City sets right course on fluoride vote...in comes the "Awesome gals"

Peter Ripley, Publisher
To recap from the staff memo provided: Fluoridation of the City’s water supply has been a controversial topic for many years. In late 2015, with a contractual obligation to fluoridate the City’s water almost complete, Council chose to proactively seek input on the issue through a three-part plan. As one part of that plan, Council conducted an unofficial survey of water users. The survey, though viewed as flawed by some, indicated that the majority of respondents did not want their water to be fluoridated. On December 15, 2015, Council considered all the input it had received and voted 4-3 to continue fluoridation. Since that time, the controversy has continued and includes a recent effort by citizens to change the form of City government.
Mayor Downie has asked the Council to reconsider its decision, proposing that Council:
· End fluoridation of the municipal water supply;
· Maintain the City’s fluoridation facilities so that, if Port Angeles registered voters
choose to continue with water fluoridation, the City is prepared to do so;
· Conduct an advisory vote on fluoridation during the 2017 Municipal General
Election; and
· Adhere to the outcome of the 2017 advisory vote of Port Angeles registered voters.

The Port Angeles City Council has voted to end fluoridation of municipal water and conduct a vote Nov. 7, 2017.---PDN

Quote from the article posted: " Councilmen Brad Collins and Dan Gase and Deputy Mayor Cherie voted against stopping fluoridation and against abiding by the pledge to follow the dictates of the advisory ballot, which council members are not legally bound to do."

Editorial note: That should tell you readers council's resolve in not listening to the will of the people in this case. At least three of the current council members. During the meeting, Downie said that if he didn't get full compliance by council members to accept the will of the people after the outcome of the election in 2017, he would withdraw the motion, but, he didn't do that. Maybe it was because of pressure to move ahead despite what three of the council members had to say at this time, but I have to hand it to Downie in wanting to put this issue behind, and refocus attention to other issues.
Which by the way was expressed by some members of the audience their desire to have the city not be bogged down by one subject. That was mostly driven by what I call the city council cheer leading squad! The awesome gals of the Revitalize Port Angeles group was on hand singing the praises how great things are currently going on in Port Angeles. Such as: Painted rocks, murals, and promoting the best town deal. Which I affectionately call the "awesome gals" because they were  promoting their awesome PA deal they got going.
They mainly were saying that the issue of fluoride had been a distraction, and other concerns were being ignored. Ignored by who? I wondered as I was sitting there listening to them speak on their support of the new advisory vote which will be binding. I wondered whom they were referring to, the city council, or the media? (see Revitalize link) The group was founded by Leslie Robertson.

Okay, I may make light of the cheer leading squad, but they did have a point, the topic of fluoride had been taking up a lot of news headlines, and other distractions related to it like the ethic complaints filed, had been fodder for editorial comments.
Secondly, I questioned during this week since all of this happened, that Eloise Katlin, President of Our Water Our Choice group, maybe a bit unreasonable in her objections of a ballot measure come 2017?

Quoting from the PDN article posted: "Eloise Kailin of Sequim, president of the anti-fluoridation group Our Water, Our Choice!, said Downie’s proposal “merits support.” But an advisory vote “is a pointless, painful and divisive exercise,” Kailin said in a prepared statement, and hinted at further protests from fluoridation foes."

Editorial note: What do we who are on the side of anti-fluoride have to fear over a vote? Suddenly those of us who are the majority afraid of the "big bad wolf"? (vote). This hint of protesting the very thing that may settle this issue does nothing to forward the cause of getting rid of fluoride, accept for making us look petty, and there is no need, because this time were the majority. I can't understand why those who are anti-fluoride are choosing to muck up a golden opportunity to settle this dispute by a public vote. It's the other side to are pro-fluoride should be concern, so why should we who are opposed to force medication seem to be timid now over a vote on the 2017 ballot?

EDC TOOK CENTER STAGE AT COUNTY COMMISSON MEETING

It wasn't on the agenda, during Tuesday's County Commission meeting, the agenda was as follows:
CONSENT AGENDA – Any Commissioner may remove items for discussion
1a Approval of vouchers for the week of July 25
1b Approval of payroll for the period ending July 15
1c Approval of minutes for the week of July 25
REPORTS AND PRESENTATIONS

3a Resolution authorizing the permanent closure of Otter Way in Sequim to unauthorized motor vehicles
3b Resolution authorizing County Road Project CRP C1239 for pavement repair, HMA overlay and pavement markings at intersections
All items on the agenda was approved. What was really the hot topic during the meeting was brought up during the open public comment session by Maggie Roth. She wasn't to please with the job performance to date of the EDC in bringing in new industry and jobs, and expressed the need to reconsider the county's continued support of the EDC, given their track record to date. PORT COMMISSIONER BURKE TALKS SUBISDIES  FOR COMMERCIAL FISHING INDUSTRY

The Port commission held a special meeting on Monday, and the hot topic of discussion was the Marina Rate review:
Summary: I have been sharing on my you tube channel the discussion regarding marina rates (see link)
related news story: PDN; Port of Port Angeles commissioners are considering new ways to determine moorage rates at Port Angeles Boat Haven and John Wayne Marina.
Quote from the article posted: " Commissioner Colleen McAleer suggested that only commercial vessel owners who pay B&O tax should be eligible for the subsidy."

Editorial note: It was Commissioner Steve Burke who first brought up the discussion of possibly offering a subsidy to the commercial fishing industry who uses the two marinas to dock at, John Wayne, in Sequim, and the Boat Heaven in Port Angeles. Even though who brought up the discussion first wasn't mentioned in the article. I thought it was a good idea on the port commission as a whole to even suggest that possibility, the fishing industry needs all the breaks it can get these days.

Your's truly on the campaign trial in 2013.
These chairs are not meant to go on a busy
freeway,
Editorial Comment: First of all I want to wish him luck, but however, I use a wheelchair, and I manage to go across town every Sunday morning to attend church services, using the sidewalks as I should. I can travel across town on one charge all the way to the shopping plaza and back down town, plus across the two eighth street bridges, and back home barely because the batteries start to go out. I know because I did that during the time I ran last time for city council, which many drivers saw me toting my campaign signs. Now, this guy wants to cross the state in a chair? Why would anyone want or feel the need to run along the side of the road in a chair? These chairs are not cars. They are not designed for road travel they are good on sidewalks or even a quiet street, but not in intense traffic. Though the attempt may be noble, I don't think it's a wise move. Batteries take around 8 hours to fully charge, so how is he going to manage that, sleep at motels? I just think there are other ways to prove a point, like getting involved in your local government. Also, how about repairs to his two chairs, like new wheels, and batteries, and engines, the wheels will probably be worn out fast because the road conditions, and as for the engine, and batteries they'll fry out too did he consider that? Even though I have my doubts on this stunt...Just saying why risk life and limb to prove a point?
But, nevertheless best of luck.

PDN: Fluoridation ends in Port Angeles; advisory vote to be on ballot in 15 months The Port Angeles City Council has voted to end fluoridation of municipal water and conduct a vote Nov. 7, 2017.

Quote from article: Eloise Kailin of Sequim, president of the anti-fluoridation group Our Water, Our Choice!, said Downie’s proposal “merits support.” But an advisory vote “is a pointless, painful and divisive exercise,” Kailin said in a prepared statement, and hinted at further protests from fluoridation foes.
Editorial note: Now, Eloise are we being unreasonable here? I see it as a win on the anti-fluoride side, at least we may finally put this to rest, this should have been done years ago. Polls show that 50% of Americans do not identify as either Democrat or Republican. This means that the Presidential debates as currently managed are locking out the diverse voices and views of half of all Americans.

Peninsula Daily News headline: Fluoridation foe against advisory vote as Port Angeles City Council takes up conciliation effort today
Quote from the article posted: " But Kailin  who praised other aspects of Downie's proposal in a letter to the editor in today's Peninsula Daily News  said council members should rely on a November survey of city water ratepayers that showed 57 percent opposition to fluoridation."
ref. http://www.peninsuladailynews.com/article/20160801/NEWS/308019991/fluoridation-foe-against-advisory-vote-as-port-angeles-city-council
Question: Does this sound in anyway that Kalin is being unreasonable? After all even if this goes before the voters in 2017, this will nullify any need for change of government, because one, three council members will be up for election, two have stated they are not seeking reelection, and two; the vote of continuing fluoridation will be settled in a ballot measure. So, why is kalin afraid of a vote suddenly? This does not make any sense at all. I think the same amount if not more will vote against fluoridation, all this new advisory vote will force the city to comply.

That's one of the differences I have with Johnson, trying to make something that is considered a sin, sinless. As I see things now at this point in time both mainstream parties have lost their minds.
Republicans are no longer the party of Reagan, the democrats lost my vote on presidential elections long ago.  There's just something about outright arrogance that annoys me.

MAKE IT BINDING THIS TIME PAT!

As you recall during their last council meeting, Mayor Pat Downie suggested yet another citizen advisory vote regarding continuing adding fluoride to our water supply. This coming city council meeting the council will start discussion in making that happen.
According to the staff memo provided on the agenda packet starting on (page I-1):
Summary: Fluoridation of the City’s water supply has been a controversial topic for many
Peter Ripley, Publisher
years.
End fluoridation of the municipal water supply;  Maintain the City’s fluoridation facilities so that, if Port Angeles registered voters choose to continue with water fluoridation, the City is prepared to do so; Conduct an advisory vote on fluoridation during the 2017 Municipal General
Election; and  Adhere to the outcome of the 2017 advisory vote of Port Angeles registered voters. Council agreed by consensus to discuss the Mayor’s proposal at the August 2nd meeting.
Funding: The budget amount for fluoride treatment is approximately $18,000/year.
Discontinuation of fluoride treatments until December 2017 would result in an approximate
savings of $24,000. Placing the water fluoridation question on the 2017 ballot and paying for
inclusion in a general election voters’ guide would cost approximately $1,500.
See full agenda: http://wa-portangeles.civicplus.com/DocumentCenter/View/3219

Editorial Comment: Way back when the discussion of adding fluoride into the water system started some ten years ago, I often spoke if this matter was given to the people to vote on in a ballot measure, this matter would have been settled. That's was during one of my campaigns for a posting on the council.
As you recall back in December of this year, the council did have an citizen advisory vote polling utility customers, leaving out many who gets subsidized housing who pays for the utilities, and the vote was nonbinding, meaning the council could simply ignore the will of the people, which four of the council members did, because they didn't like the end result of the vote which majority of those who voted were against continuing the practice of adding fluoride.
Since then the city council pretty much lost the respect of the citizens of the city, at least those who were hoping that they would have honored the decision that the majority who voted on that first citizen advisory poll. They have been met with five ethic complaint filings, demonstrations against the decision, name calling, and now completely changing the form of governance. Which would have meant something if they had that vote on this year's ballot, not in 2017, in essence making that issue moot, since at least two of the council members up for reelection coming in 2017 are not running, from what was mentioned during the last city council meeting.
If this latest "citizen advisory vote" which Downie is made binding, and placed on the 2017 ballot which should have been done in the first place. It will make the need to change the form of government unnecessary and meaningless in my book. This is a chance for the city to make amends to the city citizens and taxpayers.

PORT ANGELES ANNOUNCES NEW POLICE CHIEF
(from an shared email press release)

The City of Port Angeles is proud to announce the promotion of Brian Smith to the Chief of the Port Angeles Police Department.  Since January the City has been involved in an extensive hiring process that included the participation of community members, senior staff and the City Manager.  It was the goal of the City to maintain the highest integrity of the Port Angeles Police Department by going to great lengths to search out the best fit for the City, department, and community.  This included multiple interviews and a comprehensive background and screening process.

Chief Smith has over 35 years of diverse law enforcement experience with over 28 years in a leadership capacity. Chief Smith has a Master’s degree in Public Administration from Montana State University and also graduated from the FBI National Academy.

Before he came to the City as Deputy Police Chief in 2008 Chief Smith served as a Special Agent in Charge/Chief of Law Enforcement Services with the National Park Service (NPS) in their Intermountain Region/Yellowstone Division. Chief Smith began his career as a Park Ranger and worked his way up through the ranks holding positions such as Special Agent, Special Agent-Lead Instructor, Supervisor Special Agent and Regional Special Agent in Charge. While in these positions Smith was responsible for command of the tactical teams, operation of a 911 public safety dispatch center, law enforcement records and training along with management of a $3 million budget.  His law enforcement experience includes the full spectrum of police and emergency services including vehicle and boat patrol, traffic and DUI enforcement, investigations, emergency medicine, technical rescue and structural fire rescue.

Since coming to Port Angeles in 2008, with his wife Kristin and their daughter, Chief Smith has been instrumental in the promotion and implementation of several programs that have helped the Port Angeles Police Department progressively move forward in the world of policing. He played a major role in obtaining Stonegarden grants for implementing the mobile data project between local law enforcement agencies as well as increasing foot patrol in the downtown area. Smith collaborated with City staff and others to promote the wireless mesh network and use grant money to obtain computers and technology in all patrol vehicles. In addition, he applied and received a FEMA grant that allowed a state of the art security system along the waterfront to be installed. Smith has established interlocal agreements with law enforcement agencies such as the Lower Elwha Klallam Tribe, U.S. Border Patrol and the U.S. Coast Guard. He has been the driving force behind cross commissioning officers with other local, state and federal law enforcement agencies.

Chief Smith oversaw the Washington Association of Sheriffs and Police Chiefs Accreditation process over the last five years, and with the assistance of others in the department, has met the accreditation standards making Port Angeles Police Department one of sixty law enforcement agencies in Washington State that is accredited.

“Chief Smith brings to the department professionalism, empathy, exceptional customer service skills, and a genuine love for the community he serves. He has a positive attitude and a high regard for public and officer safety,” said City Manager Dan McKeen.

“During his tenure with the City he has done an outstanding job building relationships with community members and community groups. The City has received an enormous display of support for Brian throughout this selection process.”

PORT ANGELES DIGEST:

County meets with Port talks about composites, and County stops four story B&B.

Summary of this weeks meetings:

Monday: Port and County held a joint meeting, one of many of the topics besides the report on Composite Recycling Center was creating regional ecomomic and community priorites.
See agenda for details: http://wa-portofportangeles.civicplus.com/AgendaCenter/ViewFile/Agenda/07252016-170

On May 13, 2016, Howard Behar, founding president of Starbucks lnternational and cofounder
of the Washington Business Alliance, spoke to the community at a public event
and also spoke to community leaders at a special luncheon event. The conversation with
Mr. Behar was about strategy, values, and leadership. lt became apparent that our
community could benefit from more cross-jurisdictional conversations and support of
community wide goals. While each organization has its strategic plan and goals, it was
difficult to answer the question "What are the top three goals of the community?" We can
also expand on this by asking "How can we support each other goals?"
The county's concerns were: Planning for a joint request to EDC on 2017 goals and metrics prior to the end of 2016.

Tuesday: County approved closing the book on lange lawsuit, and the following related items, in a 2-1 vote, Chapman voting against all three items:
Agreement and release with Scott K. Lange and Elizabeth R. Lange, Trustees of the Lange
Family Trust for fully and finally concluded litigation matter Lange, et al. vs Clallam County,et al. 14-2-01064-0
2g Agreement with Scott K. Lange and Elizabeth R. Lange, Trustees of the Lange Family Trust for land purchase of two adjoining parcels located along Salt Air Street, Clallam Bay, WA

Also, an added item, the Commission reconsidered the disputed Bed and Breakfast which was to be built in Clallam Bay. As you recall it was on the agenda last week: Emergency ordinance to establish Interim Official Controls under RCW 36.70A.390 and Home Rule Charter for certain rural zoning districts to limit size of structures.
This week, the DCD Director, Mary Ellen Winborn, came with an emergency ordinance to stop the four story structure being built.

LOCAL MEDIA'S MISSING LINKS AND OMISSIONS....

Recent articles:

Quote from article posted: "  Only it never happened.  Video taken from the audience showed Whetham seated with his hands over his face–aghast at the spectacle–one could suppose."
Editorial Comment: Wilson who publishes the Port O Call did shared the suposed video clip in articles posted in May, but now that link of the video he promoted on his paper is gone! Wilson often cites his counterpart the Peninsula Daily News for witholding information....however, the PDN didn't delete the video clip which was passed around, yet in the Port O Call it is gone.

Attorney general declines to file perjury charge against Port Angeles deputy mayor---Peninsula Daily News

Two Quotes from article posted: "Kidd was defending herself at the March 29 hearing against an April 8 ethics complaint filed by Port Angeles businessman Dale Wilson."
" An ethics board hearing on a fourth complaint by Marie Wiggins, a fluoridation supporter, against four council members over allegations they violated the state Open Public Meetings Act at the Feb. 2 meeting, has not been scheduled, City Clerk Jennifer Veneklasen said Friday."
First of all, the report posted refers to Wilson as a "business man" makes no mention that Wilson publishes the Port O Call their counterpart. Secondly the report fails to mention the names of the council members on the latest ethics board hook: Whetham, Merideth, Collins, and Bruch. Why the omission?
So, we have a case of missing links and omissions readers.
