Dear Sir or Madam:
Thank you for briefing the Clallam County Board of Commissioners about the proposed Pier and Support Facilities for Transit protection System at U.S. Coast Guard Aír Station/Sector Field Office Port Angeles last month.
It is our belief that this project necessitates a full environmental impact Study for the following reasons:
. The anticipated impacts of clirnate change - especially increased flooding of Ediz Hook and Port Angeles Harbor - were not taken into account or addressed in the Environmental Assessment (EA)'
. The preferred alternative (1) appears to be the r¡ost environmentally impactful option, as it maximizes pile driving noise, displacement of eelgrass, and turbidity.
o The EÁ claims that noise will not impact penned fish, though studies show that it clearly impacts free swimming fish. Penned fish will be continually subjected to unden¡rater noise with no ability to move elsewhere.
. The EA fails to address plans by the National Marine Fisheries Service to expand existing critical habitat protections for southern resident killer whales'
. ihe EA contains ínsufficient detail regarding operational needs used to justify site placement on Ediz Hook, as well as insufficient detail regarding future plans for the area (which might very well require an EIS if not presented as individual projects.)
We are also concerned that the loss of revenue anticipated by lcicle Seafoods (projected to be in the range of $6 million) is not specifically addressed in the project budget.
We welcome additional information about the project as it develops.
