Now, if she spoke in her capacity as County Treasurer during her little chat with the democrats, she would be in-violation of the code of conduct which I shared below. The report posted didn't mention if she was speaking as a citizen, or under her title as Treasurer. But this all smells bad to me all the same. First of all shouldn't the County Treasurer once in office be nonpartisan, not taking side on any elections publicly? She only grants interviews to local publications that favors her, is that being fair minded? I looked at the code of conduct below closely, and this seems to me on the edge of violating the spirit of the code, if not right out violation. Plus is it now the objective of the local Democrats to put the current County Administrator out of a job? Is that what they are playing for? Is it any wonder I don't vote for liberals!? Now if the treasurer isn't suppose to take sides in an election, why is it she just went and talk to the democrats, why not the republicans as well? Now, I looked to see the regulations were on county employees including elected officials taking sides on an election, no where did it mention that taking sides were prohibited as long you are doing so not as county employee but as a private citizen its okay to do, but from what I read and understood you still have to conduct yourself accordingly. Whether your on the clock or not. But, this issue just doesn't sit well with me regardless, because we often heard of Barkhuis citing several times of being harassed by Jones, from what I see it is Barkhuis doing the harassing, and putting oil on an open flame, by her rhetoric she puts out. From what I seen in recent encounters between the County Commission and the Treasurer, they seem to bend over back words in accommodating to her wishes. Who is running the show here readers? The Commissioners? or the Treasurer? To me, a County Treasurer is like any elected official, who suppose to represent all of the people of Clallam County, not just her liberal friends, and publications that write favorable articles about her. She seems to treat anyone who have some doubts about her with disdain. Is that being just and fair? In my opinion her job is to over see the County finances, not plotting to have someone be fired. Just how I look at this whole affair. So, my question still remains, if she is wanting to show how fair minded she is, when is she going to chat with a more conservative crowd?

POLITICAL ACTIVITY
Employees of the County shall not solicit any money, influence, service or other things of value
or otherwise aid or promote any political committee or the nomination or election of any person to public office while on the job or during working hours.
An employee may seek political office; provided, however, holding such office does not create a
conflict of interest or interfere with the employee's regular duties with the County. The
Prosecuting Attorney shall be consulted when a question of conflict of interest exists.
No employee shall use official authority or influence to further a political cause or candidate.

CONDUCT – SPECIFIC PROHIBITIONS
The County's success in providing quality service to the citizens and maintaining good
relationships with the community depends on employees. For employee guidance, the County
has provided a listing of certain conduct which, if engaged in, would be detrimental to the
County’s objective and could lead to disciplinary action including discharge. The following
specified conduct is illustrative and not intended in any way to be all-inclusive:
Making malicious, false, or derogatory statements that are intended or could reasonably
be expected to damage the integrity or reputation of the County or our employees, on
or off premises

From Staff memo: In the event multiple complaints or claims based on conduct arising at or from a single action are filed against the same public official, all such complaints and claims shall be joined and shall be reviewed collectively by one Board of Ethics. That Board shall hear and determine all complaints and claims made against that public official that are based on conduct arising at or from a single action. Once that Board has concluded its proceedings, no other complaints or claims may be made against the same public official alleging a violation for conduct arising from the same action.

From Staff memo: On May 2, 2016, a complaint was filed against Council members Sissi Bruch, Brad Collins, Michael Merideth and Lee Whetham alleging that they had violated the City’s Code of Ethical Conduct as outlined in Chapter 2.78 of the Port Angeles Municipal Code. As directed by the ordinance, the City Clerk forwarded the complaint to the City Attorney, City Manager, and the full Council.
This is the fourth complaint filed against City Council members since February. The first two
complaints, and now the fourth, allege that one or more Council members violated the ethics code during the February 2nd City Council meeting. The third complaint alleged the Mayor violated the code of ethics during the January 5 and January 19, 2016 Council meetings.
- Joint Meeting with the Port of Port Angeles
Staff memo: Council directed staff to work with the Port of Port Angeles to schedule a joint
meeting between City Council and the Port Commissioners. In addition, staff was asked to
bring a list of possible agenda items to the May 17th Council meeting for discussion. The
