WISE DECISION ON TEXAS ED PART.

News Story Commentary.

By Peter Ripley, Publisher
While most of the media was focused on ways to attack Trump, toward what they hope would end up him being impeached. This story about the Texas Board of Education mulling deciding whether or not to cut historical figures from that state's school curriculum caught my attention. Now to be fair they did held their public hearing on Tuesday, and the news story from the Dallas Morning News on Wednesday the Texas Board of Education took a 180 and decided to keep historical figures like Helen Keller on the curriculum roaster. From the time this story broke earlier this week, none of the excuses from the Texas Board of removing Keller from the curriculum made any sense to me, in fact the reasonings were vague. Read the stories below you can see what I mean. I thought when this came out on Tuesday, " Oh boy, here we go again!" Another example of bureaucratic policy wonks dictating what your kid is to learn, much like the Library Association did in changing the name of a book award honoring Laura Ingalls Wilder several months ago. Remember that? But, in Wilder's case she didn't display the proper PC, when she was growing up in the late 1800's!

But in this case according to published reports Helen Keller was no longer "non-essential studies". I was about to unleash a negative retort of the proposed Texas Educational board agenda of cutting the pioneering Helen Keller of being a disabled advocate long before such things were ever thought of. But Wednesday, during the public hearing according to the Dallas Morning News had this from a disabled girl standing up for Keller, and she done a better job of defending the first disabled advocate than I could have done, perhaps will more class than what I would have done:

Quote: "Caldwell's daughter Gabrielle, 17, who is deaf-blind and attends the Texas School for the Blind and Visually Impaired, also spoke to the board.
"I am hoping that you keep Hellen Keller being taught in our schools. She traveled the world, worked very hard and helped a lot of people. She is a hero," Gabrielle Caldwell said, clutching her cane in one hand and her written testimony in the other. "I like to travel and want to travel the world. I study hard, too. I believe I can do these things because Helen Keller did them." (see article below)...
What we can learn from Helen Keller? Grace under diversity, even though people did, and still do in some places views the disabled as second class citizens. She courageously knew how to overlook the negative attitudes of people who were ( and still are) ignorant and often rude to her I imagine, to put out her message of equality for all.

Lead headline from the Dallas Morning News on Wednesday: "Texas board reverses course, votes to keep Hillary Clinton, Helen Keller in history curriculum."

Quotes: " On Tuesday evening, the board discussed that backlash. State board member Erika Beltran, D-Fort Worth, made the suggestion to return Clinton to history lessons.
"I got a ton of calls and emails about the removal of Hillary Clinton," Beltran said. "She was the first female presidential nominee from a major U.S. political party. So regardless of our party affiliations, I think she is an important figure to keep."
Marty Rowley, R-Amarillo, disagrees with Clinton's politics but said he would vote to keep her in the curriculum: "I have to give credit where credit is due. She is a significant political leader."

Quote: " Hardy said she voted to axe Clinton because "she doesn't represent good citizenship."
"I just do not respect the woman," Hardy added. "As far as I'm concerned, she's done a lot of detrimental things to our country."
Miller agreed, saying the death of U.S. diplomats in Libya when Clinton was secretary of state was the deciding factor for her: "The Benghazi thing kind of did it for me."

Quote:  "Helen Keller is the only point of reference for deaf-blindness because it is unlikely an educator, a government worker, a doctor would have any other interaction with any other person who was deaf-blind," Robbie Caldwell, who lives in Austin, told the board during public testimony. "We need Helen Keller to remain in our Texas curriculum."

Lead headline ( on Tuesday) story from the Dallas Morning News: "Texas education board to debate eliminating Helen Keller, Hillary Clinton from history curriculum."
(posted on 11/ 13/ 18)
Quote: " The changes have come under fire since they were preliminarily approved in September. The board has proposed cutting cutting several historical figures and groups in order to "streamline" the curriculum and provide more flexibility to teachers. Among those on the chopping block are Helen Keller, Hillary Clinton and the Women Airforce Service Pilots, the first American woman to fly military aircraft."

Quote: " The state currently recommends teachers educate students about Keller, Clinton and the WASP in different grades as examples of good citizenship. But they may be axed because they're considered "non-essential." Many of the figured who may be axed are recommended, not required, to be taught; if cut, teachers would not be prohibited from discussing them."

Related stories:
WP: I lead Texas’s education board. Here’s why we want to cut Hillary Clinton — and Barry Goldwater.

Quote: " History and social studies teachers in Texas schools must perform a daily quickstep if they want to keep up with rigorous curriculum standards that require them to educate children about high-priority topics and key historical figures."

Editorial note: Nowhere, in the article from the Washington Post mentioned the boards reason for trying to take Keller off the list.

CNN: Texas' twisted excuse for removing Helen Keller
Quote: " Perhaps the most overtly dogmatic cut was the deletion of the phrase, "such as holding public officials to their word" from a fourth-grade unit on how to participate in civic affairs. But the erasure of Helen Keller, an iconic advocate for the deaf and blind whose social activism also included women's suffrage, birth control and pacifism -- who is currently taught as part of a third-grade unit on citizenship -- is an underhanded play with a troubling message: that homogeny is normal and exposure to outside perspectives should be limited."

Editorial Note: As for Clinton
What can we learn from Clinton? A example of someone who is obsessed for power. Case in point this headline from the HILL: "Ex-Clinton aide: Hillary will run again in 2020."

Quote: They said Clinton will not allow her “humiliating loss” to President Trump during the 2016 presidential race end her political career. "

Editorial Note: She can't accept defeat! That's what I got from this article. Also sounds more like she is more interested in her political career, not what she would do for the American people. It's all about her, and her ego readers! If she does actually run again it will be just a rematch between her and Trump, a easy win for Trump far as I can see at this point. If this happens this will be something to watch. 👀

😒EUROPEAN LEADERS MIFIT OVER  TRUMP'S NATIONALISM.
News Commentary
By Peter Ripley, Publisher

According to the Merriam Dictionary:  Nationalism:  loyalty and devotion to a nation.
https://www.merriam-webster.com/dictionary/nationalism

That's the definition  of " Nationalism" putting one's nation, and people first on an leader's agenda. To bad that the President of France Emmanuel Macron, who during the 100th Anniversary of Armistice day, the ending of the first world war on Sunday. Berated President Trump for his nationalism. (Meaning the european nations are annoyed that Trump won't let the US be the world's policeman, or bank). The following story from the PJ Media talks about Frances patriotism with the headline: " France Has Neither Nationalism nor Patriotism."

Quote: " What exactly is French patriotism nowadays? At the hundredth anniversary celebration of the World War I armistice, French President Emmanuel Macron rebuked visiting President Trump by declaring that "nationalism is the opposite of patriotism," and that "nationalism is the betrayal of patriotism." Whether these two words mean the same or the opposite, neither of them survives in the French vocabulary."

Editorial note: But of course, the media, and democrats are painting Trump as another Hitler, and will use remarks from Macron to make legitimate their case.

Here is another article from the American Spectator that you should check out: "Progressive Nationalists… When Leftists Love Nationalism"

" Back then, nationalism was good to progressives. Now, with Donald Trump having bothered to weigh in, nationalism is bad to progressives. In fact, it’s downright detestable. It’s Hitlerian. It’s Trumpian-Hitlerian. By golly, it’s yet another Trump “dog whistle,” a not-so-veiled clarion call to fellow xenophobes in his neo-Gestapo movement to start constructing concentration camps for the caravan along the southern border.
The latest example of the left losing it are the histrionics and hysterics denouncing Trump’s newest malevolent ism. The list is ongoing: nationalism, patriotism, populism, sexism, chauvinism, lookism, ageism, white-maleism, vegetarianism. The Donald steadily stirs up a toxic witch’s brew — a dab of fascism, a sprinkle of Nazism, a smattering of racism. Whatever the left can sniff out for its agitprop du jour."

Editorial Note: Where was that America First patriotism when Trump didn't show up for that ceremony at cemetery   of fallen American soldiers  on Sunday?  They gave the worst excuses for him not attending everything from the weather to blaming the Secret Service for the President not being there.
Related story from the New York Times: Trump Assails Macron and Defends Decision to Skip Cemetery Visit.

Quote: " Mr. Trump, who traveled to France for ceremonies hosted by Mr. Macron marking the 100th anniversary of the end of World War I, also defended himself against critics who assailed his decision to cancel a trip on Saturday to the Aisne-Marne American Cemetery at the foot of the hill where the Battle of Belleau Wood was fought. Aides cited the rainy weather, making it problematic to fly in his Marine One helicopter.
Critics have been scathing, noting that the soldiers who fought at Belleau Wood faced far worse than rain and questioning why the president did not go by road instead. Other leaders in Paris for the anniversary managed to visit cemeteries despite the weather. The grandson of Winston Churchill called Mr. Trump “pathetic.”
Mr. Trump did follow through the next day with another scheduled visit to the Suresnes American Cemetery just outside Paris, where he spoke in the rain and complained lightheartedly about being drenched.
“By the way, when the helicopter couldn’t fly to the first cemetery in France because of almost zero visibility, I suggested driving,” he wrote on Tuesday. “Secret Service said NO, too far from airport & big Paris shutdown. Speech next day at American  Cemetery in pouring rain! Little reported-Fake News!” He later corrected his spelling of “cemetery.”

Editorial note: Feeble excuses for not attending I would say. He did himself no favors in not attending, and it sort of flies in the face of putting  "America first slogan"  he's been touting, that also should include putting honoring the fallen first who served this nation before your pride Mr. President.
But he made up for that mistake when he made Remarks by President Trump at the American Commemoration Ceremony Hosted by the Secretary of the American Battle Monuments Commission. Posted on the White House webpage.

Quote: " On this day, in the year 1918, church bells rang, families embraced, and celebrations, as you know, filled the streets like never before, in towns throughout Europe and the United States.
But victory had come at a terrible cost. Among the Allied Forces, more than one million French soldiers and 116,000 American service members had been killed by the war’s end. Millions more were wounded. Countless would come home bearing the lasting scars of trench warfare and the grisly horrors of chemical weapons."

We will continue spurring efforts to bring perpetrators of these atrocities to justice.

We deeply regret this resolution is not designed to actually combat the global threat of modern Nazism, anti-Semitism, and totalitarian ideology. The resolution inappropriately focuses on criminalizing free speech and expression. As in years past, one nation has chosen to hijack this resolution, narrow its scope, and use it as a political weapon against its neighbors. For those reasons, and because it calls for unacceptable limits on the fundamental freedom of expression, the United States must vote against this resolution.'

WH: President Donald J. Trump Calls on Congress to Pass the FIRST STEP Act. ( fact sheet issued on 11/ 14/ 18)
https://www.whitehouse.gov/briefings-statements/president-donald-j-trump-calls-congress-pass-first-step-act/
CALLING FOR BIPARTISAN ACTION: President Donald J. Trump is calling on Congress to take action and support the bipartisan prison reform legislation, the FIRST STEP Act.

President Trump supports the FIRST STEP Act, which will help improve our Nation’s criminal justice system.
The FIRST STEP Act enjoys widespread support across the political spectrum.
Many of the reforms included in this legislation passed the House in an overwhelming, bipartisan vote of 360–59 in May 2018.
Republicans and Democrats in the Senate worked with the White House to craft a bipartisan sentencing reform compromise, which has been added to the legislation.
So far, seven major police organizations, more than 2,700 faith and evangelical leaders, and hundreds of conservative organizations and leaders support this legislation.
MAKING AMERICA SAFER AND FAIRER: The FIRST STEP Act will reform America’s prisons to make our communities safer and our justice system fairer.

Nearly all incarcerated Americans will one day leave prison, and the goal of this legislation is to make sure they do not return.
The FIRST STEP Act uses a targeted approach toward a specific population of Federal prisoners who will eventually be released.
The FIRST STEP Act will promote prisoner participation in vocational training, educational coursework, or faith-based programs, and in turn help them successfully reenter society.
Prisoners will be able to earn credits that reduce the amount of time spent in prison.
As a result, prisoners will gain job skills, drug treatment, and education that prepare them to reenter American communities as productive members of society.
The legislation also seeks to place Federal inmates closer to their communities in order to facilitate family visitation.
This is a true first step in creating a fairer justice system by reforming mandatory minimums, which have created racially discriminatory outcomes and increased overcrowding and costs.
The legislation reduces the enhanced penalties for certain non-violent repeat drug offenders and eliminates the three-strike mandatory life provision.
Certain nonviolent offenders will be able to petition courts for a review of their sentence, which can be reduced only after the judge reviews all circumstances, including public safety, criminal history, and the nature of the offense.
IMPROVING THE PRISON SYSTEM: Taking steps to better prepare inmates for reentry into our society and communities will help reduce recidivism.

We can improve society for all by better equipping prisoners being released for successful reintegration into society.
Today, one in three American adults has some type of criminal record and more than two million Americans are in prisons, including 181,000 in Federal prison.
More than 95% of these prisoners will eventually leave prison and face the challenge of restarting and reintegrating their lives.
Our prisons can do much more to prepare inmates for release, addressing the fact that roughly 77% of State inmates and 38% of Federal inmates are rearrested within five years of release.

HUD: FHA RELEASES 2018 ANNUAL REPORT TO CONGRESS
Capital Reserves remain above statutory minimum for fourth straight year.
https://www.hud.gov/press/press_releases_media_advisories/HUD_No_18_136

WASHINGTON – The Federal Housing Administration (FHA) today released its 2018 Annual Report to Congress on the economic condition of the agency's Mutual Mortgage Insurance Fund (MMI Fund). FHA reports that at the end of Fiscal Year (FY) 2018, the MMI Fund had a total Economic Net Worth of $34.8 billion and a Capital Reserve Ratio that remains above the statutory minimum for a fourth consecutive year.

The MMI Fund supports FHA’s single-family mortgage insurance programs, including all forward mortgage purchase and refinance transactions, as well as mortgages insured under the Home Equity Conversion Mortgage (HECM), or reverse mortgage program.  While the value of FHA’s forward mortgage portfolio is growing, the latest independent actuarial report finds the value of the agency’s reverse mortgage portfolio continues to decline, representing a continuing economic drain on the MMI Fund from books of business in 2018 and earlier.
“The financial health of FHA’s single-family insurance fund is sound,” said U.S. Housing and Urban Development Secretary Ben Carson. “FHA is in good hands, guarding against excessive risks, protecting the American taxpayer, and remaining true to our core mission to facilitate safe and affordable mortgage options for qualified borrowers.”
FHA Commissioner Brian Montgomery added, “As we look to the future, FHA must continue to seek the right balance between facilitating access to mortgage credit and managing risk. Our number one mission is to make certain FHA remains a stable and reliable resource for first-time and minority homebuyers, and other underserved borrowers.”
This year’s report continues to offer greater transparency, consistency and accountability in the economic fundamentals of the MMI Fund. For the second consecutive year, FHA is providing separate stand-alone capital ratios for its forward and reverse mortgage portfolios to better assess the impact of each on the MMI Fund. For a second year, the report also includes stress-testing of the portfolio based on historical scenarios.
FHA’s 2018 Annual Report also includes important technical revisions to last year’s report that reflect adjustments to the MMI Fund’s Capital Ratio and Economic Net Worth for FY 2017.

HUD ANNOUNCES DISASTER ASSISTANCE FOR CALIFORNIA FIRE VICTIMS.

WASHINGTON – The U.S. Department of Housing and Urban Development (HUD) today announced it will speed federal disaster assistance to the State of California and provide support to homeowners and low-income renters forced from their homes in areas affected by wildfires.
Yesterday, President Trump issued a major disaster declaration for Butte, Los Angeles, and Ventura counties.
The President’s declaration allows HUD to offer foreclosure relief and other assistance to certain families living in these counties. HUD is:
Providing immediate foreclosure relief – HUD’s automatic 90-day moratorium on foreclosures of Federal Housing Administration (FHA)-insured home mortgages commenced for the California counties covered under yesterday’s Presidential declaration on the date of the declaration. For assistance, call your loan servicer or FHA’s Resource Center at 1-800-304-9320;
Making mortgage insurance available – HUD's Section 203(h) program provides FHA insurance to disaster victims whose homes were destroyed or damaged to such an extent that reconstruction or replacement is necessary and are facing the daunting task of rebuilding or buying another home. Borrowers from participating FHA-approved lenders are eligible for 100 percent financing, including closing costs;
Making insurance available for both mortgages and home rehabilitation – HUD's Section 203(k) loan program enables those who have lost their homes to finance the purchase or refinance of a house along with its repair through a single mortgage. It also allows homeowners who have damaged houses to finance the rehabilitation of their existing single-family home; and
Making information on housing providers and HUD programs available – The Department will share information with the Federal Emergency Management Agency (FEMA) and the State on housing providers that may have available units in the impacted counties. This includes Public Housing Agencies and Multi-Family owners. The Department will also connect FEMA and the State to subject matter experts to provide information on HUD programs and providers.

U.S. DEPARTMENT OF LABOR PROVIDES NATIONAL HEALTH EMERGENCY DISLOCATED WORKER GRANT TO DELIVER EMPLOYMENT SERVICES TO COMBAT OPIOID ADDICTION IN RURAL CALIFORNIA.
https://www.dol.gov/newsroom/releases/eta/eta20181113
WASHINGTON, DC – The U.S. Department of Labor today announced a National Health Emergency Dislocated Worker Grant (NHE DWG) award to the California Department of Employment Development to provide employment services to eligible individuals in rural California counties impacted by the health and economic effects of widespread opioid use, addiction, and overdose.

The grant provides employment services to those seeking careers in healthcare professions related to addiction, treatment, prevention, and pain management. The state anticipates serving participants throughout the following rural counties, identified as having the highest opioid overdose rates in California: Amador, Calaveras, Humboldt, Inyo, Kern, Mariposa, Merced, Mono, and Tuolumne.

The U.S. Department of Health and Human Services declared the opioid crisis a national public health emergency in October 2017, enabling California to request this funding for an NHE DWG project.

Supported by the Workforce Innovation and Opportunity Act of 2014, Dislocated Worker Grants temporarily expand the service capacity of dislocated worker programs at the state and local levels by providing funding assistance in response to large, unexpected economic events that cause significant job losses.

Senator Murray: New Proposal Would Weaken Campus Sexual Assault Protections and Needs to Be Withdrawn, Secretary DeVos and President Trump Ignoring Women and Survivors.
https://www.murray.senate.gov/public/index.cfm/newsreleases?ID=6D3A646F-4B37-4866-84F3-98B331505D85

(Washington, D.C.)  – Today, U.S. Senator Patty Murray (D-WA), top Democrat on the Senate Health, Education, Labor, and Pensions (HELP) Committee, released the following statement in response to the release by Department of Education Secretary Betsy DeVos of proposed campus sexual assault regulations that would significantly weaken existing protections for students and make it easier for colleges and universities to sweep this critical issue under the rug. These new regulations come despite numerous calls from senators and student advocates to work with students and survivors to address the serious concerns raised following reports of the disturbing direction Secretary DeVos was planning to move in—the vast majority of which were ignored in the proposal released today.

“For those of us who have seen President Trump and this Administration attack and undermine women, their health care, their rights, and their well-being over and over—today’s news is deeply disappointing but far from surprising. With this latest proposal, President Trump and Secretary DeVos are trying to take another step toward sweeping the scourge of sexual assault under the rug, weakening protections for students and survivors, and allowing colleges and universities to shirk their responsibility to keep students safe and in some cases, exempt themselves from their obligations under Title IX altogether without the Department even knowing.

“I am going to stand with women and survivors across the country in fighting back against this proposal and calling on Secretary DeVos to listen to them and do the right thing. And I call on every woman, man, mom, dad, and anyone else who cares about campus safety and preventing sexual assault to make your voices heard and demand that Secretary DeVos and President Trump withdraw this proposal immediately, aggressively implement protections for students, and work with students and survivors to strengthen protections and ensure colleges and universities do everything possible to prevent sexual assault.”

Senator Murray Pushes FDA To Keep Building on Efforts to Fight Youth Tobacco Use In Light of New Finding One-in-Five Teens Use E-Cigarettes.
https://www.murray.senate.gov/public/index.cfm/newsreleases?ID=B139944E-0103-42F3-807D-31947360AE70

Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), top Democrat on the Senate Health, Education, Labor, and Pensions (HELP) Committee, released the following statement in response to new data showing a sharp uptick in youth tobacco use and the Food and Drug Administration (FDA) announcing new steps to address that problem. The new data found that e-cigarette use increased sharply among high school students in recent years, jumping from 1.5 percent in 2011 to 20.8 percent in 2018.
“The latest data make clear that the dangerous epidemic of youth tobacco use has been getting worse and the need for action is urgent. The wellbeing of a generation of children is on the line. I’m encouraged by the Food and Drug Administration’s latest plans; swift action on menthol cigarettes and flavored cigars has the potential to save many lives and we should be doing everything we can to keep e-cigarettes, and all tobacco products, out of the hands of kids. But strong and swift progress to implement today’s announcements is key and there is still more work to do to protect kids from all kid-appealing flavors and marketing. I will be watching closely to see that we don’t miss this critical opportunity to reverse the alarming trend of rising youth tobacco use. Today’s announcement is an important step, but too much is at stake to be content. We must remain vigilant about protecting kids from tobacco.”
In its announcement today, the FDA laid out plans to ban menthol flavors in traditional cigarettes, to ban flavored cigars, and to take steps to restrict access to most—but not all—e-cigarette flavors. The agency also indicated it would take steps to limit e-cigarette marketing to kids. The steps were announced along with new findings showing that e-cigarette use has increased 78 percent among high school students and 48 percent among middle school students in the past year alone. Senator Murray has repeatedly called for strong action by FDA to combat youth tobacco use.

Senator Murray Re-Elected to Senate Democratic Leadership Team For The 116th Congress.
https://www.murray.senate.gov/public/index.cfm/newsreleases?ID=5B2CC8CE-2574-4282-A0FB-565304ED2E04
Washington, D.C. – Senate Democratic Leader-elect Chuck Schumer today announced the Senate Democratic Leadership for the 116th Congress following Senate Democratic leadership elections.
“I am excited and humbled to be chosen by my colleagues to continue leading Senate Democrats,” said Senate Democratic Leader Chuck Schumer (D-NY). “I will continue to spend every moment working on how we as Democrats can improve life for the middle class and those trying to get there. We have a unique opportunity in the new Congress to reach more bipartisan agreements to get things done for families across the country, and we will be ready to work with the president and our Republican colleagues on issues where we agree. However, we will not shy away from standing up to President Trump and Congressional Republicans with everything we’ve got when the values we as Americans hold dear are threatened.”

As Veterans Seek Relief from Mounting Housing and Education Expenses, Senator Murray, Colleagues Call For Increased Transparency and Action at VA to Process Delayed GI Bill Benefits.
https://www.murray.senate.gov/public/index.cfm/newsreleases?ID=E65A19D8-9B1E-4066-8893-8894E86C8A55
(Washington, D.C.)  – Led by U.S. Senator Patty Murray (D-WA), top Democrat on the Senate education committee and a senior member of the Senate Veterans’ Affairs Committee, a group of Democratic senators sent a letter to Department of Veterans Affairs (VA) Secretary Robert Wilkie urging immediate action to address the severe backlog of living stipend and tuition payments for veterans receiving Post 9/11 GI Bill benefits. According to recent media reports, on-going problems with VA’s IT system have resulted in many veterans not receiving the living stipend and tuition payments they use to pay for education and housing expenses in a timely manner, causing significant financial strain and hardship for veterans attempting to use the benefits they earned from their military service. Additionally, the senators requested that the Department confirm it will not retroactively collect overpayments to students resulting from other IT issues.
“For many of our nation’s veterans, the living stipend payments were expected by September 1, 2018, and the multi-month delays create a real crisis to not only their long-term education and career goals, but also their daily needs. Regardless of what caused or is causing the delay, we believe it is imperative for VA to address this issue with the urgency it deserves,” wrote the senators in the letter. “We will not stop pressing for information and action until every veteran receives the benefits they earned in their service to our country.”
“As a nation we have a responsibility to be there for our veterans, and part of that duty involves fulfilling our promise to ensure they have access to education after they leave the service. These errors and delays undermine the intent of the GI Bill and put unnecessary and avoidable strain on veterans and their families during a critical time of transition,” the senators added.

WASHINGTON, D.C. – U.S. Senators Maria Cantwell (D-WA) and Susan Collins (R-ME) today introduced legislation to assist families who are struggling to afford high medical costs. For those households that spend more than 7.5 percent of their income on medical expenses, the legislation would allow them to continue to deduct those costs from their tax bill.
The medical expense deduction is vital for those who have pre-existing medical conditions, suffer chronic medical conditions, experience unexpected illnesses or injuries, or face costs for long-term care services that are not covered by insurance. According to AARP, millions of Americans, including more than 200,000 Washingtonians, rely on it every year; nearly half of these people have yearly incomes of $50,000 or less.

Child Seeking Parent: More Than 1,930 Washington Foster Children of All Ages in Need of Family November 13, 2018
There is no common portrait of a legally-free foster child in Washington waiting to join a new family — they are more likely to be under age three than over age 14, with the largest group being ages 3 to 6. They hail from all areas of the state and their racial and ethnic backgrounds mirror state demographics. They have one thing in common, however: Their need to belong to a permanent, nurturing family.

CITY OF PORT ANGELES AGENDA FOR  11/ 20/ 18
http://wa-portangeles.civicplus.com/DocumentCenter/View/6207/Final-Packet-11202018

Agenda highlights: Bonneville Power TC-20 Settlement.

Bonneville Power Administration (BPA) provides transmission services on its transmission system pursuant to an open access transmission tariff. The current tariff requires BPA to obtain approval of the Federal Energy Regulatory Commission (FERC) before making any changes. In
November 2016 BPA notified the region that the FERC process to change its tariff is no longer tenable and is moving to a process allowed under sections 212 of the Federal Power Act. BPA recently completed an eight week discussion and settlement process with all BPA utility customers. The City was represented at the settlement discussions through its membership in the Western Public Agencies Group (WPAG).
There are two components of the contract: one component is a contract that establishes the transmission rates paid by the City. The second component is a settlement agreement that creates a process used to ratify the settlement negotiations.
For the first component BPA brought in the 2020-2021 transmission rates. BPA’s initial overall transmission rates called for a 9.6% increase for most public utilities including Port Angeles.
The City’s WPAG representative worked with other utilities and BPA to bring this increase down. The current tariff settlement calls for an overall increase of only 2.5% for all NT utility customers.
For the second component, the primary procedural change to the transmission tariff is Section 9 of the BPA tariff. Section 9 of the current BPA tariff requires BPA to submit changes to FERC for approval.
BPA’s last several attempts to have changes were rejected by FERC. The current settlement allows BPA to make transmission tariff changes using the open hearing process and standards in Section 211 and 212 of the Federal Power Act. This change brings the transmission side of BPA into line with its power side by holding a “rate case” for changes to its tariff products – a process the City is familiar with.

Last week's answer:  Take the chicken over and leave the fox and the grain. Go get the fox drop it off and pickup the chicken. Take the chicken back across and pickup the grain and leave the chicken. Drop the grain off with the fox and take the chicken over now all of them are on one side!

New Question: How can you get 10 horses in to 9 stables, bearing in mind that each horse must have its own stable?
