Kilmer Calls on Trump Administration to Increase Support for Pell Grants to Make Post-Secondary Education More Affordable

Washington D.C. – Today, U.S. Representative Derek Kilmer (D-WA) called on President Trump to increase the purchasing power of federal Pell Grants to make college more affordable. In a letter to the President signed by 43 members, Kilmer pointed out that Pell Grants should be tied to inflation to keep up with the rising costs of secondary education.
Kilmer noted that for the 2014-2015 school year, 83 percent of Pell recipients came from families with incomes of $40,000 or less, including 44 percent with family incomes below $15,000.
Kilmer wrote in the letter: “In fact, failure to continue indexing Pell Grants past 2017 means that Pell dependent students would see their awards reduced by $1,300 by the 2026-2027 school year. While indexing is just one step towards addressing our nation’s college affordability crisis, making this investment in higher education is a necessary step.  It is essential that we work together to help hard-working American students achieve their dreams and to build a 21st Century workforce.”

Inslee proclaims state of emergency for 28 counties affected by winter storms
Gov. Jay Inslee late yesterday proclaimed a state of emergency for 28 counties recovering from the impacts of recent severe winter weather.

The proclamation covers Adams, Asotin, Benton, Chelan, Clallam, Clark, Columbia, Cowlitz, Franklin, Garfield, Grant, Jefferson, King, Kitsap, Klickitat, Lewis, Lincoln, Mason, Pend Oreille, Pierce, Skamania, Snohomish, Spokane, Stevens, Wahkiakum, Walla Walla, Whatcom and Whitman counties.
“The colder, wetter and stormier weather this winter has heavily impacted many communities throughout the state,” Inslee said. “The impacts have been significant, from snow removal and damage to public facilities to transportation interruptions and the opening of shelters to assist those whose power was out or their homes damaged. Staff from appropriate state agencies are working with local officials to quantify the impacts and damages so we can determine whether to request federal assistance.”
In his proclamation, Inslee notes that multiple winter storms from January 30 through February 22 produced high winds, heavy snowfall, ice accumulation and significant rainfall. The storms caused significant power outages, major damage to roads and public utilities, delays and cancellations within the state ferry system and at major airports, and damage to homes and businesses.
Additionally, the storms created the need for some communities to provide shelter for impacted individuals and families, and threatened the health and safety of fragile and at-risk individuals such as those with special medical needs.
The proclamation will help the Washington State Department of Transportation make emergency repairs to the state’s roadways and request federal financial assistance for them. Damage to roads is estimated at more than $10 million.
The proclamation also allows the governor to potentially request other federal assistance, pending the outcome of ongoing damage assessments in the impacted counties.
Inslee has also asked the Federal Emergency Management Agency for a 30-day extension to April 23 to complete damage assessments. The request was made in writing to FEMA Associate Administrator Lisa Lopez-Suarez. States have 30 days after the end of an incident (February 22) to conduct damage assessments and to request disaster assistance. The most recent winter weather has slowed this effort.
Staff at the State Emergency Operations Center at the Washington Military Department’s Camp Murray have been monitoring local efforts and coordinating resources to help local officials respond. In addition, staff from the department’s Emergency Management Division are working with local officials on damage assessments.

WSDA issues proposed rules for industrial hemp pilot program
OLYMPIA — The Washington State Department of Agriculture (WSDA) seeks public comment on proposed rules establishing the Industrial Hemp Research Pilot (IHRP) in Washington state. A new state law (Chapter 15.120 RCW) approved last year, directed WSDA to design a program that would license researchers to grow, process and market industrial hemp.
Some of the details spelled out in the proposed rules that create IHRP include:
How to apply for a state license to participate in the pilot, the types of licenses that will be available and fees for each.
How to obtain, handle, transport and store approved industrial hemp seed.
The state's authority and process for inspecting, sampling and testing industrial hemp seeds, plants and products.

Now hiring: Summer jobs for Northwest Washington teens - Ecology Youth Corps protects the environment and offers work experience
BELLEVUE – The Washington Department of Ecology plans to hire 66 teenagers in northwestern Washington this summer as part of the Ecology Youth Corps.
In 2016, youth corps crews picked up 1.2 million pounds of litter and cleaned 5,445 miles of roads statewide. Since 1975, the program has hired more than 12,000 Washington teens, offering them work experience, a summer job, and the chance to preserve our state’s natural beauty and protect the environment.
Teens chosen for the youth corps will work 7 a.m. to 3 p.m., typically Monday through Thursday. They will be assigned to one of six crews, based in King, Skagit, Snohomish or Whatcom counties, and will work in one of two 16-day sessions: June 26 to July 20, or July 24 to Aug. 17. Participants will earn $11 an hour.
Applicants must be ages 14-17 by their first day of employment. Applications are due by April 11 and are available through area school counselors and at Ecology's Ecology Youth Corps website.

Federal council adopts alternatives for ocean salmon fisheries
VANCOUVER, Wash. – Salmon managers have developed options for ocean salmon fisheries that reflect concerns over poor projected returns of coho salmon this year.
Three alternatives for ocean salmon fisheries were approved Monday for public review by the Pacific Fishery Management Council (PFMC), which establishes fishing seasons in ocean waters three to 200 miles off the Pacific coast. A public hearing on the three alternatives for ocean salmon fisheries is scheduled for March 27 in Westport.
Salmon managers developed options designed to protect the low number of wild coho expected to return to some Washington rivers this year while still providing some fishing opportunities, said Kyle Adicks, salmon fisheries policy lead for the Washington Department of Fish and Wildlife (WDFW).

UTC says natural gas utilities can improve hedging practices
New policy will require utilities to be more responsive to changing market
 OLYMPIA, Wash. – State regulators today issued a formal policy statement addressing outdated hedging practices by Washington natural gas utility companies.
 In the statement, the Washington Utilities and Transportation Commission (UTC) reviewed the current hedging practices by the state’s four private natural gas companies. The UTC found the companies’ current hedging practices inflexible and less adaptable to changing conditions, leaving consumers more exposed to hedging losses.

World Needs More Men Standing Up for Gender Equality, Says Secretary-General


Following are UN Secretary-General António Guterres’ remarks at the opening session of the Commission on the Status of Women, in New York today:
I would like to share three simple messages with you today.  My first and most important message is one of gratitude:  a deep and heartfelt thank you.  I thank you and salute you for raising your voices for women’s equality and dignity around the world.
Every day, you are on the frontlines for fairness — for a more just and decent world.  I have seen the difference you make in every corner of our globe.  You are an inspiration.  As you champion equality, you make the world better for all.  I thank you very much.
My second message is clear:  in a male dominated world, the empowerment of women must be a key priority.  Women already have what it takes to succeed.  Empowerment is about breaking structural barriers.
Men still dominate, even in countries that consider themselves as progressive.  Male chauvinism blocks women — and that hurts everyone.  We are all better off when we open doors of opportunity for women and girls:  in classrooms and boardrooms, in military ranks and at peace talks, in all aspects of productive life.
This is vital to address a historic injustice that continues today.  But it is also about effectiveness.
Institutions, companies, Governments and organizations — including our own — those in which gender equality reflect the people they serve get better results by every measure.  They are the future.  If countries address the gender gap at work, women can generate enough funds to underpin success across the 2030 Agenda which was approved by all leaders at the United Nations in 2015.
One study found that women’s equality can add $12 trillion to global growth over the next decade.  Women and girls with better reproductive health and education have also better chances in life.  They earn higher salaries.  They invest more in the health of their children.  Investments now pay dividends for generations.

Mary Utsewa gripped an ear of maize so large she could barely get her hand around it. Standing among bright green cornstalks swaying high above her head, she smiled and considered her good fortune. WA DFI: Notice Regarding Phishing Scam Targeting EDGAR Filers
The Securities and Exchange Commission (SEC) is aware of reports of malicious emails sent to some EDGAR filers that appear to be part of a phishing campaign to compromise company network systems and obtain access to non-public information. The malicious emails purport to be communications from the SEC about changes to Form 10-K and sometimes contain malicious attachments. Clicking on the attachment(s) results in an attempt to install malware designed to obtain unauthorized access to the recipient’s computer and/or network.
Please be advised that the SEC has not made any recent changes to Form 10-K and has not notified filers that changes have been made. Such emails purporting to be from the SEC should be deleted and your network administrator or information security personnel should be notified.

THE FED: The Federal Reserve Board announced on Friday it will seek to fine and prohibit Fang Fang and Timothy Fletcher, two former managing directors at J.P. Morgan Securities (Asia Pacific) Limited, from working in the banking industry for their participation in a referral hiring program that violated anti-bribery law.

Fang and Fletcher are alleged to have offered internships and other employment opportunities to individuals referred by foreign officials, clients, and prospective clients in order to obtain improper business advantages in violation of firm policies and U.S. anti-bribery law.  In addition to permanently prohibiting them from the banking industry, the Board seeks to impose a $1 million fine against Fang and a $500,000 fine against Fletcher.

The enforcement proceedings against Fang and Fletcher follow the Board's November 2016 enforcement actions against JPMorgan Chase & Co. for unsafe and unsound practices related to the firm's referral hiring program.  The Board required JPMorgan Chase & Co. to pay $61.9 million in penalties for control deficiencies related to the firm's referral hiring practices and anti-bribery policies.

DNR, Forest Service sign Good Neighbor agreement

PARTNERSHIP INTENDED TO STREAMLINE MANAGEMENT OF WASHINGTON PUBLIC FORESTS
Furthering work to advance healthy, resilient national forests, habitat, and communities, Washington’s Commissioner of Public Lands Hilary Franz and U.S. Forest Service Regional Forester Jim Peña jointly signed a Good Neighbor Authority agreement today.
 Stemming from authorities in the 2014 Federal Farm Bill, the Good Neighbor Authority allows the Forest Service to partner with the Department of Natural Resources for watershed restoration and forest management services on National Forest System lands. It allows the agencies to share skills and funding in creative and collaborative ways to manage public forests and watersheds across jurisdictions.
 National forests account for 9.3 million acres of forests in Washington, approximately 44% of the state total. Wildfires, habitat connectivity, species recovery, sustainable wood products, and job creation are among the challenges and opportunities facing these public lands.

 The Washington Good Neighbor Master Agreement allows federal funds to be used by the state to work directly on federal public land and to leverage state and other dollars. This allows the state, U.S. Forest Service, and local partners to restore and enhance forests on a landscape level, rather than within jurisdictional or regulatory limitations.

Clallam County Work session meeting on Monday, agenda item highlights:
Discussion regarding proposed amendments to Policy 320 – Inspection and Copying of Public Records and an ordinance creating a chapter in the Clallam County Code titled Public Records Access Last year Commissioner Ozias, Prosecuting Attorney Nichols, Administrator Jones, and Trish Holden met to determine a path forward for dealing with the management of County records and the processing of public records requests. Subsequent meetings brought other people together and ultimately two priorities were set - training for ALL County employees on records retention and public records requests; and an update to Policy 320, Inspection and Copying of Public Records.
The training module is at Vivid for processing and HR expects that it will go "live" within the next two weeks. This will be mandatory training.
The Policy subgroup met twice and the attached documents are the result of their work. Due to the extensive amendments to Policy 320, it is recommended that it is repealed and replaced with a new Policy 321 titled "Public Records."

EXECUTIVE SESSION - 12 p.m. March 14
The Prosecuting Attorney’s Office has requested an Executive Session with the Board of County Commissioners, the County Administrator, the Director of Community Development, and the Director of Human Resources/Risk Department..  

The purpose of this session is to discuss with the BoCC three lawsuits (technically called Petitions for Review) filed against the County with the Western WA Growth Management Hearings Board.  The cause numbers for the Petitions are 00-2-8, 01-2-20 and 17-2-3.  These Petitions allege the County’s Critical Areas Ordinance ("CAO") falls short of what the Growth Management Act (or "GMA") requires for the protection of CAO and therefore is Invalid, because our inadequate CAO "substantially interferes" with the goals and policy of the GMA.    Ordinance 915, enacted in November 2016, is the County’s effort to have the Western WA Growth Board find the County’s CAO to be compliant with the GMA.  The Prosecutor needs authority to sign a Stipulation and Settlement Agreement and upon such approval the DCD Director will sign and make public a related Administrator’s Interpretation.  The goal is to end 17 years of litigation relating to the County’s CAO.
Discussing such matters in executive session is appropriate because public knowledge of the discussion would reveal the County’s legal strategies and likely result in an adverse legal or financial consequence to the agency.  RCW 42.30.110 (1)(i) expressly authorizes a governing body to convene an executive session for the above-described purposes, specifically actual litigation against the County.

REP. KILMER: Coffman, Kilmer Praise VA Move to Increase Mental Health Services for At-Risk Veterans

WASHINGTON, D.C. – Today, U.S. Representatives Mike Coffman (R-CO) and Derek Kilmer (D-WA) praised an announcement from Veterans Affairs Secretary, David Shulkin, that the VA will move to immediately increase mental health services for at-risk veterans. At a House Veterans’ Affairs Committee hearing VA Secretary Shulkin committed to providing mental health services for veterans with other than honorable discharges.
“I was delighted to hear Secretary Shulkin say that he is authorizing mental health assessments and urgent mental healthcare services for our veterans with “other than honorable” discharges. This will particularly help those suffering from the “invisible” wounds of combat that can lead to behavioral and other mental health conditions and, sadly in too many cases to an other than honorable discharge.” Said Representative Coffman, adding “This is a great first step, but Representative. Kilmer and I will continue to press for the passage of our Veteran Urgent Access to Mental Healthcare Act to make this authorization permanent.”
“Two years ago I met with a group of young veterans in Tacoma who described how some of our most at risk veterans were those struggling with mental health issues because of their experiences on the battlefield, and how in many cases those who need our help the most were being denied access to the medical professionals that could help them heal,” said Representative Kilmer. “This is good step forward and builds on the legislation I introduced with Representative Coffman to let more veterans facing a crisis know they are not alone. These folks should have a place to turn for expert support and treatment.”
A service member receives a less than honorable discharge, or “bad paper” discharge, when released from the military for relatively minor forms of misconduct. In many recent instances, however, this misconduct resulted from a service member’s experiences during a combat deployment.
Last year the New York Times reported on the experiences of service members like Kristofer Goldsmith, who was discharged from the Army for missing a plane to Baghdad while he was hospitalized. He was never screened for post-traumatic stress disorder (PTSD) and overdosed after coming home. Thomas Burke, currently at Yale Divinity School was charged with misconduct for drug use while serving in the Marines but was never evaluated for PTSD.
Since 2009, the Army has separated at least 22,000 combat veterans diagnosed with mental health disabilities or TBI for alleged misconduct. This has occurred despite congressionally mandated reforms intended to halt the administrative separations of veterans suffering from service-related conditions.
The bill also requires a third-party study of veteran suicide to review: The effect of combat service on veteran suicide rates; the rate and method of suicide among veterans who have received healthcare from VA; and the rate and method of suicide among veterans who have not received healthcare from the VA.
According to the VA’s 2016 veteran suicide report, an average of 20 veterans per day commits suicide.  However, evidence collected suggests that there is a decrease in rates of suicide among veterans receiving VA health care, as opposed to veterans who do not.

Now more so after the city agreed to put the issue of fluoridation to the voters, and agreed to go along with what the voters decide on. So this whole issue of changing to a second class city is a moot point.
