Melania and I are thrilled to be here today as we celebrate one of the nation’s most cherished traditions: the lighting of the National Christmas Tree.
Tonight’s ceremony is only possible because of the hard work of the many talented individuals. They were working late at night. They were working early in the morning. They were working all the time. And my sincere thanks to everyone at the National Park Service and the National Park Foundation. Thank you very much. Appreciate it.
And let me also extend my deep appreciation to all of tonight’s wonderful entertainers. There’s great talent. They’re going on to big things, many of them. I’ve seen them and they are something very special. Thank you very much. That was a great job tonight.
And this includes one very special group that has topped Billboard charts multiple times: the Dominican Sisters, who I met backstage, from Ann Arbor, Michigan.
And a very special recognition to the students who designed stunning ornaments to decorate 56 different Christmas trees here in President’s Park. Thank you, students. I hear you out there. Thank you very much.

As the worst drug crisis in American history, his administration has declared it a public health emergency and there are several agencies working alongside the White House to educate and provide services for those affected. I am proud to be joined today by Secretary Azar with the Department of Health and Human Services, and Secretary Nielsen with the Department of Homeland Security. Together, with all of you, I know we can make a real difference and save lives.
When I took on opioid abuse as one of the pillars of my initiative BeBest, I did it with the goal of helping children of all ages. I have visited several hospitals and facilities that are dedicated to helping all who have been affected by this disease – including people who are addicted, babies born addicted, and families coping with the addiction of a loved one. What has struck me with each visit is how this epidemic has touched so many people – whether it is because of personal use, or that of family members, friends, coworkers, or neighbors – opioid addiction is an illness that has truly taken hold of our country.
According to the Centers for Disease Control and Prevention, more than 130 people in the United States die each day due to overdosing on opioids. In 2017, those overdoses accounted for more than 72,000 deaths, more than any previous year on record. And in 2016, an estimated 40% of opioid deaths involved a prescription drug.
My focus through BeBest has mainly been on Neonatal Abstinence Syndrome, which are conditions that occur when a baby withdraws from the drugs it was exposed to during pregnancy. But when I was invited to participate in today’s town hall, I saw it as an opportunity to speak with all of you as you enter into such a critical stage of your lives. The independence that comes with being a young adult can be exciting, but also overwhelming. Most of you are living on your own for the first time. You may be responsible for paying some of your own bills, getting to and from class every day, managing your homework, and I’m sure many of you also have jobs or extra-curricular activities. And while I bet no one here will want to admit it, I imagine some of you have or will be experiencing situations with drugs or alcohol. I know college is a time to wield your independence, experience things on your terms, and make decisions on your own behalf. I am here to remind you that some of those decisions – though they may seem minor at the time – could negatively impact you for the rest of your lives.
I am here speaking to you in my official capacity as First Lady, but I want you to know I am also here as a mother. But rather than lecture you about the dangers of drug abuse as most mothers would – and should – I am going to tell you what I have learned in this past year because I believe education and learning is key to making the right decisions on your own behalf.
I have learned that addiction can begin with something as innocent as an injury – it could be a sports injury, or from some kind of an accident. I have spoken with families and seen many news reports that talk about young athletes or people injured in accidents who became hooked on opioids after being given a prescription for real pain. Tragically, many of those stories end with people who have later transitioned into using heroin and overdosing. In fact, data from the Department of Health and Human Services shows that in 2016 and 2017, more than 17,000 deaths were attributed to overdosing on commonly prescribed drugs.
I have learned that many people who become addicted to drugs are too ashamed to ask for help. I have also learned that addiction is a disease. And like any illness, people need and deserve treatment. We must commit to removing the stigma of shame that comes with addiction and helping change public opinion so that people find evidence based treatment before it is too late.
I have learned that you have a responsibility to yourself, and also to those around you who may be struggling. While you may never personally become addicted, the chances of you knowing someone who struggles with it are very high. And if you, or someone you know needs help, you need to be brave enough to ask, or strong enough to stand with them as they fight through the disease. You need to be educated enough to know the signs of addiction, and also secure enough to talk about it, and keep talking about it until help arrives.
Now that you know what I have learned, I want to close by telling you what I believe.
I believe in the power of all of you. If even one of you leaves here today and talks to a friend or family member about the potential to end this crisis, then we have succeeded.
I believe that as our next generation, you have the potential to not just reduce, but eliminate the statistics I mentioned earlier. I also believe you have the capacity to not think of this in terms of statistics, but to think of this as a human story and an opportunity to save lives. I believe in your unending potential to change our world for the better.
I want to once again thank Eric Bolling for having me here today, and to both he and his wife Adrienne for their strength and bravery in the face of a sudden loss and grief.
I look forward to hearing from the rest of today’s guests, and also from some of you in the audience today. DOJ: Two Iranian Men Indicted for Deploying Ransomware to Extort Hospitals, Municipalities, and Public Institutions, Causing Over $30 Million in Losses.
A federal grand jury returned an indictment unsealed today in Newark, New Jersey charging Faramarz Shahi Savandi, 34, and Mohammad Mehdi Shah Mansouri, 27, both of Iran, in a 34-month-long international computer hacking and extortion scheme involving the deployment of sophisticated ransomware, announced Deputy Attorney General Rod J. Rosenstein, Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division, U.S. Attorney Craig Carpenito for the District of New Jersey and Executive Assistant Director Amy S. Hess of the FBI.
The six-count indictment alleges that Savandi and Mansouri, acting from inside Iran, authored malware, known as “SamSam Ransomware,” capable of forcibly encrypting data on the computers of victims. According to the indictment, beginning in December 2015, Savandi and Mansouri would then allegedly access the computers of victim entities without authorization through security vulnerabilities, and install and execute the SamSam Ransomware on the computers, resulting in the encryption of data on the victims’ computers. These more than 200 victims included hospitals, municipalities, and public institutions, according to the indictment, including the City of Atlanta, Georgia; the City of Newark, New Jersey; the Port of San Diego, California; the Colorado Department of Transportation; the University of Calgary in Calgary, Alberta, Canada; and six health care-related entities: Hollywood Presbyterian Medical Center in Los Angeles, California; Kansas Heart Hospital in Wichita, Kansas; Laboratory Corporation of America Holdings, more commonly known as LabCorp, headquartered in Burlington, North Carolina; MedStar Health, headquartered in Columbia, Maryland; Nebraska Orthopedic Hospital now known as OrthoNebraska Hospital, in Omaha, Nebraska and Allscripts Healthcare Solutions Inc., headquartered in Chicago, Illinois.
According to the indictment, Savandi and Mansouri would then extort victim entities by demanding a ransom paid in the virtual currency Bitcoin in exchange for decryption keys for the encrypted data, collecting ransom payments from victim entities that paid the ransom, and exchanging the Bitcoin proceeds into Iranian rial using Iran-based Bitcoin exchangers. The indictment alleges that, as a result of their conduct, Savandi and Mansouri have collected over $6 million USD in ransom payments to date, and caused over $30 million USD in losses to victims.
“The Iranian defendants allegedly used hacking and malware to cause more than $30 million in losses to more than 200 victims,” said Deputy Attorney General Rosenstein. “According to the indictment, the hackers infiltrated computer systems in 10 states and Canada and then demanded payment. The criminal activity harmed state agencies, city governments, hospitals, and countless innocent victims.”
“The allegations in the indictment unsealed today—the first of its kind—outline an Iran-based international computer hacking and extortion scheme that engaged in 21st-century digital blackmail,” said Assistant Attorney General Benczkowski. “These defendants allegedly used ransomware to infect the computer networks of municipalities, hospitals, and other key public institutions, locking out the computer owners, and then demanded millions of dollars in payments from them. As today’s charges demonstrate, the Criminal Division and its law enforcement partners will relentlessly pursue cybercriminals who harm American citizens, businesses, and institutions, regardless of where those criminals may reside.”
“The defendants in this case developed and deployed the SamSam Ransomware in order to hold public and private entities hostage and then extort money from them,” said U.S. Attorney Carpenito. “As the indictment in this case details, they started with a business in Mercer County and then moved on to major public entities, like the City of Newark, and healthcare providers, like the Hollywood Presbyterian Medical Center in Los Angeles and the Kansas Heart Hospital in Wichita—cravenly taking advantage of the fact that these victims depend on their computer networks to serve the public, the sick, and the injured without interruption. The charges announced today show that the U.S. Attorney’s Office for the District of New Jersey will continue to act to disrupt such criminal acts, and identify those who are responsible for them, no matter where in the world they may seek to hide.”
“This indictment demonstrates the FBI’s continuous commitment to unmasking malicious actors behind the world’s most egregious cyberattacks,” said Executive Assistant Director Hess. “By calling out those who threaten American systems, we expose criminals who hide behind their computer and launch attacks that threaten our public safety and national security. The actions highlighted today, which represent a continuing trend of cyber criminal activity emanating from Iran, were particularly threatening, as they targeted public safety institutions, including U.S. hospital systems and governmental entities. The FBI, with the assistance of our private sector and U.S. government partners, are sending a strong message that we will work together to investigate and hold all criminals accountable.”
Savandi and Mansouri are charged with one count of conspiracy to commit wire fraud, one count of conspiracy to commit fraud and related activity in connection with computers, two substantive counts of intentional damage to a protected computer and two substantive counts of transmitting a demand in relation to damaging a protected computer.
According to the indictment, Savandi and Mansouri created the first version of the SamSam Ransomware in December 2015, and created further refined versions in June and October 2017. In addition to employing Iran-based Bitcoin exchangers, the indictment alleges that the defendants also utilized overseas computer infrastructure to commit their attacks. Savandi and Mansouri would also use sophisticated online reconnaissance techniques (such as scanning for computer network vulnerabilities) and conduct online research in order to select and target potential victims, according to the indictment. According to the indictment, the defendants would also disguise their attacks to appear like legitimate network activity.
To carry out their scheme, the indictment alleges that the defendants also employed the use of Tor, a computer network designed to facilitate anonymous communication over the internet. According to the indictment, the defendants maximized the damage caused to victims by launching attacks outside regular business hours, when a victim would find it more difficult to mitigate the attack, and by encrypting backups of the victims’ computers. This was intended to—and often did—cripple the regular business operations of the victims, according to the indictment. The most recent ransomware attack against a victim alleged in the indictment took place on Sept. 25, 2018.
This case was investigated by the FBI’s Newark Field Office. Senior Counsel William A. Hall Jr. of the Criminal Division’s Computer Crime and Intellectual Property Section (CCIPS) and Assistant U.S. Attorney and Chief of the Cybercrimes Unit Justin S. Herring of the District of New Jersey are prosecuting the case. The Department thanks its law enforcement colleagues at the National Crime Agency (UK), West Yorkshire Police (UK), Calgary Police Service (Canada), and the Royal Canadian Mounted Police. Significant assistance was provided by the Justice Department’s National Security Division and the Criminal Division’s Office of International Affairs.

US TREASURY DEPT: Treasury Issues Highly Anticipated Guidance on Foreign Tax Credits.

Washington –The Treasury Department today issued proposed regulations related to the determination of foreign tax credits following the implementation of the Tax Cuts and Jobs Act. The regulations provide guidance on computing foreign tax credits, and include rules for allocating and apportioning deductions that determine taxable income from foreign sources.
“The Tax Cuts and Jobs Act is modernizing the U.S. tax system and is bringing jobs and capital back to America. The proposed guidance provides clarity and certainty for taxpayers in applying the new law, as well as modernizes current regulations and repeals out-of-date provisions,” said Secretary Steven T. Mnuchin. “We are equipping taxpayers with the autonomy and information they need to effectively manage their finances and grow American business as we shift to a territorial system.”
Changes to the treatment of foreign tax credits under the new law included adding new foreign tax credit limitation categories, and providing new foreign tax credit rules related to the enactment of the global intangible low taxed income provisions.
Today’s proposed regulations provide rules on the allocation and apportionment of deductions, including a rule treating certain assets as partially exempt for expense allocation purposes. The regulations also establish rules on applying the new foreign tax credit limitation categories, and include a taxpayer favorable elective transition rule for carryovers of foreign tax credits.

Senator Murray Champions Legislation Repealing Outdated 1834 Ban on Distilleries on Tribal Land Headed to President’s Desk.

Washington, D.C. – Today, the U.S. Senate passed bipartisan legislation to repeal an outdated 1834 law that prohibits Native American Tribes from building and operating distilleries on their Tribal lands. U.S. Senators Patty Murray (D-WA), and Maria Cantwell (D-WA), a current member and former Chairwoman of the Senate Indian Affairs Committee, introduced the bill in the Senate, while Congresswoman Jaime Herrera Beutler (WA-3) carried the bill in the House of Representatives.
The bill, which passed the House in September, now heads to President Trump to be signed into law.
“For nearly 200 years this archaic law has been a barrier for tribal nations pursing economic freedom, and today’s vote brings us one step closer to finally sweeping it into the dustbin of history,” said Senator Murray. “This is a win for the Chehalis Tribe that will help spur new economic development, and I urge President Trump to sign this legislation into law as soon as possible to help empower entrepreneurship in other tribal nations in our state and around the country.”
“There’s no place for laws that discriminate against our Native American communities and limit their economic opportunities,” said Senator Cantwell, who also urged passage of the bill in a Senate Indian Affairs Committee hearing earlier this year. “Getting this outdated law off the books is a crucial step to support entrepreneurship, economic development, and Tribal self-determination throughout Indian Country.”
“When the Chehalis Tribe first approached me about an antiquated law that prevented them from building a distillery on their land, it was clear that Congress needed to take action and repeal it in the name of fairness. I was pleased to partner with the Chehalis to craft, introduce and secure passage of this legislation in the U.S. House, and am grateful my colleagues in the Senate were equally successful in their efforts. Today we’re sending a common-sense, bipartisan bill to the president’s desk that removes a hurdle for tribes in Southwest Washington and across the country that was impeding them from pursuing economic opportunities that bring with them new jobs and skills training,” said Representative Herrera Beutler.
In 2016, Washington state’s Confederated Tribes of the Chehalis Tribe Reservation began planning to build a brewery, with an attached restaurant and distillery, on Tribal lands in Grand Mound, WA. However, these plans were halted after the Bureau of Indian Affairs (BIA) warned the Tribe that a pre-Civil War law prohibits distilleries on Indian lands and currently directs the BIA to “destroy and break up” any distillery on Indian land. This prohibition prevents the bureau from approving documents necessary for the Tribe to operate such a facility. As a result, the Tribe chose not to begin construction until the issue is resolved.

Patty Murray and their staff for their leadership and commitment in securing passage of this legislation. WDFW approves four-day razor clam dig beginning Dec. 6
OLYMPIA – Razor clam diggers can return to various ocean beaches for a four-day opening beginning Dec. 6.

The City of Port Angeles is required by RCW 35A.33.070 to hold a public hearing on the budget. There was a presentation on the City Manager’s Recommended Budget for 2019 at the November 20th Council meeting. Tonight there will be a second public hearing. In addition, the 2019
Budget has been available for citizen review on-line, at the library, and through the City Clerk’s Office since October 12, 2018. There was also a Revenue Sources presentation and Public Hearing on October 16th as well as a work session regarding the 2019 Budget on October 23, 2018.
