WA DFI: Dangerous W-2 Phishing Scam Evolving

The Internal Revenue Service, state tax agencies and the tax industry issued an urgent alert today to all employers that the Form W-2 email phishing scam has evolved beyond the corporate world and is spreading to other sectors, including school districts, tribal organizations and nonprofits.
In a related development, the W-2 scammers are coupling their efforts to steal employee W-2 information with an older scheme on wire transfers that is victimizing some organizations twice.
“This is one of the most dangerous email phishing scams we’ve seen in a long time. It can result in the large-scale theft of sensitive data that criminals can use to commit various crimes, including filing fraudulent tax returns. We need everyone’s help to turn the tide against this scheme,’’ said IRS Commissioner John Koskinen.
When employers report W-2 thefts immediately to the IRS, the agency can take steps to help protect employees from tax-related identity theft. The IRS, state tax agencies and the tax industry, working together as the Security Summit, have enacted numerous safeguards in 2016 and 2017 to identify fraudulent returns filed through scams like this. As the Summit partners make progress, cybercriminals need more data to mimic real tax returns.
Here’s how the scam works: Cybercriminals use various spoofing techniques to disguise an email to make it appear as if it is from an organization executive. The email is sent to an employee in the payroll or human resources departments, requesting a list of all employees and their Forms W-2. This scam is sometimes referred to as business email compromise (BEC) or business email spoofing (BES).
The Security Summit partners urge all employers to be vigilant. The W-2 scam, which first appeared last year, is circulating earlier in the tax season and to a broader cross-section of organizations, including school districts, tribal casinos, chain restaurants, temporary staffing agencies, healthcare and shipping and freight. Those businesses that received the scam email last year also are reportedly receiving it again this year.

Remembering the Gipper

He would be 106 years old today.

The thing that I most admire Reagan was his way of talking to people, even when faced harsh criticism from his detractors. He had one eliminate about him that made you want to listen to him, even agree with him. That was charisma, something apparently lacking in Trump. That's why I think Trump is having all of this trouble right now, it's not what he says, it's how he says things that gets him into hot water. You never saw Reagan bashing his critics  in public, if he did he always found a way to respond with a jest. That was just his character, maybe that comes from being an actor. 

The media hated him, but always left being looked upon being the weasels, while Reagan looked more classy then they were. I hope Trump will find that charisma within himself, not go have cocked with statements that only serve to put him at odds with those who would support him.

AG FERGUSON OBTAINS COURT ORDER HALTING TRUMP IMMIGRATION ACTION

SEATTLE — A federal judge in Seattle today granted Attorney General Bob Ferguson’s request to immediately halt implementation of President Donald Trump’s Executive Order on immigration nationwide.
The Temporary Restraining Order will remain in place until U.S. District Court Senior Judge James L. Robart considers the Attorney General’s lawsuit challenging key provisions of the President’s order as illegal and unconstitutional. If Ferguson prevails, the Executive Order would be permanently invalidated nationwide.
To obtain the Temporary Restraining Order, the state needed to prove that its underlying lawsuit was likely to succeed, that irreparable harm was likely to occur without the restraining order, and that halting the President’s order immediately is in the public interest. The state also needed to establish that the potential injury to Washington residents caused by leaving the President’s order in place outweighs any potential damage from halting it.
Judge Robart, who was nominated to the court by President George W. Bush in 2003, ruled that Ferguson had met the high standards necessary to block the Executive Order until the court reaches the merits of the lawsuit.
“The Constitution prevailed today,” Ferguson said. “No one is above the law — not even the President.”

At the earliest possible time, the Department of Justice intends to file an emergency stay of this order and defend the executive order of the President, which we believe is lawful and appropriate. The president’s order is intended to protect the homeland and he has the constitutional authority and responsibility to protect the American people.
As the law states, "Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate."

Editorial Comment: Where was Ferguson's objections when Obama done similar actions?
I have a hunch this is all about liberals not liking the idea of a president who is protection our nation from becoming a muslim nation, that is the real issue here as I see it. Even some Muslim nations are applauding this action of this president protecting our sovereignty from those who wish to destroy it.

From our Congressional Delegation: Kilmer Joins Bipartisan Letter to President Trump Asking for Clarification on Whether Federal Hiring Freeze Impacts Seasonal Firefighters

Washington D.C. – This week, U.S. Representative Derek Kilmer (D-WA) joined other members of the House in a bipartisan call for President Trump’s administration to answer whether the federal hiring freeze impacts seasonal firefighters. In a letter to the Office of Personnel Management the members requested clarity on whether the freeze prevents the U.S. Forest Service from hiring seasonal firefighters for wildfire season.

“As members of Congress who represent states impacted annually by wildfires, we are concerned this hiring freeze may prohibit the U.S. Forest Service from hiring seasonal firefighters and other professionals in anticipation of wildfire season,” the members wrote in the letter. “An inability to hire seasonal firefighters to combat wildfires seriously threatens public safety in our states.”  

According to the National Federation of Federal Employees, the Forest Service hired at least 6,200 seasonal workers for firefighting or firefighting-related duties in 2015. These seasonal firefighters supplement state and local firefighters’ efforts to prepare for wildfire season and contain wildfires as they emerge. In order to ensure they are trained and ready for wildfire season, the Forest Service’s hiring process traditionally begins over the next several weeks with a series of job fairs in wildfire-prone states.

Kilmer Calls on House Veterans Committee to Investigate Failure of Bremerton VA Outpatient Clinic to Open on Time
Washington D.C. – U.S. Representative Derek Kilmer (D-WA) called for the House Committee on Veterans Affairs to investigate the failure of Bremerton’s VA outpatient clinic to open in a timely manner. In a letter to Chairman Phil Roe (R-TN) and Ranking Member Tim Walz (D-MN), Kilmer urged the committee to look at the VA’s ability to construct Community Based Outpatient Clinics (CBOC) and whether other sites like Bremerton have experienced problems.
Kilmer pointed out in his letter that the VA continued to announce delays for the date the Bremerton project would be completed before ultimately terminating its contract. The VA’s actions will further delay the opening of any CBOC in the Bremerton area for another 18 months. Kilmer believes that attention from the committee might expedite the project.
“We need to get this moving. Veterans need the care they’ve earned,” said Kilmer.
Kilmer wrote in the letter: “I am greatly disappointed in the VA’s leadership and their inability to complete this project despite my continued engagement. This is especially concerning given the Committee’s actions throughout the 114th Congress, addressing the VA’s capacity and capability to address construction requirements at the VA Medical Facility in Colorado in particular. Because of the problems faced with the CBOC Bremerton and others across the nation I believe further investigation is needed. I’m encouraging you to look into the VA’s ability to follow through with outfitting and constructing CBOCs, and the Bremerton CBOC in particular.”

Schatz, Kilmer Lead Bicameral Legislation to Exempt Navy Shipyards from Federal Hiring Freeze
WASHINGTON – U.S. Senator Brian Schatz (D-Hawai‘i) and U.S. Representative Derek Kilmer (D-Wash.) introduced legislation that would exempt employees of Navy public shipyards and other employees that directly support the shipyards from President Trump’s federal hiring freeze. Original cosponsors of the Senate bill include U.S. Senators Maggie Hassan (D-N.H.), Jeanne Shaheen (D-N.H.), Mazie K. Hirono (D-Hawaii), and Maria Cantwell (D-Wash.)

The Trump administration’s blanket hiring freeze is already impacting Navy shipyards, including the Pearl Harbor Naval Shipyard. The freeze prevents shipyards across the country from hiring engineers, acquisition workforce personnel, trade mechanics, radiological and emergency personnel, regulatory compliance and other support personnel that are necessary to maintaining the Navy’s surface and submarine fleets.

“The men and women at our public shipyards work to keep the Navy’s fleets at sea and keep America safe,” said Senator Schatz. “Our shipyards already face workforce shortages and this hiring freeze will only worsen their ability to get our ships and submarines back out on deployment. Our bill will help reverse this and give Pearl Harbor Naval Shipyard and shipyards across the country the freedom to hire the people they need to support the Navy and its mission.”

Homeland Security: Protecting The Nation From Foreign Terrorist Entry To The United States
Action
For the next 90 days, nearly all travelers, except U.S. citizens, traveling on passports from Iraq, Syria, Sudan, Iran, Somalia, Libya, and Yemen will be temporarily suspended from entry to the United States. The 90 day period will allow for proper review and establishment of standards to prevent terrorist or criminal infiltration by foreign nationals.
Importantly, however, Lawful Permanent Residents of the United States traveling on a valid I-551 will be allowed to board U.S. bound aircraft and will be assessed for exceptions at arrival ports of entry, as appropriate.  The entry of these individuals, subject to national security checks, is in the national interest. Therefore, we expect swift entry for these individuals.
In the first 30 days, DHS will perform a global country-by-country review of the information each country provides when their citizens apply for a U.S. visa or immigration benefit. Countries will then have 60 days to comply with any requests from the U.S. government to update or improve the quality of the information they provide.
DHS and the Department of State have the authority, on a case-by-case basis, to issue visas or allow the entry of nationals of these countries into the United States when it serves the national interest.  These seven countries were designated by Congress and the Obama Administration as posing a significant enough security risk to warrant additional scrutiny in the visa waiver context.
The Refugee Admissions Program will be temporarily suspended for the next 120 days while DHS and interagency partners review screening procedures to ensure refugees admitted in the future do not pose a security risk to citizens of the United States.
The Executive Order does not prohibit entry of, or visa issuance to, travelers with diplomatic visas, North Atlantic Treaty Organization visas, C-2 visas for travel to the United Nations, and G-1, G-2, G-3, and G-4 visas.
The Department of Homeland Security along with the Department of State, the Office of the Director of National Intelligence, and the Federal Bureau of Investigation will develop uniform screening standards for all immigration programs government-wide.
Upon resumption of the U.S. Refugee Admissions Program, refugee admissions to the United States will not exceed 50,000 for fiscal year 2017.
The Secretary of Homeland Security will expedite the completion and implementation of a biometric entry-exit tracking system of all travelers into the United States.

Editorial note: If that was the endgame of the above presidential order, to force these Gulf states to aid in taking Syrian refugees, then it was a clever move on Trump's part. The Democrats can't take the moral high ground on such actions it deals with national security, they too took punitive action against refugees fleeing tyrants, as far back in recent history back during FDR's presidency, when he turned back Jews fleeing persecution from nazi Germany, yet back then not a peep from the media back in those days condemning that action, or when FDR, established those internment camps for Japanese Americans shortly Pearl Harbor was attacked, fearing possible attacks from within. Yet Roosevelt never been called a tyrant in doing any of those actions. Other Democrat presidents also banned refugees coming to this country, reasons were national security, yet they never been hounded by the press. Double standard for sure.
This isn't about refusing people in this nation who wants a better life for themselves, this is about in my opinion of letting people in this nation who has no intention of following our laws, but wanting have us to adopt Sharia law, taking away our God given liberties we been enjoying for over 230 years. That's the issue. If they want to come and assimilate into our culture, follow the law of the land which is our US Constitution, and bill of rights, then by all means. That is what most immigrants coming to this nation as always done, to obey our laws, not adopt a religion over our liberties. The immigrants came to help build our nation, not set out to destroy it.

Section 1.  Purpose.  Interior enforcement of our Nation's immigration laws is critically important to the national security and public safety of the United States.  Many aliens who illegally enter the United States and those who overstay or otherwise violate the terms of their visas present a significant threat to national security and public safety.  This is particularly so for aliens who engage in criminal conduct in the United States.

Sanctuary jurisdictions across the United States willfully violate Federal law in an attempt to shield aliens from removal from the United States.  These jurisdictions have caused immeasurable harm to the American people and to the very fabric of our Republic.

Tens of thousands of removable aliens have been released into communities across the country, solely because their home countries refuse to accept their repatriation.  Many of these aliens are criminals who have served time in our Federal, State, and local jails.  The presence of such individuals in the United States, and the practices of foreign nations that refuse the repatriation of their nationals, are contrary to the national interest.

Although Federal immigration law provides a framework for Federal-State partnerships in enforcing our immigration laws to ensure the removal of aliens who have no right to be in the United States, the Federal Government has failed to discharge this basic sovereign responsibility.  We cannot faithfully execute the immigration laws of the United States if we exempt classes or categories of removable aliens from potential enforcement.  The purpose of this order is to direct executive departments and agencies (agencies) to employ all lawful means to enforce the immigration laws of the United States.

Transnational criminal organizations operate sophisticated drug- and human-trafficking networks and smuggling operations on both sides of the southern border, contributing to a significant increase in violent crime and United States deaths from dangerous drugs.  Among those who illegally enter are those who seek to harm Americans through acts of terror or criminal conduct.  Continued illegal immigration presents a clear and present danger to the interests of the United States.

Federal immigration law both imposes the responsibility and provides the means for the Federal Government, in cooperation with border States, to secure the Nation's southern border.  Although Federal immigration law provides a robust framework for Federal-State partnership in enforcing our immigration laws    and the Congress has authorized and provided appropriations to secure our borders    the Federal Government has failed to discharge this basic sovereign responsibility.  The purpose of this order is to direct executive departments and agencies (agencies) to deploy all lawful means to secure the Nation's southern border, to prevent further illegal immigration into the United States, and to repatriate illegal aliens swiftly, consistently, and humanely.

WA Commerce Dept: Millions of Dollars in Earned Income Tax Credits Go Unclaimed Each Year by Working Americans

Many people are eligible for a tax refund of up to $6,269 from the Internal Revenue Service (IRS) and do not claim it. Gov. Jay Inslee proclaimed tomorrow, Jan. 27 “Earned Income Tax Credit Day in Washington State” as part of a nationwide effort to increase awareness of this underused tax credit and how to apply for it.
You must file a federal tax return with the IRS to get your Earned Income Tax Credit (EITC), even if you do not owe any tax or are not required to file.
Twenty percent of those eligible for the credit either do not claim it or do not file a tax return at all. The credit reduces the amount of taxes owed and results in a lump sum refund payment for most people who are eligible to claim it.
“As one of the largest anti-poverty programs in the United States, it is critical to raise awareness of this opportunity, not just for individuals and families, but also to strengthen our state’s economy,” Inslee said.
Last year 436,000 people in Washington applied for the credit, claiming close to $956 million in refunds and generating about $1.43 billion for our state’s economy. Even so, an estimated $270 million in federal tax credits go unclaimed in Washington.
“This year individuals can receive a tax refund of up to $6,269 if they meet eligibility requirements,” said Brian Bonlender, director of the Department of Commerce. “For over 40 years, the Earned Income Tax Credit has lifted working families out of poverty and strengthened communities throughout the state. VETERANS: Sen. Murray Urges President Trump to Uphold Campaign Promise and Put Veterans First, Exempt Entire VA from Federal Hiring Freeze
(Washington, D.C.) —Today, Senator Patty Murray (D-WA), a senior member of the Senate Veterans’ Affairs Committee, joined members of both the Senate and House to demand President Trump exempt the entire Department of Veterans Affairs (VA) and all veterans seeking federal jobs from his executive order that freezes federal hiring. The members’ letter emphasized that the hiring freeze will add to the chronic workforce shortages that are plaguing the VA, and that more doctors, nurses and administrative staff are needed at VA facilities to reduce wait times across the country and make payments on time. Murray, Cantwell Join Bipartisan Group of Senators to Introduce Global HER Act to Permanently Repeal the Global Gag Rule
WASHINGTON, D.C.  – After President Trump issued an executive order to reinstate the Global Gag Rule on Monday, U.S. Senators Patty Murray (D-WA) and Maria Cantwell (D-WA) joined their colleagues Jeanne Shaheen (D-NH), Susan Collins (R-ME), and 39 other senators to introduce the Global Health, Empowerment, and Rights (HER) Act, which would permanently repeal the harmful policy.

The Global Gag Rule, also known as the Mexico City Policy, bans federal funds for foreign non-governmental organizations that provide abortion services or provide information about abortion as part of comprehensive family planning services, forcing clinics to choose between providing limited reproductive health services while accepting U.S. foreign aid or providing inclusive family planning and reproductive healthcare with a limited budget. The executive order expanded the policy from the Bush Administration to apply to every program that falls under global health assistance at the Department of State, USAID and the Department of Health and Human Services.

“There are few Republican traditions more shameful that restricting access to reproductive health care in ways that most burden women who can least afford it—and President Trump’s expansion of the global gag rule, which would threaten the lives of women worldwide, is unfortunately a clear continuation,” said Senator Murray. “I’m proud to support the Global HER Act and I’m going to fight every step of the way against extreme policies that would take women backwards, here at home and abroad.”

While the President’s memorandum states that it does not apply to military personnel or positions considered essential to meet national security responsibilities, the uncertainty has caused shipyards across the country to suspend all hiring.
The consequences of the hiring freeze may be particularly harsh for Puget Sound Naval Shipyard (PSNS) in Bremerton because of the size of the workforce, the number of vacancies, and the importance of the shipyard to Washington state’s $30 billion dollar maritime economy.

Federal Hiring Freeze Will Delay Veterans’ Access to Care and Benefits, and Hurt Veterans Seeking Federal Jobs
WASHINGTON, D.C.  – Today, U.S. Senator Maria Cantwell (D-Wash.) joined a group of 53 members of Congress to demand President Trump exempt the entire Veterans Administration (VA) and all veterans seeking federal jobs from his executive order that freezes federal hiring.
The members say Trump’s hiring freeze will have devastating impacts on veterans and their families.
“A hiring freeze at the VA will delay veterans’ access to health care and resolution of their disability claims, which for many of our nation’s heroes provides a sole source of income to them and their families,” the members wrote.  “Our nation’s veterans should not be made to sacrifice any more than they already have while you review federal hiring.”
The members additionally called on Trump to exempt all veterans seeking employment from his hiring freeze, underscoring that veterans make up 31 percent of the federal workforce. A hiring freeze across the federal government will hurt veterans, many of whom are transitioning from the military to civilian service and may be disabled.
“The negative impacts of this freeze will be felt across the country and disproportionately affect those men and women who have honorably served in our military,” they added.
Cantwell, and the other members emphasized that the hiring freeze will add to the chronic workforce shortages that are plaguing the VA, and that more doctors, nurses and administrative staff are needed at VA facilities to reduce wait times across the country and make payments on time.

This approximately 1,100-mile pipeline is designed to carry approximately 500,000 barrels per day of crude oil from the Bakken and Three Forks oil production areas in North Dakota to oil markets in the United States. At this time, the DAPL is more than 90 percent complete across its entire route. Only a limited portion remains to be constructed.

State Community Economic Revitalization Board invests $850,000 in public infrastructure

The Washington State Community Economic Revitalization Board (CERB) approved $850,000 in loans and grants for public infrastructure development and economic feasibility studies targeting business growth and job creation in the cities of Othello and Airway Heights, for the Makah Tribe, and at the Port of Sunnyside.

Adams County – $50,000 grant to the City of Othello for a feasibility study to implement the first phase of the city’s water supply plan, which includes constructing a new well, pump station and reservoir. CERB funds are matched by $16,667 in local resources.
Clallam County – $50,000 grant to the Makah Tribe for the Cape Flattery Fishermen’s Co-op Expansion project. A feasibility study will develop a strategy to upgrade the processing plant potential to increase value-added production, new sales and job creation. CERB funds were matched by $16,667 in local resources.
Spokane County – $50,000 grant to the city of Airway Heights for a feasibility study to develop a master plan for the Airway Heights Industrial Center. The project will produce a “highest and best use” analysis, an economic feasibility assessment, identification of priority development sites, a “planned action ordinance” to facilitate development of those sites and a targeted infrastructure funding and development strategy for the area. CERB funds were matched by $16,667 in local resources.
Yakima County – $400,000 loan and a $300,000 grant to the Port of Sunnyside for the Varietal Beer Company construction project. This committed private partner project consists of modifying an existing 5,500-square-foot cement block building for use as a brewery, taproom and bottling facility.  Varietal Beer Company will invest $405,000 in a 10-barrel brewing system, creating 23 permanent jobs. CERB funds were matched by $300,000 in local resources.
“Our role is to be responsive to local needs by making timely and smart investment decisions. CERB has a proven track record for being a good steward of public money and an advocate for local communities,” said CERB Chair David Rhoden.

“CERB is helping strengthen rural communities by investing in public facilities that enable new and existing businesses to provide good jobs,” said Brian Bonlender, director of the Washington State Department of Commerce.

The release of CERB funds to these projects is contingent upon each applicant completing specific pre-contract requirements, such as finalizing other funding sources and obtaining necessary permits.

Since 1982, CERB has committed nearly $163 million to local jurisdictions across the state, an investment generating more than 35,000 jobs, and private capital investments of a $5.6 billion ($34 to $1) return on CERB investment.

As Washington’s strategic economic development resource, CERB is focused on creating private sector jobs in partnership with local governments by financing infrastructure improvements. These improvements encourage new business development and expansion. In addition to funding construction projects, CERB provides limited funding for studies that evaluate high-priority economic development projects.

I am delighted to be back in Birmingham.  It is a pleasure to be here, and it is an honor to stand before you in this beautiful and historic sanctuary, whose significance to our nation’s history was formally recognized just last week by President Obama, who designated 16th St. Baptist Church as part of the new Birmingham Civil Rights National Monument.  I want to congratulate you on this high honor, and I share your joy that 16th St. Baptist – along with Kelly Ingram Park – will be preserved and protected for generations to come, ensuring that Americans will always know of Birmingham’s heroic contribution to the civil rights movement.  They will also know that this is a living monument, just as this is an active and vibrant church, honoring the past but also very much working on the issues of today.

Standing in this house of worship reminds me of Jacob’s words in Exodus: “Surely the Lord is in this place.”  Generations of men and women have found the Lord in 16th St. Baptist Church.  They have come here in times of joy and seasons of sorrow.  They have come here to lament and to praise; to mourn and to celebrate; to bury and to baptize.  They have come here inspired by the unseen promise of God’s kingdom – that “every valley shall be raised up, and every hill made low.”  And more than that, they have come here to work – to do the hard and often dangerous work of pushing America to make good on its pledge “that all men are created equal.”

El Salvador’s ‘Historic’ Rejection of Violence, Embracing Dialogue, Inspired World, Says Secretary-General

Following is UN Secretary-General António Guterres’ message, delivered by Miroslav Jenca, Assistant Secretary-General for Political Affairs, on the twenty-fifth anniversary of the Salvadorian Peace Accords, in New York today:
I offer my warmest congratulations to the Government and people of El Salvador on the twenty-fifth anniversary of the Peace Accords.  A quarter century ago, Salvadorian leaders had the courage to place the well-being of the Salvadorian people above partisan interests.  You resolved to look towards the future, overcoming profound differences and wounds, to set down the bases for a more prosperous and peaceful society.  The world was inspired by your historic decision to reject violence and address differences through dialogue.
Your peacemaking and peacebuilding experience left a lasting impression on the United Nations.  The United Nations Observer Mission in El Salvador taught us that peacebuilding must place human rights at the centre of all our work.  Your commitment and efforts to achieve peace remain an example for the world as we cope with increasingly complex and interlinked conflicts marked by horrific violations of international humanitarian law and human rights.
Now is a moment to reflect on the past and confront present challenges.  Today, too many Salvadorians struggle to make a decent living, suffer violence and are forced to flee their communities, leaving broken families behind.  Violence, lingering inequality and lack of opportunities prevent Salvadorians from fully reaping the dividends of peace.  In many instances, political divisions block the necessary agreements to advance the common good and achieve true reconciliation.  Transparent and inclusive dialogue, mutual respect and joint efforts are key to overcoming today’s challenges, not only in El Salvador but throughout the world.
Today, once again, El Salvador is breaking ground, embarking on an innovative process and inviting the United Nations to assist. In May of last year, the Government of El Salvador sought the Secretary-General’s good offices to facilitate dialogue among Salvadorians and reach agreements on key challenges facing the country.  Building on the long-standing history of cooperation between the United Nations and El Salvador, the dialogue we are ushering in today will renew this bond.
Twenty-five years ago, many of you sitting here took on the historic responsibility to seek peace and build a better future.  I trust that leaders of political parties and civil society will once again put the interest of the country first and advance towards the consolidation of a more just and inclusive society, where all citizens reap the dividends of peace and sustainable development.  This will again inspire the world.
I look forward to continuing our fruitful cooperation to uphold the three pillars of the United Nations — peace and security, human rights and sustainable development — in El Salvador, the region and the world.

Quote from Speech: " At this moment of significant transition for our country, the American business community is optimistic about the year ahead—optimistic…and also realistic about the hard work that will be required to make our optimism a reality.

            We’re optimistic—because even in the eighth year of an aging recovery there are no visible signs of another recession. We expect the economy to continue to grow modestly in 2017. We’re optimistic—because the housing market is healthy, energy prices have stabilized, inflation is under control, stock markets are performing well, and consumer and business confidence have improved.
 Most of all, business is optimistic because we see a once-in-a-generation opportunity to enact major reforms that could transform the American economy from a low-growth to a high-growth economy.
 And that’s how we bring the jobs back … that’s how we revitalize hard-hit communities … and that's how we give every citizen the opportunity to pursue the American dream.
We do it with growth—sound, long-term economic growth.
There are also reasons for caution.
  Good intentions are fine, but policymakers still must deliver the goods. That could take some time. New appointees must be confirmed and settle into their jobs. Bills must be passed and then they have to take effect—all before the economic benefits can be realized.
Uncertainty is always a factor in business. And there is plenty of uncertainty today—not just at home but abroad.
Many of our trading partners remain in a weakened economic condition.
The U.K. is trying to figure out its new relationship with Europe—and then we must figure out our new arrangement with the U.K. There are critical elections coming up in France and Germany. Will the conventional wisdom be as wrong in those places as it was with Brexit and our own election?
In a global economy, decisions made by leaders in China, India, Japan, Russia, the Middle East, and elsewhere can have a big impact on the prospects of American companies and American workers.
 Cybersecurity continues to be a major challenge. The potential for disruption is huge. The Chamber will continue to devote significant resources this year to equip companies with the tools, advice, and policies they need to protect themselves and their customers.
There is also the constant threat of terrorist attacks and geopolitical crises. Any major event could upend agendas and alter economic forecasts overnight.
 Add up the various upside and downside risks I have mentioned, and what do we see ahead for our economy?
The Chamber is forecasting modestly improved economic growth in the range of 2 to 2.5 percent in 2017. Inflation will remain subdued this year, perhaps just above the Federal Reserve’s target of 2 percent. Therefore, we can expect two or even three additional interest rate hikes from the Fed over the course of the year.
This means that U.S. monetary policy will be at odds with some of our trading partners—and so the dollar is likely to be under significant upward pressure. A stronger dollar will benefit America’s consumers and importers and it may attract more capital here—but it will also make competing in global markets more difficult for our exporters.
 That’s why it is important that the new administration does not add to the burdens facing our exporters—or to the millions of American workers whose jobs depend on exports—by erecting barriers to trade."---Read more

HOMELESSNESS: Sen. Murray on Announcement that King County Will Receive Significant Investment to Tackle Youth Homelessness: Seattle and King County Are Leading the Way

(Washington, D.C.) — Today, Sen. Patty Murray (D-WA), a senior member of the Appropriations Subcommittee on Transportation, Housing, and Urban Development (THUD), announced that a $5.4 million dollar grant will be awarded to the King County Department of Community and Human Services to tackle youth homelessness in King County and Seattle, the largest grant received by a non-statewide entity in today’s announcement. This award could directly help 70,000 young people over the course of the grant. It was awarded through a competitive application process by the Department of Housing and Urban Development (HUD) and made possible by Sen. Murray’s bipartisan work to increase focus on addressing youth homelessness during the 2016 appropriations process, with the leadership of THUD Chairwoman Sen. Susan Collins (R-ME) and Ranking Member Jack Reed (D-RI).
“In receiving this first-ever grant through the new Youth Homelessness Demonstration Program, King County and Seattle have proven that their innovative, inclusive approach to addressing youth homelessness deserves nationwide recognition, and I’m proud to be able to help them further expand their efforts with this significant award,” said Senator Murray. “Their strong plan, which includes lasting partnerships between government, non-profits, and philanthropic organizations, relies on recommendations from young people who have experienced homelessness themselves. This should help ensure that these programs are as effective as possible and bring us closer to the goal of ending youth homelessness. There are thousands of young people in the Seattle area who are struggling to find stable housing and will now be able to receive the extra boost they need to get back on track.”

HUD announced today that it is awarding $33 million to 10 communities–including four rural communities–under its Youth Homelessness Demonstration Program (YHDP) designed to help end youth homelessness.  Funded for the first time in the FY 2016 Appropriations Act, HUD announced on August 22, 2016, that it would accept applications for the YHDP program until November 30, 2016.  HUD received 130 applications, which underwent a comprehensive review. King County was chosen for a number of reasons, including strong collaboration with government agencies, non-profits, and philanthropies, which also will supplement the HUD award with private capital and resources.

Cantwell Statement on PHMSA Rulemaking on Volatility of Crude Transported by Rail

WASHINGTON, D.C.  – U.S. Senator Maria Cantwell released the following statements after the Pipeline and Hazardous Material Safety Administration announced an advanced notice of proposed rulemaking on vapor pressure for crude oil transported by rail:
“I applaud the Department of Transportation for taking this important step to regulate the dangerous and volatile crude oil being transported through communities across Washington state and the nation. The volatility of crude oil must be regulated by the federal government, not private corporations.”

Background
Today’s announcement follows months of pressure from Cantwell. In 2015, Cantwell successfully passed a proposal requiring DOT and the U.S. Department of Energy to study crude oil volatility – a critical component to DOT’s final rulemaking.
Cantwell has been a constant voice in increasing tanker car safety and reducing volatility of crude oil that passes through communities across Washington state. Following the oil train derailment in Mosier, Oregon, Cantwell led a group of ten senators calling on DOT and PHMSA to set an emergency interim rule for volatility of crude oil transported by rail.
As part of her efforts to protect communities along rail tracks, Cantwell introduced the Crude-By-Rail Safety Act of 2015, which would set strong new safety standards for trains hauling volatile crude oil.

Bipartisan Working Group Announces Kilmer will serve as New Co-Chair

Quote: There’s a second threat to our democracy -- and this one is as old as our nation itself.  After my election, there was talk of a post-racial America.  And such a vision, however well-intended, was never realistic.  Race remains a potent and often divisive force in our society.  Now, I’ve lived long enough to know that race relations are better than they were 10, or 20, or 30 years ago, no matter what some folks say.    You can see it not just in statistics, you see it in the attitudes of young Americans across the political spectrum.
But we’re not where we need to be.  And all of us have more work to do.    If every economic issue is framed as a struggle between a hardworking white middle class and an undeserving minority, then workers of all shades are going to be left fighting for scraps while the wealthy withdraw further into their private enclaves.    If we're unwilling to invest in the children of immigrants, just because they don’t look like us, we will diminish the prospects of our own children -- because those brown kids will represent a larger and larger share of America’s workforce.  (Applause.)  And we have shown that our economy doesn’t have to be a zero-sum game.  Last year, incomes rose for all races, all age groups, for men and for women.
So if we're going to be serious about race going forward, we need to uphold laws against discrimination -- in hiring, and in housing, and in education, and in the criminal justice system.    That is what our Constitution and our highest ideals require.
But laws alone won’t be enough.  Hearts must change.  It won't change overnight.  Social attitudes oftentimes take generations to change.  But if our democracy is to work in this increasingly diverse nation, then each one of us need to try to heed the advice of a great character in American fiction -- Atticus Finch -- who said “You never really understand a person until you consider things from his point of view…until you climb into his skin and walk around in it.”
For blacks and other minority groups, it means tying our own very real struggles for justice to the challenges that a lot of people in this country face -- not only the refugee, or the immigrant, or the rural poor, or the transgender American, but also the middle-aged white guy who, from the outside, may seem like he’s got advantages, but has seen his world upended by economic and cultural and technological change.  We have to pay attention, and listen.  
For white Americans, it means acknowledging that the effects of slavery and Jim Crow didn’t suddenly vanish in the ‘60s  that when minority groups voice discontent, they’re not just engaging in reverse racism or practicing political correctness.  When they wage peaceful protest, they’re not demanding special treatment but the equal treatment that our Founders promised.  
For native-born Americans, it means reminding ourselves that the stereotypes about immigrants today were said, almost word for word, about the Irish, and Italians, and Poles -- who it was said we're going to destroy the fundamental character of America.  And as it turned out, America wasn’t weakened by the presence of these newcomers; these newcomers embraced this nation’s creed, and this nation was strengthened.

US DEFENSE NEWS: Carter, U.S. Needs Strong, Balanced Approach to Russia

WASHINGTON, Jan. 8, 2017 — The United States needs a strong but balanced approach to Russia, Defense Secretary Ash Carter said today on NBC's Meet the Press.
Carter also discussed the recent U.S. intelligence community assessment of alleged Russian activities and intentions in the November presidential election. The intelligence community did a "painstaking" and "careful" job in coming to its assessment, Carter said.
The intelligence community on Friday released a declassified assessment that alleged Russia carried out an "influence campaign" aimed at the 2016 U.S. presidential election. Those alleged actions included cyber activities against targets, according to the assessment.
The intelligence community, according to Carter, was "very clear -- they were very unequivocal about the judgement." The situation raises questions about U.S. overall strategy with respect to Russia, he said.
"It's an aggressive act against our very democracy," he said, adding, "That’s why I think all Americans need to regard it very seriously."
A U.S. response does not have to be limited to cyber, or to a military response, he explained, emphasizing the importance of trying to work with Russia "where we can."

DNR: Teanaway Community Forest Advisory Committee set to begin recreation planning

The Teanaway Community Forest Advisory Committee will begin developing a recreation plan for the forest when it meets on Thursday, Jan. 12, in Cle Elum.
 The meeting, which will be open to the public, will take place from 3 to 6 p.m. at the Swauk-Teanaway Grange, 1361 Ballard Hill Road.
 Washington state acquired about 50,000 acres for the community forest in 2013, and the departments of Natural Resources (DNR) and Fish & Wildlife (WDFW) worked with the advisory committee to develop a long-term forest management plan which was published in 2015.
 The management plan calls for the two agencies to develop a recreation blueprint for the forest. The recreation plan will lay a foundation for the preservation and development of recreation opportunities over the next 10 to 15 years, consistent with watershed protection and other priorities identified by state lawmakers.
 DNR and WDFW hosted a public open house in late October 2016 to give local residents the opportunity to discuss the recreation planning effort with agency personnel and members of the advisory committee.
 The Jan. 12 meeting will be the committee’s first session devoted specifically to recreation planning. It will include a review of the recreation elements of the forest management plan and an overview of the recreation planning process. Future committee meetings will occur on the second Thursday of each month through December 2017, and all are open to the public.
 The meeting agenda, future committee meeting dates and other information about the forest, including the 2015 management plan and the roster of advisory committee members, is available on the DNR website at www.dnr.wa.gov/TeanawayRec.
Background: Washington’s first state-managed community forest
The Teanaway Community Forest is located at the headwaters of the Yakima Basin watershed. Its acquisition in 2013 was the largest single land transaction by Washington state in 45 years and reflected more than a decade of collaboration involving many organizations and individuals. The property is Washington’s first state-managed community forest under the terms of legislation enacted in 2011. That law empowers communities to partner with DNR to purchase forests that support local economies and public recreation.
 Acquisition of the Teanaway was a key step in implementing the Yakima Basin Integrated Plan, an initiative developed by a coalition of public and private organizations to safeguard the basin’s water supply, restore fisheries, conserve habitat, preserve working lands and enhance recreational opportunities.
 The forest is managed through a partnership between DNR and WDFW, with input from the advisory committee, the local community and interested stakeholders.

Monday’s Supreme Court Inauguration Ceremony includes swearing in of newly elected Chief Justice Mary Fairhurst; New six-year terms for Justices Madsen, Wiggins and Yu

OLYMPIA, WA — On Monday, January 9th at 9:30 a.m., Justice Mary E. Fairhurst will be sworn in as the newest Chief Justice of the Washington State Supreme Court; along with the inaugurations of Justices Barbara A. Madsen, Charles K. Wiggins and Mary I. Yu, who were reelected to six-year terms.

While seating is very limited in the courtroom, the event is open to the public and overflow seating will be available in the foyer of the Supreme Court at the Temple of Justice in Olympia.

Chief Justice-Elect Mary E. Fairhurst was recently elected by her peers as the 56th chief justice of the Court. Fairhurst was first elected to the Court in 2002 and served 16 years in the Washington State Attorney General’s Office and as president of the Washington State Bar Association (WSBA). She earned her undergraduate and law degree from Gonzaga University. In 2011, the WSBA gave her its highest honor, the Award of Merit.

Justice Barbara Madsen was the first woman to be popularly elected to the Washington Supreme Court and has served two terms as Chief Justice — one of the longest serving in Washington State history. She has been honored for her leadership on issues of gender equality by many organizations and has served as chair of the Washington State Gender and Justice Committee for 18 years. Madsen was elected to the Washington Supreme Court in 1992, 1998, 2004, 2010, and 2016.

Justice Charles K. Wiggins was first elected to the Court in 2010 after practicing law for over 30 years, including serving as a judge on Division Two of the Washington Court of Appeals, as a pro tem superior court judge in King and Jefferson Counties, and as an attorney in private practice. Justice Wiggins graduated from Princeton University and earned an MBA from the University of Hawaii and his JD from Duke Law School.

Justice Mary Yu joined the Supreme Court in 2014 after more than 14 years as a judge on the King County Superior Court bench. Justice Yu serves on numerous boards, including as Co-Chair of the Washington State Minority and Justice Commission. She has received several “Judge of the Year” awards from organizations, including the Washington State Bar Association. Yu received her law degree from the University of Notre Dame Law School and in 2015 received the “Woman of the Year” award from Seattle University School of Law and the Women’s Law Caucus.
