Editorial note: Though the "Day that shall live in Infamy" happened long before I was even a glint in my birth parents eye, or even before they were even grown up, the event's of December 7, 1941 still brings me the feeling that thought I learned of this in history books in school in high school many years later, that moment in history brings me pause to remember those who died on that fateful day, even though it happened long before I was even born. From that event this country entered the second world war, to end age of those who seek absolute power of the world. We still have those who seek that absolute power both on political and religious grounds, maybe we will learn from our past mistakes? Look like some still haven't learned the lesson of getting along with your neighbors, and not force your religious, or political views by gun point. Nevertheless, we take this opportunity to look back on that fateful day on December 7, 1941.

As a testament that even the most bitter of adversaries can become the closest of allies, I look forward to visiting the USS Arizona Memorial later this month along with Prime Minister Shinzo Abe. This historic visit will stand as a tribute to the power of reconciliation and to the truth that the United States and Japan—bound by an alliance unimaginable 75 years ago—will continue to work hand-in-hand for a more peaceful and secure world.

Economic Integration, Harmonized Trade Processes Crucial for Afghanistan, Region, Says Secretary-General in Message to Heart of Asia-Istanbul Process Meeting

I am honoured to greet the sixth Ministerial Conference of the Heart of Asia-Istanbul Process. I thank India for hosting this gathering.
Afghanistan has undergone significant political, economic and security transitions in the past two years. I commend the partnership between the Afghan Government and all regional partners who have remained engaged and committed to a more stable and prosperous future for Afghanistan and the region. I welcome the recognition that meeting the multifaceted challenges in Afghanistan is in the interest of all regional partners.
This year the international community reaffirmed its support for Afghanistan. I welcome the commitments made at the Brussels Conference, especially by regional partners. At the same time, the region continues to face several intertwined challenges, especially the threats of terrorism and transnational crime. These continue to take a heavy toll. In addition to the unacceptable loss in lives, this toll includes security expenditures and resources that could better serve the region in such areas as education, health care, and poverty eradication. Governments are under pressure to meet the expectations of their people for security, basic services and better prospects for the future.
I commend the Afghan Government for putting into place the building blocks for long-term economic development. I welcome the positive developments in regional connectivity that have taken place since the last Heart of Asia Conference one year ago. Regional economic integration, improved infrastructure connectivity as well as harmonization of trade and customs procedures are vital for Afghanistan’s long-term development and would contribute to the stability of the region.
The Heart of Asia-Istanbul Process remains a crucial platform for dialogue and common commitment. I encourage all Heart of Asia nations to reaffirm their commitment, and I assure you of the ongoing support of the United Nations. Please accept my best wishes for a successful meeting.

US DEPT. OF LABOR: STATEMENT OF US LABOR SECRETARY PEREZ ON NOVEMBER EMPLOYMENT NUMBERS
WASHINGTON – U.S. Secretary of Labor Thomas E. Perez issued the following statement about the November 2016 Employment Situation report released today:
“Under President Obama’s leadership, the U.S. economy continued to demonstrate steady growth in November, with the addition of 178,000 jobs and the decline of the unemployment rate to 4.6 percent. This latest report is one more positive indicator of economic resilience, as American businesses have added 15.6 million jobs since February 2010, in the longest recorded streak of job growth in U.S. history.
“We have made incredible progress since the depths of the recession. It’s particularly encouraging to see employment increases in industries like professional and business services, which has added 571,000 new jobs over the past year, as well as health care and construction, which have added 407,000 and 59,000 jobs respectively over the same period. Other economic indicators provide additional reason for confidence. As we head into the holiday shopping season, retail sales and consumer confidence are strong. Average hourly earnings have risen by 2.5 percent over the past year.
“Despite this steady and sustained growth, there is more work to do to ensure that job growth and economic strength translate into sustaining wages for American workers and the families they support. Too many hardworking families struggle to make ends meet.
“We must remain committed to building and sustaining a sturdy economic foundation for America’s future: expanding opportunity for all Americans; providing widespread access to meaningful, prosperous employment; and creating an economy that works for everyone – because we all succeed only when we all succeed.”

CITY TO Extend Member Appointments to Board of Ethics Pool ...Oh if only Feb 2. 2016 meeting hadn't happened.
Well it was around this time last year when the City Council decided to continue adding fluoridation to our water supply after 10 years of adding the toxic waste to our water supply that yielded nothing more than a lot of resentment in Port Angeles, that lead to the events of the February second meeting where the Deputy mayor Cherie Kidd, abruptly adjourned the meeting after the audience began berating the council during two public comment sessions, over their decision in continuing the practice of adding fluoride to the water supply to appease over zealot dentist who think they know whats best for all of us in Port Angeles. Reminds me of Father Knows Best, tv show! It was Kidd's behavior, and to some part of the audience that lead to the ethic board doing overload work, because all those ethic charges leveled on not only Kidd, but the entire council, all seven! For sure it had been a trying year for this council who now face having them all booted because the same group of folks opposing fluoridation that the way the city is being governed needs to change to a second class city, another tid bit from all that happened over this entire year, that vote to change the city government is slated to happen in 2017. By then no one will really care about that much I don't think because the city a few months ago agreed to bring the matter of fluoridation to a vote by the voters next year, and abide by what the voters vote for, which I might add should have been done in the first place.
So, during their council meeting this coming week the council will mull over Extending Member Appointments to Board of Ethics Pool .
According to the staff memo provided:
The City’s Ethics Code was adopted in 2012, and until this year, had not been used. Unlike other boards and commissions that meet routinely and have established past practices, the Board of Ethics had never met. Now that the process for disposition of four recent complaints has concluded, Council will take the opportunity to hold a worksession to review the process and the Code of Ethics as a whole. Staff will also suggest modifications to the ordinance that could simplify and make it procedurally more effective.
The work session is scheduled for February 28, 2017. Any changes to the Ordinance would need to subsequently be adopted by Council in open session at a regularly scheduled meeting. Current member terms will expire at the end of 2016. Because there may be significant changes to the ordinance, staff does not recommended at this time that we open up appointments to the board. At the work session, Council may decide to change how the board is structured, the terms of service, or what it asks of Board members, therefore it is prudent to wait until those changes are implemented before seeking new board members.
The following five previously-approved members are willing to extend their term in order to allow Council time to review the Ordinance: William Yucha, Kenneth Williams, Diane Tschimperle, Danetta Rutton and Frank Prince, Jr. Staff recommends that Council extend these board member appointments for six months.
Editorial note: And you thought this was all over! This is just another spark in a fire that seemed to die down, I mean after many ethic board hearings and code of ethics changes stemming from a even that happened last February, this will stir in the minds of citizens as a reminder of what transpired to lead to all these changes, and division. This little item just reminded me of that.
Another item on the city council agenda that is noteworthy, the council will have a quarterly report from the EDC! Isn't that a hoot! Seeing it was Council member Lee Whetham who during the last meeting made a motion last meeting to cut funding to the EDC, but failed.
They wrote a summary report to the council however and here is a quote from the report they offer:
"We continue to help any business in the county in any way possible. That is our primary role. Companies join the EDC because they are beneficiaries of that work or see that we are helping others and they believe that such work benefits them and the community in the long run.
A new "line of business" has presented itself since we reported the Lincoln acquisition of Allform in July. We have heard from a significant number of companies who seek advice on succession planning. Typically, a successful business owner who seeks to ret¡re would like to place his company in strong hands; to sell what he has built for a profit. But he often does not know where to look. Fortunately, because our EDC team has now met with
substantially more than 200 county companies, our rolodex has become a major resource. And because we have acted in confidence, we have an informed sense of those companies who would be appropriate acquirers. ln a local acquisition there can be multiple winners beyond the two companies involved and their employees. Local banks, accountants, and law firms are all likely to be part of the process. Local real estate firms can be the seller's agent.
And the EDC may have the chance to ínstaf I the many incentives available to our county which could make the transaction more attractive to the buyer. ln the end, such activity often saves jobs and creates new ones. ln the past 60 days, we have met with at least five owners regarding a possible sale of theír business."

During their regular session on Tuesday the County will hold their 2017 budget hearings at 10AM, and 6PM on Tuesday as the summary states:
The 20t7 Proposed Budget is hereby presented for Public Hearing on December 6,2016, and thus continues the budget process that will result in an adopted budget no later than December 13, 2016. After approving the great majority of Departmental "ask" and several new spending proposals that come with grant revenues, the General Fund shows Revenues of $36,667,867, which includes increases in Sales Taxes (reflecting an uptick in large construction projects in the
unincorporated county), increases in Sale of County Timber (due to DNR catching up prior year's cutting shortfall) and some increased Grant Revenues from the State. In addition, we are budgeting for the automatic, ínflationary increase in property taxes (.953o/o as allowed by law) together with an increase in new construction coming on to the booþ which will increase our total property tax collections. On the expenditure side, General Fund Expenditures are budgeted at 938,956,258, resulting in a $2,288,391 use of reserves that would leave $8,311,609 (2t.3o/o of expenditures) as the year-end Reserve Balance. This number is $363,796 more than the minimum Reserve Balance required by Policy ($7,947,8L3), and the BOCC
is very concerned that it will not be sufficient for the County to weather another recession (like we had during 2009-20t2), nor will it provide us any cushion to deal with the potential for significant cuts in State Contracts / Grants that may be implemented as the Legislature deals with the implications of fully funding basic education (the Mcleary decision), forcing us to make significant cuts in personnel and levels of service that would be detrimental to all the citizens of Clallam County.
To that end, the board is committed to reduce the use of Reserves, during 2017, by 91,500,000, working with the entire
leadership team to identify potential restructuring of staffing levels due to attrition (we are expecting more than 50 people to retire during the year), to look for savings in budgeted spending (due to increased efficiency) at every possible opportunity, as well as to look hard at any new revenue opportunities that can be implemented to improve (or at least save) county-wide services, all year long.

During their regular session on Tuesday the County will hold their 2017 budget hearings at 10AM, and 6PM on Tuesday as the summary states:
The 20t7 Proposed Budget is hereby presented for Public Hearing on December 6,2016, and thus continues the budget process that will result in an adopted budget no later than December 13, 2016. After approving the great majority of Departmental "ask" and several new spending proposals that come with grant revenues, the General Fund shows Revenues of $36,667,867, which includes increases in Sales Taxes (reflecting an uptick in large construction projects in the
unincorporated county), increases in Sale of County Timber (due to DNR catching up prior year's cutting shortfall) and some increased Grant Revenues from the State. In addition, we are budgeting for the automatic, ínflationary increase in property taxes (.953o/o as allowed by law) together with an increase in new construction coming on to the booþ which will increase our total property tax collections. On the expenditure side, General Fund Expenditures are budgeted at 938,956,258, resulting in a $2,288,391 use of reserves that would leave $8,311,609 (2t.3o/o of expenditures) as the year-end Reserve Balance. This number is $363,796 more than the minimum Reserve Balance required by Policy ($7,947,8L3), and the BOCC
is very concerned that it will not be sufficient for the County to weather another recession (like we had during 2009-20t2), nor will it provide us any cushion to deal with the potential for significant cuts in State Contracts / Grants that may be implemented as the Legislature deals with the implications of fully funding basic education (the Mcleary decision), forcing us to make significant cuts in personnel and levels of service that would be detrimental to all the citizens of Clallam County.
To that end, the board is committed to reduce the use of Reserves, during 2017, by 91,500,000, working with the entire
leadership team to identify potential restructuring of staffing levels due to attrition (we are expecting more than 50 people to retire during the year), to look for savings in budgeted spending (due to increased efficiency) at every possible opportunity, as well as to look hard at any new revenue opportunities that can be implemented to improve (or at least save) county-wide services, all year long.

WA COMMERCE DEPT: Washington State’s Composite Recycling Technology Center wins $500K “Innovation

SEATTLE, Wash. – Many times stronger than steel and less than half the weight of aluminum, carbon fiber composite scrap – once considered worthless – took center stage today in a press conference with a twist, hosted by the Washington State Department of Commerce at the Museum of Flight.
U.S. Assistant Secretary of Commerce for Economic Development Jay Williams announced a $500,000 i6 Challenge grant to the Composite Recycling Technology Center (CRTC) of Port Angeles, Clallam County. Funding is part of the Regional Innovation Strategies (RIS) program, an initiative to spur innovation capacity-building activities in regions across the nation.
Following brief remarks, a portable net was unfurled and Williams and CRTC CEO Robert Larsen each grabbed pickleball paddles made from carbon fiber composite scrap and faced off with a whiffle ball.
The friendly game heralded another important milestone for the CRTC: the quiet, lightweight pickleball paddles manufactured there are the world’s first retail product produced from uncured carbon fiber (also known as “pre-preg”) composite scrap. (Pickleball, invented in 1965 by former state Congressman Joel Pritchard on Bainbridge Island, is one of the fastest growing sports in North America with over three million players globally.)
“The Port Angeles Composite Recycling Technology Center is revolutionizing advanced manufacturing while creating jobs locally,” said Assistant Secretary Williams. “As America’s Innovation Agency, the U.S. Department of Commerce plays a key role in supporting the entrepreneurs and job creators of tomorrow. Congratulations to CRTC on receiving the RIS award and for their contributions in workforce training programs, building infrastructure and promoting innovation here in Washington State.”
“Making Pickleball paddles out of carbon fiber composite isn’t new – but making them out of scrap carbon fiber composite is groundbreaking. That’s because – until now – no one has been able to prove there is value in scrap aerospace carbon fiber composite. It has been considered worthless, and that’s why 29 million pounds of it ends up in our country’s landfills every year. But today, CRTC is proving to the world that recycling it doesn’t just make good environmental sense, it makes good business sense,” said Robert Larsen, CEO of the Composite Recycling Technology Center.
“Bold innovation is found in every corner of Washington state, not just our high-tech research and development centers around Seattle,” said Commerce Director Brian Bonlender. “CRTC’s work is proving that it’s possible to both grow the economy and protect the environment. The Clean Energy Fund is proud to be among the numerous public and private partners committed to bringing world-leading clean tech manufacturing jobs to the peninsula. The Washington State Clean Energy Fund has invested $2.7 million in the CRTC’s work to develop and manufacture clean technology products and reduce waste from composite manufacturing. Even though today’s advanced carbon fiber composite is used for many high performance items, from automobiles, airplanes and boat hulls to wind turbine blades, safety clothing and fishing rods, an estimated 29 million pounds of scrap ends up in U.S. landfills each year because the material has been considered too difficult to recycle and there is no proven market for it.
CRTC is changing that.
A Clean Energy Fund matching grant announced in September helped to purchase advanced waterjet equipment made in Kent, WA from Flow Corporation. CRTC will use it when serial manufacturing and shipping of their revolutionary SWIFT Aero Paddles begins in January.
The Port of Port Angeles has been instrumental in launching the CRTC, investing $3.3 million to match the state’s grants and enabling the CRTC to get on its feet. U.S. Senator Maria Cantwell and U.S. Representative Derek Kilmer have consistently supported the CRTC and its mission. The center has accumulated over $5 million in local, state, federal and private funding since its formation in 2015.
“This first-ever recycled carbon fiber composite product is a major milestone for the Port of Port Angeles and the Carbon Recycling Technology Center. Today’s announcement of the $500,000 Innovation Accelerator grant will push CRTC to new heights and demonstrates their innovation is a strong, economic driver that creates new, good-paying jobs,” said Sen. Maria Cantwell.
“This is all about jobs and economic opportunity for our region, and that’s why I lent my support to this grant application. Securing these funds is great news for the future of advanced manufacturing in Port Angeles,” said Representative Derek Kilmer. “Our composite recycling center, one of the first in the nation, is already showing that the Peninsula can be a hub for groundbreaking innovation. Now, this national investment will give entrepreneurs the tools they need to take yesterday’s recycled parts and turn them into advanced products. It will also encourage the growth of quality jobs in our region by giving local people the skills they need to build a career working with composites.”
Public and private partners in the successful Innovation Accelerator proposal include Peninsula College, Profile Composites, Altair Engineering, the Jamestown S’Klallam Tribe, Impact Washington, and the Composites Washington Consortium.

USDA Awards $6.7 Million for Research to Support Healthy Agroecosystems
WASHINGTON, Nov. 29, 2016 - The U.S. Department of Agriculture's (USDA) National Institute of Food and Agriculture (NIFA) today announced 18 grants totaling more than $6.7 million for research to discover how components of the agroecosystem from soil, water and sun to plants, animals and people, interact with and affect food production. These awards are made through NIFA's Bioenergy and Natural Resources Program, Agroecosystem priority area of the Agricultural and Food Research Initiative (AFRI).
"Population growth, along with environmental factors, including the growing threat of climate change, are putting increasing demand on the land, water and other resources that produce our food," said Agriculture Secretary Tom Vilsack. "These investments will help us understand how we can farm more effectively and sustainably to feed the growing global population."
NIFA's AFRI Foundational: Bioenergy, Natural Resources, and Environment Program supports research on healthy agroecosystems and their underlying natural resources essential to the sustained long-term production of agricultural goods and services. Agroecosystems may include crop production systems, animal production systems, and pasture, range and forest lands that are actively managed to provide economic, societal and environmental benefits. Projects funded through this program area contribute to the knowledge needed for sustainable production of agroecosystems while retaining needed ecosystem services-such as drinking water, pollination and climate regulation.
Among this year's projects, the National Academy of Sciences will host a free, livestreamed workshop that will bring together policy makers, foundations and scientists to discuss how soil affects food security, water quality and ecosystem health and identify policy solutions and research decisions to preserve this critical resource. DNR Meeting reminder: DNR’s Nov. 29 public meeting to move vision into next, final year
Now, one year into the process of developing a recreation plan for state trust lands in Whatcom County, the Washington State Department of Natural Resources (DNR) is seeking input on its work so far.
Join DNR staff 6-8:30 p.m., Tuesday, Nov. 29 at the Bellingham Technical College Settlemyer Hall, 3028 Lindbergh Ave. in Bellingham to learn more and check in on the progress. This event signifies an unofficial half-way mark in the agency’s efforts to draft a vision for managing outdoor recreation on state lands from Mount Baker to Bellingham.
DNR kicked off this process in winter 2016 with two public meetings attended by hundreds of Whatcom County residents. Since then, DNR has met almost monthly with a 17-member volunteer recreation planning committee. The committee represents diverse stakeholders locally and across Washington’s outdoor recreation community.
In summer 2016, DNR staff also facilitated a recreation survey that engaged more than 1,300 individuals—some of the highest returns they’ve seen compared to similar efforts across other Washington landscapes. Combined, more than 76 percent of survey respondents indicated they would be very likely or somewhat likely to volunteer to care for recreation opportunities on DNR-managed lands in Whatcom County.
“After our first meeting, we knew there was a lot of positive momentum behind this effort,” said Glenn Glover, DNR’s acting statewide recreation manager. “It bodes well for getting volunteer support for potential projects in the future.”
Once completed, DNR’s Baker to Bellingham Recreation Plan will act as a model for the next 10 to 15 years to clarify the types and appropriate locations for recreation within the planning area. The area includes Sumas Mountain, borders the three forks of the Nooksack River, connects with Whatcom County park lands and provides views of the north Cascade Range (view map). The final plan will help DNR to pursue construction and maintenance funds for facilities, such as campgrounds, picnic areas and trails.
Following a brief 15-minute presentation at the Nov. 29 meeting to review progress, DNR staff will present a series of three maps in 20-minute increments to provide opportunities for small group discussion and questions. The maps reflect biological, geological and land management constraints at play within the recreation planning area to inform where recreation opportunities can be best incorporated. To wrap up the meeting, DNR staff will be available at listening stations where attendees can record comments on a variety of recreation topics for this landscape.

When will the United States catch up on paid family leave? Inslee hopes state research will keep federal efforts from stalling
OLYMPIA – Paid family leave has long bubbled along the surface of conversations as one of the crucial steps in supporting working families. Current federal laws allow workers to take up to 12 weeks of leave to care for a newborn or family member in need of medical care, but that leave is unpaid. The Washington State Legislature approved a policy in 2007 to provide paid leave but has yet to approve funding to pay for it.
The United States is the only industrialized nation that does not offer paid family leave of any kind.
To restart this conversation, Gov. Jay Inslee’s administration last year applied for a federal grant to collect data to determine what a feasible paid family leave program might look like in the state. Washington was one of eight states awarded a grant by the U.S. Department of Labor to pay for public opinion research, a cost-benefit analysis of eight paid leave models, and an analysis by the University of Washington about the impacts on certain safety net programs such as supplemental nutritional assistance, commonly referred to as SNAP, or food stamps. An advisory group composed of business, labor and public interest leaders helped direct the research. The grant was administered by the state Employment Security Department, which is now submitting results of the polling and research to DOL. These results will inform paid leave efforts initiated under the Obama administration.
“All too often, new parents and those with aging or sick loved ones face no-win decisions pitting the need for a paycheck against the need to be there for their family. Our nation should not be the outlier in helping families navigate these difficult situations,” Inslee said. “Under President Obama, states like ours were given an opportunity to help shape the conversation. I appreciate the work of those who served on the advisory council. Having both employers and employees at the table is incredibly important. I hope this new information will keep this important discussion moving forward, not just in our state but also at the national level.”
Paid family leave can be structured in many ways, depending on how many weeks are allowed, what situations are covered and how it’s paid for. Opinion research conducted through the grant showed that significant majorities of likely voters in every region of the state favor paid leave, regardless of family situations covered, including pregnancy, adoption, serious health conditions and parental care. Support was high across all demographics, including gender, age, income, political affiliation, marital status and employment status.
While businesses and employers generally find paid family leave a positive benefit that provides peace of mind for employees, there are concerns about cost, and for smaller businesses, the flexibility of managing staffing. The UW research concluded that a paid family leave program would reduce the use of TANF, the federal financial assistance program, by new parents.

EPA: EPA Finalizes Increase in Renewable Fuel Volumes
WASHINGTON - The U.S. Environmental Protection Agency (EPA) today finalized increases in renewable fuel volume requirements across all categories of biofuels under the Renewable Fuel Standard (RFS) program. In a required annual rulemaking, today’s action finalizes the volume requirements and associated percentage standards for cellulosic biofuel, advanced biofuel, and total renewable fuel for 2017, and for biomass-based diesel for 2018.
“Renewable fuel volumes continue to increase across the board compared to 2016 levels,” said Janet McCabe, the agency’s acting assistant administrator for the Office of Air and Radiation. “These final standards will boost production, providing for ambitious yet achievable growth of biofuels in the transportation sector. By implementing the program enacted by Congress, we are expanding the nation’s renewable fuels sector while reducing our reliance on imported oil.”

Editorial note: I don't buy the lone gunman theory on who assassinated Kennedy on that fateful day in Dallas. There had to be more than just one gunman involved on this. So many questions that are unanswered, and evidence all points to a larger conspiracy, which the media at that time didn't do their job in conducting a independent investigation, they just went right along with what the Warren Commission came up with, which no one was buying. There was only one independent investigation in this, that was from the New Orleans district attorney Jim Garrison who came up with a possible evidences that contradicts the Warren Commission's conclusions. Which to me seems more plausible than the so called lone gunman theory.

Readers, at first blush, the County Commission looks to be the only show happening this coming week. It's one of those occasions that the county is the only meeting being held simply because they meet on a weekly basis, the others all meet twice a week. BUT! lately the Port has been calling special meetings on a dime with very little warning, so your never know what can happen these days.
Now, a look at what is going on with the County this week. For starters on Monday, during their work session the highlight topic on their agenda is: Memorandum of Understanding with Crescent Community Advisory Council to clarify responsibilities regarding the Council’s use of funds that remain after the dissolution of the Crescent Television Reception Improvement District in the amount of $1,355.21

Before and after the public hearing held on November 8, 2016 before the BOCÇ Protect Peninsula Future (PPF) provided submitted comments with suggested changes to the Risk Assessment Table found in Title 27.L2.037(A) of the proposed update. DCD worked with PPF, our legal counsel, the Clallam Conservation District, and the WA State Department of Ecology to address their concerns, to make sure these changes were not significant from what was passed by the PC, and to ensure that the changes still met the objective of the proposed update. On November 8,20L6, the BOCC asked that the proposed changes be provided to the Planning Commission for their input.
On November 16, 2016 DCD provided the Planning commission with the changes to the Risk Assessment Table that included the modifying the definition of fully-vegetated in footnote 2 and adding a definition of well vegetated in footnote 3. With the exception of adding the word approximately to the last sentence of footnote 3 the Planning Commission agreed to the changes to the Risk Assessment Table. They also thought the use of footnotes in the Risk Assessment Table was an improvement over the original format that they approved.

As you recall readers I mentioned that discussion over the issue of the city support of Standing Rock protest. I shared with you links of stories from the US Chamber of Commerce all saying that the tribes in the Dakota region had prior knowledge of the pipeline running through those lands, and at the time seemed okay with the prospect. It's quoting in saying: " The pipeline’s builders, Energy Transfer Partners, did what they were supposed to do: They worked with state and federal regulators, applied for the appropriate permits, held local hearings with people concerned about the project—including Native American tribes—and spent years making adjustments to the pipeline’s route after hearing concerns—140 times in North Dakota alone(!) to preserve cultural sites and minimize environmental harm."
Editorial note: You see the tribes in the Dakota's knew this before hand, why didn't they voice their concerns before one inch of pipe was laid in those lands?
It also is quoted in saying in the article: " It’s worth keeping in mind that almost the entirety of this pipeline traverses private land. “In fact, DAPL needs almost no federal permitting of any kind because 99% of its route traverses private land,” Obama-appointed federal judge James Boasberg wrote in his September opinion rejecting arguments against the pipeline from the Standing Rock Sioux Tribe. It’s actually more than 99 percent. It’s like 99.8 percent. Just 0.2 percent of this pipeline is on federal land. But Obama, apparently, thinks that 0.2 percent gives the federal government the authority to re-route the 99.8 percent of the pipeline on private property."

UN Chief makes remarks about the US Presidential election

I congratulate Mr. Donald Trump on his election as forty-fifth President of the United States of America.
In the aftermath of a hard-fought and often divisive campaign, it is worth recalling and reaffirming that the unity in diversity of the United States is one of the country’s greatest strengths. I encourage all Americans to stay true to that spirit.
Today's global challenges demand concerted global action and joint solutions. As a founding member of the United Nations and permanent member of the Security Council, the United States is an essential actor across the international agenda. Ediz Hook Amoring Rebuild
Beginning today, November 14, 2016, and continuing through mid- January 2017, a construction contractor will be delivering rock material out to Ediz Hook to rebuild part of the armoring on the outside edge of the hook. This work is being executed under a US Army Corps of Engineers contract. During this period, dump trucks carrying rock material will be traveling the roads on the hook. Construction vehicles will also be entering and exiting the road in the area east of Nippon paper. It is important for drivers to be vigilant of this construction traffic, and stay within posted speed limits due to slow moving construction vehicles.

This work is being executed under a US Army Corps of Engineers contract. During this period, dump trucks carrying rock material will be traveling the roads on the hook. Construction vehicles will also be entering and exiting the road in the area east of Nippon paper. It is important for drivers to be vigilant of this construction traffic, and stay within posted speed limits due to slow moving construction vehicles.

THE TAX INCREASE ADDICTION NEVER STOPS!

This is the required Notice of Property Tax Levy for establishing the 2017 General Purpose Property Tax as well as the Notice of Property Tax Levy for establishing the 2017 Road Fund Property Tax. Both levies are figured at the 2016 Implied Price Deflator (IPD) rate of .953o/o (the State's official rate of inflation), instead of the maximum allowed 1% (which would require a second resolution declaring "substantial need.
Editorial Comment: That is the same line that the city, and the port is using in justifying accepting the 1% increase "Substantial" need. What need? Is the roads being fixed? New schools being built? These people don't get it, when you raise property taxes again, and again, it's very unlikely you are going to convince the public in accepting things like school bonds and levies. But, hey as long we build a new park we don't really need, or do grunt work for the DOE. Even better yet to continue the failing EDC, who is going to notice right?

According to the staff summary report: The Peninsula Northwest Shooting Park Association (PNSPA), a tax exempt 501 (c) (3), would like to donate all funds raised over the years ($39,304.87) to Clallam County for the sole purpose of constructing a shooting range within Clallam County.
The proposal was discussed at the November 1, 2016 Park Board meeting where a motion was made to, "recommend to the Board of Clallam County Commissioners that the County accept a donation of approximately $40,000 from the PNSPA to be used solely for future development of a shooting range in Clallam County, and to be put in a trust fund with the Clallam County Treasurer." It was approved unanimously and recommended that staff bring it forward to the Commissioners for final approval.

PORT TO HOLD HEARING ON TAX LEVY MONDAY
According to the staff memo in their agenda: The Port’s general property tax levy limitation is set forth in RCW 53.36.020 Tax Levy – Limitation. The maximum tax rate may not exceed $.4500 per thousand dollars of assessed value. The Port’s current tax rate is $.19865286591 per thousand dollars of assessed value.
Generally, the maximum increase in the annual dollar amount of property taxes levied is 1% of the amount of tax levy from the previous year, plus an additional dollar amount calculated by multiplying the regular property tax levy rate for the preceding year by the increase in assessed value in the Port district resulting from new construction, improvements to property, and any increase in the assessed value of state-assessed property.
The Port is not required to levy the full amount of the maximum 1% increase in property taxes. Rather, the Port may submit a levy certification for the exact same amount of funds it levied in the prior year, or less. If the Port levies less than what it could have levied, the difference is considered “banked” and may be applied to future levies.
The limitations on the levying of regular property taxes are set forth in Ch. 84.55 RCW. At the Commission meeting on October 17, 2016, staff presented preliminary information on estimated property tax revenues for 2017 and the Port’s history of property tax increases since 2009. 2009 was the first year the Port did not take the 1% increase. The Port has a banked capacity of $38,118 through the year 2016. The amount of banked capacity may change slightly from year to year because the highest lawful levy and the actual levy are recalculated annually.
Ordinarily, the Port will calculate the maximum available increase in the annual dollar amount of the tax levy based upon a measure of inflation called the Implicit Price Deflator (IPD). RCW 84.55.005 establishes the tax increase “limit factor,” or the maximum percentage increase, as the lesser of 1% or the percentage change in the IPD. The IPD is a price index similar to the Consumer Price Index and it is computed by the Washington State Department of Revenue. Information provided by the Clallam County Assessor’s Office identified the IPD at 0.953%. Under RCW 84.55.005, the Port is limited to a tax levy amount of 0.953%

THE PORT ISN'T THE ONLY ONE SET TO ACCEPT THE PROPERTY LEVY...CITY IS ALSO CONSIDERING IT ON TUESDAY...
As you recall during their last council meeting, the council moved to accept the proposed tax levy, like sheep lead by a shepherd to slaughter, not one of them voted to oppose accepting the 1% increase.
Well during their meeting on Tuesday they'll pretty much seal the deal, according to the staff memo provided: In accordance with state law, the 2017 Preliminary Budget was filed with the City Clerk on October 20, 2016. In addition, a presentation of estimated 2017 Revenues was provided to Council at a public hearing on October 18th
This is the second public hearing related to the overall 2017 budget, which will focus on property taxes. State law requires that the City levy property taxes before November 30 each year.
Tonight’s public hearing will include an opportunity for comments on:
2016 Levying of Property Tax for collection in 2017 The City Council by simple majority vote can increase the regular property tax levy by the lesser of one percent or the implicit price deflator (IPD). For 2017 collection, the IPD is below 1%, which means the Council may increase the property tax levy by 1% only by adopting the resolution stating substantial need exists. The resolutions for Substantial Need and the authorization of the 1% increase were passed at the November 1st Council meeting. The estimated value of a 1% increase in property tax collection in 2017 is approximately $44,100. The City is also able to collect property tax on the value of new construction added during the past year. The levy amount will increase based on the value of new construction. The value of new construction, along with the assessed valuation for 2016, has been received by the City; however the value to be refunded to the City for new construction has not been received at this time. The amounts included in the table on the next page are merely estimates at this point.
There is no longer an Excess Levy amount as the Library levy matured in November 2015. This eliminated a voter-approved property tax of approximately $0.20 per $1,000 of assessed valuation beginning January 1, 2016.

GOV INSLEE: Inslee launches new Resilient Washington subcabinet in preparation for Big One
OLYMPIA – Gov. Jay Inslee today issued a directive to state agencies to bolster Washington state efforts to prepare for a catastrophic earthquake and tsunami.
The directive establishes a new Resilient Washington subcabinet charged with providing a coordinated approach to preparing for and responding to a major earthquake or tsunami. The sub cabinet’s efforts will address everything from educating the public about personal preparedness to planning for major disruptions to utility and fuel services and destruction of major roads, bridges and airports. The subcabinet will also develop recommendations and plans for ensuring availability of medical and human service operations.
“We know the question isn’t ‘if’ a large-scale earthquake will happen in our state, but how well we will be prepared,” Inslee said. “While there’s no way to fully anticipate all the impacts a large-scale earthquake will have on our infrastructure, we know that preparedness starts in every household and every community, and the response depends on cooperation and collaboration at all levels of government. This effort is about each of us building resilience and being ready.”
Washington is situated on the Cascadia subduction zone, known as one of the largest and most dangerous fault lines in the world. Experts predict the region is likely to experience a major earthquake and tsunami that will cause significant damage along the West Coast, including California, Oregon, Washington and parts of Vancouver Island. This summer, Washington, Oregon and British Columbia participated in the unprecedented simulation exercise Cascadia Rising. Nearly 23,000 officials and representatives from federal, military, tribal, state and local governments and nongovernmental organizations participated to train and test their response to a simulated 9.0 magnitude earthquake and tsunami.
Maj. Gen. Bret Daugherty of the Washington State Military Department said the exercise helped identify where good collaboration and preparedness are already in place and where improvements are needed. He said Inslee’s directive is a crucial next step in strategically identifying how best to address gaps in the system and ensure continuing collaboration among community and government leaders.
“We learned a lot from Cascadia Rising, which is exactly why we conducted the exercise. Now the hard work really begins,” Daugherty said. “I appreciate the governor’s commitment to creating a safer and more prepared state. And I look forward to working with our Resilient Washington subcabinet partners to address those areas where there’s room to improve and to develop new strategies that help protect our citizens and communities.”
The subcabinet will rely heavily on the expertise of the Washington State Seismic Safety Commission, which published the 2012 report Resilient Washington State. The report provides a framework for long-term implementation of seismic risk reduction policies and activities across Washington with the goal of making the state resilient within a 50-year time frame.
