COME AUGUST IT WILL BE FIVE YEARS OF PUBLISHING

WOW! It has been five years coming this August since I started publishing a news blog, since 12 prior I was publishing a blog named the Port Angeles Journal. The Ripley Report took place of my old publication back in 2012.
Lot of ground covered since then. But personally the biggest encounter to date was my chance meeting with noted author, and Fox News contributor Michelle Malkin, who visited Port Angeles back in 2014. The Ripley Report shared stories covering world, national, state, and local news events since start up in 2012. I still plan to share with you my readership news stories and information you can use. Though, I may see things different than my counter parts, my readers knows at least where I stand on politics. What surprises me is that not only I get page views from local and national readers, I get some folks internationally signing in and checking up in my little corner of this big rock of ours called Earth. I appreciate all who check in on my blog on a daily basis, at least Monday through Saturday. So, on with the show, and once again many thanks.

PORT ANGELES DIGEST (page 2) "CITY TO CONSIDER PETITION TO CHANGE GOVERNMENT...Who will make motion?"

During their next meeting, the City will have the dubious task to place the petition of changing the form of government back to post 1970's form of governance.
According to the staff memo provided in the agenda packet:
"Port Angeles now is classified as a noncharter code city under Title 35A

RCW. On May 4, 2016, a citizens’ group, Our Water-Our Choice, filed with the City a petition to change the City’s classification as a noncharter code city under Title 35A RCW to a second class city under Title 35 RCW. By state statute, a petition of this type would be placed on the ballot at
the next municipal general election. State statutes fix the date of municipal general elections as the November election in odd numbered years. So, the date for an election on a petition of this type normally would be November of 2017.
In this case, Our Water-Our Choice has requested the proposition to be submitted to the voters at the November 2016 general election. Notwithstanding the statutes mentioned above, it is possible to have this proposition placed on the ballot at the November 2016 general election. To do so, the
City Council must itself become the sponsor of the proposition and adopt a resolution requesting the proposition to be submitted to voters at the November 2016 general election. If the Council adopts such a resolution, the resolution must be submitted to the Clallam County Auditor by August 2, 2016
The City has several options in response to the petition. However, only one option requires immediate consideration because of the election deadlines. Because of the August 2, 2016 deadline, Staff is submitting this option to Council for consideration. A presentation will be provided prior to Council discussion and consideration.
Funding Overview: Election Costs for this proposition would be paid from the General Fund. Money for a ballot proposition has not been included in the 2016 budget. "

Editorial Note: Sounds to me pretty cut and dry decision here readers, no need to have an endless debate, or beat around the barn yard. The question is which council member will make the motion to move this issue to November 8th ballot this year? Or, who will motion to reject the petition out right and force it to go to November 2017?  Needless to say the community, as well as I will be watching.

More can be done for Ruby than just Build a shack to live in.

Readers, you probably caught this story I shared yesterday from the Port Townsend Leader with the headline: A tiny house for Ruby: Irondale Church hopes to answer Ruby Mohn's prayers for decent housing, indoor plumbing
Yesterday I mention one of the possibilities which may have been over looked was the Habitat for Humanity, they could assist this woman in living in a more suitable home than a shack which the church is planning to help her build. I think it would be a good idea if folks there and here show a bit of charity and help this woman, and others like her to aid in suitable housing. No one should have to live in scroll er and filth. I think we all can do better than a shack for Ruby don't you think? Even a donated camper trailer would be better than a shack. So, let's put our thinking caps on and make something happen folks.

PORT ANGELES DIGEST (page 1)

COINCIDENTAL? PORT O CALL'S, DALE WILSON FILES PETITION OVER LAWSUIT SETTLEMENT, AFTER RIPLEY REPORT'S ARTICLE LAST FRIDAY.

As you may recall, last week I made mention of the "web" of conspiracy, which includes acts of malfeasance by elected officials of the county government regarding the Lange v Cebelak lawsuit with the county. Allegations which Wilson had been reporting on in his publication (See headlines below). Last week I challenged my learned colleague to prove this "web" of corruption in a court of law, not just in his newspaper. (Since I don't hold a degree in journalism, always refer these big media types as learned colleagues)
 I said, if you have a charge to make, make it in the court of law, not just the court of public opinion.

Editorial Comment: No sooner than the article I posted last Friday, Wilson on Wednesday filed a petition in court, coincidental? Some would say it was, but I found it very amusing to suddenly see this happen just days after my posting last Friday. Then, I thought okay, now that Wilson had filed the petition what more could I say about this. Well, I came up with two points that needed to be mentioned.
Quoting from the petition posted on the Port O Call page:
1) Petitioner’s objections to this budget emergency include the fact that (1) this expenditure of public monies to settle a private lawsuit is not allowed under state law nor under the Constitution of the State of Washington.
2) In his editorial note: Here is a copy of the petition filed today at Superior Court.  By the way, it cost $240 filing fee.  If you support this action you can demonstrate your support with a donation to offset this filing fee.

Wait a minute! Isn't this the very thing Wilson is petitioning the court for, in using public monies to pay for a lawsuit settlement? Granted he had a point that the taxpayer shouldn't have to pay for a cool $500,000 plus settlement. Neither should his readership pitch in for a legal filing fee, when he could probably easily afford it. I thought, isn't that sort of the same thing being done on a larger scale? Maybe I'm wrong in that thinking, but it seems to me if Wilson can afford to pay for a filing fee, he shouldn't have to ask for donations to cover the costs, it's one thing if you are not well off financially.

There are programs in play I think that can assist people in handling legal fees. Now, most if not all publications have a legal fund to cover such legal expenses. I just found that part of this a bit ironic.
Secondly, If Wilson is sure of a county wide corruption going on, should he be filing this petition in Jefferson, or King County? I read through the petition he filed, he named all but one player in this....

 Editorial Note: Why didn’t Wilson make mention of the PDN's involvement in the petition he filed? Contrary, to some people's opinion the Peninsula Daily News is not a government run newspaper. Some however wouldn't agree with that assessment. But, the local governmental agencies in town always seem to refer to the PDN on many occasions.

If the PDN withholds information to their readership, that is their own failings. I do have to wonder when these two newspapers, will play nice in the sandbox? Though Wilson wrote to this publication, asking to hold my tough on Councilman Lee Whetham doings,  because I was starting to sound like I was looking like a sore loser, which was incorrect for Wilson to imply, and secondly the reason given by Wilson, because Whetham is against the fluoride issue.

 I find it odd that a publisher of another publication cites one publication for not publishing information regarding a lawsuit, while writes to another to silence any decent on a city council member who just happens to be a former political opponent at one time.

Granted lately I have been agreeing with Whetham on some issues, but I'll not be silenced by anyone because I don't agree with said council member. Then all I have seen on the pages of the Port O Call are glowing articles about Whetham, and Barkhuis. If that isn't propaganda or covering their back sides Dale, what is it? Then he turns around and accuse the PDN of doing the same thing, of covering the back sides of the county commission?  Now he probably will wonder what set me off!?  I'll keep them all guessing.

Editorial Note: Well, wonders never cease huh! No sooner your truly pens an article about the Port O Call's Dale Wilson making allegations against the county, and should prove all of those allegations in the court of law,  rather than the court of public opinion, he files files a court petition. Apparently, someone was paying attention. However, one thing I find interesting, on the Port O Call page, Wilson is asking the readership to cover the filing fee. Wait a minute! Isn't like asking to public in covering court cost as well, something he cited the County Commission on using taxpayer monies to cover the settlement with Lange. Most publications I know, if not all has a legal fund to handle such expenses. I didn't hear anything about the PDN asking for donations to cover a filing fee from their readership when they sued the county for documentation from the County prosecutor. I can understand asking for assistance if you are not well off, it's hard to understand asking for assistance when you can well afford to be paying any court cost on your own.

They approved the contract with Goshsen in a 2-1 vote, Commissioner McAleer voting against because of the severance pay, "Way to much severance pay to anyone" she said during the meeting on Monday.

Wilson did make a valid point in his speech, that those responsible for the public record fiasco, and other parts of this settlemet with Lange, should be paying the bill, not the taxpayer, that is something I agree with.

TAKE ME OUT TO THE BALL GAME! CITY APPROVES BASEBALL FRANCHISE by 6-1.

 "The city needed a break from the negative press as of late"

The big ticket story wasn't so much about the pending petition of changing the city government, nor the continuing saga of ethic violations. During this week's City Council meeting it was actually on a lighter note! That was the approval of the contract between the city and, Mack Athletics, who will bring in a Pacific Coast minor league team here in Port Angeles.

GO SPOTTED OWLS! that is one of the names I thought of for the incoming team. Council member, Lee Wetham voted against the contract, citing it was too soon to approve of the contract because it hadn't been discussed before hand, and only came to the council recently out of the blue.

 Was Wetham correct in opposing the contract? Good question!
Despite the fact that this quick decision of approving the contract, before being fully feted, was probably due to the city's desperate act to put a good foot forward by this current council. I have to agree with Whetham again, that these contracts should be fully vetted before a rush job approach just to save face with a doubting public.

During the public hearing the MACK representatives said that the council shouldn't make quick decisions on a count of them wanting to get the ball rolling in marketing the new team. If an urgent decision had to be made the city could have done a special meeting the following day, and go through Whetham, and Bruch's concerns, and then make the final decision, not just ignore Whetham or Bruch's concerns. They could have done it that way. But, I don't think they were thinking on those terms, they seemed eager to push through with the contract with blinders on. I'm surprised no one has filed any ethic complaints on that one as of yet. That seems to be the trend these days in regards to anything this current council does these days.

 I myself, caught up in the prospect of having a baseball team here in Port Angeles, came up with some names for the team such as: The Gooey Ducks, Razor Clams, The Orcas, The Spotted owls, and lastly the Whalers. Just to annoy those environmentalist to no end of course.

Needless to say, Whetham had a point that the city should not enter into a contract with blinders on. Same thing could have been said about those "smart" meters they were pushing a couple of years ago. I don't have an issue with them selling booze at Civic Field, look at Safeco in Seattle, they don't seem to have problems there. Why should it be an issue here? As I said, having this team here will give a greater cause to fix up Civic Field, plus the team will be in charge of the upkeep of the place. So how can you go wrong with that? So, let's play ball!

CHARGES OF COVER UPS, MALFEASANCE, OVER LAWSUIT DEAL

How a botched up public record keeping ended up costing taxpayers $550K

The County approve the controversial settlement for yet another park for a cool $550,000! Though the decision wasn't what everyone wanted, questions and allegations of cover ups made the headlines locally. See related articles from both the Peninsula Daily News, and the Port O Call. The Port O Call's Dale Wilson has been leading the charge in making those allegations. In my opinion if you are going to make allegations of criminal conduct of the Prosecuting Attorney, you better have clear evidence to back it up. This "web" of conspiracy which, Wilson says going on, has so many parts in it, it's hard to keep up. Is it about a land deal? Is it about public records being misplaced? Is it about the Treasurer being sued by the Prosecuting Attorney? Or is it the County Prosecutor on the take Dale? Which is it? Granted this publication interest in this,  isn't  as much as the other local media outlets.

But, you can't just over look the fact because of some public records being misplaced is now costing the tax payers a cool $550k! As I see this, even though I don't really have a grasp on the whole issue, Because of so many elements in this big spider web, that's if there is a spider web of corruption exist,  as suggested in published reports, I just think this belongs in the courts, not the court of public opinion. Let those who are making the charges of cover up, and malfeasance by the county Prosecutor, then make the charge openly in the court of law. Not on the pages of local news rags. I had someone come up to me during a meeting I was attending hearing this very issue of the Lange lawsuit, and asked me what is this whole thing about? I had no answers to give. Hard to find a place where you can hang your hat on and say: "this is what this is all about" because it's so convoluted with so many parts it's difficult to tell what is this really all about.

However on their agenda the County did approve other items on their agenda that didn't make the headlines with much fan fare locally such as:

1b Approval of payroll for the period ending June 24
1c Approval of Workers’ Compensation expenditures for the months of April and May

CONTRACTS AND AGREEMENTS
2a Interagency agreement with State of Washington Administrative Office of the Courts for
support of Family and Juvenile Court Improvement Plan
2b Modification of agreement with United States Forest Service to increase funding and extend
performance period to October 31, 2017
2c Agreement with Kathy J. Rowe to purchase easement for the Olympic Discovery Trail Project
2d Amendment 1 with Department of Ecology to allocate existing grant funds to the Education and Outreach task and revise deliverable due dates
2e Modification 5 to the participating agreement with USDA, Forest Service, Olympic National
Forest to extend the performance period to December 31, 2016 in order to expend remaining
funding in the amount of $15,000

3a Notice of call for bids to be received no later than 10 a.m., July 26, 2016 for the Courthouse
Boiler Replacement Project
3b Bid opening – Mental Health/Substance Abuse Intervention Services in the Public Schools

* Mike Chapman voted against the settlement agreement, he didn't agree with the rush to a settlement.

Avoiding Evil Companions While Befriending Sinners
Many Bible passages teach Christians that we should avoid temptation and evil influences (see Proverbs 4:23; 6:27; 13:20; 22:3; Matthew 5:8; 6:13; 18:8,9; Romans 13:14; 1 Corinthians 15:33; Genesis 39:7-12; Psalm 26:5; 1 Peter 4:3,4). On the other hand, other passages show us that Jesus was a friend of sinners, prostitutes, etc. (see Luke chap. 15; 5:27-32; 7:36-50). How can these concepts be harmonized?---Gospel Way
