WILL A COUNCIL MEMBER MOVE TO PLACE THIS ON THE NOV. 8TH BALLOT?

First of all readers, I want to wish everyone a Happy Independence Day!

I imagine our founding fathers would never imagine that their nation that they founded in good faith, and belief in God that it would one day face it's founding principles such as free speech, freedom from religious persecution, and our basic liberties would put in jeopardy by a sitting president by allowing those who hate and despise this nation and peoples in this country. Time will tell if the policy of allowing 10,000 refugees in this nation was a good move or not.
I'm not saying all 10,000 Syrian refugees are bad people, but, as you know there are bad apples in every group.
However, even though that has nothing to do with the title of this week's commentary. It does go to show  what happens with bad policy making.

In our case the continuation of adding fluoride in our water system, only to appease overly zealous local dentist. Which many in our community feel is putting our general health in jeopardy, along with our "liberty" in being able to drink, and bath in toxic free water.

There was a petition going around with a citizen action to completely replace the current city council and revert back to the style of city council circa the 1970's. As the following Peninsula News article posted June 18th states....

Quote from the article posted on June 18th: "But the City Council could vote to have it on the Nov. 8 ballot, Bloor said. The deadline for filing resolutions for the fall general election ballot is Aug. 2."


Editorial Note: I realize the deadline for posting a ballot measure of changing the "class" of our city council isn't until August, thus forcing all current council members to vacate their seats. We haven't heard anything from the current council on the possibility of forwarding the question on the ballot to change city government. You would think there would have been some mention of this during the last city council. There was none from what I heard on the matter.

CITY COUNCIL TO CONSIDER AGREEMENT WITH MACK ATHLETICS INC.
Staff memo provided:  In 2015, the City was approached by the owner of MACK Athletics, Inc., Matt Acker, about the possibility of bringing a West Coast League baseball franchise to Port Angeles. In 2016, several meetings took place to make sure that the City of Port Angeles and a West Coast League team could coincide with the other various activities that take place at Civic Field. A mutual agreement has been worked out and attached is a Facility Use Agreement between the City of Port Angeles and MACK Athletics, Inc., to bring a West Coast League franchise to Port Angeles. Editorial Note: I took a look at the city agenda coming this week, and there isn't even a whisper of bringing the issue up for consideration of forwarding the petition to a ballot measure come this November 8th ballot on the agenda this coming Tuesday. The lead item on the agenda is about the possibility of a west coast baseball franchise coming to Port Angeles, along with some other items of interest, which touches on the reasons for the anger from the public on the issue of fluoridation, and the cause and effects of some actions surrounding the decision of continuing adding fluoride to our water system.
Now I think it would be great that a minor league team would call Port Angeles their home. That would at least give a good enough reason to fix up Civic Field. But, that's besides the point of issue at hand to go with a change of city government or not. The question is will a current council member be willing to stand up and make a motion to send the question of changing the form of city council to the November 8th ballot? Like in baseball it's the ninth inning and your one call from being struck out, and your team is on the losing side. It will be a test of wills for sure, seeing which of these council members really mean what they say with their oaths of office to defend and protect the US, and State Constitutions or not. That in itself would be something to watch.

THE COUNTY TREASURE'S MELODRAMA CONTINUES

The following headlines from the local media pretty much plays out the story line at least in the case of County Treasure Selinda Barkius ongoing allegations against other county officials. The thing that strikes me as odd, are  claims that her freedom of speech is being denied.  We all seen countless news stories from the local media that quotes her statements she makes, then, she denies interviews from other media types that might let her have her say. Does that make any sense at all? She seems to favor one local media outlet above anyone else that may give her a fair hearing. Could it be because that media outlet is giving her a platform for her agenda at the time? What is really odd in my view, while she snubs interviews from other media outlets, she often is quoted in saying that her voice is being suppressed, and not heard, and no one cares about her concerns. I approached Barkhuis once to conduct an interview, she gave me the old line: "I'll think about it" , to me that was tell me to shove off. I hadn't asked since, nor do I plan to again. Readers, I only ask once. It don't matter to me really whether she wants to talk with this publication or not, I do manage to record her statements she gives during public meetings. It struck me as odd her insistence of making claims that her speech is being denied. Isn’t the county treasure supposed to be accessible to all citizens, not just those who champion her causes?

PORT'S LEAD HEADLINE...HIRING OF NEW DIRECTOR

The lead highlight item on the Port Commission agenda on Monday was the hiring of Karen Goschen, who had been the interim director until a new one was found, got the job officially. The following is the press release issued by the Port Commission.

Via press release issued on June 28, 2016
On Monday, June 27, the Port of Port Angeles Board of Commissioners voted unanimously to appoint Karen Goschen as their new Executive Director. Ms. Goschen has served as the Interim Executive Director since January 2016 and will now officially take the helm at the Port of Port Angeles.
Karen’s organizational strengths have been a key factor in meeting the challenges of change that have affected the Port in the last two years. Her management style is in the tradition of “servant leadership,” a participative philosophy that emphasizes service as an aspect of decision-making and recognizes the strengths within each person.
"Karen Goschen's commitment to this Port and our community is unparalleled,” said Port Commission President Colleen McAleer. “The Commission fully believes Karen's strategic vision for partnership and her servant leadership approach will improve Clallam County's environment so businesses can prosper. We are thrilled to have Karen at the helm and expect to see great advances under her leadership."
Karen was hired as the Port’s Director of Finance in August 2012 and was promoted to the Deputy Executive Director in 2014. Karen has previously held executive-level management positions in Finance and operations since 1998 and has been responsible for presenting financial and operational results to governing boards for nonprofit, government and for profit entities. She has also held positions in management consulting, focusing on process improvement, strategic planning and financial systems, and has taught college level business and finance courses.
Karen earned her Bachelors of Science degree in Accounting and Finance from California State University graduating Summa Cum Laude, and a Masters of Business Administration, with a concentration in Finance from the University of Colorado. She also studied law at the University of Colorado.
Jones Strategic was hired by the Port Commission in December of 2015 to conduct the Executive Director search. Four Executive Director candidates were interviewed on June 16th in an open public meeting and then in executive session on June 17th.

During the work sessions on March 29 and April 26, Council reviewed and agreed to changes that had been proposed for all sections of the Rules of Procedure, except
Section 13. On May 24th and June 7th, Council reviewed changes to Section 13 and at the June 7th meeting selected Section 13 Option 2 for integration in the Council Rules of Procedure.
During a prior work session, Council requested that a public hearing be scheduled prior to final
adoption of the rules. A public hearing was noticed for the June 21st and July 7th Council meetings with Council adoption anticipated on July 5th. ( see packet page no. F-8)

Editorial comment: It was during one of the public hearings regarding the proposed protocol and procedures during council meetings, That yours truly spoke up and gave kudos points to my one time council opponent,  Lee Whetham’s  stand on having more work sessions before any bans on signs, flags, applause, or any signs of demonstration during meetings.  On principle, I voiced my support of Whetham’s call for further discussions regarding the code, and even he agrees that a deeper look of the overall consideration of the entire code that led the city to a point that council members have taken to hide behind in order to avoid questioning directly to council members on policies they make by the public, and media.

That shouldn’t be overlooked by council while they reviewing meeting rules. I made mention that during my comments, and remind or at least hinted the reasons why the council the ethics code, code of conduct toward the public, by council members, have. Our pal Max Mania. Even Whetham himself echoed the reasons in a PDN article sometime ago.

After an impromptu, work session like dialog by  council member Sissi Bruch, who gave her ‘edits’ if you will on the meeting rules, which I thought should have been talked about during a work session, not during  a public hearing on the matter on Tuesday.

After all of that the council decided to call for more work sessions on the issue. (someone must have been paying attention to my comments)
But, during the course of discussion Whetham, said if the council were to adopt the Roberts Rule of Order to govern the meetings he’d be ready to support it! I was thinking bravo! That’s something I fully support that all local governmental meetings should adopt Roberts. Like a old friend of mine who was an advocate for such a measure, Wil Gormley, who drilled the Roberts Rule of order many times in public meetings, but everyone just didn’t pay no mind to. He often challenged how meetings were held, and how in essence those meetings should be considered illegal because of the very fact they weren’t being followed.

Well I tell you readers, that meeting back in Feb. 2nd Roberts weren’t being followed. Again readers, I say that whole meeting on Feb. 2nd should be declared null and void, and done over. I’m waiting to see if there is a council member who will take the next step and declare it.
Now on the video I am sharing with you are comments made by Whetham after my comments, which I didn’t record….guess I should have, but didn’t my call on that one. Maybe next time I’ll have an US flag, my sign promoting my business, and my Army tee shirt to do my own brand of demonstrating.

PORT ANGELES DIGEST: AREN'T WE ALL PANHANDLERS IN SOMEWAYS?

During the city council meeting Tuesday, it was decided to forgo imposing stricter provisions against panhandling for the time being, for at least sixty days. This was stemming from a letter to the council by PA Forward, which Mayor Downie chairs, and the Deputy Mayor co-chairs.
Once again the content of the letter PA forward sent to the council:

" Dear City Council Members, We, the members of the PA Forward Committee, have followed with growing concern the increase in panhandling and aggressive solicitation in Port Angeles and the negative effect this has on our already struggling downtown businesses.  Panhandling and aggressive solicitation make potential customers uneasy and make shopping in Port Angeles less attractive. 
 They can also create a hostile environment for owners and employees of businesses. Most panhandlers conduct this activity out of choice as a full time occupation that can produce a considerable tax free income.  There are many opportunities for the truly needy to obtain shelter and food.  Most panhandlers choose not to utilize these opportunities.
      This is not a problem limited to Port Angeles.  It is our understanding that a significant majority of communities nationwide have already availed themselves of the legal option to prohibit coercive solicitation and limit panhandling as to time and place so that it does not result in intimidation or public safety issues.  Many communities in the State of Washington, such as Chehalis, Centralia, and Arlington, to name only a few, have adopted such ordinances.  Port Angeles should follow suit. We request the Port Angeles City Council to pass an ordinance prohibiting coercive solicitation and limiting panhandling as to time and place, as other similar ordinances elsewhere have already done.  To avoid reinventing the wheel, one can look at ordinances such as the City of Chehalis Ordinance N. 944-B and adapt it for local use. Thank you for your consideration, and your assistance in making Port Angeles a safe and enjoyable place to shop and go out in."

Quote from the article posted: " I don't remember having a conversation with someone who told me they had a permanent home and they were down there panhandling so they could pay their rent or their mortgage, Viada said. Viada said no one has ever described panhandling as a job or as a way to deliberately not pay taxes."
" Kidd responded Wednesday that one panhandler told her he makes $200 a day. They get tax-free money, she said." 


Editorial note: Some dispute the claims by Kidd and others that there are those who use the cloak of being needy or homeless to milk the folks giving charity of their money, and deny that these folks are making anywhere from $40 and up daily, just by panhandling.


Reader's, when this all started way back in December, a neighbor lady approached me and express concerns over the city's plan to impose a panhandlers ordinance. Though she told me she is against such an ordinance, she did mention a panhandler did admit he was on governmental pension, and a home, going out panhandling. So, how does that jive with Viada's comments?
Nevertheless readers, the city decided to wait and see how the plan of having beat cops patrolling the streets on foot, to enforce ordinances already on the books, like no loitering and trespassing. After 60 days, the city will review the results, if need be look into imposing stricter measures.
I am personally glad that the police came up with a better solution just by using ordinances that are already on the books, why reinvent the wheel if you don't need to? After all readers we all 'beg" in some fashion do we not? Politicians beg for votes, and campaign monies during elections, businesses by paying for advertising beg for customers to come and buy goods, and services. We "beg" for mercy in our court system, and lastly on the day of judgement we will beg for mercy in the highest court for our very souls. In a way we are like the guy who stands on a street corner with a tin cup and sign asking for mercy.
