MONDAY'S BUSINESS AND FINANCE REPORT:

Editorial note: In our "NOTEPAD NEWS" section I pose a question: Question: Should we hold our leaders to a higher standard when they are representing us? I think a dose of common sense and decency should be practiced by our elected local officials while in office, not impose more rules that censor free speech. It really depends on how the citizens of Port Angeles want to be represented as by our leadership, and our our image as a city is being viewed by others, and readers, the world is watching.

Now for our business report....

ETHIC COMPLAINT DROPPED BY FORMER MAYOR'S WIFE, Reason?....

As I said it was...tit for tat! Along with stories of potty mouth councilmembers, and other hot topics during city council meeting.

The first story which happened during Tuesday's meeting, was a letter which the city received from the last ethics complaint circus was yet another withdrawal of the complaint against: Whetham, Merideth, Collins, and Bruch. Marie Wiggins, wife of former mayor Glenn Wiggins, stated in her letter to the city council Tuesday, that her motives for filing the complaint was to show the anti-fluoride crowd that the ethics complaint vehicle was and is for both sides of the issue to use. If that isn't a prime example of tit for tat I don't know what is. You can read the full letter in PDF format which was sent to this publication after I made a request for a copy of the letter:  https://drive.google.com/file/d/0BwwvQPTlp-hSVk5vMC04SWltQ3l6d1pFY1lLRHBOV3dVVG5R/view?usp=sharing

Shouldn't there be a code that fines people for filing petty ethics complaints against elected officials?
Now for some on the spot commentary on news headlines....
Whetham gets censored both for being a potty mouth, and questioning motives of some council members in forming yet another advisory board on fluoridation.

Move to inform water users on maintaining dental health follows decision to halt public fluoridation.--PDN

Quote from the article posted: " Whetham said it would be “ludicrous” to hear from public health officials about “how we are going to spread the news.”

Editorial Note: So let's start with every ones favorite topic, you guess it, fluoridation. First of all during the first open public comment session one of the speakers Dr. Tom Locke who now lives in Sequim spoke scolding the council for stopping adding fluoride for 17 months. WAIT! Didn't another Sequim resident,  Eloise Kailin, came and spoke on the same issue just a couple of weeks ago, on the merits of removing fluoride in the Port Angeles water supply, and was scolded by Kidd, and Gase in not being a resident of Port Angeles?

Yet, not a word one in pointing out Locke is not a resident of PA, by either of them. Why do you suppose Locke was given a pass on that issue and not be censored by Kidd, or Gase in not being a resident of the city, yet they censored Kalin when she started speaking a couple of weeks ago. I say what is good for the gander is good for the goose don't you think? This wasn't an agenda item, it was presented to the council for consideration to form this "educational" or should I say...pro fluoride propaganda by overzealous dentist on a future agenda.
Whetham questioned the motives of forming this "educational" advisory board, but Kidd voiced her objections of Whetham questioning the motives, which by the way he had the right to question the motives. Kidd cited rules of conduct over questioning the motives of other council members and censored Whetham for doing to. That would later come a topic of discussion later in the meeting regarding the rules of meeting behavior by both the council, and the audience during meetings.

Quote from article posted: " It’s time to end the exaggerations of benefits of water fluoridation being rammed down the throats of Clallam County Citizens by Dr. Thomas Locke, MD, MPH, Health Officer for Clallam and Jefferson Counties and Chair, Washington Dental Service Foundation and his cohort Dr. R Scott Kennedy, MD, Chief Medical Officer for Olympic Medical Center and member of the Washington Dental Service Foundation Board of trustees."

Taxpayer-paid doctors schilling for Delta Dental---Port O Call

Maybe, the council should listen to Eastwood,
if not the folks regarding conduct of Council members.
The question is, should our leaders be of the people or for the people?

Review of the staff memo regarding protocol and procedures:
Summary: Council has worked to review and discuss changes to the Rules of Procedure on
several occasions. Most recently, Council held a public hearing on the Rules of Procedure at
its June 21st meeting and ultimately decided to continue the matter to a future meeting.
Tonight, Council is being presented with three versions of the Rules of Procedure for
consideration:  Version 3 is the most recent version which incorporates suggested changes from Council member Bruch.

Editorial note: Version 3 of the code was approved by the council during their meeting on Tuesday. With a 6-1 vote, Whethem voting against. The discussion began when Whetham cited the need for the council to review the entire ethics code, something I agree with. But, both the mayor and deputy mayor censored Whetham for bring up the topic, the Mayor promptly told Whetham that the topic was the rules and procedures, and silenced him. That pretty much set the tone for the rest of the topic of discussion they weren't interested in hearing anything but what was the root cause of that code of ethics, and reasons behind what it says in regards of foul language by council members during meetings....think back folks...our pal..Max Mania!

So, naturally Kidd was citing a rule that was formed back when Mania was on the council, and was at times using colorful language. But! Whetham wasn't the only one that should have his mouth washed out with soap, at times the newest member of the council, Michelle Merideth uses "colorful" language during meetings. Why, Kidd didn't cite Merideth for using foul language, and just Whetham? Good question. Could it be the real reason that Kidd discovered that Whetham wasn't going to play ball as she hoped by just dutifully doing what she expected of him by going along approving things like fluoridation? Could that be it? I recall when he was running for office she had his campaign signs on her lawn, and she seem to fawn over the guys when he attend meetings while campaigning what happen since then, now they are at odds I wonder?
The issue here is using good common sense, and showing a higher degree of professionalism while holding public office. Not to use tavern like language during public meetings while you are in office. After all those who sit in positions of authority will before the highest Judge of all...God, one day and will have to give account for their actions and deeds while holding positions of authority.

Being a potty mouth during public meetings doesn't exactly show how mature you are in being able to hold office. Our leaders represents us, not their own self interests. So the question is,  our leaders of the people? Or, for the people? If our leaders wants respect, and honor by the folks, then they should show respect for their office they hold.
Whethem should of ask regarding review of the entire ethics code, "If not now when?" that is what he should have asked not just live it at that.

Stop construction of the Dakota Access Pipeline which endangers the water supply to Native American reservations.
Created by C.S. on August 15, 2016
The Dakota Access pipeline is set to be constructed near the Standing Rock Sioux Reservation in North Dakota, crossing under the Missouri River which is the only source of water to the reservation. The pipeline is planned to transport approximately 470,000 barrels of crude oil per day. The potential of oil leaks would contaminate the only source of water for the reservation. While Dakota Access claims oil leaks are unlikely, an oil leak from a separate pipeline in North Dakota was discovered (8/15/16) to have leaked over 500 barrels of oil since the leak began on July 19, 2016. You can read the article here: http://bit.ly/2aVm5cv. A leak like this from the Dakota Access pipeline would leave the Standing Rock Sioux without any clean water.

Is God the Author of Evil?
Among the so-called discrepancies that skeptics claim to have found in the Bible is the question of whether or not God is the author of evil. Verses such as 1 Corinthians 14:33, Deuteronomy 32:4, and James 1:13 teach that God does not originate sin. Skeptics maintain that such verses contradict passages including Lamentations 3:38, Jeremiah 18:11, Isaiah 45:7, Amos 3:6, and Ezekiel 20:25 which, they claim, teach God is the author of evil. The Claims of Jesus
Claims of Jesus Christ: Deity, Son of God, Eternal Savior
Many people today, including many who claim to be Christians, express doubt that Jesus is the Divine Son of God, the Savior of the world. Or they speculate that people may be saved by someone other than Jesus. Since the four gospel accounts of Jesus´ life constitute the only eyewitness record we have of Jesus´ teachings, let us consider what Jesus Himself actually claimed in those records.----Gospel Way

THE CITY TO MULL OVER UTILITY RESOURCE PLAN, EDC CONTRACT, & MEETING PROTOCALS

Three items on the next city council meeting that caught my eye was one, the city's utility resource plan. According to the staff memo provided in the council packet:
The electric utility is required, by RCW 19.280.030, to submit an updated
Peter Ripley Publisher
Resource Plan (Plan) to the Washington Department of Commerce by September 1, 2016. The principal desired outcome is to ensure that electric utilities have resources adequate to meet projected loads, especially as the Bonneville Power Administration (BPA) has moved to a tiered rate structure from its previous melded rate schedule.
In its projection of the resources estimated to serve future loads, the Plan must explain why those resources were chosen. If those chosen resources were not conservation, efficiency, or renewable energy resources, an explanation must be provided on why such a decision was made. Staff prepared the Plan using typical growth rates and the City’s current and anticipated future resource mix. The state-required Plan must be updated every two years and will be available to the public from the City’s website. The Plan can be modified in the future if opportunities arise for financially sound renewable energy resources. At the August 2, 2016 City Council meeting, the Council requested that a 2nd public comment period be conducted at the August 16, 2016 Council meeting to provide further opportunity for comment on the City’s resource plan. (See page h-1 for further details)

Editor's note: We keep bowing to the wishes of the mighty BPA don't we? One of the many reasons we start producing our own sources of energy.

The second item on next week's agenda is: Clallam County Economic Development Corporation - Contract
According to the staff memo provided: On February 2, 2016 City Council discussed the Clallam County Economic Development Corporation (EDC) contract. City Council voted 4 to 3 to request that staff draft a contract with the EDC in the amount of $10,000 from the restricted economic development account special project funds.
Funding: Historically, the City has provided $15,000 in funding to the Clallam County Economic
Development Council. Based on the 2015 City Council priority setting process, EDC Funding was eliminated from 2016 Budget. On February 2nd Council requested that staff allocate $10,000 for the contract. The approved budget does contain restricted funds that could be utilized for the EDC contract. Specifically staff identified $10,000 in the restricted economic development account identified for special projects. Based on Council direction from the February 2nd meeting these funds will be utilized for the contract. (see page I-1)

Editorial note: Why continue to feed this agency given it's track record to date? Have we seen any new industrial development? More Jobs? And yet, they come asking for another 10k, doing what?

And finally the hot topic of the evening coming on Tuesday: City Council Rules of Procedure
According to the staff memo provided: Council has worked to review and discuss changes to the Rules of Procedure on several occasions. Most recently, Council held a public hearing on the Rules of Procedure at its June 21st meeting and ultimately decided to continue the matter to a future meeting. Council is being presented with three versions of the Rules of Procedure for
consideration:
1. Version 1 are the rules as they are currently adopted; 2. Version 2 is a clean copy of what was presented at the June 21st meeting. It is based on the work done by Councilmember Collins and includes Council consensus on several of the sections; 3. Version 3 is the most recent version which incorporates suggested changes from Council member Bruch. (see page I-37)
Any person disrupting the business of the Council, either while addressing the Council or attending its meetings, shall be asked to cease such disruption. For clarification, disruption of a City Council meeting does not require behavior that constitutes a breach of the peace, although a breach of the peace would constitute a disruption of a City Council meeting. Rather, disruption of a City Council meeting is any behavior that interrupts the Council meeting or prevents the Council from accomplishing its business in a reasonably efficient manner. For purposes of illustration only, such disruption may include, but is not limited to:
• irrelevant or repetitious speech
• continuing to speak after the allotted time has expired
• audience demonstrations such as booing, display of signs, or any other conduct that disrupts the Council proceedings. (This is version 3 after the edits from Council member Bruch.)
Editor's note: looks like signs and flags are a no, no...I wonder if that includes Old Glory? As for signs I am still tempted to show up having my Army T-shirt in support of the military presence here in Port Angeles, and having old glory on my wheelchair...wonder if that would be considered disruptive? Include my sign on my chair promoting The Ripley Report....hum....so tempted.

County will hear presentation by Jim Buck on the report of Casadia Rising exercise.

Among other items on the work session (see full agenda)
see details of work session agenda: http://websrv7.clallam.net/forms/uploads/bocc_worksession_packet.pdf

During their regular meeting on Tuesday, the highlight item on their agenda is yet another executive session item, which the public, and media can't attend:
The Prosecuting Attorney's Office has requested an executive session with the Board of County
Commissioners, Department of Community Development, and Human Resources/Risk Department. The purpose of the session is to discuss with legal counsel representing the agency matters of relating to potential litigation related to Ord. 909, to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party.
Discussing such matters in executive session is appropriate because public knowledge of the discussion would reveal the County's legal strategies and likely result in an adverse legal or financial consequence to the agency. RCW 42.30.110(1)(i) expressly authorizes a governing body to convene an executive session for the above-described purposes.
Other than that the next highlighted item on their agenda next week is: Resolution granting approval authority for emergency warrants as allowed by revised code of Washington (RCW) 42.24.180
see full agenda for other items: http://websrv7.clallam.net/forms/uploads/bocc_meeting_agenda.pdf
See details of agenda items: http://websrv7.clallam.net/forms/uploads/bocc_meeting_packet.pdf

Editorial note: Oh, one note worthy item that is on the next agenda coming this Tuesday that's this little item: Agreement with Peninsula Daily News for printing legal publications beginning July 1, 2016 and ending June 30, 2017
It is interesting that no other publication had issued a bid for this other than the PDN. Why hasn't the Port O Call issue a bid to do this advertising? Or has it been solely the PDN that the county wants to do business with. But, then again, who would want to be dubed Pravda for the year? Did the county bother to issue bids on this? Or did they assumed that the PDN would do the job?

NEWS COMMENTARIES FROM NATIONAL AND STATE SOURCES

Join the Army and Choose Whichever God You Like---NY TIMES

Is God Transgender?---NY TIMES

A quote from Eastwood reflects my thoughts
on this type of promotion of abomination
towards God.
Quote from the article posted: In fact, the Hebrew Bible, when read in its original language, offers a highly elastic view of gender. And I do mean highly elastic: In Genesis 3:12, Eve is referred to as “he.” In Genesis 9:21, after the flood, Noah repairs to “her” tent. Genesis 24:16 refers to Rebecca as a “young man.” And Genesis 1:27 refers to Adam as “them.”
Surprising, I know. And there are many other, even more vivid examples: In Esther 2:7, Mordecai is pictured as nursing his niece Esther. In a similar way, in Isaiah 49:23, the future kings of Israel are prophesied to be “nursing kings.”
Editorial note: mis -quoting scripture to prove that changing sexual identity as normal, has got to be the most foolish thing to do. Which version of the bible he was quoting the "queen james bible" or something like that?
What those versus actually say:
Genesis 9:21 New King James Version (NKJV) 21 Then he drank of the wine and was drunk, and became uncovered in his tent.
Genesis 3:12New King James Version (NKJV) 12 Then the man said, “The woman whom You gave to be with me, she gave me of the tree, and I ate.”
Genesis 9:21New King James Version (NKJV) 21 Then he drank of the wine and was drunk, and became uncovered in his tent. (the versus was speaking of Noah...NOT EVE!)
Genesis 24:16New King James Version (NKJV) 16 Now the young woman was very beautiful to behold, a virgin; no man had known her. And she went down to the well, filled her pitcher, and came up. (Nope no referring Rebecca as a man there)
Genesis 1:27New King James Version (NKJV) 27 So God created man in His own image; in the image of God He created him; male and female He created them.
read this from the Gospel Way: Man in the Image of God
Unlike the animals, man was created in the image or likeness of God (Gen. 1:26-28). This is what makes man superior to animals. This concept is both challenging and amazing. What consequence does this have to the subject of creation as compared to evolution? (Note that Adam, in the image of God, in turn had a son in his image - Gen. 5:1-5).
http://www.gospelway.com/topics/man/man-image-god.php
Esther 2:7New King James Version (NKJV)
7 And Mordecai had brought up Hadassah, that is, Esther, his uncle’s daughter, for she had neither father nor mother. The young woman was lovely and beautiful. When her father and mother died, Mordecai took her as his own daughter.
Isaiah 49:23New King James Version (NKJV)
23 Kings shall be your foster fathers, And their queens your nursing mothers;
They shall bow down to you with their faces to the earth, And lick up the dust of your feet. Then you will know that I am the Lord, For they shall not be ashamed who wait for Me.”

PORT ANGELES DIGEST: INDUSTRIAL FISHING INDUSTRIES WILL HAVE TO WAIT ON INCENTIVES

Editorial note: I sent an email to the Port asking about subsidies provided to the commercial fishing trade. Something which I support by the way, in providing incentives to the commercial fishing trade.

The following is the answer I got from the Port Director, Karen Goschen:
"We  decided to wait on incentives until a new Agent agreement has been completed so the Agent can be part of determining how and what incentives are needed and to integrate incentives into a marketing plan. This will include exploring incentives to attract new moorage tenants as well as exploring incentives for commercial fishing. We did a little research on marinas that provide incentives for commercial fishing. Whether incentives are offered or not it is related to the mix of moorage tenants and commercial fishing activity and location as well as other factors. Incentives will need to be reviewed and approved by the Commission.
Of the 8 regional marinas it looks like  the following marinas do have separate, lower commercial rates:
Port Townsend Boat Haven, Neah Bay (Makah Marina), Cap Sante Marina (Anacortes)
The following marinas do not have separate commercial rates:
Shilshole Bay Marina, Anacortes Marina, Kingston, Pleasant Harbor, Port Hadlock, Port Ludlow, Port Orchard, Herb Beck Marina (Quilcene)"---from an emailed letter.
I asked the question if incentives as discussed during a work session during last week was still on the table. Apparently, that is on hold.

COUNTY TO HOLD PUBLIC HEARING ON VACATION RENTALS ON AUG. 23rd

Notice of hearing(s) to be held at 10:30 a.m., Tuesday, August 23 regarding 1) Proposed ordinance adding a new chapter in Title 33 titled “Vacation Rentals” and 2) Proposed amendments to Clallam County Code 33.03, Definitions.
That was one of all the agenda items considered and approved during their meeting on Tuesday which includes the following agenda items:
Amendment 1 with C. Akin Blitz and Bullard Law extending the contract for labor and employment law related representation from August 1, 2016 to January 1, 2017
Agreement with the Washington State Department of Transportation for guardrail improvements at Lower Elwha Road, Little River Road, and Quillayute Road
Contract with the Washington State Department of Natural Resources for purchase of valuable products appraised at $25,000 or less from state lands
Notice of bids to be received no later than 10 a.m., Tuesday, August 30 for the Clallam County Jail Camera and Recording Installation project
Notice of bids to be received no later than 10 a.m., Tuesday, August 23 for the 2016 Countywide Intersection and Road Repair project
Approval of budget modifications for the week of July 25  Notice the Preliminary 2017 Clallam County Budget will be available September 13
However the hot topic of the day was this item which was executive sessioned:
The Prosecuting Attorney's Office has requested a 30-minute executive session with the Board of County Commissioners, the Administrator, and the County Road Engineer and/or his designee. The purpose of the session is to discuss with legal counsel representing the agency matters of pending litigation [Simpson v. Clallam County, Kitsap County Superior Court Cause No. 14-2-02422-5 and Miles v. Clallam County, Clallam County Superior Court Cause No. 16-2-00543-1] to which the agency, the governing body, or a member acting in an official capacity is or is likely to become, a party.

Editorial note:  No members of the public or press was permitted to hear what this was all about.

THE OLYMPIC DIGEST

NEWS FROM OUR CONGRESSIONAL DELEGATION TO WASHINGTON DC:

Cantwell and Kilmer Tout Bill to Support Innovation in Wood Building Construction, Tour Site of Future SPI Timber Mill

Press release issued by Congressman Kilmer on Augest 9th:
Today, U.S. Senator Maria Cantwell (D-WA) and Representative Derek Kilmer (WA-06) held a roundtable in Shelton, WA to discuss innovative wood products and their bipartisan bill that could create jobs and opportunities for rural communities.
The Timber Innovation Act would advance innovative wood products such as cross-laminated timber (CLT). CLT has received attention for being a less expensive and less carbon-intensive than alternative building products.
The members were joined at the site by local timber industry officials, environmental groups, and economic development stakeholders. The use of CLT products could help reduce future building costs, improve environmental impact, strengthen structures in the face of seismic disturbances, and provide needed opportunities to strengthen our nation’s timber industry.
“Devastating fires across the state have cost billions to fight. Cross-laminated timber and long term timber contracts could help us maintain better forest health while bolstering local economies,” said Cantwell. “CLT is beginning to open new market opportunities. This is something the forest products industry has shown us time and again:  new technologies can create new markets for wood and assist us in maintaining healthy working forests.”
“Folks in our region don’t want our top export to be our young people,” said Kilmer. “Cross-laminated timber gives us a chance to utilize an abundant and sustainable product native to Washington state that connects rural economies to greener urban growth. We will continue to fight for our bipartisan bill so we can make it easier for construction sites across the country to use sturdy, innovative, renewable wood products grown and manufactured on the Olympic Peninsula.”
The legislation would:

Establish a new performance driven research and development program on tall wood building construction in the United States; Authorize the U.S. Department of Agriculture’s (USDA) popular Tall Wood Building Prize Competition for the next five years;
Create federal grants for state, local, tribal, university and private sector entities to support education and outreach to accelerate the use of wood in tall buildings; Incentivize the retrofitting of existing facilities located in areas with high unemployment rates; and
Authorize technical assistance from USDA, in cooperation with qualified state officials, to address evolving building codes when utilizing mass timber products.
A number of public and private entities in the Pacific Northwest are exploring how to make the best use of local resources, a skilled workforce, and mill infrastructure to develop and produce environmentally friendly, sustainable, and durable CLT products that can create jobs in local communities.
After the roundtable, Senator Cantwell and Representative Kilmer toured the site of a sawmill scheduled to be opened in 2017 and to be run by Sierra Pacific Industries in Shelton. The mill is estimated to provide about 200 local jobs.
