Inslee announces eviction moratorium “bridge”

Gov. Jay Inslee announced a “bridge” proclamation today between the eviction moratorium and the housing stability programs put in place by the Legislature. The bridge is effective July 1 through September 30.


More than $650 million of federal relief dollars allocated to assist renters is predicted to be available beginning in July. This is in addition to the $500 million dollars previously released by the Department of Commerce to local governments for rental assistance and will help more than 80,000 landlords and renters.


“As we all know, COVID has had a significant economic impact on our state and a lot of Washingtonians are still experiencing financial hardships. That is why I put an eviction moratorium in place last year,” Inslee said during a press conference Thursday. “These are all reasonable steps and will help ensure that renters and landlords have the opportunity to receive support and resources that are available to them.”


The eviction moratorium bridge will allow for a transition to the tenant protections established in SB 5160, including the Eviction Resolution pilot programs and the Right to Counsel program for indigent tenants.


The bridge is not an extension of the existing eviction moratorium, first declared in March 2020. Under the new order, new provisions will support renters and landlords until resources and programs become available.


For past rent due from Feb. 29, 2020 through July 31, 2021, landlords are prohibited from evicting a tenant until there is an operational rental assistance program and eviction resolution program in place in their county. Additionally, landlords are prohibited from treating past unpaid rent or other charges as an enforceable debt until the landlord and tenant have been provided with an opportunity to resolve nonpayment through an eviction resolution pilot program.


Beginning August 1, renters are expected to pay full rent, reduced rent negotiated with landlord, or actively seek rental assistance funding. Landlords may only evict a tenant if none of those actions are being taken but must offer the tenant a reasonable re-payment plan before beginning the eviction process. Tenants must also be provided, in writing, the services and support available.


Hotels and motels, Airbnbs, long-term care facilities and other non-traditional housing are exempt from the order

HUD PROPOSES RESTORING DISCRIMINATORY EFFECTS RULE


WASHINGTON - U.S. Department of Housing and Urban Development (HUD) Secretary Marcia L. Fudge announced on Thursday that HUD will publish in the Federal Register a notice of proposed rulemaking (NPRM) entitled Restoring HUD’s Discriminatory Effects Standard. The publication proposes to rescind the Department’s 2020 disparate impact rule and restore the 2013 discriminatory effects rule. In its NPRM, HUD states that it believes the 2013 rule is more consistent with decades of caselaw and better effectuates the Act’s broad remedial purpose of eradicating unnecessary discriminatory practices from the housing market.

Quoting: " Johnson said critical race theory was “not part of the curriculum here.”


“My biggest concern at this very moment in time is getting our kids academically where they need to be,” Johnson said.


“All other things aside, I want my kids to learn to be kind human beings to everyone, regardless of what they are, and it’s a slippery slope, so I’m just going to leave it at that. It’s not even an issue right now in our district.”


Charles, a youth social worker and director of Healthy Transitions in Port Angeles, said critical race theory is highly controversial.


“It’s two sides of the border right there on is it ‘systemic racism, is it built into our culture,’ and teaching that, depending on what age we want to teach that, that’s a very controversial thing to do,” Charles said.


Stratton, a retired library branch manager and regional Girl Scouts of the USA executive, said she needed to learn more about critical race theory.


“I think that it will be a good thing once we all understand it and we find the right time to introduce it,” Stratton said.


Hebert, a former teacher, principal and Port Angeles School District assistant superintendent, said teachers foster a culture of acceptance in their classrooms.


“I think that we continuously have to evaluate what’s the depth of the curriculum, what is it that we want for the outcome, and what does our community want our students to be able to learn and do when they graduate from Port Angeles High School,” Hebert said."

Inslee statement on reopening numbers, staying the course.

Gov. Jay Inslee released a statement today on numbers used to determine when Washington state will fully reopen.


“Many people, myself included, are eager for our state to fully reopen. I have said repeatedly we are going to do this on June 30 or when we hit 70% of people 16 and up initiating vaccinations – whichever happens first. We use age 16 and up as that population was eligible when we made the announcement.


“I am hopeful Washingtonians will get vaccinated for their own health and that of their loved ones, and to help move our state closer to a full reopening.


“For those who would advocate changing our strategy, we are on the two-yard line. We are not going to change the game plan now. We are going to see this through.


“I said this last week, but it bears repeating: We need to compare apples to apples. Many on social media have chosen to compare data that don’t belong together, giving Washingtonians incomplete or misinformed data on our progress.


“Our state uses data for people age 16 and up; the federal government uses data for ages 18 and up. We use the most recent Census data from 2020; the federal government uses older data.


"Additionally, the Department of Defense and Veterans Administration federal vaccination programs do not share person-level data with the Department of Health, and the state can only rely on data it has access to and can verify.


“Washington state has been calculating data the same way throughout this process. This provides the most complete, accurate and transparent data on vaccination rates.


“I encourage all Washingtonians to get vaccinated. Not only is it the right thing to do, but the Shot of a Lifetime vaccine lottery is ongoing and those who initiate vaccination are automatically entered.”

The Federal Reserve on Wednesday announced the extension of its temporary U.S. dollar liquidity swap lines with nine central banks through December 31, 2021. These arrangements were first announced on March 19, 2020 to ease strains in global dollar funding markets resulting from the COVID-19 shock and to mitigate the effect of such strains on the supply of credit to households and businesses, both domestically and abroad. Extensions to the facility through March 2021 and later through September 2021 were announced on July 29, 2020 and December 16, 2020, respectively. A further extension of the temporary swap lines will help sustain improvements in global U.S. dollar funding markets by serving as an important liquidity backstop.

On June 19, 1865 — nearly nine decades after our Nation’s founding, and more than 2 years after President Lincoln signed the Emancipation Proclamation — enslaved Americans in Galveston, Texas, finally received word that they were free from bondage.  As those who were formerly enslaved were recognized for the first time as citizens, Black Americans came to commemorate Juneteenth with celebrations across the country, building new lives and a new tradition that we honor today.  In its celebration of freedom, Juneteenth is a day that should be recognized by all Americans. And that is why I am proud to have consecrated Juneteenth as our newest national holiday.


Juneteenth is a day of profound weight and power.


A day in which we remember the moral stain and terrible toll of slavery on our country –- what I’ve long called America’s original sin.  A long legacy of systemic racism, inequality, and inhumanity.


But it is a day that also reminds us of our incredible capacity to heal, hope, and emerge from our darkest moments with purpose and resolve.


As I said on the 100th Anniversary of the Tulsa Race Massacre, great nations don’t ignore the most painful chapters of their past. Great nations confront them.  We come to terms with them.


On Juneteenth, we recommit ourselves to the work of equity, equality, and justice.  And, we celebrate the centuries of struggle, courage, and hope that have brought us to this time of progress and possibility.  That work has been led throughout our history by abolitionists and educators, civil rights advocates and lawyers, courageous activists and trade unionists, public officials, and everyday Americans who have helped make real the ideals of our founding documents for all.


There is still more work to do.  As we emerge from the long, dark winter of the COVID-19 pandemic, for example, racial equity remains at the heart of our efforts to vaccinate the Nation and beat the virus.  We must recognize that Black Americans, among other people of color, have shouldered a disproportionate burden of loss — while also carrying us through disproportionately as essential workers and health care providers on the front lines of the crisis.


Psalm 30 proclaims that “weeping may endure for a night, but joy cometh in the morning.”  Juneteenth marks both the long, hard night of slavery and discrimination, and the promise of a brighter morning to come.  My Administration is committed to building an economy — and a Nation — that brings everyone along, and finally delivers our Nation’s founding promise to Black Americans.  Together, we will lay the roots of real and lasting justice, so that we can become the extraordinary country that was promised to all Americans.


Juneteenth not only commemorates the past.  It calls us to action today.


NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim June 19, 2021, as Juneteenth Day of Observance.  I call upon the people of the United States to acknowledge and celebrate the end of the Civil War and the emancipation of Black Americans, and commit together to eradicate systemic racism that still undermines our founding ideals and collective prosperity.

THE STATE ECOMONY MAY FULLY OPEN BUT...

 Business, and their employees need to keep following mask guidelines.


Does this sound like a full opening of the state?

In a press release from Governor Inslee issued on Friday from an emailed newsletter from the governor's office stating: "Gov. Jay Inslee on Wednesday announced more details on what COVID mitigation measures will remain in place after the state's economy fully reopens June 30 or earlier.


Industries may return to usual operations at that time – with one caveat: the current applicable masking guidance will still be required. There will be capacity restrictions for large indoor event venues, and there will be certain COVID mitigation measures going on in schools and universities.


Large indoor venues that can accommodate 10,000 or more people will be restricted to 75% capacity after the state lifts most COVID restrictions. The guidance will not require physical distancing, but attendees must follow the current masking requirements.


Larger events have a significantly greater risk of spreading disease than smaller events, especially indoors. The governor said the state will reevaluate this restriction at the end of July.


The current travel guidelines, which largely mirror CDC recommendations, will remain in place.


"I would like to reflect on the progress that we have made as a state. This is an incredible time – vaccinations are widely available and free, more than two-thirds of the people in our state have initiated vaccination; and the public’s confidence in this medical miracle grows each day," Inslee said. "Soon we will be able to go back to more normal operations. We all should be very proud of what we’ve accomplished to save lives."
