ENFORCING A CLINTON LAW ON DEAD BEAT SPONSORS

Editorial Comment: Trump simply enforcing a law under Clinton who drafted it. Yet neither Clinton, or any other president since then even bothered to enforce to have dead beat sponsors pay back what they got from Uncle Sam.

Memorandum on Enforcing the Legal Responsibilities of Sponsors of Aliens
From the White House press release dated 5. 23. 19
https://www.whitehouse.gov/presidential-actions/memorandum-enforcing-legal-responsibilities-sponsors-aliens/
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1.  Purpose.   A key priority of my Administration is restoring the rule of law by ensuring that existing immigration laws are enforced.  The immigration laws currently require that, when an alien receives certain forms of means-tested public benefits, the government or non-government entity providing the public benefit must request reimbursement from the alien’s financial sponsor.  These laws also require that, when an alien applies for certain means-tested public benefits, the financial resources of the alien’s sponsor must be counted as part of the alien’s financial resources in determining both eligibility for the benefits and the amount of benefits that may be awarded.  Financial sponsors who pledge to financially support the sponsored alien in the event the alien applies for or receives public benefits will be expected to fulfill their commitment under law.

Several major means-tested public benefits programs — including the Supplemental Nutrition Assistance Program (SNAP), Medicaid, and Temporary Assistance for Needy Families (TANF) — require updated procedures and guidance to ensure that the requirements of existing law are enforced.  The purpose of this memorandum is to direct relevant agencies to update or issue procedures, guidance, and regulations, as needed, to ensure that ineligible non-citizens do not receive means-tested public benefits, in better compliance with the law.

Sec. 2.  Background. Since December 19, 1997, the Congress has required an alien’s sponsor to sign an affidavit of support under section 213A of the Immigration and Nationality Act (INA) pledging financial support for the sponsored alien in the event the sponsored alien applies for or receives means-tested public benefits.

Section 213A of the INA (8 U.S.C. 1183a) also requires that upon notification that a sponsored alien has received any means tested public benefit, the appropriate government or non government entity that provided such benefit shall request reimbursement from the sponsor in an amount equal to the unreimbursed cost of such benefit.

Section 421 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (8 U.S.C. 1631) states that when an alien with an affidavit of support under section 213A of the INA applies for any benefit under a Federal means-tested public benefits program, the income and resources of the sponsor and the sponsor’s spouse are deemed to be income and resources of the alien for purposes of determining both the alien’s eligibility for the benefits and the amount of public benefits that may be awarded to the alien.

These deeming and reimbursement requirements are subject to several important statutory exceptions for aliens who have been battered or subjected to extreme cruelty (8 U.S.C. 1631(f)) or who would be unable to obtain food and shelter without the public benefits (8 U.S.C. 1631(e)), for children and pregnant women who are lawfully residing in the United States and receiving medical assistance from a State under the Children’s  Health Insurance Program or Medicaid (42 U.S.C. 1396b(v)(4)), and for aliens receiving SNAP benefits who are members of the sponsor’s household or are under 18 years old (7 U.S.C. 2014(i)(2)(E)).

Currently, agencies are not adequately enforcing these requirements.  Some agencies have insufficient procedures and guidance for implementing these reimbursement and deeming requirements of the immigration laws.  For example, the Department of Health and Human Services has not adequately issued guidance on either sponsor reimbursement or sponsor deeming for the Medicaid program.  Even in cases in which some guidance exists — such as for the Supplemental Security Income, TANF, and SNAP programs — increased oversight and updates to current data collection efforts will ensure more effective compliance.

Ensuring compliance with the rule of law requires renewed efforts to enforce these requirements and the issuance of appropriate guidance so agency practices and enforcement can be aligned with Federal law.

Sec. 3.  Issuance of Guidance and Procedures; Implementation.   (a)  No later than 90 days after the date of this memorandum, the Secretaries of Agriculture and Health and Human Services shall take all appropriate steps to enforce section 213A of the INA.  Such enforcement efforts shall include:

(i)   establishing or updating, as appropriate, procedures and guidance on the reimbursement obligations of sponsors; and

(ii)  providing such procedures and guidance to all entities involved in enforcement effort actions, including the Federal and State officials responsible for administering any means-tested public benefit programs under the respective purview of each Secretary.

(b)  The guidance issued pursuant to subsection (a) of this section should include, as appropriate and consistent with law:

(i)    procedures for recovering reimbursement from an alien’s financial sponsor for means-tested public benefit payments made to an alien;

(ii)   procedures for notification to the sponsor of amounts owed in reimbursement and any procedures related to appeal, payment plans, non-response, and non-reimbursement;

(iii)  procedures for notifying the Attorney General and Secretary of Homeland Security of sponsor’s non payment and procedures for requesting that the Attorney General bring a civil action against the sponsor;

(iv)   procedures for data sharing with Federal agencies, as appropriate and consistent with law;

(v)    procedures for how the income and resources of the sponsor and the sponsor’s spouse will be deemed attributable to the alien in determining eligibility for the means-tested public benefit and the amount of benefits that may be awarded; and

(vi)   procedures for determining whether any exceptions to the deeming or reimbursement requirements apply to the alien.

(c)  No later than 180 days after the date of this memorandum, the Secretaries of Agriculture and Health and Human Services shall each submit a report to the President, through the Director of the Office of Management and Budget and the Assistant to the President for Domestic Policy, detailing:

(i)    all actions taken to establish or update the procedures and guidance described in section 3(a) of this memorandum;

(ii)   the methods used to track deeming and reimbursement actions and the results; and

(iii)  all actions taken to share information with other Federal agencies pursuant to section 5 of this memorandum.

Sec. 4.  Notification of Sponsor Reimbursement Reponsibilities. (a)  By the end of fiscal year 2019, the Secretaries of Agriculture and Health and Human Services shall provide the appropriate and respective Federal and State officials described in section 3(a)(ii) of this memorandum with the procedures and guidance described in section 3 of this memorandum for notifying sponsors of reimbursement obligations for means-tested public benefits, as required by law.

(b)  The Secretaries of State and Homeland Security, in consultation with the Secretaries of Agriculture and Health and Human Services, shall advise the following parties about how the reimbursement and deeming requirements will be enforced:

(i)    all current sponsors and those seeking to become sponsors who have signed or plan to sign an affidavit of support;

(ii)   others who, under applicable provisions of law, may become liable for reimbursing the cost of public benefits paid to a sponsored alien; and

(iii)  all current sponsored aliens and those seeking to become sponsored aliens.

Sec. 5.  Collection, Record-Keeping, and Non-Reimbursement.   (a)  No later than 180 days after the date of this memorandum, the Secretaries of Agriculture and Health and Human Services and the Commissioner of Social Security shall coordinate with the Secretaries of State and Homeland Security to:

(i)   establish and maintain records regarding each financial sponsor’s reimbursement obligations and status, as appropriate and consistent with law; and

(ii)  establish information-sharing procedures to ensure that records regarding each sponsor’s reimbursement obligations and reimbursement status are made available to the Secretaries of State and Homeland Security for consideration for the administration and enforcement of all applicable immigration laws and regulations, as appropriate and consistent with applicable law.

(b)  No later than 180 days after the date of this memorandum, the Secretaries of State and Homeland Security shall issue guidance on the eligibility of a sponsor who is delinquent on the sponsor’s reimbursement obligation to continue to serve as a sponsor or to sponsor additional aliens.

(c)  To the extent appropriate and consistent with law, the Secretaries of Agriculture and Health and Human Services and the Commissioner of Social Security shall coordinate with the Secretary of the Treasury to establish information-sharing procedures with the Treasury Offset Program (31 CFR 285.5) to ensure collection is ordered by letters of reimbursement.

(d)  The Secretary of the Treasury and the Secretary of Homeland Security shall refer all cases in which financial sponsors fail to satisfy their statutory reimbursement obligations to the Attorney General for enforcement of such statutory reimbursement obligation (8 U.S.C. 1183a(b)(2), (e)).

Sec. 6.  Protecting the American Taxpayer and Preventing Abuse of the Immigration System. (a)  The Secretaries of the Treasury, Agriculture, Commerce, Labor, Health and Human Services, Housing and Urban Development, Transportation, and Education shall each submit a report to the President, through the Assistant to the President for Domestic Policy and the Director of the Office of Management and Budget, within 30 days of the date of this memorandum, that includes:

(i)    their review of their respective guidance and regulations governing the issuance of Federal public benefits to non-citizens;

(ii)   steps they have taken to comply with the eligibility requirements set forth in 8 U.S.C. 1611(a);

(iii)  an explanation of whether the Federal public benefits that they administer are means-tested public benefits within the meaning of 8 U.S.C. 1183a and whether additional Federal public benefits they administer, if any, should be regarded as means-tested public benefits; and

(iv)   their review of any additional regulations or guidance that should be updated to align with applicable statutes.

(b)  The report described in subsection (a) of this section should include, where applicable, coordination with the Secretary of Homeland Security.

Sec. 7.  Definitions. For purposes of this memorandum, the following definitions shall apply:

(a)  The term “sponsor” shall have the meaning set forth in section 213A(f) of the INA (8 U.S.C. 1183a(f)), including any joint sponsor authorized by section 213A(f)(5)(A) (8 U.S.C. 1183a(f)(5)(A)) or member of household under section 213A(f)(5)(B) (8 U.S.C. 1183a(f)(5)(B)).

DONALD J. TRUMP

White House Fact Sheet
President Donald J. Trump Is Taking Action to Protect Our Social Safety Net and Promote Self-Sufficiency for Non-Citizens.
Press release issued 5. 23. 19
https://www.whitehouse.gov/briefings-statements/president-donald-j-trump-taking-action-protect-social-safety-net-promote-self-sufficiency-non-citizens/

PROMOTING SELF-SUFFICIENCY: President Donald J. Trump is enforcing existing restrictions on welfare use by non-citizens in order to promote self-sufficiency.

President Trump signed a memorandum to ensure agencies fully enforce restrictions in place under current law on the use of income-based welfare programs by non-citizens.
Under current law, individuals sponsoring a non-citizen must take on financial responsibility for any income-based welfare benefits they receive.
The President is directing agencies to issue guidance to ensure income-based welfare payments are recovered from the sponsor.
Agencies will ensure sponsors are advised of their financial obligations under the law.
Cases where the sponsor fails to pay the lawfully required reimbursements will be referred for collection procedures in accordance with the law.
The national policy signed into law by President Clinton in 1996 made clear that aliens should “not depend on public resources to meet their needs.”
President Clinton signed legislation to require that the sponsor of a non-citizen be requested to reimburse any income-based welfare benefits the non-citizen receives.
This legislation, the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, was supported by Sen. Patrick Leahy (D-VT) and Sen. Patty Murray (D-WA).
President Clinton also signed legislation requiring the sponsor’s financial resources to be considered when determining whether a non-citizen is eligible for income-based welfare.
This legislation, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, was supported by top Congressional Democrats.
ABUSE OF THE WELFARE SYSTEM: Rampant welfare abuse by non-citizens is straining the social safety net and jeopardizing benefits needed by the most vulnerable American citizens.

Vast numbers of non-citizens and their families take advantage of our welfare programs.
78 percent of households headed by a non-citizen with no more than a high school education use at least one welfare program.
58 percent of all households headed by a non-citizen use at least one welfare program.
50 percent of all non-citizen headed households include at least one person who receives health insurance through Medicaid.
Welfare payments to sponsored aliens put further stress on our Nation’s safety net programs.
MERIT-BASED IMMIGRATION: This is the latest step by the Trump Administration to ensure that those coming to our country are self-sufficient and do not strain our public resources.

Under our current immigration system, two-thirds of immigrants entering the United States do so based on family ties rather than on skill or merit.
This follows the President’s proposed housing rule that would require verification of the immigration status of anyone who seeks to access housing benefits.
A merit-based immigration system would further ensure that immigrants make positive contributions to the United States.
Americans widely agree with the President, with around 73 percent of Americans supporting requirements that immigrants be able to support themselves financially.

Memorial Day 2019: Cutting the Cross of Christ
Secularist intolerance clashes horribly with the meaning of the Bladensburg cross.
This Memorial Day 2019 brings another sorry dispatch from the Kultursmog.

One of the major Supreme Court decisions we’ll soon hear about is the Bladensburg cross case. This is the case in which secularists are demanding the removal of a large cross that memorializes veterans in the town of Bladensburg, Maryland, because the cross resides on public property. To some, the mere sight apparently elicits hisses and shrieks. The cross must fall.

The cross, of course, wasn’t erected yesterday. The “Peace Cross” was constructed in 1925 in honor of 49 fallen veterans of World War I. It was designed by the Gold Star mothers and erected by the local post of the American Legion.

The case is known as The American Legion v. The American Humanist Association. The “humanists” argue that the memorial is unconstitutional because it’s fashioned in the shape of a cross on government property, and thus stands in violation of “separation of church and state” — a phrase, of course, not found anywhere in the U.S. Constitution. That language was expressed by Thomas Jefferson in his 1802 letter to the Danbury Baptists, and has been badly abused and misinterpreted ever since." ----by PAUL KENGOR, The American Spectator

Cantwell Helps Secure Grant for Skamania County Biomass Company

Wind River Biomass Utility will use forest waste to produce energy, firewood, and wood chips, bringing new jobs to Skamania County.
Press release issued 5. 29. 19
https://www.cantwell.senate.gov/news/press-releases/cantwell-helps-secure-grant-for-skamania-county-biomass-company

WASHINGTON, D.C. – Earlier this month, U.S. Senator Maria Cantwell (D-WA), a senior member of the Senate Committee on Small Business & Entrepreneurship, helped Skamania County-based Wind River Biomass Utility LLC win a $190,000 grant to support their business operations.

Wind River Biomass uses forest waste to produce energy, firewood, and wood chips for sale to local campgrounds and other businesses.

“I support this project as a tool for economic development of a heavily forested county, for forest restoration and wildfire fuels reduction work, and for demonstration of benefits of remote combined-heat-and-power (CHP) in terms of power generation efficiency,” Cantwell wrote in her letter supporting the company’s grant application.

The grant Cantwell helped secure – from the U.S. Department of Agriculture’s Rural Energy for America Program (REAP) – will support Wind River in its business operations.

“Thanks to Senator Cantwell, Washington State Department of Natural Resources, our Skamania County Board of Commissioners, our Port, our EDC, and the Columbia Cascade Housing Corporation for your support of our grant application to the USDA's REAP,” said Paul Spencer of Wind River Biomass Utility, LLC.

Spencer added that the $190,000 REAP grant will help Wind River Biomass acquire “some of the capital equipment needed to deploy our in-house gasification system for production of heat, electrical power, and biochar from renewable resources, like non-commercial logs and slash from our forests.”

Once fully operational, Wind River Biomass will process waste wood biomass to produce a variety of energy, including electrical, thermal, biochar, and firewood, creating new jobs and economic opportunities for Skamania County.

AG FERGUSON CHALLENGES TRUMP’S “CONSCIENCE RULE” FOR HEALTH CARE PROVIDERS

Press release from the WASH. AG OFFICE
Issued on 5. 28. 19
https://www.atg.wa.gov/news/news-releases/ag-ferguson-challenges-trump-s-conscience-rule-health-care-providers

Lawsuit filed in Spokane — Unprecedented rule puts provider beliefs ahead of patient needs

SPOKANE — Attorney General Bob Ferguson today filed a lawsuit challenging the Trump Administration’s “conscience rule,” which gives health care professionals broad discretion to refuse lawful and medically necessary care to patients for religious or moral reasons, even when the patient’s life is at risk.

The lawsuit, filed in U.S. District Court for the Eastern District of Washington, argues that the rule, if implemented, would jeopardize access to reproductive health care, particularly for low-income, rural and working poor patients and allow providers to discriminate against LGBTQ individuals.

The Trump Administration’s sweeping new rule allows health care workers to deny a patient access to medical care and services — including reproductive care, end-of-life decisions, and care for transgender patients — for moral or religious reasons, with no exception for medical emergencies. If the federal government believes Washington, its health care institutions, or other recipients of federal health care funds have violated the rule, it may cut off all health care funding to the state — more than $10 billion per year.

Ferguson filed the lawsuit in federal court in Spokane because rural communities, including those in Eastern Washington, have fewer health care providers and are more likely to be harmed by the rule.

“All Washingtonians deserve to receive the full range of health care services,” Ferguson said. “This new rule will illegally and disproportionately harm rural and working poor Washington families, who have no alternatives to their local health care providers.”

“Once again, the Trump Administration is attacking health care for millions of women and LGBTQ people — and once again Washington state is fighting back,” Gov. Jay Inslee said. “Our state stands firmly against this administration’s unlawful and unconscionable policy, which puts millions at risk of being denied legal and medically appropriate care. We will not allow this reckless administration to promote discrimination in doctor’s offices or put health care out of reach for those who need it.”

“The Trump Administration’s ‘conscience’ rule is an open license to discriminate,” said Monica Harrell, Equal Rights Washington board chair. “These impacts will be felt most in LGBTQ communities, within communities of color, and amongst those who are lower income. A car accident victim could be denied life-saving care because they are married to someone of the same sex. Health care will be compromised, families will be broken and people will die.”

Ferguson’s lawsuit asserts the rule violates the Administrative Procedure Act, the Affordable Care Act and the U.S. Constitution.

The conscience rule

On May 21, the U.S. Department of Health and Human Services issued the “conscience rule,” a broad, unprecedented expansion of nearly 30 federal statutes that apply to health care providers and organizations that receive funding from the federal government. It is scheduled to go into effect on July 20.

The Trump Administration’s new rule favors providers’ religious and moral views over guaranteed access to timely treatment in line with today’s standards of care. The new rule gives individual providers, medical institutions, insurers and employers broad discretion to delay or refuse necessary care on religious or moral grounds.

The rule significantly expands the number of individuals eligible to make refusals based on religious or moral beliefs. The rule applies to any employee providing any service to any patient, from ambulance drivers to receptionists to customer service representatives at insurance companies.

Some examples of potential impacts under the rule:

A woman experiencing a life-threatening miscarriage calls an ambulance to her home. The EMT or paramedic who arrives could refuse to transport her to the hospital because they may terminate the pregnancy, despite the risk to the health of the mother and the fact that the pregnancy is not viable.
A patient in need of an IUD to treat a condition such as endometriosis could be denied coverage by her insurance company on moral grounds because an IUD is also birth control. The patient would be responsible for the entire cost of her treatment.
A patient who suffers debilitating pain with menstruation, or constant menstruation, could be cured with a surgery to remove her uterus. Her doctor could refuse to tell her about that option if he or she personally opposed sterilization.
An employer could offer unmarried employees only health coverage that does not cover birth control, or choose to provide only plans that do not cover birth control at all.
A receptionist, citing religious or moral objections, could refuse to schedule an appointment for an LGBTQ patient.
A pharmacist could refuse to fill a prescription for hormone therapy for a transgender person.
If a doctor who objects to physician-assisted suicide on religious grounds treats a patient with a painful, terminal disease who wants to use Washington’s Death with Dignity Act, the doctor may refuse to transfer that patient’s medical records to a participating provider.
Impacts on Washington

The rule threatens severe sanctions on states that do not comply with the rule. The rule puts at risk all federal health care funding to states for any failure — or apparent failure — to comply with the rule.

This jeopardizes sources of funding that states rely on to provide critical and often life-saving health care, including the $8.2 billion Washington receives annually for its Medicaid and Children’s Health Insurance programs. Washington receives over $10.5 billion every year in federal funding from the U.S. Department of Health and Human Services. Washington relies on those funds for essential public health programs, including the Children’s Health Insurance Program, HIV/AIDS and STD prevention and education, and substance abuse and mental health treatment.

The rule provides no information on how the federal government will determine the rule has been violated. It does, however, note that if any recipient of federal health care funding passed through by the state, such as a Title X clinic, is found to have violated the rule, the state is responsible.

The rule disproportionately harms rural and low-income patients. In areas where there are few medical options, a patient may have no choice but to go to a health care provider or institution that may refuse to provide care the patient needs. Low-income patients in particular may not be able to travel or shop for another provider.

It substantially increases the risk of discrimination against patients on the basis of sex, sexual orientation, or gender identity. Transgender patients already face discrimination in the health care industry, including denial of routine medical care, like physicals, diabetes treatments and flu shots. The rule would give providers more leeway to refuse to provide care to transgender patients and discriminate based on gender identity.

Washington law balances conscience rights and patient care

Washington has a network of laws that balances patient’s right to health care treatment with respect for personal conscience. These laws allow medical professionals to refuse to provide certain services based on conscience, except in an emergency to save a human life. They also require health care institutions and providers to ensure that no one is denied information about or timely access to health care, by, for example, advising patients of all options required by today’s medical standards.

Under one of these laws, Washington’s informed consent statute, health care institutions must inform patients about the full range of treatment options, even if performing the treatment is contrary to the religious views of the institution.

Under Washington’s charity care law, an institution cannot transfer a patient who needs emergency care unless at the patient’s request or the hospital has limited medical resources.

State regulations also require pharmacies to fill all lawful prescriptions to patients in a timely manner. Pharmacies are required to accommodate the conscience objections of individual pharmacists, but a pharmacy may not disregard its own legal obligations because of a religious objection.

Another Washington law requires hospitals to provide accurate and unbiased information to victims of sexual assault about emergency contraception and provide such contraception immediately upon request.

Under the Trump Administration’s new conscience rule, Washington cannot enforce any of these laws without jeopardizing billions of dollars in federal health care funding. The new rule overrides Washington’s laws that protect this balance of rights and patient access to necessary care.

For example, Washington law currently prevents a hospital from turning away a patient experiencing a miscarriage and in need of immediate treatment to prevent infection, sepsis, and even death. Under the new rule, however, the patient’s local hospital could refuse to admit her if it opposed pregnancy terminations on religious grounds.

Legal case

Ferguson’s lawsuit argues that the rule violates the Administrative Procedure Act in two ways. First, the rule is arbitrary, capricious and an abuse of discretion. Second, the rule violates several federal laws.

The rule also violates the Affordable Care Act, which expressly bars the U.S. Department of Health and Human Services from adopting regulations that deny patients timely access to medical care, interfere with provider patient communications, or undermine informed consent or medical ethics.

The rule is unconstitutional because it elevates certain religious beliefs above all other interests, including patient health and choices, and financially coerces the state into adopting preferred federal policies.

The lawsuit asks the court to strike down the rule.

If you were denied important medical information or health care because of the religious or moral objections of a health care worker, please contact the Attorney General’s Office at ConscienceRule@atg.wa.gov.

Assistant Attorneys General Jeff Sprung, Martha Rodriguez Lopez, Zach Jones, Jeffrey Grant and July Simpson are handling the case for Washington.

Attorney General Ferguson has previously taken on the Trump Administration in an effort to protect reproductive rights. In March, Ferguson filed a lawsuit challenging the Trump Administration “gag rule” impacting family planning providers. A federal judge blocked the rule nationwide before its effective date. Last year, Ferguson filed a lawsuit to block the Administration’s rules undermining access to contraception. Two federal judges temporarily halted the rules’ implementation in separate cases across the nation.

Ferguson has filed 38 lawsuits against the Trump Administration and has not lost a case. Ferguson has 22 legal victories against the federal government since President Trump assumed office. Twelve of those cases are finished and cannot be appealed. The Trump Administration has appealed or may appeal the other 10, which include lawsuits involving Dreamers and 3D-printed guns.

Why am I bothering telling about my views on Games of Thrones?

****Front Page Commentary****

Editorial Comment by Peter Ripley, Publisher.

First of all before anyone gets any ideal I don't know what I'm talking about, or I have no right to make comments about a tv show I hardly watched. First for the sake of being fair I logged on the HBO web page and tried watching the very first episode of the first season of the program, to educated myself of the subject of what I was drawn to write about this week, simply because the talk on Face book, and other news outlets were all about the ending of the eight seasons of too much nudity, and sex! All I had to do is to watch the first 15 minutes of the show to get a vibe what this latest production from HBO was going to be about. This is nothing new coming from HBO that created shows like: “Deadwood, and Vikings” which started out innocent to a degree, than quickly turn to a smut show. I am not perfect by no means God knows, I was just wanting to see a good program without the in your face sex and gore which seem unending. Now I tried watching the other two shows I mention, all of them left me with the feeling I need to take a shower after words.

I just don't know what has watching women being raped, or some guy being sliced up like a fish be considered entertainment. I'm not suggesting  these evil deeds are to ignored in real life, why do we need to see it on our TV screens?
I say I could probably tell similar stories of fantasy , or any other venue, without using sexual content, or graphic violence to tell the story, I imagine if Christian writers had a hand in creating, and writing a good medieval-fantasy   tv show it would be worthy to watch, instead of the latest HBO “ sewer” edition with the Game of thrones show.

I'm not the only critic of the show who thinks there was just to much nudity, sex, and graphic violence.

Then I ask myself the question again why bother even writing this commentary?
Maybe because if it weren't for all the sexual assaults in it, that in real life would end up with the perpetrators in prison or otherwise punished, was lacking in this show going on, which treated such acts with depraved indifference that got to me.  To me every evil act, theirs consequences for those acts. In Games of Thrones apparently there wasn't any! Or maybe it's  because it fosters and encourages the fans possibly show the same disregard as the show depicts depraved indifference to acts that normal people find appalling in real life continued to watch the show for eight years!
In short I wouldn't spend good money for bad entertainment like this show!
People who likes this kind of smut are not Christians, or even have human common decency. It says a lot about how morally bankrupted we've become culturally speaking.

Rep. Kilmer Votes for the Equality Act

Press release issued 5. 17. 19
https://kilmer.house.gov/news/press-releases/rep-kilmer-votes-for-the-equality-act
Washington, D.C. – Today, Representative Derek Kilmer (WA-06) voted to support H.R. 5, the Equality Act. This bipartisan legislation, which received the support of 236 Members of the House, ensures LGBTQ Americans are guaranteed full protections of federal civil rights laws by extending anti-discrimination protections with regard to employment, education, access to credit, jury service, federal funding, housing and public accommodations.

“Every American deserves to have access to the same basic civil rights, regardless of who they are or whom they love,” said Rep. Kilmer. “I’m proud to represent a state that provides protections to ensure that LGBTQ Washingtonians don’t face discrimination, but it’s important that Congress passed vital legislation today to extend anti-discrimination protections to LGBTQ Americans in every corner of the nation. Fairness and equality are core American values, and our LGBTQ friends and neighbors should be guaranteed the same basic civil rights and opportunities as anyone else - whether they’re dealing with employment, education, credit, jury service, federal funding, housing, or starting a family.”

In the United States, only 21 states have explicit laws barring discrimination based on sexual orientation in employment, housing, and public accommodations, and only 20 states have such protections for gender identity. In many states, a same-sex couple can get married one day and legally denied service at a restaurant, be fired from their jobs or evicted from their apartment the next. The existing patchwork of legal protections for LGBTQ people leaves millions of Americans subject to uncertainty and potential discrimination.

The Equality Act amends existing federal civil rights laws, including the Civil Rights Act of 1964, the Fair Housing Act, the Equal Credit Opportunity Act, the Jury Selection and Services Act, and several laws regarding employment with the federal government, to explicitly prohibit discrimination on the basis of sexual orientation and gender identity in education, employment, housing, credit, Federal jury service, public accommodations, and the use of Federal funds.

The Equality Act is supported by hundreds of organizations, including: Human Rights Campaign, AFL-CIO, American Bar Association, Americans Federation of Teachers, American Medical Associations, American Psychological Associations, American School Counselor Associations, BSA | The Software Alliance, Business Roundtable, Faith in Public Life, GLSEN, Interfaith Alliance, Lambda Legal, Microsoft Corp., NAACP, National Association of Realtors, National Association of School Psychologists, National Association of School Superintendents, National Fair Housing Alliance, National Restaurant Association, National Retail Federation, National
Women’s Law Center, PFLAG National, SAGE, Service Employees International Union, The Leadership Conference on Civil and Human Rights, The Trevor Project, US Chamber of Commerce.

Editorial Note: Forcing what God says is an abomination lifestyle on others that in itself an abomination. Many say that this action would force churches to deny what God deems an abomination, to force the churches to conduct marriages of the LGBTQ community. Schools are being use to indoctrinate kids into the life style, undermining what parents, and churches on the subject. In my editorial I spoke of characters in a TV show showing depraved indifference toward others. It shows what happens to a society that has no moral code to live by, though the Game of Thrones is fantasy. It's far different when you have Congress showing depraved indifference toward God. ---Peter Ripley

The Equality Act Is a Time Bomb---National Review
" The Equality Act (H.R. 5) passed the House on Friday. The sweeping legislation would amend the Civil Rights Act of 1964 to include sexual orientation and gender identity as protected characteristics. But it goes further than that. Under the guise of anti-discrimination protections, the bill redefines sex to include gender identity, undermines religious freedom, gives males who identify as females the right to women’s spaces, and sets a dangerous political precedent for the medicalization of gender-confused youth."

Inslee signs budgets that give big boosts to behavioral health, education, orcas, homelessness and clean energy

From the Governor's Medium page dated 5. 21. 19
https://medium.com/wagovernor/inslee-signs-budgets-that-give-big-boosts-to-behavioral-health-education-orcas-homelessness-and-1330d69ad0ed

Here’s a breakdown of how the budget will impact keys areas:
Education
Inslee thanked legislators for their efforts to significantly expand funding and support over the past several years for early learning, K-12 and higher education.
The new 2019–21 operating budget makes nation-leading higher education investments through the Workforce Education Investment Act. The act establishes a financial aid program that will help more than 110,000 students attend college for free or at a discounted rate.

Funds will guarantee the Washington College Grant (formerly called the State Need Grant) to all eligible students in the 2020–21 academic year. The new program will allow students from families of incomes up to $50,000 a year to attend college tuition-free, and expands eligibility for partial grants to students with incomes up to the state’s median family income (approximately $92,000 for a family of four)

The program provides the most flexibility of any free college program in the nation. It will better help part-time students who balance classes with things such as work, family care and health issues. The grants can serve students in registered apprenticeships and at any of the state’s private colleges and universities. The bill also allows attendance at college to qualify for the work commitment for those single parents in the Working Connections Child Care program, and extends the mandatory tuition waiver for dependents of service members who died as a result of service.

Behavioral health
Transforming Washington’s struggling behavioral health system has been one of Inslee’s top budget priorities. He laid out a plan to transform the state’s outdated facilities and model of care to one that emphasizes smaller, community-based facilities and services. This will ensure more patients can get better care.

One major challenge in the state’s system is the lack of appropriate placements for patients who are ready to leave the hospital but still require some level of support to stay well. The backup at the exit doors results in a backup of patients trying to enter. The budget will expand and create new discharge facilities in the community. The state hopes to secure approximately 600 placements in facilities such as adult family homes, state-operated living alternatives and newly-created intensive behavioral health facilities.

Southern Resident orcas and salmon recovery
Lawmakers approved many of the bold investments Inslee proposed to support recovery efforts for salmon and critically endangered South Resident orca populations. The operating, capital and transportation budgets will fund a wide range of programs and projects that will help restore habitat, reduce barriers to salmon migration, boost salmon hatchery production and expand pollution prevention and cleanup efforts.

Besides helping orcas and salmon, the more than $900 million investments will significantly benefit the region’s entire ecosystem and complement efforts to tackle climate change, improve water quality and more.

During the signing, Inslee expressed disappointment that legislators failed to fund culvert repairs, one of the most crucial investments for restoring spawning runs and aiding salmon recovery.

Homelessness
Affordability and availability of housing drive the rise of homelessness and impact communities all across the state. The current supply of low-income housing units isn’t sufficient to house low-income and vulnerable individuals and families.
Additional funding for the state’s Housing Trust Fund will build up to 4,100 new affordable housing units and preserve as many as 500 aging affordable housing units. These will serve a broad spectrum of vulnerable populations, including individuals with chronic mental illness who need supportive housing and case management services, homeless families, youth and individuals, veterans, farmworkers, seniors and individuals with special needs.

Meanwhile, local governments and homeless service providers will be able to provide rent assistance to about 1,000 additional vulnerable individuals. In addition, about 135 additional families will receive permanent supportive housing services from the state. (read more in the Link source)

On Day of Action to #StopTheBans, Senator Murray Calls for an End to Efforts to Undermine Women’s Health, Stands Up for Women’s Reproductive Rights

Press release issued 5. 21. 19
https://www.murray.senate.gov/public/index.cfm/newsreleases?ContentRecord_id=8F7579E3-E29C-4708-916B-41A66793EA81

(Washington, D.C.)  – Today, U.S. Senator Patty Murray, joined by 43 of her Democratic colleagues in the Senate, stood up for women’s reproductive rights—including the right to safe, legal abortion—and introduced a resolution supporting women’s reproductive rights in Washington state and nationwide. The resolution, which affirms Democrats’ support of women’s access to reproductive health care and women’s right to make their own health care decisions, comes on the heels of legislative efforts in Georgia, Alabama, and other states intended to undermine women’s reproductive rights and ultimately overturn Roe v. Wade. The move was one of many ways people across the country have stood up and spoken out against the efforts to undermine the constitutionally protected right to safe, legal abortion.

The resolution completes a day of action from Senator Murray on the issues of women’s health and reproductive rights. This morning, Senator Murray delivered a speech from the Senate floor opposing the recently passed abortion bans, and reinforcing her strong support for women’s access to health care that helps them plan their families and stay economically secure. Senator Murray then spoke at a rally outside of the Supreme Court, where she joined women, lawmakers, doctors, nurses, and other advocates to defend women’s health and constitutionally protected right to safe, legal abortion in the United States.

A staunch defender of women’s health, Senator Murray has fought diligently against President Trump and Republicans’ repeated attempts to circumvent women’s access to reproductive care. Recently, Senator Murray has spoken out against the Trump administration’s harmful and unethical rule jeopardizing the Title X family planning program, as well as other Republican attacks on women’s health and reproductive rights. As the top Democrat on the Senate health committee, Senator Murray has made women’s reproductive health one of her top priorities, working consistently to defend access to safe, affordable reproductive health care.

Inslee expands drought emergency for nearly half of the state

Press release issued 5. 20. 19
https://www.governor.wa.gov/news-media/inslee-expands-drought-emergency-nearly-half-state

Gov. Jay Inslee expanded the drought emergency declaration to cover nearly half of Washington state due to worsened, poor water supply conditions around the state and warmer and drier weather predictions through the summer.

Snow pack conditions are currently less than 50 percent of average for this time of year. Washington State Department of Ecology experts expect the warmer, drier weather will cause the already-diminished snow pack to melt more quickly, reducing water availability this summer when it is needed most for farms, communities and fish. Despite this past week’s rain, rainfall totals for the state remain below normal.

The following 24 watersheds are now added to the emergency drought declaration:

Chelan, Colville, Cowlitz, Deschutes, Elwha-Dungeness, Entiat, Grays-Elochoman, Kennedy-Goldsborough, Kettle, Lower Chehalis, Lower Skagit-Samish, Lower Yakima, Lyre-Hoko, Naches, Nooksack, Queets-Quinault, Quilcene-Snow, Skokomish-Dosewallips, Soleduc, Stillaguamish, Upper Chehalis, Upper Skagit, Wenatchee, and Willapa.

The governor announced the initial emergency drought declaration April 4 for the Methow, Okanogan and Upper Yakima basins.

“I appreciate Ecology’s work with partners around the state to prepare for drought and to position us to quickly react to those in need,” said Inslee. “As the climate continues to change, we must be proactive in taking steps to plan for those impacts.”

Residents served by the Seattle, Everett and Tacoma regional water systems can be assured that their water supplies are in much better shape. These public utilities report that they have sufficient water supply for people and fish this summer. Their water managers are watching the weather forecasts and encourage customers to continue to use water wisely.

“The emergency declaration allows us to expedite emergency water right permitting and make funds available to government entities to address hardships caused by drought conditions,” said Ecology Director Maia Bellon.

The 2019 Legislature appropriated $2 million for drought response. Ecology anticipates funding for public agencies for drought response will be available in early June.

There are two factors considered for any emergency drought declaration: Water supply conditions that are currently or projected to be at or below 75 percent of average, and a projection of undue hardships. The state last declared a drought emergency in 2015.

IT WILL BE A DARK DAY INDEED WHEN CHRISTIANITY IS OUTLAWED IN THE US!!

Sounds far fetched? The signs are out there!

*****Front page Commentary, By Peter Ripley, Publisher*******
The persecution of Christians shouldn't be viewed as a curse among those of us who are Christians, it should be viewed as a blessing. Many people forget the word of our Lord in facing persecution by non-believers.
"Matt: 5:11: Blessed are you when they revile and persecute you, and say all kinds of evil against you falsely for My sake.
12 Rejoice and be exceedingly glad, for great is your reward in heaven, for so they persecuted the prophets who were before you."
Should we surprised when we Christians are persecuted for the sake of our belief in Jesus Christ? NO! Christians been the target of persecution since Christ ascension back into Heaven, and sending out his apostles on their mission of preaching of the gospel to all the world. Ever since then the followers of Jesus Christ been hounded by the ruling powers of this world, and those who hate the very name of Christians.
Remember John 15: 18 “If the world hates you, you know that it hated Me before it hated you. 19 If you were of the world, the world would love its own. Yet because you are not of the world, but I chose you out of the world, therefore the world hates you."
This is why you see all these things happening to churches, and murdering of believers of Christians by non-believers, and mad men all over the world. China is saying that Christianity is a threat to their society, of course communist always attack anything that conflicts with their lust for power.
Why is this subject of persecution of Christians in America is getting the headlines?  Because for nearly 243 years America has been under a protected bubble call the Bill of rights the first amendment: "The First Amendment (Amendment I) to the United States Constitution prevents the government from making laws which respect an establishment of religion, prohibit the free exercise of religion, or abridge the freedom of speech, the freedom of the press, the right to peaceably assemble, or the right to petition the government for redress of grievances. It was adopted on December 15, 1791, as one of the ten amendments that constitute the Bill of Rights."
Now a days the protection of our basic right of freedom practicing our faith without persecution is in jeopardy! Plus one political party the Democrats seems to be on this road of giving one religion preferential treatment (The Muslims) above all others, including Christianity. That as already been started in some of our schools.
The following stories, and press release, reflect the trend of persecution of Christians in America, something we would have never believe could happen in America!

Remarks by Vice President Pence at Liberty University’s Commencement
White House press release issued 5. 11. 19
https://www.whitehouse.gov/briefings-statements/remarks-vice-president-pence-liberty-universitys-commencement/

Editors note: The following are excerpts from the speech, read full context at source link.

VICE PRESIDENT PENCE: "The truth is, we live in a time when the freedom of religion is under assault.  Yesterday, I was informed by the U.S. Commission on International Religious Freedom that today Christians suffer more persecution around the world than any other religion.  In fact, the United Kingdom released a report just last week that said persecution of Christians worldwide is “near genocide levels.”

In the last few months, we’ve seen unspeakable attacks on people of faith — on Jewish synagogues in Pennsylvania and California, on mosques in New Zealand, Christian churches in Sri Lanka, and on three historically black churches in Louisiana.
No one should ever fear for their safety in a place of worship, and these attacks on people of faith must stop.
One week ago, I was standing before the charred remains of Mount Pleasant Baptist Church in Louisiana.  And I must tell you, I was deeply inspired by the example of Pastor Gerald Toussaint.  He’s a pastor at one of the three churches that was burned.  But he was the one that said on the day that they arrested the arsonist, he said, quote, “We’ve got to forgive him.”  And Pastor Toussaint brought a community together with faith and grace.  They overcame evil with good.  And that’s the kind of faith we need to see more of in these divided times — faith that unites on a foundation of grace.

Because we live in a time when it’s become acceptable and even fashionable to ridicule and even discriminate against people of faith.  Dr. Carson just talked about it a few moments ago.

You know, it wasn’t all that long ago that the last administration brought the full weight of the federal government against the Little Sisters of the Poor merely because that group of nuns refused to provide a health plan that violated their deeply held religious beliefs.  And when the state of Georgia recently was debating legal protections for the unborn, a bevy of Hollywood liberals said they would boycott the entire state.
And when my wife Karen returned to teach art at an elementary Christian school earlier this year, we faced harsh attacks by the media and the secular Left.  And a major newspaper reporter actually started a new hashtag, called “Expose Christian Schools,” inviting students to share their “horror stories” of Christian education.

The freedom of religion is enshrined in our First Amendment and in the hearts of every American.  And these attacks on Christian education are un-American.
I’m proud to report our administration has already taken decisive action to protect religious liberty, and we’ll continue to do just that.  And I promise you: We will always stand up for the right of Americans to live, to learn, and to worship God according to the dictates of their conscience.
The American people cherish our tradition of religious education, and as President Trump said at this very podium two years ago, on our watch, “No one is ever going to stop you from practicing your faith or from preaching what is in your heart.”  That’s a promise.
But my message to all of you in the Class of 2019 is — derives of the moment that we’re living in today.  You know, throughout most of American history, it’s been pretty easy to call yourself Christian.  It didn’t even occur to people that you might be shunned or ridiculed for defending the teachings of the Bible.

But things are different now.  Some of the loudest voices for tolerance today have little tolerance for traditional Christian beliefs.  So as you go about your daily life, just be ready.  Because you’re going to be asked not just to tolerate things that violate your faith; you’re going to be asked to endorse them.  You’re going to be asked to bow down to the idols of the popular culture.
So you need to prepare your minds for action, men and women.  You need to show that we can love God and love our neighbor at the same time through words and deeds.   And you need to be prepared to meet opposition.
As the founder of this university often said, quote, “No one ever achieved greatness without experiencing opposition.”

America has always been a nation of faith.  And as our first Vice President, John Adams, said, “Our Constitution was made only for a moral and religious people.  It is wholly inadequate to the government of any other.”  So just know, as you strengthen your foundation of faith and the foundation of faith among the American people, you will be strengthening the foundation of America itself.  "

Hate Speech Spreading Like Wildfire on Social Media, Secretary-General Warns during Visit with Christchurch Muslims, Stressing ‘We Must Extinguish It’
UN Press release issued 5. 14. 19
https://www.un.org/press/en/2019/sgsm19578.doc.htm
Following are UN Secretary-General António Guterres’ remarks during his visit to the Muslim community in Christchurch, New Zealand, today:

As salam alaikum.  I thank this community very much for their welcome, particularly during this holy month of Ramadan.  Every Ramadan I make a visit of solidarity somewhere around the world.  Last year, it was in Mali, the year before that, in Afghanistan.  This year, because of the terrible terrorist attack against your community, I wanted to be here with you.

Ramadan is a season of reflection, remembrance and renewal.  I am here to express my deepest condolences, my profound respect and the fullest measure of my solidarity to you, your families and the community.  I know there are no words to relieve the hurt and sorrow and pain.  But, I wanted to come here personally to transmit love, support and total and complete admiration.

Like so many around the world, I was so moved by the poignant stories of compassion and grace from Christchurch.  But, in many ways, I was not surprised.  This community reflected a spirit that I have always known to be deeply embedded in Islam — a faith of love, compassion, forgiveness and mercy.  As United Nations High Commissioner for Refugees, I saw during 10 years the generosity of Muslim countries, always opening their borders to people in distress in a world where, unfortunately, so many other borders are closed.

This is in line with what I regard as the most beautiful prescription for refugee protection in world history.  It is found in the Surah al-Tawbah of the Holy Qu’ran:  “And if anyone seeks your protection, then grant him protection so that he can hear the words of Allah.  Then escort him where he can be secure.”  And protection to be granted to believers and non-believers in a fantastic demonstration of tolerance 14 centuries ago.

This was revealed to the Prophet, may peace be upon Him, more than 14 centuries before the 1951 Convention on the Protection of Refugees.  Last month, I visited Al-Azhar Mosque and University in Cairo, where I was struck once again by the incredible contribution of the Islamic world to global civilization.  During my visit, I was honoured to meet the Grand Imam, Sheikh Ahmed al-Tayeb, and thanked him for his recent interfaith meeting with Pope Francis in the United Arab Emirates.

The declaration signed by the two leaders on “human fraternity for world peace and living together” is a testimony of mutual respect, tolerance, compassion and peace.  It calls on people of faith to recognize and respect one another and work together for the good of humanity.

We must stand together in this period of difficulties.  Hate speech is spreading and public discourse is being coarsened.  Social media is being exploited as a platform for bigotry.  We must all show solidarity in response to this dangerous upsurge in hatred.

I have already set in motion two initiatives — to protect holy sites and to address hate speech.  I have asked the High Representative for the United Nations Alliance of Civilizations, Miguel Moratinos, to develop an Action Plan for the UN to be fully engaged in support of safeguarding religious sites.  I have also asked my Special Adviser for the Prevention of Genocide, Adama Dieng, to bring together a United Nations team to scale up our response to hate speech and present a global plan of action.  Hate speech is spreading like wildfire on social media.  We must extinguish it.  There is no room for hate speech — online or offline.

As we move forward, I take inspiration from the reminder in the Holy Qu’ran (Surah Al-Hujurat 49:13): “We […] made you into races and tribes so that you may know one another.”  I want to thank you for doing what you’re doing to help us better know each other — and see our shared humanity.  In these trying times, I am here to say with a full heart:  You are not alone.  The world is with you.  The United Nations is with you.  I am with you.  Thank you.

Representatives Kilmer and Stefanik Introduce Bipartisan, Bicameral Legislation with Senators Graham, Warner, and Klobuchar to Improve National Security and Protect Integrity of U.S. Elections by Bringing Transparency and Accountability to Online Political Ads
Press release from Congressman Kilmer issued on 5. 8. 19

The Honest Ads Act would help prevent foreign actors from influencing our elections by ensuring that political ads sold online have the same transparency and disclosure requirements as ads sold on TV, radio, and satellite platforms.
WASHINGTON – Today, U.S. Representatives Derek Kilmer (WA-06) and Elise Stefanik (NY-21) reintroduced the Honest Ads Act to help prevent foreign interference in future elections and improve the transparency of online political advertisements. The bill would ensure online political advertisements are better monitored by the Federal Election Commission (FEC) and would enable the FEC to enact rules for online advertisement similar to those in place for television, radio, and satellite ads, with the goal of making clear to the American public who is funding these online ads and to inhibit foreign actors from purchasing them.

The legislation, which was included in H.R. 1 and passed the House of Representatives earlier this year, is co-sponsored by 13 Democrats and 13 Republicans in the House. U.S. Senator Amy Klobuchar (D-MN), Ranking Member of the Senate Rules Committee, Senator Lindsey Graham (R-SC), Chairman of the Senate Judiciary Committee, and Senator Mark Warner (D-VA), Vice Chairman of the Select Committee on Intelligence, also released companion legislation in the U.S. Senate.

“Foreign interests shouldn’t be able to buy online ads to influence American elections, period,” said Rep. Kilmer. “With countless intelligence assessments confirming our vulnerabilities and another election right around the corner, it’s imperative that Congress fix the loopholes and ensure Americans know who is paying for the ads they’re seeing, including online ads. This important, bipartisan legislation will ensure that our laws are up to date with the latest technology and make it harder for foreign actors to use the internet to attack our democracy.”

“One of my top priorities in Congress is advocating for the transparency and security of our elections,” said Rep. Stefanik. “The Honest Ads Act will prevent foreign actors from influencing our elections by ensuring that online political advertising follows the same rules as television advertising and discloses the purchaser. There is no doubt that Russia has tried to interfere in our electoral process, and I’m proud to cosponsor this bipartisan effort to ensure they, or any other foreign entity, are not successful.”

According to multiple intelligence reports, Russia attempted to influence the 2016 presidential election by buying and placing political ads on online digital platforms. The identity of the purchaser(s) and developer(s) of the content for those online advertisements remain a mystery to the public because of outdated laws that have failed to keep up with evolving technology. The Honest Ads Act would prevent foreign actors from influencing our elections by ensuring that political ads sold online are covered by the same rules as ads sold on TV, radio, and satellite platforms.

The Honest Ads Act proposes improving disclosure requirements for online political advertisements by:

Amending the Bipartisan Campaign Reform Act of 2002’s definition of electioneering communication to include paid Internet and digital advertisements.
Requiring digital platforms with at least 50,000,000 monthly viewers to maintain a public file of all electioneering communications purchased by a person or group who spends more than $500.00 total on ads published on their platform. The file would contain a digital copy of the advertisement, a description of the audience the advertisement targets, the number of views generated, the dates and times of publication, the rates charged, and the contact information of the purchaser.
Requiring online platforms to make all reasonable efforts to ensure that foreign individuals and entities are not purchasing political advertisements in order to influence the American electorate.
“Foreign adversaries interfered in the 2016 election and are continuing to use information warfare to try to influence our government and divide Americans. We must act now to protect our democracy and prevent this kind of interference from ever happening again,” Klobuchar said. “The goal of the Honest Ads Act is simple: to ensure that voters know who is paying to influence our political system. The bill would put in place the same rules of the road for social media platforms that currently apply to political ads sold on TV, radio, and in print regarding disclaimers and disclosures so that Americans know who is behind the ads they see online.”

“I also want to commend Senator Graham for taking up the mantle of bipartisanship from our late friend, Senator John McCain. Protecting our elections isn’t about politics—it’s about national security and the future of our democracy. I look forward to working with him and Senator Warner to get the Honest Ads Act passed,” she added.

“Hardening our electoral infrastructure will require a comprehensive approach and it can’t be done with a single piece of legislation,” Graham said.  “I am cosponsoring this legislation because it’s clear we have to start somewhere. I am pleased to work with Senators Klobuchar and Warner to address the gaps that currently exist, particularly with regards to social media. Online platforms have made some progress but there is more to be done. Foreign interference in U.S. elections – whether Russia in the 2016 presidential election or another rogue actor in the future – poses a direct threat to our democracy. I intend to work with my colleagues on both sides of the aisle to bolster our defenses and defend the integrity of our electoral system.”

“In 2016, Russia waged widespread disinformation campaigns that exploited social media in an effort to attack our democracy and divide the American public. As we continue to grow increasingly dependent on a handful of very large platforms, there is no doubt in my mind that foreign adversaries will continue to follow in Russia’s footsteps, exploiting the scale, amplification, and lack of transparency of these platforms in order to undermine the strength of the United States and advance their own anti-American agendas,” Warner said. “Right now, our country needs strong defenses that help ward off shady online attacks by demanding increased transparency, which is why I’m proud to introduce the Honest Ads Act. By requiring large digital platforms to meet the same disclosure standards as broadcast, cable, and satellite ads, this legislation can help prevent foreign actors from manipulating the American public and interfering in our free and fair elections through the use of inauthentic and divisive paid ads.”

The Honest Ads Act is supported by the Campaign Legal Center, the Alliance for Securing Democracy, the Brennan Center for Justice, the Sunlight Foundation, the Center for American Progress, Facebook, Twitter, and Mozilla.

Washington powers a new path toward clean energy future

From the Governor's medium page posted 5. 7. 19

Historic package of climate legislation promotes healthy communities, family-sustaining jobs and clean energy for all

Gov. Jay Inslee signed an unprecedented suite of clean energy legislation into law today, ushering in aggressive timelines for decarbonizing Washington’s economy and transforming the state’s energy landscape. Hundreds of supporters rallied in celebration of the policies that are designed to reduce carbon emissions, create jobs, improve health outcomes, and ensure all workers and vulnerable communities benefit from these changes.

Together, these measures represent the greatest step Washington has ever taken toward reducing greenhouse gas emissions.

Inslee, who co-founded the U.S. Climate Alliance after President Trump declared his intent to remove the United States from the Paris climate accord in 2017, has vocalized the need for climate action at all levels of government around the world.

“This means we can have a fighting chance at saving the things we cherish most — our land, our air, our water and our children’s health,” Inslee said. “We aren’t done. Our success this year is just a harbinger of successes to come. But we’re ready. We can do this.”

This clean energy legislation builds upon other several other of the governor’s climate change efforts during his time in office. This includes the state’s first-ever clean energy fund, an aggressive electric vehicle initiative, encouraging wind and solar development across Washington and transforming state government operations to consume cleaner energy.

Scientists and world leaders predict that without significant reductions in carbon emissions in the next decade, global temperatures will increase 2.7 degrees within the next 20 years. This could cause severe disruptions in weather patterns, public health, national security and more.
Gina McCarthy, former administrator of the U.S. Environmental Protection Agency under President Obama, said Washington is making its mark in the climate change battle.

“With the federal government in disarray on climate change, it is inspiring to see states like Washington taking the lead,” McCarthy said. “These bills confront carbon pollution across the economy, with major health and economic benefits, pointing the way to a clean energy future.”

Sen. Reuven Carlyle, primary sponsor of the 100 percent clean energy bill, said the entire bill package puts Washington on the right path.

“We’re taking a bold step into the 22nd century by marching toward a 100 percent clean, modern, interconnected energy system,” Carlyle said. “In Washington, clean energy isn’t an academic exercise — it’s a front-line, hands-on, powerful commitment to dramatic climate action. We’re committed to reaching Paris accord-level carbon reductions on behalf of the quality of life for our grandchildren’s grandchildren. I’m honored to be a partner with our governor in this profoundly important work.”

Rhea Suh, president of Natural Resources Defense Council, said Washington is leading the way and providing a model for state action during a time of federal inaction.

“This year’s legislative successes show Washington is driving forward new ways to confront climate change,” Suh said. “Washington is deploying an array of solutions that prove there are unlimited opportunities to tangibly cut pollution in the face of continued inaction from the White House.”

100 percent clean energy
Clean transportation
Clean buildings
HFCs and super-pollutants
This bill, called The Washington Clean Energy Transformation Act, radically reshapes utilities in Washington and is the nation’s strongest policy for transitioning to 100 percent clean electricity. With this legislation, Washington joins a growing list of states and U.S. territories that committed to 100 percent clean electricity by mid-century. This includes California, Hawaii, New Mexico and Puerto Rico. Washington’s bill stands out by creating the strongest milestones on the path to fossil-free electricity and provides tools that help fossil-fuel-dependent workers transition to clean energy.

The bill sets mandatory requirements for utilities in Washington to:

Phase out all coal power by 2025.
Achieve a carbon-neutral electricity supply by 2030.
Transition to a 100 percent clean electricity supply by 2045.
Among the components of the bill is recognizing the central role of renewable hydropower as part of the clean energy economy transition. While hydropower remains an abundant and affordable source of energy for most utilities, the bill encourages innovation by helping utilities invest in projects that will reduce emissions in other sectors, such as infrastructure for customers who need to charge electric vehicles.

“With the federal government in disarray on climate change, it is inspiring to see states like Washington taking the lead. These bills confront carbon pollution across the economy, with major health and economic benefits, pointing the way to a clean energy future.”
— Gina McCarthy
The bill offers planning tools to help utilities implement the standards, while supplying customers with reliable and affordable electricity. It includes a cost cap so that utilities won’t be penalized if they can’t meet the mandatory deadlines because renewable energy technologies are not yet available or affordable.

The law also provides a model for making sure all communities benefit from clean energy transitions. This includes customers from low-income and vulnerable populations and communities that are highly impacted by pollution. These communities are typically dependent on fossil-fuel energy facilities for jobs, or at risk of utility rate increases. Under the new bill, energy developers qualify who follow strong workforce standards can qualify for incentives.
The clean energy bill is already generating good jobs news. Wilfrido Rincon, managing director of McKinley Paper Co. in Port Angeles, said the clean energy bill — combined with legislation also passed this session to extend timber incentives — has made it possible to re-open the Port Angeles Mill and create 120 new good-paying jobs. The mill plans to produce 100 percent recycled containerboard and includes a biomass electricity cogeneration facility. This type of facility cleanly burns surplus wood to create heat and steam that drives a turbine to generate electricity.

“We view both of these bills as key steps in creating a more stable and certain business environment that would support McKinley Paper’s efforts to complete its reconfiguration of its mill and resume its operations,” Rincon said. “This will continue our investment in the mill and our employees at its Port Angeles facility.”
Clean buildings
The Clean Buildings Act is a first-of-its-kind standard that will improve the energy performance of thousands of large buildings in Washington. Older buildings often leak heat or cooled air through old windows and under-insulated walls, and most rely on out-of-date lighting systems that consume more electricity and require more frequent replacement than current technologies. Meanwhile, the state’s economy and population has grown rapidly, along with the number of new homes and buildings.

As a result, buildings are among the fastest growing source of greenhouse gas emissions in Washington and account for 27 percent of the state’s total carbon pollution.
The new law provides an array of incentives and other voluntary programs — as well as carefully designed standards — to significantly cut building-related emissions by 2035. Many large commercial buildings owners will be eligible for new incentive program to help with upgrades. For this program, the state will partner with utilities to fund a portion of the energy retrofits that building owners undertake. These investments will help them comply with the standard that takes effect for most buildings in 2028, giving owners time to plan and design projects that will add value to their buildings while reducing their operating costs. The bill also creates new tools to help utilities increase efficiency and reduce Washington’s use of fossil gas to operate buildings. These include new conservation requirements and incentives to help customers shift to renewable natural gas.

Together, these components reduce emissions in the cheapest way possible: through a more efficient use of energy. The investment of state funds will deliver building owners and utility customers a positive financial return and create hundreds of jobs for contractors, engineers and electricians.
“This means we can have a fighting chance at saving the things we cherish most — our land, our air, our water and our children’s health. We aren’t done. Our success this year is just a harbinger of successes to come. But we’re ready. We can do this.”
— Gov. Jay Inslee
Jeffrey Hamlett, executive director at American Institute of Architects Washington Council said this new bill encourages innovate ways for architects to move forward with green design.

“Architects work every day to improve our built environment for everyone,” Hamlett said. “We’re on the front lines, designing spaces that not only meet human needs but contribute to solving global climate change. This bill is a critical step that helps us make the buildings of tomorrow a reality today. The architectural community is proud to have helped create an opportunity that will provide a healthier, more responsible future for all Washingtonians.”
Energy efficient appliances
This bill, combined with the Clean Buildings Act, will help cut hundreds of thousands of tons of greenhouse gas emissions and sets energy efficiency standards for more than 17 product categories. Household appliances like dishwashers are an intensive energy source, making them a key piece of the emissions puzzle. The bill also lowers various home energy costs such as heating water to running a home computer. Washington consumers will save more than $2.4 billion by 2034 in lower energy bills. By 2025, the water efficiency requirements will help the state avoid losing more than 6.8 billion gallons of water annually — basically, what it takes to meet the annual needs of a city the size of Issaquah.

Washington is the first state to pass this law since the U.S. Climate Alliance, 23 states committed to helping the US achieve its commitments to the Paris climate accords, announced an initiative to support state action on appliance energy efficiency. While Washington is among the first to lead the way, this bill could majorly effect how industries manufacture products if states in the U.S. Climate Alliance — representing 50 percent of the U.S. population — follow.
Nancy Hirsh, executive director of the NW Energy Coalition, commended the legislature on this energy and consumer protection bill.

“Washington has been at the forefront in promoting energy efficiency policies that save residents energy and money — and it has continued that leadership by passing this bill,” Hirsh said. “Recently, we’ve seen the federal administration announce their intention to relax an array of energy efficiency requirements, which makes it all the more important for states to take the lead.”
Super-pollutants
This bill tackles the growing challenge of super-polluting hydrofluorocarbons, or HFCs, a class of chemicals that can be thousands of times more powerful as atmospheric warming agents than carbon dioxide. These chemicals are among the fastest growing sources of greenhouse gas emissions in the state and the world.

This new law makes Washington the second state in the country to put a comprehensive policy in place to address these emissions, and require manufacturers to choose climate-safe alternatives for new equipment. The Trump administration pulled back an identical federal rule that the Obama administration put forward and that the industry supported.
Clean transportation
The transition to zero emission vehicles is a key aspect in Washington’s fight against climate change. Washington is already among the top states for consumer adoption of electric vehicles, and state is on track to meet the governor’s goal of 50,000 electric vehicles on Washington roads by 2020, but transportation remains the largest source of greenhouse gas emissions.

This bill helps accelerate Washington’s transition to clean, electric transportation, reducing not only carbon pollution but conventional air pollutants as well. The bill accomplishes three key things: One, it establishes a state incentive program to make new and used electric vehicles more accessible for consumers of varying incomes. Two, it helps utilities make large-scale investments in vehicle charging stations, other infrastructure, and rebates. And, three, it creates a new grant program to help transit agencies electrify their fleets. An electric vehicle car-sharing program for low-income and rural communities will extend the benefits of electric vehicles.
The governor also secured $140 million in funding for new and converted electric-hybrid ferries as part of a transportation budget he’ll sign later this month. Washington is launching a conversion of its ferry fleet — the largest in the nation — to electric-hybrid. Currently, the ferry fleet is a significant contributor of both greenhouse gases and diesel particulate matter, and electric-hybrid ferries will help to reduce these pollutants as well as fuel costs. The legislature authorized the building of one new electric-hybrid ferries and the conversion of two existing ferries to electric-hybrid, with $140.5 million of funding provided in the next biennium.
