Statewide Juvenile Arrest Data Available Through New Dashboard

Extensive youth arrest data from across the state is now available through the new Washington Juvenile Justice Data Dashboard, an online tool developed by the Administrative Office of the Court’s Washington State Center for Court Research (WSCCR). The dashboard opens a window for communities on the arrests of local youth, and their causes, so law enforcement agencies and community members will have a better view of the fairness and effectiveness of policing.


The Law Enforcement Data Analysis (LEDA) Dashboard, developed in partnership with the state Office of Juvenile Justice (OJJ), shows the number of arrests per 1,000 youths in the population for the state as a whole, as well as for individual counties and cities with a population over 1,000. The data can be sorted by gender, race, year arrested, and offense category as reported by law enforcement agencies. For example, the user could identify arrest rates for males of color in their city, county, or Washington State as a whole, and see how those rates have changed year-by-year.


The data includes arrests for juveniles ages 12-17 beginning in 2017 through 2020.  The dashboard will be updated annually with 2021 arrest data being added by summer and 2022 data added by the end of this year.


Carl McCurley, manager of the Center for Court Research, hopes the tool will help increase transparency and accountability.


“The dashboard comes at a time when the public needs a clear view of how the justice system operates, and can help law enforcement by empowering communities so they can engage in justice review and improvement,” McCurley said.


This is the first in a series of dashboards planned by the Washington Juvenile Justice Data Dashboard Initiative, a partnership between WSCCR, the Partnership Council on Juvenile Justice, and the Office of Juvenile Justice. The initiative aims to fill an important gap in our knowledge of the juvenile justice system and help with the larger work of comparing data in order to understand where disparities increase and decrease.


“The Administrative Office of the Courts is pleased to partner with the Department of Children, Youth and Families to provide this valuable new tool for the public and policy makers throughout Washington,” said State Court Administrator Dawn Marie Rubio.


A second dashboard with data on court processing stages — such as referrals, cases, and adjudication — is planned to launch by the end of the year. Future goals in 2024 and 2025 for the Initiative include building linked dashboards to include arrests, court filed diversions, detention admissions, and recidivism.


McCurley explained that in addition to allowing a better understanding of the juvenile justice system by law enforcement and community leaders, another central goal of the dashboard initiative is that other states and law enforcement agencies reproduce this method of tracking arrest.


“If we can do this for arrests of young people, we can just as readily do it for arrests of everybody. Any state or jurisdiction that has this data can do the same thing, and it's pretty straightforward to do it,” McCurley said. “Our hope is that others adopt and spread the method.”


The dashboard is the first law enforcement dashboard by WSCCR that makes innovative use of combined law enforcement data from the National Incident-Based Reporting System (by the Federal Bureau of Investigations) and the US Census Bureau.


A 10-minute tutorial video is included on the dashboard and is encouraged for proper interpretation of data and to optimize use of the dashboard. For a more in-depth demo and explanation of the data and goal behind the initiative there is a 54-minute-long webinar available that was held Feb. 9.


The arrest data dashboard can be accessed on the OJJ webpage. Requests for demonstration of the dashboard capability and any questions can be sent to Jenny Young at jenny.young@dcyf.wa.gov.

The Washington State Center for Court Research was established in 2004 by order of the Washington Supreme Court, and serves as the research arm of the Administrative Office of the Courts. Its research is intended to provide information on the work of the courts, help guide judicial policy and improve the functioning of the judicial system while serving all participants in the judicial process.


Positioned within DCYF, OJJ provides statewide resource, education, and coordination of juvenile justice system improvement and reform efforts. OJJ supports innovation and collaboration to reduce the impact of racial and ethnic disparities throughout the juvenile justice system. By providing compliance monitoring, funding, and training, OJJ acts as a resource to juvenile justice system partners.

DNR Closes Whatcom County Rock Pit to Target Shooting, Public Access. 

North Fork rock pit, northeast of Deming, contains elevated levels of lead, recent field tests found

 

The Washington State Department of Natural Resources closed the North Fork rock pit in Whatcom County to target shooting this month after recent testing found significantly elevated levels of lead there that far exceed environmental standards.

 

The rock pit, located on DNR-managed trust lands northeast of Deming, has long been a popular target shooting destination. However, the site has struggled with garbage dumping, illegal shooting, and other public safety issues.

 

“Limiting public access to recreation is not a decision that we take lightly, but the safety of our staff and the public is our primary concern,” said Jay Guthrie, DNR’s Northwest Region manager. “It is important that all target shooting on state lands is done in a safe and responsible manner, and that includes observing the closure of areas where target shooting can no longer be done safely.”

 

During a joint site visit with DNR, initial field tests by the Washington State Department of Ecology found results ranging from 6,420 milligrams of lead per kilogram of soil to 58,100 milligrams of lead per kilogram within the North Fork rock pit. The soil cleanup level for unrestricted land use in Washington state is 250 milligrams of lead per kilogram of soil. ( see more details)

Inslee statement on White House's Industrial Decarbonization Grants and Federal-State Buy Clean Partnership.

Gov. Jay Inslee released the following statement today after the White House's announcement of new actions to advance a cleaner industrial sector to boost American manufacturing and cut emissions, including $6 billion in grants to reduce emissions from industrial manufacturing and the launch of the Federal-State Buy Clean Partnership, of which Washington is a member. Member states have committed to prioritize efforts that support the procurement of lower-carbon infrastructure materials in state-funded projects, and to collaborate with the federal government and one another to send a harmonized demand signal to the marketplace.

"I welcome today’s White House announcements that will accelerate our efforts to reduce greenhouse gas emissions and support American manufacturing at the same time. As a member of the Federal-State Buy Clean Partnership, we’re ready to work together with Washington industry to pursue federal incentives from the Inflation Reduction Act and Bipartisan Infrastructure Law for reducing emissions from industry and manufacturing as we transition to a cleaner future. The administration’s $6 billion in grants to reduce emissions from industrial manufacturing will help us greatly.


"Both states and the federal government have a critical role to play in reducing climate pollution from our buildings by incentivizing clean manufacturing of building materials. Emissions from production of building materials account for an estimated 11% of global greenhouse gas emissions. There’s a tremendous opportunity for partnership with industry as we build a stronger market for clean, domestically produced materials with a lower-carbon footprint.


"Washington has advanced Buy Clean and Buy Fair policies in recent years with pilot projects, building a database for tracking embodied carbon in building materials, and my Executive Order 20-01 directing state agencies to consider embodied carbon in new state buildings. Through the Pacific Coast Collaborative, we are pursuing a West Coast-wide task force to advance low-carbon construction.


"Washington businesses are known for innovation, which we see in every corner of the state. Whether it’s using recycled steel to make rebar or opening a cross-laminated timber mill, our state is uniquely positioned to show what’s possible, and to reward that ingenuity. Our Legislature is currently considering Buy Clean and Buy Fair legislation. SHB 1282 would help us gather information and reward the best producers of clean building materials who provide good, living wage jobs.  It’s time to reward our innovators and proceed full speed ahead to decarbonize our industrial sector and lead in clean manufacturing."

From the US Dept. of Interior: President’s 2024 Budget Advances Efforts to Address the Nation’s Wildfire Crisis Through Workforce Reform, Investments in Wildland Fire Management Programs

More than $4.2 billion for the U.S. Departments of the Interior and Agriculture wildland fire and hazardous fuels management.

 WASHINGTON—The Biden-Harris administration today submitted to Congress the President’s budget for fiscal year 2024, which includes significant funding increases for wildland fire and hazardous fuels management. These investments will help address the nation’s wildfire crisis and implement comprehensive reforms for the wildland fire management workforce that provide stronger financial and health support to wildland firefighters, who are the backbone of wildland fire management nationwide.


The workforce reforms proposed in the FY 2024 budget request will increase federal and Tribal firefighters’ pay, invest more in their mental and physical health and wellbeing, improve their housing options, and expand the number of permanent firefighters. These reforms build on the temporary pay increase provided by the Bipartisan Infrastructure Law. The permanent pay reforms require authorizing legislation, and the Administration is committed to working with congressional leaders on developing a comprehensive legislative proposal.


“Wildfires fueled by climate change and ongoing drought continue to reinforce the need for a well-supported wildland fire management workforce that is available year-round to protect lives, communities, infrastructure and ecosystems throughout the country,” said Interior Secretary Deb Haaland. “The President’s 2024 budget proposal supports our ongoing effort to shift away from a temporary, seasonal workforce toward a more permanent team that can conduct wildland fire management year-round, including activities to reduce wildfire risk throughout the country.”


“Wildland firefighters save lives, protect communities and serve on the frontlines to confront our nation’s wildfire crisis,” said Agriculture Secretary Tom Vilsack. “We must take better care of them in return by addressing challenges that have plagued them for decades. Better care means better pay and benefits, better housing, better mental and physical health resources, and better work-life balance for these people who have given so much.”


Last year, nearly 69,000 wildfires burned more than 7.5 million acres across the country. On average, wildfire activity, severity, size, and cost are escalating. Wildfires that are larger, more intense, and harder to control threaten lives, communities, and valuable resources. In addition, wildland firefighters, who now face a fire year instead of a fire season, spend more time on the fireline and less time at home. ( see full story)

AG Ferguson, Gov. Inslee bill to hold the gun industry responsible passes Senate.

OLYMPIA — A bill to ensure that gun manufacturers and dealers — like other purveyors of dangerous goods — must take reasonable steps to prevent their products from getting into the hands of dangerous individuals passed the state Senate today by a 28-21 vote.


Senate Bill 5078, sponsored by Sen. Jamie Pedersen, D-Seattle, is jointly requested by Attorney General Bob Ferguson and Gov. Jay Inslee. Rep. David Hackney, D-Tukwila, sponsored the companion bill in the House.


The Firearm Industry Responsibility & Gun Violence Victims’ Access to Justice Act ensures that firearms manufacturers and sellers will face liability if they fail to establish, implement and enforce reasonable controls in the manufacture, sale, distribution and marketing of firearms to keep them out of the hands of dangerous individuals.


Changes in federal law since 2005 have shielded the gun industry from liability and barred lawsuits like this one — even when their negligence is provable.


That law, the federal Protection of Lawful Commerce in Arms Act (PLCAA), shields gun manufacturers and sellers from liability in some circumstances. However, Congress invited states to regulate firearm sales and marketing practices by exempting such state laws from PLCAA. SB 5078 creates such a law.


“This policy will ensure that the gun industry is treated like every other industry and faces real consequences for irresponsible conduct,” Ferguson said. “Today’s important vote is a significant step toward improving public safety in Washington.”


“This legislation provides accountability for a gun industry that has too often failed to take necessary precautions to prevent guns from getting into the wrong hands,” Gov. Inslee said. “Industry negligence costs lives — this bill lets the industry know we won’t abide this status quo any longer. Thank you to the bill’s sponsors and the Attorney General’s Office for advancing accountability in the gun industry.”


“We must ensure that firearms dealers and manufacturers are held accountable when they fail to keep weapons out of the hands of dangerous individuals,” Sen. Pedersen said. “Victims of gun violence in our state deserve access to justice. It is past time for the gun industry to face real consequences for irresponsible sales and marketing practices.”


Four other states — Delaware, New York, New Jersey, and California — have adopted similar legislation, and courts have upheld laws that fall under the PLCAA exception allowing for state regulation of firearm sales and marketing.


In the wake of the mass shooting at a Buffalo, N.Y., grocery store in May of last year, the city is suing several gun makers under New York’s law. The New York law, similar to SB 5078, has already survived a challenge in federal court.

Here is the response I got after filing a complaint against Dive Mart (aka Instant Live Helps) scamming me out of $399. for technical support, the called me back sometime later saying there was another problem with my computer, something they said won't happen, which was none. They were out to scam me another $200 which I refuse to pay, finding out by investigation I done found out they are scammers. Here if the response that was emailed to me by the AG office:


The complaint you submitted to our office regarding Instant Live Helps dba Devine Mart was reviewed and determined to be appropriate for the informal complaint resolution services offered by our Consumer Resource Center. This is an informal, voluntary process. Our office acts as a neutral party to facilitate communication between consumers and businesses to assist in resolving the complaint. We are prohibited by Washington State law from providing legal advice or representing either party.

If the business(es) do not respond to our request, our office cannot compel the business(es) to respond.

The situation you described fits the definition of a common type of scam called “Phishing”. Phishers may contact consumers by email, telephone, letter, or facsimile. Often Phishers pretend to be from a legitimate company or will use official sounding names and will ask you to verify financial account information, passwords, or other personal information in order to access your account. Phishers also may threaten to terminate your account or in some cases even threaten to have you arrested unless you provide the requested information.


 


It is very difficult to locate Phishers because many of them operate out of foreign countries. We have found that the majority of these callers use various phone systems to bounce their calls to various locations within and outside the United States to disguise their actual phone number.


 


This in turn makes it very difficult to prosecute them and recover consumer funds. Given these difficulties, there is little our office can do to stop communications from Phishers. You may wish to contact the following agencies for assistance or guidance:

• Be skeptical of warnings that accounts will be shut down with little or no notice if you don’t reconfirm your billing information


• Don’t click on website links in suspicious emails; contact the legitimate company directly using a telephone number or a website found on your statement or other correspondence


 


If you’ve given personal information, consider the following:

• Carefully check credit card and bank statements for unauthorized charges each month


• Contact the fraud departments of each credit bureau and report that sensitive financial information has been compromised; ask that a "fraud alert" be placed on your file


• If your financial accounts have been fraudulently accessed or opened, contact each company’s security department; close these accounts; use creative passwords on your accounts


• If your financial information is used for illicit purposes, file a report with your local police or the police where the identity theft took place and get a copy of the report

If you used a credit card to pay for merchandise you never received, you may be able to dispute this charge with your credit card company if the transaction meets the criteria identified on the Federal Trade Commission (FTC) website at http://www.consumer.ftc.gov/articles/0221-billed-merchandise-you-never-received-heres-what-do. The Fair Credit Billing Act (FCBA) and the Mail or Telephone Order Merchandise Rule offer protections and procedures for consumers so they don’t have to pay for merchandise they ordered but never received. There may also be a process to address this if you paid with a debit card. Check the FTC website linked above for additional information.


Consumer complaints provide valuable information that our office uses to identify patterns of unfair or deceptive practices that may warrant enforcement of the Consumer Protection Act. Your complaint will be exported to the Federal Trade Commission’s (FTC) Consumer Sentinel database.

I was taken by these clowns!

Being someone who keeps track of online scam jobs like these clowns. I myself was conned close to $400! This nightmare started for me back in September, I was staying at the Red Lion Inn at the time due to the Housing Authority's renovation project, and was using Wifi there, not that had anything to do on what happened to me, but wanted to share the circumstances I was in at the time using WIFI for internet access, what happened to me could have happened regardless how I access the internet.

I logged on my computer, and found my computer was being blocked, and on the screen was a 800 number to call. I thought it was a Microsoft technician, I was calling. It turned out no to be the case, it was a scammer company that infects people with ransomware, and other viruses. I thought at the time I was dealing with a legit company, gave these jerks access to my computer to "fix" the problem, then they charged me close to $400! Which I foolishly paid for using some of the stimulus that had at the time. 

They told me this was a one time payment, and my computer would be safe. Apparently, that wasn't the case. Recently they called me with another problem with my computer, they said it had to be "fixed" again, told me they wouldn't charge me for the fix, but they through their intimidation, and threats, they demanded me to pay them an additional $200! At this time I thought I was dealing with a legit company, I agreed at first, then changed my mind, which by the way is anyone's right to do, cancelled the transaction which they manipulated me in doing, I felt helpless, and vulnerable. I was conned by these people once won't be conned again.

I spent the better part of this week filing complaints against this company. With our state's AG office, the FTC, and the BBB of Florida which they are based at.

This company goes by two names: Instant Live Helps, which is a front for Devine Mart

The Genuineness of Mark 16:9-20

The last verses from Mark’s gospel, (Mark 16:9-20) have been called “The Longer Ending of Mark.” The first time I came across this criticism it was in response to quoting verses 15 and 16. Mark 16:16 affirms, “He that believes and is baptized shall be saved, but he that believes not shall be condemned.” The statement is so plain, the only way to avoid its force is to discredit it. Nothing is more clearly taught in the New Testament than the absolute necessity of a believer being baptized to be saved.

What happened to our healthy fear of nuclear war? The world reacted in horror to Vladimir Putin’s invasion of Ukraine one year ago this week. But one of the alarming side effects of Putin’s war is how talk of using nuclear weapons has been almost casually tossed around over the last year. Last fall, our own president said the world could face nuclear “Armageddon” if Putin uses a nuke on Ukraine. People mostly shrugged and moved on. Almost 78 years removed from the atomic bombing of Hiroshima and Nagasaki and 31 years since the end of the Cold War, we’ve lost our proper fear of nuclear war. These are terrifying weapons, some of which are 3,000 times more powerful than the bomb dropped on Hiroshima. We need a wake-up call about the reality of nuclear war and why it must NEVER happen. Glenn takes you through how the nuclear arms race developed between the U.S. and Russia. He also explores the current nuclear threats, what nuclear war would actually entail, and the unthinkable consequences that would result. Are we prepared? Is there anything you can do to increase your chance of survival in a nuclear attack?
