The world is a very dangerous place!
The country of Iran, as an example, is responsible for a bloody proxy war against Saudi Arabia in Yemen, trying to destabilize Iraq’s fragile attempt at democracy, supporting the terror group Hezbollah in Lebanon, propping up dictator Bashar Assad in Syria (who has killed millions of his own citizens), and much more. Likewise, the Iranians have killed many Americans and other innocent people throughout the Middle East. Iran states openly, and with great force, “Death to America!” and “Death to Israel!” Iran is considered “the world’s leading sponsor of terror.”
On the other hand, Saudi Arabia would gladly withdraw from Yemen if the Iranians would agree to leave. They would immediately provide desperately needed humanitarian assistance. Additionally, Saudi Arabia has agreed to spend billions of dollars in leading the fight against Radical Islamic Terrorism.
After my heavily negotiated trip to Saudi Arabia last year, the Kingdom agreed to spend and invest $450 billion in the United States. This is a record amount of money. It will create hundreds of thousands of jobs, tremendous economic development, and much additional wealth for the United States. Of the $450 billion, $110 billion will be spent on the purchase of military equipment from Boeing, Lockheed Martin, Raytheon and many other great U.S. defense contractors. If we foolishly cancel these contracts, Russia and China would be the enormous beneficiaries – and very happy to acquire all of this newfound business. It would be a wonderful gift to them directly from the United States!
The crime against Jamal Khashoggi was a terrible one, and one that our country does not condone. Indeed, we have taken strong action against those already known to have participated in the murder. After great independent research, we now know many details of this horrible crime. We have already sanctioned 17 Saudis known to have been involved in the murder of Mr. Khashoggi, and the disposal of his body.
Representatives of Saudi Arabia say that Jamal Khashoggi was an “enemy of the state” and a member of the Muslim Brotherhood, but my decision is in no way based on that – this is an unacceptable and horrible crime. King Salman and Crown Prince Mohammad bin Salman vigorously deny any knowledge of the planning or execution of the murder of Mr. Khashoggi. Our intelligence agencies continue to assess all information, but it could very well be that the Crown Prince had knowledge of this tragic event – maybe he did and maybe he didn’t!
That being said, we may never know all of the facts surrounding the murder of Mr. Jamal Khashoggi. In any case, our relationship is with the Kingdom of Saudi Arabia. They have been a great ally in our very important fight against Iran. The United States intends to remain a steadfast partner of Saudi Arabia to ensure the interests of our country, Israel and all other partners in the region. It is our paramount goal to fully eliminate the threat of terrorism throughout the world!
I understand there are members of Congress who, for political or other reasons, would like to go in a different direction – and they are free to do so. I will consider whatever ideas are presented to me, but only if they are consistent with the absolute security and safety of America. After the United States, Saudi Arabia is the largest oil producing nation in the world. They have worked closely with us and have been very responsive to my requests to keeping oil prices at reasonable levels – so important for the world. As President of the United States I intend to ensure that, in a very dangerous world, America is pursuing its national interests and vigorously contesting countries that wish to do us harm. Very simply it is called America First!

NEED FOR IMPROVED FOREST MANAGEMENT: Improving forest management is critical to addressing the wildfires that are devastating communities and ecosystems across the country.
When we fail to manage our Nation’s forests, including through the reduction of dead, diseased, and over-crowded forests, the threat of wildfires is exacerbated.
Wildfires are devastating our communities:
Data from the National Interagency Fire Center show that 52,000 fires have burned over 8.3 million acres of land across the country in 2018.
Over 15,000 residences have been destroyed by wildfire so far this year.
Earlier this year, the Mendocino Complex fire in Northern California grew to be the largest in State history with nearly 460,000 acres burned.
The Camp Fire currently raging is the deadliest in California’s history.
Wildfire suppression efforts by the Department of Agriculture’s Forest Service (Forest Service) and the Department of the Interior (DOI) cost more than $2.9 billion in 2017.
Remediation efforts and health impacts will cost millions more.
LEGISLATIVE ACTION: Congress can help prevent further wildfire devastation by passing a Farm Bill that includes robust fire protection and forest management provisions.
Currently, the House and Senate are working towards a conference Farm Bill to fund agricultural priorities for the upcoming year.
This legislation should ultimately include provisions from the House-passed Farm Bill that will empower Federal agencies to actively manage our forests and aggressively fight wildfires.
The House Farm Bill included key provisions to:
Renew and expand the authority for the Forest Service and DOI to remove diseased and insect-infested trees from Federal lands.
Grant counties and tribes “Good Neighbor Authority,” an existing program that enables States to perform forest management services on National Forest System lands.
Further congressional action is needed on a number of fronts, including to expedite:
Salvage operations in response to catastrophic events.
Management on Forest Service lands surrounding at-risk communities.
New language is also needed to remedy the 9th Circuit Court’s decision, which delays forest management by imposing unnecessary procedural requirements.
PROTECTING OUR COMMUNITIES: Passing the Farm Bill will help to build on efforts launched by the Trump Administration to improve forest management.
In March, the President signed legislation improving the funding process for the Forest Service and DOI’s wildfire suppression operations.
Before this fix, the funding structure had forced the firefighting agencies to take funds from prevention programs to cover the rising costs of responding to wildfires.
Last year, Secretary of the Interior Ryan Zinke directed DOI to adopt aggressive practices to prevent and combat the spread of wildfires.
The Department of Agriculture recently announced a new outcome-based strategy to reduce fire risk and improve forest conditions.

DOJ: Two Dallas Area Clinic Workers Charged in $5.9 Million Health Care Fraud Scheme.
A federal grand jury indicted two clinic workers yesterday for their roles in a scheme involving approximately $5.9 million in allegedly fraudulent Department of Labor claims for unprovided drug screening and improperly coded physical therapy and report writing services.
Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division, U.S. Attorney Erin Nealy Cox of the Northern District of Texas, Special Agent in Charge Monte A. Cason of the Department of Justice Office of the Inspector General (DOJ- OIG) Dallas Field Office, Special Agent in Charge Christopher Cave of the U.S. Postal Service Office of Inspector General (USPS-OIG) Southern Area Field Office, and Special Agent in Charge Steven Grell of the U.S. Department of Labor Office of Inspector General (DOL-OIG) Dallas Region, made the announcement.
Melissa Sumerour, 47, of Waco, Texas, and Latosha Morgan, 41, of Dallas, Texas were each indicted on one count of conspiracy to commit health care fraud.
According to the indictment, from January 2011 to March 2017, Sumerour, Morgan and their co-conspirators allegedly engaged in an “upcoding” scheme to bill DOL for more expensive services than those that were actually performed, if any. The defendants allegedly defrauded DOL of approximately $5.9 million through fraudulent worker’s compensation claims. The indictment alleges that Sumerour and Morgan worked at clinics in Temple and Fort Worth, Texas, respectively, which treated almost exclusively DOL patients and that they routinely billed for higher reimbursable services in order to earn bonuses based on the percentage that their clinics billed.
The charges in the indictment are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
The DOJ-OIG, USPS-OIG and DOL-OIG investigated the case. Assistant Chief Adrienne Frazior of the Criminal Division’s Fraud Section is prosecuting the case.
The Fraud Section leads the Medicare Fraud Strike Force, which is part of a joint initiative between the Department of Justice and the U.S. Department of Health and Human Services (HHS) to focus their efforts to prevent and deter fraud and enforce current anti-fraud laws around the country. Since its inception in March 2007, the Medicare Fraud Strike Force, which maintains 14 strike forces operating in 23 districts, has charged nearly 4,000 defendants who have collectively billed the Medicare program for more than $14 billion.
DOJ: Justice Department Obtains $11.3 Million Settlement of Disability-Based Housing Discrimination Lawsuit in District of Columbia.
The Justice Department today announced that it has settled a Fair Housing Act and Americans with Disabilities Act lawsuit against Defendants Mid-America Apartment Communities, Inc. and Mid-America Apartments, L.P. for $11.3 million to resolve allegations that these property owners failed to build 50 apartment complexes in six states and the District of Columbia with accessible features for persons with disabilities.
Under the agreement, the defendants must spend $8.7 million to retrofit 36 properties that they currently own. This amount is in addition to $2.4 million in retrofits that had been made to many of the properties after the United States brought suit. The defendants must also pay $175,000 to compensate victims and up to $25,000 for accessibility retrofits at 14 properties they no longer own. The defendants also agreed to undergo training, to construct any new multifamily housing in accordance with the Fair Housing Act and Americans with Disabilities Act, and to provide periodic reports to the Justice Department.
“The Justice Department is committed to ensuring that new multifamily housing is built with the accessible features that are required by law,” said Assistant Attorney General Eric Dreiband for the Civil Rights Division. “This comprehensive settlement will ensure that equal housing opportunities are afforded to persons with disabilities.”
“The Fair Housing Act and Americans with Disabilities Act ensure that persons with disabilities have access to housing, leasing offices, and related amenities,” said U.S. Attorney Jessie K. Liu for the District of Columbia. “The U.S. Attorney’s Office is committed to vigorously pursuing enforcement of the rights guaranteed by these laws. This settlement is an example of that commitment in the District of Columbia and elsewhere and serves to promote equal access to multi-family housing for persons with disabilities.”
The Fair Housing Act requires that multifamily housing constructed for first occupancy after Mar. 13, 1991, have basic accessible features; the Americans with Disabilities Act requires that places of public accommodations, such as rental offices, at multifamily housing built for first occupancy after Jan. 26, 1993, have accessible features.
As alleged in the government’s complaint, the defendants built the properties at issue with significant barriers that inhibited access to the units and the associated public and common-use areas. These barriers include routes to building entrances with steps and excessive slopes, units with electrical outlets and thermostats that are beyond the reach of persons who use wheelchairs, and kitchens and bathrooms with insufficient space for persons who use wheelchairs to maneuver. The government filed the lawsuit in 2010 against Post Properties, Inc., Post Apartment Homes, L.P., and Post GP Holdings, Inc., which merged with the defendants in 2016.

WASHINGTON — The U.S. Environmental Protection Agency (EPA) is announcing an updated and validated way to test for an additional four per- and polyfluoroalkyl substances (PFAS) in drinking water, including the GenX chemical, hexafluoropropylene oxide dimer acid (HFPO-DA). FDA approves new treatment for patients with acute myeloid leukemia.
The U.S. Food and Drug Administration today approved Daurismo (glasdegib) tablets to be used in combination with low-dose cytarabine (LDAC), a type of chemotherapy, for the treatment of newly-diagnosed acute myeloid leukemia (AML) in adults who are 75 years of age or older or who have other chronic health conditions or diseases (comorbidities) that may preclude the use of intensive chemotherapy.
“Intensive chemotherapy is usually used to control AML, but many adults with AML are unable to have intensive chemotherapy because of its toxicities. Today’s approval gives health care providers another tool to use in the treatment of AML patients with various, unique needs. Clinical trials showed that overall survival was improved using Daurismo in combination with LDAC compared to LDAC alone for patients who would not tolerate intensive chemotherapy,” said Richard Pazdur, M.D., director of the FDA’s Oncology Center of Excellence and acting director of the Office of Hematology and Oncology Products in the FDA’s Center for Drug Evaluation and Research.
AML is a rapidly progressing cancer that forms in the bone marrow and results in an increased number of abnormal white blood cells in the bloodstream and bone marrow. The National Cancer Institute at the National Institutes of Health estimates that in 2018, approximately 19,520 people will be diagnosed with AML and approximately 10,670 patients with AML will die of the disease. Almost half of the adults diagnosed with AML are not treated with intensive chemotherapy because of comorbidities and chemotherapy related toxicities.
The efficacy of Daurismo was studied in a randomized clinical trial in which 111 adult patients with newly diagnosed AML were treated with either Daurismo in combination with LDAC or LDAC alone. The trial measured overall survival (OS) from the date of randomization to death from any cause. Results demonstrated a significant improvement in OS in patients treated with Daurismo. The median OS was 8.3 months for patients treated with Daurismo plus LDAC compared with 4.3 months for patients treated with LDAC only.
Common side effects reported by patients receiving Daurismo in clinical trials include low red blood cell count (anemia), tiredness (fatigue), bleeding (hemorrhage), fever with low white blood cell count (febrile neutropenia), muscle pain, nausea, swelling of the arms or legs (edema), low platelet counts (thrombocytopenia), shortness of breath (dyspnea), decreased appetite, distorted taste (dysgeusia), pain or sores in the mouth or throat (mucositis), constipation and rash.
The prescribing information for Daurismo includes a Boxed Warning to advise health care professionals and patients about the risk of embryo-fetal death or severe birth defects. Daurismo should not be used during pregnancy or while breastfeeding. Pregnancy testing should be conducted in females of reproductive age prior to initiation of Daurismo treatment and effective contraception should be used during treatment and for at least 30 days after the last dose. The Boxed Warning also advises male patients of the potential risk of drug exposure through semen and to use condoms with a pregnant partner or a female partner that could become pregnant both during treatment and for at least 30 days after the last dose. Daurismo must be dispensed with a patient Medication Guide that describes important information about the drug’s uses and risks. Patients should also be advised not to donate blood or blood products during treatment. Health care providers should also monitor patients for changes in the electrical activity of the heart, called QT prolongation.
The FDA granted this application Priority Review designation. Daurismo also received Orphan Drug designation, which provides incentives to assist and encourage the development of drugs for rare diseases.

Every day, I’m thankful to be here at USDA, where I get to meet and serve farmers, ranchers, and forest managers from across the country. Improving our service to our customers is one of the chief priorities of Agricultural Secretary Sonny Perdue. I couldn’t agree with him more. I know it is important to each of you.

Supporting Producers
Through the Farm Bill, we help farmers get funding to start or grow their operations, adopt conservation practices, recover after natural disasters, and manage risk. From markets to Mother Nature, farmers battle a lot of obstacles to earn a living, and we want to be sure we’re not one of them.
The past two years have been particularly tough for farmers. Wildfires have burned through ranches out West, and hurricanes have blown through farms and working forests down South. Markets also have been soft, and then we add to that the impact of unjustified foreign retaliatory tariffs.
To help with recovery, USDA this year:
Has invested more than $346 million to help producers rebound from natural disasters, including replant trees and bushes, offset losses of crops and livestock, and rebuild infrastructure.
Is making available more than $32.2 million to help producers in 18 states make conservation investments on their farms impacted by hurricanes, wildfires and drought.
Has invested nearly $1.1 billion to help producers mitigate against losses through export markets.
Has helped offset the losses of producers who lost crops to hurricanes Florence and Michael with $53 million in payments through their crop insurance coverage.
Has helped offset the losses to drought with $1.95 billion in payments through crop insurance.
By supporting producers, we’re investing in our food supply – both now and for future generations. We’re helping farmers keep farms in their families and build resiliency to weather the ups and downs of today. It is also important for us to support the stewardship provided by these farm families that care for the bulk of our private lands.

THE FED: Agencies propose community bank leverage ratio for qualifying community banking organizations.

FTC Requests Public Comment on an Application from Praxair and Linde to Approve Sale of an Industrial Gases Plant to Celanese Ltd.
The Federal Trade Commission is currently accepting public comments on an application from industrial gas suppliers Praxair, Inc. and Linde AG to divest a hydrogen gas and carbon monoxide gas plant to Celanese Ltd. The divestiture of the plant is required under the FTC’s October 22, 2018 proposed order, which requires Praxair and Linde to divest certain industrial gases assets to settle charges that the $80 billion merger of Praxair and Linde would violate federal antitrust law.

US TREASURY: Treasury Designates Illicit Russia-Iran Oil Network Supporting the Assad Regime, Hizballah, and HAMAS.

WASHINGTON, DC – If Congress fails to do its job by passing a budget resolution and appropriations bills by their statutory deadlines, its members should not be allowed to head home for Thanksgiving without completion of their work.
To address this, Representatives Derek Kilmer (D-WA) and Representative Jodey Arrington (R-TX) have proposed an amendment, calling on the Joint Select Committee on Budget and Appropriations Process Reform’s support when it returns to complete consideration of their recommendations after Thanksgiving.
“Ever since my first job at West Side Video in Port Angeles, Washington, I’ve never had a job where I expected my boss to approve a leave request if my work wasn’t finished. Congress ought to function the same way,” Kilmer said. “It’s time for comprehensive reform to Congress’s budgeting process that incentivizes progress over partisanship and bipartisanship over bickering. That’s the driving force behind the No-budget, No-recess amendment Rep. Arrington and I will offer next week.”
“As families across America prepare to travel for the Thanksgiving holiday this week, Congress has once again prematurely closed shop, this time, with seven of the twelve spending bills still outstanding,” said Arrington. “It has been over twenty years since Congress passed all spending bills before the end of the new fiscal year. The failure of Congress to do its basic job of funding the government and instead rely on stopgap spending measures has created needless waste, disruption, and inefficiencies.
“That is why I am introducing a legislative fix with my colleagues, Representative Derek Kilmer (D-WA) and Senator Joni Ernst (R-IA), to implement a “No Budget, No Recess” provision in our budgeting and appropriations process as a way to hold Congress accountable to the same standards as the American people by getting their work done on time.
“The next step in reforming our budget and appropriations process is to encourage more fiscal responsibility by reducing deficit spending and our mountainous debt, which remains the challenge of the 21st Century and the greatest threat to the next generation.”
Under the plan, Congress would not be allowed to adjourn without successfully completing all of its annual appropriations work before the July and August district work periods. Specifically, the amendment would prohibit the House from considering adjournment resolutions and also recommends that the House require live quorum calls for failure to pass a budget resolution or annual appropriations bills. These quorum calls would require Member attendance by triggering automatic votes in the House, incentivizing Congress to complete its budget and appropriations work in a timely manner and effectively barring members from leaving Washington.
If the House currently operated under these rules, Members would be in Washington, D.C., working on a budget before the start of the fiscal year, rather than traveling home. Kilmer and Arrington will offer this amendment during the Joint Select Committee on Budget and Appropriations Process Reform’s markup after the Thanksgiving recess.
The Joint Select Committee on Budget and Appropriations Process Reform is a temporary committee tasked with considering and recommending reforms to the current budgeting and appropriations processes in Congress. For the last several months, the committee has been discussing ideas for how to fix the process. It is completing its markup of the final product next week on Tuesday, November 27, 2018.
Rep. Steve Womack (R-AR) and Rep. Nita Lowey (D-NY) are the committee’s co-chairs.
Joint Select Committee on Budget and Appropriations Process Reform Co-chair Steve Womack (R-AR), who is also the Chairman of the House Committee on the Budget, said: “If Congress fails to meet key budget deadlines, we should be required to stay in town to finish our work. The No Budget, No Recess amendment is common sense and reflective of the bipartisan spirit with which Joint Select Committee members have worked all year. I applaud Representatives Kilmer and Arrington for their dedication. They have been critical to the success of our panel, and the reforms they have championed, such as this amendment, will go a long way toward improving the federal budget process.”
Kilmer and Arrington have been working together to build consensus. They recently published an op-ed in The Hill about their frustration with Congress’s broken process.
The federal government is the largest employer in the region Kilmer represents. According to the Office of Personnel Management, more than 60,500 of the region’s residents are federal workers. These workers, their families and the region’s economy are directly affected when the government fails to pass a budget and spending agreement. Kilmer recently hosted Rep. Womack for a bipartisan exchange to areas where the federal budgeting process directly affect peoples’ jobs.
With Dyess Air Force Base located in Arrington’s district, he has consistently called for Congress to pass regular funding for the military and has fought for budgetary reforms that will establish accountability and certainty in the government funding process. Dyess Air Force Base contributes over a $1,000,000 a day to the local economy, and if faced with inconsistent funding, its readiness and contribution to the region would be greatly diminished.

The Prosecuting Attorney’s Office has requested an Executive Session to discuss and review with the Board County Commissioners (BOCC) a Petition for Review ("PFR") filed with the Western Washington Growth Management Hearings Board ("Growth Board") under Cause #18-2-0006. Petitioners (Plaintiffs) are George Lane, Michael P. Shaw and Puget Sound Surfacers, Inc. The PFR is a challenge under the Growth Management Act, Ch. 36.70A RCW, to the recently adopted Comprehensive Plan update, enacted via approval of Resolution #82 in August 2018.
The PFR makes three categories of allegations: 1) there was no public participation plan adopted or followed for this mandatory update process, meaning the "early and continuous" public participation GMA requires for the process of updating a Comprehensive Plan did not occur, 2) Resolution #82 left the critical areas ordinance and regulations relating to mining unchanged, thus perpetuating inconsistencies in county code that hinder the ability to mine and, finally 3) the constitutional rights of the Petitioners were violated because they were denied both procedural due process (no public participation) and substantive due process (the existing regulations are unlawful because the GMA requires protecting and designating mineral lands of long-term commercial significance.)
The BOCC can note the Growth Board has no authority to decide constitutional issues, instead, the Petitioners are including them in order to preserve them for their inevitable appeal of any adverse Growth Board ruling/decision to Superior Court.
The Board may recess into Executive Session to consider employment or dismissal of personnel, to review the performance of a public employee, to consult with legal counsel, to consider the position to be taken in collective bargaining, to consider acquisition or sale of real estate, or other matters per RCW 42.30.110
