Inslee rescinds two proclamations related to COVID-19.

Gov. Jay Inslee today announced the rescission of two COVID-19 emergency orders that are no longer needed to respond to the pandemic.

https://www.governor.wa.gov/news-media/inslee-rescinds-two-proclamations-related-covid-19

Proclamation 20-56 waived/suspended a statute and certain provisions in agreements between the governor and tribes that restrict the use of fuel tax refund monies to transportation-related purposes.

To foster a smooth transition, the rescission of this order will take effect in 30 days, on July 1, 2022.

Proclamation 20-23 addressed public utilities and it waived/suspended certain statutes that regulate the operation of those utilities. Key provisions of this emergency order were previously rescinded, including the utility shutoff moratorium which was rescinded in September 2021.

This rescission is technical in nature and effective immediately.

Editorial foot note: How does any of this relates to Covid-19?

SNOHOMISH COUNTY ADDED TO LIST OF BIRD FLU DETECTIONS

https://agr.wa.gov/about-wsda/news-and-media-relations/news-releases?article=35152

OLYMPIA – Highly pathogenic avian influenza (HPAI) H5N1 continues to make its way through Washington. The latest detection was confirmed on Friday, May 27, in a backyard flock in Snohomish County.

The Washington State Department of Agriculture (WSDA) is responding to the outbreak and urging flock owners to devote all efforts to protecting uninfected flocks, especially keeping domestic flocks isolated from wild waterfowl.

“In all backyard detections, we’ve seen significant exposure to wild waterfowl,” Dr. Amber Itle, Washington State Veterinarian, said.

Flock owners can take steps to prevent introducing diseases to their flocks by practicing good biosecurity, including washing boots or shoes before entering and when leaving a chicken coop, sanitizing equipment used around poultry, and wearing clean clothing around birds.

WSDA has numerous resources for flock owners to learn about bird flu and protect their flocks, including a bird flu webpage with information about each confirmed flock with HPAI, an interactive map, and a Facebook group dedicated to updates about bird flu in Washington. WSDA also has avian influenza videos on its YouTube channel.

Flock owners near confirmed detection sites may be contacted by WSDA or USDA officials to monitor the health of their flocks.

If your flock experiences sudden death or illness of multiple birds, call WSDA’s Sick Bird Hotline at 1-800-606-3056. Birds that have already died should be double-bagged and kept in a cooler on ice until WSDA veterinarians can make arrangements for sampling. Do not allow scavenger birds access to dead domestic birds as this can further spread the virus.

Dr. Itle has also cautioned bird owners to withdraw from exhibitions or fairs until at least the end of June and has requested that live bird markets discontinue sales temporarily.

“The virus is present in all corners of our state,” Itle added. “It’s so important we remain vigilant.”

Sick or dead wild birds should be reported using the Washington Department of Fish and Wildlife’s online reporting tool.

Uvalde, Texas tragedy: Recognizing the ROT in America’s soul
75,456 views  May 25, 2022  What happened on Tuesday in Uvalde, Texas was an incomprehensible tragedy. But that tragedy — along with many others plaguing our nation — was a symptom of America’s overall problem: a rotting in our soul. And until we live in a nation, Glenn says, that is willing to even recognize that’s something bigger than the self, and that it has nothing to do with government, we’ll never fix this problem.

STATE VETERINARIAN ADVISES POULTRY MARKETS TO CLOSE

WSDA

https://agr.wa.gov/about-wsda/news-and-media-relations/news-releases?article=35135

OLYMPIA – With confirmed cases of highly pathogenic avian influenza (HPAI) H5N1– also known as bird flu – in nine domestic flocks in seven counties across Washington, the Washington state veterinarian at the Washington State Department of Agriculture (WSDA), Dr. Amber Itle, has requested that live market poultry sales cease for the next 30 days.

Markets that choose to continue bird sales risk disease transmission. While the closure is not mandatory, if a case of HPAI were detected in connection with a market, there would be significant impacts. The markets would face thorough animal tracing and extensive cleaning and disinfection requirements should a positive HPAI case be connected with a market.

WSDA has reached out to all markets that have live sales of birds and advised them to stop sales. Some markets had already voluntarily stopped selling birds even before receiving the advice from the state veterinarian. WSDA issued the advice after conducting a risk assessment in conjunction with the USDA Animal Plant Health Inspection Service (USDA APHIS).

“Temporarily suspending poultry and waterfowl sales is recommended until detections across Washington slow down. This may extend until the end of June,” Itle said.

For markets that choose to remain open, Itle made several recommendations to reduce the risk of transmitting disease, including increasing biosecurity measures, only selling birds destined for slaughter, prohibiting birds with signs of illness, keeping birds in transport containers and not comingling  Strict cleaning and disinfection between sales, and posting signage about where to report sick birds are also strongly recommended.

So far, the infected flocks have been relatively small, backyard flocks.

“Stopping these sales protects not only these backyard flocks but small and large commercial flocks as well,” Itle said. “It is all about reducing risk. Bringing birds from different flocks together definitely increases opportunities for this virus to spread and impact more birds.”

This year, bird flu was first detected in domestic birds on May 5. All nine infected locations have consisted of backyard flocks with substantial exposure to wild waterfowl. No commercial flocks have been infected. Commercial poultry products remain safe to consume as even when there is not an outbreak of HPAI, the products are screened for the disease before entering the market.

WSDA has numerous resources for flock owners to learn about bird flu and protect their flocks, including a bird flu webpage with information about each confirmed flock with HPAI and an interactive map, a Facebook group dedicated to updates about bird flu in Washington, and even a recording of a live question and answer session for bird owners that WSDA hosted.

If your flock experiences sudden death or illness of multiple birds, call WSDA’s Sick Bird Hotline at 1-800-606-3056. Sick or dead wild birds should be reported using the Washington Department of Fish and Wildlife’s online reporting tool.
