Inslee updates restrictions for religious and faith based organizations.

Press release issued 12.2.20

https://www.governor.wa.gov/news-media/inslee-updates-restrictions-religious-and-faith-based-organizations

Gov. Jay Inslee today updated restrictions for religious and faith based organizations.

The update clarifies that religious and faith-based organizations can hold outdoor services with up to 200 individuals, regardless of location, so long as physical distancing is followed and face coverings are worn. This modification expands where outdoor services can be held, services are no longer limited to the organization’s property or an immediately adjacent property.

Religious and Faith-based Organizations

COVID-19 Requirements

With continuing reports of COVID-19 outbreaks at spiritual gatherings, the Governor still strongly

encourages religious leaders and communities to conduct services remotely. Alternatively, drive-in

services are permitted and capacity limits do not apply. Counseling services are essential and may be

permitted in-person, if remote counseling is not viable.

In addition to remote and drive-in services, religious and faith-based organizations are permitted to

conduct the following activities, provided all requirements in this document are met:

A) Hold indoor services at a place of worship with up to 25% of room capacity or up to 200 people,

whichever is less, so long as six feet of physical distancing can be achieved between households in all

directions. Cloth face coverings are required for all participants.

B) Hold outdoor services with up to 200 individuals, so long as six feet of physical distancing can be

achieved between households in all directions. Cloth face coverings are required for all participants.

Outdoor services may be conducted under an outdoor structure (temporary or permanent) so long as

the Outdoor Seating Requirements are followed.

C) Hold or provide in-home services inside a person’s residence with up to five total individuals

(excluding organization staff). Cloth face coverings are required for all participants.

Staff are excluded from the maximum number of individuals, but any organization volunteers are

included in the maximum number of permissible individuals. The services covered in these operational

guidelines include all worship services, religious study classes, religious ceremonies, and religious

holiday celebrations. Religious weddings and funerals are not covered under this document and must

follow the guidance in this memo.

Organizations are strongly encouraged to keep a log of attendees at each service or counseling session,

and to retain that log for at least two weeks. If an outbreak occurs, this information may be critical to

help save lives.

Safety and Health Requirements

All employers (including religious and faith-based organizations) have a general obligation to keep a safe

and healthy facility in accordance with state and federal law and safety and health rules for a variety of

workplace hazards. In addition, they must comply with the following COVID-19 organization-specific

safety practices, as outlined in the Governor’s Stay Home, Stay Healthy Proclamation 20-25, et seq., and

in accordance with the Washington State Department of Labor & Industries General Requirements and

Prevention Ideas for Workplaces and the Washington State Department of Health Workplace and

Employer Resources & Recommendations at https://www.doh.wa.gov/Coronavirus/workplace.

Religious and faith-based organizations must specifically ensure operations follow the main L&I COVID19 requirements to protect employees:

• Educate all employees in the language they understand best about coronavirus, how to prevent

transmission, and the owner’s COVID-19 policies.

• Screen employees for signs/symptoms of COVID-19 at the start of every shift. Make sure sick

employees stay home or immediately go home if they feel or appear sick. Cordon off any areas

where an employee with probable or confirmed COVID-19 illness worked, touched surfaces, etc.,

until the area and equipment is cleaned and sanitized. Follow the cleaning guidelines set by the

CDC to deep clean and sanitize.

• Maintain minimum six-foot separation between all persons in all interactions and at all times.

When strict physical distancing is not feasible for a specific task, other prevention measures are

required, such as use of barriers, minimization of individuals in narrow, enclosed areas and

waiting rooms, staggered breaks, and work shift starts.

• Provide (at no cost to employees) and require the wearing of personal protective equipment

(PPE) such as gloves, goggles, face shields and face covering masks as appropriate or required for

the work activity being performed. Cloth face coverings must be worn by every employee not

working alone at the location unless their exposure dictates a higher level of protection under

Department of Labor & Industries safety and health rules and guidance. The facial covering

requirement does apply to the individual(s) leading the service.

o Exceptions to this requirement for cloth face coverings include when working alone in an

office, vehicle, or at a job site; if the individual is deaf or hard of hearing and is

communicating with someone who relies on language cues such as facial markers and

expression and mouth movements as a part of communication; if the individual has a

medical condition or disability that makes wearing a facial covering inappropriate; or when

the job has no in-person interaction.

• Refer to Coronavirus Facial Covering and Mask Requirements for additional details. A cloth facial

covering is described in the Department of Health guidance, Department of Health guidance.

• Ensure frequent and adequate hand washing with adequate maintenance of supplies. Use

disposable gloves, where safe and applicable, to prevent virus transmission on items that are

touched frequently or shared and discard after a single use.

• Establish a housekeeping schedule that includes frequent cleaning and sanitizing with a particular

emphasis on commonly touched services.

• Post a sign at the entrance to the organization that says face coverings are required.

A location-specific COVID-19 supervisor shall be designated by the organization at each location (indoor

and outdoor) to monitor the health of employees and enforce the COVID-19 safety plan.

An employee may refuse to perform unsafe work, including hazards created by COVID-19. And, it is

unlawful for the employer to take adverse action against an employee who has engaged in safetyprotected activities under the law if the individual’s work refusal meets certain requirements.

Information is available in these publications: Safety and Health Discrimination in the Workplace

brochure and Spanish Safety and Health Discrimination brochure.

Employees who choose to remove themselves from a worksite because they do not believe it is safe to

work due to the risk of COVID-19 exposure may have access to certain leave or unemployment benefits.

Employers must provide high-risk individuals covered by Proclamation 20-46, et seq., with their choice

of access to available employer-granted accrued leave or unemployment benefits if an alternative work

arrangement is not feasible. Other employees may have access to expanded family and medical leave

included in the Families First Coronavirus Response Act, access to unemployment benefits, or access to

other paid time off depending on the circumstances. Additional information is available at Novel

Coronavirus Outbreak (COVID-19) Resources and Paid Leave under the Washington Family Care Act and

the Families First Coronavirus Response Act.

All religious and faith-based organizations are required to comply with the following COVID-19

organization-specific safety practices:

1. Prior to beginning operations as described in this document, all religious and faith-based

organizations are required to develop for each location (indoor and outdoor if applicable) a

comprehensive COVID-19 exposure control, mitigation and recovery plan. The plan must include

policies regarding the following control measures: PPE utilization; on-location physical distancing;

hygiene; sanitation; symptom monitoring; incident reporting; location disinfection procedures;

COVID-19 safety training; exposure response procedures and a post-exposure incident projectwide recovery plan. A copy of the plan must be available at the location for inspection by state

and local authorities, but state and local authorities do not preapprove the plan. Failure to meet

planning requirements may result in sanctions, including the location being shut down.

2. COVID-19 safety information and requirements, such as CDC, DOH, OSHA posters shall be visibly

posted at each location (indoor and outdoor).

3. Face Coverings and Exemptions - All employees, members, and visitors in attendance shall wear

face coverings before, during, and after the service (whether indoor or outdoor). The face

covering requirement does apply to individual(s) leading the service and others who speak during

any live service. There are exemptions to wearing face covering, so please refer to the

Department of Health’s Order on Face Coverings. If the speaker needs an accommodation due to

a medical exemption, then a Plexiglas 3-sided barrier may be used during the service. The barrier

must be disinfected after every use.

For services that are recorded or filmed without a live audience, then face coverings are not

required for individuals while they are speaking.

4. There may be no direct physical contact between servers and members or visitors. Anything to

be consumed may not be presented to the members or visitors in a communal container or

plate.

5. Music – No choir, band, or ensemble shall perform during the service and congregation singing is

prohibited. Soloist musical performances are permitted with a piano accompanist so long as the

performer wears a face covering. In the event the soloist is performing on a woodwind or brass

instrument, the soloist may remove their face covering only during the performance.

6. All services may provide access to restrooms, provided that access is controlled and capacity is

limited to no more than the number of stalls in the restroom. Individuals waiting to use the

restroom must maintain at least 6 feet of distance between each person.

7. Soap and running water shall be abundantly provided at locations for frequent handwashing.

Employees should be encouraged to leave their workstations to wash their hands regularly, and

required to do so before and after going to the bathroom, before and after eating and after

coughing, sneezing or blowing their nose. Alcohol-based hand sanitizers with greater than 60%

ethanol or 70% isopropanol should also be provided and used, but are not a replacement for the

water requirement.

8. Disinfectants must be available to employees, members, and visitors throughout the location

(indoor and outdoor) and ensure cleaning supplies are frequently replenished.

9. Clean and disinfect high-touch surfaces after each use—including personal work stations,

mirrors, chairs, headrests and armrests, doorknobs, handrails, restrooms and breakrooms—using

soapy water, followed by the appropriate disinfectants. If these areas cannot be cleaned and

disinfected frequently, the organization shall be shut down until such measures can be achieved

and maintained.

10. All organizations must adhere to physical distancing requirements and have six feet of space

between workstations or have physical barriers between them.

11. All organizations must adhere to physical distancing requirements and have six feet of space in

all directions between the congregation’s seats, pews, and benches or have physical barriers

between them. Members of the same household may be seated together as a single unit. This

may require the organization to reconfigure the congregation’s seats, pews, and benches or have

physical barriers between them. The organization must place markings on the floors and seats

indicating a six feet radius to help guide members and visitors. Brief physical contact may be

permitted among a limited number of people (up to 5 individuals) if it is a critical component to

the organization’s religious service so long as masks are worn and hands are sanitized

immediately before and after the contact.

12. Increase ventilation rates where feasible.

13. Ensure that tissues and trashcans are placed throughout the location (indoor and outdoor).

14. Inform all employees, members, and guests that they must self-screen for signs and symptoms of

COVID-19 before arriving at the location.

• Request employees, members, and visitors to take their temperature before attending a

service. Any individual with a temperature of 100.4°F will not be permitted to attend the

service or attend work at the organization.

• Any individual with a household member who has been diagnosed with COVID-19 or with

symptoms of COVID-19 (including a fever above 100.4°F) may not attend the service or

attend work at the organization.

15. For in-home services, religious and faith-based organizations are permitted to convene up to five

individuals excluding organization staff. These individuals do not need to be from the same

household. However, individuals must wear face coverings when individuals from outside of the

household participate.

All issues regarding worker safety and health are subject to enforcement action under L&I’s Division of

Occupational Safety and Health (DOSH).

• Employers can request COVID-19 prevention advice and help from DOSH.

• Employee workplace safety and health complaints may be submitted to the DOSH Call Center: (1-

800-423-7233) or via e-mail to adag235@lni.wa.gov.

Inslee issues proclamation waiving College Bound scholarship signature requirement.

Gov. Jay Inslee issued a proclamation today waiving the signature requirement for students enrolling in the College Bound scholarship.

College Bound Program Pledge Waivers (20-77):

This proclamation waives the mandatory College Bound Scholarship Program Pledge in RCW 28B.118.010(3). These pledges are in paper form, typically signed by 7th and 8th graders, witnessed by a parent/guardian, and then forwarded to the office of student financial assistance. Due to COVID-19 restrictions, students do not have the in-person recruitment and support from teachers and counselors to complete this process, which is necessary for students to be eligible to receive grants when they go to college. In fact, grant sign-ups have taken a significant decline since March. Students making the College Bound scholarship pledge while this proclamation is effective will not need to submit a signed form at a later date.

Cantwell, Colleagues Request Extension of COVID-19 Pandemic Unemployment Support Programs.

Press Release issued 12.1.20

https://www.cantwell.senate.gov/news/press-releases/cantwell-colleagues-request-extension-of-covid-19-pandemic-unemployment-support-programs

WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA) joined 31 of her colleagues in urging Senate leaders to include an extension of two critical financial lifelines for Americans affected by the economic impact of the ongoing COVID-19 pandemic in any upcoming relief package.

Currently, the Pandemic Unemployment Assistance (PUA) program – which provides unemployment assistance to domestic workers, freelance workers, contractors, and other workers in alternative work arrangements – and the Pandemic Emergency Unemployment Compensation (PEUC) program – which temporarily provides a 13-week extension of benefits for those whose regular unemployment benefits have expired but are still struggling to find employment during the pandemic – are set to expire on December 26th, just one day after Christmas. However, these programs are still as vital as ever as the country faces more than five times the number of COVID-19 cases as in the spring. Currently more than twice the number of Americans are participating in these programs as in the regular state unemployment system. According to data from the Washington State Employment Security Department (ESD), 464,884 Washingtonians claimed unemployment benefits during the week of November 15-21.

“As the virus surges going into the winter months, the loss of benefits at this time is particularly cruel. A recent report from The Century Foundation suggests that nearly 12 million workers could lose coverage once these programs expire over the holiday. In other words, roughly 12 million American workers will lose benefits this season for a job they lost through no fault of their own,” the senators wrote in a letter to Senate Majority Leader Mitch McConnell and Senate Minority Leader Chuck Schumer.

“What’s more, the loss of emergency benefits compounds the hardships many families are already facing in this economy. Since May, researchers have found that roughly 8 million Americans have slipped into poverty. That is the equivalent of the entire population of Virginia or Washington (as well as the combined populations of Kentucky and Oregon) falling into poverty over the span of a few months,” the senators continued “Right now, one in six adults with children report that their household did not have enough to eat in the last seven days. For Black and Latino households, that figure is roughly one in five. Still worse, nearly 30% of households with children are not caught up with their rent payments. In other words, going into this holiday season, millions of additional American families are living below the poverty line, unable to provide sufficient food for their households and likely facing evictions from their home.”

In the letter, the senators urged for these programs to be extended with additional weeks of eligibility for workers, noting that approximately 4.4 million workers across the country will have already run out of benefits by the end of the year, with millions more exhausting their benefits next year. This includes workers in the service and arts sectors, among other industries who continue to struggle nearly nine months into the pandemic.

Dear Leader McConnell and Leader Schumer:

As the Senate considers the next coronavirus relief package, we urge you to include extensions of the Pandemic Unemployment Assistance (PUA) program and the Pandemic Emergency Unemployment Compensation (PEUC) program. We also urge you to include additional weeks of benefits for both programs. Right now, there are more than twice the number of Americans participating in these two programs combined as there are in the regular state unemployment system. These workers are all facing job loss that has nothing to do with their skills, abilities, or performance.

Congress created these programs to patch up the holes in our social safety net during a global pandemic. Congress stood up the Pandemic Unemployment Assistance program to disburse benefits to workers who would normally not be eligible for unemployment assistance for a variety of reasons. These workers include employees with insufficient earnings or work history to qualify, domestic workers, freelance workers, contractors, and other workers in alternative work arrangements. Similarly, recognizing that most regular state unemployment programs provide only 26 weeks of coverage for workers (with some states providing as few as 12 weeks), Congress also created the Pandemic Emergency Unemployment Compensation program to provide an extension of unemployment benefits to the long-term unemployed who exhaust their regular unemployment benefits. Both of these programs are set to expire on December 26th, the day after Christmas.

As the virus surges going into the winter months, the loss of benefits at this time is particularly cruel. A recent report from The Century Foundation suggests that nearly 12 million workers could lose coverage once these programs expire over the holiday. In other words, roughly 12 million American workers will lose benefits this season for a job they lost through no fault of their own. For many, the knowledge of this benefits cliff will hang over them while they celebrate Christmas morning, share a meal for Christmas dinner, or observe other holidays with their families in the middle of what has already been a difficult and tragic year. Those who are socially distancing from their families for their safety as well as the nation’s overall public health will likely experience this loss of federal financial assistance entirely alone.

What’s more, the loss of emergency benefits compounds the hardships many families are already facing in this economy. Since May, researchers have found that roughly 8 million Americans have slipped into poverty. That is the equivalent of the entire population of Virginia or Washington (as well as the combined populations of Kentucky and Oregon) falling into poverty over the span of a few months. Right now, one in six adults with children report that their household did not have enough to eat in the last seven days. For Black and Latino households, that figure is roughly one in five. Still worse, nearly 30% of households with children are not caught up with their rent payments. In other words, going into this holiday season, millions of additional American families are living below the poverty line, unable to provide sufficient food for their households and likely facing evictions from their home.

To address the economic hardships workers are facing during this time, these programs should be extended with additional weeks of eligibility for workers. Around 4.4 million workers will have already run out of benefits by the end of the year, regardless of their surrounding economic situation, and millions more will exhaust them next year if Congress does not add additional weeks of eligibility to both programs. We know that this virus has hit certain industries and sectors harder than others, particularly in the service sector and in the arts. Many workers need additional weeks of eligibility in these programs because demand for their services or industry has cratered during the pandemic.

We know that it was the bipartisan intention of these emergency unemployment programs to provide all workers access to a safety net during this crisis, regardless of their worker classification status. Even the U.S. Secretary of Labor, Eugene Scalia, acknowledged in a Senate Finance Committee hearing on June 9th that these are important programs. On PUA, he noted that workers were “given financial support through the unemployment insurance benefit they received, which was a very good benefit for a closing economy.” Today, with more than 20 million Americans claiming unemployment insurance benefits in all of the programs offered, we are still in the middle of an unemployment crisis. In fact, the pandemic was the main impetus for the creation of these programs in March and, right now, we are averaging over five times the number of COVID-19 cases we had in the spring. It is clear that these programs are important lifelines for workers during this crisis and need to be extended with additional weeks of eligibility.

Moving forward beyond this crisis, we will need to prioritize a dramatic update and reform to our unemployment system. Congress created the PUA and PEUC programs with the knowledge that our regular unemployment program is part of a patchwork system of worker benefits, inadequate for covering a nation facing an emergency public health crisis. The patchwork nature of American benefits does not disappear at the end of this crisis. With more than twice the number of workers presently participating in programs that did not exist before the passage of the CARES Act compared to regular programs, we will need to prioritize reforming our social safety net so that every American can gain access to a support system during times of need. Our social safety net should not require an Act of Congress to serve the American public well in the face of a disaster.

We appreciate your past support for the provisions in the CARES Act that created these programs to begin with and which intended for all workers to access a basic safety net. We owe the American public the peace of mind this holiday season that Congress will continue to support them during this crisis.

WDFW aquatic invasive species check stations find and decontaminate a record number of mussel-infested boats in 2020.

Press release issued 11.30.20

https://wdfw.wa.gov/news/wdfw-aquatic-invasive-species-check-stations-find-and-decontaminate-record-number-mussel

SPOKANE – The Washington Department of Fish and Wildlife’s Aquatic invasive species (AIS) unit in 2020 detected more boats than ever fouled with non-native organisms.

WDFW is the lead agency for statewide management of invasive species. The aquatic invasive species program runs watercraft check stations in Spokane and Pasco, looking for organisms attached to boats like Zebra and Quagga mussels, aquatic plants, or those found in standing water like fish and amphibian diseases. If these species invade ecosystems beyond their natural historic range, it can negatively impact water quality, power and irrigation systems, native wildlife, and recreational opportunities. Currently, the Columbia River basin is the last major watershed in the U.S. that is not infested by zebra and quagga mussels.

With still a month to go in 2020, WDFW has inspected more than 32,000 watercraft at the two stations already this year. Almost one-third of the inspected boats came from waters in other states that are known to be infested with aquatic species that pose a threat to Washington waterways. Staff checks revealed 25 watercraft carrying invasive mussels.

In addition, WDFW staff decontaminated 632 watercraft of invasive aquatic plants and 168 that had standing water in some part of the boat; 112 of which were last on waters known to be infested with aquatic invasive species.

“Each year we find more boats with invasive mussels and other aquatic invasive species coming into our state,” said Captain Eric Anderson, WDFW’s aquatic invasive species enforcement manager. “If invasive mussels take hold in Washington, it’s estimated that it would cost more than $100 million each year to keep our power and water infrastructure running, in addition to potentially catastrophic ecological damage.”

Other aquatic invasive species program highlights from 2020 include installing a permanent watercraft decontamination unit at the Spokane check station and a permanent structure at the Pasco station that serves as an office for AIS staff. An onsite building allows for year-round operations, even in inclement weather, which is important as Pasco is the state’s primary intercept point for watercraft coming out of Lake Powell, Havasu, Mojave and the lower Colorado River system; all waters known to be infested with mussels. As part of a coordinated western state effort, as well as working with PUDs and Tribes within Washington state, WDFW has been successful in intercepting many contaminated boats.

In addition, WDFW and partnering agencies are checking water bodies for signs of invasive species. It was also a huge year for that effort, with staff at WDFW, Chelan PUD, Douglas PUD, Grant PUD, and the Spokane Tribe completing almost 5,000 surveys, looking for northern pike, Zebra and Quagga mussels, and New Zealand mudsnails.

With 8,000 lakes; 70,000 miles of streams; approximately 3,500 miles of shoreline; and 19 deep water ports in Washington, the work to prevent aquatic infestations is a widespread and challenging task. WDFW is asking for $2.8 million in additional funding from the state legislature this upcoming biennium to cover maintenance-level and essential baseline prevention and enforcement costs, in balance with COVID impacts.

“When we invest in prevention, we’re able to avoid new problems and keep our waters safe from invasive species,” said Justin Bush, executive coordinator of the Washington Invasive Species Council. “It’s far easier and less expensive to prevent these invaders from establishing than to get rid of them once they take hold. Preventing them means we don’t have to close waterways to recreation, spend millions to clean them up or watch our native plants and animals get pushed out. It will take all of us – boat owners, people who recreate on the water and all levels of government – to be vigilant and make sure we are doing our part to clean our boats, vehicles and gear. Preventative efforts require continued support and more resources so we can take action in more parts of the state.”

How Boaters Can Help- clean – drain – dry requirements.

Clean: When leaving the water, clean all equipment that touched the water by removing all visible plants, algae, animals, and mud. This includes watercraft hulls, trailers, shoes, waders, life vests, engines, and other gear.

Drain: Pull your plug or otherwise drain any accumulated water from watercraft or gear, including live wells and bilge, before leaving the water access area.

Dry: If transporting watercraft from outside Washington State, clean and drain everything before starting the journey. Once home, let all gear dry fully before using it in a different water body.

Avoid Fines: The penalty for transporting aquatic invasive species in Washington State can range from a $95 fine to a class C felony. Boat owners should call the Aquatic Invasive Species hotline at 1-888-WDFW-AIS (1-888-933-9247) before their trips for guidance on if they need free decontaminations for their boats or trailers.

WDFW also reminds operators of watercraft not registered in Washington State, seaplanes, and commercial transporters of specified vessel types, that they must buy an Aquatic Invasive Species Prevention Permit. These permits are valid for one year and may be purchased for $24 online or from any of WDFW’s authorized license dealers.

The Washington Department of Fish and Wildlife is the state agency tasked with preserving, protecting and perpetuating fish, wildlife, and ecosystems, while providing sustainable fishing and hunting opportunities.

Inslee announces statewide COVID-19 exposure notification tool

Inslee announces statewide COVID-19 exposure notification tool

WA Notify uses privacy-preserving technology and works without collecting or revealing any location or personal data.

Governor's Medium Page

Gov. Jay Inslee, along with the Washington State Department of Health (DOH), today announced the launch of WA Notify, a simple, anonymous exposure notification tool to help stop the spread of COVID-19. By adding WA Notify to their smartphones, Washington residents will be alerted if they spent time near another WA Notify user who later tests positive for COVID-19.

WA Notify uses privacy-preserving technology jointly developed by Google and Apple and works without collecting or revealing any location or personal data.

“Secure, private and anonymous exposure notification technology is an important tool for Washington,” Inslee said Monday. “We’ve deployed WA Notify in 29 languages so as many Washington residents as possible can protect themselves, their loved ones and their communities. I encourage everyone to start using WA Notify today so we can continue to work together to contain this virus.”

Data models for three counties in Washington found that COVID-19 infections and deaths could be reduced if even a small percentage of people enabled WA Notify. Studies from Oxford University and Stanford also show that the more people who use exposure notification technology, the more effective it is.

“WA Notify complements the actions Washington residents are already taking, like wearing masks, physical distancing and keeping gatherings small,” said Secretary of Health John Wiesman. “We’re excited to be joining the states already using this safe and secure technology and encourage all Washingtonians to join the effort.”

When voluntarily activated, phones with WA Notify use Bluetooth technology to exchange random codes with the phones of other users they are near. It does this without revealing a user’s identity or location. Users who test positive for COVID-19 can enter a verification code provided by public health into WA Notify, so that other users who have been near them within the last 14 days can be anonymously alerted and take appropriate action.

WA Notify is free and can be enabled in iPhone settings or downloaded as an app from the Google Play Store for Android phones. Users can opt out at any time. Several states including Virginia, New York and Colorado are using this tool. Countries successfully using this technology include Ireland, Canada and Germany.

“People are understandably concerned these days about being tracked and having their personal information compromised,” said Associate Professor Stefano Tessaro with the UW Paul G. Allen School of Computer Science & Engineering. “However, the technology behind WA Notify has been vetted by security and privacy experts across the world, and it does not collect or store any information that personally identifies its users. I plan to add WA Notify to my phone and I will encourage my friends and family to use it as well.”

Before launching WA Notify, Washington state received a recommendation to adopt the technology from an oversight committee which included security and civil liberties experts and community leaders representing communities of color, individuals with disabilities and other communities disproportionately impacted by COVID-19. The committee originally examined an app developed by the University of Washington (UW) that informed the technology for the Google Apple solution.

UW contributors to the app include the schools of computer science, medicine, public health and nursing, as well as support from the Brotman Baty Institute. The UW tested WA Notify with students during the month of November to help inform a successful statewide roll-out.

Statement from Commissioner Suzi LeVine regarding ongoing state audits--ESD

11/29/2020

“Our agency has welcomed these audits from the beginning and we continue to do so. The Employment Security Department and State Auditor’s Office have the shared goal of a secure and continuously improving unemployment system that consistently works better for Washingtonians. We remain firmly committed to full transparency and are collaborating closely with the State Auditor and her staff, as we have all along.

“The State Auditor’s Office is doing important work with these audits, and we have been doing everything we can to be responsive to them. This includes setting up new escalation processes so auditors can get what they need as quickly as possible and maintaining fully open lines of communication. At the same time, our agency is navigating several complexities. For example, we are supporting multiple audits simultaneously, including federal audits being conducted on every state, all in the midst of a crisis with some of the highest unemployment in Washington’s history. In addition, many of the same staff who need to respond to the audits are also critical to the delivery of benefits, which are a lifeline to our customers.

“We recognize deeply that the success of these audits directly benefits Washingtonians because the knowledge gained will help us meet our top priority – getting benefits to Washingtonians who are eligible for them, and greatly need them, during this crisis.”

But the day of the Lord will come as a thief in the night, in which the heavens will pass away with a great noise, and the elements will melt with fervent heat; both the earth and the works that are in it will be burned up.
