I WASN'T THE ONLY ONE WHO VISITED PLATYPUS ON TUESDAY.
| Steve Burke pictured here with fellow Port Commissioner's | Beauvais (Center) & McAleer. |
The Ripley Report: Steve, As a curtsy, I share my publication link to governing authorities. You are most welcome to make comment on any stories I post. All the best in your endeavor Steve, can the Port solve the Platypus issue in time? I know this is a bit much since you just came on board of this, I can empathize with the owner of Platypus this been going on for decades, and he is fed up with it all.
I went down there and experienced first hand the working conditions Steve. And I got to tell you the Port ought to be embarrassed. So you think the Port can come up with something before six months?
Port Commissioner Burke's: thanks for the link. I will try my best to do what we can to keep Platypus here, they are a good business for our community. But at the end of the day, it will be up to Platypus.
| Yours truly while touring Platypus on Tuesday Morning. |
Port Commissioner Burke: I was down there for two hours on Tuesday and toured all the facilities and then sat down with them and tried to find some common ground in order to make some progress.
The Ripley Report: Steve, I went down there too on Tuesday, in the morning time. Took some pics of the area, and was shown around. So, I guess I missed you. If you would like to share more of your visit feel free to send me your story.
Port Commissioner Burke: I think the only part of the story that has not been discussed is that the lease with platypus has always been an “unimproved dirt lease” with all improvements the responsibility of Platypus. That is why the lease price is so low.
Readers, if that is the case, that it is up to the tenant to improve the land that they are leasing, then the argument for letting the tenant buy the property outright is made stronger. Why should the business owner spend millions on upgrades to the land he is leasing, if it's not his own land? Now, if you had your own land, naturally you would want to develop it right? I still say that it should be the responsibility of the land lord, which is in this case the Port should be repairing the drainage systems, and laying asphalt on that whole plot of land, so the tenant could focus on expanding their business and trade. The same deal that Westport marine got should be granted to Platypus Marine plain and simple.

FISHING DERBIES TO FISHING BANS...
SO HOW'S AN ALL TOURIST ECONOMY WORKING OUT FOR YA?
I remember years ago when we had a big time Salmon Derby, complete with Royalty, and an annual parade, which was usually held in September. Many who have lived in the area probably remember those days, which brought in anglers from all over the globe to compete in the derby. Now a days hardly a mention, and no more parades or the trappings that festival provided. They still hold the derby, just not with all the fan fare it once did. While the city is mulling over their conscience in helping out some kids in a mini fishing event in Lincoln Park. Larger issues play into a bigger picture. The State in the meantime is considering a complete ban on fishing particularly many of the communities that depend on the commercial, and recreational fishing trade will once again take another hit.
The catcher here is, many voices in the area swears on a stack of bibles practically that if we just embrace tourism as the sole source of this area's economy, that we all will be millionaires! I already see a flaw in that assumption. One of the main reason that tourist comes to the area is FISHING! So the argument of doing away all other forms of industry and trade in the area, and embracing solely the tourist trade just went out the window in my book. Grant tourism plays a small part of our local economy, but other industries and trade shouldn't be tossed out just because they don't meet current environmental attitudes of the day. Not saying we shouldn't protect the environment, we should, but not at the expense of solid trade and industry, and most of all family wage jobs. Take for example Nippon Saw mill, environmentalist have been on this quest for years trying to close down the mill. Not thinking at all about how closing the mill will effect the local economy, however, they be the first bunch to complain when retailers start closing their doors, and they wouldn't be able to drink lattes no more, because all the business that relied on those industrial jobs starts to close their doors.
These folks made it an effort to drive away yet another opportunity which could bring in much business and trade. They spent months last year protesting the arrival of the oil rig that arrived here, which gave the local economy a boost. These folks used canoes which by the way are made with petroleum products. Now, isn't that rich! The signs they used to do their little protest was made by paper products! Which is made from wood chips! These hypocrites, use the very products which they deplore the industries for producing! Then they expect that we should follow their suggestion to do away with all these industries, and embrace tourism as a sole source of income for the communities?

Clallam County Taxpayers on the Hook for Carlsborg Sewer By Bryan Frazier March 17, 2016---PORT O CALL
Quote from the article posted: What is sure, for this project, is the county taxpayers are going to be on the hook for years, this project isn’t going to generate enough revenue to support its self, the taxpayers may see additional appropriations from other county funds and the rate payers are going to see escalating monthly costs. This sewer project may very well lead to a financial catastrophe for this county.---Port O Call/ Frazier
Editorial Note: Byran Frazier ran for County Commission as you recall, though in the article we paints a bleak picture of the future cost of the Carlsborg project, he doesn't mention any solution on how it should be paid for, if the taxpayer shouldn't be holding the bill. Should the county just abandon the project then? He doesn't give an opinion on whether or not that the sewer project should be done, not from what I read. If he thinks that the sewer project should be done, then who should pay for it, if not the taxpayer? I look at it this way this project will bring in more employment opportunities, when people find work they tend to spend more. Sales taxes alone from employed people will help in paying for the project. When more people spend more money, you collect more sale taxes.

WHILE PORT GET'S STUCK IN MUD, CITY GETS STUCK IN IRONY.
Readers, rarely do you have three local governmental bodies meet on the same week. That might had to do it being leap year, but having three meetings all in one week with the County, City, and Port, made for plenty of editorial fodder. While your's truly was mucking around in the mud down at Platypus, and writing several stories on the subject, I was just waiting to see how the other media outlets in town were going to report on the happenings of the other two meetings this week. Here is what they had to offer:
Quoting from the article posted: "At Tuesday's meeting, Dale Wilson said during a public comment session that Gase's and Kidd's legal fees could not be paid without a lawsuit or criminal charges being filed against them. City Attorney Bill Bloor, referring to Chapter 2.64.020 of the municipal code, said Wednesday that is not correct. Bloor said the complaint is considered a against Gase and Kidd that allows the two to defend themselves with taxpayer funds."---PDN
Another quote regarding the pipes: " Public Works and Utilities Director Craig Fulton said Wednesday the pipes don't need repairs and that with regular maintenance, the piping should be good for 10 to 15 years."---PDN
Quoting the article posted: "The discussion for spending $400 for a fishing derby lasted 20 minutes with Kidd, Gase and Collins arguing it is not in the budget and the city should not be funding agencies not in the budget. “You argued for $15,000 for the EDC and that was not in the budget,” shot back councilman Lee Whetham. “Now you can’t do the same thing for a $400 grant to help kids learn to fish, continued Whetham."
Editorial Comment: Two points I want to mention here from both of these stories. Though everyone including politicians have the right to be legally represented. Yes, according to the RCWs that public funds can be used for that legal representation. Now, consider this readers, both Gase, and Kidd are probably well off financially, and they could probably afford lawyers out of their own pocket. So, why have the taxpayer flip the bill? Talk about irony! Some of those taxpayers are those who are against fluoridation to begin with. So in essence they be paying Gase, and Kidd's legal expenses during this ethics board hearing, now isn't that rich! Could it be, and I'm just guessing here it's their way of sticking it to those who dare to file ethic complaints? It's like saying: "You dare to file complaints against us, well we are going to do one better. We will hire high price lawyers at your expense." Not suggesting this is happening, but someone could make that assumption.
Of course I'm just trying to fish more irony here readers. Port Of Call's Dale Wilson was correct pointing out the irony he cited regarding the mini fishing derby the folks who want to hold the event in Lincoln Park. The city is willing to spend taxpayers dollars on legal representation on those council members facing an ethics hearing but can't muster up $400 bucks for kids fishing derby. Here's a thought, one of these council members could cough up their monthly salary and pay for it out of their pocket.
Second point: How about those pipes from the fluoride plant or whatever you want to call it. Why do you think that those pipes has a life span of 10 to 20 years? Could it be because of a certain toxic element being pumped out through those pipes causing damage to the pipes. I would think pipes would last longer than 20 years don't you? How's that for irony?!
Editorial Comment: These two stories I fine ironic as well, you can probably guess. If the Port don't come up with a solution fast regarding Platypus, those unemployment rates will increase by 70 people losing employment. You have to watch public eye's video of the Port Commission work session which features discussion between Platypus and the Port. Then you will get a clear picture of what I been harping about for the pass few days.

Now, the owner of the business, Judson Linnabary, only wants to build a new building which will be three stories, which will include better office space, because the office they now have, resembles a shack lack of a better term for it. Since the Port is hesitant in going ahead with an outright sale of five archers of property so Linnabary can spend his own money to develop the land his business sits on, and expand his business to increase potential business for the company, and at least the opportunity for more employees to be hired, he would have no choice to pull up stakes. He is fed up of being laughed at, and reports of him being "bankrupted" untrue! He has been defaulted twice by the Port! So, yeah readers I can clearly empathize with the guy! He has been shafted by the land lord "the Port" for years, and has been cited by the DOE countless times for the conditions of the property his business sits on, which by the way is Port Property! So, if anyone should be cited for poor conditions of the drainage system, and the ocean of mud, that should be on the Port, not the company. So, yes readers the blame should be on the Port's table on this! Instead of them once again talking about it more they should be scrambling to fix the problems. If within six months they don't come up with a plan, loss of business, and jobs, would be on them.

SNAP SHOTS FROM BANGLADESH?.. ER MAKE THAT PLATYPUS
Readers, I took a little trip down to Platypus Marine today, which the sales and marketing assistant Brad Hale gave me the nickel tour of the facilities here is what my camera captured...
Picture of me taken by Hale, in front of part of a fishing boat they are currently working on. Inside a building which isn't really suited for the work they are working in.
Brad Hale, who was nice enough to show me around the complex.
Platypus had to work on a component of a Trident Nuclear Submarine in mud!
The pleasure yachts, and fishing boats costing millions having to be worked on outside, instead if inside because there isn't enough space. Plus, admits in a plain of mud. The whole area should be asphalted
Some workers working on a barge have to do their work in what I call these huts which are like big tents, some buildings in the yard are more like garage size shops for the workers to work in.
Another vessel being worked in what I would call big garage like structure, which isn't really ideal for painting purposes, you can't paint cold steel I was told. The area I was shown didn't have any indoor heating.
This area is looking out from a structure that housed a Israeli navy vessel they were working on under a tarp, inside one of these out buildings.
What they need readers is another large complex like their commander building which is the big blue building which is 200’ x 160’ feet of space.
And get out of the mud soup they find themselves in....
And don't forget their restroom facilities folks...
Mens and Women facilities which weren't really up to ADA standards
Plus...the famed porta pottys
More shots of muck and mire conditions these people are being asked by the Port to lease out...
One of the main entrances to the main commander building....
The conditions these people have to use to conduct their business, trade, and work in is an embarrassment, I kept saying unbelievable while I was being shown around. If the Port wants to continue playing land lord they need to act, and less debate in fixing their land they want to lease, don't you think?
PORT'S IMAGE AS A SLUM LORD IS APPARENT IN THE CASE OF PLATYPUS
As the Port scrambles to fashion out a new lease which may have some of the same elements in the sale agreement with West Port Marine way back in 2008. The Port's image of a slum lord in regards to Platypus property as become quite evident as shown in the pictures that Platypus President, Judson Linnabary shared with the Port Commission on Monday. Since the Port seemed reluctant to even to entertain the notion of a all out sales agreement, which West Port Marine was fortunate to get. The Port once again will offer Linnabury yet another lease that may have the same elements as West Port got. In essence readers the Port still wants to play the part of the land lord in this. If that's the case, then the property they are leasing to the business is their problem to fix, which also makes them in this case a slum lord. I can see the marketing department at work here readers, "Come see our slums for rent!" The Port should be embarrassed by what been going on down there. Really readers, Platypus not only has to deal with storm water drainage issues, they also get the back wash from their neighbor...West Port Marine. Is it any wonder why Linnabary is fed up with the land lord which is the Port? I intend to take a trip down there and check it out first hand...so stay tune. Can't wait to see the porta potty the employees use for a restroom...ADA would just love to see this! So, readers the Port's Image of a slum lord is apparent...They have six months to fix it.
Platypus presents Port of Port Angeles commissioners with ultimatum---PDN
Quote from the article reflecting what the Port Said during the work session on which I attended: "Commissioners agreed to work quickly to address his grievances, beginning with exploring ways a lease could be written to protect both Platypus and the port.I don't want you go anywhere, especially when it's something we can fix, said Burke.
So, readers the question remains, will the lost of 60 jobs be worth the five archers of property that Linnabary wants to buy outright and develop on his own as West Port done? Or will the Port be left holding the image of leasing out a mud pit?

PLATYPUS PRESIDENT TO PORT: " YOU HAVE SIX MONTHS TO MAKE ME OFFER OR I'M TAKING MY BUSINESS ELSEWHERE."
| Platypus President, Judson Linnabary Picture was taken Friday, by Peter Ripley |
Linnabary, pointed out the long history between his company, and dealings with the Port on the issues about the storm water drainage issue, and in essence wants the same deal that Westport had, in buying their own property so he can spend close to 5 million over a period of five years to develop the property so it can meet the DOE standards. This could mean more employment opportunities as well for his company if allowed to own the property outright instead of leasing it, which according to a quick interview with this publication after the meeting adjourned. He also told this reporter, that they would go for a final lease proposal provided it had the elements that was in the sales deal that the Port made with West Port Marine. In short readers that would be the final straw for Platypus if the Port don't come up with a viable plan.

ARE WE TRULY FOSTERING A BUSINESS FRIENDLY CLIMATE IN PORT ANGELES?
BUSINESS & FINANCE REPORT
Haggen to close Port Angeles store, lay off 67 workers on May 10---PDN dated 3.13.16
Editorial Comment: Yesterday, a reader expressed her concerns over the fact that with the pending closure of the Albertsons/Haggen store, the west side of town will be without the convenience of a grocery store nearby. No one likes to see a grocery store close their doors, or 67 people loose their jobs on account of decisions being made on a national corporate level. Grocery stores which are own by big corporations calls the shots of what stores are going to be closed, and there is very little what the local governments can do about it. The governing body of the community can only foster a positive business climate that will attract big corporations to invest in the town. They look at things like does the city have good schools, clean drinking water, property taxes, and industrial Infrastructure that will support their business in the long term. When corporations see schools falling apart and not being replaced with new schools, or when they see the community as a whole not supporting the back bone of their community which is industry they tend to shy away from investing in that community. Plus things like force feeding the public medicated water also plays into that factor. Let alone property taxes and utility rates. When they see things like governmental bodies not allowing the sale of property to expand an already existing industry, they tend to also look on that too, and wonder is it worth our corporation to invest in that community? So what do you think readers, how are we doing fostering a business friendly climate?

IT'S ROTH VS RICHARDS...THUS FAR
As reported in the local papers you probably already guess which side the main stream media leans toward....
Ron Richards, a Democrat, seeks return to Clallam County commissioner seat--PDN
Maggie Roth, a Republican, to make second try at Clallam County commissioner seat ---PDN
Former county commissioner may be future county commissioner---Port O Call
Editorial Comment: Though the official sign up period for local elected candidates for positions which are opened this time around. other than some court positions, and PUD commissions postings locally isn't until May. The County Commission race seems to be the only show in town. That's not including the State, and Federal elections. On the state level, since Senator Jim Hargrove has already said he is retiring in published reports earlier this week. The question is who will be running for his seat? Other state legislative positions up for reelection are Steve Tharinger, Kevin Van De Wege, for the 24th district. Thus far no one has indicated they are attending to run for those postings. Thus far what I call the early bird specials are those running for the County Commission position: Roth and Richards. Now its still early for this election, so other people my toss their hats in the ring and they would end up being in a primary.
Now, this brings me to Mike Chapman, why is it that the two local newspapers, keep reminding us that Chapman turned Democrat since he already indicated he is not seeking re-election? They both keep mentioning that Chapman turned democrat, in their reports. If the guy isn't running why the press coverage, other than his usual activities sitting on the County Commission? It would be one thing if he was thinking of running for a state posting, then the fact he is now Democrat would warrant the coverage. Could it be they both lean to the democrats, perhaps one more so than the other? I made no bones my publication leanings which is moderate to conservative. The two local papers claim neutrality. You can tell by their tone of their reports and posting that they lean left. This will be an interesting race to be sure, and I think Maggie Roth has a shot in this because she would be a new face to the commission. I believe people should be given the opportunity to serve at least once.

Coincidental or what? Port to review relationship with Platypus
Readers, talk about your strange coincidence, or irony. While fishing for topics to write about today. I checked to see if the Port of Port Angeles had published their agenda. Low and behold on their agenda during their work session meeting before their 1:PM meeting on Monday this little item was on it: Platypus Marine Lease/Port Relations
According to the staff memo provided:
Platypus Marine, Inc. (“Platypus”) has been a Port tenant since June 1, 1995 (its
predecessor was AM Marine). Platypus currently employs approximately 80 employees
and provides marine repair and manufacturing services for the recreational, commercial
and governmental sectors. Under its current written lease agreement, Platypus leases 3.89 acres and pays a monthly lease rate of $6,795 plus leasehold tax. The lease states that rate is to remain in effect until May 30, 2010, at which time the rate was to be renegotiated. To date,
there have not been any successful rate renegotiation. Platypus also uses the Port’s
travel lift pier for $175 per lift. ( see full memo)
See full work session agenda: http://www.portofpa.com/AgendaCenter/ViewFile/Agenda/03142016-137?html=true
Now readers as I mentioned yesterday, I support the sale of the 5 acre property. I already gotten a response from a former Port Commission Candidate saying that would be a big mistake! I am quite aware readers that the Port earns income from the leases and lease hold tax. But, I believe they can still earn income from property taxes, and utilities right? What we are talking about here readers is just 5 acres! Do we want to run the risk of them pulling up stakes and moving somewhere else were they will be able to buy their own land, and having 80 people lose their jobs? Now, some would argue let them! The Port can simply fine another topside repair company who will be willing to lease port property rather having their own land. Now Rayonier purchase a chunk of shoreline property years ago, can't remember if it was from the port or city. But, the point is the property now sits barren and empty now, years after the mill closed down. Some would argue, whoever sold the property to Rayonier don't want to make the same mistakes twice. That's assuming of course either the port or city sold it in the first place years ago.
Yes, those are all valid arguments against selling five acres to Platypus. But, all these arguments ignore the human element, that is the cost of jobs, and yet another business moving out all over five acres.
Now, as for the regular meeting which didn't have the issue with Platypus Marine.
The highlight item on their agenda Monday is besides swearing in Steve Burke as new Port Commission which the port issued the following press release after he was selected, long after both this publication, and the PDN ran stories on it.
Commission Appoints Mr. Steve Burke as the District 2 Commissioner
Today at a special meeting of the Board of Commissioners, Commissioner McAleer and Commissioner Beauvais unanimously voted to appoint Mr. Steve Burke to the vacant District 2 Commissioner position.
Commissioner Burke will be sworn in as a Port Commissioner on Monday, March 14th at the 9:00AM work session. Commissioner Burke will complete the term of former Commissioner Jim Hallett until a new commissioner is elected during the November 2017 general election. Commissioner Burke is currently the executive director of the William Shore Memorial Pool.
Burke apparently won't be sworn in until after the work session which the Port will review the relations with Platypus, but, I am sure he will be able to weight in on this issue. It will be interesting where he leans on the issue of selling port property outright to a private business.
Nevertheless the highlight item or items that Burke will be part of is: Clallam County EDC Contract

CITY TO CONSIDER TOLLING AGREEMENT FOR HARBOR CLEAN UP
Another topic in the City Council agenda that caught my eye was this staff memo entitled:
PA Harbor Cleanup Tolling Agreement for Potentially Responsible Parties (PRP’s)
Summary: There are two separate categories of claims arising from contamination in Port Angeles harbor, or any similar harbor. The Agreement for consideration by City Council tonight deals with just one such claim – a claim made under federal law for natural resources damages (NRD). The western harbor group, of which the City is part, asserts that the statute of limitations has run on that claim, but the federal Trustees who made the NRD claim disagree. The purpose of the proposed Agreement is simply to toll the statute of limitations issues, which means to suspend those issues just as they exist now while reserving all parties’ rights and positions. The purpose of tolling the statute of limitations is to allow the parties time for settlement negotiations of NRD claims. If the PRPs enter into the Tolling Agreement and commence negotiations, and settlement negotiations fail, then nothing is lost. However, if the negotiations are successful, it would benefit all parties.
Funding: No funding is necessary for this Tolling Agreement.
Recommendation: Authorize the City Manager to enter into the attached Tolling Agreement and to make minor modifications to the Agreement if necessary
Editor's note: That's good this tolling won't cost us anything, but, I can't help thinking that this contamination in the harbor might be from our fluoridated water? See if they ever admit to that right?

Now readers as I mentioned yesterday, I support the sale of the 5 acre property. I already gotten a response from a former Port Commission Candidate saying that would be a big mistake!
