Senator Murray, Colleagues Will Reintroduce COVID-19 in Corrections Data Transparency Act.

Press release issued 2/11/21

https://www.murray.senate.gov/public/index.cfm/newsreleases?ContentRecord_id=35980877-1E43-4EBD-8339-BB182AFF4FBC

(Washington, D.C.) — U.S. Senator Patty Murray (D-WA), along with Senator Elizabeth Warren (D-MA), Congresswoman Ayanna Pressley (D-MA, 7th), and other Senate and House Democrats, announced they will reintroduce the COVID-19 in Corrections Data Transparency Act, bicameral legislation that would require the Federal Bureau of Prisons (BOP), the United States Marshals Service (USMS), and state governments to collect and publicly report detailed data about the coronavirus disease 2019 (COVID-19) in federal, state, and local correctional facilities. The bill was originally introduced in August 2020.

“We need to be taking the necessary precautions to beat COVID-19 everywhere, including in correctional facilities, where incarcerated people have too often been exposed to this deadly disease because of lax health and safety measures,” Senator Murray said. “This legislation is an important step we should take towards better understanding and addressing the impact of COVID-19 in correctional facilities.”

Although prisons and jails have become hotspots for the rapid spread of COVID-19, there is a troubling lack of comprehensive and publicly-available data from the BOP, the USMS, and state and local governments about the spread and management of COVID-19 in correctional facilities.

At the federal level, the BOP posts daily COVID-19 updates on its website but excludes important information, such as hospitalization numbers, and does not disaggregate data based on demographic categories. The USMS provides no data on its website on COVID-19 cases for individuals in its custody. At the state and local level, many state-run jails are not publicly reporting any information about COVID-19 cases, aside from a small number of large facilities. Even amongst the facilities that are reporting some information, however, the data are not standardized, and no central authority is ensuring that the data are easily accessible to and digestible by policymakers, public health experts, criminal justice professionals, and the public. This lack of detailed and public data is making it harder to manage the pandemic and contributing to the rampant spread of the virus both inside correctional facilities across the country and in the communities in which they are situated. This places incarcerated individuals, correctional staff, and the public at risk.

The COVID-19 in Corrections Data Transparency Act would provide public health experts, policymakers, and the public with critical information about COVID-19 in correctional facilities. The bill does this by:

Requiring BOP, USMS, and state and local correctional facilities to submit the following data to the CDC on a weekly basis, and regularly publish on their websites:

the numbers of incarcerated individuals and correctional staff who have been tested for COVID-19, and the type of tests performed,

the results of COVID-19 tests, including the numbers of confirmed negative tests, confirmed positive tests, pending tests, and the average time to obtain test results,

the outcomes of COVID-19 cases, including the numbers of people who were hospitalized, recovered, placed in or released from quarantine or medical isolation, or died with COVID-19,

the term of imprisonment and time served for incarcerated individuals who have been infected with COVID-19;

the numbers of incarcerated individuals and correctional staff who have been given a first does of a vaccine, have declined a vaccination, and are fully vaccinated;

Mandating that the data collected and reported be disaggregated by sex, sexual orientation, gender identity, age, race, ethnicity, disability, and geography; and

Subjecting states that fail to submit the required data to the CDC to a penalty in the form of a 10% reduction in future Byrne JAG grant funding.

Since the start of the COVID-19 pandemic, Senator Murray has called for action and legislation to mitigate the rampant spread of COVID-19 throughout correctional facilities. Last year, Senators Murray, Warren, and Booker wrote to former Attorney General William Barr and the BOP urging the BOP to take necessary precautions in light of the COVID-19 pandemic to ensure the safety and health of medically vulnerable inmates, including medically vulnerable pregnant individuals.

The COVID-19 in Corrections Data Transparency Act has been endorsed by the American Civil Liberties Union (ACLU); American Public Health Association; AMEND at UCSF; Community Oriented Correctional Health Services; CURE (Citizens United for the Rehabilitation of Errants); Dream Corps JUSTICE; Drug Policy Alliance; Families Against Mandatory Minimums (FAMM); Federal Public and Community Defenders; First Focus Campaign for Children; Government Information Watch; Jewish Council for Public Affairs; Lambda Legal; Law Enforcement Action Partnership; Legal Action Center; National Association of Counsel for Children; National Association of Criminal Defense Lawyers; National Association of Social Workers; National Center for Youth Law; National HIRE Network; National Juvenile Justice Network; Pennsylvania Prison Society; R Street Institute; REFORM Alliance; StoptheDrugWar.org; The Justice Collaborative; The Sentencing Project; Union for Reform Judaism; Vera Institute of Justice; and Dr. Brie Williams, Professor of Medicine at the University of California San Francisco.

Inslee statement on U.S. Rep. Simpson's proposed Columbia Basin legislation.

Press release issued 2/ 9/ 21

https://www.governor.wa.gov/news-media/inslee-statement-us-rep-simpsons-proposed-columbia-basin-legislation

Gov. Jay Inslee released a statement today regarding a proposal to recover salmon in the Pacific Northwest from U.S. Rep. Mike Simpson, an Idaho Republican.

“Washington welcomes Rep. Simpson’s willingness to think boldly about how to recover Columbia and Snake River salmon in a way that works for the entire region and invests – at a potentially transformative level – in clean energy, transportation and agriculture.

“I believe that the Columbia Basin Collaborative, a regional process the governors of Washington, Oregon, Idaho and Montana are in the process of convening, must play a prominent role in the formation and implementation of a comprehensive plan for the future of the Columbia and Snake rivers. The Collaborative can complement and inform Congressional efforts, and help our states achieve salmon recovery goals in a manner that is consistent with protecting and enhancing clean, reliable and affordable energy, transportation systems and agriculture.

“Conversations among different interests and across party lines are essential to identifying creative solutions that work for salmon, energy and the economy. This is important – to Washington’s tribes, people, economy and culture. I look forward to engaging with our state’s congressional delegation to find solutions that fully meet the needs of our state.”

COMMENTARY BY PETER RIPLEY

DOES ANYONE REALLY BELIVES THAT GOV. INSLEE WILL EVER REOPEN THE STATE, WITHOUT COVID RESTRICTIONS?

Let me venture a guess...NO! Inslee has no intension of ever reopening this state. He still using the phase reopening method, ( which I call the slug maneuver), imposing restrictions  on Washingtonians! He will keep his Covid-19 rule as long as possible!

The following is a press release from Inslee on having five regions of our state too go to phase 2!

Just in time for Valentines Day!

Inslee announces five regions to progress to Phase 2

Press release from Gov. Inslee

https://www.governor.wa.gov/news-media/inslee-announces-five-regions-progress-phase-2

Gov. Jay Inslee announced today five new regions have met the metric requirements to progress to Phase 2 of the Healthy Washington reopening plan, starting this weekend. The West and Puget Sound regions have maintained their metric requirements to stay in Phase 2.

The new regions progressing to Phase 2 are:

North (Whatcom, Skagit, San Juan, Island)

North Central (Okanogan, Chelan, Douglas, Grant)

Northwest (Clallam, Jefferson, Kitsap, Mason)

East (Ferry, Stevens, Pend Oreille, Lincoln, Spokane, Adams, Whitman, Garfield)

Southwest (Wahkiakum, Cowlitz, Skamania, Clark, Klickitat)

The only region not moving to Phase 2 is the South Central region – which includes Ellensburg, Yakima, the Tri-Cities and Walla Walla.

Additionally, the governor announced Thursday evening that the five regions progressing will be able to do so starting Sunday, Feb. 14. The holiday weekend provides a large portion of a restaurant's yearly revenue, and by moving up the region's reopening date will allow dining establishments to benefit.

"I know this creates more options for restaurants to make Valentine's Day special for couples who hoped they could have a night out," Inslee said. "I am confident people, young and old, will celebrate safely. And if it's a first date that doesn't go well, remind them to stay six feet away from you."

Note: This is the actual  press release issued. What is this? Inslee giving dating tips!?

Editorial Note: According to the Governor it's okay to celebrate Valentine, and express confidence that those who celebrate the holiday safely, while he cancels Christmas, and Thanksgiving! Wonder if he'll cancel Easter?

SO MUCH FOR BEING ENERGY INDEPENDENT!

Commentary by, Peter Ripley

The following press release was issued last Friday, on the 29th of January from Sen. Cantwell's office a joint statement along with Sen. Patty Murray. Apparently both of our Congressional Senators took the opportunity to destroy our economy to the Northwest, by introducing this bill to ban all drilling off the coast. In essence making America dependent to foreign  oil! Loosing thousands of jobs in the process. They claim that fishing, trade, tourism, shipbuilding, and so forth is the way to go. This came at the cusp of President Biden's to canceling the Keystone pipeline forcing 11,000 employees to loose their jobs, last week.

Question: If Cantwell, and Murray say that fishing is a money maker, and job maker, why hadn't anyone got rich from it?

Besides thanks to the environmentalist, ending fishing for Salmon is cut because they labeled the salmon as an endanger species, putting the fishing business in danger because charter boats took anglers to fish for salmon. Now they can only fish for halibut, or cod.

Same thing, could be said about the spotted owl, when environmentalist declared the a endangered spices, ending logging in essence, here locally. Logging was a big income making business, here in Port Angeles. Now our big income draw is Tourism which is seasonal, but when did we have a big surge of tourism last? Tourism been on hold since the Covid-19 outbreak over a year ago!

Where's the prosperity Sen. Cantwell, and Sen. Murray for those of us in rural communities like Port Angeles?

Nevertheless, here is the press release delivered on Friday last week:

Cantwell, Murray Introduce Bill to Permanently Ban Drilling Off West Coast

Press release issued 1/29/21

https://www.cantwell.senate.gov/news/press-releases/cantwell-murray-introduce-bill-to-permanently-ban-drilling-off-west-coast

West Coast Ocean Protection Act would make permanent Biden’s temporary moratorium on federal oil and gas drilling leases

WASHINGTON, D.C. – This week, Senators Maria Cantwell (D-WA), a senior member of the Senate Energy and Natural Resources Committee, and Patty Murray (D-WA) introduced the West Coast Ocean Protection Act to permanently ban offshore drilling in federal waters off the coast of Washington, Oregon, and California.

The bill introduction comes after President Biden issued an executive order halting new federal oil and gas drilling leases. The senators’ bill would make the moratorium permanent in federal waters off the West Coast. This would prevent future administrations from opening up West Coast waters to drilling, which the Trump administration attempted to do.

“Washington’s $30 billion dollar maritime economy supports over 146,000 jobs from fisheries, trade, tourism and recreation—but it could all be devastated in an instant by an oil spill,” Senator Cantwell said. “We must permanently ban offshore drilling on the West Coast to protect our coastal communities, economies, and ecosystems against the risk of an oil spill.”

“The Pacific Ocean provides vital natural resources for Washington state, and off-shore drilling puts everything from local jobs and ecosystems at risk,” Senator Murray said. “We need this permanent ban to safeguard our coastal environment and our state’s economy, including fisheries, outdoor recreation, and so much more.”

Washington’s maritime sector contributes more than $21.4 billion in gross business income, and directly employs nearly 69,500 people. Including indirect and induced impacts, the state’s maritime economy is worth $30 billion in economic activity, and supports more than 146,000 jobs in the fishing, seafood processing, shipbuilding, trade, and other maritime sectors. The state’s maritime economy also provides jobs with substantially better pay than the average for all industries. The average pay for a job in Washington is $52,000, while maritime workers are paid an average of $70,800 — totaling over $4.7 billion in wages. Tourism on the coast adds thousands of jobs for anglers, charter boats, guides, restaurants, hotels and more. Oil spills and activities related to exploration pose a grave threat to these jobs, which rely on clean water and healthy oceans.

Senators Cantwell and Murray have led the fight to ban oil drilling on the West Coast, introducing similar legislation in multiple previous congresses.

Editorial note: What's next ban fracking? Something that Candidate Joe Biden, running for President wasn't in favor of banning fracking, instead slowly move away from it! During his debate with President Trump. If Biden bans fracking there goes more energy workers jobs!

THIS WEEKS TOP STORIES

Senators Murray, Cantwell Applaud Biden Administration Granting Wildfire Aid for Washington State Communities.

WASHINGTON, D.C. – U.S. Senators Patty Murray (D-WA) and Maria Cantwell (D-WA) today applauded President Biden approving Governor Jay Inslee’s request for a statewide federal emergency disaster declaration in response to last year’s devastating wildfires. In doing so, the Biden Administration approved Public Assistance for Douglas, Franklin, Kittitas, Lincoln, Okanogan, Pend Oreille, Skamania, Whitman, and Yakima Counties and the Confederated Tribes of the Colville Reservation and the Confederated Tribes and Bands of the Yakama Nation, and made all areas in the State of Washington eligible for assistance under the Hazard Mitigation Grant Program. Individual Assistance to people and households in Malden who were affected by the wildfires remains under review. The move by the Biden Administration, just two weeks into President Biden’s term, comes after the Trump Administration refused to grant this aid to Washington state communities for months over political disagreements, leaving people and communities to wonder about their futures.

“I’m so glad that President Biden listened to the pleas of the communities and Tribes who have been devastated by wildfires, and moved quickly to grant a disaster declaration and relief after the previous administration’s delays,” Senator Murray said. “I appreciate everyone in Malden and other affected communities who have shared their stories with me to take to the White House and advocate for aid—your words and efforts have been critical to getting this done. Ensuring you get all the resources you need, including individual assistance, remains a top priority for me, and I will continue working with the Biden-Harris Administration to see this through till you’ve recovered.”

“No one should play politics with disaster relief,” Senator Cantwell said. “Now it is time to help Malden rebuild with this disaster declaration, which makes FEMA resources available to communities to help rebuild things like roads, bridges, and power lines.”

Senators Murray and Cantwell wrote to Vice President Biden on January 22 urging him to quickly approve Governor Inslee’s request for a disaster declaration, and since President Biden assumed office two weeks ago Senator Murray, Senator Cantwell, and their staffs have worked closely with the Biden Administration to get relief to Washington state communities in need. These efforts followed months of political delays by the Trump Administration on aid, despite multiple bipartisan overtures from Senators Murray and Cantwell and Washington state’s entire congressional delegation. On December 8, Senator Murray led Washington state’s full congressional delegation in a letter to President Trump and FEMA Administrator Gaynor urging approval of Governor Inslee’s September request for a federal emergency disaster declaration to address wildfire destruction in Whitman County that destroyed the community of Malden and other areas in Eastern Washington. This followed letters, led by Senator Murray, from the entire Washington state congressional delegation first on September 17 and then again on October 13 in support of Governor Inslee’s multiple requests for a Major Disaster Declaration for the state of Washington and supplemental federal assistance.

Inslee statement on federal aid for wildfire damage in Eastern Washington.

Press release issued 2/4/21

https://www.governor.wa.gov/news-media/inslee-statement-federal-aid-wildfire-damage-eastern-washington

Gov. Jay Inslee released a statement today after the Biden administration approved the state's Major Disaster Declaration request for nine counties and two tribes in Eastern Washington that were affected by wildfires in 2020. The request was made in September.

“Our state experienced extensive damage during last year’s wildfire season, particularly in Central and Eastern Washington. While it has been a long wait, I’m pleased to say the Biden administration has approved our Major Disaster Declaration request for nine counties and two tribes in Eastern Washington. This financial assistance will help rebuilding public infrastructure that suffered damage – things like power lines, roadways, fencing around public areas and water and sewage systems.

“While we are still waiting on approval for our application for individual assistance in Whitman County, which would help private residents who lost homes or suffered property damage in the wildfires, today’s approval for FEMA aid by the White House will help get these communities moving more swiftly toward recovery.”

Weekly Bible Study: Pleasures.

Many people believe that pleasure is what life is all about. A famous beer commercial tells its listeners to "Go for the gusto." Solomon tried various different ways to bring pleasure to himself. Cantwell, Wyden, Colleagues Introduce Legislation to Expand Voting Access, Allow Every American to Safely & Easily Vote By Mail.

Press release issued 1/28/21

New legislation comes after record vote-by-mail participating in 2020 election; bill includes automatic voter registration and pre-paid envelopes for ballots

WASHINGTON, D.C. – U.S. Senator Maria Cantwell (D-WA) today joined Senator Ron Wyden (D-OR) and 12 Senate colleagues to introduce legislation that would give every American voter the option to vote by mail. The Vote At Home Act would build on the advances made during the 2020 election, which saw record vote-by-mail participation, by massively expanding vote-by-mail ballot access, providing voters with pre-paid ballot return envelopes, and enacting automatic voter registration.

In the November 2020 election, nearly 50 percent of voters nationwide cast their ballots by mail, an all-time high. 30 states adopted or changed their laws for the 2020 general election, allowing voters to cast their ballots from home in order to provide greater accessibility and to protect public health.

“Mail-in voting has played an important role in American elections, and we can increase the participation the voting public if we give them the opportunity to vote by mail. It has worked in Washington,” Cantwell said in a floor speech in July 2020.

Specifically, the Vote At Home Act would:

Promote the Ability of Voters to Vote by Mail – All registered voters would receive ballots in the mail weeks before Election Day, allowing them to carefully research candidates and issues well ahead of Election Day to inform their vote.

Expand Options for Casting Ballots – All registered voters would have the ability to cast their ballot through the mail or a drop-off site. Voters residing in states with in-person, same-day registration would still have the option to vote at a polling station in lieu of voting at home.

Fund the United States Postal Service – The legislation would provide the USPS funding to cover costs associated with mailing ballots both to and from voters in federal elections. This would allow states to save money by transitioning away from polling stations and reduce a major barrier for voters with the federal government absorbing the cost associated with USPS delivery.

Enact Automatic Voter Registration – States would be required to ensure that each citizen who provides identifying information to the state motor vehicle authority is automatically registered to vote. Voters are given 21 days to “opt out” if they do not wish to remain registered.

Inslee announces metric changes to Healthy Washington Roadmap to Recovery.

From the governor's medium page 1/28/21

Gov. Jay Inslee today announced several changes to the state’s Healthy Washington — Roadmap to Recovery. The governor first announced the regional, phased reopening plan Jan. 6.

The plan will be changed in two ways; first, the evaluation criteria for regions to move from Phase 1 to Phase 2, and the timeframe in which regions can progress.

“We are getting closer to finding our way out of this mess, but we aren’t there yet,” Inslee said during a press conference Thursday. “We have sacrificed too much to let our frustrations get the best of us now when the finish line is in sight, however distant that may seem in our field of vision.”

The changes come after further conversations with public health partners and the state’s increasing vaccination rates.

Phase 2

In accordance with the roadmap, several regions will be eligible to enter Phase 2 beginning Monday. The progression is contingent on whether their metrics continue their positive trends.

Regions moving to Phase 2 effective Monday are:

West (Grays Harbor, Pacific, Thurston, Lewis)

Puget Sound (Snohomish, King, Pierce)

“The fact that these two regions are moving into Phase 2 is encouraging news,” said Umair A. Shah, MD, MPH, secretary of health. “As we continue our community efforts, we hope more such progress will be made. Ultimately our goal remains ensuring the health and safety of all of Washington.”

Metrics

Under the new plan, regions will only be required to meet three of the four public health metrics to progress to Phase 2. The original roadmap required regions to meet all four.

The four metrics remain the same. They are:

Trend in case rate: Trend in 14-day rate of new COVID-19 cases per 100K population;

Trend in hospital admissions rate: Trend in 14-day rate of new COVID-19 hospital admissions per 100K population;

Percent ICU occupancy: Average 7-day percent occupancy of ICU staffed beds; and

Percent positivity: 7-day percent positive of COVID-19 tests.

The metrics provide an overview of current COVID-19 trends and health care system readiness in

each region, ensuring that health care systems will efficiently and equitably respond to potential future outbreaks.

The requirement to maintain three metrics to remain in Phase 2 remains unchanged. If any region fails to meet any two metrics, they will still regress to Phase 1.

Timeframe

The governor also announced that the Department of Health’s timeline for region’s evaluation will change. Beginning next week, regions metrics will be evaluated every two weeks instead of every week.

UNDER A CLOUD OF SUSPICION, of VOTER FRAUD, BIDEN SWORN IN AS PRESIDENT...

Commentary by, Peter Ripley

I never thought, I would see the day that someone who had to resort to cheating in an election, end up being sworn in as President. But, it happened, this week.

There was overwhelming evidence that this election was stolen from President Trump, by Biden and his minions. The courts didn't want to see the evidence, nor did our top law enforcement agencies, the DOJ and FBI didn't want to investigate it, according to them there was nothing to the allegations of voter fraud, but many like me aren't buying it.

Everyone watched what went down on Nov 3rd, when they stopped the count on that night. Why!? The answer is obvious, to find more votes for Joe Biden!

What did Biden do on his first day in office?

Undo everything that Trump done.

like, reestablish DACA for illegal alien children

I, Joseph R. Biden Jr., President of the United States of America, having seen and considered the Paris Agreement, done at Paris on December 12, 2015, do hereby accept the said Agreement and every article and clause thereof on behalf of the United States of America.

Editorial note: As you see Biden is trying to erase all that Trump did in terms of executive orders that actually helped our nation.

I was hoping that justice would prevail here, but you can't get justice when the courts, and law enforcement turns a blind eye, to a stolen election. Rest assured justice will be serve by God one day.

Here are the two statements from President Biden, and President Trump on Wednesday:

President Biden Delivers Inaugural Address

Video from CSPAN

TEXT of President Biden's speech

THE PRESIDENT: Chief Justice Roberts, Vice President Harris, Speaker Pelosi, Leader Schumer, Leader McConnell, Vice President Pence, distinguished guests, and my fellow Americans.

This is America’s day.

This is democracy’s day.

A day of history and hope.

Of renewal and resolve.

Through a crucible for the ages America has been tested anew and America has risen to the challenge.

Today, we celebrate the triumph not of a candidate, but of a cause, the cause of democracy.

The will of the people has been heard and the will of the people has been heeded.

We have learned again that democracy is precious.

Democracy is fragile.

And at this hour, my friends, democracy has prevailed.

So now, on this hallowed ground where just days ago violence sought to shake this Capitol’s very foundation, we come together as one nation, under God, indivisible, to carry out the peaceful transfer of power as we have for more than two centuries.

We look ahead in our uniquely American way – restless, bold, optimistic – and set our sights on the nation we know we can be and we must be.

I thank my predecessors of both parties for their presence here.

I thank them from the bottom of my heart.

You know the resilience of our Constitution and the strength of our nation.

As does President Carter, who I spoke to last night but who cannot be with us today, but whom we salute for his lifetime of service.

I have just taken the sacred oath each of these patriots took — an oath first sworn by George Washington.

But the American story depends not on any one of us, not on some of us, but on all of us.

On “We the People” who seek a more perfect Union.

This is a great nation and we are a good people.

Over the centuries through storm and strife, in peace and in war, we have come so far. But we still have far to go.

We will press forward with speed and urgency, for we have much to do in this winter of peril and possibility.

Much to repair.

Much to restore.

Much to heal.

Much to build.

And much to gain.

Few periods in our nation’s history have been more challenging or difficult than the one we’re in now.

A once-in-a-century virus silently stalks the country.

It’s taken as many lives in one year as America lost in all of World War II.

Millions of jobs have been lost.

Hundreds of thousands of businesses closed.

A cry for racial justice some 400 years in the making moves us. The dream of justice for all will be deferred no longer.

A cry for survival comes from the planet itself. A cry that can’t be any more desperate or any more clear.

And now, a rise in political extremism, white supremacy, domestic terrorism that we must confront and we will defeat.

To overcome these challenges – to restore the soul and to secure the future of America – requires more than words.

It requires that most elusive of things in a democracy:

Unity.

Unity.

In another January in Washington, on New Year’s Day 1863, Abraham Lincoln signed the Emancipation Proclamation.

When he put pen to paper, the President said, “If my name ever goes down into history it will be for this act and my whole soul is in it.”

My whole soul is in it.

Today, on this January day, my whole soul is in this:

Bringing America together.

Uniting our people.

And uniting our nation.

I ask every American to join me in this cause.

Uniting to fight the common foes we face:

Anger, resentment, hatred.

Extremism, lawlessness, violence.

Disease, joblessness, hopelessness.

With unity we can do great things. Important things.

We can right wrongs.

We can put people to work in good jobs.

We can teach our children in safe schools.

We can overcome this deadly virus.

We can reward work, rebuild the middle class, and make health care

secure for all.

We can deliver racial justice.

We can make America, once again, the leading force for good in the world.

I know speaking of unity can sound to some like a foolish fantasy.

I know the forces that divide us are deep and they are real.

But I also know they are not new.

Our history has been a constant struggle between the American ideal that we are all created equal and the harsh, ugly reality that racism, nativism, fear, and demonization have long torn us apart.

The battle is perennial.

Victory is never assured.

Through the Civil War, the Great Depression, World War, 9/11, through struggle, sacrifice, and setbacks, our “better angels” have always prevailed.

In each of these moments, enough of us came together to carry all of us forward.

And, we can do so now.

History, faith, and reason show the way, the way of unity.

We can see each other not as adversaries but as neighbors.

We can treat each other with dignity and respect.

We can join forces, stop the shouting, and lower the temperature.

For without unity, there is no peace, only bitterness and fury.

No progress, only exhausting outrage.

No nation, only a state of chaos.

This is our historic moment of crisis and challenge, and unity is the path forward.

And, we must meet this moment as the United States of America.

If we do that, I guarantee you, we will not fail.

We have never, ever, ever failed in America when we have acted together.

And so today, at this time and in this place, let us start afresh.

All of us.

Let us listen to one another.

Hear one another.

See one another.

Show respect to one another.

Politics need not be a raging fire destroying everything in its path.

Every disagreement doesn’t have to be a cause for total war.

And, we must reject a culture in which facts themselves are manipulated and even manufactured.

My fellow Americans, we have to be different than this.

America has to be better than this.

And, I believe America is better than this.

Just look around.

Here we stand, in the shadow of a Capitol dome that was completed amid the Civil War, when the Union itself hung in the balance.

Yet we endured and we prevailed.

Here we stand looking out to the great Mall where Dr. King spoke of his dream.

Here we stand, where 108 years ago at another inaugural, thousands of protestors tried to block brave women from marching for the right to vote.

Today, we mark the swearing-in of the first woman in American history elected to national office – Vice President Kamala Harris.

Don’t tell me things can’t change.

Here we stand across the Potomac from Arlington National Cemetery, where heroes who gave the last full measure of devotion rest in eternal peace.

And here we stand, just days after a riotous mob thought they could use violence to silence the will of the people, to stop the work of our democracy, and to drive us from this sacred ground.

That did not happen.

It will never happen.

Not today.

Not tomorrow.

Not ever.

To all those who supported our campaign I am humbled by the faith you have placed in us.

To all those who did not support us, let me say this: Hear me out as we move forward. Take a measure of me and my heart.

And if you still disagree, so be it.

That’s democracy. That’s America. The right to dissent peaceably, within the guardrails of our Republic, is perhaps our nation’s greatest strength.

Yet hear me clearly: Disagreement must not lead to disunion.

And I pledge this to you: I will be a President for all Americans.

I will fight as hard for those who did not support me as for those who did.

Many centuries ago, Saint Augustine, a saint of my church, wrote that a people was a multitude defined by the common objects of their love.

What are the common objects we love that define us as Americans?

I think I know.

Opportunity.

Security.

Liberty.

Dignity.

Respect.

Honor.

And, yes, the truth.

Recent weeks and months have taught us a painful lesson.

There is truth and there are lies.

Lies told for power and for profit.

And each of us has a duty and responsibility, as citizens, as Americans, and especially as leaders – leaders who have pledged to honor our Constitution and protect our nation — to defend the truth and to defeat the lies.

I understand that many Americans view the future with some fear and trepidation.

I understand they worry about their jobs, about taking care of their families, about what comes next.

I get it.

But the answer is not to turn inward, to retreat into competing factions, distrusting those who don’t look like you do, or worship the way you do, or don’t get their news from the same sources you do.

We must end this uncivil war that pits red against blue, rural versus urban, conservative versus liberal.

We can do this if we open our souls instead of hardening our hearts.

If we show a little tolerance and humility.

If we’re willing to stand in the other person’s shoes just for a moment.

Because here is the thing about life: There is no accounting for what fate will deal you.

There are some days when we need a hand.

There are other days when we’re called on to lend one.

That is how we must be with one another.

And, if we are this way, our country will be stronger, more prosperous, more ready for the future.

My fellow Americans, in the work ahead of us, we will need each other.

We will need all our strength to persevere through this dark winter.

We are entering what may well be the toughest and deadliest period of the virus.

We must set aside the politics and finally face this pandemic as one nation.

I promise you this: as the Bible says weeping may endure for a night but joy cometh in the morning.

We will get through this, together

The world is watching today.

So here is my message to those beyond our borders: America has been tested and we have come out stronger for it.

We will repair our alliances and engage with the world once again.

Not to meet yesterday’s challenges, but today’s and tomorrow’s.

We will lead not merely by the example of our power but by the power of our example.

We will be a strong and trusted partner for peace, progress, and security.

We have been through so much in this nation.

And, in my first act as President, I would like to ask you to join me in a moment of silent prayer to remember all those we lost this past year to the pandemic.

To those 400,000 fellow Americans – mothers and fathers, husbands and wives, sons and daughters, friends, neighbors, and co-workers.

We will honor them by becoming the people and nation we know we can and should be.

Let us say a silent prayer for those who lost their lives, for those they left behind, and for our country.

Amen.

This is a time of testing.

We face an attack on democracy and on truth.

A raging virus.

Growing inequity.

The sting of systemic racism.

A climate in crisis.

America’s role in the world.

Any one of these would be enough to challenge us in profound ways.

But the fact is we face them all at once, presenting this nation with the gravest of responsibilities.

Now we must step up.

All of us.

It is a time for boldness, for there is so much to do.

And, this is certain.

We will be judged, you and I, for how we resolve the cascading crises of our era.

Will we rise to the occasion?

Will we master this rare and difficult hour?

Will we meet our obligations and pass along a new and better world for our children?

I believe we must and I believe we will.

And when we do, we will write the next chapter in the American story.

It’s a story that might sound something like a song that means a lot to me.

It’s called “American Anthem” and there is one verse stands out for me:

“The work and prayers

of centuries have brought us to this day

What shall be our legacy?

What will our children say?…

Let me know in my heart

When my days are through

America

America

I gave my best to you.”

Let us add our own work and prayers to the unfolding story of our nation.

If we do this then when our days are through our children and our children’s children will say of us they gave their best.

They did their duty.

They healed a broken land.

My fellow Americans, I close today where I began, with a sacred oath.

Before God and all of you I give you my word.

I will always level with you.

I will defend the Constitution.

I will defend our democracy.

I will defend America.

I will give my all in your service thinking not of power, but of possibilities.

Not of personal interest, but of the public good.

And together, we shall write an American story of hope, not fear.

Of unity, not division.

Of light, not darkness.

An American story of decency and dignity.

Of love and of healing.

Of greatness and of goodness.

May this be the story that guides us.

The story that inspires us.

The story that tells ages yet to come that we answered the call of history.

We met the moment.

That democracy and hope, truth and justice, did not die on our watch but thrived.

That our America secured liberty at home and stood once again as a beacon to the world.

That is what we owe our forebearers, one another, and generations to follow.

So, with purpose and resolve we turn to the tasks of our time.

Sustained by faith.

Driven by conviction.

And, devoted to one another and to this country we love with all our hearts.

May God bless America and may God protect our troops.

Thank you, America.

Farewell Address of Donald J. Trump, 45th President of the United States of America--WH

https://www.whitehouse.gov/farewell-address/

TEXT OF SPEECH:

My fellow Americans: Four years ago, we launched a great national effort to rebuild our country, to renew its spirit, and to restore the allegiance of this government to its citizens.  In short, we embarked on a mission to make America great again— for all Americans.

As I conclude my term as the 45th President of the United States, I stand before you truly proud of what we have achieved together.  We did what we came here to do—and so much more.

This week, we inaugurate a new administration and pray for its success in keeping America safe and prosperous.  We extend our best wishes, and we also want them to have luck—a very important word.

I’d like to begin by thanking just a few of the amazing people who made our remarkable journey possible.

First, let me express my overwhelming gratitude for the love and support of our spectacular First Lady, Melania.  Let me also share my deepest appreciation to my daughter Ivanka, my son-in-law Jared, and to Barron, Don, Eric, Tiffany, and Lara.  You fill my world with light and with joy.

I also want to thank Vice President Mike Pence, his wonderful wife Karen, and the entire Pence family.

Thank you as well to my Chief of Staff, Mark Meadows; the dedicated members of the White House Staff and the Cabinet; and all the incredible people across our administration who poured out their heart and soul to fight for America.

I also want to take a moment to thank a truly exceptional group of people: the United States Secret Service.  My family and I will forever be in your debt.  My profound gratitude as well to everyone in the White House Military Office, the teams of Marine One and Air Force One, every member of the Armed Forces, and state and local law enforcement all across our country.

QUOTE

To serve as your President has been an honor beyond description. Thank you for this extraordinary privilege. And that’s what it is—a great privilege and a great honor.

President Donald J. Trump

Most of all, I want to thank the American people.  To serve as your President has been an honor beyond description.  Thank you for this extraordinary privilege.  And that’s what it is—a great privilege and a great honor.

We must never forget that while Americans will always have our disagreements, we are a nation of incredible, decent, faithful, and peace-loving citizens who all want our country to thrive and flourish and be very, very successful and good.  We are a truly magnificent nation.

All Americans were horrified by the assault on our Capitol.  Political violence is an attack on everything we cherish as Americans.  It can never be tolerated.

Now more than ever, we must unify around our shared values and rise above the partisan rancor, and forge our common destiny.

Four years ago, I came to Washington as the only true outsider ever to win the presidency.  I had not spent my career as a politician, but as a builder looking at open skylines and imagining infinite possibilities.  I ran for President because I knew there were towering new summits for America just waiting to be scaled.  I knew the potential for our nation was boundless as long as we put America first.

So I left behind my former life and stepped into a very difficult arena, but an arena nevertheless, with all sorts of potential if properly done.  America had given me so much, and I wanted to give something back.

Together with millions of hardworking patriots across this land, we built the greatest political movement in the history of our country.  We also built the greatest economy in the history of the world.  It was about “America First” because we all wanted to make America great again.  We restored the principle that a nation exists to serve its citizens.  Our agenda was not about right or left, it wasn’t about Republican or Democrat, but about the good of a nation, and that means the whole nation.

With the support and prayers of the American people, we achieved more than anyone thought possible.  Nobody thought we could even come close.

QUOTE

With the support and prayers of the American people, we achieved more than anyone thought possible. Nobody thought we could even come close.

President Donald J. Trump

We passed the largest package of tax cuts and reforms in American history.  We slashed more job-killing regulations than any administration had ever done before.  We fixed our broken trade deals, withdrew from the horrible Trans-Pacific Partnership and the impossible Paris Climate Accord, renegotiated the one-sided South Korea deal, and we replaced NAFTA with the groundbreaking USMCA—that’s Mexico and Canada—a deal that’s worked out very, very well.

Also, and very importantly, we imposed historic and monumental tariffs on China; made a great new deal with China.  But before the ink was even dry, we and the whole world got hit with the China virus.  Our trade relationship was rapidly changing, billions and billions of dollars were pouring into the U.S., but the virus forced us to go in a different direction.

The whole world suffered, but America outperformed other countries economically because of our incredible economy and the economy that we built.  Without the foundations and footings, it wouldn’t have worked out this way.  We wouldn’t have some of the best numbers we’ve ever had.

We also unlocked our energy resources and became the world’s number-one producer of oil and natural gas by far.  Powered by these policies, we built the greatest economy in the history of the world.  We reignited America’s job creation and achieved record-low unemployment for African Americans, Hispanic Americans, Asian Americans, women—almost everyone.

Incomes soared, wages boomed, the American Dream was restored, and millions were lifted from poverty in just a few short years.  It was a miracle.  The stock market set one record after another, with 148 stock market highs during this short period of time, and boosted the retirements and pensions of hardworking citizens all across our nation.  401(k)s are at a level they’ve never been at before.  We’ve never seen numbers like we’ve seen, and that’s before the pandemic and after the pandemic.

We rebuilt the American manufacturing base, opened up thousands of new factories, and brought back the beautiful phrase: “Made in the USA.”

To make life better for working families, we doubled the child tax credit and signed the largest-ever expansion of funding for childcare and development.  We joined with the private sector to secure commitments to train more than 16 million American workers for the jobs of tomorrow.

When our nation was hit with the terrible pandemic, we produced not one, but two vaccines with record-breaking speed, and more will quickly follow.  They said it couldn’t be done but we did it.  They call it a “medical miracle,” and that’s what they’re calling it right now: a “medical miracle.”

Another administration would have taken 3, 4, 5, maybe even up to 10 years to develop a vaccine.  We did in nine months.

We grieve for every life lost, and we pledge in their memory to wipe out this horrible pandemic once and for all.

When the virus took its brutal toll on the world’s economy, we launched the fastest economic recovery our country has ever seen.  We passed nearly $4 trillion in economic relief, saved or supported over 50 million jobs, and slashed the unemployment rate in half.  These are numbers that our country has never seen before.

We created choice and transparency in healthcare, stood up to big pharma in so many ways, but especially in our effort to get favored-nations clauses added, which will give us the lowest prescription drug prices anywhere in the world.

We passed VA Choice, VA Accountability, Right to Try, and landmark criminal justice reform.

We confirmed three new justices of the United States Supreme Court.  We appointed nearly 300 federal judges to interpret our Constitution as written.

For years, the American people pleaded with Washington to finally secure the nation’s borders.  I am pleased to say we answered that plea and achieved the most secure border in U.S. history.  We have given our brave border agents and heroic ICE officers the tools they need to do their jobs better than they have ever done before, and to enforce our laws and keep America safe.

We proudly leave the next administration with the strongest and most robust border security measures ever put into place.  This includes historic agreements with Mexico, Guatemala, Honduras, and El Salvador, along with more than 450 miles of powerful new wall.

We restored American strength at home and American leadership abroad.  The world respects us again.  Please don’t lose that respect.

We reclaimed our sovereignty by standing up for America at the United Nations and withdrawing from the one-sided global deals that never served our interests.  And NATO countries are now paying hundreds of billions of dollars more than when I arrived just a few years ago.  It was very unfair.  We were paying the cost for the world.  Now the world is helping us.

And perhaps most importantly of all, with nearly $3 trillion, we fully rebuilt the American military—all made in the USA.  We launched the first new branch of the United States Armed Forces in 75 years: the Space Force.  And last spring, I stood at Kennedy Space Center in Florida and watched as American astronauts returned to space on American rockets for the first time in many, many years.

We revitalized our alliances and rallied the nations of the world to stand up to China like never before.

We obliterated the ISIS caliphate and ended the wretched life of its founder and leader, al Baghdadi.  We stood up to the oppressive Iranian regime and killed the world’s top terrorist, Iranian butcher Qasem Soleimani.

We recognized Jerusalem as the capital of Israel and recognized Israeli sovereignty over the Golan Heights.

As a result of our bold diplomacy and principled realism, we achieved a series of historic peace deals in the Middle East.  Nobody believed it could happen.  The Abraham Accords opened the doors to a future of peace and harmony, not violence and bloodshed.  It is the dawn of a new Middle East, and we are bringing our soldiers home.

I am especially proud to be the first President in decades who has started no new wars.

Above all, we have reasserted the sacred idea that, in America, the government answers to the people.  Our guiding light, our North Star, our unwavering conviction has been that we are here to serve the noble everyday citizens of America.  Our allegiance is not to the special interests, corporations, or global entities; it’s to our children, our citizens, and to our nation itself.

As President, my top priority, my constant concern, has always been the best interests of American workers and American families.  I did not seek the easiest course; by far, it was actually the most difficult.  I did not seek the path that would get the least criticism.  I took on the tough battles, the hardest fights, the most difficult choices because that’s what you elected me to do.  Your needs were my first and last unyielding focus.

This, I hope, will be our greatest legacy: Together, we put the American people back in charge of our country.  We restored self-government.  We restored the idea that in America no one is forgotten, because everyone matters and everyone has a voice.  We fought for the principle that every citizen is entitled to equal dignity, equal treatment, and equal rights because we are all made equal by God.  Everyone is entitled to be treated with respect, to have their voice heard, and to have their government listen.  You are loyal to your country, and my administration was always loyal to you.

QUOTE

This, I hope, will be our greatest legacy: Together, we put the American people back in charge of our country.

President Donald J. Trump

We worked to build a country in which every citizen could find a great job and support their wonderful families.  We fought for the communities where every American could be safe and schools where every child could learn.  We promoted a culture where our laws would be upheld, our heroes honored, our history preserved, and law-abiding citizens are never taken for granted.  Americans should take tremendous satisfaction in all that we have achieved together.  It’s incredible.

Now, as I leave the White House, I have been reflecting on the dangers that threaten the priceless inheritance we all share.  As the world’s most powerful nation, America faces constant threats and challenges from abroad.  But the greatest danger we face is a loss of confidence in ourselves, a loss of confidence in our national greatness.  A nation is only as strong as its spirit.  We are only as dynamic as our pride.  We are only as vibrant as the faith that beats in the hearts of our people.

No nation can long thrive that loses faith in its own values, history, and heroes, for these are the very sources of our unity and our vitality.

What has always allowed America to prevail and triumph over the great challenges of the past has been an unyielding and unashamed conviction in the nobility of our country and its unique purpose in history.  We must never lose this conviction.  We must never forsake our belief in America.

The key to national greatness lies in sustaining and instilling our shared national identity.  That means focusing on what we have in common: the heritage that we all share.

At the center of this heritage is also a robust belief in free expression, free speech, and open debate.  Only if we forget who we are, and how we got here, could we ever allow political censorship and blacklisting to take place in America.  It’s not even thinkable.  Shutting down free and open debate violates our core values and most enduring traditions.

In America, we don’t insist on absolute conformity or enforce rigid orthodoxies and punitive speech codes.  We just don’t do that.  America is not a timid nation of tame souls who need to be sheltered and protected from those with whom we disagree.  That’s not who we are.  It will never be who we are.

For nearly 250 years, in the face of every challenge, Americans have always summoned our unmatched courage, confidence, and fierce independence.  These are the miraculous traits that once led millions of everyday citizens to set out across a wild continent and carve out a new life in the great West.  It was the same profound love of our God-given freedom that willed our soldiers into battle and our astronauts into space.

As I think back on the past four years, one image rises in my mind above all others.  Whenever I traveled all along the motorcade route, there were thousands and thousands of people.  They came out with their families so that they could stand as we passed, and proudly wave our great American flag.  It never failed to deeply move me.  I knew that they did not just come out to show their support of me; they came out to show me their support and love for our country.

This is a republic of proud citizens who are united by our common conviction that America is the greatest nation in all of history.  We are, and must always be, a land of hope, of light, and of glory to all the world.  This is the precious inheritance that we must safeguard at every single turn.

QUOTE

We are, and must always be, a land of hope, of light, and of glory to all the world. This is the precious inheritance that we must safeguard at every single turn.

President Donald J. Trump

For the past four years, I have worked to do just that.  From a great hall of Muslim leaders in Riyadh to a great square of Polish people in Warsaw; from the floor of the Korean Assembly to the podium at the United Nations General Assembly; and from the Forbidden City in Beijing to the shadow of Mount Rushmore, I fought for you, I fought for your family, I fought for our country.  Above all, I fought for America and all it stands for—and that is safe, strong, proud, and free.

Now, as I prepare to hand power over to a new administration at noon on Wednesday, I want you to know that the movement we started is only just beginning.  There’s never been anything like it.  The belief that a nation must serve its citizens will not dwindle but instead only grow stronger by the day.

As long as the American people hold in their hearts deep and devoted love of country, then there is nothing that this nation cannot achieve.  Our communities will flourish.  Our people will be prosperous.  Our traditions will be cherished.  Our faith will be strong.  And our future will be brighter than ever before.

I go from this majestic place with a loyal and joyful heart, an optimistic spirit, and a supreme confidence that for our country and for our children, the best is yet to come.

Thank you, and farewell.  God bless you.  God bless the United States of America.

Kilmer Encourages Biden Administration to Repeal Trump’s Harmful Anti-Worker Executive Orders.

https://kilmer.house.gov/news/press-releases/kilmer-encourages-biden-administration-to-repeal-trumps-harmful-anti-worker-executive-orders-

Washington, D.C. – Today, Representative Derek Kilmer (WA-06) led a letter to President-elect Joe Biden to encourage his Administration to repeal executive actions taken by the Trump Administration that have eroded essential rights and protections for federal workers.

“As you may know, in 2018 President Trump signed several harmful executive orders (EOs) that have undermined collective bargaining rights and workplace protections for federal workers across the country,” the Members wrote. “Unfortunately, the Trump Administration has since expanded these anti-worker efforts through additional EOs that eliminate statutory and constitutional protections for thousands of federal positions and prevent federal agencies and contractors from conducting critical diversity and inclusion training programs.”

The Members continued, “In order to restore these essential rights and protections and to reaffirm our support for federal workers, these harmful executive actions must be repealed.”

In March 2020, Rep. Kilmer introduced bipartisan legislation to support the rights of federal workers and ensure adherence to all federal labor-management laws previously passed by Congress and signed into law. He introduced updated legislation in January 2021, the Protecting Federal Workers Act, to repeal all six of the executive actions listed in the letter and restore critical protections for federal workers.

Rep. Kilmer was joined by Reps. Chellie Pingree (ME-01) and Marcy Kaptur (OH-09).

Senator Murray Reflects on Inauguration of President Biden and Vice President Harris, Thanks Washington State Constituents.

https://www.murray.senate.gov/public/index.cfm/newsreleases?ContentRecord_id=5205CA7F-0F7C-4321-8D1A-22201A4714F4

Washington, D.C. – U.S. Senator Patty Murray (D-WA) released the following statement on the inauguration of Joseph Biden as President of the United States and Kamala Harris as Vice President of the United States.

"As I watched Joe Biden and Kamala Harris be sworn in as our next President and Vice President, I couldn't help but think about this day four years ago. I went to President Trump's inauguration because as much as I didn't like it, he'd won. But, I went wearing a Planned Parenthood scarf—the same I had on today—to show I planned to work every day to defend all the rights I knew were threatened. The next day I went to the Women's March and saw crowds of women ready to stand up for their rights and each other's. I realized then how much it was going to matter that every single person who opposed what President Trump stood for—hate and division, racism and bigotry—speak up and make sure they were heard. And Washington state, you did.

"Since the day President Trump was inaugurated four years ago I've had more calls, more emails, more constituents closely following what's happening in the other Washington and getting engaged in elections up and down the ticket, than ever before. From defending the Affordable Care Act, to standing against the President's cruel immigration policies, to protesting racial injustice and more, you've been there every step of the way, ready to use your voice and your vote to hold our country accountable to our ideals of justice and equality. You made such a difference. I know because I saw it firsthand every single day of the Trump Administration, and because President Trump lost a free and fair election.

"It has been an incredibly hard four years. Many of us are missing people we wish could see this day. I hope each of you is taking time to remember those who are still in our hearts, and to appreciate all you've done to raise your voices and each other's. You make our democracy what it is, and your commitment to a fair and just future for all will help our country rebuild stronger from all we face right now. Please keep making yourselves heard, because as today shows, it could not matter more. I am so proud to be your Senator, and I can't wait for our work ahead together.”

WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA) released the following statement after attending the inauguration of President Joseph R. Biden Jr. and Vice President Kamala D. Harris:

“In the midst of a global pandemic and security threats to our Capitol, we witnessed a historic inauguration today. Just over 100 years ago women finally gained the right to vote—now we've sworn in our first woman Vice President. I was glad to hear President Biden talk about unity and moving forward as a united country. I look forward to working with President Biden and Vice President Harris to fight the COVID-19 pandemic, strengthen our economy, and make progress for the people of Washington.”

Employers can withhold, make payments of deferred Social Security taxes from 2020

WASHINGTON — The Internal Revenue Service today released Notice 2021-11 PDF addressing how employers who elected to defer certain employees' taxes can withhold and pay the deferred taxes throughout 2021 instead of just the first four months of the year.

In response to a presidential memorandum signed August 8, 2020, Notice 2020-65 was issued on August 28, 2020, giving employers the option to defer certain employees' Social Security taxes from September 1, 2020, to December 31, 2020. This applied to employees paid less than $4,000 every two weeks, or an equivalent amount for other pay periods, with each pay period considered separately. The taxes, which are technically called Old Age, Survivors and Disability Insurance, or OASDI, are calculated at 6.2% of employees' wages.

Any taxes deferred under Notice 2020-65 are withheld and paid ratably from employee wages between January 1, 2021, until April 30, 2021. However, the Consolidated Appropriations Act, 2021, signed into law December 27, extended the period that the deferred taxes are withheld and paid ratably. The period is now for the entire year − from January 1, 2021, through December31, 2021. Notice 2021-11 makes changes to Notice 2020-65 to reflect this extended period. Payments made by January 3, 2022, will be considered timely because December 31, 2021, is a legal holiday. Penalties, interest and additions to tax will now start to apply on January 1, 2022, for any unpaid balances

Employees could see their deferred taxes being collected immediately. Employees should check with their organization's payroll point of contact on what their collection schedule will be.
