HOW CONVENIENT! A NEW VARIANT OF COVID-19 STRIKES WASHINGTON STATE, FROM THE UK!

 I guess they didn't want people blaming the Chinese government for releasing this Covid-19 in the first place anymore. Now they come up with another scape goat, jolly old England! I suspect readers, this will be another reason to keep Washingtonians under the boot of Governor Jay Inslee's continued covid-19 regime. --Peter Ripley

Background info on variant: First Identified Cases of SARS-CoV-2 Variant B.1.1.7 in Minnesota — December 2020–January 2021.--CDC

On January 9, 2021, the Minnesota Department of Health (MDH) announced the identification of the SARS-CoV-2 variant of concern (VOC) B.1.1.7, also referred to as 20I/501Y.V1 and VOC 202012/01, in specimens from five persons; on January 25, MDH announced the identification of this variant in specimens from three additional persons. The B.1.1.7 variant, which is reported to be more transmissible than certain other SARS-CoV-2 lineages*,† (1), was first reported in the United Kingdom in December 2020 (1). As of February 14, 2021, a total of 1,173 COVID-19 cases of the B.1.1.7 variant had been identified in 39 U.S. states and the District of Columbia (2). Modeling data suggest that B.1.1.7 could become the predominant variant in the United States in March 2021 (3).

State seeing ‘significant surge’ of virus variant

Health officials encourage masking, distance--PDN

https://www.peninsuladailynews.com/news/state-seeing-significant-surge-of-virus-variant/

" Residents should continue to follow masking, social distancing and other COVID-19 prevention guidelines as the state moves closer to non-restricted vaccinations for adults, North Olympic Peninsula health officers said."

" It’s been estimated by state officials that 35 percent of new cases in the state during the past two weeks are from the more contagious U.K. variant (B117), which is also showing to cause more severe symptoms, said Dr. Allison Berry, Clallam County health officer."

Related press release from DOH:

COVID-19 data show concerning increases in disease activity

OLYMPIA – Today the Washington State Department of Health (DOH) released the latest statewide situation report on COVID-19, which shows increasing transmission and daily case counts. The trends highlight the need to continue prevention measures like wearing masks and maintaining physical distance while vaccination efforts continue.

https://www.doh.wa.gov/Newsroom/Articles/ID/2734/COVID-19-data-show-concerning-increases-in-disease-activity

Report findings include:

COVID-19 transmission is increasing statewide. Our best estimate for the reproductive number (how many new people each COVID-19 patient will infect) in Washington on March 19 was 1.38. The goal is to maintain a reproductive number well below one—meaning COVID-19 transmission is declining—for a substantial amount of time.

Statewide daily case counts began increasing in late March following a plateau in mid-February. The seven-day rolling average on March 26 was 915 new cases per day. There is some variation at the county level, but many counties saw increases in the two weeks ending March 25, including four of the five largest counties (Clark, King, Pierce and Snohomish).

The biggest increases are in younger people, who are less likely to be vaccinated and can still get very sick or die of COVID-19. The data show sharp increases in people ages 10-49, and shallower increases in children ages 0-9 and adults ages 50-69.

Hospital admissions remained flat overall over the first three weeks of March, but are increasing as of more recent, incomplete data. Looking at admission rates by age, previous declines are flattening out in people ages 40-59 (less likely to be vaccinated) and those 70 and older (more vulnerable to severe illness). There are also slight increases in admission rates for people ages 20-39 and 60-69.

The number of hospital beds occupied by confirmed and suspected COVID-19 patients began to flatten or increase in mid-March, following previous declines. The number of ICU beds occupied by these patients began increasing gradually in mid-March.

Vaccination is helping protect people from severe illness requiring hospitalization. The report includes new analysis of the decline in hospital admission rates by age after the January 2021 peak. Admission rates declined faster for people age 60 and older—one of the first groups vaccinated—than among younger people. The analysis contrasts this pattern with declining rates after the August 2020 peak, when vaccines were not yet available.

“As we work to get more and more people vaccinated, our collective behavior still matters a lot. Right now, 80% of our state’s population is still susceptible to the virus, and we’re seeing increasing circulation of variants that spread more easily,” said Acting State Health Officer Scott Lindquist, MD, MPH. “This is particularly concerning when we’re already working from a higher baseline than we saw before previous waves. These restrictions won’t last forever, but they are still needed as we work to vaccinate more people.”

DOH is asking people to avoid crowds and wear masks in public regardless of vaccination status. If unvaccinated or living with someone at high risk for severe illness from COVID-19, wear masks when around anyone outside your household. Consider having fewer, shorter, smaller and safer gatherings. Gather outside or increase ventilation if you have to go indoors. Keep your distance, wash your hands frequently and get tested if you have COVID-19 symptoms.

Inslee updates high risk worker proclamation.

Gov. Jay Inslee today modified Proclamation 20-46 to allow employers additional flexibility to seek medical verification from employees and to shift employees to health coverage alternatives.

Leading the nation in protecting high-risk workers, Inslee initially permitted workers to self-attest to their medical status. With increased vaccination rates and increased provider capacity, this update allows employers to verify employees’ underlying health conditions.

Proclamation 20-46.3 will continue to maintain the core principles of the original proclamation:  workers who remain high risk will still benefit from job protection, access to alternative work arrangements, and eligibility for unemployment insurance and other forms of paid leave. Employers must provide employees with 14 days’ notice of any planned changes, which will give employees time to work with their medical provider to obtain verification and to seek health coverage through their employer’s COBRA plan, the Health Benefit Exchange, or private insurers.

BIBLE VERSE: Romans 5:6-8 (New King James Version)

For when we were still without strength, in due time Christ died for the ungodly. For scarcely for a righteous man will one die; yet perhaps for a good man someone would even dare to die. But God demonstrates His own love toward us, in that while we were still sinners, Christ died for us.

Washington partnership leverages AmeriCorps to address unprecedented food insecurity efforts across state.

To date, the program has deployed 120 AmeriCorps members at 70 community nonprofits in 14 counties across the state.

Ref. https://medium.com/wagovernor/washington-partnership-leverages-americorps-to-addresses-unprecedented-food-insecurity-efforts-e6c840d86a81

Last year, Serve Washington, the state’s service commission, the Washington State Department of Agriculture and the Schultz Family Foundation created the Response Corps to respond to unprecedented levels of food insecurity across the state.

New findings reveal just how successful the partnership was to help make the AmeriCorps program more accessible to its members and, in turn, help address food insecurity for Washington families during the COVID-19 pandemic.

The Response Corps invests in nonprofits and for individuals who want to serve as AmeriCorps members. It was the first of-its-kind program where philanthropic funds were combined with federal funds to support multiple AmeriCorps programs across the state.

That meant the partnership could address three things:

Invest in the overall food insecurity effort statewide

Help nonprofits already addressing food insecurity by funding AmeriCorps members at these locations

Increase the stipend that AmeriCorps members receive for their service

National Service and AmeriCorps is known nationally for deploying service to meet community needs.

“Washington communities have faced countless challenges this past year, and food insecurity has been one of the most pervasive,” Gov. Jay Inslee said. “The Response Corps is a perfect example of the impact public and private partnerships can have in taking care of our communities.”

Already planning for a second year, the partnership will continue to leverage new funding from federal, philanthropic and local partners to address even more COVID-19 impacts in Washington.

Since November 2020, AmeriCorps members in the Washington COVID Response Corps collectively completed 61,099 hours of service, providing more than 23.8 million pounds of food to Washingtonians and serving them more than 4.7 million meals.

Amber Martin-Jahn, executive director of Serve Washington, said this partnership with the Schultz Family Foundation not only made a significant impact in unprecedented food security efforts but it also helped Washington AmeriCorps programs provide a stronger stipend.

“We’ve done it for a year and we know it’s meeting high needs,” Martin-Jahn said. “We’re excited for a second year because we’ve seen such success in it and want to keep learning. Through this partnership, we increased the number of AmeriCorps members who helped us tackle food insecurity and more Washingtonians were served. This investment also expanded professional development opportunities and amplified the powerful role national service can, and should play, in building a path of opportunity and service for all young people as our state’s future leaders.”

The partnership supported 125 AmeriCorps members addressing food insecurity. That funding also supported diversity, equity and inclusion goals that AmeriCorps has been working on during the past few years.

To date, the program has deployed 120 AmeriCorps members at 70 community nonprofits in 14 counties across the state, where 30 percent of households struggle with food insecurity and people of color are 1.5 times more likely to be food insecure than white people (according to a University of Washington food security survey in 2020).

That’s why today’s discussion is so important,” said Senator Murray. “I made it a priority in the American Rescue Plan to include key provisions that would help address inequities facing communities that are too often left behind, like funding for community health centers that can better reach underserved populations. COVID-19 has put a harsh spotlight on inequity—but it’s only exacerbating something that was a problem long before this crisis began, and, while the American Rescue Plan makes major strides in addressing these issues, I’ll continue to prioritize health equity in my work even after we’re on the other side of this pandemic.”

Last week, Senator Murray announced 27 community health centers in Washington state will receive a combined $213,959,125 million in American Rescue Plan funding to support COVID-19 vaccination and services for vulnerable and underserved populations. The funding will be awarded beginning in April by the Health Resources and Services Administration (HRSA), an agency within the U.S. Department of Health and Human Services (HHS).

“In rural Clallam County, the foundation of our success has been a commitment to equitable distribution of vaccine. From assuring that early doses were distributed equitably to healthcare workers across the county, to administering extra doses in shelters and prisons, to close partnerships with our neighboring tribes, an early commitment to equity - along with a great deal of advance planning - has helped us consistently lead the state in vaccine distribution, despite our relatively few resources,” said Dr. Allison Berry, Clallam Public Health Officer.

“Equity support obviously needs funding and that’s where the ARP will really help out. And my hope is that, through these efforts, COVID-19 cases will decline in our counties, state, and across the United States. But, as I mentioned, the rates are going up right now. We’ve also heard several other states have – what I think is – prematurely lifted their restrictions, including masking mandates. So, thankfully, Washington is in a better circumstance – we still have guidance that keeps us safer. And let’s be cautious not to let optimism translate into making the wrong choices,” said Dr. Anthony Chen, Director of Health, Tacoma-Pierce County Health Department.

"The American Rescue Plan provides more resources locally, so that helps a lot. A lot of our plans were really focused on making sure we had the capacity to get the vaccine out to people where they are. And so it doesn't necessarily change our approach, we're still developing local mobile units who can do pop-up clinics and be very flexible, and can also potentially set up mass vaccination sites. As we move forward, with the federal allocations hopefully increasing in April, May, and June, we're going to be able to have a capacity to hopefully vaccinate our entire population depending on how much vaccine comes to us. So with the resources that are coming down the line, that will just strengthen our efforts," said Luke D. Davies, Health District Administrator for Chelan-Douglas Health District.

Earlier this month, Senator Murray held a hearing with clinicians, public health experts, and state health officials about the challenges of serving on the frontlines of our COVID-19 response, the importance of equitable vaccine distribution, and the steps necessary to help bring the COVID-19 pandemic to an end. In particular, Senator Murray stressed that when it comes to vaccinating communities of color, more work needs to be done and noted the efforts of the Pacific Islander Community Association of Washington state to help make sure vaccines reach the Pacific Islander community which has struggled to access them.

Senator Murray has also been a leader in the effort to ensure every person can get safe, effective COVID-19 vaccines at no cost. She outlined what was necessary for that back in July of last year, secured funding for vaccination efforts in December’s COVID relief package, and has continued to emphasize the importance of making sure we address inequities and vaccine hesitancy as vaccinations ramp up so underserved communities and communities of color are not left behind.

As one of the key authors of the American Rescue Plan, Senator Murray worked to secure important provisions to prioritize vaccine equity and support vaccine distribution overall, including:

$20 billion for improving vaccine administration and distribution.

$8 billion for Community Health Centers, FQHC look-alikes, and Native Hawaiian Health Centers

$49 billion for testing, genomic sequencing of variants, and contact tracing efforts, as well as manufacturing and procurement of PPE. And another $10 billion for the Defense Production Act to procure essential PPE and other medical equipment.

$8 billion for public health workforce development.

Cantwell Statement on President Biden’s Infrastructure Plan.

WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), the Chair of the Senate Committee on Commerce, Science, and Transportation, released the following statement on President Biden’s infrastructure investment and job creation plan:

“We must strengthen and expand America's infrastructure to remain competitive and secure in the 21st century. As we recover from the COVID crisis, there is no better way to rebuild our economy and create jobs than by making long-overdue investments in our future. From upgrading our roads and bridges and prioritizing affordable housing to building out broadband, making our supply chains more resilient, and skilling our workforce for the 21st-century economy, the American Jobs Plan is a blueprint to meet these generational challenges. I will do everything I can to partner with President Biden and my colleagues to meet this moment and deliver a stronger and fairer economic future for all Washingtonians.”

MY QUESTION, WHO PROTECTS THE FARMERS FROM PROSECTUION FOR HIRING ILLEGAL ALIENS?

Farmers should be hiring legal immigrants to this country to harvest their crops. Everyone, probably knows why that is the reason farmers hire illegal aliens to work on their farms, cheap work force. But, that's no excuse of breaking the law. Both on the farmer, and the illegal alien parts. Now these politicians are making the practice of hiring illegal aliens legal! Are they also going to protect the farmers who are doing the hiring from prosecution? It's like saying: "Hey! it's okay to hire that illegal immigrant from Mexico to work your farm, you're not going to get busted, or fined! He's protected, your not!--Peter Ripley.

Legalize America’s essential immigrant farmworkers--Seattle Times editorial

Quote: "Last year, grocery stores might have run out of toilet paper, but the domestic food supply remained strong. Farmworkers, many of them immigrants who entered the country illegally, harvested fruits and vegetables. They processed meat. They were essential workers. Now they deserve legal protection, and the Farm Workforce Modernization Act would provide it.

U.S. Rep. Dan Newhouse, a Republican who represents Central Washington, has joined with Democratic Rep. Zoe Lofgren of California to sponsor the bill. Its core components address the three key players in the agricultural workforce equation."

After Identifying Gaps in Previous Aid, USDA Announces ‘Pandemic Assistance for Producers’ to Distribute Resources More Equitably.

From a USDA press release dated 3/24/21

https://www.usda.gov/media/press-releases/2021/03/24/after-identifying-gaps-previous-aid-usda-announces-pandemic

USDA Reopens Program Sign-Up to a Larger Share of Producers with Plans to Expand Outreach and New Programming

WASHINGTON, March 24, 2021 — Agriculture Secretary Tom Vilsack announced today that USDA is establishing new programs and efforts to bring financial assistance to farmers, ranchers and producers who felt the impact of COVID-19 market disruptions. The new initiative—USDA Pandemic Assistance for Producers—will reach a broader set of producers than in previous COVID-19 aid programs. USDA is dedicating at least $6 billion toward the new programs. The Department will also develop rules for new programs that will put a greater emphasis on outreach to small and socially disadvantaged producers, specialty crop and organic producers, timber harvesters, as well as provide support for the food supply chain and producers of renewable fuel, among others. Existing programs like the Coronavirus Food Assistance Program (CFAP) will fall within the new initiative and, where statutory authority allows, will be refined to better address the needs of producers.

USDA Pandemic Assistance for Producers was needed, said Vilsack, after a review of previous COVID-19 assistance programs targeting farmers identified a number of gaps and disparities in how assistance was distributed as well as inadequate outreach to underserved producers and smaller and medium operations.

“The pandemic affected all of agriculture, but many farmers did not benefit from previous rounds of pandemic-related assistance. The Biden-Harris Administration is committed to helping as many producers as possible, as equitably as possible,” said Vilsack. “Our new USDA Pandemic Assistance for Producers initiative will help get financial assistance to a broader set of producers, including to socially disadvantaged communities, small and medium sized producers, and farmers and producers of less traditional crops.”

USDA will reopen sign-up for CFAP 2 for at least 60 days beginning on April 5, 2021. The USDA Farm Service Agency (FSA) has committed at least $2.5 million to improve outreach for CFAP 2 and will establish partnerships with organizations with strong connections to socially disadvantaged communities to ensure they are informed and aware of the application process.

The payments announced today (under Part 3, below) will go out under the existing CFAP rules; however, future opportunities for USDA Pandemic Assistance will be reviewed for verified need and during the rulemaking process, USDA will look to make eligibility more consistent with the Farm Bill. Moving forward, USDA Pandemic Assistance for Producers will utilize existing programs, such as the Local Agricultural Marketing Program, Farming Opportunities Training and Outreach, and Specialty Crop Block Grant Program, and others to enhance educational and market opportunities for agricultural producers.

USDA Pandemic Assistance for Producers – 4 Parts Announced Today

Part 1: Investing $6 Billion to Expand Help & Assistance to More Producers

USDA will dedicate at least $6 billion to develop a number of new programs or modify existing proposals using discretionary funding from the Consolidated Appropriations Act and other coronavirus funding that went unspent by the previous administration. Where rulemaking is required, it will commence this spring. These efforts will include assistance for:

Dairy farmers through the Dairy Donation Program or other means:

Euthanized livestock and poultry;

Biofuels;

Specialty crops, beginning farmers, local, urban and organic farms;

Costs for organic certification or to continue or add conservation activities

Other possible expansion and corrections to CFAP that were not part of today’s announcement such as to support dairy or other livestock producers;

Timber harvesting and hauling;

Personal Protective Equipment (PPE) and other protective measures for food and farm workers and specialty crop and seafood producers, processors and distributors;

Improving the resilience of the food supply chain, including assistance to meat and poultry operations to facilitate interstate shipment;

Developing infrastructure to support donation and distribution of perishable commodities, including food donation and distribution through farm-to-school, restaurants or other community organizations; and

Reducing food waste.

Part 2: Adding $500 Million of New Funding to Existing Programs

USDA expects to begin investing approximately $500 million in expedited assistance through several existing programs this spring, with most by April 30. This new assistance includes:

$100 million in additional funding for the Specialty Crop Block Grant Program, administered by the Agricultural Marketing Service (AMS), which enhances the competitiveness of fruits, vegetables, tree nuts, dried fruits, horticulture, and nursery crops.

$75 million in additional funding for the Farmers Opportunities Training and Outreach program, administered by the National Institute of Food and Agriculture (NIFA) and the Office of Partnerships and Public Engagement, which encourages and assists socially disadvantaged, veteran, and beginning farmers and ranchers in the ownership and operation of farms and ranches.

$100 million in additional funding for the Local Agricultural Marketing Program, administered by the AMS and Rural Development, which supports the development, coordination and expansion of direct producer-to-consumer marketing, local and regional food markets and enterprises and value-added agricultural products.

$75 million in additional funding for the Gus Schumacher Nutrition Incentive Program, administered by the NIFA, which provides funding opportunities to conduct and evaluate projects providing incentives to increase the purchase of fruits and vegetables by low-income consumers

$20 million for the Animal and Plant Health Inspection Service to improve and maintain animal disease prevention and response capacity, including the National Animal Health Laboratory Network.

$20 million for the Agricultural Research Service to work collaboratively with Texas A&M on the critical intersection between responsive agriculture, food production, and human nutrition and health.

$28 million for NIFA to provide grants to state departments of agriculture to expand or sustain existing farm stress assistance programs.

Approximately $80 million in additional payments to domestic users of upland and extra-long staple cotton based on a formula set in the Consolidated Appropriations Act, 2021 that USDA plans to deliver through the Economic Adjustment Assistance for Textile Mills program.

Part 3: Carrying Out Formula Payments under CFAP 1, CFAP 2, CFAP AA

The Consolidated Appropriations Act, 2021, enacted December 2020 requires FSA to make certain payments to producers according to a mandated formula. USDA is now expediting these provisions because there is no discretion involved in interpreting such directives, they are self-enacting.

An increase in CFAP 1 payment rates for cattle. Cattle producers with approved CFAP 1 applications will automatically receive these payments beginning in April. Information on the additional payment rates for cattle can be found on farmers.gov/cfap. Eligible producers do not need to submit new applications, since payments are based on previously approved CFAP 1 applications. USDA estimates additional payments of more than $1.1 billion to more than 410,000 producers, according to the mandated formula.

Additional CFAP assistance of $20 per acre for producers of eligible crops identified as CFAP 2 flat-rate or price-trigger crops beginning in April. This includes alfalfa, corn, cotton, hemp, peanuts, rice, sorghum, soybeans, sugar beets and wheat, among other crops. FSA will automatically issue payments to eligible price trigger and flat-rate crop producers based on the eligible acres included on their CFAP 2 applications. Eligible producers do not need to submit a new CFAP 2 application. For a list of all eligible row-crops, visit farmers.gov/cfap. USDA estimates additional payments of more than $4.5 billion to more than 560,000 producers, according to the mandated formula.

USDA will finalize routine decisions and minor formula adjustments on applications and begin processing payments for certain applications filed as part of the CFAP Additional Assistance program in the following categories:

Applications filed for pullets and turfgrass sod;

A formula correction for row-crop producer applications to allow producers with a non-Actual Production History (APH) insurance policy to use 100% of the 2019 Agriculture Risk Coverage-County Option (ARC-CO) benchmark yield in the calculation;

Sales commodity applications revised to include insurance indemnities, Noninsured Crop Disaster Assistance Program payments, and Wildfire and Hurricane Indemnity Program Plus payments, as required by statute; and

Additional payments for swine producers and contract growers under CFAP Additional Assistance remain on hold and are likely to require modifications to the regulation as part of the broader evaluation and future assistance; however, FSA will continue to accept applications from interested producers.

Part 4: Reopening CFAP 2 Sign-Up to Improve Access & Outreach to Underserved Producers

As noted above, USDA will re-open sign-up for of CFAP 2 for at least 60 days beginning on April 5, 2021.

FSA has committed at least $2.5 million to establish partnerships and direct outreach efforts intended to improve outreach for CFAP 2 and will cooperate with grassroots organizations with strong connections to socially disadvantaged communities to ensure they are informed and aware of the application process.

Watch video: Presidential News Conference

President Biden held his first official news conference in the White House East Room, announcing at the top of his remarks a new goal of 200 million vaccination shots in his first 100 days. The president’s original goal was 100 shots, which was surpassed around March 19. He answered a range of questions on immigration policy, the filibuster rule, relations with China, and voting rights. President Biden called the Republican attempts to limit voting rights in the U.S. “un-American” and “sick” and later told reporters that it was his expectation to run for reelection in 2024--CSPAN

Statement from U.S Secretary of Education Miguel Cardona regarding NAEP 2021 School Survey.

Today’s findings from the National Center for Education Statistics show encouraging early progress in states and communities’ efforts to reopen schools safely and quickly. As of February, 76% of schools were open for full-time or hybrid learning. While schools continue to show us what’s possible as they work to open their doors and meet students’ needs, we know that we still have a lot of ground to go. Data from January show there were critical gaps in access to in-person instruction, particularly for communities of color and students disproportionately impacted by the COVID-19 pandemic.

“At the Department of Education, we are committed to working with schools all across the country to get them reopened quickly and safely and to build confidence among families and educators. We owe it to our students - especially students in underserved communities and students with disabilities  - to get all our schools opened safely and to meet the social, emotional, mental health, and academic needs of all students. Between the critical funds allocated from the American Rescue Plan and the bold initiatives this Department is putting forward, I am confident that we can bridge the gaps that the COVID-19 pandemic has exacerbated and build a better educational system for all of our students.”
