In its projection of the resources estimated to serve future loads, the Plan must explain why those resources were chosen. If those chosen resources were not conservation, efficiency, or renewable energy resources, an explanation must be provided on why such a decision was made. Staff prepared the Plan using typical growth rates and the City’s current and anticipated future resource mix. The state-required Plan must be updated every two years and will be available to the public from the City’s website. The Plan can be modified in the future if opportunities arise for financially sound renewable energy resources. At the August 2, 2016 City Council meeting, the Council requested that a 2nd public comment period be conducted at the August 16, 2016 Council meeting to provide further opportunity for comment on the City’s resource plan. (See page h-1 for further details)

The second item on next week's agenda is: Clallam County Economic Development Corporation - Contract
According to the staff memo provided: On February 2, 2016 City Council discussed the Clallam County Economic Development Corporation (EDC) contract. City Council voted 4 to 3 to request that staff draft a contract with the EDC in the amount of $10,000 from the restricted economic development account special project funds.
Funding: Historically, the City has provided $15,000 in funding to the Clallam County Economic
Development Council. Based on the 2015 City Council priority setting process, EDC Funding was eliminated from 2016 Budget. On February 2nd Council requested that staff allocate $10,000 for the contract. The approved budget does contain restricted funds that could be utilized for the EDC contract. Specifically staff identified $10,000 in the restricted economic development account identified for special projects. Based on Council direction from the February 2nd meeting these funds will be utilized for the contract. (see page I-1)
Editorial note: Why continue to feed this agency given it's track record to date? Have we seen any new industrial development? More Jobs? And yet, they come asking for another 10k, doing what?
And finally the hot topic of the evening coming on Tuesday: City Council Rules of Procedure
According to the staff memo provided: Council has worked to review and discuss changes to the Rules of Procedure on several occasions. Most recently, Council held a public hearing on the Rules of Procedure at its June 21st meeting and ultimately decided to continue the matter to a future meeting. Council is being presented with three versions of the Rules of Procedure for
consideration:
1. Version 1 are the rules as they are currently adopted; 2. Version 2 is a clean copy of what was presented at the June 21st meeting. It is based on the work done by Councilmember Collins and includes Council consensus on several of the sections; 3. Version 3 is the most recent version which incorporates suggested changes from Council member Bruch. (see page I-37)
Any person disrupting the business of the Council, either while addressing the Council or attending its meetings, shall be asked to cease such disruption. For clarification, disruption of a City Council meeting does not require behavior that constitutes a breach of the peace, although a breach of the peace would constitute a disruption of a City Council meeting. Rather, disruption of a City Council meeting is any behavior that interrupts the Council meeting or prevents the Council from accomplishing its business in a reasonably efficient manner. For purposes of illustration only, such disruption may include, but is not limited to:
• irrelevant or repetitious speech
• continuing to speak after the allotted time has expired
• audience demonstrations such as booing, display of signs, or any other conduct that disrupts the Council proceedings. (This is version 3 after the edits from Council member Bruch.)

As for signs I am still tempted to show up having my Army T-shirt in support of the military presence here in Port Angeles, and having old glory on my wheelchair...wonder if that would be considered disruptive? During their regular meeting on Tuesday, the highlight item on their agenda is yet another executive session item, which the public, and media can't attend:
The Prosecuting Attorney's Office has requested an executive session with the Board of County
Commissioners, Department of Community Development, and Human Resources/Risk Department. The purpose of the session is to discuss with legal counsel representing the agency matters of relating to potential litigation related to Ord. 909, to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party.
Discussing such matters in executive session is appropriate because public knowledge of the discussion would reveal the County's legal strategies and likely result in an adverse legal or financial consequence to the agency. RCW 42.30.110(1)(i) expressly authorizes a governing body to convene an executive session for the above-described purposes.
Other than that the next highlighted item on their agenda next week is: Resolution granting approval authority for emergency warrants as allowed by revised code of Washington (RCW) 42.24.180

It is interesting that no other publication had issued a bid for this other than the PDN. Why hasn't the Port O Call issue a bid to do this advertising? Or has it been solely the PDN that the county wants to do business with. But, then again, who would want to be dubed Pravda for the year? Did the county bother to issue bids on this? Or did they assumed that the PDN would do the job?
