TONIGHT TRUMP HAS TO KNOCK ONE OUT OF THE BALL PARK!

Editorial note: Tonight is suppose to be about foreign policy, but the moderator, an DNC hack set the topics to be disgust aren't about foreign policy which traditionally is the topic. Instead we are probably be treated with a hatchet job by the moderator, Kristen Welker, while protecting Joe Biden from any Trump attacks by cutting Trump's mic. Needless to say, Trump's foreign policy stands for itself. Trump should at least mention his accomplishments on foreign policy.

Here are a few headlines about tonight's debate:

Inslee announces COVID-19 Immigrant Relief Fund now open for applications.

Press release issued 20/21/20

https://www.governor.wa.gov/news-media/inslee-announces-covid-19-immigrant-relief-fund-now-open-applications

Gov. Jay Inslee announced today the Washington COVID-19 Immigrant Relief Fund is now open for applications.

The relief fund will provide $40 million in federal funds allocated by the state to assist Washington workers who miss work due to COVID-19, but are unable to access federal stimulus programs and other social supports due to their immigration status. While the fund is operational, eligible recipients will receive $1,000, with a limit of $3,000 per household.

“Immigrant workers are critical to communities throughout the state and are the backbone of our economy,” the governor said when he announced the program. “The pandemic continues to impact all aspects of life for Washingtonians, and we need to remain steadfast in our support of those bearing the greatest burden.”

The governor and his staff worked closely with a coalition representing 430 immigrant rights and social services organizations to develop the fund. In addition to the critical work of the Department of Social and Health Services, the state has selected the Legal Foundation of Washington to administer the program. The Legal Foundation of Washington will work with Asian Counseling and Referral Service, Colectiva Legal del Pueblo, Fair Work Center, Nuestra Casa, Raiz of Planned Parenthood, Scholarship Junkies, Washington Census Alliance, and the Washington Immigrant Solidarity Network, among many others, to distribute these benefits.

“This is an important step toward recognizing the critical role undocumented immigrants play in our economy and the fact that they have been excluded from all previous pandemic relief programs,” said Larry Brown, President of the Washington State Labor Council, AFL-CIO.

“As Americans, we know that no one should be left behind during a disaster; as Washingtonians, we are ensuring that our deserving communities have access to the COVID-19 relief tools to keep their families and neighbors healthy,” said Monserrat Padilla, Director of the Washington Immigrant Solidarity Network.

Separately, the Washington Food Production Paid Leave Program has been underway since mid-August and will remain in place through Nov. 18. The program provides leave to workers in the food-sector industry who work for employers exempt from the Families First Coronavirus Response Act.

Additionally, the state has finalized the distribution of 50,000 gallons of hand sanitizer and provided more than 1.2 million cloth face coverings and KN95 masks to workers.

For the Washington COVID-19 Immigrant Relief Fund, applications are open at immigrantreliefwa.org from Oct. 21 through Dec. 6. Benefits will be disbursed by Dec. 28.

Concern that climb in cases means ‘fall surge’ is starting; Experts say we must act now to reverse trend.

DOH press release issued 10/20/20

https://www.doh.wa.gov/Newsroom/Articles/ID/2423/Concern-that-climb-in-cases-means-fall-surge-is-starting-Experts-say-we-must-act-now-to-reverse-trend

OLYMPIA – Data from the Washington State Department of Health show that case numbers in western Washington counties are climbing at an alarming rate, near or beyond previous peaks in some areas. As cases in King, Pierce, and Snohomish counties continue to trend sharply upward, health officials warn we may now be entering the fall surge.

This is not a problem we’re facing on our own. Nationwide, numbers are concerning as well: last Friday there were 70,000 cases in one day in the United States, matching the largest number set back when disease activity was high in July. These cases are climbing, not because of localized outbreaks, but because of widespread disease transmission. A surge in cases right now could have very serious consequences for our healthcare system, local plans to open schools, the state’s economic recovery, and beyond.

“When this happens, we place everyone, but particularly our elders, parents, grandparents and those with diabetes, heart disease, cancer and other chronic disease at great risk. A surge in COVID-19 along with flu season puts us at enormous risk of overwhelming our hospital systems and undoing other important statewide progress toward containment,” says Secretary of Health John Wiesman. “However, all of us doing our part can turn this trend around.”

There is so much happening right now that makes our efforts challenging. People have been at this for months, online schooling is pulling attention of people with children at home, and everyone is feeling some level of isolation fatigue. But now is the time to redouble our efforts in protecting ourselves and others from COVID-19. Now is the time to join your neighbors and commit to key behaviors that keep the virus from spreading, like:

Wearing a mask, even with people you see regularly and in your smallest social circles and anytime you are using shared transportation, including while in your own vehicle with other people.

Keeping gatherings small and hold them outside whenever possible.

Avoiding any social gatherings indoors, but if you must participate, wearing a mask and ensuring windows and doors are open to maximize ventilation.

Washing or sanitizing hands often and not touching your face.

Staying home if you’re sick or if you’ve been exposed to COVID-19.

“It’s time to flatten the curve again,” says Dr. Kathy Lofy, State Health Officer. “I’m optimistic we can get our kids in school, keep our businesses open, and control the spread of COVID-19 if everyone does their part.”

Inslee updates guidance for religious and faith based organizations.

Press release issued 10.21.20

https://www.governor.wa.gov/news-media/inslee-updates-guidance-religious-and-faith-based-organizations

Gov. Jay Inslee today announced updated guidance for religious and faith based organizations as part of Washington's Safe Start phased reopening plan.

The religious and faith-based guidance is updated to:

Clarify that physical distancing between non-household members must be 6 feet in all directions; and

Permit brief physical contact among up to five individuals, excluding religious leaders, if the brief contact is a critical component to the organization’s religious service, so long as masks are worn and hands are sanitized immediately before and after the contact.

Senator Murray Statement on Insufficient GOP Small Business Pandemic Relief Proposal.

Press release issued 10/20/20

https://www.murray.senate.gov/public/index.cfm/newsreleases?ContentRecord_id=0A5A9E72-5FE4-473D-86C1-E07A91B0FD68

Washington, D.C.) – Today, U.S. Senator Patty Murray (D-WA), the top Democrat on the Senate Health, Education, Labor and Pensions Committee, released the statement below following a vote on the Senate floor to call up Senate Republicans’ legislation regarding the Paycheck Protection Program.

“These latest Republican proposals, just like their last, ignore the calls I’ve been hearing for months in Washington state: from families and communities struggling to feed themselves and make rent, schools straining to create a healthy learning experience, and from the many workers, restauranteurs, music venues proprietors, non-profit workers and small business owners who have been hurt by the economic downturn caused by COVID-19—all while dramatically shortchanging efforts to make tests faster and easier to get, doing nothing to address glaring health disparities, and without laying out the kind of comprehensive, national vaccines plan experts say is vital.

“It would be beyond shameful to bail out big businesses, but not small ones in my state and others that families and communities depend on so much—and we can’t protect corporations from liability if their workers or customers get sick while ignoring the need for emergency standards to protect workers on the job. We can’t leave behind the people and communities most in need in this crisis—but that’s what these deeply misguided, backward proposals would do.

“Let me be clear: at this very moment, there is absolutely nothing standing in the way of the serious COVID-19 relief families and communities need except Majority Leader McConnell and the members of his party who won’t stand up to him and fight for their constituents like Democrats are fighting for ours. We can get this done as soon as they get serious about the depth of this crisis and putting families, communities, and small businesses first.”

Senator Murray has been working for months and pressing her Senate Republican colleagues to bring up robust legislation passed by the House—like the HEROES Act and HEROES 2.0—that more substantively addresses the health and economic consequences of the COVID-19 pandemic, including for small businesses. To that end, earlier today Senator Murray joined her colleagues in introducing the “HEROES Small Business Lifeline Act”— a comprehensive package of measures that would provide over $370 billion of support to the hardest-hit, most vulnerable small businesses, including minority-owned businesses and very small businesses that have been left behind in this pandemic, as well as similarly-impacted industries, such as restaurants and live venues. The bill is nearly identical to the small business provisions of HEROES 2.0, which passed the House of Representatives on October 1.

Inslee issues proclamation establishing higher education safety guidelines.

Press release issued 10/20/20

https://www.governor.wa.gov/news-media/inslee-issues-proclamation-establishing-higher-education-safety-guidelines

Gov. Jay Inslee issued a proclamation today establishing safety guidelines for higher education institutions and living facilities.

Higher Education (20-12.2):

This proclamation builds on health guidance previously issued for institutions of higher education by adding additional safety measures to address significant increases in COVID-19 infections that have occurred particularly in congregate living areas, like Greek houses, and large social gatherings of students.

Examples of changes include:

Limitations on the number of residents who may share a sleeping area;

Limitations on the number of people in common areas;

Requirements for all people in common areas to wear a mask and remain socially distanced.

In addition, institutions of higher education must provide isolation and quarantine facilities to fraternity, sorority or other group houses, students who live in shared housing in close proximity to campus, students living in dorms, and personnel if they don’t have a place to go.

Commission to honor community award recipients and consider strategic plan, land transactions and target shooting rule.

WDFW press release dated 10/19/20

https://wdfw.wa.gov/news/commission-honor-community-award-recipients-and-consider-strategic-plan-land-transactions-and

OLYMPIA – The Washington Fish and Wildlife Commission will consider approval of the Washington Department of Fish and Wildlife’s (WDFW) strategic plan, land transactions and a target shooting rule update during its Oct. 22-24 virtual commission meeting.

The Commission will kick off with committee meetings at 8 a.m. on Thursday, Oct. 22, to discuss mineral prospecting rulemaking, fish passage, habitat grant programs, human-wildlife conflicts, an update on periodic status review of sage-grouse, hunting season planning, Willapa Bay policy and hatchery policy.

At Friday’s regular meeting WDFW Director Kelly Susewind will share with the commission this year’s WDFW volunteers of the year, organization of the year, and Director award winners. The Commission will also consider adoption of the department’s 25-year strategic plan and several land transactions, including public lands purchases of 112 acres in Thurston County near the Scatter Creek Wildlife Area and 88.5 acres in Grays Harbor County to add to the Chehalis Wildlife Area.

The Commission will also consider a decision on the department’s proposed amendments to the Washington Administrative Code pertaining to firearms and target practice on department lands. The revised target shooting rule would align WDFW rules with those of the Washington Department of Natural Resources.

The Commission will be briefed and hear comments from the public on proposed changes to its grazing policy for WDFW-managed lands. The department uses grazing to achieve management and community goals in ways that maintain healthy habitat for fish and wildlife.

The Friday meeting will conclude with a briefing from department staff and representative from the Confederated Tribes of the Colville Reservation on the status of salmon and steelhead reintroduction into the blocked area above Chief Joseph Dam and northern pike suppression on Lake Roosevelt.

On Saturday, Oct. 24, department staff will present to the Commission a summary of public comments received on the Hatchery and Fishery Reform Policy (C-3619) and the Willapa Bay Salmon Management Policy (C-3622). More information about the Willapa Bay Salmon Management Policy Comprehensive Review is available at wdfw.wa.gov/about/commission/willapa-bay-policy-review. Staff will also present the draft revisions on the hatchery policy and seek Commission approval for this draft. Public comment is invited on both items.

The Commission will take also open public comment on Friday and Saturday morning. To support COVID-19 social distancing guidelines, the meeting will be available to the public through webinar or conference call. For more information and to view an agenda, visit wdfw.wa.gov/about/commission/meetings. The meeting will be recorded and posted online so people can also watch the meeting afterwards at their convenience.

The Commission is a panel appointed by the governor that sets policy for the Washington Department of Fish and Wildlife (WDFW). WDFW is the primary state agency tasked with preserving, protecting, and perpetuating fish and wildlife and ecosystems, while providing sustainable fishing and hunting opportunities.

Persons with disabilities who need to receive this information in an alternative format or who need reasonable accommodations to participate in WDFW-sponsored public meetings or other activities may contact Dolores Noyes by phone (360-902-2349), TTY (360-902-2207), or email (Title6@dfw.wa.gov). WSDOT seeks public comment for proposed roundabouts on SR 20 at Discovery and Kearney roads in Port Townsend

WSDOT press release dated 10/19/20

https://wsdot.wa.gov/news/2020/10/19/wsdot-seeks-public-comment-proposed-roundabouts-sr-20-discovery-kearney-roads-port

PORT TOWNSEND – People are invited to provide comment on two proposed roundabouts along State Route 20 approaching the Washington State Ferries terminal in Jefferson County.

The roundabouts would replace outdated signal systems on SR 20 at Discovery Road and Kearney Street in Port Townsend.

The Washington State Department of Transportation has created an online open house for people to learn about the roundabouts and provide comments. Comments on the proposal will be accepted starting today, Oct. 19 through noon on Monday, Nov. 2.

The existing signals have reached the end of their useful life and a new intersection control is necessary to keep people and goods moving.  After evaluating the intersections, WSDOT traffic engineers recommend compact roundabouts for improved mobility for all travelers, safety, and reduced maintenance costs year over year to taxpayers. The existing signals cost $10,000 annually on average to maintain.

“Community input is imperative to the pre-design process,” says WSDOT Multimodal Planning Manager Dennis Engel. “It helps us better understand the needs of the community, while balancing the responsibility we have to maintain these intersections for all roadway users.”

“The city appreciates working with WSDOT in advance of the public comment period to explore any potential intersection control improvements at both locations,” said Port Townsend Public Works Director Steve King.

Online open house

Information and a comment form about the proposed roundabouts will remain available through the online open house until noon on Monday, Nov. 2.

For those who wish to participate but do not have broadband service, free WiFi access is available at these area Drive-In WiFi Hotspot locations:

Port Townsend Visitor Center, 2409 Jefferson St., Port Townsend

Dove House, 1045 10th St., Port Townsend

Port Townsend Public Library, 1220 Lawrence St., Port Townsend

AG FERGUSON ANNOUNCES DECISION TO FILE CAMPAIGN FINANCE DISCLOSURE LAWSUIT AGAINST GOOGLE.

Press release issued 20/19/20

https://www.atg.wa.gov/news/news-releases/ag-ferguson-announces-decision-file-campaign-finance-disclosure-lawsuit-against

OLYMPIA — Attorney General Bob Ferguson released the following statement about his decision to file a second campaign finance disclosure lawsuit against Google:

“My office will file a lawsuit against Google for violating Washington campaign finance disclosure laws. I take repeat violations of our campaign finance laws seriously. This is the second time Google has been accused of not complying with campaign finance laws related to making required information about political advertisements available to Washington voters. The first time resulted in Google paying $217,000 to Washington. The Public Disclosure Commission referred this matter to our office on Sept. 3. Normally, we don’t announce lawsuits until they are filed, but we are required by statute to publish a decision on whether to commence an action within 45 days after a referral. In 1972, the people of Washington passed Initiative 276 requiring transparency in our elections. We will continue working to ensure that our elections are transparent.”

Hillside erosion, not snowfall, to close SR 542 to Artist Point earlier than usual on Oct. 12.

Final 2.7 miles of Mount Baker Highway will close to vehicle traffic for the winter; backcountry use is also discouraged below crumbling wall

GLACIER – No signs of snowfall yet, but beginning  Monday, Oct. 12, State Route 542/Mount Baker Highway to Artist Point is closing for the season. This early closure is due to a crumbling wall and the potential safety hazard to travelers and the ski runs below.

Built in the 1930s, the wall is located at milepost 55.6 and sits above the Heather Meadows Visitor Center, Chain Lakes Loop trailhead and Austin Pass Picnic area. Erosion below and behind the wall is creating the risk of collapse. The Washington State Department of Transportation will close SR 542 and the ski area below before snow arrives to reduce the risks of an uncontrolled collapse over the winter, including removing a section of the wall in the short-term to keep it from falling on the road or areas below.

This stretch of highway, known as the Road to Artist Point, is narrow with sharp curves and steep slopes. Each winter, WSDOT closes it to vehicle traffic to keep travelers safe, while at the same time a portion of the road becomes part of Mt. Baker Ski Area’s terrain.

Slopes will also be closed

Due to the risk of falling rock and debris, backcountry adventurers are being asked to avoid the area. Anyone using areas along closed winter highways should also check conditions with Northwest Avalanche Center or Mt. Baker-Snoqualmie National Forest before your trip.

Reopening the Road to Artist Point

Typically during the summer months WSDOT crews start clearing the final 2.7 miles of Mount Baker Highway as well as the Artist Point parking lot. More information will be available on the status of the road in spring/summer 2021 when snow begins to melt and the condition of the wall and slopes can be evaluated for longer-term options.

ATTORNEY GENERAL FERGUSON ANNOUNCES ELECTION PROTECTION INITIATIVE.

Press release issued 10/16/20

https://www.atg.wa.gov/news/news-releases/attorney-general-ferguson-announces-election-protection-initiative

SEATTLE — Attorney General Bob Ferguson announced today an initiative in his office to combat election interference in November and guarantee a peaceful transition of power.

Ferguson convened an internal legal team to coordinate the office’s election protection efforts, and to work with state attorneys general across the country. The legal team includes Solicitor General Noah Purcell and attorneys with expertise in election law, constitutional law and civil rights. They are focused on upholding the Constitution, preventing illegal election interference and ensuring every vote is counted in every state.

Ferguson made protecting a fair, secure and safe election a top priority in the wake of the Trump Administration’s unfounded claims that mail-in voting is not secure, and its attempts to undermine the Postal Service’s ability to deliver ballots in a timely manner. Ferguson brought his successful lawsuit blocking interference in the Postal Service on behalf of more than a dozen states, including the battlegrounds of Michigan, Nevada and Wisconsin.

“Washingtonians have a stake in the integrity of elections in all 50 states,” Ferguson said. “My legal team is prepared to defend democracy and the longstanding American tradition of a peaceful transition of power.”

President Trump

On Oct. 9, Oct. 12, and Oct. 13, President Trump tweeted about a “rigged election.” These are the latest of dozens of instances in which the president has suggested the November election will be “rigged.” Many Washingtonians have written the Washington State Attorney General’s Office to express fears that the president’s language is an attempt to undermine confidence in the election results and set up a constitutional challenge.

President Trump and Vice President Pence both failed to commit to a peaceful transfer of power when asked direct questions by the moderators of the presidential and vice-presidential debates.

Participating in election-related cases around the country

Ferguson joined several amicus — friend-of-the-court — briefs supporting a fair and secure election in legal challenges around the country, including:

Texas League of United Latin American Citizens v. Hughes — Supporting mail-in voting and challenging recent changes to ballot drop box policies in Texas

Parham v. Watson — Supporting a preliminary injunction to stop restrictions on mail-in voting in Mississippi

Middleton v. Andino — Supporting a preliminary injunction to stop restrictions on mail-in voting in South Carolina

Jones v. DeSantis — Supporting the restoration of voting rights in Florida

Legal challenges to protect the integrity of the election

Ferguson led a coalition of 14 states that filed a lawsuit over the changes to the Postal Service on Aug. 18. The coalition includes battleground states, including Michigan, Nevada and Wisconsin. The Postal Service changes, including eliminating or reducing staff overtime, halting outgoing mail processing at distribution centers and removing critical mail sorting equipment, threaten the timely delivery of mail to millions of Americans who rely on the Postal Service for everything from medical prescriptions to ballots.

On Sept. 17, a federal judge in Yakima, Wash., granted Ferguson’s request for a nationwide injunction forcing the U.S. Postal Service to immediately halt its drastic operational changes.

State leaders warn U.S. Senators of pending ACA lawsuit amid Supreme Court nomination.

Press release issued 10/15/20

https://www.governor.wa.gov/news-media/state-leaders-warn-us-senators-pending-aca-lawsuit-amid-supreme-court-nomination

As the U.S. Senate rushes through the nomination of Judge Amy Coney Barrett, the lawsuit deciding the fate of Affordable Care Act (California v. Texas) will be heard by the U.S. Supreme Court in less than a month — putting the future of the popular law and the health care of millions in serious peril.

If the court overturns the Affordable Care Act, the impacts to Washington state would be widespread and devastating. Despite the state’s efforts to enact many of the ACA protections into Washington state law, overturning the ACA would be financially catastrophic to the state and its residents. It would be especially damaging as Washingtonians continue to battle the COVID-19 pandemic.

In a letter to Washington's U.S. Senators, Gov. Jay Inslee, Insurance Commissioner Mike Kreidler and Washington Health Benefit Exchange CEO Pam MacEwan detailed what's at risk in the highly anticipated court case.

They laid out that if the Affordable Care Act is overturned, Washington state will lose $4.2 billion annually in federal funds and more than 750,000 could lose coverage.

$3.6 billion cut in annual federal funding to pay for Medicaid expansion coverage as 625,000 newly eligible enrollees would lose health coverage.

$620 million cut in federal premium subsidies as 140,000 people lose the financial assistance that helps them afford health insurance.

"That a decision could be made in the midst of the COVID-19 pandemic and our nation’s ongoing efforts to recover only intensifies the harm. More than 90,000 Washingtonians will have a new pre-existing condition this year after having been diagnosed with COVID-19,” the leaders wrote. “This would have massive implications for people who rely on the law's reforms, such as women and older adults. A court decision that makes coverage unaffordable for many would effectively undermine these consumer protections and erode the safety net we have fought to preserve."

State leaders acknowledge that these are federal decision and urged members of Congress, particularly U.S. Senators, to continue fighting to protect the health and well-being of Washingtonians.”
