PORT ANGELES DIGEST: INDUSTRIAL FISHING INDUSTRIES WILL HAVE TO WAIT ON INCENTIVES



Editorial note: I sent an email to the Port asking about subsidies provided to the commercial fishing trade. Something which I support by the way, in providing incentives to the commercial fishing trade.

The following is the answer I got from the Port Director, Karen Goschen:
"We  decided to wait on incentives until a new Agent agreement has been completed so the Agent can be part of determining how and what incentives are needed and to integrate incentives into a marketing plan. This will include exploring incentives to attract new moorage tenants as well as exploring incentives for commercial fishing. We did a little research on marinas that provide incentives for commercial fishing. Whether incentives are offered or not it is related to the mix of moorage tenants and commercial fishing activity and location as well as other factors. Incentives will need to be reviewed and approved by the Commission.  
 Of the 8 regional marinas it looks like  the following marinas do have separate, lower commercial rates:
 Port Townsend Boat Haven, Neah Bay (Makah Marina), Cap Sante Marina (Anacortes)
 The following marinas do not have separate commercial rates:
 Shilshole Bay Marina, Anacortes Marina, Kingston, Pleasant Harbor, Port Hadlock, Port Ludlow, Port Orchard, Herb Beck Marina (Quilcene)"---from an emailed letter.
I asked the question if incentives as discussed during a work session during last week was still on the table. Apparently, that is on hold.

COUNTY TO HOLD PUBLIC HEARING ON VACATION RENTALS ON AUG. 23rd


Notice of hearing(s) to be held at 10:30 a.m., Tuesday, August 23 regarding 1) Proposed ordinance adding a new chapter in Title 33 titled “Vacation Rentals” and 2) Proposed amendments to Clallam County Code 33.03, Definitions.
That was one of all the agenda items considered and approved during their meeting on Tuesday which includes the following agenda items:
 Amendment 1 with C. Akin Blitz and Bullard Law extending the contract for labor and employment law related representation from August 1, 2016 to January 1, 2017
 Agreement with the Washington State Department of Transportation for guardrail improvements at Lower Elwha Road, Little River Road, and Quillayute Road
 Contract with the Washington State Department of Natural Resources for purchase of valuable products appraised at $25,000 or less from state lands
Notice of bids to be received no later than 10 a.m., Tuesday, August 30 for the Clallam County Jail Camera and Recording Installation project
 Notice of bids to be received no later than 10 a.m., Tuesday, August 23 for the 2016 Countywide Intersection and Road Repair project
Approval of budget modifications for the week of July 25  Notice the Preliminary 2017 Clallam County Budget will be available September 13
However the hot topic of the day was this item which was executive sessioned:
The Prosecuting Attorney's Office has requested a 30-minute executive session with the Board of County Commissioners, the Administrator, and the County Road Engineer and/or his designee. The purpose of the session is to discuss with legal counsel representing the agency matters of pending litigation [Simpson v. Clallam County, Kitsap County Superior Court Cause No. 14-2-02422-5 and Miles v. Clallam County, Clallam County Superior Court Cause No. 16-2-00543-1] to which the agency, the governing body, or a member acting in an official capacity is or is likely to become, a party.
Discussing such matters in executive session is appropriate because public knowledge of the discussion would reveal the County's legal strategies and likely result in an adverse legal or financial consequence to the agency. RCW 42.30.110(1)(i) expressly authorizes a governing body to convene an executive session for the above-described purposes.
