CITY'S BACK DOOR OPTION FOR CONTINUED USE OF FLUORIDE?

For Informational Purpose Only - Department of Health Tracer Study with Sodium Fluoride The Washington State Department of Health is evaluating the disinfection
efficiency at 34 water treatments plants throughout Washington State, including the City of Port Angeles Water Treatment Plant (PAWTP). The DOH certification of the PAWTP requires the City complete a tracer study. The industry standard to determine disinfection efficiency includes
performing a tracer study to evaluate dispersion of chlorine used in the disinfection process. Since chlorine is continuously reacting and difficult to measure, the tracer study normally uses a more inert substance, sodium fluoride.
The City is in the process of providing data to DOH and their contractor to determine if chlorine can be used as the tracer element rather than fluoride, but due to the less stable nature of chlorine, it is unknown if chlorine is a viable option until these tests are completed. If chlorine is not a suitable tracer element for the City system, then the DOH contractor will use sodium fluoride.
The purpose of a tracer study is to confirm the existing baffling efficiency for the City’s Water
Treatment Plant contact basins. The baffling efficiency determines the effective chlorine contact time that is provided by the water treatment system to help ensure that viruses and bacteria are disinfected and do not negatively affect public health. For the purpose of the tracer study, if fluoride is used, the dose of sodium fluoride will vary between 0.6 mg/L – 0.8 mg/L. A majority of the fluoride introduced into the City’s water system for this tracer study will dissipate within five days after the study is completed.
Editorial comment: Yeah, right! If you like the taste of salt in your drinking water. An alternative to fluoride perhaps? To let the city have their cake, and eat it too?, or a alternative to a possible defeat in the next general election from the public voting against the practice of adding fluoride? Sounds fishy to me folks, might end up having water taste like salty fish in the end if were not careful.

Projects listed from these programs for this year's budget request include fish passage improvements on Kugel Creek and the Hoko River; riparian conservation on Morse Creek; and a water conservation reseruoir project and a floodplain restoration project on the Dungeness River.

The Board of Clallam County Commissioners seeks support for four worthy programs that fund high priority restoration actions on the North Olympic Peninsula and throughout Puget Sound. The programs are the Puget Sound Acquisition and Restoration (PSAR), Fish Barrier Removal Board (FBRB), Coordinated Investment for Puget Sound Floodplains (Floodplains by Design), and the Washington Coast Restoration Initiative (WCRÐ. These programs play a key role in restoration projects here in Clallam County and elsewhere in Puget Sound and the outer coast.
In addition to leveraging other funding sources to recover salmon and provide localjobs, the projects funded by PSAR" FBRB, Floodplains by Design, and WCRI significantly benefit local residents. Restored natural habitats help reduce flood risÇ improve water quality, improve the chance for shellfìsh haruest, and offer recreational fishing opportunities. Salmon play a vitally important economic and environmental role on the North Olympic Peninsula.
The many salmon restoration projects under way create local jobs and significantly affect our
economy. Repairing damaged habitat is critical to recovering Clallam County's five ESA-listed salmon species: Puget Sound Chinook; Eastern Strait of Juan de Fuca-Hood Canal Summer Chum; Puget Sound Steelhead; bull trout; and sockeye salmon,
One example of the work made possible by these programs the Lower Dungeness River Floodplain
Restoration. Clallam County has submitted a funding request for the restoration project to PSAR large cap, which funds projects of $1 million and greater. This large-scale, multi-partner, high priority
project reconnects 0.8 miles of the Dungeness River with 110 acres of its floodplain. The expanded floodplain and reconnected habitat will reduce flood risk while improving fish habitat and water quality in the lower Dungeness River. The proposal ranks #lon the PSAR large cap list, and is funded in Governor Inslee's budget.

Ordinance 3168 Related to Land Use Regulations; Imposing a Temporary Moratorium on the Receipt and Processing of Permits Related to Tourist Homes for a Period of 180 Days, Authorizing Setting a Date for a Public Hearing, and Declaring an Emergency.
At the March 13, 2017 Workshop, Council discussed the Planning Commission recommendation and proposed code changes related to the regulation of short-term rentals. During the discussion, staff provided information to Council regarding the number of applications for tourist homes that have been approved since the beginning of 2015. Since that time frame, 13 applications for tourist homes have been approved.
Based on the number of applications for tourist homes approved in 2015 and 2016, as well as the expectation of impending clarifications and changes to the City’s short-term rental regulations, Council directed staff to prepare an ordinance to impose a temporary moratorium on the receipt and processing of conditional use permits for tourist homes.
In the absence of such a moratorium, there is concern that approving applications prior to the adoption of any new or revised regulations will result in a significant potential to create a situation where newly permitted tourist homes would very soon become nonconforming uses. The moratorium will provide Council adequate time to complete their review and adoption of new regulations.

If chlorine is not a suitable tracer element for the City system, then the DOH contractor will use sodium fluoride.
The purpose of a tracer study is to confirm the existing baffling efficiency for the City’s Water
Treatment Plant contact basins. The baffling efficiency determines the effective chlorine contact time that is provided by the water treatment system to help ensure that viruses and bacteria are disinfected and do not negatively affect public health. For the purpose of the tracer study, if fluoride is used, the dose of sodium fluoride will vary between 0.6 mg/L – 0.8 mg/L. A majority of the fluoride introduced into the City’s water system for this tracer study will dissipate within five days after the study is completed.
Editorial comment: Yeah, right! If you like the taste of salt in your drinking water. An alternative to fluoride perhaps? To let the city have their cake, and eat it too?, or a alternative to a possible defeat in the next general election from the public voting against the practice of adding fluoride? Sounds fishy to me folks, might end up having water taste like salty fish in the end if were not careful.

The Board of Clallam County Commissioners seeks support for four worthy programs that fund high priority restoration actions on the North Olympic Peninsula and throughout Puget Sound. The programs are the Puget Sound Acquisition and Restoration (PSAR), Fish Barrier Removal Board (FBRB), Coordinated Investment for Puget Sound Floodplains (Floodplains by Design), and the Washington Coast Restoration Initiative (WCRÐ. These programs play a key role in restoration projects here in Clallam County and elsewhere in Puget Sound and the outer coast.
In addition to leveraging other funding sources to recover salmon and provide localjobs, the projects funded by PSAR" FBRB, Floodplains by Design, and WCRI significantly benefit local residents. Restoration. Clallam County has submitted a funding request for the restoration project to PSAR large cap, which funds projects of $1 million and greater. This large-scale, multi-partner, high priority
project reconnects 0.8 miles of the Dungeness River with 110 acres of its floodplain. The expanded floodplain and reconnected habitat will reduce flood risk while improving fish habitat and water quality in the lower Dungeness River. The proposal ranks #lon the PSAR large cap list, and is funded in Governor Inslee's budget.

Ordinance 3168 Related to Land Use Regulations; Imposing a Temporary Moratorium on the Receipt and Processing of Permits Related to Tourist Homes for a Period of 180 Days, Authorizing Setting a Date for a Public Hearing, and Declaring an Emergency.
At the March 13, 2017 Workshop, Council discussed the Planning Commission recommendation and proposed code changes related to the regulation of short-term rentals. During the discussion, staff provided information to Council regarding the number of applications for tourist homes that have been approved since the beginning of 2015. Since that time frame, 13 applications for tourist homes have been approved.
Based on the number of applications for tourist homes approved in 2015 and 2016, as well as the expectation of impending clarifications and changes to the City’s short-term rental regulations, Council directed staff to prepare an ordinance to impose a temporary moratorium on the receipt and processing of conditional use permits for tourist homes.
In the absence of such a moratorium, there is concern that approving applications prior to the adoption of any new or revised regulations will result in a significant potential to create a situation where newly permitted tourist homes would very soon become nonconforming uses. The moratorium will provide Council adequate time to complete their review and adoption of new regulations.

Sen. Murray Reintroduces Healthy Families Act to Allow Workers to Earn Paid Sick Days

(Washington, D.C.) – Today, Senator Patty Murray (D-WA), ranking member of the Senate Health, Education, Labor, and Pensions (HELP) Committee, reintroduced the Healthy Families Act, legislation that would allow workers to earn paid sick leave to use when they are sick, to care for a loved one, to obtain preventative care, or to address the impacts of domestic violence, stalking, or sexual assault.
“It is unacceptable that 41 million people across the country have to take time off – or risk losing their job – if they catch the flu, if their child is sick, or if they have to take care of a sick parent,” said Senator Patty Murray. “No one should have to choose between their health and their economic security, but our outdated policies are forcing too many workers to make that kind of choice. I’m proud Washington state continues to be a leader on this issue-- and it’s time our national policy catches up to ensure all hardworking families are able to care for themselves and loved ones when they need it the most.”
Today, 41 million private sector workers across the country do not have access to paid sick days. The Healthy Families Act would allow workers at businesses with at least 15 employees to earn up to 56 hours, or seven days, of paid sick leave each year. This would allow workers to stay home when they are ill, to care for a sick family member, seek preventive medical care, or seek assistance related to domestic violence, stalking, or sexual assault. Businesses that already provide paid sick leave would not have to change their current policies, as long as they meet the minimum standards of the Healthy Families Act. Studies show that sick paid leave can reduce the spread of contagious diseases like the flu and a national paid sick days policy would reduce emergency room visits by 1.3 million annually, saving $1.1 billion a year.

(Washington, D.C.) – Today, U.S. Senators Patty Murray (D-WA), Jeff Merkley (D-OR), Maria Cantwell (D-WA), Ron Wyden (D-OR), along with Congressman Earl Blumenauer (D-OR3) sent a letter to the U.S. Army Corps of Engineers (Army Corps) and the Office of Management and Budget, urging them to allocate the necessary funding to address unmet obligations to the four Columbia River Treaty Tribes. The construction of the Bonneville, The Dalles, and John Day dams flooded tribal communities, houses, and traditional hunting and fishing sites along the Columbia River.
Last month, the Army Corps dedicated up to $1.56 million for a village development plan to replace housing that was lost during construction of The Dalles Dam, with plans to dedicate $1.49 million more, depending on congressional funding for the rest of fiscal year 2017. The current funding bill runs through April 28, 2017.
“Conditions at many treaty fishing access sites and in-lieu sites are highly unsafe and unsanitary, and it is finally time for the federal government to fulfill commitments made when the dams were constructed and to honor the treaties signed with the four Columbia River Treaty Tribes. A strong commitment from the Army Corps and Office of Management and Budget is needed to make progress this year in the interest of public health and safety and upholding treaty rights,” the members wrote.
Beginning in the 1930s, the construction of the three lower Columbia River dams displaced members of the four Columbia River Treaty tribes: Confederated Tribes of the Warm Springs Indian Reservation, Confederated Tribes of the Umatilla Indian Reservation, Nez Perce Tribe, and Confederated Tribes and Bands of the Yakama Indian Nation of the Yakama Reservation. These Tribes have a treaty-protected right to fish along the Columbia River in their usual and accustomed places.
The Senators and Congressman have been fighting to address the urgent need for adequate housing and infrastructure at tribal fishing access sites constructed by the Army Corps following construction of The Dalles, Bonneville, and John Day dams. The Army Corps designed the sites to be used primarily for daily, in-season fishing access and temporary camping; however, in many cases tribal members now use the areas as longer-term or even permanent residences. A Fact-Finding Review on Tribal Housing prepared by the Army Corps found that as many as 85 tribal families who lived on the banks of the Columbia River prior to construction of the Bonneville and The Dalles dams did not receive relocation assistance, despite the fact that several non-tribal communities inundated by dam construction did receive such assistance.

Kilmer Calls on Trump Administration to Increase Support for Pell Grants to Make Post-Secondary Education More Affordable
Washington D.C. – Today, U.S. Representative Derek Kilmer (D-WA) called on President Trump to increase the purchasing power of federal Pell Grants to make college more affordable. In a letter to the President signed by 43 members, Kilmer pointed out that Pell Grants should be tied to inflation to keep up with the rising costs of secondary education.
Kilmer noted that for the 2014-2015 school year, 83 percent of Pell recipients came from families with incomes of $40,000 or less, including 44 percent with family incomes below $15,000.
Kilmer wrote in the letter: “In fact, failure to continue indexing Pell Grants past 2017 means that Pell dependent students would see their awards reduced by $1,300 by the 2026-2027 school year. While indexing is just one step towards addressing our nation’s college affordability crisis, making this investment in higher education is a necessary step. It is essential that we work together to help hard-working American students achieve their dreams and to build a 21st Century workforce.”

Inslee proclaims state of emergency for 28 counties affected by winter storms
Gov. Jay Inslee late yesterday proclaimed a state of emergency for 28 counties recovering from the impacts of recent severe winter weather.
The proclamation covers Adams, Asotin, Benton, Chelan, Clallam, Clark, Columbia, Cowlitz, Franklin, Garfield, Grant, Jefferson, King, Kitsap, Klickitat, Lewis, Lincoln, Mason, Pend Oreille, Pierce, Skamania, Snohomish, Spokane, Stevens, Wahkiakum, Walla Walla, Whatcom and Whitman counties.
“The colder, wetter and stormier weather this winter has heavily impacted many communities throughout the state,” Inslee said. “The impacts have been significant, from snow removal and damage to public facilities to transportation interruptions and the opening of shelters to assist those whose power was out or their homes damaged. Staff from appropriate state agencies are working with local officials to quantify the impacts and damages so we can determine whether to request federal assistance.”
In his proclamation, Inslee notes that multiple winter storms from January 30 through February 22 produced high winds, heavy snowfall, ice accumulation and significant rainfall. The storms caused significant power outages, major damage to roads and public utilities, delays and cancellations within the state ferry system and at major airports, and damage to homes and businesses.
Additionally, the storms created the need for some communities to provide shelter for impacted individuals and families, and threatened the health and safety of fragile and at-risk individuals such as those with special medical needs.
The proclamation will help the Washington State Department of Transportation make emergency repairs to the state’s roadways and request federal financial assistance for them. Damage to roads is estimated at more than $10 million.
The proclamation also allows the governor to potentially request other federal assistance, pending the outcome of ongoing damage assessments in the impacted counties.
Inslee has also asked the Federal Emergency Management Agency for a 30-day extension to April 23 to complete damage assessments. The request was made in writing to FEMA Associate Administrator Lisa Lopez-Suarez. States have 30 days after the end of an incident (February 22) to conduct damage assessments and to request disaster assistance. The most recent winter weather has slowed this effort.
Staff at the State Emergency Operations Center at the Washington Military Department’s Camp Murray have been monitoring local efforts and coordinating resources to help local officials respond. In addition, staff from the department’s Emergency Management Division are working with local officials on damage assessments.

OLYMPIA — The Washington State Department of Agriculture (WSDA) seeks public comment on proposed rules establishing the Industrial Hemp Research Pilot (IHRP) in Washington state. Now hiring: Summer jobs for Northwest Washington teens - Ecology Youth Corps protects the environment and offers work experience
BELLEVUE – The Washington Department of Ecology plans to hire 66 teenagers in northwestern Washington this summer as part of the Ecology Youth Corps.
In 2016, youth corps crews picked up 1.2 million pounds of litter and cleaned 5,445 miles of roads statewide. Since 1975, the program has hired more than 12,000 Washington teens, offering them work experience, a summer job, and the chance to preserve our state’s natural beauty and protect the environment.
Teens chosen for the youth corps will work 7 a.m. to 3 p.m., typically Monday through Thursday. They will be assigned to one of six crews, based in King, Skagit, Snohomish or Whatcom counties, and will work in one of two 16-day sessions: June 26 to July 20, or July 24 to Aug. 17. Participants will earn $11 an hour.
Applicants must be ages 14-17 by their first day of employment. Applications are due by April 11 and are available through area school counselors and at Ecology's Ecology Youth Corps website.

Federal council adopts alternatives for ocean salmon fisheries
VANCOUVER, Wash. – Salmon managers have developed options for ocean salmon fisheries that reflect concerns over poor projected returns of coho salmon this year.
Three alternatives for ocean salmon fisheries were approved Monday for public review by the Pacific Fishery Management Council (PFMC), which establishes fishing seasons in ocean waters three to 200 miles off the Pacific coast. A public hearing on the three alternatives for ocean salmon fisheries is scheduled for March 27 in Westport.
Salmon managers developed options designed to protect the low number of wild coho expected to return to some Washington rivers this year while still providing some fishing opportunities, said Kyle Adicks, salmon fisheries policy lead for the Washington Department of Fish and Wildlife (WDFW).

UTC says natural gas utilities can improve hedging practices
New policy will require utilities to be more responsive to changing market
OLYMPIA, Wash. – State regulators today issued a formal policy statement addressing outdated hedging practices by Washington natural gas utility companies.
In the statement, the Washington Utilities and Transportation Commission (UTC) reviewed the current hedging practices by the state’s four private natural gas companies. The UTC found the companies’ current hedging practices inflexible and less adaptable to changing conditions, leaving consumers more exposed to hedging losses.

Now hiring: Summer jobs for Northwest Washington teens - Ecology Youth Corps protects the environment and offers work experience
BELLEVUE – The Washington Department of Ecology plans to hire 66 teenagers in northwestern Washington this summer as part of the Ecology Youth Corps.
In 2016, youth corps crews picked up 1.2 million pounds of litter and cleaned 5,445 miles of roads statewide. Since 1975, the program has hired more than 12,000 Washington teens, offering them work experience, a summer job, and the chance to preserve our state’s natural beauty and protect the environment.
Teens chosen for the youth corps will work 7 a.m. to 3 p.m., typically Monday through Thursday. They will be assigned to one of six crews, based in King, Skagit, Snohomish or Whatcom counties, and will work in one of two 16-day sessions: June 26 to July 20, or July 24 to Aug. 17. Participants will earn $11 an hour.
Applicants must be ages 14-17 by their first day of employment. Applications are due by April 11 and are available through area school counselors and at Ecology's Ecology Youth Corps website.

Federal council adopts alternatives for ocean salmon fisheries
VANCOUVER, Wash. – Salmon managers have developed options for ocean salmon fisheries that reflect concerns over poor projected returns of coho salmon this year.
Three alternatives for ocean salmon fisheries were approved Monday for public review by the Pacific Fishery Management Council (PFMC), which establishes fishing seasons in ocean waters three to 200 miles off the Pacific coast. A public hearing on the three alternatives for ocean salmon fisheries is scheduled for March 27 in Westport.
Salmon managers developed options designed to protect the low number of wild coho expected to return to some Washington rivers this year while still providing some fishing opportunities, said Kyle Adicks, salmon fisheries policy lead for the Washington Department of Fish and Wildlife (WDFW).

Commission will take public comment on proposed hunting rules
OLYMPIA – The Washington Fish and Wildlife Commission will take public comments on proposed changes to state hunting rules for deer, elk, waterfowl and other game species during a public meeting March 17-18 in Olympia.
The commission, a citizen panel appointed by the governor to set policy for the Washington Department of Fish and Wildlife (WDFW), will convene in Room 172 of the Natural Resources Building at 1111 Washington St. SE in Olympia. The meeting is scheduled to begin at 8 a.m. both days.

SR 503 remains closed due to debris slide, 20 miles east of Woodland
On Monday, March 13, a portion of an adjacent hillside slid carrying rocks, mud and trees onto the roadway. Washington State Department of Transportation engineers need to examine the hillside above the highway to determine the potential for additional slides and if a slope repair is necessary before the highway can reopen to traffic.

UTC says natural gas utilities can improve hedging practices
New policy will require utilities to be more responsive to changing market
OLYMPIA, Wash. – State regulators today issued a formal policy statement addressing outdated hedging practices by Washington natural gas utility companies.
In the statement, the Washington Utilities and Transportation Commission (UTC) reviewed the current hedging practices by the state’s four private natural gas companies. The UTC found the companies’ current hedging practices inflexible and less adaptable to changing conditions, leaving consumers more exposed to hedging losses.

World Needs More Men Standing Up for Gender Equality, Says Secretary-General
Following are UN Secretary-General António Guterres’ remarks at the opening session of the Commission on the Status of Women, in New York today:
I would like to share three simple messages with you today. My first and most important message is one of gratitude: a deep and heartfelt thank you. I thank you and salute you for raising your voices for women’s equality and dignity around the world.
Every day, you are on the frontlines for fairness — for a more just and decent world. I have seen the difference you make in every corner of our globe. You are an inspiration. As you champion equality, you make the world better for all. I thank you very much.
My second message is clear: in a male dominated world, the empowerment of women must be a key priority. Women already have what it takes to succeed. Empowerment is about breaking structural barriers.
Men still dominate, even in countries that consider themselves as progressive. Male chauvinism blocks women — and that hurts everyone. We are all better off when we open doors of opportunity for women and girls: in classrooms and boardrooms, in military ranks and at peace talks, in all aspects of productive life.
This is vital to address a historic injustice that continues today. But it is also about effectiveness.
Institutions, companies, Governments and organizations — including our own — those in which gender equality reflect the people they serve get better results by every measure. They are the future. If countries address the gender gap at work, women can generate enough funds to underpin success across the 2030 Agenda which was approved by all leaders at the United Nations in 2015.
One study found that women’s equality can add $12 trillion to global growth over the next decade. Women and girls with better reproductive health and education have also better chances in life. They earn higher salaries. They invest more in the health of their children. Investments now pay dividends for generations.

Mary Utsewa gripped an ear of maize so large she could barely get her hand around it. Standing among bright green cornstalks swaying high above her head, she smiled and considered her good fortune. A farmer from Sukur district in northeast Nigeria, Utsewa was driven from her fields in 2013 and hadn’t grown a kernel since. Today she is a farmer again.

A particularly chauvinistic drumbeat is crescendoing around this year’s festival in Kiev: Ukraine said Monday that it may bar Russia’s contestant from entering, on the grounds that she illegally toured Crimea after Moscow annexed the peninsula in 2014. Or, it may arrest her.
