AG Ferguson seeks local law enforcement applicants for $2 million in gun violence prevention funding.

Funds stem from successful lawsuit against gun dealer that illegally sold high-capacity magazines

SEATTLE — Attorney General Bob Ferguson announced today that his office is accepting applications from local law enforcement agencies for $2 million in funding for programs intended to reduce gun violence, promote firearms safety and support victims of gun violence.

Applications for the funding must be submitted by Oct. 31. Applications should be submitted to Cherie Norris, grants and contracts supervisor at the Attorney General’s Office, at FISGrants@atg.wa.gov or by mail at 7141 Cleanwater Dr. SW, P.O. Box 40107, Olympia, WA 98504-0107.

The one-time funding opportunity is the result of a lawsuit enforcing Washington’s ban on the sale of high-capacity magazines. A King County judge ruled Federal Way Discount Guns violated the law by selling thousands of high-capacity magazines, and the store paid $3 million. Ferguson chose to use $2 million of that money to fund law enforcement efforts to support efforts to reduce gun violence.

“Putting this money directly in the hands of local law enforcement will improve public safety in communities across our state,” Ferguson said.  “These funds will combat gun violence and offset the harm caused by the brazen and unlawful actions of Federal Way Discount Guns.”

Any local police department, county sheriff’s office or tribal police agency in Washington is eligible to apply for the funding. Applicants must demonstrate how gun violence is impacting their community, supported by relevant data, and clearly articulate how they will use the funding to achieve concrete goals to address the problem.

Agencies have 60 days to apply for the funds. Agencies that receive funds must keep track of how the funds are used.

If you have questions about the application process, please contact FISGrants@atg.wa.gov or call 360-709-6465.

Federal Way Discount Guns lawsuit results in gun violence prevention funding

Ferguson’s consumer protection lawsuit against Federal Way Discount Guns led to a resolution that funded this opportunity.

Washington prohibits the sale of magazines with the capacity to hold more than 10 rounds of ammunition. Ferguson's investigation into Federal Way Discount Guns found that the retailer sold 3,625 of these unlawful high-capacity magazines between July 1, 2022 — when the law went into effect — and December 2022, when Ferguson filed his lawsuit.

In April 2023, a King County judge ruled Federal Way Discount Guns broke the law. As a result of the case, Federal Way Discount Guns paid $3 million to the Attorney General’s Office. The Attorney General’s Office is retaining approximately $1 million for the office’s costs to investigate and litigate the case, and will disperse up to $2 million to local law enforcement agencies to support gun violence prevention efforts.

The $2 million in funding is known as a cy pres distribution, meaning an indirect form of restitution rather than individual payments direct to consumers.

When resolving lawsuits, the Consumer Protection Division of the Attorney General’s Office often recovers costs and fees incurred in bringing the actions, as well as civil penalties and restitution. Whenever possible, the Attorney General attempts to provide direct restitution to consumers who were harmed by the conduct of the subject of a lawsuit.

However, it is not always possible to identify each consumer who was harmed, or the amount of money available for each individual makes it impractical to distribute money directly to consumers. In those situations, courts can allow a cy pres distribution. Cy pres means “as near as possible,” and requires that funds be distributed in a manner that benefits the category of consumers harmed by the illegal conduct.

You can learn more about cy pres awards from the Attorney General’s Office here./WAAG

IN FOCUS & LOCAL MEETINGS:

IN FOCUS: Trust Land Transfer Funding Request Approved by Board of Natural Resources.

DNR will ask Legislature to fund 8 transactions that would conserve 12,299 acres of forests and grasslands, fund replacement of trust land

The Washington State Board of Natural Resources approved a priority list of eight parcels for legislative funding to conserve via the Trust Land Transfer program during its meeting Wednesday morning at the Natural Resources Building.

The Washington State Department of Natural Resources will submit the ranked list of properties, which come from five different counties across the state, to the Office of Financial Management and the Governor’s Office as part of agency funding requests for the next legislative session. The 12,299 acres of land are proposed to be transferred to Tribes and public agencies, including DNR’s Natural Areas Program and the Washington Department of Fish and Wildlife. The transfers must be funded by the Legislature before they can be completed.

“The Trust Land Transfer tool is a pivotal way to conserve lands while supporting public services and Washington’s rural economy, and from the Columbia Basin to the coast, these parcels are a great example of the benefits this program provides to the Evergreen State,” said Commissioner of Public Lands Hilary Franz, chair of the Board and elected leader of DNR.

A 12-member volunteer committee ranked the applications based on five weighted criteria – community involvement and support, ecological values, economic values, public benefits, and tribal support – adopted with the help of beneficiaries, tribes, industry, and conservation groups. The criteria were tested in a pilot project in 2022, and the Board formally adopted them earlier this year.

DNR generates more than $250 million each year through the management of trust lands, which are required to generate revenue to support schools, colleges, and critical local services across Washington state. That revenue comes from sustainable forest management, agricultural leases, clean energy leases, and commercial real estate leases.

The Trust Land Transfer tool is designed to transfer trust lands that produce no or minimal revenue but do provide important ecological values or public benefits. If funded by the Legislature, DNR will transfer these lands to public agencies for conservation or recreation purposes and then replace them with lands better suited to generate money to support school construction and local governments.

This is the first time that the Trust Land Transfer tool is being used since the Legislature codified it during the 2023 session. The program had existed since 1989, conserving more than 125,000 acres of Common School Trust lands that support K-12 school construction statewide. Now, the program is available for all types of DNR-managed trust lands.

Here are more details on each of the eight parcels included in the package, in ranked order:

Beckler 6, King County: This 676-acre parcel 4 miles north of Skykomish would be transferred to the Tulalip Tribes and continue to be managed for conservation. The Beckler River bisects the parcel, which is surrounded by the Mount Baker-Snoqualmie National Forest on three sides and is more than 3 miles from the nearest DNR-managed parcel. DNR currently manages the parcel as long-term forest cover under its State Uplands Habitat Conservation Plan with the federal government. The Alpine Lakes Protection Society submitted this application.

The parcel is currently designated to support the Scientific School Trust, which generates revenue for capital projects for Washington State University.

Okanogan G, Okanogan County: This 42-acre parcel 1 mile south of Twisp would be transferred to the Confederated Tribes of the Colville Reservation to restore and maintain riparian habitat along the Methow River. DNR had previously managed the parcel under a grazing lease before designating the parcel for disposal in 2019 because of the minimal revenue it generated. The parcel is approximately 2 miles from the nearest DNR-managed parcels.

The parcel is currently designated to support the Common School Trust, which funds K-12 school construction across Washington state.

Tract C East, Tract C North and Tract C South, Yakima County: These three proposals, totaling 9,936 acres, would be transferred to the Confederated Tribes and Bands of the Yakama Nation. The parcels are on the western edge of the Ahtanum State Forest, approximately 25 miles west of Yakima, and Tract C North and Tract C South are both in checkerboard ownership with Yakama Nation lands. The parcels are in the usual and accustomed areas of the Yakama Nation, and they have minimal potential to generate revenue for DNR’s trust beneficiaries.

The parcels were split into three applications to ensure that their size fit within the scope of the Trust Land Transfer program. All of the lands are currently designated to support the Common School Trust.

Babcock Bench, Grant County: These two parcels about 6 miles southwest of Quincy, totaling 1,235 acres, would be transferred to the Washington Department of Fish and Wildlife to be managed as part of the Quincy Lakes Unit of the Columbia Basin Wildlife Area. The parcels include habitat for a host of plant and animal species of concern, including shrub-steppe ecosystems and roosting for at least eight species of bats.

The parcels, both of which are currently managed to support the Common School Trust, are currently leased to and managed by WDFW, and their transfer would eliminate an inholding and an edge-holding to the Quincy Lakes Unit.

South Lake Ozette, Clallam County: This forested parcel 12 miles northwest of Forks, totaling 372 acres, would be transferred to the Quileute Tribe for conservation and cultural purposes. The parcel, which is directly south of Olympic National Park, includes two creeks that drain into Lake Ozette and provides habitat for the endangered Lake Ozette sockeye salmon run, as well as the federally threatened marbled murrelet and Northern spotted owl.

The parcel currently is designated to support the Common School Trust.

Middle Fork Snoqualmie, King County: This parcel 2 miles southeast of North Bend, totaling 95 acres, would be transferred to DNR’s Natural Areas Program and added to the Middle Fork Snoqualmie Natural Resources Conservation Area. The parcel, the majority of which is not available for timber harvest because of buffers to protect water quality, is currently managed as long-term forest cover. It is adjacent to the Middle Fork Snoqualmie NRCA to the east and west, and it is already within the long-term boundaries of the conservation area.

The parcel is currently designated to support King County public services.

FACT CHECK: Are Illegal Immigrants Voting in Our Elections?

Americans are finally starting the feel the impact of unchecked immigration under the Biden-Harris administration. Venezuelan gangs are terrorizing communities. Illegal immigrants in New York City now account for 75% of arrests in Midtown Manhattan. This isn’t by accident. It’s a globalist plan to overwhelm and collapse our country. Glenn Beck saw this coming back during the Arab Spring. He predicted how the movement would see Islamists, anarchists, Marxists, and progressives all working together.

It would cascade throughout Europe and eventually to the United States. Now, in the middle of this chaos, there are two issues that citizens in every Western country —  including ours — are being censored over: immigration and elections. Glenn connects the dots and does a deep dive on the data to answer: Are illegal immigrants voting in our elections? And if so, are the numbers meaningful enough to actually choose the next candidate? The numbers in the swing states are shocking! Some of the best work that exposes the White House’s master plan on illegal immigration has been produced by Mike Howell at the Heritage Foundation’s Oversight Project. He joins Glenn to separate fact from fiction on how widespread illegal voting by noncitizens really is and explains why Democrats in Congress really don’t want to pass the SAVE Act. “They’re lying to you. ... Illegal voting is a largely unpoliced matter by design.”---Glenn Beck

Mark Levin Audio Rewind - 9/6/24

On Friday’s Mark Levin Show, WREC radio host Ben Ferguson fills in for Mark. Former VP Dick Cheney has endorsed Kamala Harris and says Donald Trump is a threat that can never be trusted with power again. Cheney is still mad about Liz Cheney losing her spot in Congress and her relevancy because of Trump and has joined the never-Trumpers and fake Republicans like Adam Kinzinger. If you care about our country, you don’t put a Marxist in office. Also, when Trump won in 2016 the political elites and the establishment hated him because he disrupted their world. There was a line or a pecking order in politics and they waited their turn. Trump disrupted the establishment and the Republican party by using his fame and notoriety to jump the line and become president.  The Obamas, the Clintons, the Cheneys, etc were furious. Later, the open border under the Biden-Harris administration, combined with anti-police policies and mentality, has led to gangs taking over entire cities in America like Aurora, CO. The communist Marxist Democrats have put us all in danger and now American citizens are hostage to cartels.--Mark Levin

AG Ferguson’s lawsuit returns more than $5.2 million from uncashed checks to Washingtonians.

All Washingtonians can search at ClaimYourCash.org to see if they have unclaimed funds waiting

SEATTLE — Attorney General Bob Ferguson announced today that he recovered more than $5.2 million plus interest that Washingtonians can claim through the state’s unclaimed property program. The money comes to Washington as a result of Ferguson’s lawsuit over uncashed checks issued by international money transfer company MoneyGram.

Washington’s unclaimed property program, which is administered by the state Department of Revenue, works to return unclaimed or abandoned funds and other property to its rightful owners. That can include uncashed checks, funds in bank accounts, insurance proceeds, stocks, bonds, mutual funds, consumer credits and more. To search for unclaimed property in your name, go to www.ClaimYourCash.org.

The $5.2 million is part of a more than $190 million resolution between Delaware and a bipartisan coalition of 30 states to ensure that the funds from the uncashed MoneyGram checks were returned to their states’ residents.

“This money belongs to Washingtonians,” Ferguson said. “The unclaimed property program helps return funds that are rightfully yours. Every Washingtonian should visit the unclaimed property program’s website to see if they have funds waiting to be claimed.”

The funds come from uncashed prepaid MoneyGram checks that people can purchase from banks or credit unions. After the checks are purchased, the issuing financial institution pays MoneyGram the amount of the check. MoneyGram then uses the funds to reimburse the financial institution that cashes the check. If the check recipient fails to cash the check, the money becomes unclaimed property.

Delaware originally took possession of the funds regardless of where the checks were issued, since MoneyGram is headquartered there. Ferguson and the bipartisan group of states sued Delaware, arguing that, under a federal law regulating abandoned money orders and travelers’ checks, the unclaimed funds should be returned to the states where the checks were issued to be disbursed as unclaimed property. The case was heard at the U.S. Supreme Court, which ruled in Ferguson’s and the states’ favor.

According to the Department of Revenue’s unclaimed property website, Washington’s program has returned more than $1.5 billion in unclaimed funds to Washingtonians. For more information on Washington’s unclaimed property program, or to search for unclaimed funds in your name, visit www.ClaimYourCash.org.

Checks that were issued in 2008 or earlier may still be available through Delaware’s unclaimed property program. Visit https://unclaimedproperty.delaware.gov/ to check if you have older unclaimed funds available in Delaware.

IN FOCUS & LOCAL MEETINGS:

IN FOCUS: WDFW to host workshop on new boating regulations to protect Southern Resident killer whales.

OLYMPIA – The Washington Department of Fish and Wildlife (WDFW) is seeking public input at a virtual boater engagement workshop on Thursday, Sept. 12.

Starting in 2025, vessels will be required to stay a minimum of 1,000 yards away from endangered Southern Resident killer whales in Washington waters.

To ensure that the state’s boaters have the tools and information they need to follow these new regulations, WDFW and the Orca Regulations Communications Advisory (ORCA) Group are hosting a Boater Engagement Workshop to hear directly from vessel operators and the boating public.

The meeting will take place virtually on Thursday, Sept. 12 from 9:30-11 a.m. Attendees will have the opportunity to provide feedback on initial education, outreach, and/or communication planning related to the 2025 vessel regulations as well as on draft messages and outreach methods to help boaters comply with the upcoming regulations.

Anyone who boats or paddles in the Salish Sea is encouraged to attend, and registration is required for this event.

The Washington Legislature directed the new vessel regulations and related outreach and education efforts in Senate Bill 5371, passed in 2023.

THIS WEEKS VIDEOS:

Glenn Beck Exposes TERRORIST SYMPATHIZERS Infiltrating the Democrat Party.

Thirteen years ago on Fox News, Glenn made a prediction: Radicals, Islamists, communists, and socialists will work together against Israel, against capitalism, and to overturn stability. He was ridiculed for it at the time. But now, every word of it has come true. Glenn heads to the chalkboard to expose the radical groups and the left-wing dark money network behind the anti-Israel protest movement that has been raging across the U.S. since October 7, 2023. These anti-Israel protests are NOT the spontaneous, grassroots reaction of a bunch of concerned citizens who just want to care for Palestinians. They are the coordinated effort of hundreds of groups who descended on the DNC in Chicago because they understand that Democrats are their ally.

Democrats represent their best opportunity to implement their true agenda, which is anti-Israel, pro-Marxist, and, ultimately, anti-American. For months, the anti-Israel protesters have helped reveal the seedy, anti-Semitic underbelly of the Democratic Party coalition. The mainstream media doesn’t want Americans to know the truth about these protesters, their financial backers, and, in many cases, their ties to terrorist groups. And since they are the propaganda arm of the Harris-Walz campaign, they really don’t want you to know about their interactions with radicals associated with anti-Israel groups and how their campaign is already kowtowing to anti-Israel factions of the party. The Cloward-Piven strategy of overwhelming the system is in full swing, Glenn argues. This is how leftists collapse the West ... unless we vote them out in November.--Glenn Beck

What is the Clean Energy Credits for Washington Families Program?

This program is offering a one-time bill credit of $200 to eligible electric utility customers. Qualifying customers will have the $200 bill credit applied to their utility account by September 15, 2024.

The Clean Energy Credits for Washington Families Program is supported with funding from Washington’s Climate Commitment Act (CCA). Information about the CCA is available at www.climate.wa.gov.

Eligibility

City of Port Angeles residential utility customers that qualify as low- to moderate-income are eligible. Salmon restoration project helps strengthen sockeye population in the Yakima Basin.

In July, we joined our partners in the Yakima Basin Integrated Plan to celebrate completing the plan’s biggest undertaking so far: the Cle Elum juvenile fish passage facility.

This milestone is one part of a larger project at Cle Elum Dam that will improve access to 30 miles of river habitat. It is projected to help increase sockeye return into the Yakima Basin fivefold, from 20,000 to 100,000 each year.

Last year marked the 10-year anniversary of the state’s initial investment in the Integrated Plan, making this celebration a timely closeout to the plan’s first phase – and helping to lay a solid foundation for the next 10 years and beyond./DOE

IN FOCUS & LOCAL MEETINGS:

IN FOCUS: WDFW files emergency rules to help prevent the spread of chronic wasting disease.

SPOKANE – Following confirmation of a case of chronic wasting disease (CWD) in Spokane County in late July, the Washington Department of Fish and Wildlife (WDFW) has filed multiple emergency rules to help prevent the spread of the disease across the state.

CWD is a fatal illness of deer, elk, moose, and caribou. The disease is caused by mutated proteins known as prions, which can contaminate the environment and be transmitted between animals through their feces, saliva, and urine. Most animals with CWD appear normal until the end stages of the disease. It can only be detected through testing of lymph nodes or brain tissue. It is important to prevent a widespread outbreak of CWD in Washington to protect wildlife populations.

The following emergency rule changes relate to CWD. These are summaries of the changes; for the full text of each emergency rule visit WDFW’s Emergency rule change web page.

Baiting- Effective Sept. 1, 2024, in game management units (GMUs) 124, 127, and 130 (PDF) it is unlawful to hunt for deer, elk, and moose using any type of bait placed, exposed, deposited, distributed, scattered, or otherwise used for the purpose of attracting deer, elk, or moose with the intent to hunt them; or natural or synthetic scents that contain or are derived from cervid urine and glandular extracts.

Transport restrictions of dead wildlife- Effective Aug. 23, 2024, it is illegal to transport deer, elk, or moose, or parts thereof, taken from within the 100 series GMUs in areas that require a Washington state hunting license, to other areas of Washington state.  This excludes meat that has been deboned in the state or province where it was harvested and is imported as boned-out meat, or meat that has been deboned within 100 series GMUs and is transported as boned-out meat to other areas of the state.

Mandatory CWD testing for salvaged deer and elk – As of Aug. 23, 2024, anyone who salvages a deer or elk in the CWD initial response area (IRA) of GMUs 124, 127, and 130 must submit the whole head with at least three inches of the neck attached, or extracted retropharyngeal lymph nodes at the base of the skull to WDFW for chronic wasting disease sampling within three days of receiving a salvage permit.

Mandatory reporting of hunting activity- Effective Sept.1, 2024, successful deer, elk, and moose hunters in GMUs 124, 127, and 130 are required to submit the whole head of a harvested animal with at least three inches of the neck attached or extracted retropharyngeal lymph nodes to WDFW for CWD sampling within three days of harvesting.

Information on how to have hunter-harvested or salvaged deer, elk, or moose tested is on WDFW’s CWD web page. There is also information on WDFW’s Chronic Wasting Disease Management Plan.

The Department will propose similar permanent rules for the Washington Fish and Wildlife Commission to consider soon.

Pearls From Philippians - Chapter 2

Paul’s epistle to the Philippians—what a beautiful epistle it is! In our last study together, we highlighted Chapter 1, as we are in a four-part study, devoting one study to each of the four chapters in this book. Of course, by doing that, we may only highlight this great epistle; we cannot examine every rich verse of scripture in it in detail. We might say that we can only extract some of the “Pearls from Philippians.” Oh, and what pearls they are!--TFTW

THIS WEEKS VIDEOS:

We're Not Fighting Harris-Walz This November. We're Fighting GLOBALISM.

The Democratic National Convention in Chicago has made something very clear: We need to stop referring to the 2024 Democrat Party as “liberals.” It’s no longer the party of John F. Kennedy or even Bill Clinton. The majority of the party elites represent something much more dangerous this November election. It’s true that the Harris-Walz record has flashes of communism or Marxism, but Glenn Beck argues that it more closely resembles 21st-century fascism. It’s an ideology that takes its marching orders from something much higher (and it’s not God).

Take a look at the world right now. Every Western country is experiencing cost-of-living riots. Immigration riots. Freedom of speech riots. Everyone is pushing back on the same destructive policies. That’s because — whether they realize it or not — those who prefer FREEDOM are drawing a line in the sand against what is emerging — global government. Glenn connects the dots on the chalkboard like you’ve never seen to reveal a strategy half a century in the making, starting from the late 1940s from the forming of the U.N., the World Bank, and the World Trade Organization all the way through Agenda 21, the Paris accords, and the World Economic Forum. The chalkboard is going to be full, and it all points to one inevitable outcome: One World Order.--Glenn Beck
