump announced radical new restrictions on federal family planning funding based on ideology that would result in less access to health care for millions of women across the nation, and a new gag rule that would interfere with providers’ ability to discuss the full range of reproductive health services with patients.

“These steps were all designed to make it harder for women and families to get the care they need. And last week, President Trump’s Administration took yet another step to undermine the health care system.
“In a nearly unprecedented move, the Trump Administration announced it would no longer defend the Affordable Care Act in court. The Trump Administration announced it would abandon the parts of the law that prevent health care discrimination against women, against seniors, and against those with pre-existing conditions.
“The decision goes against years of legal precedent, it goes against the wishes of families across the country who want their government to care about patients, not partisan politics, and it even goes against promises of many Republicans who claimed they were going to fight for these important patient protections.

“Republicans may not be listening, but families across the country have been speaking up loud and clear—they want us to fight for them and for health care policies that can help them get the care they need. While President Trump and Attorney General Sessions have never fought for patients—as their latest decision makes abundantly clear—Democrats have never stopped fighting for them. And we’re not going to stop now.

“We remain dedicated to working toward common sense solutions that can help bring health costs down and begin to fix some of the damage done by President Trump.
“We actually had a bipartisan deal that would have accomplished this goal—but unfortunately, Republican leaders have been clear from the start that they are not interested in lowering premiums, they are not interested in stabilizing the market, and they are not interested in fixing problems. Instead, they are interested in helping special interests and donors, and catering to the extreme right.
“Despite their move to throw a wrench in our bipartisan work—Democrats are still at the table and we’ll be here all August ready to work to fix this for families in Washington state and across the country. I hope going forward cooler heads will prevail and Republicans will return to the table and join us on finding solutions to lower patients’ costs and strengthen health care in our country, rather than continuing to help President Trump sabotage it.
“Thank you”

Cantwell Addresses “Elephant in the Room” at FERC Hearing: Trump Coal Bailout

Press release issued 6/ 12/ 18
https://www.cantwell.senate.gov/news/press-releases/cantwell-addresses-elephant-in-the-room-at-ferc-hearing-trump-coal-bailout-
Washington, D.C. – Today, Ranking Member of the Senate Energy and Natural Resources Committee Maria Cantwell (D-WA) pressed the Federal Energy Regulatory Commission (FERC) on the Trump administration’s plan to bail out coal and nuclear plants in the name of “national defense.”

“I know that the President wants to deliver on this but the grid operators say the emergency does not exist,” said Senator Cantwell.

Two weeks ago, the National Security Council met to consider a 40-page memo arguing that extraordinary action is needed to require utilities to buy electricity from uncompetitive coal and nuclear power plants to prevent their retirement.

“The Commission’s work is so complex but it shouldn’t be about bailing out one sector,” said Senator Cantwell. “Just and reasonable is such an important aspect of what you do in holding down energy costs to consumers. That’s your job. That is your day job at the Federal level. That is why we have a FERC,” said Senator Cantwell, referring to the Commission’s standards for determining wholesale energy rates under the Federal Power Act.
Senator Cantwell applauded the Commission for rejecting the Trump administration’s first attempt to bolster the economically struggling industry but also told Commissioners that the President’s coal bailout threatens their independent authority.
“In my view, you started things off right by rejecting Secretary Perry’s radical proposal to force consumers to bail out uncompetitive coal,” Cantwell said. “I really do believe not only is the underlying policy wrong I also believe that it is a threat on your independence and oversight to be directed this way.”

Cantwell, Reichert, DelBene, Murray, Washington Colleagues Urge USTR to Address Trade Retaliation Affecting Washington's Economy

Press release issued 6/ 11/ 18
https://www.cantwell.senate.gov/news/press-releases/cantwell-reichert-delbene-murray-washington-colleagues-urge-ustr-to-address-trade-retaliation-affecting-washingtons-economy
Washington, DC – Today, U.S. Senator Maria Cantwell (D-WA), a senior member of the Senate Finance Committee, Representative Dave Reichert (WA-08), Chairman of the House Ways and Means Trade Subcommittee, Representative Suzan DelBene (WA-01), and Senator Patty Murray (D-WA) led a bipartisan group of Members of Congress from Washington State urging the United States Trade Representative (USTR), Ambassador Robert Lighthizer, to address retaliation by our trading partners in response to the Administration’s placement of tariffs on imports of steel and aluminum. The letter highlights the negative impact these retaliatory actions will have on Washington’s economy and asks Ambassador Lighthizer to negotiate a solution that shields Washington’s exporters.

Members of Congress also signing the letter include Rep. Rick Larsen (WA-02), Rep. Jaime Herrera Beutler (WA-03), Rep. Dan Newhouse (WA-04), Rep. Cathy McMorris Rogers (WA-05), Rep. Derek Kilmer (WA-06), Rep. Adam Smith (WA-09), and Rep. Denny Heck (WA-10).

“As representatives of Washington State, we are hearing increasing concerns from our constituents about the impact of retaliatory actions by our trading partners on Washington communities stemming from the imposition of the Section 232 tariffs on steel and aluminum,” the members wrote. “The impact of these retaliatory actions on Washington’s thriving agricultural industry would not only significantly affect the agricultural industry, but also workers, families, and small businesses throughout the state. We urge the Administration to make it a priority to negotiate a solution that shields our specialty crop growers from retaliatory actions in the form of tariffs or other barriers to trade. With cherry harvest beginning in the Pacific Northwest, time is of the essence for our growers.”
The text of the letter can be found below.
Dear Ambassador Lighthizer,

As representatives of Washington State, we are hearing increasing concerns from our constituents about the impact of retaliatory actions by our trading partners on Washington communities stemming from the imposition of the Section 232 tariffs on steel and aluminum. The impact of these retaliatory actions on Washington’s thriving agricultural industry would not only significantly affect the agricultural industry, but also workers, families, and small businesses throughout the state. We urge the Administration to make it a priority to negotiate a solution that shields our specialty crop growers from retaliatory actions in the form of tariffs or other barriers to trade. With cherry harvest beginning in the Pacific Northwest, time is of the essence for our growers.

On April 2nd, China responded to the Section 232 tariffs with a 15 percent tariff on a number of items, including apples, pears, cherries, and wine. For Pacific Northwest cherries, China is the number one export destination, with more than ten percent of last year’s crop valued at approximately $130 million having been shipped to China. Last season, China was the fifth largest market for apples, worth approximately $45-50 million, and it continues to be an important market for pears as well. If these tariffs remain in place, the financial impact to Washington’s growers will be very harmful, especially for cherries as the price would be depressed across the board as shippers seek alternative markets for such significant volume. This challenge is growing as additional trading partners take actions to restrict access to export markets, leaving our exporters with fewer markets for their high-quality agricultural products.

On May 28th, India notified the World Trade Organization that it plans before June 21st to raise its tariff on apples from the already very high level of 50 percent to 80 percent. India describes this increased tariff as retaliation for the U.S. Section 232 tariffs on aluminum and steel. In our view, India, like China and other countries, is abusing WTO rules by unilaterally retaliating in this way without authorization, and we urge you to confront such abuses.

As the second largest market-to-date this season, an eighty percent tariff on apples entering India would have a grave impact on Washington’s growers. For this season, more than 7.7 million boxes – valued at more than $118.3 million – have been shipped to India. We understand that around one million cartons of apples are currently on container ships en route to India. It is worth noting that this action will have a disproportionately high impact on the growers of Red Delicious – which has composed nearly 90 percent of Washington’s apple exports to India this season. India is the number one market for Washington’s Red Delicious apples this season. With so much at stake, we urge the Administration to make it a priority to prevent this additional thirty percent tariff from going into effect.
On June 5th, in response to the Administration’s decision to impose steel and aluminum tariffs on several key allies, including Mexico, Mexico announced it will impose tariffs on a range of U.S. agricultural products, including potatoes and apples. Last year, Washington State potato growers exported over $37 million in frozen potatoes to Mexico. And as the top export destination for apples, valued at approximately $215 million last season, Mexico is currently the second largest market for Washington’s Red Delicious apples. In fact, this season, Washington’s apple growers have shipped over 10 million cartons of apples to Mexico, making up 27 percent of apple exports.
As our trading partners take steps to restrict their markets to American exports, we urge the Administration to address these retaliatory actions that are harming our communities, constituencies, and local economies.

Supreme Court deals a blow to vulnerable workers; Inslee announces executive order to support workers’ rights

From the Governor's medium page dated 6/ 12/ 18
https://medium.com/wagovernor/supreme-court-deals-a-blow-to-vulnerable-workers-inslee-announces-executive-order-to-support-8cea43d6c295
Mandatory individual arbitration. It’s a tactic used by some employers who want to quickly and secretly settle employee complaints and prevent employees from coming together to challenge widespread violations such as failure to pay overtime or provide rest breaks.
Last month, the U.S. Supreme Court ruled in Epic Systems Corp. v. Lewis that when workers sign a mandatory individual arbitration agreement as a condition of employment, employers can limit workers’ rights to seek redress against workplace violations through class action ligation or collective arbitration action.
This decision will inevitably make it more difficult for employees to hold companies accountable for wage-and-hour or other workplace violations.
“This stunning court decision overwhelmingly favors employers who repeatedly or systematically mistreat their workers,” Gov. Jay Inslee said. “Forced individual arbitration reduces transparency, accountability and access to justice. It means those with power and money are more likely to win, while most employees are left to manage a confusing and intimidating arbitration process. And if the employer’s unlawful practice is widespread, this decision means you can’t stand with others. You are on your own.”
In response to the Court’s decision, Inslee today issued Executive Order 18–03: “Supporting Workers’ Rights to Effectively Address Workplace Violations,” establishing new state procurement procedures that allows agencies to consider whether a company seeking to contract with the state requires its employees, as a condition of employment, to sign a mandatory individual arbitration clause or collective action waiver.
“In our state, we value companies that respect workers’ rights,” Inslee continued. “There is power in numbers. There is power in transparency. And there is power in our pocketbook to influence companies to do the right thing. We can’t change the Supreme Court’s ruling but we can change how we do business.”
In addition, state Rep. Drew Hansen, D-Bainbridge Island, plans to pursue legislation in the upcoming session to provide more tools for employees to address wage-and-hour violations.
“We already have a state law that lets whistleblowers enforce the laws against Medicaid fraud; we should also have a state law that provides more options to enforce violations of the state’s wage-and-hour laws,” Hansen said. “I plan to introduce legislation along these lines in the upcoming session.”
Inslee says the Court’s decision does not affect the Washington Department of Labor & Industries’ ability to investigate and enforce workplace rules. Workers who think their employer is violating wage-and-hour rules can contact the agency’s Employment Standards Office.

Inslee tours Olympic Peninsula to discuss maritime industryInvestments in the industry, workforce training support rural communities in Washington

From the Governor's medium page posted on 6/ 7/ 18
https://medium.com/wagovernor/inslee-tours-olympic-peninsula-to-discuss-maritime-industry-fe1a3ad41dd4
Gov. Jay Inslee got a first-hand look at Washington’s robust maritime industry and workforce training efforts during a trip to the Olympic Peninsula on Thursday. Those efforts include strategic investments, as well as partnerships with local governments and businesses, to grow living wage jobs and opportunities in rural communities.

The state’s maritime industry supports more than 146,000 jobs in Washington, and continues to grow every year. But the average age of a maritime worker is 54 years old, so recruiting and training the next generation of maritime workers is a crucial aspect of the state’s Maritime BLUE strategic plan, currently under development.

“Maritime activity has long been a pillar of our state’s economy, and we are uniquely positioned to lead the country in maritime innovation,” Inslee said. “We can model new management practices and clean technologies while creating living-wage jobs for Washingtonians.”
During his visit to Clallam and Jefferson counties, Inslee saw new programs that train workers in high-demand skills — from marine aluminum welding to boat mechanics. He learned about the newly formed Emerald Coast Opportunity Zone. And he toured Puget Sound’s Environmental Tall Ship, which provides thousands of youth and adults each year with ocean literacy and environmental education, as well as workforce training.

All of the programs and businesses Inslee visited have benefited from state support. Here’s a closer look at each of the governor’s stops and their recent state investments:
When aluminum boat manufacturer Armstrong Marine in Port Angeles won a contract to build state-of-the-art barges for the U.S. Navy, it could have looked out of state for the 90 certified welders it needed. Instead, thanks to a $123,000 state Strategic Reserve Fund award, Peninsula College and Impact Washington developed a training program to meet that need.

Current workers and other community members are trained at both the company’s new training facility and through Peninsula College’s new program. In addition, high school graduates can take advantage of summer internships at Armstrong Marine, which also include training opportunities.

This work ties into the governor’s Career Connected Learning initiative, which aims to connect youth to numerous career paths, including the many good-paying maritime jobs found in rural parts of Washington.
Emerald Coast Opportunity Zone
In an impressive show of regional collaboration, five tribes, three cities, a port and an economic development group on the Olympic Peninsula came together to create the Emerald Coast Opportunity Zone, which Inslee officially designated in May. The effort is part of a new federal program that gives investors tax breaks if they invest in qualified private businesses in designated Opportunity Zones.

“The Emerald Coast Opportunity Zone represents a powerful public-private collaboration forged to bring new investment to the Olympic Peninsula,” said Joshua Berger, Inslee’s Director of Economic Development for the Maritime Industry. “The Governor’s visit today is especially important in that his Washington Maritime BLUE initiative is a first of its kind effort to promote innovation and sustainability in the state’s maritime industry. One of the priorities in this initiative is to continue to support and accelerate programs that build the maritime workforce in rural and underserved communities.”
The Emerald Coast Opportunity Zone partnership includes the Jamestown S’Klallam, Quileute Nation, Hoh, Makah and Lower Elwha Klallam tribes; the Clallam County Economic Development Corporation; the cities of Sequim, Port Angeles and Forks; and, the Port of Port Angeles.

“We came together because we know that economic development and growth, like a rising tide, can help lift all canoes and provide opportunity for those who need it most,” said W. Ron Allen, tribal chair and CEO of the Jamestown S’Klallam Tribe.

Northwest School of Wooden Boatbuilding
Thanks to $100,000 from a state Strategic Reserve Fund/Work Start award, the Northwest School of Wooden Boatbuilding developed a marine systems training program to meet the needs of boatbuilding companies in Jefferson County.
Before this program, local companies had to send workers out of the region to receive training and national certification.
The school now offers a six-month program for people training to become marine technicians, and one week intensives courses for people already working in the trades to learn about marine corrosion, electrical, hydraulics or diesel engines. The new programs are accredited by the Accrediting Commission of Career Schools and Colleges.
The Adventuress
The Adventuress schooner, which Inslee proclaimed the “Puget Sound’s Environmental Tall Ship” in 2016, has received two highly competitive State Heritage Capital Projects grants — one in 2013 and the other in 2017 — to help restore its wooden hull.
The restoration projects have employed dozens of traditional shipwrights and contemporary marine system engineers for several seasons in Jefferson County. Each year, the schooner serves as a training facility for thousands of youth and adults.

AG FERGUSON STATEMENT ON CULVERTS DECISION
Press release issued 6/ 11/ 18
http://www.atg.wa.gov/news/news-releases/ag-ferguson-statement-culverts-decision
OLYMPIA — The U.S. Supreme Court issued a 4-4 decision in the culverts case today, which means the lower court decision will remain in place. That ruling forces the state to pay 100 percent of the cost of replacing barrier culverts, even though the federal government provided the design for those culverts, and regardless of whether other barrier culverts block salmon from getting to the state culverts. Attorney General Bob Ferguson offers the following statement:

“Today’s ruling brings a resolution to a case that has gone on for nearly 20 years, defended by multiple attorneys general. It is unfortunate that Washington state taxpayers will be shouldering all the responsibility for the federal government’s faulty culvert design. The Legislature has a big responsibility in front of it to ensure the state meets its obligation under the court’s ruling. It’s also time for others to step up in order to make this a positive, meaningful ruling for salmon. Salmon cannot reach many state culverts because they are blocked by culverts owned by others. For example, King County alone owns several thousand more culverts than are contained in the entire state highway system. The federal government owns even more than that in Washington state. These culverts will continue to block salmon from reaching the state’s culverts, regardless of the condition of the state’s culverts, unless those owners begin the work the state started in 1990 to replace barriers to fish.

“I look forward to working with tribal governments to advocate for the funding necessary to comply with this court order, and to ensure other culvert owners do their part to remove barriers to salmon passage."

Labor market strengthens further in May

ESD press release issued 6/ 13/ 18

OLYMPIA – Washington’s economy added 8,500 jobs in May and the state’s seasonally adjusted monthly unemployment rate for May was 4.7 percent according to the Employment Security Department. The May unemployment rate was slightly lower than the April 2018 unemployment rate of 4.8 percent.

“Payroll growth stepped up in May,” said Paul Turek, economist for the department. “Gains were widespread across industries with most adding jobs.”
The Employment Security Department released the preliminary job estimates from the federal Bureau of Labor Statistics as part of its Monthly Employment Report. The department also announced that April’s previously reported unemployment rate of 4.8 percent was confirmed. Job gains in April were revised upward from 7,100 to 8,200 jobs.
The national unemployment rate was at 3.8 percent in May. In May 2017 last year, the national unemployment rate was 4.3 percent.

From May 2017 through May 2018, the state’s labor force grew by 49,400 and the Seattle/Bellevue/Everett region increased by 42,600.

The labor force is the total number of people, both employed and unemployed, over the age of 16.
Ten sectors expand, two contract and one remained constant
Private sector employment increased by 7,800 while the public sector gained 700 jobs in May.
This month’s report shows the greatest private job growth occurred in retail trade up 3,000, construction up 1,400, education & health services up 1,100 and professional & business services up 1,000. Other sectors adding jobs were information up 800,  government up 700, wholesale trade and financial activities both up 500, leisure & hospitality up 400 and manufacturing up 200.
Transportation, warehousing & utilities experienced the biggest reduction in May losing 700 jobs while other services lost 400 jobs.
Mining and logging was the only sector that remained unchanged.

 Year-over-year growth is strong
Washington added an estimated 90,100 new jobs from May 2017 through May 2018, not seasonally adjusted. The private sector grew by 3.1 percent, up an estimated 85,100 jobs, and the public sector increased by 0.8 percent, adding 5,000 jobs.
From May 2017 through May 2018, all thirteen industry sectors added jobs.
The three industry sectors with the largest employment gains year-over-year, not seasonally adjusted, were:
Retail trade with 19,200 new jobs; and
Education and health services with 17,100 new jobs;
Professional and business services with 12,600 new jobs.
Employment Security is a partner in the statewide WorkSource system, which offers a variety of employment and training services for job seekers, including free help with resumes, interviewing and skills training.  Question: You are in a bathroom with stone walls and no windows. You start to run a bath when the handles come off and there is no way of turning the tap off. You can't escape because the door is locked and there are no windows. The room will flood and you will drown. How can you save yourself?
