OLYMPIA – The Washington State Department of Agriculture (WSDA) is launching its second year of the Compost Reimbursement Program to continue to encourage on-farm compost use.

All commercial Washington farmers – including those in agriculture, silviculture and aquaculture – are eligible for the program. Participating farms are eligible for 50 percent reimbursement on qualifying costs for compost purchases and associated transportation, equipment, and labor costs. Funding limits for participating farms vary based on farm size and proposed budgets. Participants must agree to conduct soil sampling before and for several years following the application of compost. Additionally, the compost must be purchased from an approved compost facility.

The Washington State Legislature instituted several changes to the program that take effect this year. These changes include prioritizing applications based on the presence of food-waste feedstock in the compost to be purchased, as well as distributing reimbursement funding based on farm size. Additionally, compost may now be purchased from Washington compost facilities that either have a solid waste handling permit or are permit-exempt.

Applications will be accepted starting July 29 at noon through September 12. This year, applicants will be required to provide: (1) a Statewide Vendor Number, (2) a quote from the compost facility where the compost will be purchased, and (3) an estimated budget outlining proposed costs.

Producers must apply to and be approved for the program, ensuring their business and compost source are eligible. Once conditionally approved, program participants must sign a grant agreement contract to become a participant in the program. The grant agreement contract must be signed prior to making purchases and the soil sample must be collected before applying compost. After expenses are incurred, applicants will submit a single reimbursement form for all expenses to WSDA.

4) IN FOCUS & LOCAL MEETINGS

IN FOCUS: Cantwell on Boeing: “The Company Needs to Move Back to Seattle”.

WASHINGTON, D.C. – Earlier today, speaking to reporters after chairing an executive session of the Senate Committee on Commerce, Science, and Transportation, U.S. Senator Maria Cantwell (D-WA), had this to say about news that Boeing selected Kelly Ortberg as its new CEO.

"The company needs to move back to Seattle. The notion that somebody thinks they can run the company from anywhere other than Seattle is a big mistake."

Sen. Cantwell later released this full statement:

"It's a good first step that the CEO will be based in Seattle, and now the rest of the headquarters needs to move back home to rejoin our world-class aviation workforce. When it comes to quality and safety, being close to the workforce on the ground matters."

Yesterday, Sen. Cantwell announced she sent a letter to Federal Aviation Administration (FAA) Administrator Michael Whitaker requesting the FAA conduct a root cause analysis to determine any deficiencies in its own oversight of Boeing and other aviation manufacturers.

The letter follows Sen. Cantwell’s most recent Committee hearing on aviation safety, where FAA Administrator Whitaker said the agency was “too hands off” on its oversight of Boeing. Following the Alaska Airlines flight 1282 incident in January, Sen. Cantwell requested that FAA perform a special technical audit of Boeing’s production line. The FAA said the audit found multiple instances where Boeing and Spirit AeroSystems failed to comply with manufacturing quality control requirements.

Additionally, Sen. Cantwell held an April hearing to review the independent Organization Designation Authorization (ODA) Expert Review Panel’s final report, and a March hearing with National Transportation Safety Board (NTSB) Chair Jennifer Homendy on its investigation of the January incident.

In May, Sen. Cantwell led the passage of the FAA Reauthorization Act of 2024, which includes new measures to improve aviation safety, such as putting more safety inspectors on factory floors, addressing the nation’s shortage of air traffic controllers, deploying new runway technology to prevent close calls, mandating new 25-hour cockpit recording systems to assist in investigations, and enhancing aircraft certification reforms.

The FAA Reauthorization Act builds upon the Aircraft Certification, Safety, and Accountability Act of 2020, spearheaded by Sen. Cantwell in the aftermath of the Boeing 737 Max crashes in 2018 and 2019.

BIBLE VERSE: 1 Samuel 16:7 (New International Version)

But the Lord said to Samuel, “Do not consider his appearance or his height, for I have rejected him. The Lord does not look at the things people look at. People look at the outward appearance, but the Lord looks at the heart.”

Weekly Bible Lesson:

Only One is the True Church of Christ

Many today believe that all churches are right. In other words, it does not really matter which church one goes to. They say, “God has saved people in all churches. It is up to the individual in each church to be sincere in his worship and accept Jesus as his personal Saviour.” They also say, “God has His children in all denominations. Therefore all churches are the same.”--TFTW

Why Leftist Elites Will NEVER Understand J.D. Vance

32,504 views  Jul 31, 2024

Democrats and their mouthpieces in the media have branded Trump's VP Pick J.D. Vance as ... "weird." But Glenn explains why that's a GOOD thing. Vance IS weird to leftist elites because they will never understand him. He grew up poor, not with the "white privilege" that Democrats insist all white people have. Instead of staying on government welfare, he pulled himself out of poverty. And perhaps "weirdest" of all to these elites, he's an entrepreneur — proof that the American free market system works.--Glenn Beck

Men Punching Women FOR SPORT?! Who’s REALLY to Blame For Olympics NONSENSE.

The Olympics is allowing men to punch women in the face for our entertainment – but who’s fault is this? We could blame the Olympics, Glenn says. But when society stays silent for so long about these issues, maybe we shouldn’t be too surprised when things like this happen. Glenn reviews the story, which saw a fighter from Algeria with XY chromosomes and a very male physique competing in women’s boxing at the Paris Olympics. The match led to the woman in the match crying on her knees. Is this what presidential candidate Kamala Harris means by allowing ourselves to be “unburdened by what has been?” Glenn warns that while Harris’ favorite saying might sound silly, its real meaning is VERY dangerous.--Glenn Beck

Proposed Port Angeles pilot project seeks to test technology to pull harmful carbon dioxide out of the air.

Carbon pollution is the main driver behind the higher temperatures and severe weather that threatens our environment and economy. Much of the short-term focus of addressing the threat of climate change is on reducing emissions, but new technologies engineered to pull carbon out of the air also promise to be an important part of how we meet the challenge ahead of us.

A pilot project proposed in Port Angeles is designed to test a new approach to removing carbon pollution. “Project Macoma,” as the proposed pilot is named, is an effort by a company called Ebb Carbon to test whether they can use seawater to soak up more carbon dioxide from the air.

Read on to learn more about the project.

What is Project Macoma?

Project Macoma is a first-of-its-kind pilot project that has the potential to remove carbon dioxide (CO2) from marine waters. The project would use new electrochemical technology to speed up how fast the ocean can absorb CO2.

The technology will pull seawater from Port Angeles Harbor and treat it to make the water less acidic, then return the water back into the ocean where it will act like a sponge to soak up C02 from the air.

This two-year project would use a barge and onshore facilities at the Port of Port Angeles log yard.

What is our role in this project?

Our regulatory role is ensuring the project does not impact water quality in the harbor; we are not vetting the potential climate benefits of this project at this time.

Ebb Carbon applied for an individual water quality permit called a National Pollutant Discharge Elimination System (NPDES) so it can safely discharge the less acidic (alkaline) water back into Washington’s marine waters.

We have developed a draft discharge permit for the processed ocean water, and will oversee the company to make sure it complies with the permit rules.

We want to hear from the public

As we work to understand the project’s impact, we are holding a public comment period on the draft water quality permit from July 19-Aug. 18, 2024. The comment link opens online at 12 a.m. July 19 and closes at 5 p.m. Aug. 18. Ecology will review and respond to all comments when we make a final permit decision in the coming months.

This is just one permit the company is applying for; the project needs certain permits from other government agencies to operate.

If we grant the permit, it will last for two years. Ebb Carbon would need to go through Ecology’s permitting process again for any future projects.

How will we know if this project helps fight climate change?

These types of technologies have the potential to help remove carbon dioxide from the atmosphere, but many are so new that we don’t yet know how effective the technology can be. That’s why real world testing like that proposed with Project Macoma is so important: it’s the first project in the country to test this technology in the real environment.

Projects like this give us the chance to gather data, see what works, and better understand the potential benefits and impacts./ DOE RELEASE 7/19/24

IN FOCUS: DNR Enacts Public Safety Closure of Ahtanum State Forest.

Popular Recreation Area will Close Temporarily Due to Activity from the Retreat Fire

The Washington State Department of Natural Resources (DNR) Southeast Region has temporarily closed the Ahtanum State Forest due to increased activity from the adjacent Retreat Fire burning near Rimrock Lake.

All Ahtanum State Forest recreation sites will be closed until further notice, except for the Ahtanum and Ahtanum Meadows campgrounds. The closure also extends to the BBQ Flats and Cascade Camp recreation areas and Wenas Valley Green Dot Road system, which the Black Canyon Fire impacts.

“We are asking the public to remain clear of the area in the interest of public and firefighter safety. The Retreat Fire is approaching the Ahtanum State Forest from the north. With so many fire resources committed to fires around the region, we have closed our lands in the Ahtanum out of an abundance of caution,” said Stephanie Margheim, DNR State Lands Assistant Region Manager.

Closures will be marked at entrances and access points, and an estimated time for reopening will be made available as soon as the fire threat is lessened. The public can access the most up-to-date closure information at www.dnr.wa.gov/ahtanum.

BIBLE VERSE: Hebrews 12:1 (New International Version)

Therefore, since we are surrounded by such a great cloud of witnesses, let us throw off everything that hinders and the sin that so easily entangles. And let us run with perseverance the race marked out for us,

Weekly Bible Lesson:

The New Covenant

Christians today are not under the law God gave to Israel at Mt Sinai. While this law (covenant) was in effect, Jeremiah, the prophet, foretold the Lord would make a new covenant with His people ( Jeremiah 31:31-34). This was fulfilled when the New Testament was given (Hebrews 8:6-13). --TFTW

Israeli Prime Minister Delivers Speech to Joint Meeting of Congress

Israeli Prime Minister Benjamin Netanyahu stressed the U.S. and Israel “must stand together” as the world is in a state of “upheaval.” The prime minister addressed lawmakers during a joint meeting of Congress. Outside, thousands of protesters gathered to protest his speech. Prime Minister Netanyahu criticized demonstrators and said they stand with hate and Hamas murderers. He also called them “Iran’s useful idiots” saying Iran funded the demonstrations. Prime Minister Netanyahu’s speech lasted nearly one hour. Rep. Rashida Tlaib (D-MI), a Palestinian American who is against the Israel-Hamas War, could be seen holding up a “war criminal” sign during the speech./C-SPAN

Glenn Beck Reacts LIVE to Joe Biden Speech & EXPOSES Secret Service Failures.

Glenn responds live to Joe Biden's speech from the Oval Office — the first address made by the president since he announced both his departure from the 2024 presidential campaign and his endorsement of VP Kamala Harris on social media last weekend. What does this mean for the Democrat Party moving forward, and how does it affect Democrats' chances this November? Then, the slight turn of his head at the last millisecond is the only reason why Donald J. Trump was able to accept his nomination for the presidency at the Republican National Convention last week. Earlier this month, he survived an assassination attempt that was too close to fathom.

Many are calling it a miracle — something that’s unexplainable except by the divine hand of God. And even though U.S. Secret Service Director Kimberly Cheatle has stepped down, there are STILL questions that need explaining: Namely, how the HECK did the Secret Service let this assassination attempt happen? In this Wednesday Night Special, Glenn poses three questions to the U.S. Secret Service that MUST be answered for the American people. He maps out the timeline and location of the shooter, details the shocking reason why Cheatle claimed there were no security personnel on that roof, and lays out how DEI nearly got the 2024 Republican presidential candidate killed.--Glenn Beck

KILMER ANNOUNCES MORE THAN $20 MILLION FOR TRANSIT PROJECTS IN PIERCE, CLALLAM, AND GRAYS HARBOR COUNTIES.

TACOMA, WA – Today, U.S. Representative Derek Kilmer (WA-06) announced that the U.S. Department of Transportation’s Federal Transit Administration (FTA) has awarded more than $20 million in federal funding through the Fiscal Year 2024 Buses and Bus Facilities program to support transit projects in Pierce, Clallam, and Grays Harbor Counties. This funding includes more than $6.2 million for the Washington State Department of Transportation (WSDOT) and more than $14.7 million for the Pierce County Public Transportation Benefit Area Corporation (Pierce Transit).

Made possible by the Bipartisan Infrastructure Law, this historic investment in transit is a part of the Biden-Harris administration’s Investing in America agenda and will help transit agencies replace aging buses, reduce air pollution, provide good-paying jobs, and improve the reliability of transit systems. This federal funding will support the resiliency of future transit operations for local communities in Pierce County, Clallam County, and Grays Harbor County.

“Seeing the federal government support our local transit systems has long been a focus for me – and for folks across our region,” said Rep. Kilmer. “This announcement is fantastic news because it means we can see forward motion on crucial investments, including the purchase of new electric buses in Pierce County, the replacement of buses in Clallam County, and the renovation of the existing maintenance and operations facility in Grays Harbor County. These projects will enhance overall service quality and reliability in our rural communities, ensuring the resilience of future transit operations across the region. It’s also about expanding access to tens of thousands of our neighbors, connecting them to jobs and critical services. And since these are federal funds, the costs of these improvements won’t be solely borne by local taxpayers. So, this is a great win!”

“Washington state transit agencies work hard every day to help the people who use their services get to all the places they need to be,” said Washington State Secretary of Transportation Roger Millar. “By updating facilities and vehicles that make 1.5 million trips available to 240,000 people each year in our state, these grants support them in their important work connecting communities and reducing emissions from transportation.”

“Today, 117 communities, including Pierce County, Clallam County and Grays Habor County, are receiving the good news that their transit buses are being modernized and their commutes improved through President Biden's Bipartisan Infrastructure Law,” said U.S. Transportation Secretary Pete Buttigieg. “The Biden-Harris Administration is helping agencies across 47 states replace old buses running on dirty, expensive fuels by delivering modern and zero-emission buses, manufactured by American workers, that will connect more people to where they need to go.”

The investment of more than $14.7 million for Pierce Transit will support the purchase of new battery electric buses and the installation of new charging equipment to support Pierce Transit’s electric fleet. This expansion of Pierce Transit’s zero-emission fleet will improve the overall efficiency of bus service in Pierce County. Rep. Kilmer and other members of the Washington State delegation wrote to Secretary Buttigieg in April of this year to express support for Pierce Transit’s grant application.

“Pierce Transit is honored to receive this $14.8 million FTA Buses and Bus Facilities grant for the purchase of four new battery electric buses and installation of charging infrastructure,” said Pierce Transit CEO Mike Griffus. “Our Congressional Delegation was instrumental in helping us secure this award, and they continue to champion environmental and public health improvements in our service area. The covered-gantry-style chargers funded by this grant are the first of their kind for our agency, and they offer efficient charging and safe handling benefits for personnel in inclement weather. Fleet expansion and the additional charging capacity on our base means more reliable service to our community and brings us several steps closer to our goal of transitioning 20% of the fixed route bus fleet to zero emissions vehicles by 2030.”

WSDOT received more than $3.6 million for the Clallam Transit Buses and Para-Transit Vehicle Replacement project. This funding will support the replacement of heavy-duty buses that have surpassed their useful life with new vehicles, including several for Clallam Transit’s para-transit fleet, that will be more efficient and reliable.

“We are grateful for the support of Representative Derek Kilmer and his staff which has resulted in Clallam Transit to be awarded more than 3.6 million in federal funding for the replacement of fixed route and paratransit buses! This funding will enable Clallam Transit to continue providing reliable service to the citizens and visitors of Clallam County with newer, cleaner, and more efficient public transit vehicles,” said Clallam Transit System General Manager Jim Fetzer.

“With the implementation of a zero-fare pilot project and newer routes like the Hurricane Ridge Shuttle, ridership at Clallam Transit is booming.  This $3.6 million, coming to Clallam Transit from the Federal Transit Administration’s Bus and Bus Facilities Grant Program, is exactly what is needed to build a modern fleet that is able to support these remarkable gains and to help the agency continue to improve its rider experience while at the same time reducing our region’s transportation-related climate impact,” said Clallam County Commissioner Mark Ozias.

“I’m thrilled for Clallam Transit to be receiving these grants to help keep and put safe and reliable and more efficient vehicles on the road. My sincere thanks to Congressman Kilmer and his staff for the ongoing and incredible support of our community. Clallam Transit is doing so much to serve our community’s transit needs and this funding will help ensure their ability to continue their great work,” said Mayor Kate Dexter, City of Port Angeles.

Additionally, WSDOT also received more than $2.6 million for the Grays Harbor Transit Authority Hoquiam Maintenance and Operation Facility Rehabilitation project. This investment will support the renovation of an aging maintenance and operations facility in Hoquiam, including the upgrading of parking areas, the installation of new surfacing, and the enhancement of the existing roof.

“Grays Harbor Transit Authority is thrilled and deeply grateful to the FTA for this funding opportunity and to Representative Kilmer for his unwavering commitment to transit. Efficient and reliable transit services begin at the core, which is why renovating our yard, roof, and building envelope is so important to us. This renovation supports the vehicles and staff that, in turn, support our community through exceptional transit services,” said Grays Harbor Transit Authority General Manager Ken Mehin.

“Grays Harbor Transit is so very appreciative of the work Congressman Kilmer has done to support Washington’s District 6! These funds will go a long way in assisting our local transit authority with necessary and much needed improvements at our Hoquiam facility. As a county commissioner and chair of the Grays Harbor Transit board of directors, I extend my thanks to Derek for listening to our local needs hear in Washington State and working for all of us in the ‘other Washington’,” said Grays Harbor County Commissioner Vickie Raines.

“I am thrilled that the Federal Transit Administration has awarded Grays Harbor Transit with a nationally competitive grant to renovate the Maintenance and Operations Facility, which was constructed in Hoquiam 47 years ago. Grays Harbor Transit contributes positively to our local economy while providing a safe and environmentally conscious transportation option for the public. Ensuring that transit agencies have the capital assets they need supports many of Washington State’s transportation system policy goals: mobility, economic vitality, stewardship, environment, and safety,” said Hoquiam City Administrator Brian Shay.

The FTA’s Buses and Bus Facilities program provides federal funding for transit agencies to buy and rehabilitate buses and vans and build and modernize bus facilities. The Bipartisan Infrastructure Law provides nearly $2 billion through FY 2026 for the program. In this round of funding, approximately $390 million for grants was available through this program.

Secret Service Statements Regarding Violence at the July 13, 2024, Trump Campaign Rally.

"The assertion that a member of the former President’s security team requested additional security resources that the U.S. Secret Service or the Department of Homeland Security rebuffed is absolutely false.  In fact, recently the U.S. Secret Service added protective resources and capabilities to the former President’s security detail.

The former President, and the current President, are commonly subject to threats.  The U. S. IN FOCUS: Senator Murray Statement: “We Must Condemn All Forms of Political Violence—We Cannot Denounce One and Disregard Another”.

(Washington, DC) – Today, U.S. Senator Patty Murray (D-WA), President Pro Tempore of the United States Senate, issued the following statement:

“Violence begets violence, and leaders from all walks of life should forcefully reject violence in all its forms in the strongest possible terms. Political violence, though, is a direct assault on our democracy—no matter what the political beliefs of the perpetrator might be. As we mourn for the father who was killed and hope for the full recovery of those who were injured, we should all be grateful for the safety of former President Donald Trump—for the sake of his family and loved ones and for the country.

“We can only be credible and effective in refuting political violence if we are clear and consistent—which is why in this moment, it is not enough for anyone to condemn the attack on former President Trump if they still refuse to condemn the political violence that has been incited or condoned by Trump and his allies. Donald Trump incited a violent mob that attempted to overturn the results of a free and fair election on January 6th, he openly ridiculed the heinous assault on Paul Pelosi, and he brazenly directed far-right extremists to ‘stand back and standby’—anyone who is turning a blind eye to Trump’s ceaseless rhetoric is doing this country a grave disservice. Just today, the former President called January 6th a hoax—I was there on January 6th, and I could hear the banging on the doors of my office. I will not let the history of that day be rewritten. It was an attack on our very democracy—a violent one.

“It is easy to say political violence has no place in America, but if we want that sentiment to hold true, we must condemn all forms of political violence—we cannot denounce one and disregard another. Here’s what I know: if we want to protect our democracy for the future, we can only do it using our voices and our votes—and we have to be clear-eyed and unwavering in calling out leaders who willfully and purposefully incite political violence.”

Future related press releases on the assignation attempt last Saturday on former President Trump:

Statement From U.S. Secret Service Director Kimberly Cheatle.

I would like to start by extending my deepest condolences to the family and friends of Corey Comperatore, who was killed during the assassination attempt on former President Donald Trump’s life in Butler, Pennsylvania, Saturday, as well as those who were injured during this senseless act of violence.

Secret Service personnel on the ground moved quickly during the incident, with our counter sniper team neutralizing the shooter and our agents implementing protective measures to ensure the safety of former president Donald Trump.

Since the shooting, I have been in constant contact with Secret Service personnel in Pennsylvania who worked to maintain the integrity of the crime scene until the FBI assumed its role as the lead investigating agency into the assassination attempt. I have also been coordinating with the protective detail for former President Trump and have briefed President Biden on the details of the incident.

The Secret Service is working with all involved Federal, state and local agencies to understand what happened, how it happened, and how we can prevent an incident like this from ever taking place again. We understand the importance of the independent review announced by President Biden yesterday and will participate fully. We will also work with the appropriate Congressional committees on any oversight action.

The incident in Pennsylvania has understandably led to questions about potential updates or changes to the security for the Republican National Convention in Milwaukee. The U.S. Secret Service, in conjunction with our Federal, state and local law enforcement and public safety partners, designs operational security plans for National Special Security Events (NSSE) to be dynamic in order to respond to a kinetic security environment and the most up-to-date intelligence from our partners.

I am confident in the security plan our Secret Service RNC coordinator and our partners have put in place, which we have reviewed and strengthened in the wake of Saturday’s shooting. The security plans for National Special Security Events are designed to be flexible. As the conventions progress, and in accordance with the direction of the President, the Secret Service will continuously adapt our operations as necessary in order to ensure the highest level of safety and security for convention attendees, volunteers and the City of Milwaukee. In addition to the additional security enhancements we provided former President Trump's detail in June, we have also implemented changes to his security detail since Saturday to ensure his continued protection for the convention and the remainder of the campaign.

The Secret Service is tasked with the tremendous responsibility of protecting the current and former leaders of our democracy. It is a responsibility that I take incredibly seriously, and I am committed to fulfilling that mission.

* Editor's note: There is no excuse of not securing a building 30 yards away, which allowed the shooter access to the building to hide his weapon on the roof, and allowed to sit and wait without any last minute security checks. A failure she should be held accountable for, she should be fired immediately.

PROOF the DOJ Is Running Election Interference for Joe Biden.

After Hunter Biden was found guilty of a minor gun charge, Democrats and the media were quick to use his conviction as evidence that all is “hunky-dory” with the justice system under President Joe Biden. Anyone who questioned the Left's "fair justice" narrative was branded a conspiracy theorist. Cue New York Magazine: “Hunter Biden Conviction Blows Up Republican Conspiracy Theories” and Vanity Fair: “Trump and Co. Come Up with Most Deranged Theory Yet: Joe Biden Wanted Hunter Biden to Be Found Guilty.” Never mind the fact that the only reason Hunter went to trial is because a judge blew up a secret deal between his lawyers and his dad’s DOJ that all but gave him blanket immunity on tax fraud charges. But sure, the justice system is fair and impartial! Never mind the fact that the regime’s main political opponent in the upcoming presidential race — Donald Trump — was convicted on 34 BOGUS felonies and faces three more major trials.

AND never mind that Trump's ally Steve Bannon was ordered to prison for contempt for Congress and yet Biden's Attorney General Merrick Garland got away with the EXACT same crime. Glenn lays out the case that proves the weaponization of our justice system goes right to the top. Through unredacted court documents, White House visitor logs, and documents from congressional committees, the evidence trail leads directly to the Joe Biden White House. Glenn is joined by legal warrior Harmeet Dhillon, a lawyer for Donald Trump and the Center for American Liberty founder and CEO. She says the weaponization of government she’s witnessed is unprecedented and believes the end game is to trigger civil unrest in the country if Trump is jailed. “The constant fear being injected into conservatives is deliberate,” Harmeet says. But she gives four solutions for how conservatives can avoid entrapment from a government treating them as enemies of the state.--Glenn Beck
