Generating buzz: electric school buses have arrived in Walla Walla

  

It's been 5 years since Washington received its first electric school bus. This is part 1 of a 2-part blog series to mark the anniversary.

When John Griffith, director of transportation at Walla Walla Public Schools, heard that district leadership wanted to purchase electric school buses, he wasn’t immediately on board.


“I was like — I don’t think so,” Griffith recalled. “But our superintendent said, ‘John, we have to think about the next generation, the people who are going to follow you.’” Griffith agreed to see how things went with the first three buses and go from there. “And these buses have just performed amazingly,” he said when Ecology visited Walla Walla in September. 


Since those three buses rolled out in 2023, Walla Walla Public Schools has received funding for an additional 15 that are scheduled to arrive over the next year, giving it one of the biggest electric school bus fleets in Washington. Funding for their purchase comes from a combination of Ecology and EPA grants — money that made the project possible, even for a smaller school district. 


On board with electric

For Walla Walla School District, the transition to electric has been a team effort. 


“None of this happens without a team,” said Griffith. “This isn’t about me. This is about how we all came together to make this happen — from the superintendent to the electricity providers to the bus drivers.” 

Great leadership also helps. Wade Smith, superintendent of public instruction for Walla Walla Public Schools, has been a driving force in figuring out how to reduce his district’s carbon footprint over the long term. He didn’t need much convincing to see the merits of electric buses. 


“With 41 school buses hitting the streets on 31 routes in our district, and with diesel buses getting only 4 to 8 miles per gallon, transitioning the fleet to electric just made the most sense,” Smith said. 


And, of course, having broad support helped pave the way. He said everyone leaned into the effort, including school district staff, board members, and students from Walla Walla High School’s Green Club. The most rewarding part for Smith was seeing the smiles on the students’ faces when the electric buses first arrived and knowing the students could see they made a difference. 


That difference includes major cost savings — each electric school bus saves the school district about $400 per operational month.


“When you multiply that by 15 buses, that’s $50,000 a year we can spend on other things, or that can help offset the cost of future electric buses if we’re able to secure more grant funding,” said Smith. 


The power of grants

Grants from Ecology have been key to Walla Walla’s success.


The cost of an electric bus is currently three times that of a diesel bus. So how could the school district shift to a more environmentally friendly transportation system without breaking their budget? That was the question on everyone’s mind.  


“We did our research,” said Griffith. “We knew electric was the direction we wanted to head, and we knew money was out there, that there were grants that could make this happen.”


Indeed, the first three electric school buses were funded with help from a $1.04 million grant from Ecology’s clean diesel grants. The district used a second $1.05 million Ecology grant from the next funding round, as well as a $3.75 million grant from EPA’s Clean School Bus Initiative Grant Program to help purchase the next 15 electric buses. By next July, nearly half of their school bus fleet will be electric. 


“The fact that we got these grants for 15 new school buses — that created a buzz within the district.” said Griffith. “It was very exciting.” 


Washington’s vision 

Right now, a small fraction of school buses across Washington are electric. However, that picture is quickly changing. Every year, the number of electric school buses continues to increase. Washington’s goal is for all new school bus sales to be electric by 2035. 


So far, Washington has invested a total $78.3 million to replace about 220 diesel school buses with electric school buses and install associated charging infrastructure. Of those new electric buses, 69 are on the road now.  


From 2023 to 2025, the legislature set aside an unprecedented $53.7 million to help school districts transition diesel school buses to zero-emission alternatives — with $20 million coming from Climate Commitment Act (CCA) funds, and another $4 million from CCA funds pending election results in November.

With such a large transition comes an increased need for adequate education and training about how to maintain an electric fleet. That's why some of Ecology’s grants are given to help teach local mechanics how to service and maintain electric buses. Walla Walla Public Schools has received one of these grants. They foresee it helping them as well as the many smaller school districts that are part of their transportation cooperative. These other districts can then rely on Walla Walla’s trained mechanics to service their electric buses,  too. 

"We’ve been creative in aligning some of Ecology’s resources with EPA's,” Smith said. “Ecology has really helped us navigate the complexities of the grant process. They've been great to work with."/DOE

Paid Family & Medical Leave premiums to increase in 2025

IN FOCUS: DNR Starts New Project to Remove Tens of Thousands of Polluting Tires from Puget Sound.

The agency kicked off the large-scale cleanup with a pilot project off Tolmie State Park.   

 

One more threat to the health of Puget Sound is being removed, as the Washington Department of Natural Resources (DNR) has begun the first removal of makeshift tire reefs as part of the agency’s new Tire Pile Removal Program.

 

The tires, which were installed as artificial reefs in the 1960s-80s by several Washington state groups to increase habitat for dwindling rockfish and lingcod populations, pose an increasing environmental threat. One that DNR is working to alleviate through this program.

 

“The health of Puget Sound is at the root of who we are as Washingtonians,” said Commissioner of Public Lands, Hilary Franz. “That’s why it’s so important we remove pollutants like these tire reefs now before they become a larger problem across the Puget Sound.”

 

DNR has identified 14 sites with tire reefs in the Puget Sound. DNR crews spent several years intensively mapping these tire reefs with multibeam sonar and GIS. The project is part of DNR’s Watershed Resilience Action Plan (WRAP) to protect and restore salmon habitat.

 

The first of these removal projects began removals last week as crews using an excavator and dive team began removing approximately 2,500 tires from the site off Tolmie State Park near the mouth of the Nisqually River.

 

“This has been a long time coming.” said Nisqually Indian Tribe Chairman, Ken Choke. “Although the intention was to provide somewhat of a safety mechanism, there was no clear understanding of what type of danger these tires imposed to our resources, and how they would still be impacting the waters of Puget Sound still to this day.”

 

The polypropylene rope holding bundles of tires together is wearing down, causing tires to drift and pollute waterways and beaches. Once on land, the tires break down faster which can result in microplastics spreading into the environment. The piles also collect fishing line and other debris underwater that can entangle wildlife.

 

With so many removal sites left, the agency hopes to secure more funding for more removals in the upcoming legislative session.  

 

Cataloging and surveying the tire piles of Puget Sound has been a joint effort and wouldn't be possible without the collaboration of the Washington Department of Ecology (DOE), the Washington State Parks and Recreation Commission (WSPRC), the Washington Department of Fish and Wildlife (WDFW), the Washington Scuba Alliance (WSA) and Nations and Tribes of Washington State.

IN FOCUS: WDFW seeks members for new Regional Engagement Committees in North Puget Sound and North Central Washington regions.

OLYMPIA – The Washington Department of Fish and Wildlife (WDFW) is seeking members for new Regional Engagement Committees (RECs) in the North Puget Sound and North Central Washington regions. These committees will represent local interests and provide input on regional conservation efforts.


Members of the public and relevant organizational representatives interested in fish, wildlife, and habitat conservation as well as fishing, hunting, wildlife watching, or other fish and wildlife-related outdoor recreation are encouraged to apply.


Applications are due by Dec. 2, 2024, and may be submitted through an online form, or by completing an application form (PDF) and submitting via email or postal mail. Members will be appointed to two-year terms. The RECs will begin quarterly meetings in 2025. Meetings will be a mix of in-person at WDFW’s regional headquarters or other locations within each region, with opportunities for hybrid meetings.


Consistent with WDFW’s 25-Year Strategic Plan, “Engage communities through recreation and stewardship” section, the Department is establishing RECs to represent the diversity of local interests and incorporate those perspectives in WDFW’s regional conservation efforts and decision making.


“We’re excited to launch WDFW’s Regional Engagement Committees to increase our engagement with the diverse communities, partners, and stakeholder groups in our regions,” said North Puget Sound Regional Director Brendan Brokes. “Abundant fish, wildlife, and habitat support our quality of life in the Puget Sound region and across Washington. The new RECs will help grow and guide our efforts to conserve Washington’s natural heritage and manage outdoor opportunities.”


"As we continue to advance our mission of conserving fish, wildlife, and habitats across Washington, these RECs will play a crucial role in incorporating regional perspectives into our decision-making processes,” said North Central Regional Director Brock Hoenes. “By bringing together community members with a shared passion for the outdoors, we can ensure that our conservation efforts are more inclusive and better reflect the needs and values of our region. We encourage everyone with an interest in these important issues to apply and join us in this collaborative effort."


To better serve Washingtonians and fish, wildlife, and habitat around the state, WDFW operates six regional offices. Each region is led by a regional director and Regional Management Team. The RECs will serve as a forum to provide diverse input to regional management on the Department’s work within each region. The Department is currently piloting the RECs in two regions, North Central (Region 2) and North Puget Sound (Region 4) and anticipate establishing the other four RECs in the 2025-2027 biennium.


The North Central Region consists of Adams, Chelan, Douglas, Grant, and Okanogan counties including more than 290,000 residents. The North Puget Sound Region consists of Island, King, San Juan, Skagit, Snohomish, and Whatcom counties including more than 3.5 million residents.


The RECs and their members will help foster new relationships with diverse communities and strengthen established connections, promoting engagement and collaboration within local communities for the Department’s mission.


REC candidates may be individuals or affiliated representatives of clubs, groups, businesses, associations, or other non-governmental organizations. Compensation and reimbursements available 

Advisory groups are a unique opportunity for people to share their knowledge and expertise with the Department. To reduce barriers for people to engage, WDFW offers compensation for advisory group members’ time and reimbursements for childcare, adult care, lodging, meals, and mileage. WDFW is following guidelines from the Office of Equity for advisory group compensation and reimbursements. 


Washington residents who serve on advisory groups in a professional role and are otherwise compensated for their involvement are not eligible for compensation. Reimbursement rates are available on the Office of Financial Management’s website. Compensation rates range from $45 for one hour to $200 maximum per day.


All members of the public are invited to apply regardless of race, color, sex, age, national origin, language proficiency, religion, sexual orientation, gender identity and/or expression, status as a veteran, or basis of disability.

State veterinarian confirms rabbit hemorrhagic disease in San Juan County.

  

The Washington State Department of Agriculture (WSDA) state veterinarian’s office has confirmed the presence of Rabbit Hemorrhagic Disease Virus type 2 (RHDV2), in rabbits on Lopez and Orcas Islands in San Juan County. RHDV2 is a highly contagious, fatal disease of rabbits.


The rabbits suspected of RHDV2 were sent for testing at the Washington Animal Disease Diagnostic Laboratory at Washington State University and the results returned positive for RHDV2 Thursday afternoon.


RHDV2 history in Washington


In 2019, RHDV2 killed hundreds of feral domestic and domestic rabbits in Island and Clallam counties. Before then, the disease was designated as a foreign animal disease (FAD). If FADs are detected, there are restrictions and emergency rules put into effect. Because of that outbreak, the virus is now considered stable-endemic, which means it already exists in the environment. Cyclic mortality events are not unexpected as the immunity of the rabbit population waxes and wanes.   


Because the disease now exists generally in the environment, there won’t be any additional restrictions or rules set into place with this detection.


Protecting your rabbits


Late in 2022 the state vet’s office authorized emergency use of the Medgene vaccine for RHDV2, which is now available to all Washington veterinarians. The vaccine has been shown to be protective against RHDV2. The vaccine must be administered by a Washington licensed veterinarian.


State Veterinarian Dr. Amber Itle is calling all rabbit owners to ask their veterinarians about the vaccine and to have their rabbits vaccinated as soon as possible. Due to the contagious and extremely infectious nature of this virus, vaccination is critical for disease control to protect our domestic and wild rabbit populations alike.  

State veterinarians also say ensuring your rabbits do not encounter wild or domestic-feral rabbits, elevate their hutches, or bring them inside.


“Remember to observe good biosecurity practices in addition to vaccinating your bunnies. Be sure to isolate new additions for three weeks before commingling them with your colony and avoid contact of domestic and wild rabbits,” Itle said.


What if my rabbits are sick?


If an owned rabbit dies and RHD could be the cause, state veterinarians say to double bag the body in plastic bags and refrigerate it until given more instructions, but do not freeze. Contact your veterinarian for owned domestic rabbits to determine if the sample is to be submitted to WSU WADDL for testing. 


Contact the WSDA at (360) 902-1878 or ahealth@agr.wa.gov or the state department of Fish and Wildlife to report any unusual mortality events in new geographic areas (outside of Lopez or Orcas Islands). Contact your veterinarian for owned domestic rabbits to determine what samples should be submitted to WSU WADDL for testing.  Always wear disposable gloves when handling a dead animal; dispose of them when done and wash your hands.

OLYMPIA — In an effort to empower Washington residents and ensure informed participation in the upcoming general election, the Office of the Secretary of State is participating in National Voter Education Week (NVEW) from Oct. 7-11. The weeklong initiative focuses on equipping voters with the knowledge and resources needed to confidently vote this November. National Voter Education Week is a nonpartisan campaign aimed at helping voters understand the election process, from registering to casting a ballot. More information on NVEW can be found on their website.



“An informed electorate is the cornerstone of a healthy democracy,” Secretary Hobbs said. “It is important that voters seek out trusted resources when researching election information. Each election season, we see increasing attempts by bad actors to spread election misinformation, creating unnecessary barriers to voting.”

However, they did not appoint elders in them until they visited them again some months or years later. It was then they appointed elders (Acts 14:23).
