USDA Awards $6.7 Million for Research to Support Healthy Agroecosystems

WASHINGTON, Nov. 29, 2016 - The U.S. Department of Agriculture's (USDA) National Institute of Food and Agriculture (NIFA) today announced 18 grants totaling more than $6.7 million for research to discover how components of the agroecosystem from soil, water and sun to plants, animals and people, interact with and affect food production. These awards are made through NIFA's Bioenergy and Natural Resources Program, Agroecosystem priority area of the Agricultural and Food Research Initiative (AFRI).

"Population growth, along with environmental factors, including the growing threat of climate change, are putting increasing demand on the land, water and other resources that produce our food," said Agriculture Secretary Tom Vilsack. "These investments will help us understand how we can farm more effectively and sustainably to feed the growing global population."

NIFA's AFRI Foundational: Bioenergy, Natural Resources, and Environment Program supports research on healthy agroecosystems and their underlying natural resources essential to the sustained long-term production of agricultural goods and services. Agroecosystems may include crop production systems, animal production systems, and pasture, range and forest lands that are actively managed to provide economic, societal and environmental benefits. Projects funded through this program area contribute to the knowledge needed for sustainable production of agroecosystems while retaining needed ecosystem services-such as drinking water, pollination and climate regulation.
Among this year's projects, the National Academy of Sciences will host a free, livestreamed workshop that will bring together policy makers, foundations and scientists to discuss how soil affects food security, water quality and ecosystem health and identify policy solutions and research decisions to preserve this critical resource. Previous agroecosystem projects include a research and education initiative by North Carolina State UniversityThis is an external link or third-party site outside of the United States Department of Agriculture (USDA) website. that investigated how farming practices such as tillage, pesticide and fertilizer use can affect beneficial soil organisms like arbuscular mycorrhizal fungi. Scientists and extension educators from the University of Idaho, Washington State University, Oregon State University and USDA's Agricultural Research Service collaborated on a planning grant to develop sustainable agriculture in the rain-fed cereal production areas of the inland Pacific Northwest.

Since 2009, USDA has invested $19 billion in research both intramural and extramural. During that time, research conducted by USDA scientists has resulted in 883 patent applications filed, 405 patents issued and 1,151 new inventions disclosures covering a wide range of topics and discoveries. DNR Meeting reminder: DNR’s Nov. 29 public meeting to move vision into next, final year

Now, one year into the process of developing a recreation plan for state trust lands in Whatcom County, the Washington State Department of Natural Resources (DNR) is seeking input on its work so far.
 Join DNR staff 6-8:30 p.m., Tuesday, Nov. 29 at the Bellingham Technical College Settlemyer Hall, 3028 Lindbergh Ave. in Bellingham to learn more and check in on the progress. This event signifies an unofficial half-way mark in the agency’s efforts to draft a vision for managing outdoor recreation on state lands from Mount Baker to Bellingham.
 DNR kicked off this process in winter 2016 with two public meetings attended by hundreds of Whatcom County residents. Since then, DNR has met almost monthly with a 17-member volunteer recreation planning committee. The committee represents diverse stakeholders locally and across Washington’s outdoor recreation community.
 In summer 2016, DNR staff also facilitated a recreation survey that engaged more than 1,300 individuals—some of the highest returns they’ve seen compared to similar efforts across other Washington landscapes. Combined, more than 76 percent of survey respondents indicated they would be very likely or somewhat likely to volunteer to care for recreation opportunities on DNR-managed lands in Whatcom County.
 “After our first meeting, we knew there was a lot of positive momentum behind this effort,” said Glenn Glover, DNR’s acting statewide recreation manager. “It bodes well for getting volunteer support for potential projects in the future.”
Once completed, DNR’s Baker to Bellingham Recreation Plan will act as a model for the next 10 to 15 years to clarify the types and appropriate locations for recreation within the planning area. The area includes Sumas Mountain, borders the three forks of the Nooksack River, connects with Whatcom County park lands and provides views of the north Cascade Range (view map). The final plan will help DNR to pursue construction and maintenance funds for facilities, such as campgrounds, picnic areas and trails.
 Following a brief 15-minute presentation at the Nov. 29 meeting to review progress, DNR staff will present a series of three maps in 20-minute increments to provide opportunities for small group discussion and questions. The maps reflect biological, geological and land management constraints at play within the recreation planning area to inform where recreation opportunities can be best incorporated. To wrap up the meeting, DNR staff will be available at listening stations where attendees can record comments on a variety of recreation topics for this landscape.

When will the United States catch up on paid family leave? Inslee hopes state research will keep federal efforts from stalling

OLYMPIA – Paid family leave has long bubbled along the surface of conversations as one of the crucial steps in supporting working families. Current federal laws allow workers to take up to 12 weeks of leave to care for a newborn or family member in need of medical care, but that leave is unpaid. The Washington State Legislature approved a policy in 2007 to provide paid leave but has yet to approve funding to pay for it.
The United States is the only industrialized nation that does not offer paid family leave of any kind.
To restart this conversation, Gov. Jay Inslee’s administration last year applied for a federal grant to collect data to determine what a feasible paid family leave program might look like in the state. Washington was one of eight states awarded a grant by the U.S. Department of Labor to pay for public opinion research, a cost-benefit analysis of eight paid leave models, and an analysis by the University of Washington about the impacts on certain safety net programs such as supplemental nutritional assistance, commonly referred to as SNAP, or food stamps. An advisory group composed of business, labor and public interest leaders helped direct the research. The grant was administered by the state Employment Security Department, which is now submitting results of the polling and research to DOL. These results will inform paid leave efforts initiated under the Obama administration.
“All too often, new parents and those with aging or sick loved ones face no-win decisions pitting the need for a paycheck against the need to be there for their family. Our nation should not be the outlier in helping families navigate these difficult situations,” Inslee said. “Under President Obama, states like ours were given an opportunity to help shape the conversation. I appreciate the work of those who served on the advisory council. Having both employers and employees at the table is incredibly important. I hope this new information will keep this important discussion moving forward, not just in our state but also at the national level.”
Paid family leave can be structured in many ways, depending on how many weeks are allowed, what situations are covered and how it’s paid for. Opinion research conducted through the grant showed that significant majorities of likely voters in every region of the state favor paid leave, regardless of family situations covered, including pregnancy, adoption, serious health conditions and parental care. Support was high across all demographics, including gender, age, income, political affiliation, marital status and employment status.
While businesses and employers generally find paid family leave a positive benefit that provides peace of mind for employees, there are concerns about cost, and for smaller businesses, the flexibility of managing staffing. The UW research concluded that a paid family leave program would reduce the use of TANF, the federal financial assistance program, by new parents.
“There’s a reason every other industrialized nation provides some form of paid family leave — because it’s good for workers and for employers,” Inslee said. “We will continue the conversation in Washington state, and hope our work prevents federal efforts underway from stalling.”--From Govenor Islee's webpage posted 11.22.16

EPA: EPA Finalizes Increase in Renewable Fuel Volumes

WASHINGTON - The U.S. Environmental Protection Agency (EPA) today finalized increases in renewable fuel volume requirements across all categories of biofuels under the Renewable Fuel Standard (RFS) program. In a required annual rulemaking, today’s action finalizes the volume requirements and associated percentage standards for cellulosic biofuel, advanced biofuel, and total renewable fuel for 2017, and for biomass-based diesel for 2018.

“Renewable fuel volumes continue to increase across the board compared to 2016 levels,” said Janet McCabe, the agency’s acting assistant administrator for the Office of Air and Radiation. “These final standards will boost production, providing for ambitious yet achievable growth of biofuels in the transportation sector. By implementing the program enacted by Congress, we are expanding the nation’s renewable fuels sector while reducing our reliance on imported oil.”

Editorial note: I don't buy the lone gunman theory on who assassinated Kennedy on that fateful day in Dallas. There had to be more than just one gunman involved on this. So many questions that are unanswered, and evidence all points to a larger conspiracy, which the media at that time didn't do their job in conducting a independent investigation, they just went right along with what the Warren Commission came up with, which no one was buying. There was only one independent investigation in this, that was from the   New Orleans district attorney Jim Garrison who came up with a possible evidences that contradicts the Warren Commission's conclusions. Which to me seems more plausible than the so called lone gunman theory.

CLALLAM COUNTY COMMISSION MEETINGS, ONLY SHOW IN TOWN NEXT WEEK...THUS FAR..

Readers, at first blush, the County Commission looks to be the only show happening this coming week. It's one of those occasions that the county is the only meeting being held simply because they meet on a weekly basis, the others all meet twice a week. BUT! lately the Port has been calling special meetings on a dime with very little warning, so your never know what can happen these days.
Now, a look at what is going on with the County this week. For starters on Monday, during their work session the highlight topic on their agenda is: Memorandum of Understanding with Crescent Community Advisory Council to clarify responsibilities  regarding the Council’s use of funds that remain after the dissolution of the Crescent Television Reception Improvement District in the amount of $1,355.21
According to the staff memo provided: This Memorandum of Understanding ("MOU") is entered into between Clallam County, ("County") and the Crescent Community Advisory Council ("Council") regarding the Council's use of funds that remain after the dissolution of the
Crescent Television Reception Improvement District. It is mutually agreed that:
The County's Responsibilities:
The County will continue to hold funds that remain from the dissolution of the Crescent Television Reception Improvement District, currently in the amount of $ 1,35 5.2L, for future consideration/use. The County will maintain all budget, accounting and expenditure records
The Council's Responsibilities:
The Council will provide to the County documentation specifying the details of each funding request. Each approved request for payment shall be supported by an invoice specifying the details of the request along with the amount requested and a written statement reflecting the Council's decision to expend such funds.This agreement will begin on October l,2OL6 and continue until the funds have been depleted.

During their Tuesday regular session the highlight item on the agenda is: Ordinance amending Clallam County Code Chapter 27.12 Critical Areas, to regulate new and existing agricultural uses.
According to the staff memo provided:
 Since the Planning Commission approved the u@ates to the Critical Area Code on September 2L,2016 this issue was presented to the Board of CounÇ Commissioners (BOCC) at a work session on October 10, 2016. The BOCC did not have any issues with the proposed updates to the Critical Area Code and commended the Department of Community Development (DCD), the Clallam Conservation District & the Planning Commission (PC) on the proposed updates. A Public Hearing before the BOCC was held on November 8, 2016. This matter was continued to the November 22, 2016 BOCC meeting.
Before and after the public hearing held on November 8, 2016 before the BOCÇ Protect Peninsula Future (PPF) provided submitted comments with suggested changes to the Risk Assessment Table found in Title 27.L2.037(A) of the proposed update. DCD worked with PPF, our legal counsel, the Clallam Conservation District, and the WA State Department of Ecology to address their concerns, to make sure these changes were not significant from what was passed by the PC, and to ensure that the changes still met the objective of the proposed update. On November 8,20L6, the BOCC asked that the proposed changes be provided to the Planning Commission for their input.
On November 16, 2016 DCD provided the Planning commission with the changes to the Risk Assessment Table that included the modifying the definition of fully-vegetated in footnote 2 and adding a definition of well vegetated in footnote 3. With the exception of adding the word approximately to the last sentence of footnote 3 the Planning Commission agreed to the changes to the Risk Assessment Table. They also thought the use of footnotes in the Risk Assessment Table was an improvement over the original format that they approved.

HALF A LOAF IS BETTER THAN NONE HUH SISSI!?

As you recall readers I mentioned that discussion over the issue of the city support of Standing Rock protest. I shared with you links of stories from the US Chamber of Commerce all saying that the tribes in the Dakota region had prior knowledge of the pipeline running through those lands, and at the time seemed okay with the prospect. It's quoting in saying: " The pipeline’s builders, Energy Transfer Partners, did what they were supposed to do: They worked with state and federal regulators, applied for the appropriate permits, held local hearings with people concerned about the project—including Native American tribes—and spent years making adjustments to the pipeline’s route after hearing concerns—140 times in North Dakota alone(!) to preserve cultural sites and minimize environmental harm."

Editorial note: You see the tribes in the Dakota's knew this before hand, why didn't they voice their concerns before one inch of pipe was laid in those lands?

It also is quoted in saying in the article: " It’s worth keeping in mind that almost the entirety of this pipeline traverses private land. “In fact, DAPL needs almost no federal permitting of any kind because 99% of its route traverses private land,” Obama-appointed federal judge James Boasberg wrote in his September opinion rejecting arguments against the pipeline from the Standing Rock Sioux Tribe. It’s actually more than 99 percent. It’s like 99.8 percent. Just 0.2 percent of this pipeline is on federal land. But Obama, apparently, thinks that 0.2 percent gives the federal government the authority to re-route the 99.8 percent of the pipeline on private property."

Editorial note: Let us not forget readers this all lands on Obama's watch. Read the article in the US Chamber you might get a clearer picture in what's really going on a few states away from here in Washington State.
Now with support of the anti- energy producing nit wits who rather us be depended on foreign oil, rather than actually start producing our own, has managed to stir up old resentments of the past among tribes, and the rest of the nation.
Apparently, Chairwoman of the lower Klallam tribe, Francis Charles, thinks probably that we be better off not using fossil fuel to operate our cars, and trucks, even though she uses the very thing she is protesting against, fossil fuel to run her car....

Beginning today, November 14, 2016, and continuing through mid- January 2017, a construction contractor will be delivering rock material out to Ediz Hook to rebuild part of the armoring on the outside edge of the hook. This work is being executed under a US Army Corps of Engineers contract. During this period, dump trucks carrying rock material will be traveling the roads on the hook. Construction vehicles will also be entering and exiting the road in the area east of Nippon paper. It is important for drivers to be vigilant of this construction traffic, and stay within posted speed limits due to slow moving construction vehicles.

COUNTY ALSO MULLING OVER PROPERTY TAX INCREASE...

THE TAX INCREASE ADDICTION NEVER STOPS!


According to the staff memo provided:
This is the required Notice of Property Tax Levy for establishing the 2017 General Purpose Property Tax as well as the Notice of Property Tax Levy for establishing the 2017 Road Fund Property Tax. Both levies are figured at the 2016 Implied Price Deflator (IPD) rate of .953o/o (the State's official rate of inflation), instead of the maximum allowed 1% (which would require a second resolution declaring "substantial need.

Editorial Comment: That is the same line that the city, and the port is using in justifying accepting the 1% increase "Substantial" need. What need? Is the roads being fixed? New schools being built? These people don't get it, when you raise property taxes again, and again, it's very unlikely you are going to convince the public in accepting things like school bonds and levies. But, hey as long we build a new park we don't really need, or do grunt work for the DOE. Even better yet to continue the failing EDC, who is going to notice right?


Another topic on the County work session of note: Agreement with Northwest Shooting Park Association for a conditional monetary contribution to the County
According to the staff summary report: The Peninsula Northwest Shooting Park Association (PNSPA), a tax exempt 501 (c) (3), would like to donate all funds raised over the years ($39,304.87) to Clallam County for the sole purpose of constructing a shooting range within Clallam County.
The proposal was discussed at the November 1, 2016 Park Board meeting where a motion was made to, "recommend to the Board of Clallam County Commissioners that the County accept a donation of approximately $40,000 from the PNSPA to be used solely for future development of a shooting range in Clallam County, and to be put in a trust fund with the Clallam County Treasurer." It was approved unanimously and recommended that staff bring it forward to the Commissioners for final approval.

PORT TO HOLD HEARING ON TAX LEVY MONDAY


According to the staff memo in their agenda: The Port’s general property tax levy limitation is set forth in RCW 53.36.020 Tax Levy – Limitation. The maximum tax rate may not exceed $.4500 per thousand dollars of assessed value. The Port’s current tax rate is $.19865286591 per thousand dollars of assessed value.
Generally, the maximum increase in the annual dollar amount of property taxes levied is 1% of the amount of tax levy from the previous year, plus an additional dollar amount calculated by multiplying the regular property tax levy rate for the preceding year by the increase in assessed value in the Port district resulting from new construction, improvements to property, and any increase in the assessed value of state-assessed property.
The Port is not required to levy the full amount of the maximum 1% increase in property taxes. Rather, the Port may submit a levy certification for the exact same amount of funds it levied in the prior year, or less. If the Port levies less than what it could have levied, the difference is considered “banked” and may be applied to future levies.
The limitations on the levying of regular property taxes are set forth in Ch. 84.55 RCW. At the Commission meeting on October 17, 2016, staff presented preliminary information on estimated property tax revenues for 2017 and the Port’s history of property tax increases since 2009. 2009 was the first year the Port did not take the 1% increase. The Port has a banked capacity of $38,118 through the year 2016. The amount of banked capacity may change slightly from year to year because the highest lawful levy and the actual levy are recalculated annually.
Ordinarily, the Port will calculate the maximum available increase in the annual dollar amount of the tax levy based upon a measure of inflation called the Implicit Price Deflator (IPD). RCW 84.55.005 establishes the tax increase “limit factor,” or the maximum percentage increase, as the lesser of 1% or the percentage change in the IPD. The IPD is a price index similar to the Consumer Price Index and it is computed by the Washington State Department of Revenue. Information provided by the Clallam County Assessor’s Office identified the IPD at 0.953%. Under RCW 84.55.005, the Port is limited to a tax levy amount of 0.953%

THE PORT ISN'T THE ONLY ONE SET TO ACCEPT THE PROPERTY LEVY...CITY IS ALSO CONSIDERING IT ON TUESDAY...
As you recall during their last council meeting, the council moved to accept the proposed tax levy, like sheep lead by a shepherd to slaughter, not one of them voted to oppose accepting the 1% increase.
Well during their meeting on Tuesday they'll pretty much seal the deal, according to the staff memo provided: In accordance with state law, the 2017 Preliminary Budget was filed with the City Clerk on October 20, 2016. In addition, a presentation of estimated 2017 Revenues was provided to Council at a public hearing on October 18th
This is the second public hearing related to the overall 2017 budget, which will focus on property taxes. State law requires that the City levy property taxes before November 30 each year.
Tonight’s public hearing will include an opportunity for comments on:
 2016 Levying of Property Tax for collection in 2017 The City Council by simple majority vote can increase the regular property tax levy by the lesser of one percent or the implicit price deflator (IPD). For 2017 collection, the IPD is below 1%, which means the Council may increase the property tax levy by 1% only by adopting the resolution stating substantial need exists. The resolutions for Substantial Need and the authorization of the 1% increase were passed at the November 1st Council meeting. The estimated value of a 1% increase in property tax collection in 2017 is approximately $44,100. The City is also able to collect property tax on the value of new construction added during the past year. The levy amount will increase based on the value of new construction. The value of new construction, along with the assessed valuation for 2016, has been received by the City; however the value to be refunded to the City for new construction has not been received at this time. The amounts included in the table on the next page are merely estimates at this point.
There is no longer an Excess Levy amount as the Library levy matured in November 2015. This eliminated a voter-approved property tax of approximately $0.20 per $1,000 of assessed valuation beginning January 1, 2016.

GOV INSLEE: Inslee launches new Resilient Washington subcabinet in preparation for Big One

OLYMPIA – Gov. Jay Inslee today issued a directive to state agencies to bolster Washington state efforts to prepare for a catastrophic earthquake and tsunami.
The directive establishes a new Resilient Washington subcabinet charged with providing a coordinated approach to preparing for and responding to a major earthquake or tsunami. The sub cabinet’s efforts will address everything from educating the public about personal preparedness to planning for major disruptions to utility and fuel services and destruction of major roads, bridges and airports. The subcabinet will also develop recommendations and plans for ensuring availability of medical and human service operations.
“We know the question isn’t ‘if’ a large-scale earthquake will happen in our state, but how well we will be prepared,” Inslee said. “While there’s no way to fully anticipate all the impacts a large-scale earthquake will have on our infrastructure, we know that preparedness starts in every household and every community, and the response depends on cooperation and collaboration at all levels of government. This effort is about each of us building resilience and being ready.”
Washington is situated on the Cascadia subduction zone, known as one of the largest and most dangerous fault lines in the world. Experts predict the region is likely to experience a major earthquake and tsunami that will cause significant damage along the West Coast, including California, Oregon, Washington and parts of Vancouver Island. This summer, Washington, Oregon and British Columbia participated in the unprecedented simulation exercise Cascadia Rising. Nearly 23,000 officials and representatives from federal, military, tribal, state and local governments and nongovernmental organizations participated to train and test their response to a simulated 9.0 magnitude earthquake and tsunami.
Maj. Gen. Bret Daugherty of the Washington State Military Department said the exercise helped identify where good collaboration and preparedness are already in place and where improvements are needed. He said Inslee’s directive is a crucial next step in strategically identifying how best to address gaps in the system and ensure continuing collaboration among community and government leaders.
“We learned a lot from Cascadia Rising, which is exactly why we conducted the exercise. Now the hard work really begins,” Daugherty said. “I appreciate the governor’s commitment to creating a safer and more prepared state. And I look forward to working with our Resilient Washington subcabinet partners to address those areas where there’s room to improve and to develop new strategies that help protect our citizens and communities.”
The subcabinet will rely heavily on the expertise of the Washington State Seismic Safety Commission, which published the 2012 report Resilient Washington State. The report provides a framework for long-term implementation of seismic risk reduction policies and activities across Washington with the goal of making the state resilient within a 50-year time frame.

Editorial Comment, Well readers this is the day when we American's goes and do our collective civic duty in casting a vote for the president of the United States. BUT! As we go and do this civic duty, the world still spins on it's axis and world news and events still take place....Case in point:

Editorial Comment: You have to wonder though what does the world think about our tit for tat presidential election. Most of the world think there are just two choices for we Americans to make. One a loud month bully from the North East, (Trump), or, someone who should be behind bars for all those emails being on her personal server that jeopardise national security. What some are not considering there is a third option, so this election isn't as cut and dry as some around the world might think. Governor Gary Johnson under the Libertarian ticket is still the only logical option.

US Presidential Elections Have Become a Vulgar Show Because of Candidate Trump
The United States press criticized the second presidential debate on Oct. 9, describing it as the worst mud slinging – and the dirtiest fight – in presidential election history. It was difficult to find any of the advanced aspects of American democracy the country takes pride in, as each candidate’s attacks on the other ran rampant.  There are plenty of places for Victorians to gather and watch the U.S. election tonight — but the vibe might favour Hillary Clinton fans and those keen on political drama.


Editorial note: Still again, no mention not even honorably about a third party candidate. AMAZING! And Canada is teeming with many parties running for higher office. Figure that one out. I just think the world as a whole is not looking at this election clearly, they just don't like Trump for some reason, so they are rooting for Hillary who will end up in endless scandals, and possible impeachment. Does that make any sense? NO! It don't! Not when we have a third option.

So, ignore the naysayers readers...go out and vote your conscience...VOTE JOHNSON!

Changing the name of this publication

Okay, I have decided to change the name of this publication to the PORT ANGELES GLOBE.
I'll still share the same stories and do what I have been doing the past few years, but now under a new title. It just seems to fit, since it's will strictly be online. It just seems to be more appropriate because this isn't about me, it's about the larger community here on the net, as well as the Port Angeles Washington area. It will be the same format, but under a new name: THE PORT ANGELES GLOBE.
I know this sudden change will confuse some folks, but to me it just seem more appropriate than using my name as its title. I want a name of a publication that reflects all of the world wide community. It will take some doing in getting use to the new name plate, and I'll have to get new business cards made up perhaps. But, those who know me, will still get the quality they can usually expect coming from me. ---Peter Ripley, Publisher


State program to help reimburse landlords for property damage---WA STATE COMMERCE DEPT

OLYMPIA, Wash. – The Department of Commerce today announced a new program designed to provide relief to landlords whose property has been damaged by a tenant who used a federal Housing and Urban Development (HUD) housing choice voucher, also known as a “Section 8” voucher, or a Veterans Affairs supportive housing voucher, also known as a VASH vouchers.
The housing choice voucher program is the federal government’s major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market.
“Strengthening communities is our agency’s core purpose. Providing tools to ensure that everyone is housed is an important element of vibrant communities supporting successful businesses and self-sufficient people,” said Corina Grigoras, Commerce managing director for housing finance programs.
The Washington State Legislature this year provided Commerce with funds and authority to reimburse qualifying landlords from $500 to $5,000 to cover damages found to have been caused by Section 8 or VASH tenants. To qualify, landlords must have a court judgment against the tenant, and the damaged property must be in a jurisdiction that prohibits denial of tenancy based on source of income. Other restrictions apply.
Landlord Mitigation Program
PROGRAM OVERVIEW
The Department of Commerce was directed by the Washington State Legislature to develop and implement a Landlord Mitigation Program (per ESHB-2380, Laws of 2016, Section 1010). The Landlord Mitigation Program is designed to provide financial assistance to landlords of private market units to mitigate qualifying damages caused by tenants who use HUD’s Housing Choice Voucher Program to pay for their rent.

WHO CAN APPLY?
To be eligible for the program, a landlord must have leased a private market unit to a tenant using the HUD Housing Choice Voucher Program. For more details on the various Housing Choice Voucher types, visit HUD’s Housing Choice Voucher Program website. The damages to the rented unit/property must exceed normal wear and tear.
To qualify for this assistance, the landlord must first obtain a judgment against the tenant from a court in the county in which the rental property is located. The judgment claim must have been initiated no earlier than April 18, 2016 (which is the date the bill became law). An application for reimbursement under the Landlord Mitigation Program must be submitted to Department of Commerce within one year of the date of the judgment.
The rented unit/property in question must also be located in a jurisdiction that prohibits landlords from denying tenancy based solely on the tenant's source of income. To the Department of Commerce’s knowledge, the following locations currently have such protections in place. We recommend you check with authorities in your community, as local landlord-tenant ordinances vary and may change.
Unincorporated King County
Bellevue
Redmond
Kirkland
Seattle
Olympia
Tumwater
Vancouver
Reimbursements are limited to those amounts covered in a final judgment against a tenant who was a Housing Choice Voucher-holder during their tenancy. The landlord must submit an application for mitigation assistance to the Department of Commerce within one year of obtaining a judgment against a qualified tenant. The timeframe to appeal a judgment must have expired without appeal or there must be no outstanding appeal on the judgment.

Donald Trump is the underdog in Tuesday’s presidential election. But he still has a shot of winning, at least if you believe the FiveThirtyEight forecast. So what would his path to Electoral College victory look like?
Essentially, the likeliest way Trump can top 270 electoral votes appears to be by:
1) Holding the lean Trump swing states of Iowa, Ohio, and Arizona
2) Winning the toss-up states of Florida and North Carolina
3) Winning either one more big state like Pennsylvania or Michigan, or multiple smaller remaining contests.

Part two: Hillary Clinton:
How Hillary Clinton could win 270 electoral votes
Hillary Clinton is the favorite to win Tuesday’s presidential election. But the race has tightened of late in both national and swing state polls, and there’s been increasing chatter suggesting that Clinton’s “firewall” protecting an electoral college majority could be in danger.
The big picture, though, is that Clinton has two broad paths toward reaching 270 electoral votes:
1) Holding her six “firewall” states: Virginia, Colorado, Wisconsin, Michigan, Pennsylvania, and New Hampshire. Those states, combined with the solidly Democratic states, would give her the presidency.
2) If she loses one or more firewall states, she’d likely have to make up for those losses with similarly-sized wins in one or more of the following: Nevada, North Carolina, and Florida — the diverse toss-up state trio. (see full report)


Editorial note neither reports from Vox even mention the third wheel in this election Gary Johnson. The media pretty much wrote Johnson off when his running mate Bill Weld decided to be interviewed by a mouthpiece so called journalist for the Clinton campaign and vouched for Clinton, claiming he was pressured by the obnoxious  Rachel Maddow who was badgering him for an answer to her question regarding Clinton See story: How Bill Weld betrayed libertarians---The Week
But, Weld probably knew this going in that interview.

Now, despite Welds blunder and doing something that is  unheard of in campaigning for the highest office in the land, Johnson claims he can still win this election through the House of Representatives if he can win just 5% of those critical electoral college votes. According polls he  Right now, Gary Johnson is averaging between 4 and 6 percent in national polls and Jill Stein is averaging closer to 1 to 2 percent in national polls. In 2012, Johnson was averaging at 5.1 percent before the election, when he only received 1 percent of the vote total. So the current numbers aren’t leaving people very hopeful as far as his chances at reaching 5 percent. And Jill Stein’s chances are even less than that. ( that's according to a report in clear politics)
Neither candidate on the two major parties aren't worth the salt they are made from. Clinton's presidency will be mard by endless scandle, and possible impeachment, Trump is just a snake oils salesman selling deep seeded resentment, which spread the division of this nation even further. So, what choice we have, the only choice logically Gary Johnson.
So yes I am in Gary, the question here is your running mate in?

PORT WILL MULL OVER PROPERTY TAX INCREASE, DECISION WILL BE NOV. 14th

Well, this pass week, the city council paved the way in accepting yet again the 1% property tax, which will have final approval come their next meeting in on November 15th. This week the port will have a chance to either give the tax payer a break on propery taxes, or accept the 1% increase which is allowed by state law.
According to the staff report: The Port’s general property tax levy limitation is set forth in RCW 53.36.020 Tax Levy – Limitation. The maximum tax rate may not exceed $.4500 per thousand dollars of assessed value. The Port’s current tax rate is $.19865286591 per thousand dollars of assessed value. Generally, the maximum increase in the annual dollar amount of property taxes levied is 1% of the amount of tax levy from the previous year, plus an additional dollar amount calculated by multiplying the regular property tax levy rate for the preceding year by the increase in assessed value in the Port district resulting from new construction, improvements to property, and any increase in the assessed value of state-assessed property.
The Port is not required to levy the full amount of the maximum 1% increase in property taxes. Rather, the Port may submit a levy certification for the exact same amount of funds it levied in the prior year, or less. If the Port levies less than what it could have levied, the difference is considered “banked” and may be applied to future levies.
The Commission has had multiple discussions regarding the Port’s property tax levy and potential increases. At the commission meeting on October 25, 2017 the Commission introduced resolution 16-1140 which authorized increasing the levy increase beyond the implicit price deflator of .953% and resolution 16-1141 which authorized increasing the tax levy by 1% + 1/3 of the Port’s banked capacity which totaled 1.87%.

Clallam to Consider Amendment 1 with Washington State Recreation and Conservation Office to add funding for the purpose of supporting and implementing the preservation of salmon habitat.
During their work session on Monday Clallam County will discuss amending the funding project for salmon habitat. According to the staff memo provided: Approve an amendment that will add $45,878 to RCO grant #15-1396P for the purpose of supporting and implementing the preservation of salmon habitat. Thís amendment is active from July 1, 2016 to June 30, 20L7.

How Bill Weld betrayed libertarians (The Week)
Quote: Maybe Gary Johnson's biggest blunder this election season wasn't his infamous "Aleppo" moment. Maybe it was picking Weld as veep.
A running mate has only two jobs during an election: Dissing the other candidates and shilling for his own. (Just look at poor Mike Pence going around debasing himself and calling Donald Trump "a good man," refusing to even acknowledge that Trump called Mexicans "rapists" and women "pigs.") This job is important for all veeps, but doubly so for third-party tickets given that they don't have a lock on any major media and can't count on any automatic support or attention. They have to fight for both, and have only their own inner resources to rely on.

Editorial Comment: I voted on the Libertarian candidate, thinking, anyone would be better than the two clowns currently running on the DNC, and GOP ticket. I am disappointed to say the least on this because I never heard of a presidential candidate from another campaign endorsing a rival which Weld did! If I could I would take back my ballot! The Libertarians had a good chance here, but thanks to Weld's blunder, I think it will be a very long time before anyone to take the Libertarians serious again...You can't have it both ways Bill!

BREMERTON — He has logged 1.3 million frequent-flyer miles, visited 142 countries and earned the distinction of being the longest-tenured Secretary of the Navy since World War I. So it would make sense if Ray Mabus sounded like he was ready for a vacation.
Far from it.
As President Barack Obama’s second term winds to a close, Mabus’ time as SECNAV is also reaching its end. But in a visit to Kitsap as part of his self-described “Farewell Tour” on Oct. 21, he exuded enthusiasm both for myriad accomplishments and milestones reached — and also for the greatly expanded role Kitsap County and the Puget Sound Naval Shipyard will be asked to play in the coming decades.
“I leave knowing that our future will be as successful as our storied past,” Mabus told a gathering of senior Naval officers, local elected officials and prominent citizens at the Kitsap Conference Center.
Possibly the most important of those initiatives will be rebuilding of the Navy’s global fleet. With budget resolutions, sequestrations and a sitting congress determined to cut budgets and hold down costs, the depleted Navy fell under the federal budget axe. Over the next decade, the Navy fleet shrunk considerably.
But with an increasingly restless China, growing turmoil in the Persian Gulf, erratic leadership in nuclear-capable North Korea and now even the possible departure of a longtime ally, the Philippines, there is a growing recognition in Washington D.C. that the Navy will need to re-constitute the fleet — and that PSNS will be a key West Coast presence in the Pacific Rim geopolitics of the future.
Part of that will come from $18 billion worth of Virginia-class submarines, many of which will be built right here. A considerably more aggressive hiring movement will get underway. In the near future, Mabus said, 60 percent of the global fleet will be based in the Pacific.

Obviously, Weld better check who he is campaigning with, Gary Johnson, not with Hillary here. Weld as a lot of explaining to do, in my book when you are running on third party ticket, you should feel that you can trust the loyalty of your running mate not be going around vouching for another party candidate, especially not someone being investigated by the FBI. Don't you think?
