WASHINGTON, D.C. – As Senate Republicans continue their rush to confirm Judge Amy Coney Barrett to the U.S. Supreme Court, U.S. Senator Maria Cantwell (D-WA) excoriated the non-stop efforts to overturn protections for reproductive rights and health care in the midst of a global pandemic in a speech on the Senate floor this evening.


“The truth of the matter is the majority of Americans support a woman's right to choose. The majority of states support a woman's right to choose in what their public believes,” Cantwell said. “It is a minority, and a minority on this floor, who does not support that and would love to have a judicial process that shortcuts active debate about the issues of what are in the mainstream views of Americans.” 


“The main point is, the other side of the aisle wants to nominate people who are out of the mainstream view of America,” Cantwell continued.


In her remarks, Cantwell also highlighted the millions of American businesses and workers struggling from the impacts of the ongoing COVID-19 pandemic and demanded the Senate get them much-needed support: 


“To add insult to injury to this whole process is the fact that we’re not really doing our day job. We’re not dealing with this economic crisis that’s facing America,” Cantwell said. 


“We know that one in five small businesses could be closed by 2021, a devastating impact to our economy… And so we should have sat down and fixed this. We should have sat down and made sure that we were fixing what needed to be fixed to help our economy in the midst of a COVID pandemic. But no, true to form to the other side of the aisle, it's way more important to go after a woman's right to choose. That's way more important than these economic issues.”

(Washington, D.C.) – Today, Senator Patty Murray (D-WA), the top Democrat on the Senate Health, Education, Labor, and Pensions (HELP) Committee, released the following statement in response to reporting that lawyers have still been unable to track down the parents of 545 children who were separated by the Trump Administration in 2017 under the pilot program of its family separation policy.  


“Evil is too kind a word for what the Trump Administration has done here. Because of the Administration’s calculated cruelty, 545 children have not seen their parents since 2017—and have no idea if or when they will ever see them again. As a mother and a grandmother, I cannot imagine the pain these families are going through. I am outraged that our President has made this nightmare an enduring reality for so many families. The staggering inhumanity of this President’s treatment of these children belongs in the darkest chapters of our nation’s history—the ones we can never forget and must never repeat.


“We need to do everything we can to reunify these families—and we need to pass the Stop Cruelty to Migrant Children Act so that no President can ever do this again.”


In 2019, Senator Murray introduced the Stop Cruelty to Migrant Children Act which would create clear, non-negotiable standards for the treatment of children in America’s care—putting an end to the Trump Administration’s cruel and neglectful treatment of children at the U.S.-Mexico border, and reforming how children fleeing persecution are treated between the moment at which they arrive at our borders to claim asylum and the ultimate resolution of their asylum case.


Senator Murray has been pressing hard for oversight of how the Administration is addressing the fallout from its inhumane family separation policy. In 2018, she pressed for the Department of Health and Human Services (HHS) Office of the Inspector General (OIG) to conduct a comprehensive review of the Office of Refugee Resettlement’s (ORR) Unaccompanied Alien Children (UAC) program. The report, which was released earlier this year, found among other issues that a lack of preparation impeded HHS’s ability to identify, care for, and reunify separated children.

More hungry college students eligible for help as federal program expands

The expansion comes as the COVID-19 pandemic threatens financial and food security for thousands of students.

For thousands of students enrolled in Washington’s community and technical colleges, it’s not just homework and studying they worry about. For them, it’s more basic: they need help paying for things like food, school supplies, books, child care and housing. Now, more help is here.

The U.S. Department of Agriculture recently approved Washington’s proposal to allow low-income students in a wider range of certificate, degree and industry-recognized programs to receive food assistance through the state’s Basic Food Employment and Training Program, or BFET, provided they meet all the other eligibility criteria. Previously, this support was available only to income-eligible students enrolled in vocational programs or basic skills classes, severely limiting the number of students potentially eligible for BFET.

Once students qualify for food assistance and enroll in the BFET program, they receive other benefits like tuition assistance, job-search services and financial help for basic needs like school supplies, books, child care, housing, utilities, medical bills and clothing.


The BFET program expansion support is even more important now as the coronavirus pandemic worsens hunger for college students across the country. Before the economic downturn, a February report by the Hope Center for College, Community and Justice at Temple University showed six in 10 Washington community and technical college students experienced hunger or housing insecurity in the previous year, even though most were working.


Customized Support for Every Student

The BFET program provides tailored training and education in support of students receiving Basic Food support as they work toward a living-wage career. This support includes:

Up to 365 days of retention services after employment.

English language instruction.

Personal assessment and career planning.

Tuition assistance applied to a vocational certificate or non-transfer associate degree.

Adult education for foundational skills in reading, writing and math.

GED® preparation, high school completion and Running Start support for 16 and 17-year-olds, regardless if they’re receiving benefits through their parents or on their own.

Case management.

Job search help.

Support services for tuition, educational supplies, books, childcare, housing, utilities, personal hygiene, medical/dental/vision, clothing, tools and other job related expenses.


On average, over 10,000 community and technical college students participate in the BFET program every year. With the expanded BFET program, thousands more community and technical college students will get the help they need to overcome barriers and graduate.


Public-Private Partnership Creating Impressive Results

The BEFT program is the state’s name for the employment and training piece of the federal government’s Supplemental Nutrition Assistance Program, or SNAP, known as Basic Food in Washington state. The program is a public-private partnership that packages together state, local and private educational funds to leverage matching funds from the federal government. This stretches dollars further, allowing more students to be served.

BFET services are delivered through a partnership of the state Department of Social and Health Services, the State Board for Community and Technical Colleges, Employment Security Department, three tribal entities and more than 40 community-based organizations. DSHS and the State Board teamed up with the Washington Student Achievement Council to bring additional awareness about postsecondary student food insecurity.

The BFET program yields impressive results. Since 2005, BFET has served more than 90,000 Washington residents. According to DSHS, two years after exiting BFET, 60% of participants are employed with a median hourly wage of $14.44, above the state’s $12 minimum wage.

WASHINGTON, DC – Today, U.S. Senators Patty Murray (D-WA) and Maria Cantwell (D-WA) joined Senator Ron Wyden (D-OR) and 11 of their colleagues in a letter asking the National Guard for a report on its readiness to help states prepare, fight, and recover from wildfires. The report will help Congress address any current needs and utilize all available resources to respond to this year’s record wildfire season. The senators also noted that such a report will help Congress better equip the Guard in the future for the likelihood of increasingly severe and destructive fire seasons brought on by human-driven climate change. 


“We commend all the heroic men and women of the National Guard who have been responding to raging wildfires as part of a federal, state, and local effort,” the senators wrote in their letter to the Chief of the National Guard Bureau, General Daniel R. The 2020 wildfire season has been one of the worst in more than two decades. According to the most recent Incident Management Situation Report from the National Interagency Coordination Center, this year's wildfires have already burned 8,427,589 acres. The fires have killed dozens of Americans, destroyed thousands of structures, and displaced thousands. On August 19, Governor Inslee issued an emergency proclamation authorizing the Washington National Guard to respond to wildfires statewide. The National Guard has been active since in responding to fires across the state, including assisting with the Whitney Fire in Davenport that burned more than 127,430 acres.


In their letter, the senators requested the National Guard provide the following information:


The availability of appropriately trained personnel and equipment for firefighting-related needs;

An accounting of the capacity available through Emergency Management Assistance Compacts and whether expanding them may provide additional opportunities or wildfire capacity; and 

Any National Guard Bureau plans or constructs developed with governors for coordinated regional response.




Department of Health to release monthly report on Multisystem Inflammatory Syndrome in Children--DOH


Olympia - The Washington State Department of Health (DOH) is releasing new data about how many cases of Multisystem Inflammatory Syndrome in Children (MIS-C) are occurring statewide. This report will be published monthly and include county-level counts of MIS-C cases.


MIS-C is a condition that causes inflammation in different body parts, including the heart, lungs, kidneys, brain, skin, eyes, or gastrointestinal organs. Children with MIS-C may have a fever and symptoms such as abdominal pain, vomiting, diarrhea, neck pain, rash, bloodshot eyes, or feeling extra tired. Symptoms can range from mild to severe with many patients requiring hospitalization. While we do not yet know what causes MIS-C, we know that many children with MIS-C had the virus that causes COVID-19.


As of October 10, a total of 15 children in Washington have been diagnosed with MIS-C since April. None have died. The graphs below show the case count by month and county.


While rare, MIS-C is a serious complication that appears to be associated with COVID-19. Children who suffer from MIS-C can become critically ill and some can even die.” said Dr. Kathy Lofy, State Health Officer. “That’s why it’s important that children also take measures to decrease their risk of COVID-19 like masking, hand washing, and social distancing. These are the best ways to limit the spread of COVID-19.”

Gov. Jay Inslee announced today the Washington COVID-19 Immigrant Relief Fund is now open for applications.


The relief fund will provide $40 million in federal funds allocated by the state to assist Washington workers who miss work due to COVID-19, but are unable to access federal stimulus programs and other social supports due to their immigration status. While the fund is operational, eligible recipients will receive $1,000, with a limit of $3,000 per household. 


“Immigrant workers are critical to communities throughout the state and are the backbone of our economy,” the governor said when he announced the program. “The pandemic continues to impact all aspects of life for Washingtonians, and we need to remain steadfast in our support of those bearing the greatest burden.”


The governor and his staff worked closely with a coalition representing 430 immigrant rights and social services organizations to develop the fund. In addition to the critical work of the Department of Social and Health Services, the state has selected the Legal Foundation of Washington to administer the program. The Legal Foundation of Washington will work with Asian Counseling and Referral Service, Colectiva Legal del Pueblo, Fair Work Center, Nuestra Casa, Raiz of Planned Parenthood, Scholarship Junkies, Washington Census Alliance, and the Washington Immigrant Solidarity Network, among many others, to distribute these benefits. 


“This is an important step toward recognizing the critical role undocumented immigrants play in our economy and the fact that they have been excluded from all previous pandemic relief programs,” said Larry Brown, President of the Washington State Labor Council, AFL-CIO. 


“As Americans, we know that no one should be left behind during a disaster; as Washingtonians, we are ensuring that our deserving communities have access to the COVID-19 relief tools to keep their families and neighbors healthy,” said Monserrat Padilla, Director of the Washington Immigrant Solidarity Network.


Separately, the Washington Food Production Paid Leave Program has been underway since mid-August and will remain in place through Nov. 18. The program provides leave to workers in the food-sector industry who work for employers exempt from the Families First Coronavirus Response Act.


Additionally, the state has finalized the distribution of 50,000 gallons of hand sanitizer and provided more than 1.2 million cloth face coverings and KN95 masks to workers.


For the Washington COVID-19 Immigrant Relief Fund, applications are open at immigrantreliefwa.org from Oct. 21 through Dec. 6. Benefits will be disbursed by Dec. 28.

OLYMPIA – Data from the Washington State Department of Health show that case numbers in western Washington counties are climbing at an alarming rate, near or beyond previous peaks in some areas. As cases in King, Pierce, and Snohomish counties continue to trend sharply upward, health officials warn we may now be entering the fall surge.


This is not a problem we’re facing on our own. Nationwide, numbers are concerning as well: last Friday there were 70,000 cases in one day in the United States, matching the largest number set back when disease activity was high in July. These cases are climbing, not because of localized outbreaks, but because of widespread disease transmission. A surge in cases right now could have very serious consequences for our healthcare system, local plans to open schools, the state’s economic recovery, and beyond.


“When this happens, we place everyone, but particularly our elders, parents, grandparents and those with diabetes, heart disease, cancer and other chronic disease at great risk. A surge in COVID-19 along with flu season puts us at enormous risk of overwhelming our hospital systems and undoing other important statewide progress toward containment,” says Secretary of Health John Wiesman. “However, all of us doing our part can turn this trend around.”


There is so much happening right now that makes our efforts challenging. People have been at this for months, online schooling is pulling attention of people with children at home, and everyone is feeling some level of isolation fatigue. But now is the time to redouble our efforts in protecting ourselves and others from COVID-19. Now is the time to join your neighbors and commit to key behaviors that keep the virus from spreading, like:


Wearing a mask, even with people you see regularly and in your smallest social circles and anytime you are using shared transportation, including while in your own vehicle with other people.

Keeping gatherings small and hold them outside whenever possible.

Avoiding any social gatherings indoors, but if you must participate, wearing a mask and ensuring windows and doors are open to maximize ventilation.

Washing or sanitizing hands often and not touching your face.

Staying home if you’re sick or if you’ve been exposed to COVID-19.

“It’s time to flatten the curve again,” says Dr. Kathy Lofy, State Health Officer. “I’m optimistic we can get our kids in school, keep our businesses open, and control the spread of COVID-19 if everyone does their part.”

The religious and faith-based guidance is updated to:


Clarify that physical distancing between non-household members must be 6 feet in all directions; and

Permit brief physical contact among up to five individuals, excluding religious leaders, if the brief contact is a critical component to the organization’s religious service, so long as masks are worn and hands are sanitized immediately before and after the contact.

Washington, D.C.) – Today, U.S. Senator Patty Murray (D-WA), the top Democrat on the Senate Health, Education, Labor and Pensions Committee, released the statement below following a vote on the Senate floor to call up Senate Republicans’ legislation regarding the Paycheck Protection Program.


“These latest Republican proposals, just like their last, ignore the calls I’ve been hearing for months in Washington state: from families and communities struggling to feed themselves and make rent, schools straining to create a healthy learning experience, and from the many workers, restauranteurs, music venues proprietors, non-profit workers and small business owners who have been hurt by the economic downturn caused by COVID-19—all while dramatically shortchanging efforts to make tests faster and easier to get, doing nothing to address glaring health disparities, and without laying out the kind of comprehensive, national vaccines plan experts say is vital.


“It would be beyond shameful to bail out big businesses, but not small ones in my state and others that families and communities depend on so much—and we can’t protect corporations from liability if their workers or customers get sick while ignoring the need for emergency standards to protect workers on the job. We can’t leave behind the people and communities most in need in this crisis—but that’s what these deeply misguided, backward proposals would do.


“Let me be clear: at this very moment, there is absolutely nothing standing in the way of the serious COVID-19 relief families and communities need except Majority Leader McConnell and the members of his party who won’t stand up to him and fight for their constituents like Democrats are fighting for ours. We can get this done as soon as they get serious about the depth of this crisis and putting families, communities, and small businesses first.”


Senator Murray has been working for months and pressing her Senate Republican colleagues to bring up robust legislation passed by the House—like the HEROES Act and HEROES 2.0—that more substantively addresses the health and economic consequences of the COVID-19 pandemic, including for small businesses. To that end, earlier today Senator Murray joined her colleagues in introducing the “HEROES Small Business Lifeline Act”— a comprehensive package of measures that would provide over $370 billion of support to the hardest-hit, most vulnerable small businesses, including minority-owned businesses and very small businesses that have been left behind in this pandemic, as well as similarly-impacted industries, such as restaurants and live venues. The bill is nearly identical to the small business provisions of HEROES 2.0, which passed the House of Representatives on October 1.

Gov. Jay Inslee issued a proclamation today establishing safety guidelines for higher education institutions and living facilities.  


Higher Education (20-12.2): 


This proclamation builds on health guidance previously issued for institutions of higher education by adding additional safety measures to address significant increases in COVID-19 infections that have occurred particularly in congregate living areas, like Greek houses, and large social gatherings of students.


Examples of changes include:


Limitations on the number of residents who may share a sleeping area;

Limitations on the number of people in common areas;

Requirements for all people in common areas to wear a mask and remain socially distanced.

In addition, institutions of higher education must provide isolation and quarantine facilities to fraternity, sorority or other group houses, students who live in shared housing in close proximity to campus, students living in dorms, and personnel if they don’t have a place to go.
