EQUINE HERPES VIRUS OUTBREAK REPORTED IN SPOKANE COUNTY.

 

Equine Herpes Virus (EHV) is a common, highly contagious equine viral disease causing four forms of infection that cause respiratory, neonatal, abortion, or neurologic signs. The neurologic form, or Equine Herpesvirus Myeloencepahlopathy, (EHM) is often fatal.  


This neurological disease presents itself as a result of damage to blood vessels in the brain and spinal cord associated with herpes infection. Interference with the blood supply leads to tissue damage and a subsequent loss in normal function of areas in the brain and spinal cord.


If the horse has neurologic signs and a positive test, we consider it as a case of EHM. EHM not only has the potential to affect horse health but, requires lengthy quarantines or cancellations of events like rodeos and fairs, the economic consequences can be equally devastating.


As we enter the time of year when horses are more active and travel to public events, it's especially important to observe appropriate biosecurity measures, vaccinate for EHV as it may be cross-protective for EHM, and watch for early signs of the disease.


A case in Washington


This week, a horse in Spokane County tested positive for Equine Herpes Virus 1, neuropathogenic strain (EHM). Two other horses have died with neurologic signs, and 3 out of 33 others have clinical signs consistent with various forms of EHV (neuro/down, abortion, pleuropneumonia). A quarantine has been placed on the facilities with exposed horses.  


This outbreak should serve as a timely reminder to apply appropriate biosecurity measures, update vaccinations, and be vigilant for signs of the disease. Usually, low-grade fever will proceed other clinical signs, emphasizing the importance of routine temperature monitoring for early detection. Check your horse’s temperature twice daily, ideally first thing in the morning and last thing at night. Also, check before administering medications since some can lower body temperature.

What to watch for 


Given the infectious nature of EHV-1, WSDA asks horse owners to follow these recommendations.


Watch your horse for signs of possible infection including:

Fever of 101.5 F or higher.

Discharge from the eyes or nose.

Respiratory symptoms.

Swelling of the limbs.

Spontaneous abortions.

Neurological signs such as unsteady gait, weakness, urine dripping, lack of tail tone and recumbency.


Notify your veterinarian immediately if you detect any of the symptoms above. Your veterinarian may want to take nasal swabs for virus detection or blood samples for evidence of exposure to EHV-1.


When the virus is detected, WSDA and local veterinarians work closely with affected communities to ensure the best biosecurity standards are practiced.


The time between exposure and illness from EHV-1 varies from two to 10 days. By self-quarantining animals with possible symptoms, practicing good biosecurity, and contacting your veterinarian as soon as you suspect possible symptoms, you can help prevent the spread of this virus.

IN FOCUS: Possible Advance Fee Loan Scam by Southport Lending Group.

The Washington State Department of Financial Institutions (DFI) has received a complaint from a consumer against Southport Lending Group. The consumer reported that Southport Lending Group offered to provide a loan to the consumer for an advance fee.


Southport Lending Group appears to have the following associated information:

It appears that Southport Lending Group may be engaged in an “Advance Fee Loan Scam” and is requiring an upfront or advance fee in order for the consumer to be able to obtain a loan. 


Southport Lending Group also may be operating as an unlicensed online lender.


Southport Lending Group is not licensed by the DFI and is not registered to conduct business in Washington State by the Department of Licensing, the Department of Revenue, or the Secretary of State.


DFI warns Washington consumers that when considering doing business with a financial service provider the consumer can:


Make sure that the entity is licensed.  Consumers can use the “Verify a License” feature on DFI’s website at www.dfi.wa.gov(link is external) to check whether a payday or consumer loan company is licensed to conduct business in the state of Washington.

Never provide any personal information, such as social security number or bank account number or access if the company is not licensed or authorized to conduct business.

Important Information for Washington Consumers About Unlicensed Lenders

Washington State residents are informed that Washington State law provides in RCW 31.04.035 that fees or interest charged in the making of a nonresidential loan by an unlicensed lender must be refunded to the borrower.  For a residential mortgage loan, an unlicensed lender must refund any non-third-party fees charged in connection with the origination (excluding interest charges).


Washington residents only: If you suspect unlicensed activity by a payday lender or consumer loan company, please contact the Department at 1-877-RING-DFI (746-4334), or online at www.dfi.wa.gov(link is external).  Even if the activity involves a loan you obtained over the internet, a license is generally still required.  If a collection agency is attempting to collect a debt from you, you can check whether the company is licensed by the State of Washington Department of Licensing.

If you received a loan from a lender and someone else is now attempting to collect the loan, collection activity may be subject to the federal Fair Debt Collection Practices Act (FDCPA).  If you are contacted by a third party claiming you owe a debt, you can request a “written validation notice,” which must provide the amount of the debt, the name of the creditor you owe, and your rights under the FDCPA.  If you have questions regarding federal debt collection laws you can contact the Federal Trade Commission (FTC) at 1-877-FTC-HELP or online at www.ftc.gov(link is external).

IN FOCUS: Washington Fish and Wildlife Commission convenes virtually Feb. 16; special virtual Wildlife Committee meeting Feb. 12.

OLYMPIA – The Washington Fish and Wildlife Commission will meet twice via webinar in mid-February to discuss and issue decisions on multiple rule making topics.


On Monday, Feb. 12, the Commission’s Wildlife Committee will meet virtually to discuss proposed recommendations about black bear and cougar rule making that will be submitted to the full Commission for a decision.


The full Commission will then meet via webinar on Friday, Feb. 16. During this meeting, the Commission will decide on proposed rule making to open a year-round fishing season at Deer Lake. The full Commission will also hear a briefing from the Wildlife Committee and decide which topics to include in rule making about black bear and cougar hunting. During the discussion, the Commission will identify a timeline for completing this rule making.

Farmers in France, Greece, Italy, the Netherlands, and Spain are parking trucks and tractors in major cities in protest of regulations destroying their industry. In France, they led entire herds of livestock into the city to stop traffic. They’re spraying manure on government buildings. 

But the media has largely ignored this growing protest movement. Remember the Yellow Vest protests in France? They had wall-to-wall, non-stop coverage. Texas Congressman Chip Roy also joins to answer whether there are ANY Democrats or Republicans truly willing to solve the immigration crisis or whether it’s all just political theater. While the House GOP failed to impeach Homeland Security Secretary Mayorkas on its first attempt, Roy predicts it will eventually succeed in whipping up enough votes and ending the Democrat plan to flood the U.S. with illegal immigrants.
