During the work sessions on March 29 and April 26, Council reviewed and agreed to changes that had been proposed for all sections of the Rules of Procedure, except
Section 13. On May 24th and June 7th, Council reviewed changes to Section 13 and at the June 7th meeting selected Section 13 Option 2 for integration in the Council Rules of Procedure.
During a prior work session, Council requested that a public hearing be scheduled prior to final
adoption of the rules. A public hearing was noticed for the June 21st and July 7th Council meetings with Council adoption anticipated on July 5th. ( see packet page no. F-8)

Editorial comment: It was during one of the public hearings regarding the proposed protocol and procedures during council meetings, That yours truly spoke up and gave kudos points to my one time council opponent,  Lee Whetham’s  stand on having more work sessions before any bans on signs, flags, applause, or any signs of demonstration during meetings.  On principle, I voiced my support of Whetham’s call for further discussions regarding the code, and even he agrees that a deeper look of the overall consideration of the entire code that led the city to a point that council members have taken to hide behind in order to avoid questioning directly to council members on policies they make by the public, and media.

That shouldn’t be overlooked by council while they reviewing meeting rules. I made mention that during my comments, and remind or at least hinted the reasons why the council the ethics code, code of conduct toward the public, by council members, have. Our pal Max Mania. Even Whetham himself echoed the reasons in a PDN article sometime ago.

After an impromptu, work session like dialog by  council member Sissi Bruch, who gave her ‘edits’ if you will on the meeting rules, which I thought should have been talked about during a work session, not during  a public hearing on the matter on Tuesday.

After all of that the council decided to call for more work sessions on the issue. (someone must have been paying attention to my comments)
But, during the course of discussion Whetham, said if the council were to adopt the Roberts Rule of Order to govern the meetings he’d be ready to support it! I was thinking bravo! That’s something I fully support that all local governmental meetings should adopt Roberts. Like a old friend of mine who was an advocate for such a measure, Wil Gormley, who drilled the Roberts Rule of order many times in public meetings, but everyone just didn’t pay no mind to. He often challenged how meetings were held, and how in essence those meetings should be considered illegal because of the very fact they weren’t being followed.

Well I tell you readers, that meeting back in Feb. 2nd Roberts weren’t being followed. Again readers, I say that whole meeting on Feb. 2nd should be declared null and void, and done over. I’m waiting to see if there is a council member who will take the next step and declare it.
Now on the video I am sharing with you are comments made by Whetham after my comments, which I didn’t record….guess I should have, but didn’t my call on that one. Maybe next time I’ll have an US flag, my sign promoting my business, and my Army tee shirt to do my own brand of demonstrating.

PORT ANGELES DIGEST: AREN'T WE ALL PANHANDLERS IN SOMEWAYS?

During the city council meeting Tuesday, it was decided to forgo imposing stricter provisions against panhandling for the time being, for at least sixty days. This was stemming from a letter to the council by PA Forward, which Mayor Downie chairs, and the Deputy Mayor co-chairs.
Once again the content of the letter PA forward sent to the council:

" Dear City Council Members, We, the members of the PA Forward Committee, have followed with growing concern the increase in panhandling and aggressive solicitation in Port Angeles and the negative effect this has on our already struggling downtown businesses.  Panhandling and aggressive solicitation make potential customers uneasy and make shopping in Port Angeles less attractive. 
 They can also create a hostile environment for owners and employees of businesses. Most panhandlers conduct this activity out of choice as a full time occupation that can produce a considerable tax free income.  There are many opportunities for the truly needy to obtain shelter and food.  Most panhandlers choose not to utilize these opportunities.
      This is not a problem limited to Port Angeles.  It is our understanding that a significant majority of communities nationwide have already availed themselves of the legal option to prohibit coercive solicitation and limit panhandling as to time and place so that it does not result in intimidation or public safety issues.  Many communities in the State of Washington, such as Chehalis, Centralia, and Arlington, to name only a few, have adopted such ordinances.  Port Angeles should follow suit. We request the Port Angeles City Council to pass an ordinance prohibiting coercive solicitation and limiting panhandling as to time and place, as other similar ordinances elsewhere have already done.  To avoid reinventing the wheel, one can look at ordinances such as the City of Chehalis Ordinance N. 944-B and adapt it for local use. Thank you for your consideration, and your assistance in making Port Angeles a safe and enjoyable place to shop and go out in."

Now, according to the PDN article posted with the headline: Port Angeles police to increase panhandling patrols---PDN



Quote from the article posted: " I don't remember having a conversation with someone who told me they had a permanent home and they were down there panhandling so they could pay their rent or their mortgage, Viada said. Viada said no one has ever described panhandling as a job or as a way to deliberately not pay taxes."
" Kidd responded Wednesday that one panhandler told her he makes $200 a day. They get tax-free money, she said." 


Editorial note: Some dispute the claims by Kidd and others that there are those who use the cloak of being needy or homeless to milk the folks giving charity of their money, and deny that these folks are making anywhere from $40 and up daily, just by panhandling.


Reader's, when this all started way back in December, a neighbor lady approached me and express concerns over the city's plan to impose a panhandlers ordinance. Though she told me she is against such an ordinance, she did mention a panhandler did admit he was on governmental pension, and a home, going out panhandling. So, how does that jive with Viada's comments?
Nevertheless readers, the city decided to wait and see how the plan of having beat cops patrolling the streets on foot, to enforce ordinances already on the books, like no loitering and trespassing. After 60 days, the city will review the results, if need be look into imposing stricter measures.
I am personally glad that the police came up with a better solution just by using ordinances that are already on the books, why reinvent the wheel if you don't need to? After all readers we all 'beg" in some fashion do we not? Politicians beg for votes, and campaign monies during elections, businesses by paying for advertising beg for customers to come and buy goods, and services. We "beg" for mercy in our court system, and lastly on the day of judgement we will beg for mercy in the highest court for our very souls. In a way we are like the guy who stands on a street corner with a tin cup and sign asking for mercy.

YOU DON'T NEED TO BE IN POSITION OF POWER TO OFFER ADVICE ON HOMELESS

Recently, someone posed a question to me, if I was sitting on the Port Angeles city council, would I support a ordinance to ban panhandling, or greatly limit it? As some of you are aware I tried running for city council several times, and failed at it. Sort of like asking a woman out for a date, and she keeps rejecting you, you start the get the message it's not going to happen. But that is neither here or there. So, the question raise kinda took me off guard a little at first. I kinda felt I had to give an explanation of my comments made in Saturday's edition of the "Port Angeles Digest" a posting I post which talks about local issues. Since I know some of you are just itching for a quick response to the question posed, I am including it in what normally be just business and finance news on Monday's, which kinda make sense in away. After all we are dealing with an issue that can effect all of us, because of financial hardships many in the community faces, to a point which they quickly find themselves homeless. This is stemming from a local ordinance which is being talked about in regards to the aggressive panhandlers, who been harassing area businesses, and their customers. The question raised suggested to me they were assuming a complete ban on panhandling is on the table, and that's not true, the one posed is limiting the areas of the city for panhandling to take place.
But, since I'm not on the city council, nor have the desire anymore to serve on the council or any exalted position, my answer is all hypothetical at this point. The person also asked how I would make policy to weed out the "wolves" from the sheep. Meaning, setting in motion elements that may assist in ridding the imposture homeless people who are pretending to be homeless too milk money from unsuspecting folks who only want to show some Christian charity.  
On policy two folded: 1) I would support a policy that has "safe" zones for panhandlers to be in, that is something the proposed ordinance I think is doing. 2) Secondly, this might be a little extreme and might sound heartless, but keep in mind this is to weed out the frauds and leeches who prey on the innocent givers. That is impose a small panhandler permit, something they could easily afford, since many I have been told make roughly $50 to up to $300 a day in panhandling activities. I think having them give a little back from what they took would be a start, let's say $3.00 a year to panhandle, much like what peddlers have to pay on an annual basis, something I might add is being done in other communities by the way.
I would imagine the con artist wouldn't like that prospect, and could be easily identified. I bet you would see a sudden drop of these aggressive panhandlers.

Now, this isn't policy, but a message to the folks who want to show some charity to the needy, some plain old common sense could be applied on giving. Yes, according to scripture those of us who walk in the cause for Christ are to give to whoever ask. That doesn't mean however that we give blindly I think. Just make it a personal policy, whenever someone comes up and ask for a couple of bucks for some food. Instead of just giving someone you don't know $2.00 which they may have more money in the pocket already from asking anyone prior to asking you, simply offer to take them to a grocery or food mart store and buy food for them. It's the old saying "beggars can't be choosers" someone who is really in need will accept the offer and go along with you to buy some food for them. Those who insist in getting cash won't, and usually decline the offer. Nine out of ten, the chances are they were just con artist milking you out of money in order to get some smokes, booze, or drugs.

See, aren't you grateful I am not in a position of authority? I'm sure the powers that be could come up something like what I suggest if they have the courage to do so. ----Now back to our regularly scheduled report....

THE CITY'S VERSION OF SEPARATING THE WOLVES FROM THE SHEEP?

Though the above scripture is about false teachers, and prophets, could the same be said about those who take advantage of people showing charity to those in need, to gain wealth?

The following is an item on the city council agenda next week, that addresses the problem of separating the predator, who preys on the gullible who show charity towards them by giving a couple bucks, never realizing of course they just been taken for fools. But, before we get to far up on our high horse, let us not forget there are people out there who are truly homeless, and not pulling any con jobs. How does one get homeless you may ask? There are plenty examples on how people suddenly find themselves turned out into the streets to fend for themselves, a few are; loss of job, lost of home due to indebtedness, or on the run from the law, or escaping an abusive relationship. Many of these folks have mental illness. Now with the specter of an natural disaster such as a earth quake, you can add that to the mix. Lot of people who are homeless have no friends to speak of, or family who are willing to take them in, or even help them. Now before we get to callus in our attitude toward folks who are actually homeless, let us not forget in any moment we ourselves may end up joining their ranks.
As you recall way back during the last city council election Cherie Kidd brought up the need for an ordinance much like what other communities have done. You also might recall in December, yours truly had coffee with Kidd, discussing this very issue. Back then she told me of stories locally that some of these con artist posing as being homeless, would claim an area of down town as their turf so they alone could panhandle, and bully anyone who dares to enter that area to panhandle. It was the stuff you might find run by a mob boss kind of activity. Will this ordinance be able to weed out the wolves from the sheep, or will it make things even harder on those who need the help most?

Dear City Council Members, We, the members of the PA Forward Committee, have followed with growing concern the increase in panhandling and aggressive solicitation in Port Angeles and the negative effect this has on our already struggling downtown businesses.  Panhandling and aggressive solicitation make potential customers uneasy and make shopping in Port Angeles less attractive. 
 They can also create a hostile environment for owners and employees of businesses. Most panhandlers conduct this activity out of choice as a full time occupation that can produce a considerable tax free income.  There are many opportunities for the truly needy to obtain shelter and food.  Most panhandlers choose not to utilize these opportunities.
      This is not a problem limited to Port Angeles.  It is our understanding that a significant majority of communities nationwide have already availed themselves of the legal option to prohibit coercive solicitation and limit panhandling as to time and place so that it does not result in intimidation or public safety issues.  Many communities in the State of Washington, such as Chehalis, Centralia, and Arlington, to name only a few, have adopted such ordinances.  Port Angeles should follow suit. We request the Port Angeles City Council to pass an ordinance prohibiting coercive solicitation and limiting panhandling as to time and place, as other similar ordinances elsewhere have already done.  To avoid reinventing the wheel, one can look at ordinances such as the City of Chehalis Ordinance N. 944-B and adapt it for local use. Thank you for your consideration, and your assistance in making Port Angeles a safe and enjoyable place to shop and go out in.
