Proposals approved for CERB funding at the board’s March 17 meeting are:
Clallam County - $50,000 grant to the Jamestown S’Klallam Tribe for the Wastewater Infrastructure Planning Support Study. This is a feasibility study to produce a preliminary engineering report (PER) with an environmental report for the connection to the City of Sequim sewer collection and disposal system, which treats effluent to Class A standards. CERB funds were matched by $21,389 in local resources.
Clallam County - $50,000 grant to the Port of Port Angeles for the Marine Trades Industrial Park – Site Plan. This is a feasibility study/master plan for a marine trades industrial park at the former K Ply mill site. The study will include a preferred site layout alternative that will maximize the utilization of the 19 acres waterfront site, cost estimate, and project phasing schedule. CERB funds were matched by $50,000 in local resources.

PORT PRESS RELEASE ISSUED: Port Awarded $50K of WA State CERB Funds
The Washington State Community Economic Revitalization Board (CERB) announced last Friday that the Port of Port Angeles will receive a $50,000 grant for the Marine Trades Industrial Park site plan. The grant will partially fund the feasibility study/master plan for the Marine Trades Industrial Park located at the former KPly mill site on Marine Drive in Port Angeles. The study/plan will include a preferred site layout alternative that will maximize the utilization of the 19 acres of waterfront property, a cost estimate and a project phasing schedule. The CERB funds will be matched with $50,000 of budgeted Port funds to complete the Marine Trade Industrial site plan.
“The CERB team was integral in the Port receiving this grant,” stated Jesse Waknitz, the Port’s Environmental Manager. “With CERB’s assistance through the grant process and their funding support, the former KPly mill site is well on its way to becoming a job producer for Clallam County once again.” Waknitz was the Port’s lead in applying for and receiving this CERB grant.
CERB approved $172,500 total in public investments for infrastructure development and economic feasibility studies geared toward business growth and job creation in Clallam, Spokane and Whitman counties. Also in Clallam County, the Jamestown S’Klallam Tribe will receive a $50,000 grant for their wastewater infrastructure planning support study.

The letter as sent to this publication:
As Mr. Meiner pointed out in the PDN article (2/20/16) “This is a quasi-judicial proceeding.”
If I am to understand correctly (based on the general definition of “quasi-judicial”) decisions of such a body require findings of facts to reach conclusions of law that justify the decisions. Counting minutes and timing is not, and was not, the whole of the complaint. The real focus of the complaint was rude behavior, and not following procedure of any parliamentary rules of order.
To this end, I would request that you (the ethics board), again, view the full video, listen to the city recorded audio, and watch the cell phone video (link provided in the addendum to my complaint). Then read my complaint and the addendum.
I believe these are all the “facts” that you need.
Because, as Mr. Meiner pointed out, this is NOT a judicial proceeding. I, nor Ms. Kidd, should be asked to provide “evidence” or a list of witnesses.
It is YOUR duty to investigate, and you should call witnesses and ask questions, if you so desire.
It should not be my burden. I should NOT have the duty of proof to say, AGAIN, what I have already said in my original complaint AND the addendum submitted. What other facts can I possibly give you?
There is nothing I can add via witnesses, or testimony, beyond what you already have at your disposal. As the person lodging the complaint, I should have no obligation to also “argue” my complaint. You have had ample time to review it, and analyze it.
I believe ethics were violated. It is up to you to decide if they have been.
