Inslee announces unprecedented state purchase of three-year supply of mifepristone

 

Governor joins legislators and AG Ferguson in committing to protect access to medical abortion

Gov. Jay Inslee today announced that Washington state has taken unprecedented action to purchase a three-year supply of mifepristone, an abortion medication used safely for more than two decades. Inslee directed the state Department of Corrections, using its existing pharmacy license, to purchase the medication last month. The full shipment was delivered on March 31.


Inslee was joined at a press conference today by legislators who are introducing legislation authorizing the state Department of Corrections to distribute or sell the medication to licensed health providers across the state, and by Attorney General Bob Ferguson who is helping lead a multi-state lawsuit aiming to protect access to the medication.

These actions come as a Trump-appointed judge in Texas is poised to issue a ruling any day that would order the Food and Drug Administration to rescind its approval of mifepristone. Such a ruling would effectively end the ability of providers or pharmacists nationwide to purchase the medication.


Purchasing the medication now ensures it will remain available to providers and patients in Washington, regardless of the Texas ruling.


“This Texas lawsuit is a clear and present danger to patients and providers all across the country. Washington will not sit by idly and risk the devastating consequences of inaction,” Inslee said. “Washington is a pro-choice state and no Texas judge will order us otherwise.”


The legislation that would authorize DOC to distribute or sell the medication is sponsored by Sen. Karen Keiser and Rep. Jessica Bateman.


“The last year has made it clear that we cannot be complacent when it comes to reproductive health,” Keiser said. “The Legislature is taking a number of crucial steps this session to protect abortion rights, but those rights are meaningless without access to care. We cannot allow an extremist judge in Texas to deny Washingtonians access to this safe, effective medication, and that’s why I’m sponsoring this bill.”


“Patients need access to this medication here in Washington state,” Bateman said. “Abortion is health care. This legislation is vitally important to protect your right to get the best care possible, and the full range of medical options. These decisions should not be made by a judge in Texas, but by patients here in Washington.”


Medication abortions account for nearly 60% of abortions in Washington state, and has been associated with fewer serious side effects and deaths than common drugs like Tylenol or Viagra. This prompted Ferguson to pursue a legal challenge to overly-burdensome FDA restrictions on prescribing and dispensing mifepristone.


“Thank you to Gov. Inslee and Sen. Keiser for your efforts. Protecting access to mifepristone is critical,” said Ferguson.


Anti-choice activists and politicians are mobilizing quickly around their long-sought fall of Roe by pushing through chilling and dangerous restrictions on abortion in statehouses and courtrooms across the country. Washington state, however, has aggressively responded with a suite of policies to protect abortion care and access. Several abortion and gender-affirming care bills are expected to pass this session:


HB 1155 is an AG request bill sponsored by Rep. Vandana Slatter that improves consumer health data privacy.

HB 1340 is sponsored by Rep. Marcus Riccelli and strengthens Uniform Disciplinary Act language for providers who provide abortion care or gender-affirming care.

HB 1469 is sponsored by Rep. Drew Hansen and strengthens legal protections for patients or providers involved with reproductive care or gender-affirming care in Washington state.

SB 5242 sponsored by Sen. Annette Cleveland removes cost-sharing for abortion care services.

“Abortion care is health care — Washingtonians have said that loud and clear, year after year,” said Sen. Manka Dhingra, a co-sponsor of the mifepristone bill. “And in order to deliver that care, providers need to have the right tools, including this medication, which is used in more than half of abortions. This legislation is urgently needed to ensure that Washingtonians and people seeking care in Washington can get the safe, effective treatment they need.” (details)

No bags in the bin! Plastic bags contaminate recycling system.

OLYMPIA – 

Plastic bags are one of the largest sources of contamination in Washington’s residential recycling stream. These bags can clog recycling machinery, contaminate other recyclable materials, and lead to more potentially recyclable material ending up in the landfill.

How big a problem is it? According to a Washington Department of Ecology survey, 20% of residents put their recyclables in plastic bags before placing them in a curbside recycling bin. A new statewide “Recycle Right” initiative led by Ecology aims to provide education on how everyone can pitch in to improve our recycling system.

Plastic bags are not recyclable in Washington’s curbside recycling programs. When people place recyclable items in a bag, it makes them impossible to sort. As a result, all bagged items are pulled from the sorting line and the contents are sent to the landfill because workers at recycling facilities cannot see what is inside. The bags that make it past the workers can get tangled in the sorting equipment – causing stoppages – or become mixed with other materials, reducing their value and recyclability.

“People in Washington value the environment, and they are enthusiastic about recycling – but bagging your recyclables does more harm than good,” said Laura Watson, Ecology’s director. “We know people want to ‘Recycle Right,’ so this new campaign will help them take simple steps to improve the system.”


The Recycle Right campaign is designed to inform people about the challenges caused by bagging recyclables and improve their recycling behaviors. 

So, why are people bagging their recyclables in the first place?

Ecology’s survey found that residents bag their recyclables for many reasons. Some are motivated by convenience and the ease of carrying recyclables to the bin, while others are concerned with cleanliness and odor control. Some people believe bagged recyclables are helpful for recycling haulers or that the bags themselves are recyclable.

“It is great that we all do our part to recycle, but it is important that we recycle right so our actions help more than they harm,” said Dan Weston, Ecology’s statewide recycling coordinator. “When you bag your recyclables before tossing them into the curbside bin, not only will your items not get recycled, but it also causes a strain on our facilities and disrupts the recycling process.”


The campaign features online and social media advertising, billboards, radio spots, and public service announcements in English and Spanish. An online toolkit provides information and resources for partners to share through additional channels. Washington residents will see and hear Recycle Right ads throughout April.--DOE

Gov. Jay Inslee released the following statement in response to operating and capital budget proposals released by the state House of Representatives on Monday.


“I’m very encouraged to see the House propose larger investments to avert more homelessness in our state. It is most heartening that the House put in the budget the funds necessary to implement our housing bond proposal that would build thousands of necessary housing units. The stage is now set for discussions between the House and the Senate to develop a budget that will go big so people can go home.


“So far there is strong alignment among legislative leaders about prioritizing housing as well as K-12, special education, climate change, the state’s workforce, mental health and other crucial supports for Washingtonians who are still recovering from the pandemic’s impacts. I look forward to the work ahead of us to cement a successful legislative session for Washingtonians.”

Ecology invites comment on Skagit County comprehensive update and review of Shoreline Master Program.

Public comments will aid in decision to approve program or ask for changes

OLYMPIA – 

The Washington Department of Ecology is seeking public input on a combined Shoreline Master Program update for Skagit County and the towns of Hamilton and Lyman. 


The county and the towns formed a coalition in 2010 to combine their efforts to maximize efficiency and take advantage of their proximity and similar development issues.  


These jurisdictions have worked together, with Skagit County taking the lead, to develop a shared shoreline plan that will be implemented consistently across all three jurisdictions, and all three have recently adopted drafts for Ecology to review, as required by state law.  


The towns of Hamilton and Lyman are located along the Skagit River. The proposed amendments to the Skagit County shoreline plan would represent a significant overhaul of the existing plan, which hasn’t been comprehensively updated since the late 1970s. The new shoreline plan would regulate use and development along 598 miles of streams and rivers, 53 lakes and reservoirs, 228 miles of marine shoreline, and all wetland areas associated with these waterbodies.  


“The proposed shoreline plan entirely replaces the existing Skagit County shoreline master program that was adopted in 1976,” said Chad Yunge, a senior shoreline planner with Ecology. “This includes new goals, policies, and regulations to encourage and manage appropriate shoreline uses, public access, and protection and restoration of both marine and freshwater shoreline resources.” (details)

Inslee statement on Senate capital budget proposal and need to go bigger on housing.--press release from the Governor's office.

“The Senate’s capital budget proposal would take us backwards on housing. It’s less than what we approved last biennium. In the middle of a housing crisis, less is unacceptable. We need to go big, so people can go home. In the past two years we were able to make historic investments to scale up and speed up construction of housing and shelters. The problem is growing, not shrinking, so our response must match the moment.


"I appreciate the work of legislators to address the many urgent priorities in our capital budget, including a new behavioral health hospital and housing. I look forward to seeing the House proposal next week.”


Background:

In December, Inslee released a housing proposal that included a referendum that will allow legislators to front-load $4 billion of housing construction over the next six years. The underlying capital budget will fund approximately 2,200 housing units in 2023–25. The $4 billion referendum would add approximately 5,300 units additional units during that time, and 19,000 in the following three biennia.

 

The 2021-23 capital budget included about $290 million for the Housing Trust Fund and $419 million for a new type of housing called Rapid Capital Acquisition. In 2021-23, federal funding significantly boosted overall funding to more than $800 million. The Senate proposal doesn't include funding for RCA and reduces overall funding for housing unit investments back to $542 million.

HUD Makes $30 Million in Funding Available for Public Housing Agencies to Help Youth Aging out of Foster Care

WASHINGTON - The U.S. Department of Housing and Urban Development (HUD) announced that it will make available $30 million to public housing authorities (PHAs) on a non-competitive basis through HUD’s Foster Youth to Independence (FYI) Initiative to provide housing assistance to young adults who are transitioning out of foster care or have already left foster care. Unfortunately transitions out of foster care can be an unstable time and can result in experiences of homelessness.   FYI makes Housing Choice Voucher (HCV) assistance available to Public Housing Agencies (PHAs) in partnership with Public Child Welfare Agencies (PCWAs). This funding will help connect youth in foster care with stable housing and strengthen the community response of homelessness.


“HUD invites public housing authorities to apply for this funding so that they can continue to assist youth who are aging out of foster care and ease connections to housing,” said U.S. Department of Housing and Urban Development Secretary Marcia L. Fudge. “We want every young person to have a safe place to call home. This funding is available to help prevent young people from having to start their young adult lives living on the streets.”


All In: The Federal Strategic Plan to Prevent and End Homelessness outlines the Biden-Harris Administration’s vision of an America where no one experiences the tragedy and indignity of homelessness—and everyone has a safe, stable, accessible, and affordable home. It sets a near-term goal of reducing homelessness 25% by 2025. As a demonstration of the Biden-Harris Administration’s continued commitment to expanding rental assistance for all households in need, the President’s Fiscal Year 2024 Budget request includes $9 billion in new mandatory funding to establish a housing voucher program for all youth aging out of foster care to living independently.


These FYI vouchers will be used to provide housing assistance to young adults in between the ages of 18 years and not more than 24 years old who left foster care or will leave foster care in the next 90 days and are homeless or at risk of becoming homeless. PHAs can request non-competitive FYI vouchers under this new Notice on a rolling basis, once they receive a referral of an eligible youth from a partnering PCWA.


The process and eligibility requirements to apply for the Foster to Youth to Independence (FYI) non-competitive vouchers can be found in PIH Notice 2023-04: online.

Statewide Juvenile Arrest Data Available Through New Dashboard

Extensive youth arrest data from across the state is now available through the new Washington Juvenile Justice Data Dashboard, an online tool developed by the Administrative Office of the Court’s Washington State Center for Court Research (WSCCR). The dashboard opens a window for communities on the arrests of local youth, and their causes, so law enforcement agencies and community members will have a better view of the fairness and effectiveness of policing.


The Law Enforcement Data Analysis (LEDA) Dashboard, developed in partnership with the state Office of Juvenile Justice (OJJ), shows the number of arrests per 1,000 youths in the population for the state as a whole, as well as for individual counties and cities with a population over 1,000. The data can be sorted by gender, race, year arrested, and offense category as reported by law enforcement agencies. For example, the user could identify arrest rates for males of color in their city, county, or Washington State as a whole, and see how those rates have changed year-by-year.


The data includes arrests for juveniles ages 12-17 beginning in 2017 through 2020.  The dashboard will be updated annually with 2021 arrest data being added by summer and 2022 data added by the end of this year.


Carl McCurley, manager of the Center for Court Research, hopes the tool will help increase transparency and accountability.


“The dashboard comes at a time when the public needs a clear view of how the justice system operates, and can help law enforcement by empowering communities so they can engage in justice review and improvement,” McCurley said.


This is the first in a series of dashboards planned by the Washington Juvenile Justice Data Dashboard Initiative, a partnership between WSCCR, the Partnership Council on Juvenile Justice, and the Office of Juvenile Justice. The initiative aims to fill an important gap in our knowledge of the juvenile justice system and help with the larger work of comparing data in order to understand where disparities increase and decrease.


“The Administrative Office of the Courts is pleased to partner with the Department of Children, Youth and Families to provide this valuable new tool for the public and policy makers throughout Washington,” said State Court Administrator Dawn Marie Rubio.


A second dashboard with data on court processing stages — such as referrals, cases, and adjudication — is planned to launch by the end of the year. Future goals in 2024 and 2025 for the Initiative include building linked dashboards to include arrests, court filed diversions, detention admissions, and recidivism.


McCurley explained that in addition to allowing a better understanding of the juvenile justice system by law enforcement and community leaders, another central goal of the dashboard initiative is that other states and law enforcement agencies reproduce this method of tracking arrest.


“If we can do this for arrests of young people, we can just as readily do it for arrests of everybody. Any state or jurisdiction that has this data can do the same thing, and it's pretty straightforward to do it,” McCurley said. “Our hope is that others adopt and spread the method.”


The dashboard is the first law enforcement dashboard by WSCCR that makes innovative use of combined law enforcement data from the National Incident-Based Reporting System (by the Federal Bureau of Investigations) and the US Census Bureau.


A 10-minute tutorial video is included on the dashboard and is encouraged for proper interpretation of data and to optimize use of the dashboard. For a more in-depth demo and explanation of the data and goal behind the initiative there is a 54-minute-long webinar available that was held Feb. 9.

The Washington State Center for Court Research was established in 2004 by order of the Washington Supreme Court, and serves as the research arm of the Administrative Office of the Courts. Its research is intended to provide information on the work of the courts, help guide judicial policy and improve the functioning of the judicial system while serving all participants in the judicial process.


Positioned within DCYF, OJJ provides statewide resource, education, and coordination of juvenile justice system improvement and reform efforts. OJJ supports innovation and collaboration to reduce the impact of racial and ethnic disparities throughout the juvenile justice system. By providing compliance monitoring, funding, and training, OJJ acts as a resource to juvenile justice system partners.

DNR Closes Whatcom County Rock Pit to Target Shooting, Public Access. 

North Fork rock pit, northeast of Deming, contains elevated levels of lead, recent field tests found

 

The Washington State Department of Natural Resources closed the North Fork rock pit in Whatcom County to target shooting this month after recent testing found significantly elevated levels of lead there that far exceed environmental standards.

 

The rock pit, located on DNR-managed trust lands northeast of Deming, has long been a popular target shooting destination. However, the site has struggled with garbage dumping, illegal shooting, and other public safety issues.

 

“Limiting public access to recreation is not a decision that we take lightly, but the safety of our staff and the public is our primary concern,” said Jay Guthrie, DNR’s Northwest Region manager. “It is important that all target shooting on state lands is done in a safe and responsible manner, and that includes observing the closure of areas where target shooting can no longer be done safely.”

 

During a joint site visit with DNR, initial field tests by the Washington State Department of Ecology found results ranging from 6,420 milligrams of lead per kilogram of soil to 58,100 milligrams of lead per kilogram within the North Fork rock pit. The soil cleanup level for unrestricted land use in Washington state is 250 milligrams of lead per kilogram of soil. ( see more details)
