Indian Affairs Committee Passes Bipartisan Cantwell, Murray Legislation to Repeal Outdated 1834 Ban on Distilleries on Tribal Land.
Press release issued 10/ 3/ 18
Washington, D.C. – Today, the Senate Committee on Indian Affairs unanimously passed bipartisan legislation introduced by U.S. Senators Maria Cantwell (D-WA), a current member and former Chairwoman of the Senate Indian Affairs Committee, and Patty Murray (D-WA) to repeal an outdated 1834 law that prohibits Native American Tribes from building and operating distilleries on their Tribal lands.
“Tribes in Washington, like the Chehalis Tribe, are moving forward with plans for a distillery to participate in the burgeoning craft liquor industry,” Senator Cantwell said. “There’s no place for this law that discriminates against our Native American communities and limits their economic opportunities.”
“We should be doing more to empower entrepreneurship for tribal nations, and repealing this nearly 200-year-old law is a great step forward,” Senator Murray said. “I urge my Senate colleagues to take this bill up immediately to allow the Chehalis Tribe and others to break ground on new and exciting projects that spur economic development.”
Washington state’s Confederated Tribes of the Chehalis Tribe Reservation established plans to build a brewery with an attached restaurant and distillery on Tribal lands in Grand Mound, WA. However, the Bureau of Indian Affairs warned the Tribe that the pre-Civil War law prohibited distilleries on Indian lands and that it would be unable to approve documents necessary for the Tribe to operate it. The 1834 law currently directs to Bureau of Indian Affairs to “destroy and break up” any distillery on Indian land. As a result, the Tribe chose to not begin construction of the facility until the issue is resolved.
"I am pleased that the Senate will consider this overdue legislation. It will allow the Chehalis Tribe to pursue its economic development efforts that have proven beneficial, not only to the Tribe and its members, but also to the surrounding non-Indian community. Congress has recently undertaken efforts to repeal many of the antiquated and paternalistic laws that impair development in Indian country and this legislation advances those efforts,” said Chehalis Tribe Chairman Harry Pickernell Sr. when Cantwell and Murray introduced their legislation in June.
The legislation introduced by Senators Cantwell and Murray is also sponsored by U.S. Senator Jerry Moran (R-KS), a member of the Senate Indian Affairs Committee.
U.S. Representatives Jaime Herrera Beutler (R-WA), Derek Kilmer (D-WA), Don Young (R-AK), Denny Heck (D-WA), Tom Cole (R-OK), and Betty McCollum (D-MN) passed identical legislation through the House of Representatives earlier this month.
Cantwell Provisions to Combat Opioid Epidemic Head to President’s Desk.
Press release issued 10/ 3/ 18WASHINGTON, D.C. – Today, provisions introduced by U.S. Senator Maria Cantwell (D-WA) to combat the opioid epidemic and hold drug manufacturers accountable for negligent and misleading distribution practices passed the U.S. Senate 98-1 and now head to President Trump for signature into law.
“As I’ve traveled through the state of Washington, law enforcement officers and local communities have told me we need new tools to fight this epidemic,” Senator Cantwell said. “That’s why I’ve worked with people from Port Angeles to Spokane, Southwest Washington to Everett, to try to provide the solutions that our law enforcement and communities want.”
The legislation passed by the Senate includes provisions from Senator Cantwell’s Comprehensive Addiction Reform, Education, and Safety (CARES) Act, introduced in February with Senator Kamala Harris (D-CA) and supported by a bipartisan group of 39 state and territory Attorneys General, to increase penalties on opioid manufacturers who fail to take reasonable steps to prevent their drugs from entering the black market.
“We’re not doing a good enough job tracking the distribution of opioids, and we need to have stiffer fines and penalties for those who don’t do their job in tracking the distribution of these drugs,” Cantwell continued.

Cantwell Secures Win for Walla Walla, Other Washington Airports in FAA Bill
Provisions fully fund contract towers at Washington state airports, will help Walla Walla Regional Airport save nearly $100,000 every year.Press release issued 10/ 3 / 18
WASHINGTON, D.C. – Today, the Senate passed bipartisan legislation sponsored by U.S. Senator Maria Cantwell (D-WA), the top Democrat on the Senate aviation subcommittee, to reauthorize the Federal Aviation Administration (FAA).
The Cantwell legislation fully funds contract air traffic control towers, which will help Walla Walla Regional Airport pay for its air traffic control tower under contract with the FAA. The bill also reforms the FAA’s Contract Tower Cost Share Program, which will save Walla Walla Regional Airport roughly $100,000 per year.
“Regional airports are a critical economic driver for communities throughout Washington state,” Senator Cantwell said. “From Walla Walla to Bellingham, ensuring these communities have thriving airports helps grow small businesses and create new jobs.”
Under the current Contract Tower Cost Share Program, airports that contract out their air traffic control must pay a portion of the operating costs to run their towers
Cantwell’s provision will provide an exemption to all airports under the Cost Share Program that have at least 25,000 annual passenger boardings, including Walla Walla Regional Airport. Without the Cantwell provision, the airport would be forced to pay more than $90,000 in operating costs.
Contract towers provide a critical and cost-effective layer of safety at smaller airports. In addition to the reforms to the cost sharing program, the full funding provided in this bill will help keep contract towers operating at airports in Spokane (Felts Field), Yakima, Tacoma Narrows, Olympia, Bellingham, and Renton.
Key Consumer Protections Pass as Part of Cantwell FAA Reauthorization Bill
Legislation expands ability of airports to train new bomb-sniffing dogs to reduce passenger wait times, improve security.
Press release issued 10/ 3/ 18
WASHINGTON, D.C. – Today, the Senate passed bipartisan legislation sponsored by U.S. Senator Maria Cantwell (D-WA), the top Democrat on the Senate aviation subcommittee, to reauthorize the Federal Aviation Administration (FAA) for five years, sending a number of important wins for consumers to President Trump’s desk.
As security wait times at busy airports around the country increase, the legislation will help get more bomb-sniffing canines into airports to reduce TSA checkpoint lines and enhance security. With the changes, airports will be able to purchase and train these canines through accredited third-party security programs. Once certified by the TSA, these dogs can be used to screen passengers, increasing security while reducing wait times.
Over the past few years, Cantwell has worked with Seattle-Tacoma International Airport (Sea-Tac) to get the airport more bomb-sniffing dogs, which help reduce security wait times by nearly half while improving passenger safety.
“In the Northwest, we’ve seen that canines can do unbelievable things to help us speed up the passenger screening process,” Cantwell continued. “We’re so happy this legislation helps us train more canines.”
The bill also contains a number of important new protections for airplane passengers to address common complaints and concerns. The pro-consumer provisions include:
Refunds of fees – Requires airlines to promptly refund fees to travelers for services purchased but not provided.
Passengers with Disabilities Bill of Rights – Establishes a bill of rights for passengers with disabilities to ensure everyone has equal access to travel.
Involuntary bumping reforms – Prohibits airlines from involuntarily removing passengers who have already boarded, except for safety, security, and health reasons.
Seat and leg room standards – Directs the FAA to set standards for minimum seat size and leg room.
“We’re trying to improve the flying experience,” Senator Cantwell said. “More people are flying than ever, and airplanes and airports are becoming more cramped and chaotic. This bill raises the bar to make sure that the traveling public is treated with dignity and respect.”

Cantwell Bill to Modernize Firefighting Technology Passes Committee
Legislation would bring state-of-the-art technology, including real-time mapping and GPS locators, to firelines across the country
Press release issued 10/ 2/ 18
Washington, D.C. — Today, at a business meeting of the Senate Energy and Natural Resources Committee, U.S. Senator Maria Cantwell (D-WA) – the committee’s top Democrat – secured passage of her bipartisan Wildfire Management Technology Advancement Act. The bill passed through committee unanimously.
The bill, co-sponsored by Senator Cory Gardner (R-CO), increases the use of technology to keep firefighters and communities safe, better reduce the risks from wildfires, and increase the effectiveness of wildfire response.
“We owe it to the brave men and women who risk their lives to fight wildfires to equip them with the best available technology, to keep them safe, and to ensure their efforts are effective,” said Senator Cantwell in her opening statement before the Senate Energy and Natural Resources Committee.
Included in the bill are measures to increase firefighter safety by providing crews on wildfires with GPS locators and using Unmanned Aircraft Systems to scout out and map wildfires in real-time. Wildfire Today refers to the simultaneous use of mapping aircraft and GPS locators as the ‘Holy Grail’ of firefighter safety. The bill also helps protect families and communities by assisting with smoke forecasting and planning for the impacts of smoke from wildfires.
The bill also increases collaboration across government agencies to better strategically plan and stage resources before wildfires occur. Specifically, the bill directs the Department of the Interior and the Forest Service to work with NASA’s Jet Propulsion Lab and U.S. National Labs, such as the Pacific Northwest National Laboratory in Richland, to better predict the areas most likely to experience large wildfires during fire season, enhancing our ability to plan.
This legislation also takes aim at preventing erosion and landslides that can occur after wildfires by authorizing disaster agencies to make use of NASA’s tools to speed-up the installation of post-fire, erosion-prevention measures, such as the seeding of recently-burnt areas.
In addition to the use of advanced technology, the Wildfire Management Technology Advancement Act requires that trends in firefighter injuries be analyzed in order to target training to prevent future injuries and fatalities.
Earlier this year, Senator Cantwell led a bipartisan, bicameral group of lawmakers to enact the largest package of forestry and wildfire legislation in 15 years. Cantwell’s bill established a contingency account for funding the fighting of wildfires in bad years and helped secure over $2 billion in yearly funding for the account for each of the next 10 years. The funding will allow the Forest Service to end its practice of borrowing funds to fight wildfires from much-needed restoration work, freeing up over $100 million for fire risk projects, including thinning.
Cantwell: Protecting our public lands is good for the environment, the economy and the health and welfare of our people; Ranking Member’s bill, S. 569, passes out of committee 16-7
Press release issued 10/ 2/ 18
WASHINGTON, D.C. – Today, Ranking Member of the Senate Energy and Natural Resources Committee Maria Cantwell (D-WA) secured a major win for outdoor recreation and conservation efforts across the country by passing her Land and Water Conservation Fund (LWCF) legislation out of committee. S.569, which would fully fund and reauthorize this landmark conservation program, passed 16-7 and now heads to the Senate floor.
"Since it was enacted 54 years ago, the Land and Water Conservation Fund has helped protect many of the nation’s most popular national parks, forests, and public lands. It has provided millions of Americans the opportunity to hunt, fish, hike, vacation and enjoy the beauty of nature and our great American landscapes,” said Senator Cantwell. "It has pumped billions of dollars into the outdoor economy and provided millions of good jobs."
"Protecting our public lands is good for the environment, it’s good for the economy and it’s good for the health and welfare of our people. Money made available through the Land and Water Conservation Fund is money well spent," said Senator Cantwell.
The Land and Water Conservation Fund expired on September 30th, marking the second time in three years that Congress failed to reauthorize and fund the program. Senator Cantwell’s legislation will for the first time ensure dedicated, mandatory annual funding for the LWCF at its $900 million authorized level so the program will no longer be subject to appropriation.
"I just think of our veterans returning from Iraq and Afghanistan, and what they tell me about the peace of mind they get from going to the outdoors," said Senator Cantwell. "So you bet I am going to fight for what the Senate already voted for, which is permanent reauthorization."
S. 569 has 46 cosponsors, including Senator Burr (R-NC) and 13 of members the Energy and Natural Resources Committee including every Democratic Senator — as well as Senators Alexander (R-TN), Daines (R- MT), and Gardner (R-CO).
The Land and Water Conservation Fund is a key component of the nation’s robust outdoor recreation economy, which generates over $887 billion in annual consumer spending and supports 7.6 million American jobs. In Washington State alone, the outdoor recreation economy contributes over $26 billion in consumer spending and supports over 200,000 direct jobs.
Popular recreation sites such as Olympic National Park, Lake Chelan and Riverside State Park have been preserved through the LWCF. Washingtonians have benefitted from access to trails and outdoor recreation opportunities, as well as clean air and water preservation, which would not have been possible without the LWCF.
Senator Cantwell announced last week that five Washington State projects will receive more than $2 million in funding. The grants include $500,000 to the City of Edgewood for a new park; $500,000 to Snohomish County for work at Flowing Lake Park; $500,000 to Spokane County for work at Bidwell Park; $448,000 to the City of Shoreline for creek restoration at Shoreview Park; and $300,040 to the City of North Bend and the Si View Metropolitan Park District to create a new park.
Now a word from Cantwell's opponent for the Senate, Susan Hutchison:
Voters win as Cantwell caves to public pressure – but the fight for fair debates isn’t overIn the last two days thousands of Washingtonians and several news paper editorial boards called on Senator Cantwell to leave D.C. and appear before the voters of our state and debate Susan Hutchison. In an early morning 12:45 AM Eastern statement, Cantwell finally agreed to debate.
“This is a win for the people,” said Susan Hutchison, “but the fight for fair debates isn’t over!”
Cantwell’s statement was deeply dishonest, and hid the 18-year incumbent's repeated efforts to sabotage the debate process. “Cantwell was clearly afraid to debate,” said Hutchison campaign advisor Alex Hays, “and her current demands would undercut the Debate Coalition and prevent voters from actually seeing a debate.”
To block Cantwell’s attempt to shut out the public, the Hutchison campaign proposes the following two conditions. First, the October 8, 12:30 PM debate must be broadcast statewide when voters can see it, between 6pm and 8pm on a weekday night. Second, Senator Cantwell must agree to the Spokane debate offered by the Debate Coalition.
Hays explained, “These conditions are hardly conditions at all. They are exactly what any reasonable person should expect from their U.S. Senator. They are exactly what the press should expect. They are what the people of Washington deserve.” --from a press release issued 9/ 26/ 18

As Senate Republican Leaders Rush to Schedule a Vote on Kavanaugh, Senator Murray Urges Full and Thorough Investigation to Ensure Senators Have All Necessary Information to Consider Kavanaugh’s Lack of Credibility and Deeply Concerning Temperament.
Press release issued 10/ 3/ 18
Washington, D.C.) – Today, in a speech on the Senate floor, U.S. Senator Patty Murray (D-WA) laid out her many concerns with Judge Brett Kavanaugh’s nomination to the U.S. Supreme Court, and urged her colleagues to fully consider his inconsistencies under oath and the concerns over his temperament and fitness to be an independent and nonpartisan Supreme Court justice. Senator Murray, who ran for the U.S. Senate after watching the way Anita Hill was treated by an all-male Senate committee in 1991, asked her colleagues whether in 2018 the Senate would be a place where women’s voices – including that of Dr. Christine Blasey Ford—would be heard and respected, or a place where women are ignored, undermined and attacked. Senator Murray also stressed the importance of properly vetting and investigating the President’s Supreme Court nominee with a full and thorough FBI investigation and ensuring that all relevant witnesses would be heard and all relevant information be brought forward before any vote on Judge Kavanaugh’s nomination. According to reports, a number of witnesses have yet to be contacted.
As top Democrat on Senate health committee, Senator Murray has worked extensively to find federal solutions to help end the opioid crisis in WA, nationwide.
Press release issued 10/ 3/ 18
(Washington, D.C.) – After several months of work from Democrats and Republicans in the House and Senate to address the root causes and ripple effects of the growing opioid epidemic, today U.S. Senator Patty Murray (D-WA) cheered Congress’ bipartisan commitment to finding federal solutions as the Senate passed new legislation to help stem the tide of the opioids crisis. In a speech on the Senate floor, Senator Murray cited stories from her travels across Washington state hearing from patients and others about the pain and challenges of overcoming opioid use disorder, and highlighted how the bill will support state and local efforts to help patients, families, and communities navigating the challenges of substance use, including provisions to strengthen federal investments in support for training to help out-of-work individuals, increase support for state efforts to help pregnant women and infants impacted by opioid misuse, expand access to treatment services, support trauma-informed care programs, provide more support and flexibility to states to help tribal communities and others address the most pressing problems associated with substance use disorders, and more. The bill passed the Senate 98-to-1, and will now go to President Trump to be signed into law.
“Earlier this year I heard from an elementary school principal in Washington state about how the opioid crisis was hurting the kids in his school. “Students at his school were having trouble focusing in class as they dealt with the trauma of a family member’s substance use at home. And some teachers were having trouble understanding how best to help these students with their trauma. I also heard from the staff at a hospital about how they deliver many babies to mothers struggling with opioid addiction. Many are born with neo-natal abstinence syndrome—battling the symptoms of withdrawal. And I’ve heard from countless other families across Washington state about how the opioid crisis has impacted their loved ones. Our communities have been crying out for action to address the root causes and ripple effects of the opioid crisis that has caused so much heartbreak for so many people—and today we’re taking an important step to answering that call,” Senator Murray said prior to the bill’s passage.
Senator Murray continued, highlighting the need for continued vigilance from lawmakers and other stakeholders to help bring an end to the opioid epidemic: “I’m glad we could include so many voices in this discussion, and that it led to a bill that offers so many ideas to address the different angles of this crisis. And I look forward to seeing this bill become law so that it can start helping families and communities as we work to reach everyone impacted by this nationwide fight against opioid use disorder. Of course while this is an important bill and an impactful step forward, it is not a final step by any means.”
As the top Democrat on the Senate health committee, Senator Murray has worked at length to help find federal solutions to the growing opioid epidemic in Washington state and nationwide, including successfully strengthening federal investments in efforts to curb opioid misuse, and travelling extensively throughout the state over the past several years—from Everett to Seattle to Longview to Richland, and more—to meet with patients, families, health providers, medical professionals, law enforcement officials, community leaders, and others to better understand the impact of the opioid epidemic on families and communities. In Washington D.C., Senator Murray has shared these stories with her Senate colleagues as she has worked for policies that helped address their needs, and was an early champion of the legislation passed today.

Statement from FDA Commissioner Scott Gottlieb, M.D., on new agency actions to further deter ‘gaming’ of the generic drug approval process by the use of citizen petitions.
" One area of focus has been shutting down practices used by branded firms to “game” the system and take advantage of certain rules, or exploit loopholes, to delay generic approval – thereby extending a drug’s monopoly beyond what Congress intended. One of the most common tactics we’ve taken aim at are instances when branded firms make it hard for generic manufacturers to get access to physical doses of a branded drug. Generic manufacturers need anywhere from 2,000 to 5,000 doses of the branded drug in order to run studies to prove their generic medicine is the same as the branded drug. Such practices upset the careful balance that Congress sought between product innovation and access. They can make the development and approval process unpredictable, and potentially more costly, for generic manufacturers."

US TREASURY DEPT: Federal Agencies Issue a Joint Statement on Banks and Credit Unions Sharing Resources to Improve Efficiency and Effectiveness of Bank Secrecy Act Compliance---Press release issued 10/ 3/ 18
https://home.treasury.gov/news/press-releases/sm502
WASHINGTON—The federal depository institutions regulators and the U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) today issued a statement to address instances in which certain banks and credit unions may decide to enter into collaborative arrangements to share resources to manage their Bank Secrecy Act (BSA) and anti-money laundering (AML) obligations more efficiently and effectively. Collaborative arrangements as described in the statement generally are most suitable for financial institutions with a community focus, less complex operations, and lower-risk profiles for money laundering or terrorist financing. The statement, which was issued by the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation, FinCEN, the National Credit Union Administration, and the Office of the Comptroller of the Currency, explains how these institutions can share BSA/AML resources in order to better protect against illicit finance risks, which can in turn also reduce costs. Today’s joint statement is a result of a working group recently formed by these agencies and Treasury’s Office of Terrorism and Financial Intelligence aimed at improving the effectiveness and efficiency of the BSA/AML regime.
“This joint statement is part of a broader effort to work closely with our regulatory partners to strengthen the anti-money laundering defenses across the U.S. financial system,” said Sigal Mandelker, Treasury Under Secretary for Terrorism and Financial Intelligence. “The joint statement allows community-focused banks and credit unions to share certain anti-money laundering resources in order to better protect against illicit actors seeking to abuse those types of institutions. Such resource sharing must be approached with careful due diligence and thorough consideration of the risks and benefits.”
Among other things, today’s joint statement aims to:
Highlight the potential benefits of collaborative arrangements that pool resources, such as staff, technology, or other resources, to increase operational efficiencies, reduce costs, and leverage specialized expertise; and
Outline risk considerations and mitigation measures associated with the use of collaborative arrangements.
The joint statement acknowledges that banks and credit unions may benefit from using shared resources to manage certain BSA/AML obligations more efficiently and effectively. However, it notes that financial institutions should approach the establishment of collaborative arrangements like other business decisions, with due diligence and thorough consideration of the risks and benefits. Banks and credit unions are encouraged to contact their primary federal regulator with questions regarding sharing BSA resources, and should refer to other relevant guidance.
Treasury Continues to Expose and Disrupt Hizballah’s Financial Support Networks.
Press release issued 10/ 4/ 18
https://home.treasury.gov/news/press-releases/sm501
Washington – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) took action today to disrupt Hizballah’s financial support networks by designating Muhammad ‘Abdallah al-Amin (al-Amin) as a Specially Designated Global Terrorist (SDGT) pursuant to Executive Order (E.O.) 13224. OFAC designated al-Amin for providing material support to Hizballah insider and financier Adham Husayn Tabaja (Tabaja). In addition to al-Amin, OFAC designated seven Lebanon-based companies that are owned or controlled by al-Amin: Sierra Gas S.A.L. Offshore, Lama Foods S.A.R.L., Lama Foods International Offshore S.A.L., Impulse S.A.R.L., Impulse International S.A.L. Offshore, M. Marine S.A.L. Offshore, and Thaingui S.A.L. Offshore.
“Hizballah is an Iranian-proxy, and this Administration is focused on exposing and disrupting its terrorist funding networks. We are exerting extraordinary pressure on Hizballah financiers like Tabaja to halt their pernicious activities in Lebanon and beyond,” said Sigal Mandelker, Under Secretary of the Treasury for Terrorism and Financial Intelligence. “Our action should serve as a warning that we will impose consequences on anyone engaging in business relationships with al-Amin or other Hizballah support networks. Treasury has taken more actions against Hizballah this year than ever before, and we are fully committed to shutting down this terrorist network.”
Calendar year 2018 marks the highest number of Hizballah-related designations by OFAC in a single year. The designation of al-Amin and his companies builds upon additional actions taken in February 2018 targeting the Tabaja network operating in West Africa and Lebanon. OFAC designated Tabaja on June 6, 2015, for acting for or on behalf of Hizballah. Tabaja maintains direct ties to senior Hizballah officials and Hizballah’s operational component, the Islamic Jihad, which is responsible for planning, coordinating, and executing Hizballah’s terrorist attacks worldwide. Tabaja also holds properties in Lebanon on behalf of Hizballah.
All property and interests in property of those persons designated today that are subject to U.S. jurisdiction are now blocked, and U.S. persons are generally prohibited from engaging in transactions with them.

Kilmer, Thompson, Kind Introduce the Compete for the Future Act of 2018
Press release issued 10/ 4/ 18WASHINGTON, DC—Today, Representatives Derek Kilmer (D-WA), Glenn ‘GT’ Thompson (R-PA) and Ron Kind (D-WI) announced the introduction of The Compete for the Future Act of 2018. The bill creates a prize competition for successful youth and pre-apprenticeship programs. Pre-apprenticeships prepare high school students for placements in apprenticeship programs when they graduate or equip them with the skills they need for occupations in high-demand industries. The legislation announced today would provide successful programs with additional funding so they can serve more students or invest in technologies that enhance the program's offerings
“This is about making sure young people all over our region and the country can learn a skill so they can land great jobs,” Kilmer said. “Schools are working hard to provide those opportunities, and Congress should support them.”
Making America More Competitive
The Compete for the Future Act empowers the Department of Education, with the advice of the Department of Labor to run a prize competition that would award eligible youth and pre-apprenticeship programs with money to expand their programs and serve more students. In order to be eligible for award money, qualifying programs must have a track record of successfully placing students in apprenticeships or helping high school students earn an industry-recognized credential. The programs must also have a formal partnership with an industry partner, and incorporate training and curriculum based on industry standards.
“More than 3 million workers will be needed in the infrastructure industry alone in the next decade,” Thompson said. “Youth and pre-apprenticeship programs offer students the opportunity to learn the skills-based education needed to fill in-demand jobs throughout the Nation. The Compete for Future Act of 2018 strives to invest in our youth to ensure our American workforce is well-trained and highly skilled in order to not only compete with the rest of the world, but lead the way.”
Eligible programs would receive favor if they are located near or in Economic Opportunity Zones. The Economic Opportunity Zone program creates tax incentives for new investments in economically-distressed communities.
“As I travel across Wisconsin, I hear from students and employers alike that we need more hands-on training opportunities. I am proud to help introduce the Compete for the Future Act, which will invest in the next generation of Wisconsin workers by bolstering industry partnerships and bring real-world experience right to our students and apprentices,” Kind said. “I am also happy to see that Opportunity Zones, which were based on my bipartisan bill, the Investing in Opportunity Act, will be given priority in this competition program. Businesses and trades in all 15 Opportunity Zones in Wisconsin’s Third Congressional District will have more opportunities to grow their businesses right here in Wisconsin.”
The prize competition in The Compete for the Future Act is modeled after the successful prize competitions carried out under the 2010 America COMPETES Reauthorization Act, which added Prize Competitions to the Stevenson-Wydler Technology Innovation Act of 1980. Between 2010 and 2015, the government ran more than 450 challenges and awarded more than $150 million in awards on topics ranging from finding a better way to detect salmonella in foods, to creating solar-powered water purification systems.
Throughout history, prize competitions have spurred innovation. In 1714, after a lack of accurate navigational devices led to disasters at sea, the British parliament commissioned a prize competition to develop a tool that would allow sailors to pinpoint their exact longitude. After 40 years of attempts, British clockmakers produced a reliable navigational device that allowed sailors to pinpoint their precise longitude and ushered in an era of British naval might.
Kilmer Invites Vietnam Veterans, Community to Pinning Ceremony on October 7th in Ocean Shores.
Press release issued 10/ 3/ 18TACOMA, Wash.--Today, Representative Derek Kilmer invited veterans of the Vietnam War to participate in a pinning ceremony as part of the 50th Anniversary Commemoration of the Vietnam War. The ceremony will occur at the Ocean Shores VFW at 12:30 pm this Sunday, October 7th.
At the ceremony, on behalf of the community he represents, Kilmer will present a commemorative pin created by the Department of Defense to attending United States veterans who served on active duty in the U.S. Armed Forces at any time between November 1, 1955 to May 15, 1975, regardless of location.
“50 Years after the Vietnam War, too many of the 7.2 million living Vietnam veterans who served our nation have not been recognized for their service and sacrifices,” Kilmer said. “This simple pinning ceremony is a small way for our community to do something the nation should have done 50 years ago—say thank you.”
The pinning program was established by the Secretary of Defense after it received a 2007 directive from Congress to establish an official commemoration of the 50th Anniversary of the Vietnam War. Kilmer is one of 10,000 commemorative partners nationwide who have volunteered to host veteran pinning events.
Kilmer’s office received assistance connecting with area veterans and organizing the event from the City of Ocean Shores and members of the city council.
Community members are welcome and encouraged to attend and show their support for their friends and neighbors who served in Vietnam.
In addition to the pin authorized for veterans who served, the Commemoration also authorized lapel pins for former and living American Military POWs, the immediate family members of American military personnel listed as missing and unaccounted for from the Vietnam War, the immediate family members for any veteran listed on the Vietnam Veterans Memorial in Washington, D.C. and surviving spouses of deceased Vietnam Veterans.

Murray, Cantwell Legislation to Secure Compensation for the Spokane Tribe of Indians Passes U.S. Senate

WASHINGTON, D.C. – Legislation introduced by U.S. Senator Maria Cantwell (D-WA), a former Chair of the Senate Committee on Indian Affairs, and U.S. Senator Patty Murray (D-WA) to provide the Spokane Tribe of Indians equitable compensation for the lands taken by the United States as part of the Grand Coulee Dam development project in the 1930s and 1940s passed the U.S. Senate.
The Spokane Tribe of Indians of the Spokane Reservation Equitable Compensation Act would authorize annual payments to be made by the Bonneville Power Administration (BPA) to the Spokane Tribe for past and continuing use of Tribal lands for the construction and operation of Grand Coulee Dam.
Earlier this year, the effort won support from the Trump Administration. In a March visit to the Spokane Indian Reservation and Grand Coulee Dam, Interior Secretary Ryan Zinke spoke in support of righting historical wrongs and providing compensation to the Spokane Tribe.

I am extremely disappointed that Senate Republican leaders and President Trump have cut the FBI off and clearly refused to allow them to conduct the comprehensive and thorough investigation that was promised to Democrats and Republicans. The question everyone should be asking right now is: what are Republican leaders so afraid the FBI would find if they were allowed to take the full week allotted to truly conduct a thorough investigation and talk to additional relevant witnesses?

(Washington, D.C.) – Today U.S. Senator Patty Murray (D-WA) took to the Senate floor to share her deep concerns with Judge Brett Kavanaugh’s Supreme Court nomination and her alarm at the restrictions that were placed on the Federal Bureau of Investigation (FBI) in its efforts to investigate allegations of sexual assault made against Judge Kavanaugh by Dr. Christine Blasey Ford and others. In her speech after viewing the FBI’s report to the Senate, Senator Murray made it clear that the restrictions placed on the Bureau are unacceptable, and that she is deeply concerned that many relevant witnesses—including Dr. Ford and Judge Kavanaugh—weren’t even interviewed. Senator Murray recalled the many reasons she found Dr. Ford credible during her testimony last week, as well as the many reasons believes Judge Kavanaugh was not.

Statement from Inslee and Attorney General Bob Ferguson on assessment of Trans Mountain pipeline expansion.
We agree with the federal court system in Canada that further assessment of the Trans Mountain pipeline expansion project is necessary. Because this project will result in a seven-fold increase of oil tankers departing from British Columbia ports, we must have a clear assessment of the potential impacts and risks on the Salish Sea.
"The Washington State Department of Ecology has submitted comments and registered to intervene in the reconsideration of this project by Canada’s National Energy Board. Specifically, Ecology reiterated its position that the review must increase its geographic scope to include our shared international waters. The new review must consider impacts to southern resident killer whales and the treaty-protected fishing rights of Washington tribes.
"We support the concerns submitted by the Department of Ecology, which they have made before, and we appreciate that the Canadian federal government will now look closely at the very real impacts of moving this oil across our shared waters.
"This project runs counter to everything Washington state is doing to fight climate change, protect our endangered southern resident killer whales, and protect communities on both sides of the border. We urge Canada’s National Energy Board to be comprehensive and detailed in this new assessment so that we all understand what is at stake." ---press release issued 10/ 4/ 18
