“Instilling Hope”: Family Reunifications Celebrated as New State Law Emphasizes Keeping Families Together.

A record number of Washington counties are hosting Family Reunification Day celebrations this summer, bringing parents and children together with judicial officers, child welfare workers, community members and others to recognize the hard work and the support that bring families back together after separation. The events recognize both families who have completed reunifications, and those now working to reunify their families.


More than 20 counties across the state are planning celebrations this summer, the fifth year of the statewide recognition.


The 2023 Family Reunification celebrations take place as a new state law, the Keeping Families Together Act (HB 1227), goes into effect on July 1. The law recognizes the enduring trauma caused by children’s removal from their families, and raises the standards under which courts can order children removed from their parents. If children must be removed to prevent imminent harm, significant efforts must be made to find suitable placement within their family.


While June is proclaimed Family Reunification Month in Washington, courts and communities celebrate throughout the summer. Details of local celebrations can be found on the Administrative Office of the Courts’ (AOC’s) Family Reunification Day page, which is updated as new event details become available.


“Celebrating parents with their families is so important in this work. It’s acknowledging all the hard work of the parents and celebrating the family as a unit,” said Tonia McClanahan, a Parent Representative with the state Office of Public Defense who serves as co-chair of the state Family Reunification Day Steering Committee. 


“Families are meant to be together,” she said. “When we as part of our communities support the celebrations, we instill hope in those still struggling and hope in each other. Thank you for recognizing our families.”


As of March 2023, more than 7,200 children were placed in out-of-home care in Washington. Reunification of families is the primary goal of “dependency,” the legal process in which dependent children are taken into the oversight of the state. The majority of children separated from their parents — about 60 percent — return home after parents make improvements that are guided by child welfare workers and monitored by courts.


The statewide recognition of Family Reunification Month is sponsored by the Washington Supreme Court Commission on Children in Foster Care, which is co-chaired by Supreme Court Justice Barbara Madsen and Department of Children, Youth and Families (DCYF) Secretary Ross Hunter.  The Commission launched the celebration in 2018 to highlight the primary goal of reunifying families when struggles have led to separation.


However, many community celebrations were just developing when the pandemic hit.


“It’s been a long road back. While we realize the many issues facing our courts in ‘getting back to normal’ post-Covid, the celebration of the reunified family is an important goal for every court,” said Kitsap County Superior Court Judge Jeffrey Basset, co-chair of the state Family Reunification Day Steering Committee. “Showing our support for their ongoing success not only sends the message that we stand behind them, but also demonstrates our commitment to families, including to those who are new to the dependency system.”


The Washington Supreme Court Commission on Children in Foster Care was established in 2005 and brings together judges, legislators, attorneys, child welfare officials, and representatives of foster parents, birth parents and foster youth who have the knowledge and ability to improve the journeys of foster children through the dependency process. The Commission acts by improving court processes, laws, regulations and policies so children can move safely and more quickly into stable homes, either through reunification with parents or through adoption.

IN FOCUS: City to Receive $16.13 Million RAISE Grant for Puget Sound to Pacific Multi-Use Trail Initiative.

The City of Port Angeles has been selected to receive a $16.13 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant for the Puget Sound to Pacific Multi-Use Trail. Spurred by the Puget Sound to Pacific Collaborative, this grant will fund the planning and design of 34 multi-use trail segments across the Olympic and Kitsap peninsulas. The City will accept the award as the Lead Agency Applicant and in partnership with 12 jurisdictions across the state.

The exciting Puget Sound to Pacific (PS2P) initiative aims to complete a 200-mile regional trail network, comprised of the Olympic Discovery Trail and Sound to Olympics Trail. Once constructed, the PS2P network will extend from the Washington state ferry terminals at Bainbridge Island, Kingston, and Port Townsend, to the Pacific Coast in La Push. The PS2P will also serve as the western end of the 3,400-mile Great American Rail-Trail.


“The development of our Olympic Discovery Trail system thus far has necessitated strong leadership and great partnerships. Those responsible for its success have demonstrated hard work, perseverance, and taking action with courage,” said Port Angeles City Manager Nathan A. West. “This grant opportunity broadens our joint efforts and heightens the success of a regional trail system that will benefit residents and visitors for generations to come.”


The RAISE grant will be utilized to fund planning and design work that address approximately 100 miles of gaps within the trail network, make safety improvements, and ultimately, facilitate new connections amongst communities across the state. Construction funding will be sought in future years as planning is completed.


“This award is fantastic news,” said Jeff Bohman, Peninsula Trails Coalition President. “Not only will it benefit Port Angeles and the Olympic Discovery Trail, it’s also a tremendous opportunity for agencies from across three counties to work together on a nationally significant project – one that will bind our communities through a regional network of trails. The Peninsula Trails Coalition looks forward to partnering with these agencies to fulfill the potential of this grant.”


Co-recipients and beneficiaries of the grant include Clallam, Jefferson and Kitsap counties; the cities of Bainbridge Island, Forks, Port Townsend, Poulsbo, and Sequim; the Quileute and Suquamish tribes; the Port of Port Townsend; and the Washington State Department of Transportation.


“I was thrilled to hear from Senator Murray that we had been awarded a RAISE Grant for the PS2P Project,” said Port Angeles Mayor Kate Dexter. “The City of Port Angeles is honored to be the lead agency on this amazing collaboration, which will benefit the entire region and beyond. We look forward to working with our local and regional partners to complete this very important and exciting project.”

AG Ferguson wins up to $695,000 in refunds for Washingtonians harmed by lingerie company’s deceptive subscriptions practices.

Adore Me used pre-checked boxes to automatically enroll approximately 5,700 Washingtonians in monthly “VIP Membership”

OLYMPIA — Attorney General Bob Ferguson announced today a national online apparel company will return as much as $695,000 to approximately 5,700 Washingtonians it deceptively enrolled into a monthly subscription service.


From 2012 through 2017, Adore Me, a national company that sells lingerie and other women’s clothes online, placed a pre-checked box on all its online orders that enrolled Washingtonians into a monthly “VIP Membership.” Individuals who did not notice the pre-checked box, especially those who made a one-time purchase, may not have known that the company automatically enrolled them into a membership program that charged them monthly fees.


The company continued to charge many individuals $39.95 per month for the “VIP Membership”, which it put into their accounts to use for future purchases. However, many Washingtonians did not know this money went into an account and accrued during the course of many months. If individuals asked for their money back, Adore Me made it difficult to receive any money back. Ferguson asserted Adore Me’s conduct violated the state’s Consumer Protection Act and constituted unfair or deceptive business practices.


“Deceiving Washingtonians into subscriptions they don’t want cheats the consumer and hurts other businesses that play by the rules,” Ferguson said. “I am committed to ending these schemes. If this happened to you, contact my office so we can help.”


A court order filed in Thurston County Superior Court requires Adore Me to pay restitution to Washingtonians who accumulated monthly fees in their accounts and want that credit back as cash. Washingtonians can either opt for a cash payout or use the money to purchase apparel from the retailer. The Attorney General’s Office will contact Washington consumers who may be eligible for restitution via email. As part of the conditions of the legally enforceable order, Adore Me must:


Clearly and conspicuously disclose all fees, costs, conditions, limitations and restrictions applicable to the VIP Membership program so consumers can make an informed decision for enrollment;

Promptly honor consumer cancellation requests;

Abandon all practices requiring a consumer to complete an online quiz or survey in order to cancel their VIP Membership program, and not make more than one attempt to keep them enrolled once a consumer has indicated an intent to cancel; and

Cease the billing of recurring charges to any consumers enrolled in the VIP Membership program who have accumulated 12 months of store credit via recurring charges.

Adore Me still offers this VIP Membership but it now has greater transparency for the terms of the program, following a 2017 resolution with the Federal Trade Commission. The commission asserted the company made it hard to cancel memberships, including by limiting how consumers could submit cancellation requests, understaffing its customer service department and putting consumers through drawn-out cancellation processes.


In January, national apparel retailer Victoria’s Secret took ownership of Adore Me.


Washington part of a multistate resolution


Ferguson was part of a resolution with 32 attorneys general over Adore Me’s deceptive conduct. Separate from the restitution, Adore Me paid $2.3 million to the states. The Attorney General’s Office will receive $68,872 of that total to use for enforcement of future consumer protection actions.


Along with Washington, the Attorneys General from Alabama, Arkansas, Connecticut, District of Columbia, Florida, Georgia, Idaho, Illinois, Indiana, Kansas, Kentucky, Louisiana, Massachusetts, Michigan, Minnesota, Mississippi, Nebraska, Nevada, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, Tennessee, Texas, Vermont and Wisconsin joined the resolution.


Millions of Washingtonians are unintentionally enrolled in subscriptions


In October 2022, Ferguson released the results of a consumer survey that revealed 59% of Washingtonians — approximately 3.5 million — may have been unintentionally enrolled in a subscription plan or service when they thought they made a one-time purchase. Respondents reported that pre-check boxes constituted a significant source of the problem.


The Attorney General’s Office responds to every consumer complaint. It fields approximately 24,000 complaints annually, and returns tens of millions of dollars per year to consumers through its informal complaint resolution process, which involves working with businesses to resolve consumer complaints pre-investigation or litigation.

Older adults are often targeted for fraud — friends, family members and trusted contacts can help prevent our elders from losing their hard-earned life savings

OLYMPIA – The Washington State Department of Financial Institutions (DFI) urges Washingtonians of all ages to be aware of the signs of elder financial abuse as we recognize World Elder Abuse Awareness Day(link is external).


Each year, Americans lose millions of dollars to fraud, and those over the age of 60 lose even more than others. The Federal Trade Commission data indicates 202,000 people between the ages of 60 and 69 reported losing $836 million in 2022 nationally. For those aged 70-79, 137,615 people reported losses of $570 million nationally. The United State Attorney’s Office Western District of Washington notes that only an estimated 15 percent of the nation's fraud victims report their crimes to law enforcement(link is external) – making those reported numbers even more frightening.


People who are scammed out of their hard-earned money often cite shame or embarrassment as reasons for not reporting. Some say they are afraid they could be deemed incompetent and have their independence taken away. This is why DFI provides financial education information to people of all ages throughout the state — and urges those who call Washington “home” to take a stand, watch out for loved ones, have conversations about money and the warning signs of potential financial fraud and to report it if they see it.


“Given the data, Washingtonians need to be informed and on high alert for financial fraud, and I encourage friends and loved ones to help their older family members spot scams,” DFI Director Charlie Clark added. “With technology at our fingertips – criminals are potentially in our lives at any time. It’s more important than ever to know how to spot potential financial fraud to avoid it and report it if it happens to you or someone you love.”


One method to add an extra layer of security is for senior investors to provide their investment professionals with a trusted contact — someone they trust as a secondary point of contact in the event their financial firm identifies a problem.


A trusted contact is a person authorized by the investor to allow financial firms, in limited circumstances, to contact them when there are concerns about activity in an account and the firm has been unable to get in touch with the investor directly. A trusted contact may be a family member, attorney, accountant or another third party that respects the investor’s privacy and knows how to handle the responsibility.

The North American Securities Administrators Association (NASAA), of which Washington's DFI is a member, has developed resources on what is a trusted contact, why they are important and how they help investors to protect themselves. U.S. regulators fielded 1,320 tips and complaints, opened 605 investigations, and filed 304 enforcement actions related to senior fraud in 2021. OLYMPIA, Wash. – Sustainable fuels. Industry 4.0. Automation. Uncrewed systems. Super/Hypersonic capacity. Advanced air mobility. Commercial space. More than buzzwords, these are some of the strengths found in Washington state that will be the focus of a 100-member delegation at the Paris Air Show this month. Led by Washington Governor Jay Inslee and state Commerce Director Mike Fong, the delegates will be making the case that Washington state’s technology-rich supercluster is “Where the Next Big Thing Begins,” as well as showcasing why it continues to be the most competitive business environment (2022 Aerospace Competitive Economic Study) for the manufacture of major aerospace structures and final assembly of aircraft, including #1 rankings for labor productivity, sales and exports, and aerospace engineers.


Washington state has attracted and cultivated leading global aerospace innovators for more than a century. As air travel returns to pre-pandemic levels, demand for new aircraft is increasing, as is the need to confront rising carbon dioxide emissions and their global impact. Hydrogen, electric and hybrid hydrogen-electric propulsion systems are making promising inroads on small commuter, private and short-range commercial aircraft. Initial tests have been conducted on retrofitted fossil-fuel aircraft, but new ground-up designs are emerging from factory floors and undergoing flight trials throughout Washington state.

Our future in this realm will be built on the innovation, sustainability, clean transportation and new ideas that continue to transform our world,” said Gov. “Powering the Future: Building Decarbonized Propulsion and Fuel Ecosystems” – Roundtable conversation with Gov. Jay Inslee – June 20


Washington Governor Jay Inslee will host a discussion on sustainable aviation fuel and hydrogen-powered flight on Tuesday morning June 20 from 10:30 – 11:15 in the USA Pavilion Form, Hall 3, AB176, Paris Air Show, Le Bourget, France.  Gov. Inslee will be joined by industry representatives, the environmental advocacy community, and regulatory bodies to discuss building a sustainable aviation fuel and hydrogen ecosystems that are robust for industry, resilient to supply chain challenges, and that meet the highest sustainability and environmental justice standards.


Last month ZeroAvia launched plans to electrify and fly the largest zero-emissions plane using their hydrogen-powered electric propulsion system in an Alaska Airlines Dash 8 Q400 at their development center in Everett, Washington. Headquartered In nearby Arlington since 2020, Eviation continues to rack up orders for its all-electric commuter aircraft Alice.


Also in Washington state: Dutch firm SkyNRG announced plans for an $800-million SAF plant, the Washington Legislature passed a significant SAF tax credit and invested $6.5 million in a Research and Development Center for Sustainable Aviation Fuels at Paine Field in Everett, and Universal Hydrogen, magniX, Plug Power and AeroTec announced creation of a Hydrogen Aviation Test and Service Center at Grant County International Airport in Moses Lake – Universal Hydrogen completed the first flight of a hydrogen fuel cell-powered regional plane there.


AeroTec and magniX are exhibiting in the Choose Washington booth at PAS, along with Berkley, California startup Twelve, which will be showcasing Co2 transformation technology that can create e-jet fuel from Co2.


In addition, aviation – which contributes 2.5% of the world’s carbon emissions – is a target sector for efforts led by the Washington-based Pacific Northwest Hydrogen Association to develop a green hydrogen hub aimed at decarbonizing the hardest-to–reach parts of the economy. The PNWH2 is a public-private collective working to create a hydrogen center of excellence to develop and bring to market solutions to help meet the state and nation’s clean energy goals. They are currently one of 33 final applications with the US Department of Energy for a potential $2 billion federal government investment in a regional hydrogen hub in the Northwest.


Sustainable aviation is just the tip of the iceberg on display at the Washington state exhibit – where even the booth itself is sustainable. Show planners used material made from sustainable and recycled wood products to build the booth and only live plants to decorate. The exhibit also features “Persistence” – a work by Coast Salish artist Peter Boome, a member of the Upper Skagit Tribe in Washington state.


The Choose Washington exhibit features Washington’s dense supercluster of innovation and manufacturing composed of more than 1,500 companies and 130,000 highly-skilled workers responsible for producing over $41 billion in aerospace exports annually – more than California, Texas, Georgia, Florida, South Carolina, Arizona and Alabama combined. Washington’s aerospace industry specializes in aerostructures, composites, advanced materials, aircraft interiors, engineering and tooling, avionics, information and communications technologies, research and development, uncrewed and autonomous systems, next-generation air mobility and space.

For example, starting next year, Bellevue, Washington-based T-Mobile hopes to “bring cellphone connectivity everywhere,” including expanded coverage to the entire U.S., even in remote areas. T-Mobile will tap into SpaceX Starlink-Gen2 satellites, made just a few miles away in Redmond. About 50% of all low Earth orbit satellites are manufactured in Washington.

WASHINGTON, D.C. – Today, U.S. Representative Derek Kilmer (WA-06) applauded the announcement of a $2.6 billion framework to invest in coastal climate resilience through the Inflation Reduction Act, legislation Rep. Kilmer supported in August 2022. This initiative will support communities and people on the frontlines of climate change, dedicating nearly $400 million specifically for Tribal priorities and benefiting coastal communities on the Olympic Peninsula.


“Folks in Washington’s coastal communities are already feeling the impacts of climate change,” said Rep. Kilmer. “NOAA’s implementation plan, announced today, will help deliver critical funds to support the health of our fisheries on the Pacific Coast, ensure Washingtonians can successfully adapt to a changing climate, and reflect the priorities of Tribes in our region. Today’s announcement reflects a powerful commitment by the Biden Administration to protecting marine ecosystems, enhancing our ability to respond to climate change, and keeping our commitments to Tribal nations.”


“Under President Biden’s leadership, we are making the most significant direct investment in climate resilience in the nation’s history,” said U.S. Secretary of Commerce Gina Raimondo. “As part of our more than $2.6 billion investment in regional coastal resiliency and conservation projects, we will be dedicating $390 million directly to Tribal priorities for habitat restoration and bolstering fish populations, and supplying crucial funding to ensure our coastal communities are better prepared for the effects of climate change.”


"This massive investment will go a long way in helping NOAA prepare communities for natural disasters and more effectively address the environmental and economic impacts to help millions recover from these events,” said U.S. Deputy Secretary of Commerce Don Graves. “It’s no mistake that NOAA finds its home in the Commerce Department, where we remain fully committed to its mission.”


“We are investing in America and empowering communities to understand and take action to address their risks to climate change and ensure they continue to thrive now and into the future,” said NOAA Administrator Rick Spinrad, Ph.D. “We can’t do it alone and look forward to engaging partners, building resilience, and supporting conservation with this funding.”


The $2.6 billion in climate investments will support coastal communities’ resilience to changing climate conditions through funding and technical assistance for capacity building, transformational projects that help protect communities from storms and flooding, the creation of quality climate-related jobs, and improved delivery of climate services to communities and businesses. These programs include:


Tribal Priorities ($390 million): NOAA will provide funding specifically for tribes to support habitat restoration, fish passage, capacity building, science, fish hatcheries, and Pacific salmon.

Climate Resilience Regional Challenge ($575 million): NOAA will fund a new competitive grant program that will invest in holistic, collaborative approaches to coastal resilience at regional scales. This will include two funding tracks: Regional Collaborative Building and Strategy Development, and Implementation of Resilience and Adaptation Actions. Details will be available in early summer. 

Climate-Ready Fisheries ($349 million): NOAA will support projects to conserve fisheries and protected species in coastal regions around the country. This work will enable NOAA to build dynamic fisheries management systems that incorporate climate and ecosystem environmental data to support management decisions.

Ocean-Based Climate Resilience Accelerators ($100 million): NOAA will fund a new competitive business accelerator program to fill a critical unmet market need. These accelerators will support businesses with coastal and ocean-based resilience products and services related to NOAA’s mission as they navigate commercialization pathways. These businesses will help communities prepare for, adapt to, and build resilience to changing climate conditions. Details will be available in early summer 2023. NOAA will also advance existing resilience-related funding opportunities, through programs such as the National Oceanographic Partnership Program and the Ocean Technology Partnership program.

Climate-Ready Workforce ($60 million):  NOAA will meet the emerging and existing needs of employers by placing workers in high-quality jobs that enhance climate resilience. Funding will also aid training and support services that will help American workers advance their careers and implement climate resilience efforts within the public and private sectors. Details on this new competition will be available in early summer.

The framework for the $2.6 billion also includes additional funding for high-quality project applications received through the Bipartisan Infrastructure Law competitions, non-competitive funding for the Integrated Ocean Observation System, support for marine and Great Lakes sanctuary designations, Technical Assistance to states, localities, tribes, and other partners, and funding for the Pacific Coastal Salmon Recovery Fund. The second round of the Bipartisan Infrastructure Law Climate Ready Coasts Notices of Funding Opportunities is expected this summer.


NOAA’s remaining Inflation Reduction Act funding will also support critical infrastructure improvements for NOAA facilities that are essential to NOAA’s mission, including the Northwest Fisheries Science Center in Seattle, Washington; construction of two charting and mapping research vessels, as well as critical mid-life repairs for NOAA Fisheries survey vessels; high-performance computing capacity; and facilities projects at multiple national marine sanctuaries, including at the Olympic Coast National Marine Sanctuary.


Question: What does this relate to the cost of a can of bake beans at Safeway? I'm waiting! While high prices at the grocery store shock shoppers, the above article has nothing to do with lowering the price of food, none what so ever! Wasn't this " Inflation reduction act." Was to handle that? Sounds a lot like pork chomp legistation to me. Time to give these Democrats their walking papers vote them out for messing up our ecomony.
